To obtain a reliable comparison between conical and cylindrical separatory vessels used in dynamic dense-medium separation systems, the following two studies were made: a study of the swirling flow in conical and cylindrical vessels using laser-Doppler velocimetry (LDV) and a study of the behavior of suspensions of magnetite and ferrosilicon in water in both separators. It was found that the tangential velocity profiles differ in conical and cylindrical vessels. In a conical cyclone, free vortex conditions affect the largest part of the vessel, while in a cylindrical vessel, the motion approaches that of a forced vortex, i.e., that of a centrifuge. It was also found that the conical vessel manifests higher centrifigal acceleration and very strong densifying (the density differential) and, hence, the density gradient inside the vessel is large. It was found that the cylindrical vessel manifests lower centrifugal acceleration and low densifying, i.e., low-density differentials, and hence, the density gradient inside the vessel is small. Also, due to greater densifying, the density cut-point in cyclones is higher than the operating medium density, while, in cylindrical vessels, the density cut- point is closer to the medium density. The results provide an interesting description of the differing behaviors of conical and cylindrical vessels, and they help explain the differences in pegormance between the two types of separators.

Many papers 'have been publihed on the role of the bacterium.Thiobacillus ferrooxidans in the oxidation of reduced sulfur compounds, and years of research have established the following environmental factors, which influence biological oxidation. 1. Oxygen is required for the oxidation of reduced sulfur compounds to the sulfate form. Sufficient oxygen. is available from the air, consequently, it is of importance to get the air to the bacteria. 2. The bacteria are active in the pH range 1.4 3.5. Maximum activity occurs at pH 2..0 - 2.8. 3. -In order to allow the bacterial populations to expand, certain essential nutrients must be available. Nitrogen has to be supplied for the production of body protein, and ammonia is the source most readily accepted by the bacteria. Carbon dioxide is the only utilizable source of carbon and the small amounts available in air are the primary source of this element. Small amounts of phosphate, manganese,, potassium,. calcium. and magnesium are also required. These trace minerals are available from the water and host rock in sufficient quantities. 4. Water is required as a carrier for the oxygen carbon dioxide and other nutrients, as-well as a solvent for the metallic sulfates produced. The bacteria are motile and the water allows the bacterial populations to spread:: bacterial activity ceases if the equilibrium relative humidity drops below 100%. 5.-optimum bacterial activity occurs at temperatures of 34 - 35°.C (93 -.95° F). All activity ceases above 45° C. At lower temperatures, activity its dramatically decreased, but there is still a significant amount at 10 - 11° C.- Thiobacillus ferruoxidans has been isolated from a mine with a year round temperature of 3° C. 6. Unpublished results from our laboratory show that biological leach ore oxidation takes place during the rest periods at the same rate as during the wet leaching periods providing there is a film of moisture remaining around the particles. Optimum conditions can be readily achieved in the laboratory, but application of our laboratory knowledge to commercial leaching dumps is riot as simple. Zinc-lead ores of the Pine Point District, Northwest Territories, Canada, are hosted in paleokarst cavities within a Middle Devonian carbonate barrier complex. Of the nearly 100 deposits found, most are irregularly distributed along two main regional stratigraphically controlled trends. The ores, which occur predominantly as open space filling, form deposits most of which average one million tonnes in size with an average grade of 10% combined zinc plus lead. Geological features related to karsting control not only distribution of deposits but also their shape, size and grade. The higher grade ore in these deposits generally occurs in a relatively small core area. Consequently, accuracy of reserve estimation is dependent on drill-hole density and understanding of karst geometry. Several case examples will be reviewed to demonstrate the relationship between shape, size and grade of deposit, geological reserves and drill-hole density, along with a discussion of geological ore reserve estimation methods.

Over the past nine years a means for measuring the distance between the mine roof and floor has been developed at the White Pine Mine which yields relevant information utilized in the mining operation. The technique known as "convergence!' is an efficient, low cost way for obtaining large quantities of data for predicting roof falls, caving activity, and overall mine stability. From a limited introduction in 1964 related to monitoring an experimental longwall project, the activity of convergence measurements has been expanded to become a production tool now found in all sections of the mine. Presently, the program involves four main types of activity: 1. Monthly measurements in areas known to be active, and in sample blocks scattered throughout the mine for a long-term stability study. 2. Semi-monthly measurements along vital travel roads, belt drifts and compressor sites. 3. Weekly measurements in areas where men are working. 4. Daily measurements in pillar-recovery and caving operations. Today, one field engineer and six technicians are involved full time in convergence work. Rock Mechanics technicians have installed approximately five thousand stations since the start of the program and of this number, over twenty-five hundred active stations still comprise the mine-wide network spread over the more than five square mile extent of the White Pine Mine workings.

"Stabilization" of copper differs from sin in at least one respect - no one seems to be against it. Every time a tycoon in the producing industry pontificates on the economic history of copper, or prophesies its future, he is likely to praise the virtues of "stabilization". Consumers of copper constantly bemoan fluctuations in the supply and price of the metal. Governments in some producing countries, to a greater or lesser degree dependent upon exports of copper for foreign exchange and upon taxation of copper profits for substantial parts of their budgets, are perhaps more eager than any other group for "stabilization".

Repair of large rotating apparatus such as ball mills is uncommon but under certain circumstances is achievable. This paper describes the successful repair of trunion on a 14 foot diameter by 20 foot long ball mill. Diagrams of the repair are included for visual perspective and non-destructive test procedures are outlined.

Computer programs developed as part of the PROSPECTOR project at SRI International can indicate where the highest grade hypogene copper occurs in porphyry copper prospects. The programs are useful in selecting drilling targets in untested porphyry deposits. Because of mineralogic, structural and lithologic variations in porphyry-type deposits, three distinct computer programs have been constructed; however, this paper considers only the stockwork type in homogeneous rock (similar to the Lowell and Guilbert model). The programs represent models in the form of inference networks that utilize the mineralogic, alteration, lithologic, structural, geochemical and geophysical data normally collected prior to a drilling decision. One example of an application of the PROSPECTOR program for a stockwork-homogeneous porphyry is given: Island Cooper in British Columbia. Computations based on the surface geologic, geochemical and geophysical data for Island Copper clearly disclose the best hypogene grade of the deposit. Other deposits were tested in the programs as well, and in each case PROSPECTOR programs indicate the region with the highest hypogene grade.

In recent years, we have witnessed many innovations in the equipment used in handling bulk materials. Not too long ago, any sizeable stockpile of coal or iron ore was attended by one or more material handling bridges. More recently, large stockpiles have been built with mobile equipment of' the earth moving type with bulldozers and front end Loaders being utilized in reclaiming operations. The most recent stocking and reclaiming device is the rotary bucket wheel machine. The early bucket wheel machines built in the United States were developed for the strip mining of coal. We understand that the first American machine was built in the Midwest in 1944. This type of unit was developed in an effort to reduce the cost of removing overburden and to provide satisfactory spoil disposal. As the available coal reserves under shallow cover were exhausted, the cost of removing the deeper overburden with conventional equipment became too great for these operations to continue profitably. The first machine has now been followed by six or seven additional units, the largest of which can handle material at a rate of more than 7000 cubic yards per hour.

The development of long term plans and schedules for strip mines now faces many companies, especially those developing large properties in the West. The rule of mining the lowest strip ratios first, while delaying equipment acquisitions and recouping investment the fastest, creates the situation where stripping ratios are too high in the latter years of mining operations. A program concept taking life of mine return on investment into account is developed in this paper to optimize mine scheduling and equipment acquisition. In addition, quality considerations (heat content, ash, sulfur, washability) can be considered by including the appropriate blending constraints to meet contract requirements.

The combustion of fossil fuels in a fluidized bed of calcined limestone particles is a potentially efficient and economically attractive process for the generation of steam for electric power production and other uses. The process results in greatly reduced emissions of both sulfur oxide and nitrogen oxide pollutants. Development work, evaluations and design studies are being carried out by various organizations under contract with the U. S. Environmental Protection Agency and the Dept. of Interior (Office of Coal Research). The AEC's Argonne National Laboratory is one of the principal participants in the development program under interagency agreements with EPA and OCR. This paper covers the principal reasons for developing fluidized-bed combustion, its advantages and disadvantages over conventional combustion methods, and some of the potential applications of the process. The participants in the multi-organizational program, the sponsoring agencies, the general status of development of the overall project, and the chief program areas that still require resolution are discussed. The main features of the program of work at Argonne National Laboratory and the results achieved so far are also included.

The Falcon concentrator is capable of separating minerals in fine size classes based on their differential density. Separation of mineral particles depends upon the fluid flow characteristics and relative movement of particles in a fluid. In the present study, a fluid flow characteristic inside the Falcon concentrator was established through experimentation and modeling. The Falcon concentrator has two fluid entry points: (a) Fluid entering through gravity assisted feeding system and (b) Fluid entering through the fluidized hole on the concentrator wall. In order to identify the role of fluid entering the concentrator, a tracer was injected into the system. As per the tracer based experimentation, it was established that fluid entering through the gravity based feeding system is responsible for thin flowing film formation in the stratification zone where particles are stratified based on their relative density. The momentum balance and continuity equations were simplified for a high centrifugal force field, and the fluid velocity profile was estimated inside the thin flowing film. Estimated fluid flow profiles will help to simulate the particle trajectories inside the Falcon concentrator. The influence of rotational speed, fluid flow rate, and cone angle on the fluid velocity profile were investigated. Fluid thickness over the concentrator wall is also estimated, and it is typically of the order of ~150–200 μm.

In many ways a government could be regarded as a macro business enterprise. Its shareholders are its peoples, the productivity of the nation depends on them, and, indeed, the profits or losses of a nation's balance sheet can be linked to the surplus or deficit in its balance of payments. International loans need to be repaid, and in most developing nations the noose is tied so tightly that one wonders if such debts will ever be repaid. In their endeavour to meet such obligations, their currencies may be devalued [sometimes in frightening proportions], in the hope of boosting the export potential. However, this is a vicious circle, since exports will not be achievable unless sufficient technical expertise and infrastructure exist to address the opportunities which may have been created through devaluation. Many of the poorer countries have exportable resources of minerals, which are supplied on the international market. This may be the good news, but, unhappily, steps were seldom taken to enhance the value of the mineral products through further beneficiation and the production of high-value sophisticated products. That is where the vicious circle comes in: inadequate infrastructure is created, competent and well-trained manpower is not generated, and the result has inevitably been that the GDP slips backwards, and the nation becomes progressively impoverished. To exacerbate the problem, it is unfortunate that the more impoverished a nation becomes, the greater is its birthrate, and hence the greater the need to create wealth at the very time that the nation is becoming poorer and poorer. Within this scenario, one may well reflect that this is exactly what nations on the African Continent are experiencing, namely exploding populations, although most of the poorest nations in the world are found on this continent. Yet they often possess a superior mineral production potential. Africa still suffers from what may be called the colonial influence, in that the developed world has regarded this continent as a source of raw materials to feed its own factories. The colonial powers gave only secondary attention to developing the nation's peoples and its infrastructure, such as railways, roads, harbours, and other services. These problems all naturally fall within the ambit of government interest, and it is therefore obvious that the state should play a dominant role in addressing them. The reasons for governmental involvement in mineral-related research and development differ considerably, depending on the state of industrial development of that country. Thus, in the highly industrialised world, government's interest will lie mostly in the fields of strategic minerals, which may not be economically exploitable. An example would be the exploitation of American low-grade chromites during the Second World War, or minerals which need to be imported from unfriendly or unreliable sources, such that disruption would not be in the national interest. Colonial powers like the United Kingdom and France established R&D facilities to assist, inter alia, in the exploitation of mineral resources in their colonies. The approach of developing countries would differ from that of the industrialised nations, in that their primary quest would be to promote, support and encourage the development of infrastructure, and the establishment of major industries in order to create and provide employment opportunities, as well as to support small operators who cannot afford to undertake their own research and development. On the debit side, it is a sad fact that, however good their intentions may be, underdeveloped countries are invariably unable to provide the requisite financial support to sustain their own research-and-development laboratories. In a high-tech world, the cost of sophisticated equipment is steep and cannot be afforded. Again, the proverbial vicious circle comes into play. The competent researchers find themselves without rewarding employment and would therefore shun such institutions. Recent trends in the developed world have been to privatise research-and-development institutions, the argument being that they should draw closer to the industry they serve, and that the provision of taxpayers' money for strategic purposes is no longer as important as it may have been once. Complete state withdrawal has had its negative effect in that long-range, high-calibre research has tended to be replaced by short-term problem-solving projects. Industries engaged in the minerals business differ somewhat from major ones, like motor, computer or pharmaceutical industries, which are large enough to support their own internal research and development, and whose work is highly confidential, so that any leakage could have disastrous consequences. Furthermore, private companies are answerable to their shareholders and costly long-range, 'blue-sky' research would be difficult to justify. Since mineral research has become of lesser importance in the sophisticated First World, this trend has persisted. On the positive side, R&D institutions which are totally financed by government, suffer because they tend to forget the reason for their existence. They have often become a form of auxiliary to an academic institution where higher degrees are collected by scientific boffins who, in their quest for academic excellence, tend to disregard the benefits that industry may ultimately gain from this research endeavour. The trend in recent years - and South Africa is no exception - has been for the state to progressively reduce its subsidy, whilst at the same time encouraging research organisations [for their ongoing survival] to interact closely with industry, and to conduct work directly for them on a contract basis. Organisations such as CSIRO in Australia, CANMET in Canada, the USBM in the United States and Mintek in South Africa all generate income from the private sector. The federal standard for limiting exposures to miners from radon daughters was reduced from 12 working level months (WLM) per year to 4 WLM per year in 1971. However, even at that time some researchers were concerned that the new limit would eventually be shown to result in an excess risk for lung cancer mortality in miners. The National Institute for Occupational Safety and Health (NIOSH) is now engaged in a comprehensive review of this topic. As the lead agency in this project, NIOSH has developed a work plan and established a work group to implement this plan. The procedure and specific considerations are outlined in the work plan for developing a comprehensive ionizing radiation standard recommendation for all miners, underground and surface. Such a recommendation will not only include estimates of health risks at various levels of exposure, but also appropriate recommendations for medical monitoring, sampling and analytical methods, sampling strategies, posting, engineering controls, personal protective equipment and recordkeeping. The work group has twenty-four members. Eleven members are NIOSH personnel representing six divisions of the Institute. The remaining thirteen members represent other federal agencies, specifically the Bureau of Mines of the Department of the Interior, the Mine Safety and Health Administration and the Occupational Safety and Health Administration of the Department of Labor, the Office of Radiation Protection of the Environmental Protection Agency, and the Bureau of Radiological Health of the Food and Drug Administration, Department of Health and Human Services. Several factors contributed to the decision to initiate this project. First, the efficacy of the current standard was considered. An initial study group was formed in the spring of 1980 by NIOSH to identify and evaluate articles that contained information on lung cancer mortality risks at and below the present permissible exposure limit. The conclusion drawn from their evaluation was that a two-fold excess risk of lung cancer mortality at and below 120 cumulative working level months (CWLM) of exposure to radon daughters is evident. This composite indication from selected studies was of sufficient magnitude to justify further evaluation. The study group, however, recognized that other studies and information must also be considered in a quantitative risk assessment which would form the basis for recommending an acceptable and feasible permissible exposure limit. A second factor in the decision to pursue further evaluation was the gaps in the current standard that had previously been identified by the Mine Safety and Health Administration (MSHA). These included lack of medical monitoring of underground miners and absence of regulations for surface miners. The seriousness of the health hazard relative to other hazards in mining was also considered. Along with exposures to silica and asbestos fibers, radiation was judged to be one of the major health hazards in mining, These combined factors constituted the justification to develop criteria and recommendations for improved mandatory health standards. The development process begins with a survey and review of the available world-wide information on the topic, including data and information developed by NIOSH. The end product of this review is to be a document that will contain an evaluation of the collected information and support for any recommendations that are made. To develop this document, the present work group has been divided into five task groups with the following emphases: Health Effects, Medical Aspects, Monitoring, Environmental Exposures, and Engineering Controls and Work Practices. The Health Effects task group is to evaluate the evidence from epidemiologic and animal studies of adverse health effects associated with all forms of ionizing radiation encountered in mining and milling operations. The "weight-of-evidence" of the results of all relevant and useful studies will be summarized, with the reasons for emphasizing the cited studies. The critical cells or tissues and the factors that should be considered in estimating the dose to these areas from various types of radiation will be identified. An evaluation will be made of the possible impacts of smoking and exposure to diesel exhaust on the determination of health effects related to radiation. The implications of biologically redundant dose in terms of the time between tumor initiation and death will also be analyzed. The Medical Aspects task group is to review the generally-accepted and the state-of-the-art medical technology for the detection of adverse health effects from ionizing radiation exposure. An evaluation will be made of the accuracy of urine and fecal analysis, wholebody counting, chromosome analysis and nose blows, as well as their usefulness for early detection of adverse health effects. Early detection is of little utility to the affected individual unless subsequent medical care can improve the prognosis. Recommendations for screening tests will be made after carefully considering the accuracy of the diagnostic procedures and the usefulness of early detection. Required recordkeeping and transfer rights will also be addressed. The Monitoring task group is to consider the state-of-the-art technology for the monitoring of occupational radiation exposures. Instrumentation, sampling strategies and analytical procedures will be reviewed for both personal and area sampling. The implications of the associated levels of confidence for non-compliance decisions will be evaluated. The discussion will also include an evaluation of the feasibility of replacing present monitoring systems with recent technology and the impact that a possible lower permissible exposure limit would have on monitoring requirements. The Environmental Exposure task group is to investigate the field procedures and mathematical methodologies which have been used to quantitate exposure levels to the various kinds of ionizing radiation. The magnitude and direction of the possible biases in past exposure assessments will be estimated. Specific attention will be given to the controversies concerning the quantification of the biological dose equivalent and the feasibility of recommending standards for mixed radiation exposures which use "rem" as the unit of measurement. Introduction Backfilling of mine voids is used to prevent or control the effects of subsidence on surface structures. The pumped-slurry, blind backfilling process has been successful for stabilizing ground over abandoned and inaccessible underground coal mines. This article describes the systematic evaluation of potential monitoring systems that would improve backfill monitoring technology. It also details field proof-of-concept tests that were conducted on two systems and the difficulties encountered in implementing them. Ground subsidence over abandoned mines can have devastating effects on overlying urban areas decades after the closing of room-and-pillar mines. The result may be cracked foundations, ruptured gas and water lines, broken sewers, distortion or cracking in superstructures, and sinks and potholes in the ground surface. About 32,000 km2 (8 million acres) of land in the US has been undermined for coal. According to the US General Accounting Office, 8,100 km2 (2 million acres) have undergone subsidence and another 8,100 km2 (2 million acres) are expected to subside by the year 2000. Actual figures on land affected or threatened by subsidence are probably much higher, since these estimates were based on late 1960s studies. For more than two decades, the US Bureau of Mines has been engaged in stabilizing ground in urban areas having high risk potential for subsidence costing millions of dollars. Thousands of acres have been stabilized, protecting property worth hundreds of millions of dollars. In earlier years, backfilling was by in-mine stowing in accessible mines or by gravity-feed sluicing methods in inaccessible mines. Pumped-slurry methods have been used extensively in the past 10 years. More slurry can be injected for fill from fewer injection holes over extensive areas in abandoned mines. Since this method requires fewer boreholes, there is less disruption of surface facilities. An investigation was conducted to determine the feasibility of using advanced, remote sensing or monitoring technology for application in monitoring fill placement. Specifically, the objective was to develop conceptual systems for blind backfill monitoring that require fewer boreholes and give better definition than is now possible. Blind Backfilling Methods Blind backfilling operations are conducted from the surface and do not require personnel and equipment underground. These methods are applicable to abandoned, inaccessible workings. Two categories of blind back-filling are point support, practiced by civil engineers to protect individual structures or surface facilities, and areal backfilling methods, used to protect large areas against subsidence. Point Support Methods Point support methods are usually gravity-feed systems. In general, point support methods use small volumes of expensive fill material and require a large number of boreholes within a constructed site. Because of the processed material used for back-filling and the close spacing of the injection boreholes, control and monitoring often may be accomplished by borehole cameras. Areal Backfilling Areal backfilling is conducted mainly by the pumped-slurry injection process (Fig. 1). In eastern and interior coalfields, material used is often mine refuse or flyash, both being undesirable on the surface and costly to dispose of in an environmentally acceptable manner. Economic concentrations of potassium are essentially limited to thick, stratigraphic sections of marine evaporites. These deposits were precipitated through the evaporation of sea water in restricted epicontinental seas or in grabens related to continental margin rift systems. Following deposition the deposits were subjected to diagenesis and varying degrees of metasomatism and structural deformation. The origin and characteristics of potash deposits are easier to study and interpret than those of most ore deposits because the phase chemistry of the salt systems is known and the approximate composition of the ore-forming fluid (sea water) can be inferred with confidence. It is particularly helpful that the temperature and pressure of deposition approximated that of present earth surface conditions and the pertinent mineral assemblages can readily be duplicated in the laboratory. The study of these comparatively simple salt deposits provides examples of the practical advantages of understanding the genesis of an ore deposit. These observations, in turn, illustrate the importance of pursuing research on the more complicated magmatic, hydrothermal, and ground-water systems as a means to the more successful exploration for and exploitation of the deposits they have produced. It is the purpose of this paper, therefore, to discuss certain aspects of salt deposit geology as they contribute to exploration and mining through some understanding of ore formation. References to field examples and chemical relations in the salt systems are brief. All examples are more fully discussed, however, in the references cited.

Introduction The choice of using a dump or heap leaching process or a fine grinding-agitation leaching process is based on the grade and tonnage of the ore body. Low grade ore and small tonnages are best treated by a low-cost method, such as dump or heap leaching. Permeability, however, is the critical factor in a successful leaching operation, regardless of tonnage or grade. Without permeability in the leach bed, no percolation, no dissolution, no extraction, and no success are possible. Solution delivery to the ore is also essential. Solute-to-mineral contact is a requisite. The solute must be effectively strong and not be depleted in active dissolvers, such as acid, ferric iron, cyanide, and oxygen. It must also be moving across the mineral to be dissolved. No pockets of stagnant solution can be allowed. A third factor is recovery of the now-dissolved metal in the pregnant liquor. All such liquor should be gathered at a reasonable metal concentration to make further pumping and processing worthwhile. Control and recovery of pregnant solutions are probably the most ignored factors of solution mining. This stage in recovery is historically where many operations either fail or become viable. Permeability A permeable heap is normally achieved by taking into account heap building/construction and agglomeration/pelletizing. Even though heap building is critical for good permeability, it will not be discussed here. It has been described in detail by others. Instead, this analysis will concentrate on agglomeration and pelletizing. Differences between agglomeration and pelletizing are emphasized. Agglomeration is referred to when small particles are being attached to larger particles -the ore presents a complete size distribution. On the other hand, pelletizing is a process where all particles are fine (less than 850)µm or 20 mesh), as with mill tailings. The difference is important from two points of view: • Mechanical devices used to achieve the desired attaching action; and • Binder dosages. Mechanical Devices Due to the absence of large particles that fines can become attached to, pelletizing should be done in a centrifugal-action-based device, such as an inclined rotating plate, a rotary drum, or a series of belt-transfer points. In agglomeration, large particles play a part as a natural nucleus for the attaching action of fines. Hence, a tumbling action as strong as for pelletizing is not required. Common methods to accomplish agglomeration include: • Cascade belt system with either all belts moving forward or some of them moving forward and at least one moving backward; • Combination of belt plus inclined vibrating chute; • Large concrete mixer drum; and • Belt discharging directly onto stockpiled ore. The proper agglomeration system will depend basically on the size distribution of the ore and the amount and type of clays present. In all of the agglomerating systems described, the tumbling action takes place at the transfer points either from belt to belt, or from belt to inclined chute ore belt to ore pile. Usually, two or three mixing bars at each transfer point are also included to help the mixing action. Plows to move the ore around on a moving belt are also used.

A system based on seismic techniques has been developed to detect and locate men trapped underground following a mine disaster. Both theoretical and field studies have been used to generate models to predict the performance of the system. For a strong source, it is almost certain that the miner's signal will be detected if the geophone array can be positioned over a likely area of entrapment. After signal processing, it is highly likely that the location of the miner can be determined within an accuracy of 100 ft (30.5 m). The system is presently operational in a state of readiness in the event of a mine disaster.

Depending upon which of two letters describing the theme of the session I chose to honor, the subject choices because either one or three. They were: "Applied Research and Exploration and Discovery" or "Applied Research in Exploration and Discovery." The final choice; to partially ignore both of them. That minor difference in meaning may be appropriate here, inasmuch as very minor research/exploration differences may also have profound impacts on discovery. To further set the stage, I consider myself an Industrial Minerals geologist, and more specifically primarily associated with basic construction materials crushed stone and sand & gravel. My remarks will apply primarily to those materials. Therefore, when the discussion instructions included emphasis on beneficial aspects (to name a few): "drill target definition; elimination of ore potential; ore forming environments; alteration studies, and isotope analysis," problems became apparent. Evidently, and although this was a form letter, the drafters of that letter had no idea what was involved in research for a construction materials source. My task may be great.

"During the last ten years great strides have been made, on the Mesabi Range, in the practice of beneficiating low grade iron ore material. By .beneficiation is meant all methods of removing impurities, and raising the iron content to a point where it can be sold in open market, the principal impurities being silica and moisture. The • general processes to which low grade iron ores are amenable are as follows:1. Thermal(a) Drying ; removes hydroscopic or atmospheric moisture. .(b) Calcining; removes carbon dioxide from iron carbonate, molecular water from hydrated hematites, and atmospheric moisture.Roasting; removes sulphur, carbon dioxide, molecular water and atmospheric moisture.Agglomeration; primarily for the purpose of preparing finely divided material for blast furnace; briquetting and sintering.2. MechanicalScreen sizing; removes rock and sand.Classification; removes sand by means of currents of water of varying velocities.Log washing; removes fine sand.Jigging; removes larger particles of impurities than is possible by log washing. Certain types of jigs remove fine sand.Reciprocating tables; recover fine iron particles from sand discarded by above processes.Magnetic separation; applicable to the commercial separation of the magnetic oxide of iron from gangue material. From a scientific standpoint it is possible to separate certain hematites and limonites from their gangue:(g) Miscellaneous processes; comprise dry concentration, electro-static separation and other processes."

I consider it an honour to be the opening speaker in this afternoon's session on "Canadian Exploration". I also think it most appropriate that this joint meeting of the MMIJ and AIME should consider this subject, because Canada is a major exporter of mineral products and Japan and the United States are our two largest customers. Clearly, therefore, both countries have a valid interest in developments on the Canadian minerals scene. I represent the Mineral Development Sector of the Canadian Department of Energy, Mines and Resources. I will therefore speak from the point of view of the Federal Government. At this point I would like to acknowledge the help and constructive criticism I have received from several of my colleagues in Mineral Development Sector in the preparation of this paper. In any discussion of exploration in Canada, it is essential to emphasize at the outset that Canada has a federal system of government, with powers shared between Ottawa and the provinces. Under our constitution, the federal government has jurisdiction over the north, and over offshore areas, while the provinces own the natural resources within their boundaries. They control the systems of land acquisition for exploration and the terns under which mining titles are issued, and are therefore able to determine the rate and conditions of exploration and development of these resources. It follows that the Federal Government can influence the exploration and development of the provincial resources only indirectly by consultation with provincial authorities. However, once the resources are developed and begin to flow to market, the Federal Government can exert a much stronger influence because of its constitutional right to control both inter-provincial and international trade, as well as through its general fiscal and tax powers.
