This is a summary of what has happened to the domestic production of two industrial minerals vital to a healthy US economy: fluorspar and barite. A few years ago we were self-sufficient in both minerals and good ore reserves still exist. FLUORSPAR Some 9% of the fluorspar presently being consumed in the US is imported, whereas the use of fluorspar has not declined proportionately. Several factors can be mentioned.

Intrinsic remediation is the effect of natural attenuation mechanisms - dilution, dispersion, sorption/precipitation and biodegradation - reducing contaminant concentrations in ground water to specified levels at predetermined compliance points in the aquifer. Current monitoring and modeling for post closure was used to assess the current and long-term potential of intrinsic remediation of contaminated seepage originating from a large reactive (sulfidic) tailings impoundment near Questa, New Mexico. It is concluded that the natural attenuation mechanisms of precipitation within the tailings (as a result of buffering) and dilution/dispersion within the aquifer are currently active and likely sufficient to reduce contaminant concentrations to below state standards in the long-term. Other natural attenuation mechanisms such as sorption and biodegradation within the receiving aquife4s) were not assessed here, but are likely further reducing contaminant concentrations. Active interception and recovery of the seepage water is being maintained until monitoring demonstrates that intrinsic remediation has successfully achieved the level of water quality control required.

The important carboxylic acid components of tall oils were tested individually as phosphate flotation reagents. These included C18 unsaturated fatty acids and C10 to C18 saturated fatty acids and resin acids. These experiments were conducted to evaluate such factors as the degree of unsaturation, hydrocarbon chain length, isomeric form, side-group modification, and cyclic structure. The effects of mineralogical characteristics on flotation response also were considered. The results of this systematic evaluation provide guidelines for selecting efficient substitute reagents and also provide fundamental data for further research on improved flotation technology.

INTRODUCTION Much of present fracture toughness testing con¬cerns chevron notched specimens (Newman Jr., 1984) since these, in principle, require neither fatigue precracking nor more registration than failure load to determine fracture toughness. Two such specimens which can be made from diamond drilled rock cores with minimal machining are the Short Rod (Barker, 1977) and the Chevron Edge Notch Round Bar in Bend¬ing or CENRBB Specimen (Ouchterlony, 1980). Even if the precracking property is especially valuable for a material like rock, practice has made the relative advantages of these chevron notched specimens much less apparent (Ouchterlony, 1982; Ouchterlony and Sun, 1983). Enough remains, however, to have the Commission on Testing Methods of the International Society for Rock Mechanics (ISRM) focus on them as standard configurations in a "Suggested Method for Determining Fracture Tough¬ness of Rock Material", which is in preparation. This paper presents material which supports the ISRM effort: 1. An experimental compliance calibration of the Chevron Bend (CENRBB or CB for short) and re¬sulting formulas. 2. Specimen tolerances, evaluation formulas, and loading rate requirements relating to both Short Rod and Chevron Bend Specimens of suggest¬ed standard proportions. 3. Some fracture toughness values obtained with the Chevron Bend Specimen. This material is mainly based on two reports (Ouchterlony, 1984 and 1985). The nonlinear network optimization algorithm developed in this paper solves the following mine ventilation design problem: find the location and size of all fans and regulators which minimize the overall system power consumption while satisfying all physical, legal, and operational constraints. This work includes the formulation of the problem within the framework of mathematical optimization, the development of the computational theory, and the creation of an efficient solution methodology. The algorithm has been implemented on a microcomputer, and a small but representative example is included. The algorithm presented in this paper has four limitations. First, the optimization process is for a single point in time: the dynamic nature of a mine ventilation system in an evolving mine is not directly addressed. Second, the topology of the ventilation network is required input information. The mathematical algorithm does not optimize the size or location of the mine ventilation airways; however, the post optimality analysis techniques can be used to aid in topological decisions. Third, the problem is formulated using volumetric flow; thus, heat and moisture transfer are ignored. Fourth, the capital cost of ventilation equipment is not included in the formulation.

This paper discusses the research results of sulphide ore properties with respects on self-heating and the assessment techniques on mine spontaneous combustion for several mines of sulphide ores in China. A group of experimental devices for testing the chemical behaviour of sulphide minerals, the geological structures, the rate of oxygen absorption, the initial self-heating temperature, and the ignition point of ore samples, etc. are also described in detail. These methods have been proved to be effective by several sulphide mines which all have the history of spontaneous combustion of sulphide ores. INTRODUCTION A fire disaster from the spontaneous combustion of sulphide ores in a mine can produce large quantities of toxic gases and heat to pollute the working environment, lead to large economic losses and loss of human life, and even compell the mine to be closed. Some mines of copper, lead, zinc, tin and iron in China are of high content of sulphur. It is of great importance to evaluate the potential of spontaneous combustion of sulphide ores before beginning to design and mine the ore deposits. At present, the mechanism of spontaneous combustion accepted commonly is that sulphide ores undergo slow oxidation on exposure to moisture air at ambient temperature, with the evolution of heat, gases and moisture. The heat generated, if not dissipated, gives rise to an increase in the temperature of the sulphide ores. As the temperature of the sulphide ores rises, the rate of oxidation increases. If this is allowed to proceed unchecked it can eventually result in the ignition of the sulphide ores. For pyrite (FeS2), it reacts with oxygen and water according to the following equations.

The reclamation of surface land areas disturbed during the course of coal recovery became a major, universal consideration upon the implementation of the Surface Mining Control and Reclamation Act of 1977. This legislation not only established reclamation as an absolute requirement, but also presented guidelines for reclamation standards and required bond-posting procedures to assure completion of the reclamation process. The Office of Surface Mining was established to enforce the provisions of the Congressional mandate by promulgating specifically detailed regulations and supervising the State participation in this regulatory process. The major operational consequences of the reclamation-related provisions of the Act and the OSM regulations are the increased costs and complex procedures necessary to accommodate the regulatory authorities. It is anticipated that many of these costs and procedures have not been adequately evaluated by either the coal operators or the regulatory bodies. It is, therefore, necessary to proceed with an examination of the general reclamation processes, the effect of these processes on product costs, and the methods, if any, which may be utilized to minimize their impact on the overall operation.

Many factors must be considered when designing a heap leach pad. Geotechnical properties of the ore, can and will affect how well an ore leaches, the solution recovery, stability of the heap, and settlement. As a heap is stacked some of these properties will change due to the increased load. In order to properly design a heap these properties should be determined beforehand so that the heap performs as intended.

Shredding is the usual first step in processing municipal solid waste (MSW) for resource recovery. This unit process requires high capital cost and, usually, considerable maintenance cost. In addition, some shredders at times will render certain components of the MSW in a form difficult to recover. This is particularly true in the way metal cans are distorted and the way glass is pulverized. A trommel screen was proposed (1) to pre-process packer truck refuse prior to shredding. Part of the logic for this step is that the portion of raw refuse already within the specified shredder output particle size range would bypass the primary shredder and proceed directly to further processing, such as to an air classifier or secondary shredder. This would reduce the throughput of the primary shredder and allow certain recoverable materials, such as glass, to remain in larger piece sizes, important for recovery. In this way, operating costs for the shredder would be reduced and the recoverability of materials, and hence the revenue, increased.

Spent potliner is generated in the electrolytic process of reducing alumina to make aluminum metal using molten fluoride electrolytes. Spent potliner(SPL) is obtained at the end of the pot's life. The SPL contains small amounts of cyanide and fluoride, which present environmental problems. Spent potliner could possibly be used as a fluidizer to replace calcium fluoride (CaF2) in the iron- and steelmaking industry and in the glass industry. A low viscosity and a low melting point are prime requirements for such an application. In the present study, viscosity measurements were performed. The effects of various additives, such as sand, limestone, dicalcium silicate dust and MgO baghouse dust, on the viscosity of SPL were studied. The results showed that the addition of sand and limestone can produce a very high fluidity SPL melt at significantly lower temperatures. The results suggest that spent potliner mixed with additives could potentially be used as a substitute fluidizer.

Chemical and physical properties of surface soils and overburden materials must be evaluated prior to strip mining activities. This information can be used to assess whether subsurface overburden can be equal in quality to the existing surface soils, especially when these soils are classed as prime farm lands. In Texas, materials from the Carrizo, Calvert Bluff, Simsboro, and Hooper Formations overlie the lignite. The Carrizo Formation consists of thick clean sands with poor water and nutrient retention capabilities. These materials are least suited for placement of the surface of reclaimed land. The oxidized, medium textured overburden from the Calvert Bluff and Simsboro Formations possess adequate water and nutrient properties and are better suited for sustained plant growth. Non-oxidized Calvert Bluff and Hooper sediments generally have acceptable properties for reclamation. However, caution must be exercised in vegetating these materials since they may contain acid forming sulfide minerals.

A 32-channel warning system for high working level, fan operation, and airlock-doors has been constructed. The working level monitors have a microcomputer for accumulating the pulses, converting to working level, and triggering an alarm at a variable set point and at one working level. The system also detects when underground fans lose power or air doors are open. The system can detect changes in air velocity which indicate surface fan failures or changes in the ventilation system. Using this alarm system, the ventilation engineer will be alerted prior to excessive levels of radon daughters being reached so corrective action can be taken.

Subsurface construction projects are risky ventures and the decision to deliver a project using the Design-Build model does not eliminate those risks. Differing site conditions, inadequate design, and delays will continue to plague some projects. The Design-Build procurement model, however, presents a broad opportunity to allocate those risks much differently than in the familiar Design-Bid-Build model. Starting with a philosophical approach to risk and reward, this paper discusses the continuum of possible risk allocation strategies. It concludes with a proposed optimum strategy in terms of the project’s overall economic efficiency, and points to the dispositive contractual provisions that serve to contour the risks.

Zirconium tungstate (ZrW2O8) is a unique material with a negative coefficient of thermal expansion. In order to fully utilize this material as a filler, a surface treatment needs to be developed to better improve the wetting and dispersion capabilities of the filler. This paper describes an initial study to characterize the filler as well as investigate fatty acid and silane surface treatments for eventual compounding with thermosetting matrices. It was found that ZrW20, has a point-of- zero charge between pH 2.7-3.0, and that both fatty acid and organofunctional silane treatments appear to be viable surface treatments for this unique filler.

Available literature on the topic is reviewed. Methods are suggested to improve the presently available techniques to perform probabilistic modeling of shear strength parameters for rock discontinuities. The Mohr-Coulomb model and a power law model are used as strength criteria to model shear strength of rock discontinuities. Use of various regression techniques for point estimation of shear strength parameters from direct shear data are discussed. Goodness-of-fit tests for bivariate beta and bivariate normal distributions are developed, and the applicability of them to represent the distribution of shear strength parameters is tested through examples. Both distributions seem to have potential to represent the statistical distribution of strength parameters.

A clear and accurate knowledge of the status of ventilation in an underground mine is essential to continuing safe operation. In a small mine with a few working faces, the problem is simple and can easily be solved by choosing the appropriate fan. In larger, more complex mines the problem of supplying the working faces with fresh air is a problem beyond the scope of 'finger in the wind' analysis. In today's climate of stiffer government regulation and mining company concern for the safety of workers, computer programs which analyze ventilation networks are helping mining companies meet the standards. The development of computer programs for ventilation network analysis is summarized. Early programs were developed at universities or government agencies and required large expensive computers. As computers have become smaller and less expensive, the development or revision of programs for micro computers has become more available. Prices have lowered to the point of affordability even for medium and small companies. A list of ventilation network analysis programs is provided along with a summary of capabilities, costs, and hardware requirements for each program.

INTRODUCTION The requirements of mine ventilation demand the constant attention of the mine operator. Just as the physical mine structure changes with time, the ventilation requirements of a particular mine change considerably from season to season and even from day to day. No ventilation system can remain adequate indefinitely; and all systems require monitoring and adjustments to achieve proper ventilation. Instead of being given fore- thought and planning, mine-ventilation systems too of- ten are erected hastily, merely to correct an already un- healthy situation. The usual result is an inefficient and costly system that, in some instances, may prove in- effective in providing fresh air to the point of need. The ventilation of mines is a combination of both art and science. The fluid that must be moved is in- visible; its properties change drastically with temperature, barometric pressure, and humidity; and the methods of measurement are not precise. In part, ventilation engineering must rely upon the art of good industrial ventilation experience and sometimes even the trial-and- error method. However, the properties of air can be determined with relatively inexpensive equipment; with some care, measurement accuracies within 5% of the actual values can be obtained. Thus the art of ventilation gradually is being supplanted by improved engineering practices. Although the direction of flow and the volume may not be predicted correctly by airflow equations in every situation, it is better to try to predict the behavior of a given ventilation before installation than to proceed blindly with a system design. When used with the discretion that comes from education and experience, the basic laws of ventilation can provide sub-stantial insight into the design of an air-handling system; and they can prevent wasteful or even dangerous designs from being installed. Since the mine operators who read this text will have varying amounts of exposure to ventilation theory, the basic laws of airflow and of mechanical ventilation are presented in the first section. The emphasis has been placed on the interpretation and use of fan characteristic curves that are supplied by fan manufacturers. Considerable information can be obtained from these fan curves, particularly when they are used with a graphic model of the mine, drift, or duct in which the fan or fans are to be installed. A few minutes spent comparing the various characteristic curves can help the designer obtain the correct fan for the job. However, the under- standing of a few fundamentals is necessary; and this text has been prepared to provide ample and understandable information in a "how-to" style. In subsequent sections of this text, more down-to- earth subjects will be covered, including the problems of air recirculation, relative merits of installing fans in series or in parallel, expected maintenance requirements (vibration, lubrication intervals, etc.), fan noise and some remedies, effect of an inlet bell on the fan per- formance, basic air-measurement techniques and equipment, and similar miscellaneous items. Although this text is not intended to be a comprehensive bible of mine ventilation, it has been prepared as a guide that provides some useful information to individuals responsible for the quality of the underground environment. Every person working underground is en- titled to the safest environment that can be provided within the limitations of existing technology and at a reasonable cost. United States Steel's Cumberland Coal Operations is located in Greene County in the southwest corner of Pennsylvania. The mine and related facilities have been in operation since September of 1977. Production from this mine, U. S. Steel's first commercial coal mining venture, will eventually reach a level of 2.72 million mt of clean coal per year and is totally committed to electric power generation. Cumberland is a slope mine in the Pittsburgh seam and is mined by continuous mining machines and longwall. The coal from the mine is trans- ported by belt to the surface, taken through a rotary breaker for initial preparation, and stored in raw coal silos. It is then processed through the preparation plant and taken to a clean coal silo where it is held for train loading. Cumberland Mine operates its am 28.16 km railroad to transport the coal to the Monongahela River. The unit train consists of thirty-one 90 mt cars. The coal, once loaded on barges, is then shipped to the customer. Cumberland Mine is one of the most modern coal preparation and unit train loading systems in the nation. The preparation plant is de- signed to receive coal from the silos at a rate of 720 at per hour. The +6.35 mm material is screened out and cleaned in a Daniels heavy media vessel with two 3.35 m weirs. Minus 6.35 mm material is fed to sixteen #88 Deister concentrating tables. The cleaned coal from this circuit is dewatered, and all effluents from the mechanical dewatering report to the classifying Cyclone sump for classification through ten 35.6 cm cyclones. The cyclones overflow material (-150 mesh) is processed through two banks of three 8.5 m3 Denver D.R. flotation machines. The cyclone underflow pro- duct (28-1 0 mesh) is processed in two banks of 5 six 2.83 m Denver Sub A machines. The clean flotation product is then dewatered in Bird screen bowl centrifuges, blended with the other clean coal size fractions, and the total plant product further dewatered in a thermal dryer.

INTRODUCTION The process of solid-liquid separation can be an important decision in plant design. It is very important that one must consider not only the most effective means of solids-liquid separation, but also to consider the effects on upstream and downstream processes. A solid-liquid separation is done either to remove the solids £ran the liquids as in copper concentrates or rave a liquid from the solids as in uranium operations. In either case, washing can be an important consideration to clean the solids or recover the liquids. This section will deal with solid- liquid separation other than thermal, sedimntation processes, or hydro cyclones. The three major areas discussed are pressure filters, vacuum filters, and centrifuges that are most cannon in the minerals industry. PRESSURE FILTERS Pressure filters are one common type of solid-liquid dewatering devices. There are my different types of pressure filters that are both continuous and batch operations. They are characterized by using an external pressure to push or force the slurry through porous media to force the liquids out of the solids. Whereas vacuum filters are limited to one amsphere or bar working pressure, some types of pressure filters operate as high as 16 bars pressure. Pressure filters are also effective for hot slurries where a high boiling point can be a problem or precipitation occurs under vacuum. The types of pressure filters most common in the mineral processing industry include plate and frame and recessed plate filters. Some of the new technologies including automatic pres- sure filters and belt presses are also discussed. Plate Frame Filters Plate and frame filters are one of the oldest and most effective means of both dewatering solids and clarifying liquids. Plate and frame filters consist of a skeleton that is used to hang or support alternate plates and frames that are pressed together to form chambers.
