INTRODUCTION Flotation equipment is becoming more definitive in design as well as greater in dimension. The last ten years have witnessed the implementation of large flotation cells ranging in size from 28 to 85 cubic meters. However, small plants still operate with cells as small as 3 cubic meters. These changes have increased the operational sensitivity of the flotation system to the chemical reagents used. No scientific study has been undertaken to develop the relationship between the size of equipment and the response of reagents in the flotation system. Hence, this article is an attempt to present several observations from past experience for the purpose of stimulating future research in an area previously ignored and perhaps subsequently not used to advantage. CONVENTIONAL FLOTATION Recent advances in conventional flotation cell design have been made in two areas: a. Flotation cells are becoming larger, and b. Basic design of flotation cells has changed. They can be classified into two types: deep cell and shallow draft cell. Size and design changes of flotation cells have a greater effect on frother performance than on the performance of other chemical reagents. Hence, the discussion in the following sections is restricted to the impact of frothers in the flotation system. Flotation Cell Size The advent of increasing flotation cell size has resulted in the increase of frother consumption. There appears to be a correlation between reduced horsepower (kilowatt) consumption and increased frother consumption per ton of ore processed in the circuit. This is more prevalent when the frother chemistry remains unchanged. Another reason for increased frother consumption is the increased distance between the rotating central shaft and the lip of the cell for larger flotation machines. Increasing this distance results in increased surface area corresponding to the larger cell size. Reduced power input per ton combined with the need for longer, stronger load support of the froth bubble as a result of increasing cell size has resulted in the development of a new series of stronger and more persistent frothers. By the same token, these newer, stronger frothers are difficult to control when applied to the smaller cells. This is true even at lower dosages because the break point between too much frother and not enough frother for optimum metallurgy is normally very narrow. This problem is often exaggerated when operators have established an optimum setting for pulp level and air for the particular frother in use. Generally, the tendency is to operate the flotation cells simply by adjusting frother dosage. The increase in frother strength to accommodate the large cells often results in the realization, after a retrofit, that the existing pump box or sump which is still handling the same volume of concentrate is no longer adequate in size. Flotation Cell Design The two most common flotation cell designs installed during the past ten years are the deep cell and the shallow draft cell. The deep cell provides for complete mixing of air and pulp at the bottom of the cell. The shallow draft cell does all the mixing/pumping in the bottom haft of the cell whereas the mixing of the air is performed further up the shaft and is brought into contact with the pulp midway up the vortex. There are many preferences for one or the other. It is the author's contention that both designs have very valid concepts and must simply be suited to the particular situation as required by the operator. The following comments are subjective observations which should be explored in greater detail. The deep cell mixes both air and pulp together at the bottom of the cell requiring a full depth ascending of the homogenized air to the surface to form the froth layer. This design, in combination with charged air, provides for good concentrate grade control under adverse conditions of selectivity, especially when faced with a fine grind and a slime-laden gangue. A selective frother can be applied without a competitive loss in recovery. One of the conditions for good selectivity in this environment is operating at medium pulp solids concentration in the range of twenty-six to thirty-four per cent (26-34%). When a higher solids concentration is used in combination with a coarse grind, it becomes difficult to maintain the same recovery with a selective frother due to higher pulp viscosity. This condition sometimes results in an unacceptable coalescence of the air bubbles as they ascend the full height of the deep cell. The increased pulp viscosity at higher solids concentration can also retard the flotation kinetics. The combination of decreased surface area of dispersed air and slower kinetics can result in reduced recovery causing coarse particles to continue to drop

Strip mining of coal, and to a lesser extent limestone, gravel and other mineral deposits in the Appalachian region of the eastern United States has left many large and small areas of devastated land where mining predated reclamation requirements. In Pennsylvania alone, there are between 250,000 and 370,000 acres of strip-mined land 1,2/. A higher percentage, and a greater total acreage of land in Pennsylvania is in need of some form of reclamation than any other state, with the neighboring states of Ohio and Nest Virginia also having nearly the same magnitude of mining.2/ Recent legislation governing strip mining of coal proposed royalties to cover reclamation of such presently unusable land. However, in Pennsylvania and other states some progress has already been realized by utilizing abandoned strip mines and gravel pits for waste disposal sites. Given acceptable hydrogeologic settings, such use of these mined areas for landfilling has provided the incentive for ultimately restoring unreclaimed land to beneficial use, at no cost to the general public.

With the construction management team established and a full funding agreement secured the Washington Metropolitan Area Transit Authority (WMATA) now has the manpower and the financial resources to continue Metrorail construction into the 1990's. This paper describes WMATA's new role as construction manager after the transition from Bechtel Associates and gaining the full funding agreement with the Urban Mass Transit Administration (UMTA) and regional governments to complete 84.7 Metrorail miles (136km). The authors review the most recent station and line tunneling projects. WMATA's contractors have employed the state of the art soft ground and hard rock tunneling equipment and methods - an earth pressure balance TBM, a closed face TBM, and the New Austrian Tunneling Method (NATM). In final, the paper previews future underground work to be let under the funding agreement.

DESIGN BASIS Size of Project The size of the project generally is expressed in tons of ore milled per day, but company policies differ widely in this respect with a few adhering to this set figure but many expecting the design capacity to be liberal. To some companies that follow the latter practice a 25,000-tpd milling plant that cannot reach 30,000 or 35,000 tpd with¬out major additions is a disappointment. The engineers responsible for planning the operation must know what is intended. Other projects are sized according to the tonnage of product rather than of mine ore; examples are iron ore mills that express size in terms of tons per year of pellets or high-grade concentrates, heavy minerals plants in tons per year of rutile or ilmenite, cement plants in barrels per year, potash in tons per year of muriate, phosphate in tons per year of washer rock and flotation concentrate, and others. However, tons per day milling rate is also the common denominator in most of those instances because the major equipment has to be selected on that criterion. Equally important are operating schedules, particularly the number of operating days per week and shifts per day for ore delivery, crushing, grinding, and processing. Hours per shift also are an impor¬tant factor in design, particularly in the case of ore delivery, and the lost time expected for maintenance, cleanup, inspection, preventive maintenance shutdowns, and many others, has to be taken into ac¬count. Frequently, the ore deposit will vary in hardness and grade to such a degree that the capacity of the mill will vary widely from year to year and cannot be expressed as a fixed figure, but rather as an average over a calculable period, such as ten years, or as a specific daily capacity over the first two years, next four years, etc., or some similar projection. A good example of this kind of situation is Asarco's Mission operation 15 miles southwest of Tucson, Ariz., described by Weiss and Vincent,1 where the major rock types differed widely in hardness, so that a change in the proportion of these types in the mill feed could have imposed difficult design problems if a constant tonnage rate had been expected. Expected Life The life of a mining operation depends upon the size of the deposit and the rate of mining. The latter is a policy decision based on an economic analysis2 which, in turn, is based on many factors. From the point of view of mill planning, the estimated life of the operation determines many criteria and affects many decisions on strength of structures and degree of protection of men and materials, the quality of the materials-handling and process machinery, the type of delivery systems for ore to the mill and concentrates to the smelter or market, environmental considerations, and many others. Costly installations that may be excellent investments for a 20-year project may be waste¬ful for a 5-year operation. An example is the comparison of different methods of crushing or grinding. Take single- vs. multiple-stage grind¬ing-the former may be found more economical for a 5-year operation, and the other, more costly method more economical for a 15- to 20-year life. Mining and Ore Transportation The mining method and the means of transportation of the ore to the first crushing stage have far-reaching effects upon mill design, particularly the crushing sections, and upon site selection (see Chapter 2, Situation of Mill). Consequently, mill design cannot advance until the mine planning has reached at least tentative decisions concerning these important matters, or reach the final stages until much is known about the ore that may be expected month by month and year by year for a reasonable period. Methods of ore transportation used in over 90 underground and open-pit mines are listed briefly in Section 32 (Table 1), and more detail is found later in this section and in Section 10, Storage and Transport. These methods include surface railroad, trucks, conveyors, surface skips, underground skips, and tramming from hoist or tunnel. In surface mining, transportation of the uncrushed ore by rail or truck to the primary crushing plant-conveniently located for lowest overall cost-is most common. Rail transportation provides low perton-mile costs. Truck transportation, though in some cases less eco¬nomical, is more flexible and more adaptable to mountainous terrain; furthermore, recent improvements have reduced the operating costs to keep trucks competitive on low-grade ores. The design of the primary crushing plant will be essentially the same whether delivery is by truck or rail, but the location of the plant is subject to more rigid restrictions in the latter case because of grade limitations, and these in turn may adversely affect the selec¬tion of the mill site as well. The influence of truck haulage in reducing the stripping ratio in open-pit mines is an added reason for predicting a minor role for rail transportation in the future. The use of conveyors to transport ore from the pit to the milling plant involves (in most cases) crushing the ore to a reasonable size (10 to 20 in. maximum with today's crushers) before conveying. The Twin Buttes system3 which went into operation in late 1969, utilizes primary crushers (two) and conveyors to receive rock waste, ore, and low-grade stockpile material from trucks, then transport them to the appropriate destination. Flexibility is dependent upon the porta¬bility of the primary crushers. In the face of this development, inclined skip hoists are no longer important to the mill designers. Underground mines generally pose fewer problems of design; these will be discussed in Chapter 2. Character of Deposit The degree of homogeneity of the ore in various parts of the mine is an important factor. The characteristics that concern the millman (approximately in order of importance) are: hardness, assay, metallurgical response, size distribution,4 and moisture content. Under metallurgical response may be included degree of oxidation, mineral¬ogy, clay content, and reagent consumption, as well as process re¬sponse in general. Short-term variations-hour-to-hour, day-to-day, or even week-to-week-make operation of the plant more difficult, require greater flexibility of process design and, perhaps, also require more instrumentation and manpower. TRANSPORTATION TUNNELING The use of tunnels for transportation, namely rapid rail transit systems and highways is on the increase. How much that increase might be through the 1980's is the question that is discussed in this paper. In 1975, there were 218 route miles of subway tunnels for rapid rail transit and 154 lane-miles of highway tunnel. From the viewpoint of many transportation planners and designers, the tunnel is one of the tools which may be used to by-pass many types of obstacles: a mountain, a body of water, or a Central Business District (CBD). Therefore, the transportation tunnel is a rural as well as an urban solution with major emphasis on the latter because of the current transportation needs of our cities. In the case of rural locations, tunnels are usually constructed through mountains in order to eliminate miles of steep grades and dangerous curves, such as the Eisenhower Tunnel which cuts through the Continental Divide in Colorado along 1-70 and saves 10 miles and 40 minutes of driving time. Tunnels also provide an excellent transportation link across bodies of water in order not to interfere with shipping lanes. The Chesapeake Bay Tunnel and Bay Tubes of the BART system are excellent examples of this type of tunnel.

Gentlemen, I am pleased to address this gathering of engineers and operation managers representing a large and important segment of the metal and nonmetallic mining industry. Since you know from the printed program that the theme of my paper is the furthering of safety in open pit mines, perhaps you will have guessed that I will also comment upon the image created in the public mind by the industry's safety record and the potential consequences thereof in national health and safety legislation. Operators of surface mines have some cause to congratulate themselves on the basis of figures issued by the national safety council which show that lost-time accidents per-million-man-hours in surface mining (11.18), is lower than that of all other mining. Moreover, the accident frequency in surface mining is only slightly above the median accident rate for all American industry (8.87). That is a good record.

Through the use of good preventive maintenance procedures in which the work of both production and maintenance personnel is well-coordinated, production downtime can be drastically minimized, and costly repairs and interruptions in planned maintenance and production schedules can be eliminated. There had been some conflict in the past between production and maintenance people over the proper method of achieving maximum machine performance. The usual practice was to operate production equipment at maximum capacity for the longest possible time until breakdown occurred, and then make hurried repairs to get back into production. In most cases, these repairs involved unscheduled work and were thus performed inefficiently. Both production and maintenance have the same objective: to produce a quality product at maximum efficiency and at minimum cost. Preventive maintenance is a common tool available for both production and maintenance personnel to achieve this objective. Actually, one of the main objectives of preventive maintenance is to find any abnormal machine condition that may cause machine failure before a breakdown occurs. This makes it possible to plan and schedule maintenance work with the least amount of interruption and plan production volume with a higher rate of accuracy. Maintenance people prefer to perform this work on a scheduled basis and get away from the "crash" situation that accompanies breakdowns. They thereby increase the utilization of available manpower and machine time, prolong equipment life, and improve maintenance costs.

This paper presents the results of an analysis and summary of relevant literature on the mechanism of cementation of metals in acidic aqueous media, with the aim of reconsidering the conventional assumptions. The simplicity of the process as a mere galvanic metal displacement is discussed, and the real effects of pH and hydrogen pressure in different cases assessed. Finally, an alternative mechanism scheme with respect to the role of hydrogen species, in agreement with reported data, is proposed.

It is probably safe to assume that most operating personnel working in coal preparation plants are exposed to noise levels in excess of the MESA Noise Regulations unless they are wearing ear protection. The excessive in-plant noise levels have received little attention until recently. Noise control has not been an important design consideration in existing coal preparation plants. This situation is rapidly changing as plant owners and plant operators are requiring that new coal preparation plants be designed to provide a safe noise environment for operating personnel and also meet MESA Noise Regulations. This paper discusses the noise exposure hazards, noise generating mechanisms, and some possible noise control solutions for typical coal preparation plants.

Horizontal stresses are caused by global platetectonic forces. During 1995 alone they were largely responsible for the closing of two longwall mines in the United States. This paper presents six case histories from Pennsylvania, West Virginia, Kentucky and Alabama. In each case, a mine encountered roof falls or difficult ground conditions at the headgate caused by horizontal-stress concentrations. The problems are detailed, and the control measures adopted are described. In most cases, nearby longwall panels without stress concentrations were trouble free. The paper also discusses detailed measurements that were made at two adjacent Pennsylvania longwalls. One headgate was oriented to avoid a horizontal-stress concentration, and the other was not. Eliminating the stress concentration dramatically reduced roof support loads and roof deformation. The paper concludes that proper panel orientation and sequence is the key to maintaining headgate ground control. The optimum orientation is not parallel to the maximum horizontal stress, as previously thought, but rather it is 20o in the stress shadow of the gob. Other stress-control techniques, including artificial support, are briefly discussed

The Deep Mill Level Zone (DMLZ) panel cave mine is one of three active caving mines at PT Freeport Indonesia’s Grasberg Underground Mining Complex. The DMLZ mine is located at a depth of approximately 1,500-1800 m below the surface, making it one of the world’s deepest panel cave mining operations. This depth results in both high in-situ and induced stress that acts on the hard and massive rock mass, triggering rockburst conditions. As a result of the bursting conditions, ground support and maintaining the support capacity are an essential part of operating the DMLZ mine in an efficient and safe manner.

Rockbursts and rockfalls cause very large safety and productivity losses in underground mines. One of the major unsolved problems of safe, economical rock support in underground mining has been that of maintaining anchorage during dynamic rock loading conditions or seismic related occurrences. It is recognized that the large displacements and high strain rates in excavation walls and underground structures cannot be countered by increasing the strength of stiff rock-reinforcing systems but must be accommodated by introducing yieldability into the support elements. This paper introduces a low cost yieldable support system which provides viable solutions to dynamic support loading. Such system should not only provide a feasible and more effective rock mass stabilization strategy but improve mine safety and reduce losses.

Whisker growth during the reduction of iron ores The phenomenon of whisker growth can be observed in a number of solid-state crystallisation reactions, which, apparently, appear in6 the first instance as though they are two independent processes. From such reactions, one can find the whisker type of crystallisation on solid bodies. These examples show, that the whisker growth is neither due to certain crystal forms with predetermined temperature and pressureranges, nor to parameters, which, ad hoc, are necessary for the crystallisation. In all cases the whisker formation seems to depend on nucleation and the availability of crystallizing material in direct environment of such a nucleus, under given parameters of a system. One can generally state, that the research of whisker growth with the aim of establishing proper physical laws, to determine the foundamentals of whisker formation and whisker growth, is at present under active study. We can conclude that, although a great number of hypothesis have been proposed; no concluding theory has yet been arrived at. In the institute for ferrous metallurgy of the technical university of Aachen, research works are undertaken to find an explination to various metallurgical phenomena through help of whisker growth which was observed under varying conditions of iron ore reduction. This was possible by using refined microscopic techniques through which the whisker growth on solid oxyde substrates is detected. This refined technique combines the latest methods of surface examination with the help of stereo-scan-electron-microscope and proper and carefull preparation of surface to be stereo-scanned.

Canada's coal production is approximately 65.4 million tonnes of which 95 % is produced by surface mining methods mostly from the three Western provinces (British Columbia, Alberta and Saskatchewan). The mines are highly mechanized; productivity gains during the past few years have ranged from 60 -80%. Truck/Shovel methods are common although Saskatchewan lignite is almost exclusively mined by draglines. This paper provides an overview of Canadian Coal mining industry vis a vis surface mining. Emphasis is on application and utilization of mining equipment and associated mining methods.

Magma Copper Company's San Manuel SX-EW facility has operated since May, 1986. The original facility had a design capacity of 25,000 tons per year of electrowon copper cathode produced by processing pregnant leach solution from an open pit/heap leach operation. In 1988, the plant was expanded to 50,000 tons per year to incorporate processing in-situ leach solutions. This paper focuses primarily on the heap leaching area with regard to exploration, testing, feasibility, permitting, design and construction, and operating practices. Research utilizing surfactant leaching aids to enhance copper recovery is also discussed.

"Presplitting is a form of blasting that when executed properly will create a smooth wall that will minimize secondary conditioning. In recent years, presplitting has become a popular technique to be used in both the mining and construction industry, however, presplitting fails on many occasions because of ‘geologic conditions’. This is typically because of improper explosive loads consisting of overloading and underloading blastholes. In this paper the authors introduce new factors such as a presplit factor which varies for different rock types, selection criteria for the spacing of presplits, the optimization of explosive load, as well as prediction methods for the environmental affects for the technique of Precision Presplitting. BACKGROUND Methods of controlled blasting in which a smooth, stable wall could be blasted have been an important consideration since blasting in mining and construction has begun. How can one use an explosive, with its massive energy and power, to break a non-homogenous rock without causing backbreak, poor walls, or deviations in the wall over large distances? The blasting industry has known for a long time that blasting ‘high benches’ would result in better walls and less backbreak. However, this was not a sufficiently controlled technique for critical projects, such as the Niagara Power Plant. This was one of the main challenges Hercules Powder faced when they began the project. In order to achieve this, they used a new tool in the explosive engineer’s toolkit, presplitting. The presplitting done on the Niagara Power Project utilized 1 ½” x 8” (38mm x 203mm) 40% gelatin dynamite in 2 ½” (63.5) diameter boreholes. This was done on multiple levels with benches between 12 feet to 52 feet (3.6m to 15.8m) with a total powder factor of 0.75 pounds/cubic yard (0.45 kg/m3). The spacing on these holes ranged between 18 inches to 24 inches (0.46m to 0.61m), center to center (Langfors & Kihlstrom, 1973). The strange aspect of this project was that this “lightly loaded” closely spaced row was fired before the production blast, yet this project produced some of the best walls seen at that time directly from blasting. In today’s blasting industry, presplitting is a more common way to produce smooth, stable high-walls for both the construction and the mining industry. Today, explosive loads for traditional presplitting is generally measured in pounds per foot (kilograms per meter) and typically ranges from 0.30 lb. /ft. to 0.5 lb. /ft. (0.45 kg/m to 0.75 kg/m). MECHANICS OF PRESPLITTING When analyzing a blasting process like the Niagara Project, many wonder how did that work when normally confining a charge would cause cratering and increased backbreak. Since then, presplitting mechanics have been studied extensively. It has been shown in many models that presplitting is not achieve through the collision of shockwave, but by gas pressure in the boreholes. In addition to models and finite element simulations, this has been proven full scale using Pyrodex, a propellant, to create a presplit plane with no shock wave present (Konya, Dean Barrett, & Smith Jr, Presplitting Granite Using Pyrodex, A Propellant, 1986)."

A longstanding problem in geostatistics is that kriging usually assigns significantly greater weights to end samples in strings of data than it does to central samples. These weights are theoretically valid, but suboptimal estimates may result when there are geological trends in the variable near contacts, that is, large weights may be applied to samples that are systematically lower or higher than average. A number of ad-hoc corrections exist, each with pros and cons; none are fully automatic with a well-defined measure of optimality. A new method for estimation in a finite domain is proposed. This method is referred to as finite domain kriging. The method is based on kriging with a successively larger number of data. The total number of relevant data (n) is established, and then n kriging matrices are solved. The first matrix has the closest single data value (n-1 weights are set to zero); the second has the two closest data (n-2 weights are set to zero) and so on. The final matrix has all n data. The kriging weights used for estimation are the average of the weights from the n successive kriging runs. Each kriging run is optimal, yet with different smoothing and a different treatment of data at the end of the strings. The result is a set of weights that does not give undue influence to data values at the end of strings. The methodology is developed with examples. Cross validation shows that finite domain kriging outperforms conventional kriging.

The effectiveness of the grouting of saturated, fractured rock in the vicinity of underground workings depends to a great extent on the correct interpretation of the specific hydrogeological conditions at the site. During the planning of grouting operations, calculations of the hydrogeologic co-efficients and of the parameters of the isolating grout curtain(s) and the procedures for forming the curtain(s) must be based on valid hydrogeologic characteristics of the fracture system of the rock within each hydrostratigraphic unit (Anon., 1976). This chapter presents a discussion of the background information that must be collected for these purposes. Details of testing are presented in Chapter 3. The general design of new or the reconstruction of existing underground workings requires a broadly based organization having the expertise to develop a grouting operations plan once it acquires the necessary information. The needed information includes: 1) general information about the hydrogeologic section, 2) the engineering design of the underground workings, 3) the geology of the region, 4) the hydrochemistry of the ground water, 5) the hydraulic properties of the rock, 6) the characterization of all gases present, and 7) characterization of the rock's physical-mechanical properties which is necessary to avoid or control hydrofracturing . The geological documentation portion of the hydrogeological investigation is prepared based on the results of geologic mapping, geophysical surveys and on geo-exploratory operations at a regional and local scale. Geological data from the excavation of other underground workings in adjacent areas of the region is also included. Finally the results of site specific investigations in boreholes constructed at the site of the proposed underground activity are incorporated. A section of the preliminary report entitled "General Information about the Project Site" patterned after the parent STG guidance document on this subject must be com- piled based on the contents of geological reports and on the general construction plan for a new project or the plan for reconstruction of an existing operation. This section of the preliminary report must contain concise information about the conditions under which the planned grouting operations are to be conducted. The information must cover the geo- graphic, administrative, and economic subject areas also. Information about sources of electrical power, heat and water supplies, the presence and characteristics of local construction materials suitable for making grout (particularly clay and cement for the clay-based grout), transportation, and the status of communication lines and other services must be included in this section. Map scales for this section should be on the order of 1:25,000. The technical characterization of planned underground workings is presented in a project report chapter called "General Construction Plan for a New or the Restoration of an Old Operation. " The characterization comprises concise information about the purpose of the workings, the planned depths (for shafts) and the length (for horizontal and inclined workings), the inside and excavated diameters (for shafts), the cross-sectional area (for inclined and horizontal workings), and the face and mouth markers. If excavated underground workings exist in the region, then a concise description of them must be provided. The characterization of all excavations and all operational conditions must be specified. The location within the general structure of the proposed operation is specified. Flow charts must be included in this section that show: 1) the plan for opening the deposit, 2) the plans of the mining operations, and 3) the planned geological sections as they relate to the main workings. These graphical flow charts and appendices are drawn in scales of 1:2000 or 1:5000. 2.1 GEOLOGICAL CHARACTERIZATION The geological characterization of a site of proposed underground workings includes the following principal subject areas: stratigraphy, lithology, structural geology and a characterization of the status of fracturing. 2.1.1 STRATIGRAPHY AND LITHOLOGY A description of the geological section of the rocks to be intersected by the planned underground workings is complied on the basis of: 1) research data derived from core extracted from exploratory boreholes and monitoring boreholes, 2) the documentation and mapping of all natural out- crops in the region, 3) the data from all existing under-ground workings in the regions where operations are being canied out already, along with data from adjacent regions, 4) the data from surface and borehole geophysical investigations (standard and specially developed logging methods, and 5) regional stratigraphy. The geological description of the rock must express the maximum detail possible. The description provides the name of the rock, the granulometric composition (for fragmented rock), the composition and type of stratification, the drilling characteristics of the rock, a visual estimate of porosity and density for each stratum identified, the karstic

Several major impediments threaten the successful delivery of tunnel and under-ground construction projects. In addition to technical design and construction risks associated with tunnel projects, many of which are well understood, budgetary pressures, funding constraints and the complexity of procuring, administering and executing multiple concur-rent projects in a large program could also have a catastrophic impact on the program?s objectives. Contributing factors often include poorly managed design, procurement, construction, managerial, organizational, market and stake-holder risks, as well as nonconforming inputs or outputs to the costs and schedule, or any other potential inabilities to deliver the required or desired results. A strategy to prevent ?failure? of a project requires a proactive and holistic approach to risk management. Through planning, identification, analysis, management, monitoring and control of the project?s risks (both threats and opportunities), attention to management of risk will in-crease the probability and impact of positive events and decrease the probability and impact of events adverse to a project?s objectives.

There are numerous techniques and predictive models used by geologists and mining engineers to define coal reserves and plan mines. The traditional reserve estimation methods commonly used include the isopach, triangular, polygonal, inverse-distance weighting, weighted-moving-average, and trend-surface methods. Geostatistically-based estimation techniques are now being examined by many geologists and mine planners as a superior alternative to these traditional methods. With today's coal mine development costs often exceeding $100 million, and power generation $1 billion, it is logical that a technique that can indicate the degree of confidence associated with a reserve estimate (fuel supply), and thus also the degree of risk, is highly desirable to the coal producer, the financiers, and those desiring to commit to coal utilization under short or long-term supply arrangements.
