Land subsidence had been observed in recent years throughout the Southwest. Particular examples of this phenomenon that have gained wide publicity axe in the Long Beach and Central Valley areas of California and, the Houston area of Texas. Less well known is the fact that the land surface Is subsiding in many parts of Arizona, including the Phoenix area. The causes of this problem vary from place to place, as do also the rates of subsidence. In Houston it has been related to pumping water from artesian aquifers; in Long Beach to the development of oil fields; and in the Central Valley to both the lowering of artesian pressures in deep aquifers and the wetting of poorly consolidated surficial deposits. The mechanism by which subsidence occurs in southern Arizona, even though it can be correlated with the continued lowering of ground water levels, is not as apparent as in these other cases. It is the purpose of this paper to examine both the causes and affects of land subsidence in southern and central Arizona.

Corrosion and abrasion properties of a series of chromium-containing, cast-iron balls, with Cr contents ranging from 0% to 29%, were evaluated and compared with austenitic stainless-steel and mild-steel balls. Marked ball wear tests were performed on artificial ore samples consisting of 95% quartzite, with either 5% pyrrhotite or 5% chalcopyrite, under a nitrogen or oxygen atmosphere. The electrochemical mechanism was investigated by correlating the corrosive wear with the corrosion currents obtained from potentiodynantic polarization curves under abrasion. Flotation recoveries were determined on a 95% quartzite + 5% pyrrhotite sample ground with various cast-iron ball materials under an oxygen or nitrogen atmosphere. Electrochemical results are found to be in good agreement with flotation results and with corrosive wear data obtained from marked ball wear tests.

In southwest Wyoming lies buried the world's largest source of natural sodium carbonate, or soda ash. Perhaps a hundred billion tons of trona (sodium sesquicarbonate) are contained in ancient lake beds in the Green River basin'). There the Green River Formation encloses more than 40 extensive beds of trona. At least 25 of these exceed 3 feet (1 meter) in thickness and most of them are more than 300 square miles in extent. Five have been exposed in mines and lie between 800 and 1500 feet below the surface. Others lie at depths of from 400 to 3500 feet. Three companies have underground mines that supply trona to adjacent soda ash plants. These are the FMC Corporation, Allied Chemical Corporation, and Stauffer Chemical Company. A fourth, Texasgulf Corporation, has a mine under development. In 1974, annual soda ash capacity in the Green River area was approximately 4,300,000 tons, which requires the mining of about 7,500,000 tons of trona.

Two Sun Juan Basin studies were completed through the USGS National Coal Availability program. The study areas are in the northwest Bisti field (Fruitland Formation) and in the eastern Standing Rock field (Menefee Formation). In the Bisti and Standing Rock areas, the original coal resource5 are estimated at 4.66 and 3.1 7 Gt (5.14 and 3.49 billion st), respectively. The Bisti coal resources are greatly reduced by the Bisti-De-Nu- Zin wilderness area, which contains an estimated 1.13 Gt (1.25 billion st) of coal. Technological restrictions remove 32.5% from Standing Rock's original resource. Available resources are 60%. 2.79 Gt (3.07 billion st), of the Bisti original resource and 65%, 2.07 Gt (2.28 billion st), of the original Standing Rock resource.

INTRODUCTION This method is a variation of cut-and-fill mining where either the wall rock or the vein is too unconsolidated to permit safe mining by conventional cut-and-fill methods. Basic development consists of driving a 2.4 x 2.7-m (8 x 9-ft) haulage heading laterally in the footwall side of the vein. Crosscuts are driven over to the vein at 91-m (300-ft) intervals. Then the vein, at each inter¬section, is mined out to a distance of about 9 m (30 ft ) above the track level. After the installation of an ore chute, scrams or intermediate drifts are driven in both directions along the vein. Mining then starts imme¬diately below the level bounding the upper limit of the stope. A cut varying between 3 and 4.2 m (10 and 14 ft) in depth and mined for a distance of 45.7 m (150 ft )along the strike is taken from the orepass in each direction (Fig. 1). In this mined-out void, the floor of the cut is equipped with 203 x 203-mm (8 x 8-in.) caps hitched into the wall with steel saddle hitches installed on 1.5-m (5-ft) centers. Double wood stringers, 152.4 x 152.4 mm (6 x 6 in.), are then installed on 1.2-m (4-ft) centers longitudinally down the length of the stope. Reinforc¬ing wire mesh is also placed, overlying each mat of timber. Directly above the stringers, stulls are installed from hanging wall to footwall to hold the timber in place during the sand-filling operation. Then a cement¬sand mixture in a ratio of about 1:10 weight is poured to a depth of about 2.4 m (8 ft). The entire cycle is then repeated down to the scram drift. Another variation of timbering is illustrated in Fig. 2. There is a vein width of approximately 5.5 m (18 ft) with the same unconsolidated ground conditions. The primary difference between handling this situation and the previously described undercut-and-fill method is that standard timbered sets are installed in each excavated stoping void rather than stulls. Once again the basic method is to work down the ore block from an upper timbered drift to a lower timbered drift. Cuts are taken from a timbered raise with a chute on the stope side. Each piece of ground excavated is essentially two sets high, 5.5 m (18 ft), by two sets wide, 5.5 m (18 ft), by the length of the cut along the strike of the vein. The timbered sets are 2.4 x 2.4 x 2.4 m (8 x 8 x 8 ft). The net result is, therefore, two sets of timber on a top floor separated by doubled-up 76-mm (3-in.) lagging from

The adsorption process, density and structural property of the oleate layer adsorbed onto a hydroxyapatite (HAP) surface at six different concentrations and three pHs (pH 8, 9 and 10) have been studied using the technique of quartz crystal microbalance with dissipation (QCM-D). The present study demonstrated the versatility and accuracy of the QCM-D for surface adsorption characterization. The real-time measurements of frequency and dissipation shifts with a hydroxyapatite-coated sensor revealed changes in the hydroxyapatite surface during the entire adsorption process. Chemisorption and surface precipitation of sodium oleate were also observed on the surface of hydroxyapatite through the use of Fourier Transform infrared spectroscopy(FTIR). Chemisorption dominated at low concentrations and high pH values and formed a rigid and thin adsorption layer. Surface precipitation of calcium oleate and micelles dominated at concentrations higher than critical micelle concentration (CMC) and lower pHs and formed a thick but dissipated adsorption layer with a high hydration level. Three distinct adsorption behaviors were identified from the different slopes of ?D-?f plots. The adsorption density was less than a monolayer at concentrations <0.164 mM, but increased significantly at concentrations higher than 0.821 mM at all three pHs. The critical concentration at pH 8 was 0.33 mM, which was lower than at pH 9 (0.821 mM) and pH 10 (3.3 mM).

The "Hormite Group" was proposed for palygorskite (attapulgite) and sepiolite for their complex magnesium silicate composition and elongate crystals (Martin-Vivaldi and Robertson, 1971). These minerals occur in close association with each other and more complex structural variations may exist (Bailey, 1972). In 1862 Savchenkov used the name palygorskite to describe a mineral from the Palygorsk locality (Hay, 1975), near the Ural Mountains. Ovecharenko and Kukovsky (1984) mention that when mountain leather deposits were prospected in the Palygorsk Division mine it was assumed this unusual mineral was a variety of asbestos. Early mineralogists used the terms "mountain cork" or "mountain leather" when referring to palygorskite. Robertson (1986) mentions that it appears palygorskite was known since Theophrastus&apos; time, ca. 314 BC. J. de Lapparent used "attapulgite" for clays from Attapulgus, GA, and Mormoiron, France, because he thought them different from palygorskite, but the two types were proved to be the same (Bailey et al., 1971). The name attapulgite is still used for the Florida and Georgia deposits when the crystal length to diameter ratio does not exceed 10:1(Merkl, 1989). Georgia palygorskite clays are of much shorter length compared to classic palygorskite. In 1847 Glocker first used the name sepiolite which was called "Meerschaum" by Werner (1788) and Hauy (1801) namedit "Ecume de Mer." Brochant (1802) described low density and white magnesium silicates adding the name Talcum Plasticum and Ecume de Mer. In the Meigs-Attapulgus-Quincy district palygorskite (attapulgite) commonly occurs in two distinct forms referred to as short length palygorskite (Meigs Member) and long length palygorskite (Dogtown Member) (Merkl, 1989). Long length palygorskite crystals (> 10 pm) are rarely observed in the Meigs and Dogtown Members, but when present are in association with dolomite crystals. The short length form is usually less than 2 pm in length and has a low magnesium content whereas the long length form has a high magnesium content and a length greater than 2 pm. The distinctions in morphology are not only important because of the relationship to the origin of the deposits, but also in relation to activity in causing membranolytic activity related to data on palygorskite samples from 9 locations ranging from relatively inert to active in work reported by Nolan et al. (1989). The > 10 pm lengths amounted to only 51 of 17,401 fibers sized. The shortest lengths (< 0.5 pm) were relatively inert. This study pointed out that surface activity, morphology, and chemical differences may be distinctly different within the definition of palygorskite, or for that matter for any individual mineral so that health and other properties must be measured because the name alone does not necessarily indicate uniformity. Palygorskite (attapulgite) fuller&apos;s earth was first sold for drilling mud in 1941. The market for this use expanded slowly and has maintained a level of 7 to 10% of the total US production during the last few years. Most of the fuller&apos;s earth sold for drilling mud comes from the southern part of the Meigs-Attapulgus-Quincy district of Georgia and Florida. Palygorskite clays produced in this area are superior to most other fuller&apos;s earth for mud used in drilling salt formations, but because of high water loss, they are inferior to bentonite where the rocks drilled contain no saltwater. According to Oulton (1965), more than 90 different grades of fuller&apos;s earth are produced. Some of these grades are used for pharmaceuticals designed to absorb toxins, bacteria, and alkaloids; for treatment of dysentery; for purifying water and dry cleaning fluids, dry cleaning powders and granules; for the manufacture of NCR (no carbon required) multiple copy paper; for the manufacture of wallpaper; and as extenders or fillers for plastic, paint, and putty. Fuller&apos;s earth mined near Ellenton, FL, was used for making lightweight aggregates for the construction of concrete barges during World War I1 (Calver, 1957). Still other uses of fuller&apos;s earth and its suitability for uses in new products are outlined by Haden, Jr., and Schwint (1967), Haden, Jr., (1972), and Haas (1970). One special use of fuller&apos;s earth is as a carrier of platinum catalysts that are made in the United Kingdom from sepiolite clays mined in Spain. Other uses of sepiolite fuller&apos;s earth (Chambers, 1959) are similar to those of the palygorskite (attapulgite) type mined in the United States.

3.1 INTRODUCTION As heap leach precious metal projects become increasingly common in the United States, federal, state and local regulatory agencies are beginning to take a closer look at the short- and long-term environmental consequences of this recovery technology. From an operator&apos;s point of view, there is seemingly a confusing regulatory maze to be navigated and a plethora of permits and approvals to be obtained prior to commissioning a heap leach operation. The degree of difficulty associated with obtaining permits for a heap leach project depends largely upon the state in which the project is located. Permit acquisition is generally easiest in those states most familiar with heap leaching technology. For example, heap leaching is well understood in Nevada, and heap leach operations are relatively easy to permit, although permitting conditions in Nevada have recently become more stringent. However, many states are just beginning to become familiar with heap leach operations. Many of these states such as Idaho, Colorado, South Dakota, Oregon, Montana, Washington and South Carolina are in the process of drafting regulations and establishing guidelines for heap leach projects. In most cases, these regulations specify design and operating criteria as well as reclamation and decommissioning procedures. This chapter provides an overview of the regulatory and permitting aspects of heap leach operations. Permitting requirements for projects developed on federal land are discussed in detail. &apos;The state and local regulatory atmosphere and permitting requirements for various states are also presented. The chapter concludes with a generic permitting strategy. 3.2 KEY ENVIRONMENTAL CONCERNS The primary concern of most local, state, and federal regulatory agencies is the use, storage and transport of sodium cyanide (NaCn), and potential cyanide contamination of surface and groundwater resources. The toxicity of cyanide to people, fish and wildlife is also an important issue. Unfortunately, in the public eye, cyanide heap leaching has some emotional impacts similar to those associated with radioactivity and uranium mining. This perception and the general lack of understanding of cyanide can lead to unnecessary concern about cyanide contamination, further complicating the regulatory environment.

The University of Idaho, Department of Metallurgical and Mining Engineering, through the Generic Mineral Technology Center, has been engaged in mine design research at the Lucky Friday Mine, Mullan, Idaho. The purpose of the research is to develop and implement the longwall underhand cut-and-fill mining method for conditions at the Mine. The longwall underhand cut-and-fill mining method involves backfilling mined stopes with a compacted tailings-cement mix. After the backfill has been allowed to cure, mining is resumed from underneath. Horizontal stresses in the Lucky Friday Mine are exceptionally high and rock bursts are a common problem. Beus and Chan (1980) have reported a 2:1 horizontal to vertical stress ratio at the mine with a 65-MPa (9,500-psi) maximum horizontal stress at the 1,295-m (4,250-ft) level. Using this mining method under these stress conditions, it is desirable to have a backfill material that has sufficient strength to safely carry the high horizontal wall loads while minimizing external steel supports.

Lignite and subbituminous coals are utilized essentially as mined without beneficiation. Most of the present production is used to generate electric power and the major problem in this use is ash deposition on fireside surfaces. The preparation at existing mines involves principally crushing and screening operations. Blending of production from different locations within the mine is practiced in several mines to control ash composition. Drying and oil treatment for freezeproofing, of lignite are used to a limited extent during winter. Future processing may involve both washing and drying operations to alter ash composition by ion exchange and upgrade the low-rank fuels to higher heating values. Research has been initiated to determine the feasibility of such processing.

INTRODUCTION Main mine fan installations at underground coal mines must be designed to comply with the requirements outlined in 30 CFR (Code of Federal Regulations) Part 75. However, very little emphasis is typically placed on the aerodynamic optimization of shaft collar designs, ductwork configurations, and the selection of a fan isolation, or "closing door," system. Field testing has shown that poorly designed systems may produce large pressure losses between the shaft and fan inlet, as well as air turbulence problems which adversely impact fan efficiency and sometimes fan structural integrity. This paper analyzes each component of a surface exhaust fan system for an underground coal mine: • The shaft collar arrangement, • The 45 or 90-degree turning duct that isolates the fan motor from the return airstream, • Alternative ductwork arrangements for parallel fan installations, • The self-closing doors or dampers that are required for multiple fans, and • Horizontal and vertical evas6 arrangements on the discharge side of the fan. While discussion is limited to axial fan installations at shaft mines, most of the recommendations would also apply to centrifugal fan installations and to main mine fans for drift mines. FEDERAL REGULATIONS The mandatory safety standards for underground coal mines that apply to the installation of main mine fans are listed in 30 CFR Part 75.310. Stipulations which impact the design of the fan sys- tem arrangement are contained in paragraphs (a)(l), (a)(5), (a)(6),(d), and (1) of 75.31 0: • Each main mine fan shall be installed on the surface in an incombustible housing; • Each main mine fan shall be protected by weak walls or explosion doors in direct line with possible explosive forces; • Explosion doors or weak walls shall have a cross-sectional area at least equal to the area of the return air shaft or drift opening through which the pressure from an underground explosion would be relieved; • Each main mine fan shall be offset by at least 4.57 m (15 feet) from the nearest side of the mine or shaft opening; • Automatic closing doors shall be provided to prevent possible air reversals through the fans in mines ventilated by multiple main mine fans. The installation of main mine fans underground is prohibited by 30 CFR Part 75.310, (a)(l). Providing explosion doors or weak walls in line with a possible underground explosion and offsetting the fan 4.57 m (1 5 feet) from the edge of the shaft preclude the installation of the fan directly over the shaft. In addition, 30 CFR Part 75.507-1 specifies that all electrical equipment used in return air courses be permissible, which requires locating the fan motor outside of the airstream exhausted through the fan. To comply with the Part 75.310 regulations, explosion doors are typically located directly over the shaft as part of the shaft cover or &apos;bonnet." A sufficiently long section of ductwork placed between the shaft enclosure and fan, equipped with a 45 or 90- degree turn, enables the fan to be offset at least 4.57 m (1 5 feet) from the shaft and the motor to be isolated from the airstream. The need for the turn in the ductwork can be eliminated by driving the fan from the discharge side, instead of from the inlet side, and providing for a 90-degree bend in the evas6. For multiple main mine fan systems, self-closing doors can be located on the inlet or discharge side of the fan. FAN SYSTEM COMPONENTS A poorly designed exhaust fan arrangement will produce turbulent conditions at the fan inlet and significant pressure losses between the shaft and fan. Field tests have shown that pressure losses through inlet ductwork at some installations may constitute as much as 30 percent of the total mine head. Unfavorable flow conditions may cause a change in the operating point on the fan performance curve, resulting in reduced fan efficiency and pres- sure generation capability. In some instances, poor airflow distribution through the fan may create mechanical stresses that lead to fan blade or fan housing fatigue failures. The objective in designing an air duct arrangement for a fan system is to provide a low cost duct that will move the air from the shaft to the fan in a uniform air distribution and with minimum energy requirements. The optimum solution is a compromise between technical and economic factors. Aerodynamic design considerations for the shaft collar and cover, fan inlet ductwork for both single and parallel fans, self-closing doors, and evas6 are discussed in the sections below. Shaft Collar/Cover To prevent excessive turbulence and non-uniform air distribution through the fan, a smooth transition for the change in direction of airflow at the top of the shaft must be provided. However, the concrete lining of the shaft is abruptly terminated at the surface at many coal mine installations (see Figure I), creating a sharp 90-degree bend. In many mines, it is typical to stockpile material for milling based either on analyses from exploration and blasthole drilling, or on the observation and judgment of experienced personnel. New analytical instruments make it possible to perform multiple, rapid analyses of as-mined samples at or near the mining face, so that sorting into stockpiles can be much more accurate. Using data and operating practices from a phosphate mine, a model was developed to simulate the function of analytical instruments in ore-grade control and ore stockpiling. With this model, it is possible to determine the recommended sampling points and sample frequency to obtain the desired confidence limits on the stockpile analyses.

Hyperbaric filtration was evaluated at the laboratory scale for dewatering fine coal cleaned by froth flotation. A laboratory pressure filtration procedure is described to obtain uniform cake structure from dilute slurries containing a significant amount of coarse material. Baseline tests were conducted varying filter operating parameters such as driving force, time, cake thickness, percent solids, viscosity and pH to determine optimum operating conditions for eventual application on a continuous pilot scale hyperbaric filter.

During the last decade various modifications of room and pillar and sub-level methods have been tried in an effort to eliminate gob-fires, dangers from roof falls, surface subsidence and to increase efficiency of extraction in the Armutcuk Mine, Turkey. It was eventually decided that the most likely system to give maximum benefits in view of existing geological conditions and coal seam characteristics was a system of cut-and-fill stoping employing hydraulic stowing. This paper has attempted to examine the trends of working techniques of hydraulic stowing. In addition, the results achieved and technical problems involved are discussed.

For some time a need had existed in the minerals processing field for a relatively efficient separator that would treat high tonnages of particles in the intermediate size range, i.e., those particles too large for froth flotation and too small for conventional gravity-type separa¬tors. Among those devices developed to meet this need are the centrifu¬gal specific gravity separators. These devices employ centrifugal acceleration to assist gravitational acceleration in separating light¬density minerals from heavy-density minerals. In the category of centrifugal specific gravity separators are the heavy-media centrifugal separator and the water-only cyclone. The two major centrifugal heavy-media separators, i.e., the heavy-media cyclone and the DynaWhirlpool, as well as the water-only cyclone, are discussed in terms of: design features, operating variables, operat¬ing data, and flowsheet design criteria. Examples of plant applications are given in the field of coal processing as well as the processing of other minerals such as iron ores, potash, and tin. Finally, the subject of the staging of centrifugal separators and their use in combination with other separators is discussed. PRINCIPLES For coarse sizes of minerals, efficient specific gravity separations have been possible for many years with open-bath vessels using the natural settling velocity or buoyancy of the particles. These bath ves¬sels process ore by utilizing micron-size solid particles suspended in the slurry fed to the separator. The inclusion of these particles in the slurry increases the effective density of the separating fluid to allow particle separations to be made at densities greater than that of water. However, if vessel size is to remain within economical limits, the particles processed in the bath vessel must have high settling rates in a IG gravitational field. Because of this requirement, heavy¬medium bath vessels are usually restricted to processing +V4-in. sizes. To extend efficient specific gravity separation to smaller sizes, the gravitational acceleration of particles is replaced by centrifugal acceleration. The settling of a small particle in a fluid in a centrifugal force field is similar to that found in a static bath except that the acceleration due to gravity, g, is replaced by a centrifugal acceleration where v, is the tangential velocity at radius r: V=kdm(P-P,), V&apos;. (J) µ In more practical terms where the particles settle in a suspension of finer particles comprising the heavy media and with an effective suspension density p" V = kdm&apos; (P P ) . v&apos;. (2) U r To date the most effective use of this principle has been obtained with devices that rotate a liquid or suspension within a stationary enclosure in order to create centrifugal force. Cyclones are the most common devices used for this purpose, because they generate centrifu¬gal forces far greater than the force of gravity and therefore not only have high capacities but can treat finer sizes than bath-type vessels can. The two main types of cyclones used by industry are the heavy-media cyclone and the water-only cyclone. Also quite widely used is the DynaWhirlpool, which, though based on the same princi¬ple, differs in design from the conventional cyclone. HEAVY-MEDIA CENTRIFUGAL SEPARATORS Like the bath vessels, the heavy-media centrifugal separators em¬ploy media composed of micron-size particles suspended in water. However, the centrifugal force generated in these separators accentu¬ates the difference in settling rate between particles of different density and thus makes possible separations of finer size particles than can be treated in bath vessels. The two most common heavy-media centri¬fugal separators are the heavy-media cyclone and the DynaWhirlpool. Heavy-Media Cyclone Although cyclones were originally developed for use as classifiers or thickeners, it was later found that they could also effectively serve as heavy-media separators.63. 64, Design Features Fig. I I is a schematic of a typical cyclone developed to serve for any one of the following purposes: as a classifier, thickener, or specific gravity separator. The cyclone consists of a cylindrical section joined to a conical section, usually having an included angle of between 14° and 25°. Feed enters the cyclone tangentially through an orifice attached to the cylindrical section. The overflow orifice is located in the base plate of the cylindrical section. The vortex finder, a tube attached to the overflow orifice, extends into the cyclone from the base plate of the cylindrical section. The underflow orifice is located at the apex of the conical section. As some medium together with mineral particles is fed through the feed orifice, a vortex with a hollow air core extending from the overflow to the underflow orifice forms in the cyclone while hollow spray discharges form at each of these orifices. Under the influence of the centrifugal force, high specific-gravity particles move through the medium to the wall of the cyclone and descend in a spiral flow pattern to the underflow orifice. Those particles in the feed stream, lower in specific gravity than the feed medium, follow the major portion of the flow to the center of the core where they are caught in the high-velocity upward central current and are carried out through the overflow orifice. Fig. 12 shows a family of curves that illustrates how materials of varying specific gravity are recovered by a cyclone. Since the specific gravity of the medium is 1.40, the particles of 1.40 sp gr actually act as part of the medium and, regardless of the particle size, split between the underflow and overflow of the cyclone in proportion to the volume split of the medium. Particles higher in specific gravity than 1.40 are recovered in the underflow of the cyclone at increasing rates as the difference in specific gravity increases and the particle size increases. Particles lower than 1.40 in specific gravity are dis¬charged through the overflow orifice at increasing rates as the specific¬gravity difference increases and the particle size increases. However, all the curves originate at the fluid-flow ratio point for the finest particles of any gravity. INTRODUCTION This paper presents an assessment of conventional flotation technology. In addition it presents some ideas which can be used to change the perception of what may be done with conventional flotation equipment to maximize its efficiency. Perspective of Conventional Flotation Technology 1. Flotation in many coal preparation plants is defined as something between a necessary evil and a non-viable concept because: -Too much art is required on a continuous basis to achieve uniformly acceptable results. -It is expensive, the capital cost in dollars per ton of circuit feed for flotation and dewatering is high. -It is a difficult process to use when SO2 reduction governs system design and equipment selection. -It creates a product (fine coal froth) that is difficult to dewater in the presence of BTU/lb as-received pressures. -It is a difficult process to control from a management standpoint, there are no dependable set points to rely on. 2. Many froth cell circuits are 0.5m x 0 (nominal 28 M x 0) feed which is sourced from screen/cyclone underflows. The original intent was to obtain maximum yield at acceptable product quality and moisture using disc filters. (See Figure #1) 3. An alternate to conventional flotation and its perceived to be limits of efficiency, capital costs, etc. is to move towards such developing flotation technologies as column flotation, reverse flotation, and microbubbles. A lot of work is being done to move these concepts thru pilot stages into full scale, commercial plant operation. The majority of the coal producers and coal preparation plant designers view these concepts as being in the development/pilot plant stages. OBJECTIVES Based on the preceeding comments of the perspectives of the coal producers and plant designers, the options are limited. They can make do with what they have available to them in the way of industry standard equipment and practices or they can move forward with developing technology. I feel there is a third option: what can we really do today with what is available to us, without reinventing the wheel? APPROACH 1. When processing coal against ash and SO2 restrictions, the fine clean coal stream can be the best stream on the clean coal conveyor due to the release by size and the ability to create a high BTU/low sulfur (dry basis) product. 2. Targets: -Consistent raw coal size consist in the plant feed . -Do not put pyrites in the froth cells. -Adjust criteria defining good flotation away from yield towards maximum BTU recovery at minimum ash. -Limit the froth cell feed size consist to 0.15 mm x 0 (nominal 100M x 0). -Establish and maintain a correct, consistent percent solids in the froth cell feed. -Select flotation reagents with care. -Introduce reagents in the proper sequence.

The disposal of hazardous chemical wastes will be one of the major environmental issues of the 1980&apos;s. Approximately 50 million tons of hazardous wastes are produced yearly. One of the major aspects of the problem is the siting, design and construction of environmentally acceptable disposal facilities to accommodate this huge volume of material. Surface mines have been considered attractive for development as disposal sires for several reasons: 1. Surface mines represent an open pit that can conveniently serve as a repository for wastes. This could represent a significant economic savings when compared with sites on undisturbed lands chat might require extensive excavation or embankment construction.

Several discrete-event simulation models have been developed for designing the conveying system capacities of underground coal mines. Most of these models require the use of a step function approach to mimic the loading process at each conveyor loading point. Over the years, practitioners have generally employed one of three versions of the step function approach. An important issue is how these three versions compare to each other in terms of simulated capacity requirements for belt conveyors. Another issue is how they compare to the peak capacity design. This paper addresses these issues by statistically and quantitatively comparing their simulation results. The consequences and problems associated with using each version are also discussed and summarized.

Mine ventilation has been evolving as a separate field of study since the middle of the nineteenth century, and some practitioners might assert that mine ventilation has come of age as a discrete field in the last decade or two. Certainly the extensive literature now available on many facets of the subject, international congresses, the phenomenal upsurge of interest in mine ventilation in the United States of America since the passage of the 1969 Federal Coal Mine Health and Safety Act, and the existence of a virile mine ventilation society in South Africa with its own monthly journal all point in this general direction; on the other hand the lack of a rational design philosophy for ventilating mines suggests that mine ventilation may still be on the threshold of maturity. To generalise, many mines are still ventilated simply to comply with arbitrary statutory regulations, or with some ill- defined notion of reducing the risk of injury associated with the atmospheric environment in mines. Hazards in this category include oxygen deficiency, toxic gases and particulates, pathogenic gases and aerosols, explosive gases and dusts, and extreme climatic conditions. Although many mines are ventilated to abate the risk of a specific injury, there is inevitably a spectrum of latent and patent atmospheric hazards in every underground mine. The writer (Martinson, 1976) has previously drawn attention to the dearth of material on mine ventilation design in textbooks and technical journals, and to the overly simplistic approach sometimes adopted in the limited work published on the subject. The available material undoubtedly contains useful technical data and persuasive views, but seemingly could not be used to demonstrate the rational engineering approach to mine ventilation design advocated in the present paper. The range of papers presented at the 1975 and 1979 Congresses, and the diverse interests and affiliations of delegates, emphasize the multidisciplinary nature of mine ventilation. Easily recognisable topics include: Fluid mechanics Thermodynamics Heat transfer Flames and combustion Aerosol physics Radiation physics Geophysics and geomechanics Occupational diseases Epidemiology Industrial physiology Despite these heterogeneous connections there can be little doubt that mine ventilation is fundamentally an engineering field and not an off-shoot of some other branch of applied science. The distinction is important because mine ventilation has essentially developed as a form of ad hoc trouble- shooting, and in the process mining engineers have relied extensively on the assistance of experts drawn from other fields. Thus historically there has been limited scope for the application of rational design techniques, and personnel enlisted from scientific disciplines may not have had any previous experience in the intricacies of engineering design.

The control of soils has been found to be one of the highest priority factors influencing the return of reclaimed prime farmland to production. The compaction of soil is primarily a result of the movement of high ground pressure wheel scrapers and dozers over soils during the soils replacement and regarding process and occurs to a maximum depth of about 1.2 m (4 ft) The deleterious effects of soil compaction can be controlled by deep soil loosening to a depth of 1.2 m (4 ft). Most farm tillage equipment can only loosen soils to a maximum depth of 0.33 m (1.0 ft). Deeper soil loosening equipment, in the 0.33-1.2 m (1.0-4.0 ft) range is currently avail- able in the U.S. and abroad which may have potential for application on reclaimed prime farmland. This study has appraised such available equipment and the results indicate that a few manufacturers in the U.S., West Germany, and England market static and vibratory soil loosening equipment which have potential for deeper soil loosening of reclaimed prime farmland.
