Rising demand, artificial market conditions, increased overseas competition, and a fluctuating international situation have brought ever increasing pressures to bear on the nonferrous metals industries, and particularly in the United States, Although capacity is being expanded by the construction of new plants and the development of new ore deposits, increasing attention is being focused on the possibilities of improving the performance of the existing installations and of getting the most out of the new equipment now installed. At first sight the task appears formidable. Based on raw materials which are nonhomogeneous, and possessing characteristics which are hard to quantify, even the processes by which the values in the ores are concentrated and extracted are in many cases not fully understood. The necessary analytical equipment and transducers demanded by these industries have also been slow in development and their earlier absence has hampered the application of modern control technology, This is reflected in plants which have been designed for ease of manual rather than automatic control, and in which the application of control techniques at first sight appears economically prohibitive. However, in any industry progress often comes only in small steps, It may be that by the wise choice of limited objectives and perhaps only partial solutions, substantial improvements in plant performance can be implemented now, and with only a modest investment. If modern control equipment is chosen of the type which can be reprogrammed, advantage can be taken later of more sophisticated solutions as the technology of the industry advances. This task of improving plant performance can and must be commenced even though our knowledge is incomplete. The experience of a related mineral consuming industry, with similar problems in the past, can be encouraging.

Many underground instabilities, such as excessive shield loading and roof falls, occur at longwall faces causing safety problems and production losses. Such instability problems are directly related to roof conditions which can be categorized using geological information. . However, most geologic information describing anomalies and variations of immediate and main roofs are not available before mining resulting in unexpected problems in a longwall face. It is apparent that the evaluation of these geologic anomalies provides a great benefit for longwall stability. The purpose of this study is to evaluate roof categories associated with geological anomalies employing fuzzy set theory. The evaluation is based on real-time monitoring information, such as shield leg pressure, developing load on shields, intervals of periodic weighting, and the ratio of developing loads during periodic to normal times. This paper introduces the application of fuzzy set theory for characterizing roof conditions and evaluating of roof similarities.

The use of paste backfill in room-and-pillar coal mines in the United States needs to be fully investigated. This paper discusses a series of physical tests that were conducted to examine the support benefits of theoretical paste backfill regimens in Illinois Basin room-and-pillar coal mines, which necessarily included consideration of weak floor conditions. The series of tests included those simulating strong floor conditions, weak floor conditions, under-confined scenarios, and testing of actual coal-based paste backfill samples. The testing indicated that a paste backfill regimen utilizing a minimum backfill strength of 22 psi at a minimum fill height of 50% of pillar height could significantly increase the longterm stability of coal pillars in the Illinois Basin. Considering typical coal wash plant recoveries, 50% fill would be feasible.

"The underground coal mining industry in the United States has recently seen the occurrences of several high profile, multi-fatality events. The explosions that occurred at the Sago Mine in 2006, the Darby Mine in 2006, and the Upper Big Branch Mine in 2010 have caused a ripple in an otherwise steadily improving safety record. These events transpired in the midst of an unprecedented level of government regulations and modern safety technologies. The recent increase in fatal events in conjunction with a minimal decline of both fatal and non-fatal injuries over the past decade may signify that current safety practices have reached a level of diminishing returns. Risk management, a safety approach that has been successfully applied in various industries including mining across the world, may provide a means to surpass the safety plateau in the U.S. RISKGATE is an Australian risk management program for mines that shows great potential for application in the U.S. However, fundamental differences between the coal mining industries in Australia and in the U.S. prevent direct implementation. This paper discusses aspects of the RISKGATE body of knowledge that require some adaptation before this program may be applied to the U.S. mining industry. RISKGATE a risk management body of knowledge designed for the Australian mining industry that shows great potential for application in the U.S. This paper discusses aspects of the RISKGATE body of knowledge that require adaptation before implementation in the U.S. mining industry. These adaptations are based on differences in operating practices and governmental regulations. This discussion will focus on the three major U.S. risk areas of explosion prevention, ground control, and moving equipment."

Flotation recovery of molybdenite particles finer than 15 micrones sharpy decreases with decreasing size. A totally hydrophobic latex agglomerant (UBC-1), which was previously reported to be very efficient in agglomerating hydrophobic fine coal, has been found to agglomerate fine molybdenite particles. The agglomeration takes place only in the presence of MIBC which is commonly used as a frother in molybdenite flotation. Adsorption tests confirmed that MIBC is adsorbed onto molybdenite. The effect of the agglomeration on flotation has been studied by floating fine molybdenite from mixtures with quartz using the UBC-l agglomerant and the MIBC frother. A significant improvement in the flotation of fine molybdenite has been observed in the presence of the UBC-l agglomerant. The best results have been obtained around pH 5.5 which corresponds to the iso-electric-point of molybdenite.

One of the most important fundamental characteristics of iron ore pellets is their porosity. This importance arises from the fact that the pores are the busy avenues whereby many changes are brought about in the life and form of the pellet from the time it is made until the iron it contains emerges as a molten stream from the blast furnace. As a green iron ore pellet is first heated in the drying cycle of a typical heat-hardening process, the pores act as conduits to allow the escape of steam from the water or vapor from the oil which served as binders to hold the green pellet together. After the release of the steam (or oil vapor) the pores then act as conduits whereby oxygen can enter the pellets to 1) convert magnetite (Fe304) to hematite (Fe203), if appropriate, and 2) promote solid state grain growth between adjacent particles of iron ore. The rate of oxidation and the rate of grain growth are directly related to pore size' and pore size distribution. Rate of oxidation is also directly influenced by length of pore and length of pore is obviously related to pellet diameter. It is well to keep in mind that the heat-hardening process does not harden the mineral grains themselves. What it does is weld them together to change the green pellet from a doughy mass, composed of thousands of tiny individual particles, into a strong, intergrown monolithic structure. In the blast furnace the pores again act as conduits for gases, but in this case they trans¬port reductants such as hydrogen (H2) and carbon monoxide (C0) which remove most of the oxygen from the ore. Rate of reduction is also directly related to pore size and pore size distribution.

H. P. Ferri I refer to the article "Degradation Process in Coal Slurry Pipelines" by M.G. Ayat and B.C. Scott in the September 1988 issue of Mining Engineering. I would like to congratulate Dr. Ayat and his colleague on a very interesting and valuable piece of work. This article is an excellent one, describing a real phenomenon that has been ignored for so long. I do, however, have an objection. The article fails to address the degradation process when coal is processed or transported in other ways than slurry form, particularly those employed in this work. Could, for example, screening (wet or dry) have contributed to the extent of degradation? Perhaps scanning electron micrographs of the samples examined and after screening would have helped to clarify this. I would like to point out that degradation is also observed in pneumatic conveying systems, mechanical conveying, and other means of transportations employed by the mineral industry. Reply by M. G. Ayat We gratefully acknowledge Dr. Fern's comments on the subject paper. As he so rightly points out, the degradation process is a real problem, not only in coal slurry pipelines, but also in many handling and processing equipment employed by the coal and mineral industry. Scanning Electron Microscopic examination of samples may offer very little information about the extent of degradation for several reasons. One is that preparing a representative sample that has undergone degradation will be extremely difficult if not impossible. This problem is exacerbated by the fact that SEM requires only very small amounts of material for testing. Secondly, there is a sample preparation step involved in the SEM examination and, as such, it would be very difficult to associate the extent of degradation to either sample preparation or handling and processing operations. Finally, it is probably worth mentioning that degradation is a multi-faceted phenomenon involving many natural and man-made factors. The logical approach to this problem would, therefore, seem to be a "one-step-at-a-time" approach.

After years of steadily declining employment and production, the U.S. coal industry is having a moment. In 2016, when Donald Trump was running for U.S. President, he cast a spotlight on coal mining in his campaign speeches, promising to end the “War on Coal.” Fast forward to 2025. On the first day of his second term, President Trump signed the National Energy Emergency Act, which emphasizes domestic energy production as a matter of national security and focuses on incentivizing domestic energy resources. Then on April 8, President Trump issued an executive order opening federal land to coal mining to reinvigorate “America’s beautiful clean coal industry.” As the nation seeks to identify reliable solutions to meet its ever-growing energy needs, the administration is going all in on proven, reliable and readily available natural resources, including coal. This means the coal industry is positioned to play a pivotal role in the administration’s stated energy policy, and highwall mining could be an integral factor in helping the industry optimize the extraction of ore to make the most of this moment. The White House noted in a statement that the United States’ “abundance of energy and natural resources … have historically powered our Nation’s economic prosperity” and vowed to remove regulations that have hindered developing these resources — regulations that resulted in job reductions and higher energy costs for U.S. consumers, while weakening national security. “There has been an increase in electricity prices in the United States of over 30 percent in the past four years,” said Rich Nolan, president and chief executive officer of the National Mining Association (NMA). “This administration wants to focus on that, inflation and on increasing electricity availability to help lower the price over time by incentivizing energy policy. Coal is definitely a high priority for this administration.” Part of the White House’s strategy is to facilitate investment in coal-fired plants. The shift comes at a time when the reliance of coal-powered energy plants has been waning. According to the U.S. Energy Information Administration, 7.5 GW of electrical capacity from coal-fired plants was retired in 2024, following the retirement of 22.3 GW of electric generating power the two years prior.

Introduction Millions of tons of coal are shipped by rail each year in the US. Loading those trains efficiently is a topic being studied by coal producers and railroads. Alternatives range from volumetric loadouts to systems that weigh the product, using either belt conveyor scales, track scales, or weighbins. Each system has its proper application and each has pros and cons, depending on the volume, nature, and layout of the specific loading facility. In recent years, a batch weighing system has been developed that offers significant benefits to higher volume operations shipping by a unit train. The Unitrain Loadout System (ULS) features a precision electronic batch weighing system married to a mechanical loadout system by a microprocessor-based digital control system. A batch weighing loadout could be designed using analog electronics or even a mechanical weighbin. But it is the adaption and use of a microprocessor that provides the primary benefits of a unit train loading facility. Those benefits are accurate weight determination, optimum car use, overload prevention, speed in loading, optimum labor use, and documentation of the loading process. Unitrain History The first ULS was erected for iron ore applications in Canada during the 1960s. The first domestic system on coal was installed at Pittsburg and Midway Coal Co.'s McKinley mine at Gallup, NM, in 1978. At present, there are more than 20 Unitrain Loadout Systems in operation worldwide. They are loading minerals, concentrates, and coal. Eleven systems are presently in service or under construction in the US. In the last several years, a number of comparable systems have also been installed. As a result, the concept has been well proven and is now commercially available from several sources. Unitrain Operation The basic operation of a ULS involves loading a unit train with individually weighed batches of coal while it moves slowly under a loadout tower. Typical coal systems are designed to load at rates of 2.7 to 6.3 kt/h (3000 to 7000 stph). The contents of each car can be accurately weighed. This meets the requirements of the National Bureau of Standards Handbook No. 44 for static weighing. Also, cars can be loaded within very close tolerances. This optimizes railcar usage and prevents overloads. Principal components of the loadout system are the main feed conveyor, the surge bin, surge bin gates, weighbin, weighbin gate, flood loading chute, control room, calibration weights, and hydraulic and electrical systems (Fig. 1). Main feed conveyor: Coal is delivered from a storage area by the main feed conveyor. The conveyor fills the surge bin. It should be capable of conveying coal at the same rate at which it is being loaded. Usually the feed conveyor is equipped with a conveyor scale that can display rate in the control room and control feed to the belt. The surge bin will typically store 227 to 272 t (250 to 300 st) of coal. If the loadout is installed in an over-the-track silo, there is no need for a surge bin. Four double-bladed, hydraulically actuated gates are incorporated into the bottom of the surge bin. These gates open to fill the weighbin. Automatic pre-act points are selected by the control system. They shut these gates as the desired weight is approached. The final amount of coal is added by a single gate that closes. This results in a weighed batch of coal within ± 0.5% of the selected optimum load per railcar. Thus, if loading 91-t (100-st) capacity cars, the system is set to batch up 90.2 t (99.5 st) batches. This paper presents a comparison study done at VTT's new pilot plant facilities in Outokumpu, Finland, for chromite ore. The ore was ground in a rod mill -, a ball mill - and high pressure roller mill - ball mill circuit in the capacity range of 0.5 - 3.0 t / h. The main grinding characteristics are discussed and the quality of the products are compared from the mineralogical point of view. The benefits of high pressure roller mill comminution for further mineral processing of chromite is also discussed.

GENERAL DESCRIPTION Since the beginning of operations, with the exception of a small tonnage mined by slushing, ore extraction has been by full gravity caving. Formerly, a checkerboard sequence of block undercutting was followed with the even-numbered blocks in one panel and the odd¬numbered blocks in the adjacent panel being mined. As these blocks were depleted, the intermediate or pillar blocks were mined (Fig. 1). Following this checker¬board, the mining sequence went through a number of changes, finally evolving into diagonal retreat panel cav¬ing by blocks (Fig. 2). The numbers in Fig. 2 indicate the sequence in which blocks were undercut. Gaps in the numbering sequence indicate undercutting on the level outside the illustrated area. Geology The ore body is a low-grade deposit of chalcopyrite mineralization disseminated throughout structurally weak, highly fractured, strongly altered granitic host rocks. It takes the shape of a gently dipping elliptical cylinder consisting of an ore shell of variable thickness surrounding an interior waste core. Major and minor axes of the mineralized cylinder are 1524 m (5000 ft) and 762 m (2500 ft), respectively, and length approximates 2438 m (8000 ft). Ore is sufficiently fractured to break readily into medium-coarse size. The igneous rock complex containing the ore body is covered by a wedge-shaped blanket of Tertiary con¬glomerate which was brought into place by faulting along the major regional structure of the San Manuel fault. Thickness of the conglomerate cap varies from only 9 m (30 ft) at the east end of the ore body to more than 610 m (2000 ft) at the west. Structurally, the con¬glomerate is much more competent than the igneous host rocks and, when caving, it breaks into massive chunks. Conglomerate boulders seen in drawpoints underground are very coarse. The total rock column over the initial mining area of the 1415 grizzly level was 354 m (1160 ft) of which 122 m (400 ft) was ore, 79 m (260 ft) was leached igneous capping, and 152 m (500 ft) was conglomerate above the San Manuel fault. Diamond Drilling: From 4572 to 7620 m (15,000 to 25,000 ft) are drilled annually from underground workings to delineate the ore body. MINE DEVELOPMENT Haulage Level In the south or main ore body (see Figs. 3-6), with the exception of the draw and transfer raises, all the extraction openings are concreted (Seaney and Tobie, 1965). The haulage panel drifts, which are 18 m (60 ft) below the grizzly drifts, are first driven with pre¬concrete ground support. The drift, which has an arched section, then is concreted using mobile collapsible steel tunnel forms. The haulage drifts leading from the pan¬els to the hoisting shafts are not concreted. After the panel drifts have been concreted, the raise stations from which transfer raises will be driven are constructed and the raise-station ore-drawing chute is installed. The chute is prefabricated of A-36 steel with undercut guillo¬tine gates made of abrasion-resistant 2.5-cm (1-in.) steel plate powered by 20-cm (8-in.) air cylinder installed on each side of the raise station. Transfer Raises The transfer raises are lined with 15 x 20-cm (6 x 8-in.) cribbing and are 1.22 m (4 ft) in the clear. Each cribbing is protected from wear by a high carbon steel angle which is nailed onto the cribbing. The transfer raises are driven from each side of the raise station on an angle of 1.1 rad (63°). Each raise con¬sists of a main and a backover branch. The transfer¬raise driving crew consists of two men working one shift only. Grizzly Drifts After the transfer raise reaches the grizzly level, the grizzly drift can be driven. The grizzly drifts are spaced at 10.6-m (35-ft) centers and are driven parallel to the long axis of the ore body (see Fig. 2). This drift is driven by a two-man crew working on one or more drifts at a time using feed-leg machines. The eight grizzlies in the 42.7-m (140-ft) long drift are spaced at 5.3-m

"Speakers and attendees of the 2016 Cutting Edge Conference could not be faulted for keeping one eye on the presentations taking place at the Hyatt Regency at LAX in Los Angeles, CA on Nov. 7 and 8 and another on the results of the historic election in the United States that took place on Nov 8. While there was certainly interest in the presidential campaign, there was also a great deal of interest in Measure M on the California ballot. Measure M, which passed easily, is a half-cent sales tax increase that will fund the most ambitious transit expansion in Los Angeles County history.In the coming years, the ballot measure will transform a traffic-choked region by funding the construction of nearly a dozen new rail lines with an estimated $120 billion raised in four decades. Among the projects that could come to fruition are a twin-rail tunnels project through the Sepulveda Pass and new connections in the city.During the update on West Coast projects, Bill Hansmire summed things up with a slide asking “How much work is there on the West Coast,” and his answer was “Billions.”From Seattle, WA south to Los Angeles, there is already a lot of work for tunneling and underground construction experts, and Measure M ensures that there will be plenty of work for decades to come.Currently, The Los Angeles County Metropolitan Transportation Authority (Metro) has three rail projects underway that were funded by Measure R in 2008 — the Regional Connector, the Purple Line subway extension and the Crenshaw/LAX Line that are designed to alleviate the traffic pressure with an eye to more solutions.Measure M is the fourth sales tax increase to fund transportation in L.A. County, bringing the base sales tax rate to 9.25 percent. In some cities, which already levy their own sales tax, the rate would be higher, The Los Angeles Times reported.About 35 percent of the revenue will fund major new transit projects, such as the subway under the Sepulveda Pass, extension of the Gold Line to Claremont, extension of the Crenshaw Line to West Hollywood and acceleration of the Purple Line Subway construction along Wilshire Boulevard to finish in 2024, 10 years earlier than scheduled.About 17 percent would fund a dozen highway improvement projects, such as widening parts of I-5 in the Antelope Valley and southeastern county, adding bus lanes to the Sepulveda Pass section of the 405 freeway and adding truck-only lanes to a section of the 710 freeway."

This paper presents a summary of the current employment practices with respect to recent graduates in Mining Engineering, as observed at the Colorado school of Mines. Because our experience is limited to our own group of students it prob¬ably does not correspond exactly to that experienced at other mining schools, but because the Colorado School of Mines graduates approximately 15 per cent of the men in this field our experience is probably representative. We have chosen to limit the information presented here to that pertaining to the period since July 1, 1960. This corresponds to the experience with the class of 1961 and to the experience of the class of 1962 up to the end of the first semester of the senior year. There were 36 mining engineering degrees given in 1961 In a class numbering 43 senior. We expect to give 30 first degrees in 1962 in a class numbering 44 seniors.

A proposal for a modified in situ leaching method for extracting gold from oxidized gold ores using a non-cyanide lixiviant is described. A non-cyanide lixiviant is suggested because of the obvious concerns posed by injecting cyanide-bearing solutions into the subsurface. Oxidized gold ores were chosen as a focus because earlier research on the use of sodium thiosulfate as a lixiviant under anaerobic conditions indicated that the presence of pyrite led to rapid thiosulfate breakdown. A reconnaissance research program involving ore characterization and hydrometallurgical test work on samples from four Australian ore deposits and preliminary reactive transport modeling studies was carried out. This work showed that lixiviant-oxidant combinations of sodium thiosulfate and ferric EDTA and iodide and iodine are both capable of extracting high percentages of accessible gold from the selected samples in bottle roll tests under anaerobic conditions. The ore characterization and reactive transport studies suggested that both physical and chemical methods of permeability enhancement may be required to lift bulk permeability and the availability of gold for dissolution to sufficiently high levels to obtain adequate gold recoveries. Assuming that such methods prove to be both necessary and economically viable, the mining method would no longer be regarded as simple in situ leaching. Therefore, the term ?in-place leaching? has been adopted for the proposed gold extraction system.

Surface water quality is determined by complicated interactions between water and land. Runoff--the flow of waters in surface streams and rivers-¬represents the total amount of water collected in a drainage basin or watershed that appears at the outlet of the basin. As the water flows through the basin, it is in contact with land and can pick up impurities from the land. Thus, surface waters are not pure--they contain impurities, or "pollutants," in vary¬ing concentrations determined by the nature of the land which they drain. The composition of surface waters thus tends to represent a steady state equilibrium between interactions of water and land. However, when man utilizes the land in the drainage basin or watershed, the natural equilibrium between water in the runoff and the land is disturbed. Such disturbances usually effect adverse changes in surface water quality, as new equilibrium conditions between land and water are established. These adverse changes in surface water quality can be thought of as "nonpoint pollution." Esti¬mation of nonpoint pollutant loads thus ultimately reduces to determining the magnitude of the differences between water qualities before and after man's disturbance of land within a watershed. The important key in making such an estimation lies in the determination of water quality in the natural or "back¬ground" condition of the watershed. In subsequent discussion in this paper, tools for making an estimation of background water quality will be described.

Introduction Ventilation engineers have always felt somewhat uneasy when, in the normal course of their work, they are forced to consider the flow in any mine entry as "wholly rough." Under such conditions in pipes, friction factor is no longer a function of Reynolds' number. This assumption serves to simplify the problem and overcome an evident lack of information concerning the variability of K-factors. During the summer of 1985, a unique opportunity to investigate the reaction of friction factor to changing flow rates presented itself. A Utah coal mine was temporarily directing a substantial airflow through a single entry. By regulating the quantity, it would be possible to obtain a wide range of Reynolds' numbers in an entry composed of two distinct coal thicknesses. This paper describes the conducted study. The theory covering basic fluid flows in pipes that led to the questioning of constant K-factor is presented first. Experimental procedures are then described, including the use of a view camera in determining entry area and perimeter. Finally, a discussion of the observed variations in friction factor versus Reynolds' number is given. Changes of 34% and 45% in K-factor were seen in this study for the two entry heights. The implications of ignoring the relationship in this case and a call for an expanded research effort are also presented. Theory Since a gas is a fluid, the general principles of fluid mechanics are equally applicable to airflow in a mine entry as they are to the flow of water in a pipe. The Darcy equation is, therefore, equally applicable to pressure drop calculations in both situations. This famous formula was originally derived for use in circular cross sections and may be modified for any other shape by the use of hydraulic radius (defined as the area divided by the "wetted" perimeter). The Darcy equation relates the physical parameters of the pipe (diameter, length, and resistance to flow) and fluid velocity to the energy needed to create the flow. A study by Nikuradse (1933) brought to light the suspected dependency of the friction factor term in the Darcy equation upon Reynolds' number. By performing a large number of laboratory experiments, he established some basic concepts upon which other researchers built. Chief among these contributors was Colebrook (1939). Using commercial-grade pipe, he established an empirical relationship between Darcy's friction factor and Reynolds' number that is still in use today. If Colebrook's system of equations is plotted on log-log paper (as was done by Moody, 1944), the curves have some very distinct features. Of importance to the subject at hand is the relative response of friction factor to Reynolds' number at a given relative roughness. Simply stated, a pipe can appear to be either smooth or rough, depending on the flow conditions. As the Reynolds' number increases, the friction factor decreases at a decreasing rate until it becomes nearly a constant value. At this point, the flow is said to be "wholly rough." It is upon this condition that many traditional ventilation solution methods depend. For calculating pressure drops in a mine entry, Atkinson's equation is much more popular than the Darcy equation. Both of these formulas describe the same phenomenon and so have similar forms and functions. The K-factor in the Atkinson equation is equivalent to the Darcy friction factor and can be related by simply changing units, equating the pressure drops, and canceling like terms. A generalized form of this relationship is presented below as equation 1. K = yf/28,800g = [q]f/28,800 (1) where K is Atkinson's friction factor in kg/m3 (lb - min2/ft4), Y is the specific volume in Nt/m3 (lb per cu ft), p is the fluid density in kg/m3 (slugs per cu ft), g is the acceleration due to gravity (9.8 m/s2 or 32.2 fpsz), and f is Darcy's friction factor, which is unitless. The objective behind Eq. 1 is to show the strong correlation between K and f. Since these two quantities differ only by a constant (q]/28,000), the assumed independence of K-factor and Reynolds' number is suspect in light of the known response of f. Unfortunately, the formulation does not provide information concerning the actual relationship, as entry geometry likely plays a major role in the response curve. Only an indirect indication that such a relationship might exist is provided. Previous work on this subject was performed by Thomas Falkie (1958). The study involved a laboratory model composed of sections of straight, steel duct and a range of Reynolds' numbers from 15,610 to 137,200. Results from this work show a variation in friction factor with Reynolds' number in much the same way as it was found to vary in pipes. Over the range of velocities examined, a decrease of approximately 38% in K-factor was observed. This previous experience provides additional incentives to investigate the phenomenon under field conditions. Past model studies done at the University of Utah by Ozukurt (1945), Biron (1944), and Greenhalgh (1942) present similar evidence of this variability. The City of Toronto’s Coxwell Bypass Tunnel is currently being constructed by North Tunnel Constructors ULC, a joint venture of Jay Dee Canada, C&M McNally Tunnel Constructors and Michels Canada. This project includes construction of approximately 10.5 km of 6.3 meter finished diameter rock tunnel, five 20 meter diameter storage shafts and eleven tunnel connection drop shafts, along with associated deaeration and adit tunnels. This paper describes progress on the project to date and reviews the risk mitigation measures utilized on the project to move the project forward through tough geological conditions during shaft excavation and tunneling phase of the project.

Salt from Great Salt Lake was probably used by the Native Americans prior to the Jim Bridger Expedition to the lake in 1824-25, and was used by the region's early explorers and trappers after that time. From the arrival of the Mormon pioneers in 1847, salt has been produced from Great Salt Lake, starting first with the collection of crude salt from along its shores, and later by boiling down the lake's brine to obtain crystalline salt. Since these early beginnings, salt production from the lake has become a substantial commercial enterprise. Since the early 1960s, research and development have led to the economic production of potassium sulfate, magnesium metal, chlorine gas, magnesium chloride products, and nutritional supplements. Many of the salt-production techniques and equipment that were developed prior to 1964 are still being used today. Sodium sulfate has been produced, but is no longer marketed. Morton Salt, Cargill Salt, and IMC Salt currently extract sodium chloride, which is precipitated during the early stages of evaporation when the brine concentration reaches saturation, or about 26 to 27 percent total dissolved solids. Magnesium Corporation of America produces magnesium metal and chlorine gas, and IMC Kalium Ogden Corporation produces potassium sulfate, as well as magnesium chloride brine and flake products. These salt, gaseous, and metallic products are processed from the sodium-chloride-saturated, high-magnesium-chloride brines, and from the potassium and magnesium salts that are precipitated from the lake brine after it has been further concentrated. One obstacle to salt production is the fluctuating level of Great Salt Lake. In 1983, the lake level began a dramatic rise from an elevation of 4,200 feet (1,280.16 m) to its historic high of 4.211.85 feet (1,283.77 m) in 1986-87 (uncorrected USGS provisional lake-level records). The State of Utah employed flood-control measures, including breaching the Southern Pacific Railroad causeway in 1984, and pumping lake water to a shallow basin west of the lake in 1987. During the high-water years, the lake's mineral-extraction industries faced many challenges including the need to raise dikes to prevent flooding of facilities, broken dikes which resulted in the inundation of solar ponds, and dealing with the lake's greatly reduced brine salinities which resulted in lower annual salt and concentrated-brine production. The years following the record-high lake levels have been a time of adaptation, innovation, and change for Great Salt Lake industries. After its solar ponds were flooded in 1986, AMAX, Inc. built a new solar-pond complex near Knolls, and used the concentrated brines from the West Pond, generated by the State's West Desert Pumping Project. Great Salt Lake Minerals built a 21-mile-long (33.8 km) open, underwater canal, called the Behrens Trench, to convey concentrated brines from a new, remote solar pond on the west side of the lake to the east side of the lake, to help increase its production of sulfate-of-potash. There were also numerous changes in corporate ownership and production-facility locations.

Soil amendments or soil conditioners generally carry the con- notation of being useful for problem soils or soils needing special treatments to produce maximum yields. Many different materials have been utilized, both inorganic and organic. Only the most commonly used and those that appear to have potential to become commonly used will be discussed. Soil productivity depends on many factors. Soil amendments mainly modify physical characteristics and microbial action, and/or change the pH of a soil, rather than directly supplying plant nutrients. They give soil the needed physical properties to allow plant growth, fight erosion, or save water. Some soil amendments provide nutrients in addition to altering the physical, biological, or chemical characteristics of soil. The term "soil amendment," as it is used by Soil Science Society of America, allows soil amendments to be materials other than those used primarily as fertilizers (Anon.,1987). Soil amendments as fertilizers of any type will not be considered here because this aspect is more relevant to the previous chapter entitled "Agricultural Materials: Fertilizers" in this volume. Several inorganic soil amendments have been used since the early 20th century to alter the character of soil: limestone, lime, and similar calcium-rich carbonates and oxides for acid soils, and calcium sulfate (gypsum) and native or uncombined sulfur for alkaline soils. The use of these amendments (limestone, lime, gypsum, and sulfur) or their equivalents has been studied and documented in many basic soils tests (McCaslin and Boyle, 1980). Perlite and vermiculite are considered in separate chapters and only a brief statement of their use as soil conditioners will be made in this chapter. Peat is the principal natural organic soil amendment, but manure, both as a fertilizer and soil conditioner, is used in every part of the world. In less-developed countries, manure is the primary soil fertilizerlconditioner. An organic-rich material designated as "humate" has been marketed as a soil amendment for many years and will be addressed in this paper. Other materials are discussed by the Soil Science Society of America in its Special Publication 7, "Soil Conditioners" (Stewart, 1975). They include bitumen emulsion, polyacrylamide, polyvinyl acetate, polyvinyl alcohol, bentonite, nonionic surfactants, and natural mulches. Zeolites can be added to the list of miscellaneous soil amendments (McCaslin and Boyle, 1980), as can calcium chloride (Pressler and Pelham, 1985), sulfuric acid, ferric and ferrous sulfate, aluminum sulfate, ammonium polysulfide, calcium polysulfide, and ammonium bisulfite (Stromberg and Tisdale, 1979). Sludge will not be considered as a soil amendment because it has properties more consistent with fertilizers. All these "other materials" account for a very small amount of the volume and value of soil amendments used and will be only briefly discussed.

Calcium carbonate is one of the highest volume industrial mineral products in North America. It is used in filler and extender applications, roofing products, floor tile, glass manufacture, etc. Calcium carbonate has over a dozen major filler and extender applications plus a host of minor uses. North American consumption of calcium carbonate fillers and extenders in 1991 is estimated at over 5,000,000 tons valued in excess of $400,000,000. There were five major suppliers of calcium carbonate fillers in the Middle Atlantic region in 1988 :?Bestone, Genstar, National Gypsum, Thomasville Stone and Lime, and White Pigment. With the exception of Genstar's Maryland operation, all of these operations are within a few miles of York, Pennsylvania. The Millington Group (TMG) purchased the assets of Bestone Corporation in February of 1989. TMG then seized the opportunity to strengthen its business position by acquiring National Gypsum's and White Pigment's Pennsylvania filler businesses in December, 1989 and July, 1990, respectively. By July of 1990 TMG's filler business acquisitions included six quarries and one underground mine, totaling over 1,200 acres and three processing facilities. The assets were restructured into two new companies - Delta Carbonate, Inc. and Penroc, Inc. (hereafter collectively referred to as Delta). Delta identified the assets of the three predecessor companies as undervalued from the outset. The initial phase of Delta's turnaround strategy was to reassess the combined mineral. mining, processing, transportation and marketing assets. The second phase was to effectively integrate these resources in order to exploit their inherent synergy.
