The control of Florida phosphate flotation plants is largely based on the visual observations of experienced operators, both in recognizing good and bad froth conditions and in making judgments about the composition of feed, concentrate and tailing streams. Chemical analyses lag the process by at least two hours and therefore only assist in recalibrating the operators' vision when major deviations occur. An image analysis system has been developed by IMC Agrico Company (IMCA) to improve upon the accuracy and precision of the composition estimation process. It still relies upon the operator taking a representative sample, but provides a measurement in about 15 minutes after that sample is obtained. This paper describes the system and its use and presents comparative results for various process streams.

1his paper presents a modified ordinary kriging technique referred to as the "Nearest Neighbor Kriging" (NNK). The method is a simple and practical tool to use when the ordinary kriging (OK) results are unreasonably smooth, especially when estimating recoverable ore reserves for deposits with skewed grade distributions. NNK is robust and globally unbiased like OK. However, it is more advantageous over OK because it can control some of the smoothing and conditional bias which have been the major pitfalls of OK in many grade estimation cases. The paper details the methodology of NNK and its application to a gold deposit.

The article cited above reflects the difficulty that is often encountered in interpreting different aspects of kriging. Baafi et al. write: "Due to negative kriging weights, negative block grades may be obtained in some extreme situations, which makes no practical sense." Their solution to this particular problem is to constrain the kriged estimates to data values that have positive weights, i.e., reduce the subset size contributing to the estimation. As Journel (1986, p. 133) has already observed, "Negative weights are no evil." Indeed, they are an ineluctable result of the Lagrangian multipliers in the system of simultaneous equations. The fact that data distant from the estimation point may be given negative weights simply means that the influence of such distant values must be negated because their influence is contradictory to closer values (as illustrated by Baafi et al. in their Figs. 3 and 4). Of course negative kriging weights applied to distant grade values will not in themselves induce negative grade at some central interpolation point. Negative grade values, rather, seem to be a particular artifact of automatic methods of estimation involving accumulations (Philip and Watson, 1985a, 1985b, 1987b). The elimination of negative weights, suggested by Baafi et al., is likely to exacerbate a quite different problem of kriging and piecewise spline interpolation discussed elsewhere (Philip and Watson, 1987a). In interpolating large data sets of scattered observations, changing local subsets or neighborhoods must be selected automatically. Because of the mathematical formulation of kriging and spline interpolation, discontinuities then occur between closely-spaced estimation points as the subset used in the estimation changes. If this subset is reduced in number and size, the discontinuities will be amplified and more common.

Status of ISO 14000 standards. The ISO 14000 are voluntary international standards providing a frame-work that allows a company to integrate an effective environmental-management system (EMS) into its operations. The purpose of an EMS is to provide a systematic procedure to identify the environmental aspects of a company's activities, evaluate any significant impacts and use the information to set objectives and targets toward continuous improvement of the company's environmental compliance and performance. In addition to the specifications for certification, ISO 14000 can be used as a guide to develop an effective environmental-management system or for self-declaration. The International Organization for Standardization (ISO) is a worldwide federation founded in 1947 to promote the development of international manufacturing, trade and communication standards. The organization is now represented in 118 countries, with the American National Standards Institute (ANSI) representing the United States. The principal goals of the ISO is "to promote the development of standardization and related ac¬tivities in the world with a view toward facilitating the international exchange of goods and services and to develop cooperation in the sphere of intellectual, scientific, technological and economic activity." ISO develops standards with input from government and industry. Because the standards are voluntary, there are no legal requirements to pressure countries to adopt them. However, many governments, industries and US agencies are adopting the ISO standards as a requirement for business trans¬actions, thereby, compelling suppliers to adopt ISO standards. These business and market forces, which are likely to be strategic business issues in the 21st century global marketplace, are imposing the need to develop a systematic approach to environmental management. The ISO 14000 series evolved from a United Nations Conference on the Human Environment in 1972. It includes a broad range of elements: the basic environmental management system, environmental auditing criteria for internal and external auditors, criteria for environmental performance evaluation (EPE), environmental labeling criteria and life-cycle assessment methodologies. The standards comprise two categories: organization evaluation standards and product oriented standards (Table 1). The ISO 14001 specifications contain the requirements for developing an environmental-management system that may be objectively audited for certification. The ISO 14004 standard provides guidance on interpreting the ISO 14000 specifications for the development and implementation of the EMS and for coordination with the management system of the company. On Sept. 1, 1996, the American National Standards Institute (ANSI) and the Registrar Accreditation Board (RAB) signed a formal agreement to create a new entity called the National Accreditation Program (NAP). To obtain certification, a company must fulfill the requirements outlined in ISO 14001. It is required that "a third party give written assurance that a company's EMS meets all the requirements of ISO 14001." Preparing for ISO 14000 can include subscribing to voluntary environmental initiatives; learning from ISO 9000 quality-management experiences; and utilizing information from recognized training courses, publications and numerous Internet resources. Once committed to an EMS, the management should provide sufficient resources to achieve continuous environmental-performance improvement, as outlined in an environmental policy. A thorny issue now being debated concerns the potential liabilities of documenting the environmental performance of a company. General impact of the ISO 14000 EMS standards. With increasing stakeholder awareness, costly end-of-pipe pollution-control approaches and the success of ISO 9000 quality-management standards, the ISO 14000 EMS standards are being adopted by companies and governments worldwide. The United States and Canada have well-established programs. In Europe, countries differ but are firmly committed toward environmental-management standards (BS 7750, EMAS and ISO 14000). The Department of Environmental Protec¬tion of the State of Pennsylvania is using ISO 14000 as a vehicle to develop a closer working relationship with industry, and it is anticipated that this policy will eventually lead to fewer environmental site inspections for those companies with ISO 14001 certification. The difficulties that rise during the evaluation of multiple-layer lignite deposits come from the deposit structure (alternating lignite layers with intercalated material of varying thickness), as well as from the limitations of the applied selective mining. Thin layers of lignite and interbedded waste layers are grouped under specified assumptions regarding thickness and ash content, to form the exploitable blocks. However, in practice the decision for excavating a block is made under subjective constraints of different importance or by using uncertain data. Advances in Fuzzy Inference Systems (FIS) have provided a new approach to the evaluation of multiple-layer lignite deposits. FIS have the ability to handle imprecise or incomplete or linguistically ambiguous information and to incorporate them into decision-making processes. In the developed FIS (Mamdani type) new linguistic variables, concerning with working conditions, operators? experience and production were involved. The FIS was used for the estimation of quality characteristics and reserves of the exploitable lignite produced from Southern Field mine, Ptolemais (Greece).

Dealing with a trend in inverse distance estimation, IWD, is presented. A measurement is proposed to be consisted of a portion due to a mean and a portion due to a residual. The procedure consists of de-trending the measurement via a linear or nonlinear regression. Residuals are computed, and IWD parameter estimation is conducted on the residuals. Estimation at un-sampled points is then computed by estimating the mean and adding on the estimate of the IWD on the residual. A possible BOXCOX transform is also proposed.

A system, such as a mine production system or a mine ventilation system which includes the movement of commodities or some material between decision points may, in many instances, be effectively modelled as a network. Mining has often been characterized as primarily a materials handling function. To a great extent this is true, even though it is an over simplification of all the activities involved in a mining operation. Accepting the materials handling characterization of a mining operation permits the extension of the characterization to a flow process. That is, the ore flows from the mining face through the mining phase (excavation & loading, hauling, dumping) through the milling phase (crushing, grinding, recovery) through the smelter phase and finally to marketing. With this concept it is possible to depict a mining operation as a simple network. For example consider an operation consisting of two mines (A and B) with mills at each mine (MA and MB) with the possibility open to treat ore from mine b at mill NB, but it is not feasible to treat mine B ore at MA. The product of both mills is sold.

Addwest Minerals' turnaround of the Gold Road Mine in 1996 proves the old adage "mines are made, not found." The underground mine, located in Arizona's San Francisco mining district, was reopened in 1995. Start-up proved difficult because the initial mining method created significant ore grade dilution. At the present time Climax Uranium Company recovers vanadium oxide from carnotite type uranium ores in the mill at Grand Junction, Colorado, The flowsheet of this mill is shown in Figure I. Vanadium is solubilized by a salt roast of the slime fraction of the ore and dissolution is accomplished by a water leach. The metal is precipitated from the pregnant liquor as sodium polyvanadate by heating to boiling and adjusting the pH to 3 with sulfuric acid. The sodium polyvanadate, commonly called, "red caken, is filtered, melted, and cast into thin flakes. This fused flaked vanadium oxide is the material which is packaged for sale. Fused vanadium oxide, marketed by Climax, contains approximately 87% V205, 7% alkali oxide, 0.08% sulfur, 0.03% phosphorus, and less than 0.5% Insoluble. This material is of a lower grade and has a higher alkali oxide content than other vanadium products offered for sale at this time. A typical analysis of a high grade vanadium oxide currently offered for sale by another company is 98% V205, 1 - 2% alkali oxide, less than 0.05% sulfur and less than 0.2% Insoluble. The only reagent consumed in the precipitation of the sodium polyvanadate is sulphuric acid. The total reagent cost is 0.58 cents per pound of vanadium oxide produced.

The Guasare Coal Project is located a short distance from Lake Maracaibo, in the Northwestern region of Venezuela. In 1987, Carbones del Guasare, a joint venture comprised of Carbozulia, ACC Venezuela, a subsidiary of ARCO, and AGIPCoal of ENI Group, Italy, was formed to develop the Guasare coal reserves for world markets. Drilling with the Venezuelan state of Zulia has indicated a coal resource of over 6 billion metric tons. Further exploration has delineated the Guasare deposit as an area particularly suited for cost-effective surface mining. The calculated mineable reserves of this area (300 million metric tons) and the coal quality characteristics are based on extensive core drilling programs.

The limited effectiveness of the original hot water process for recovery of bitumen from certain Utah tar sands containing bitumen of higher viscosity (e.g. Sunnyside, Tar Sand Triangle)1,2 indicated that bitumen viscosity strongly' influences the separation efficiency. In this regard, there should exist a critical value of bitumen viscosity above which the effectiveness of the hot water process decreases significantly. Apparently certain tar sands contain bitumen of such high viscosity that even a digestion temperature of nearly 100°C is insufficient to lower the viscosity below the critical value. In addition it seems that differences in physico-chemical forces which act between sand and bitumen are negligible in comparison to the difference in visco-mechanical forces. Predominantly mechanical forces hold viscous bitumen on the rough surface and in the pores of sand particles, resulting in strong adhesion. This phenomenon is a critical feature in the phase disengagment of oil-wetted domestic tar sands with viscosity control by temperature. Besides increasing the temperature for viscosity control the effectiveness of the original hot water process could be enhanced by control of bitumen viscosity with diluent additions. Strictly speaking this appraoch is the only possibility for heavy bitumen for which the high temperature of digestion does not lower the viscosity sufficiently. As a result of viscosity control by diluent addition the digestion temperature can be lowered which is important from an industrial standpoint. Another important consideration is that effective phase disengagement occurs only when the entire bitumen phase has the same viscosity. This means that some time (penetration time) is necessary for complete and uniform dilution of the bitumen. If the viscosity of bitumen, which is a function of temperature, diluent addition and penetration time, controls the separation efficiency, hot water processing of many different kinds of tar sands should be possible, assuming that the sand phase consists primarily of quartz-type minerals.

Since start-up in 1985 the Cannon Mine has produced and shipped a 170 g Au/tonne (5 oz Au/ton) flotation concentrate to various smelters for gold and silver recovery. Several processed have been investigated to economically produce dore' at the mine site from the refractory concentrate. This paper describes recent laboratory and pilot scale test work utilized in the process design and engineering feasibility study of a 73 tonne/day (80 ton/day) pressure oxidation and CIL facility. The designed pressure oxidation circuit utilizes a series of vertical autoclave units operating at 170°C (338"F) and 1.4 MPa (200 psig). Projected operating costs are discussed.

During much of the 1970s and 1980s, world metal consumption grew more slowly than during the 19505 and 1960s. The slowdown contributed to surplus capacity and low real prices because actual consumption was consistently less than expected as new mining and mineral processing capacity came on stream. Over the last year or so, however, world metal consumption has picked up noticeably, raising the question, Has metal demand returned to the long-run growth rates more typical of the 1950s and 1960s than of the 1970s and 1980s? This paper examines this possibility and, more generally, assesses the factors that will shape demand for the major metals over the longer term. TRENDS IN METAL CONSUMPTION The extent to which metal consumption has recaptured the brisk growth rates typical of the 1950s, 1960s, and early 1970s is shown in Figure 1. This figure traces the consumption of crude steel, primary aluminum, refined copper, refined lead, and refined zinc between 1960 and 1987 for the western world, consisting of the OECD countries (including the United States), and the developing countries. Consumption increased in 1987 for all five metals, and preliminary data for the first six months of 1988 suggest even more substantial increases, at least for the United States (U.S. Bureau of Mines, 1988). However, Figure 1 also shows that the recent increases in consumption are not untypical of similar surges during earlier periods of economic expansion and thus may reflect only cyclical or temporary factors. In short, the available data are unable to provide a clear indication of whether recent increases in metal consumption reflect the beginning of a new era of faster growth or simply a cyclical and temporary upturn associated with the expansionary phase of the business cycle. Consequently, to pursue this issue, we are forced to examine the underlying forces that will shape metal demand trends over the next decade. The approach we have taken involves two steps. The first examines the prospects for overall economic growth. The expectation is, the faster the economy expands, the faster the production of metal-containing goods grows.2

Although the number of operating longwall mining systems has remained relatively constant, longwall production levels during the last five years have increased significantly. In the United States, longwall mining now accounts for approximately 50% of all underground coal production. While longwalls are highly productive and offer other advantages, operations employing this method of mining continue to experience dust-compliance problems. This increased longwall productivity has meant that far more dust is being produced. An improved understanding of the longwall face-ventilation system and the advancement of face-ventilation technologies are necessary to ensure all face personnel are allowed to work in an environment that is free of excessive levels of airborne respirable coal mine dust. The Dust and Toxic Substances Control Branch, National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory, examined several basic principles of the long wall face-ventilation system and has evaluated the effectiveness of numerous improved face-ventilation techniques for longwall mining systems. These include identifying improved techniques for measuring face-ventilation parameters on longwall mining sections and investigating the fundamental relationship between face airflow and the entrainment and dilution of respirable coal mine dust. Studies have been completed to determine the impact on face dust levels of using belt entry air to ventilate the longwall. Novel methods have been identified to increase the face air¬flow and to manage face airflow to effectively minimize dust exposure to face workers. Unique systems of auxiliary face ventilation have been developed and evaluated at full-scale, simulated longwall test facilities. The theoretical and applied aspects of each of these principles and technologies are discussed. Application of these results throughout the longwall mining industry, as documented from surveys conducted in the early 1980s and 1990s, have reduced the health hazard associated with excessive exposure to respirable coal mine dust.

Nonpolar oils are utilized as collectors in low-rank coals flotation processes. The analysis of the mechanism of the hydrophobic film formation on coal particles permits the identification of the main characteristics that these reagents should exhibit in order to render the process technically and economically efficient. Such requirements - low repulsive energy developed in the interaction with coal particles; limited interfacial tension at the coal-oil boundary; relatively low viscosity and, at the sake time, poor ability to absorb into the coal pores - are found in some binary mixtures of oils having different volumic mass. The features of such mixtures as well as the advantages deriving from their use for the flotation of a Sulcis coal sample and experimentally proven, are described.

Florida phosphates ore typically processed by reverse flotation with an intermediate acid-scrubbing step. A single-reagent flotation process, using fatty acids or amines as the collector, would eliminate the intermediate scrubbing step plus an additional flotation step. This would not only simplify the process flowsheet but would also result in reduced reagent costs. The potential of single-reagent flotation of Florida phosphates using fatty acids as the collector is examined in this study. Introduction The beneficiation scheme now used for Florida phosphates involves the following three steps (Smith, 1976: Lawyer et al.. 1978, 1984: Moudgil et al, 1976, 1979, 1986, 1987): •rougher flotation of fluorapatitc particles using a fatty acid-fuel oil mixture as the collector. •scrubbing of fatty acid, and •cleaner flotation of silica particles using amine collector. Several attempts have been made to simplify the process flowsheet by floating either apatite or silica (not both, as is the current practice). However, single-reagent flotation schemes have had limitations in meting the concentrate-grade requirements of the phosphoric acid plants. In this study, an attempt was made to use a minimal amount of the fatty acid-fuel oil collector to obtain an acceptable grade (rougher) concentrate. Invariably, the recovery in such cases is expected to be lower than in the conventional rougher-flotation step. Therefore, scavenger flotation of tailings with additional fatty-acid collector was conducted to improve the phosphate recoveries.

Economic geologists faced with the task of evaluating phosphate rock deposits find it necessary to deal with a unique and a lengthy list of geologic, chemical, and economic factors before they can determine whether the deposit does, or does not, constitute "ore". The underlying fact is that phosphate rock concentrate sells at a price per ton that is among the lowest for all mineral commodities. A recent going price for a standard grade (i.e. 72% BPL) phosphate rock concentrate F.O.B. Tampa is $6.00 per long ton. This compares with sand and gravel's price of about $5.00 and $8.00, respectively, per ton. In the case of many, if not the great majority of mineral deposits, the evaluating geologist needs to concern himself principally with the fundamental and classic considerations of tonnage and grade. Barring some very unusual metallurgical problem any geologist that finds say 50 million tons of 1% copper rock, or substantial tonnages of 0.7% U308 sandstone, pretty well knows he has an ore body! Certainly the evaluation of phosphate rock starts with tonnage and grade. Any rock with less than about 10% P205 in the ground is generally ruled out as ore, on the basis of grade alone. Since nearly all phosphate rock operations must be of the large-tonnage, low-unit-value type, the tonnage of new reserves, to be considered as "ore", ought to be in the 100-million + class.
