Until the past decade, the energy-size reduction relationship was the dominant form of mathematical model used in the description of tumbling mill grinding processes (1,2). Typically, in these models some single measure of product fineness (e.g. the 80% passing size, the size modules, the specific surface area) is chosen as the dependent variable and the energy input per unit mass of material being ground acts as the independent variable. In some instances these models have been useful for the correlation of experimental data, but, invariably, they have been found to be inadequate for meaningful process simulation. During the last decade considerable advances have been made in the development of phenomenological grinding models derived from population balance considerations (3-7). In these models a set of dependent variables is employed, corresponding to the set of mass fractions which constitute the product size distribution, and energy input is abandoned in favor of "time in the mill" as the independent variable. The phenomenological models have been shown to provide accurate simulations of the entire size distribution of ground products produced in batch (8-10), locked cycle(11)and steady and unsteady state, open and closed circuit continuous grinding(12,13).

This project took a watershed approach in the evaluation of water-quality impacts from past mining activities and current restoration projects in the Bear Butte Creek basin, a small and well-defined drainage in a heavily mined area of the northern Black Hills. The basin contains numerous inactive and abandoned mines, as well as a heap-leach surface gold mine. Bear Butte Creek normally loses all of its discharge to sinkholes in the Madison Limestone aquifer. Thus, it can affect the water quality of this regionally important water resource. Water-quality data were analyzed, stream surveys were conducted and two abandoned-mine restoration projects were monitored to evaluate the effectiveness of the watershed approach and to identify practical remediation techniques that could be applied to other watersheds. A geographic information system (GIS) was developed to organize information on stream quality, abandoned mine locations, and other geologic and hydrologic data. The watershed approach toward assessing and reclaiming abandoned mines appears to be effective when compared to a point-source approach that might improve water quality at specific sites but not result in significant overall improvement to the watershed because of adjacent sources.

Almost 100 sedimentation ponds were conceptually designed for a large surface mining study area in northeast Texas. An approximate procedure was developed to economically estimate construction quantities in order to predict surface water control costs. This procedure utilized site-specific empirical relationships developed from detailed analyses on a representative number of proposed sedimentation ponds. Use of these equations provided earthwork volumes, and spillway pipe lengths. The procedure developed for this study is presented along with the results of a verification analysis.

The trend in the coal industry for many years has been to make everything "bigger and faster" This also held true for loading and storage facilities. Where once a million ton per year mine was rare, three to five million ton per year mines are not uncommon today in the bituminous industry. This greatly increased production, made possible through mechanization, required greatly improved loading facilities just to get the coal away from the mine. Also, there is a trend toward combining production from more than one mine and cleaning it in a single preparation plant. In addition to increased loading capacity, this frequently necessitates raw coal storage and blending facilities. The development of the unit train, more than any other factor, has contributed to the widespread construction of storage and high-speed loading facilities for clean coal. In the export market, the construction of ever larger coal bulk carriers has contributed to a need for faster and larger loading facilities at ports. The present engineering and construction cost of these larger facilities make it essential that the flow and handling properties of the particular coals are fully known. These properties can be measured well in advance and the proper design criteria established. This eliminates costly surprises later on during start-up and operations. This paper will review coal and coal refuse properties, such as shear strength, cohesion, friability, and the flowability of coal and how they affect the design criteria of storage silos.

The Misima deposit is on Misima Island in the Lousaide Archipelago, 240 km east-southeast of the Papua New Guinea mainland, and 600 km east of Port Morseby. Misima is a narrow mountainous island 40 km long and up to 10 km wide. The highest point is 1035 m above sea level. Gold mineralization is restricted to the eastern and less rugged third of the island. The Melanesian population lives in coastal villages. Subsistence agriculture is the main activity, although copra and cocoa are grown in plantations on the eastern and southern coasts. Prior to 1950, mining was important in the economy of the island. Climate is tropical, with little seasonal variation in temperature or rainfall. Tropical cyclones occur about every 10 years (Fig. 1).

The results of a recent study on the influence of continuous and conventional mining techniques on the size consist and wash- ability characteristics of coal are presented. Eight samples, four each from continuous and conventional mining sections were collected. Each sample was screened in seven size fractions, and each size fraction was totally fractionated at five gravities. The data thus collected was statistically examined for the influence significance of mining techniques, size, and gravity on the quality of the mined product. The paper presents the sample collection method, data gathering and analysis procedures, and major conclusions. The study revealed that there are pronounced differences in the products from the two mining systems and that conventional mining yielded a better product in terms of size-consist, and yield, ash, and sulfur in both the raw and washed products. The results of the study are significant in regard to consideration of resource utilization and conservation, and environmental impacts.

Nature of Empirical Calculations The size reduction of large tonnages of ore and rock is an operation of great magnitude. It is a necessary and important part of industry. Its development has been motivated by practical need and has followed the path of an industrial art without much help from theoretical science. Knowledge has been accumulated from experience. Trial and error established the methods; then collected data were tabulated and served as the basis for empirical equations that have been continually modi¬fied and amplified as new data became available. These equations now constitute the bulk of our present knowledge of comminution. There is no accepted scientific theory that is basic to comminution. In electrical, mechanical, and civil engineering, as well as in many other industrial activities, such theories exist and are extremely help¬ful, but rock is essentially heterogeneous, and the zones of weakness that control its breakage are thoroughly diversified. No theory has yet been discovered which can account for the variability of rock, although many attempts have been made. Empirical equations tell nothing of the why of a phenomenon, but if they are properly derived they can tell much about the how. They always represent only an approximation of behavior but never a law. In a proper empirical equation a symbol is assigned for each of the variable quantities that obviously affect the relationship. In a grinding mill these include mill diameter, mill speed, and feed rate among them. In setting up and revising an empirical equation the cardinal princi¬ple in establishing and modifying it is this: any change must be strictly ascribed to the variable which caused it. A useful empirical equation is rendered useless when a change in any convenient coefficient or exponent is made to make it fit a particular set of data, without certainty that the altered coefficient or exponent is the responsible variable in the new data. Such indiscriminate revisions have brought the use of empirical equations into some disrepute. When existing equations are changed to accommodate new data it is a good rule to make a change which gives results intermediate between the new and the old. A halfway point is usually a good choice.

JAMES BOYD 29.1-STAFF-AND-LINE ORGANIZATION Industrial organizations are established primarily to coordinate the activities of many individuals working toward a specific goal. In mining, the goals can vary widely, and the skills necessary to reach them likewise will vary from operation to operation. It is essential to keep in mind the principal point that an organization embodies the necessary skills which supplement each other and achieve a given objective. Those who direct such an organization are grouped together as "management" and accept the responsibilities for the regulation, administration, supervision and guidance of the enterprise. Those who comprise the "administration" and have supervisory authority are referred to as the "executives." In the early days of mining it was common for one executive to exercise virtually complete control over the entire organization, and direct its operation from a central office. However, the science of management has advanced significantly since then. Mining organization administration now allocates increased authority and flexibility to those in direct-line responsibility, and organizes competent people in specialized fields to provide supervisors with guidance where it is needed in day-to-day operations. Few mining companies today are confined to one operation. Therefore, highly developed skills can be provided in the staff which assists management. This is known as staff-and-line organization, illustrated, in general, in Fig. 29-1. Each operation requires diverse skills for the carrying out of specific functions. The acquisition and training of those with such skills is an important operation in assembling organizations. An organization normally is modified to accommodate individuals rather than being a "hard and fast" mold into which people are fitted. The modern manager is inclined to organize to minimize central direction, with delegation to line executives, providing staff whose day-to-day operations, in cooperation with line executives, coordinate a continuing drive toward the organization's objectives. The staff officers, therefore, tend to become what could be described as parts of the president's brain, dealing with specific areas requiring certain skills. They do not necessarily direct operations, but watch them to be sure that the skills which they have themselves developed can be transmitted to line operations by persuasion rather than by direct authority. The elements of management requiring staff assignments are: 1. Planning, which, at staff level, is only a coordinating activity. Planning is done at all levels in the organization. 2. Engineering. 3. Finance. 4. Control. 5. Personnel and industrial relations, which set personnel policies, including salary plans and the means of handling relations with the unions. 6. Research, which, in a modern organization, is essential to progress and needs to be overseen at the top. 7. Legal staff to see that all operations of the company are provided with sound legal advice, and that the company's policies stay within the law.

The sand dunes which line the east shore of Lake Michigan resulted after the last, or Wisconsin, glacial period in Michigan. Melt-water streams carried vast quantities of glacial debris to the near shore areas of predecessors to Lake Michigan. As the lake levels receded, these vast quantities of sand were exposed to the prevailing westerly winds, which was the last major process that acted upon the sand and resulted in the formation of the dunes. 1 These dunes are one of the significant natural resources within the state. Michigan dune sands supply about 90% of the foundry sand used in the automotive industry, and 40% of the foundry sand used 2 for all purposes within the United States. The deposits owe their importance to the following factors: grain size distribution, grain shape, mineral composition and location with respect to the foundry sand market. In spite of their economic significance these I deposits are in jeopardy through legislative preemption.

A Setaram C-80 heat flux micro- calorimeter was used to study the surface and interfacial properties of fine coal particles in water containing flotation agents via heat of immersion measurements. Heat of immersion (?Himm) is usually a small exothermic quantity and can be used' to characterize a solid in terms of its relative hydrophobicity or hydrophilicity. The effects of coal type, surface oxidation, mineral matter content, kerosene concentration, and pH on the wetting characteristics were investigated. Results obtained from the calorimetry experiments correlated well with results from independent flotation experiments.

After location and verification of exploitable mineral resources, mineral development re- quires capital goods, labor, and energy to extract the deposit. In addition, a growing social awareness of the need for a healthy environment re- quires inclusion of environmental burdens to the total costs incurred. This is because mineral development is detrimental to the environment in a number of ways. All mining .operations involve the separation of valuable minerals from the surrounding waste rock, which in turn re- quires permanent disposal of unwanted or un- used materials. Mine overburden, wastes, and tailings are often transferred to peripheral areas where they remain as unsightly features in the natural landscape. Some mine spoils contain harmful or contaminating substances as heavy metal salts or acid forming materials which subsequently are released to the environment. Many types of mining operations handle significant quantities of water during extraction or beneficiation processes. When discharged, the quality of such water often is unsuitable for residential, agricultural, or recreational use. Since mining activity disturbs the natural vegetation in the project area, water may be allowed to transport soil materials into streams, causing erosion and siltation. In particular, surface mining operations disturb the top layers of soils, resulting in losses of productivity for long periods of time. Excavation, transportation, and further processing of large volumes of both ores and waste materials generate substantial quantities of particulate and gaseous emissions, some of which contain metal dusts or compounds of sulfur. Such fugitive and point source emissions can be transported beyond the confines of mineral operations to cause annoyance and damage at more distant locations. Environmental degredation or pollution can be viewed as the alteration of the environment by man through the introduction of materials which represent potential or real hazards to hu- man health, disruption to living resources and ecological systems, impairment to structures or amenity, or interference with socially desired uses of the environment. The significance of environmental degradation is reflected in its effects on a range of receptors, including humans as well as the resources and ecological systems upon which we depend. Pollution also is judged in the social context of damage to environmental structures and amenities. The demand for restoration and maintenance of environmental quality presents the mineral industry with a challenge to successfully man- age discharges and returns to the environment in order to avoid undesirable and harmful consequences. Industrial-mineral mining started early in the history of the State when salt was extensively mined for use in processing gold and silver ores, and borates were produced to meet most of the world's needs. After this start, industrial-mineral production grew slowly until World War II, mostly because of the remoteness of the State and the small population. Nevada now has a large and varied industrial-mineral industry. In 1983, 14 principal commodities were produced from 48 deposits; the total value of these materials was 168 million dollars. Nevada ranks first in domestic production of barite and magnesite; second in diatomite, gem stones, and lithium; third in fluorspar; and sixth in gypsum. Other materials produced are carbonate rocks, cement, clays, decorative and crushed stone, light- weight aggregate, perlite, pyritic soil additive, salt, sand and gravel, and silica. From 1978 through 1982 barite was the most important commodity; in 1983 diatomite surpassed barite in value of production. Most of the Nevada production consists of high-value commodities that are consumed out of the State. Approximately 430 significant deposits with 20 principal commodities are present in Nevada. This abundance can be attributed to the numerous and diverse geologic processes that have been operative. Seven major modes of origin have been identified: hydrothermal activity, sedimentation, combined hydrothermal activity-sedimentation, evaporative precipitation, brine formation, extrusion of igneous rocks, and alteration by ground water. The hydrothermal type accounted for 39 percent of the deposits, the combined hydrothermal-sedimentary type for 28 percent, and the sedimentary type for 13 percent. Nevada diatomite production is about 200,000 short tons/year valued at 30 million dollars. In 1984 three companies operated in Nevada producing diatomite from six open pits and processing it at four plants - one plant producing filter-grade materials and the others adsorbents and fillers. The diatomite occurs in about 60 areas, almost all in the western one-third of the State. The diatomites were deposited in long-lasting, fresh-water lakes in topographically closed valleys formed by basin-and-range faulting. About 85 percent of the barite mined in the United States is produced in Nevada. In 1981 the high point of production,-2.5 million short tons of bedded barite was produced from about 30 open-pit mines. About 120 significant bedded-barite deposits are known in Nevada; 38 of these have had past production of more than 25,000 short tons. The deposits are associated with marine siliceous rocks of Cambrian through Devonian age and occur in a zone about 300 miles long and 60 miles wide. Abundant evidence supports the theory that the bedded barite is of exhalative sedimentary origin.

The Carlin Gold Mining Company, a wholly owned subsidiary of Newmont Mining Corporation has been successfully operating an open pit gold mine and cyanide mill for approximately the past ten years. It is a unique operation in that about 20 percent of the mill feed is a carbonaceous ore refractory to cyanidation that must undergo a pretreatment stage developed for, and by, Carlin. The mine and plant are located in the Tuscarora mountain range is north-eastern Nevada near the towns of Carlin and Elko. Claims were staked at the minesite in 1961 and 1962. A drilling program was initiated late in 1962 and after drilling a total of 250,000 feet of rotary drill holes an estimated 9,300,000 tons of ore at a grade of 0.32 ounces of gold per ton was delineated.

The Robinson Mining District near Ely, Nevada, is one of the major porphyry copper districts in the world. Within the district is an east-trending zone of altered porphyry, metamorphosed sedimentary rocks, and sulphide mineralization surrounded by Paleozoic limestone, dolomite, shale and sandstone, Tertiary volcanics, and Quaternary alluvium. Six major disseminated ore deposits have been exploited in this eight-mile zone. About 20% of the district production has come from disseminated ore in metamorphosed sedimentary rocks found adjacent to altered quartz-monzonite porphyry. The following brief statements summarize the inter-relationship of porphyry, alteration, metamorphism, and mineralization: 1. Disseminated copper ore does not occur in unaltered porphyry or in unmetamorphosed sedimentary rocks 2. Sedimentary rocks have been only weakly metamorphosed where intruded, by unaltered porphyry. 3. Intensely metamorphosed sedimentary rocks are found only adjacent to, altered porphyry. 4. Many hydrothermal minerals are common to both altered porphyry and adjacent metamorphosed sediments. 5. Disseminated ore is found in altered porphyry and adjacent meta¬morphosed sedimentary rocks. 6. In general, there is a direct correlation between grade of ore in porphyry and copper content in the adjacent rocks. 7. Mexico, that for various years held the second place among the elemental sulphur producers in the world, now occupies the fourth position. Nevertheless, taking advantage of the recent increase in the international prices of the metalloid, it is expected that Mexico recovers its traditional position producing, for the first time, over two million tons of sulphur during 1974. Drawing from material stockpiled during the last years sales are expected to reach 2.5 million tons, at excellent prices in the foreign markets, but not so in the domestic ones where prices have remained practically static since 1955, in spite of substantial escalation of production costs. Of the two sources of elemental sulphur in Mexico, the frasch process extraction from the salt domes of the Tehuantepec isthmus where the most important reserves are located - is the one that shall have an important increment. An increase of production of lesser magnitude is expected from sour gas, since sulphur recovery plants wilI go on stream toward the end of the year in the new oil fields recently located in the State of Chiapas. Two Mexican corporations are expanding and improving rational Frasch extraction operations. Together with Petroleos Mexicanos' sulphur recovery from sour gas it is estimated that production during 1975 shall reach 2.5 million tons and, consequently, supply the domestic market and generate an important sum of foreign currencies.

Previously we reported crushing or grinding crystalline silica results in silica-based free radicals on the particulate surface which can generate hydroxyl radicals in aqueous solution (1). Now we find that freshly ground silica is more cytotoxic to and a more potent activator of alveolar macrophages than similarly sized aged silica. Since the United States Department of Labor estimates that over 1.25 million American workers may be exposed to freshly ground crystalline silica arid nearly 60,000 may be at risk of developing some degree of silica-based occupational lung disease, then this is hardly a trivial problem. Occupations of concern include workers who come in contact with silica including miners of soft and hard minerals, stone quarry workers, glass workers and even millers who stone grind flour. Acute silicosis is manifested by inflammation, alveolar lipo-proteinosis, and the rapid development of respiratory disability that depending on the dose of silica can produce chronic silicosis which takes 20 - 40 years to develop. It is demonstrated by the appearance of concentric hyalinized nodular lesions and progressive development of dyspnea(3). Certainly the free radicals produced on the surface of freshly ground crystalline silica play a most important role in producing the acute and chronic symptoms of silicosis. When respirable-size freshly- ground silica (0.1 -- 5 microns in diameter) enters the deep alveolar spaces in the lung and contacts an aqueous environment, hydroxyl radical are generated and cellular damage is bound to occur. We have found that freshly ground silica can cause lipid peroxidation and lysis of erythrocytes(1). The objective of this investigation was to further elucidate the enhanced toxicity of freshly ground versus aged silica. It can be deduced from the data that not only is freshly ground silica more cytotoxic to alveolar macrophages but it is a more potent stimulant of these phagocytes. However the mere characterization of toxicity is not entirely helpful if there is not a useful means to detoxify the cause of the damage. We have identified an aqueously soluble substance that can be used in high dilution to detoxify the SiO(•) and Si(•) type of free radicals. This is the organosilane known as Prosil 28 (R). We have found that coating of the freshly ground silica can effectively reduce its toxicity. The importance of this observation is that such a coating could be used with water cooled drills. This may partially detoxify silica at the point of generation of the free radical, i.e., the generation of the fresh silica dust itself. Such a coating could be used in great dilution 1:103 or 1:104. The coating would be long lasting, inexpensive and should be non-toxic because of the great dilution.

Bauxite, dolomite, and magnesite are natural occurring minerals that are used extensively in the manufacture of refractory products. In addition, magnesia produced from seawater or brine finds its way into the production of refractories. All of these materials must be processed at high temperatures, 1500°C to 2200°C, to produce an intermediate raw material (refractory grain) , which can then be used in the final manufacture of refractory bricks and shapes. During the last 20 years, the major supply of refractory bauxite has been from Guyana, and at times the annual production has ranged up to 1,000,000 tons per year. More recently, China has become a major source of refractory grade bauxite by supplying over 300,000 TPY. Other sources of bauxite in lesser quantities have been Surinam, Brazil, and the U.S.A. During 1980, the estimated available world tonnage amounted to slightly more than 1,300,000 tons. The bulk of this material has been calcined in rotary kilns except for some of the Chinese production, which was treated in shaft kilns. Recent work has indicated that an excellent product can be produced in the Nichols Shaft Kiln using much less fuel than the conventional rotary kiln. Details of the Nichols Shaft Kiln will be provided later in this paper.

The great importance of aggregates as a basic building and maintenance material for both public and private projects makes the identification and availability of this valuable resource imperative for our economic and social well being. This was one of the main reasons that led the California Legislature to enact the Surface Mining and Reclamation Act of 1975 (SMARA). The Act requires the State Geologist to classify mineral areas in the state and the State Mining and Geology Board to designate mineral deposits of regional or statewide significance. The world energy crisis has created a greatly expanded exploration program for energy fuels. The demand for materials required for drilling operations such as barite, which is the primary component of drilling fluids, has increased proportionally. As in the case of many other minerals, existing high grade barite mines are no longer capable of producing the required tonnage. Consequently, exploration and development of lower grade ore bodies has been increased. The need to produce a high quality product at maximum recovery rates, along with the ever changing economics affecting both selling price and production costs has triggered accelerated research programs toward more sophisticated and efficient beneficiation methods. Taking into account the specific gravity differential between barite (4.5) and the normal gangue minerals such as silica and calcite (2.7), gravity concentration methods are the prime consideration with flotation as a scavenging process. Greater emphasis on particle size liberation, size reduction and concentration is also indicated. In order to accomplish these objectives, it has been necessary to revert back to the old adage, "Recover your minerals as soon as they are free."

It is well known that the elimination of impurities such as iron pyrite, shale, clay, silica, etc., from coal, by floatation [Sun, 1954; Aplan, 1983] and selective oil agglomeration [Keller and Burry; 1990] depends on the fact that coal is hydrophobic, and the impurities are hydrophilic. The water contact angle has long been used to evaluate the hydrophobic nature of coal, first by Brady and Gauger (1940), who demonstrated that the contact angle of water on coals increases with rank, and passes through a maximum at about 88% carbon. Brown (1962) found that the contact angle of coal decreased with increasing ash content. Sun, and also Aplan, have reported a direct relationship between values of the contact angle and rank, and have related the contact angle to coal floatability. Horsley and Smith (1951) first demonstrated that the captive bubble contact angle may be used to characterize the hydrophobicity of a coal containing more than 80% carbon DAF, while Parekh and Aplan (1978) have shown that the sessile-drop technique may be used to evaluate the hydrophobicity of coal of any rank.
