INTRODUCTION In the mining industry, timing in land acquisitions can be of the essence. In order to secure promising lands, deals are often negoti- ated quickly and evidenced by letters of intent containing what the parties feel are the essential terms of the deal. In some cases, a company is willing to acquire land only if it can lock up a number of promising properties, and so a "non-binding" letter of intent is used to formalize the essential terms, while leaving the company without legal liability. Later, the letters of intent will be sent to a lawyer to prepare a formal acquisition agreement. Many times, how- ever, especially in a land acquisition rush, another company will attempt to better the deal prior to the execution of that formal agreement, and the first company will be forced to rely on the initial letter of intent, only to find out to its chagrin that it has no deal In other cases, the company holding the desired property is another mining company, and the negotiation of an option or joint venture is the only way the first company can acquire an interest in the desired land. In order to make its offer more attractive, it may have to reveal confidential or proprietary information about the property or the surrounding lands. Here, too, letters of intent are often used to formalize the essential points of the agreement. Once again, however, prior to the execution of a formal joint venture agreement, the transaction may collapse and the letter of intent prove to be only that. INTRODUCTION Public opinion, over the effect of industrial development on the environment, has required government to institute guidelines for the protection of the environment both during the development of and after the decommissioning of mines. In no other area of mining has this requirement been more consistently applied in recent times than in the development of uranium mines. Uranium mines have been a focal point because of the very real uncertainties associated with the detrimental effects of radionuclides and the possible hazards of radiation. In order to determine if there is an environmental effect caused by a development or the storage of the mine waste as tailings, it is necessary to know what the quality of the environment was prior to the production of the tailings. This is the reason for baseline data programs. It is neither technically nor economically feasible to completely define the environment in any given region. Therefore, judgement decisions must be made prior to the development as to what aspects of the environment are more likely to be affected by the presence of the tailings, and to what degree. These decisions have evolved over a period of time based on information generated from existing facilities, scientific research, and the development of strong public opinions. This process is not static, but evolves with the growth of information and the technological developments which permit greater control of industrial pollution and waste management. A well-designed baseline program will reflect changes in science, technology and public attitude, even in advance of government regulations to enforce policy changes. RATIONALE FOR PREOPERATIONAL BASELINE STUDIES There are three distinct phases to be considered in the construction of an environmental assessment for a uranium mine tailings containment facility. I. Pre-operational 2. Operational 3. Post-operational (decommissioning and long term).

Coal extraction typically results in the recovery of pure rock that ranges from small to very large quantities depending on seam thickness and other characteristics. The removal of pure rock may allow the recovery of three times the amount in middling coal particles, which has significant economical benefits. In an industrial example, a 150% increase in revenue was realized from deshaling a low-ash, run-of-mine coal and blending with a processed clean coal product. Deshaling is the process of removing pure rock from coal, which normally involves a high-density separation in a gravity-based process. The removal of the relatively pure rock near the point of extraction has the potential to further enhance the economics of an operation due to reduced materials handling and refuse storage costs.

Although fraught with problems of completeness and comparability, statistical measures of mineral exploration in the United States point downward for 1985 and 1986. Exploration expenditures in the US domestic and Canadian companies have dropped steadily from a 1981 peak of about $400 million to about $190 million in 1985, according to a recent survey of exploration statistics by the Society of Economic Geologists (SEG). These totals have been adjusted to account for differences in the estimated coverage of exploration activity by each year's SEG survey. This survey is now supported by the US Bureau of Mines and the US Geological Survey (USGS). The drop in current dollar amounts does not take into account the effects of inflation, which would make the decline even more substantial. Metals Economics Group of Boulder, CO reported in its Mine Development Bimonthly that announced exploration budgets for 1986 indicated an even larger drop for the past year. Worldwide expenditures for companies covered by the report dropped from about $800 million to $750 million from 1984 to 1985 and plummeted to about $600 million in 1986. Exploration activity has been declining since about 1981. This has been due in large part to low prices for base and ferrous metals. Exploration budgets of mining subsidiaries of oil companies have plunged as parent companies try to conserve cash in the face of the sharpest decline in oil prices in nearly 40 years. Mining subsidiaries of petroleum firms that were either liquidated or divested recently include Anaconda (Arco), Getty Mining (Texaco), and Cyprus Minerals (Amoco). Exploration expenditures in Canada increased in 1984 in regions where gold is a traditional target. But there was little change in 1985, based on preliminary statistics from a federal government report (Energy, Mines and Resources Mineral Bulletin MR 211, 1986). Claim staking in Canada dropped 23% from 1983 to 1984 and declined slightly in 1985. Diamond drilling increased in 1984 to the record levels of 1980 and 1981. The ratio of exploration to development expenditures in Canada, however, fell from a 1981 peak of 0.9 to about 0.5 in 1984. The report also indicated that, since 1981, there has been a massive write-off of reserves with high production costs. Reserve levels of all major metals were down since 1981. Precious metals exploration accounts for an increasing share of total mineral exploration. For example, the SEG data show that 90% of 1985 US exploration expenses by domestic mining companies were devoted to base and precious metals, compared with only 51% in 1980. The restructuring of the mining industry has been accompanied by a decrease in response to the last two SEG annual surveys, but the trend towards precious metals was already established in earlier years. Trade journal reports suggest that the reduction of long-term interest rates has encouraged the mining industry to make cost-reducing capital investments in existing mines to maintain competitiveness. This is consistent with the observations that metals explorations in 1986 was characterized not by announcements of "grassroots" discoveries, but by on-property exploration on identified mines or prospects. In an effort to cut costs, gold mining companies have been following up on low cost production opportunities in their prospect inventories. Short-term, low risk, heap leach operations that can produce rapid returns on investment have been pursued. The U.S. Geological Survey estimate of the total remaining reserves of lignite in this country as of Jan. 1, 1967 was about 448 billion tons. This represents 27 percent of the total coal reserves on a tonnage basis and about 17 percent on a thermal basis. Approximately 98 percent of these reserves are in a vast lignite field located in western North Dakota and eastern Montana. This field also extends north into the Canadian province of Saskatchewan. Despite these large reserves and relative ease of mining by stripping operations, lignite production historically has accounted for less than 1 percent of the national total. This is largely due to the fact that the lignite deposits are located in an area that has no large centers of population and the economical radius of transportation is limited by its relatively high moisture and low heating value. Commercial utilization of North Dakota lignite for power production became firmly established in the mid-1920's with the development of the first successful lignite-burning equipment. Most of the early lignite-fired boilers were equipped with spreader stokers, but as the size of the plants increased, pulverized-coal firing became the more popular method, and with few exceptions, the plants built during the past 15 years are pc-fired.

Support characteristics of in-cycle trusses are analyzed using a photo-elastic model loaded by tightening a truss in the sequence normally used in an underground mine. Stresses in the roof at its center point and at the junction of the roof and rib are examined. Effects of zero tension and unequal tension in the inclined anchor rods are presented. Effects of simulated subsidence on stress in the roof surface and on tension in the separate truss members are examined. Conclusions are drawn relating to (1) the effects of tension in the inclined anchor rods on uplift and compressive stress parallel to the roof surface, (2) the effects of subsidence on stress in the roof surface and, (3) the effects of subsidence on tension in the truss members.

"With the depletion of easily minable coal seams, less favorable reserves under adverse conditions have to be mined out to meet the market demand. Due to several historical reasons, a large amount of remnant coal was left unrecovered. One such case history occurs with the remnant rectangular stripe coal pillars using partial extraction method at Guandi Coal Mine, Shanxi Province, China. The challenge that the coal mine is facing is that there is an ultra-close coal seam right under it, with an only 0.8 to 1.5 m sandstone dirt band in between the two. The simulation study was carried out to investigate the simultaneous recovery of upper remnant coal pillars while mining the ultra-close lower panel using longwall top coal caving (LTCC). The remnant coal pillar was induced to cave in as top coal in LTCC system. Physical modelling shows that the coal pillars are the abutments of the stress arch structure formed within the overburden strata. The stability of overhanging roof strata highly depends on the stability of the remnant coal pillars. The gob development (roof strata cave-in) is intermittent with the cave-in of these coal pillars and the sandstone dirt band. FLAC3D numerical modelling shows that the multiple seam interaction has a significant influence on mining-induced stress environment for mining of lower panel. The pattern of the stress evolution on the coal pillars with the advance of the lower working face was found. This demonstrates that the stress relief of a remnant coal pillar enhances the caveability of the pillars and sandstone dirt band below them.INTRODUCTIONChina is one of the world’s coal-rich countries. Coal has played a significant role in the growth of China’s economy. Coal reserves have been mined commercially in China for over one hundred years. The demand for coal in China is still going to grow at a relatively high rate (BP Energy Outlook, 2019). Long-term large-scale and intensive coal mining activities have created tension between increased demand and limited resources (Bai et al., 2018). Easily minable coal seams such as sub-horizontal, tabular, and laterally extensive coal seams are being depleted, and therefore the remaining reserves are becoming less favorable. However, in many situations, the coal reserves under adverse conditions have to be mined out to meet the market demand for energy.Due to sedimentary environments and geological conditions, many coal seams are interspersed with sedimentary bands, or partings both within an individual seam and between seams. These bands and partings lead to appearance of ultra-close coal seams, as well as giving rise to considerable variation in their structural and mechanical properties (Ghabraie and Ren, 2016). Difficulties are encountered in the mining of such coal seams. If ultra-close coal seams are mined sequentially, that requires the design of a mining system for each individual coal seam; also, a large number of gateroads have to be excavated, which is not a high-efficiency option. If ultra-close coal seams are mined at a great mining height at once, for instance, using longwall top coal caving—a longwall mining method that is widely used in China for the mining of ultra-thick coal seams—then the location and characteristics of the band would have a significant influence on success of their extraction."

Introduction Men like physical power because it gives control over nature and over other men. Physical power comes in two common forms: explosive and non-explosive. In both forms, the most powerful devices yet invented make use of nuclear energy: on the one hand, the hydrogen or fusion bomb, and, on the other hand, a nuclear power plant. For some nations, nuclear power offers a measure of independence not otherwise available in a time of diminishing and unevenly allocated fossil fuels. Consequently, it has great attraction. Unfortunately, the application of nuclear energy (especially fission energy) to either explosive or electrical power entails a singular risk, that of injury from ionizing radiation, both natural and induced; this risk is found in all stages of the nuclear-fuel cycle, from mining of fissionable materials to the disposal of wastes produced in the "burning" of nuclear fuels. The health costs of nuclear power were not fully assessed in the early stages of the development of nuclear technology and some of them were not properly guarded against, either in the USA, which led the world into the nuclear age, or in Canada, which followed an independent path. What I shall do in this paper is to sketch the history of nuclear regulation in our two countries, to point out what I consider similarities and differences, and to suggest that regulatory history, as perceived by a concerned public, has a great deal to do with what is possible today and probable tomorrow, in other words, with public acceptance or rejection of the nuclear option. The U.S. situation As we sow, so shall we reap. In the USA, further expansion of the nuclearpower industry has been almost stymied by government actions that reflect mounting public concern. There is no national storage facility for spent reactor fuel and it has been decided not to reprocess it; consequently, existing power plants are about to choke on their own wastes. Since the Three Mile Island accident, no new nuclear plants have received operating licenses, although several are ready to start up. The uncertainty of future government action has caused the abandonment of plans for a number of new nuclear plants. In addition, many research projects related to medicine and agriculture, which produce low-level radioactive wastes, are about to be shut down for lack of licensed disposal facilities. Homestake crushing and grinding, practice-was completely revised during the period of 1951-1953. During the conversion, both crushing plants at the head frames the Ross and the Yates, were changes at each plant involved replacing the two 8K gyratories with a rebuilt, The flow sheet single thirty inch gyratory for primary crushing to four inch. The gyratory discharges to a seven foot Symons standard cone crusher set at 1-1/8 inch opening. The cone discharge goes to Tyrock screens fed by vibrating feeders. Screen openings, are l/2 inch by 5 inches: at the Ross. Plant, and 3/8 inch by 5; inches at the Yates. Screen oversize goes to a seven foot Symons cone brusher converted to the short head type; the crusher setting is 5/16 inch. Crusher, discharge; is closed circuited with the Tyrock screens, The above crushing installation delivers a minus 5/8 inch rod mill feed to the mill bins. The crushing revision eliminated the-180 heavy South African type stamps, which had previously reduced the 2 inch crushing plant product to a minus 5/8 inch feed for the 10 rod mills, and 8 ball and pebble.; mills, other revisions in the mill flow sheet, resulted in 3 identical units of about 1350 tons per day, capacity per unit, Each unit consists of an open, circuit 6 foot by 12 foot rod mill, fed from two 24 in by 48 inch vibrating feeders of the four feeders available per unit. A gathering belt delivers the ore discharge of the feeders to the Transportoweigher, which in turn discharge s, into the rod; mill feed spout. Rod Mill discharge is the feed for the 9 foot by 11 foot ball mill, The ball mill is closed circuited with a 16 foot by 30 foot Dorr Classifier. The Homestake make amalgamator, for coarse gold recovery in the ball mill circuit, made' necessary a 36 inch spiral conveyor between the classifier rake discharge and, the combination drum and double scoop feeder on the ball mill See Figure l - the flow sheet of the two stage grinding units.

Since the introduction of mechanical mining, some 35 years ago, a great deal of effort has been expended by the coal industry to solve the coal dust problem. The original concern was the possibility of a dust explosion or the propagation of a gas ignition; however, in recent years it has come to be recognized as a possible 'health hazard as well. In the middle thirties, the Pittsburgh Coal Company began an intensive study of the dust problem to determine the dust levels created by the various cycles of operation in mechanical mining and to make a comparison with those of hand loading operations. Numerous dust samples were collected with a midget impinger and it was found that dust counts varied from 38 to 268 million particles per cubic foot during hand loading and from 96 to 227 million particles per cubic foot during mechanical loading. The study indicated that the source of underground dust in coal mining could be classified as primary or secondary. A primary source is one associated with appreciable degradation of size, that is, where most of the fines capable of becoming air-borne are produced. A secondary source is one in which most of the fines have been produced at some previous operation and are in such condition that they can become air-borne. Cutting, drilling and blasting are the operations which produce the primary dust. Secondary dust is formed by operations which include; loading, transportation and discharge at transfer points. The study showed clearly that the coal cutting operation was responsible for the greatest amount of dust and that the amount of dust produced varied directly with the speed of cutting; type and dullness of cutting bits; and the distance the cuttings had to fall to the floor. The information obtained from the study enabled our company to decide on a course of action and the direction to follow. With the cooperation of mining machine manufacturers, water tanks with a 200 gallon capacity were built into the machine trucks and were provided with a pump driven by a small motor. A length of 1/2" water hose carried the water from the pump to the two water spray nozzles located at the front of the machine. Water was delivered to the machine tanks by water cars which were filled on the surface or from an underground water supply. It was during these early days that wetting agents were introduced into the water system. Our studies revealed that wetting agents did little better than plain water in the abatement of the dust problem. It was found that when using a wetting agent less water was required to obtain the same results but we could not take advantage of this fact because it was almost impossible to keep the smaller nozzles open to reduce the amount of water being used.

In order to effectively model subsidence caused by underground openings, a two-dimensional computer code has been developed which couples near- and far-field response. The near-field is simulated by a discrete element block code and a finite difference code represents the continuum region in the far-field. The explicit equations allow rapid and inexpensive solutions to geometries which may lead to subsidence. Two sample problems are presented which illustrate the important features of the code.

High pressure fluid energy grinding, or jet milling, is a versatile method of continuously fracturing solids into fine particles to gain substantial increases in exposed surface area. Applications in the minerals industries include calcium carbonate, talc, barytes, mica, diatamaceous earth, bauxite, rutile, coal, kaolin, sepiolite, diamonds, etc. The basic principles can be extended to provide continuous drying and delivery of discrete particles from a wet process slurry. The main design and operational features of jet mills and dryers are described, relating energy consumption for both air and steam milling and hot air drying techniques. Mean particle sizes in the order of 1 micron are achieveable from pre-milled feeds, or maintained from similar slurries in the drying mode. Aspects of feed preparation and multi-stage processing are discussed.

The rapid acceleration and sweeping consequences of what we have all come to characterize as "the ecology movement" has marked a period of serious trial and challenge for the mining industry. It has blossomed into a major factor in our daily business and added a significant new dimension to the problems we must meet and overcome as businessmen. It has become an important new consideration at a time when we must continue to cope with our traditional problems such as rising costs, competition at home and abroad, and the always vital necessity to continually develop new and better technology to produce more minerals more efficiently and more economically. The body of law embracing environmental quality control grows each day, becomes more complex and offers more contradictions. And there is little relief in sight. The requirement to comply with sound environmental regulations -- or challenge unrealistic legislation -- has placed a major burden on the private sector. The economic significance of enacted and proposed environmental regulation is pressing management in the mining industry to some hard decisions -- basic day-to-day business decisions and decisions which acknowledge the undoubted long-term effects of the new laws.

This paper is based on the philosophy that the management structure and strategy required for mine construction and development projects are different from that required for routine production and maintenance operations in a mine. The purpose of this paper is to present an integrated approach to the management of mine development projects. This paper highlights the four major aspects of the integrated approach. First, a brief review of the various types of contract documents is provided. Second, the management organization of a project is discussed. Third, the project manager's role and the field supervisor's responsibility are briefly outlined. Finally, the use of scientific techniques for planning, scheduling, executing, and controlling projects is presented. Each of these aspects is important; however, each by itself cannot be expected to bring order or unifying impact to the complexities involved in overall project management. When all these aspects are coordinated, the result will be a sore successful project from conception to completion.

This study aims to investigate the effect of combined mechanical and ultrasonic milling on the size reduction of talc. First, the talc sample was wet-ground in a stirred media mill for five different lengths of time (30, 60, 90, 120 and 150 min), and the optimum result was subsequently achieved with treatment by ultrasonication. The effects of amplitude (20, 35 and 50 µm), solid ratio (2.5, 5, 7.5 and 10 percent), and sonication time (60, 120 and 240 min) on the sizes of the final product were investigated. The pre-milling by wet grinding caused a decrease in the grinding resistance of talc. Sequential ultrasonic treatment, which was applied to the talc sample, generated smaller particles in comparison to those acquired by stirred media milling alone. Experimental results were assessed based on the product particle size (d10, d50 ), reduction ratio and specific energy consumption. Submicron particles prepared by ultrasonic treatment were highly stable compared to stirred media milling alone as investigated in terms of particle size. In addition, the effects of mechanical and ultrasonic milling on the structural properties of talc particles were characterized by X-ray diffraction (XRD) analysis.

The utility of yeast, Saccharomyces cerevisiae, in the separation of quartz from hematite is demonstrated. Yeast cells, as well as their metabolites, functioned as flotation collectors, depressants or flocculants and dispersants for hematite and quartz. Interaction between yeast and the above minerals resulted in significant surface chemical changes, rendering quartz surfaces hydrophobic and hematite hydrophilic. Mineral-specific extracellular proteins and exopolysaccharides were secreted by yeast cells when grown in the presence of quartz and hematite, respectively. Quartz could be efficiently separated from hematite through microbially induced flotation and selective flocculation.

Block caving, unlike most other conventional forms of mining relies principally on the natural forces within the rock mass to fragment and transport the ore. Obviously, not every orebody can be satisfactorily mined by block caving. In the early stages of mine planning an attempt should be made to assess the benefits of the block caving system relative to others, and develop a reasonable mining concept that may be used to provide preliminary information to mine planners and financial specialists. It is the intention of this paper to outline some basic geotechnical parameters that are essential to: 1) Assessing the feasibility of block caving an orebody and 2) Providing semidetailed information relative to mine design based on drill hole and other data.

Recent work by Haas has made available information on densities and vapor pressures of solutions of differing salinities at temperatures up to 330°C. From these data it is possible to predict the behavior of volcanic exhalations of various degrees of salinity as they approach the sea floor. Particular attention is devoted to solutions of 5.0 weight per cent NaCl and 20 weight per cent NaCl, two fluids that approximate quite closely the salinities of what Roedder termed: (1) normal hydrothermal fluids and (2) fluids typical of stratiform deposits of low-temperature conditions of origin. It is apparent that solutions above 220-230°C. cannot reach a sea floor on which the depth of water is 600 feet or less in the liquid state but will boil at some appreciable depth beneath the sea floor. Such boiling would result in the precipitation of all constituents of the ore fluids of significantly lower vapor pressure than water. The principal such constituent would be salt, and no sulfide deposits, the major constituent of which is salt are known. It follows, therefore, that ore fluids probably never get close to the sea floor of shallow seas at temperatures high enough to permit boiling. Ore fluids significantly above 230°C. can reach the sea floor in the fluid state only if the depth of the sea in the area. in question is well above 600 feet, for example, solutions at temperatures of ±300°C. reach the sea floor in the liquid state only if the depth of sea water is slightly over 3000 feet. Ore fluids reaching the sea floor at such depths may be the parents of such fluids as the Red and Salton Sea brines. On the basis of these data, the Cyprus and Kuroko deposits are discussed.

Fumes produced during blasting operations in underground mines are defined in this paper by an equivalent contaminant source. The primary goal is to establish a method which would allow all those parameters not measured directly to be determined reliably from field data. The parameters to be identified are the diffusion coefficient , and the position and size of an equivalent source. The diffusion-value is computed from the peak concentrations taken by two monitors located in the drift. The first monitor is placed close to where blasting pollutants join the main stream, while a second monitors is moved downstream a some distance from the first point. The position and size of the dust source and the total amount of dust produced during blasting are determined from the data recorded by only one monitor.

With the growing exportation of coal from North America to the Pacific Rim countries and Europe, has come an increasing awareness of the need to determine economically optimized amounts of incombustibles (ash and moisture contents) for the shipped product. Despite the fact that demand bas caused a steady improvement in selling price, particularly for thermal coals, growing production and transportation costs have compelled producers to keep a sharp eye open for ways and means of minimizing the latter since this probably represents the greatest single potential for making savings. Consequently the Coal Industry has become acutely aware of the economic ramifications of eliminating moisture in particular, thereby producing further saving in the cost of transportation of product from the mine to the consumer. There is, however, a lower limit to which dewatering or drying can be taken and this relates to dustiness which is a function of the characteristics of the coal and the methods used for handling and storage during trans-shipment. Overdrying can lead to serious dust losses and difficulties in handling particularly if the coal contains a large proportion of fines. The ways and means for achieving this "happy medium" of optimization in moisture removal are seemingly undergoing gradual modification largely assisted by the following factors. a) Improvement in effectiveness of coal dewatering and drying equipment. b) Improvement in operational availability and utilization of the equipment. c) The development of surfactants, polymer flocculants and other agents which in many cases can be almost tailor made to suit specific applications.
