This paper considers the international market trends of the rare earths and how they are strongly influenced by the by-product/co-product nature of their mining and processing. The two main economic minerals for the rare earths are bastnasite and monazite. Monazite is primarily a by-product of mining ilmenite and rutile and is affected by changes in these markets as well as the presence of thorium. Bastnasite is a by-product of mining iron ore in China and a stand-alone product in the USA. The paper will use conceptional relationships and empirical data to delineate the various by-products/co-products relationships and how they determine observed international market behavior.

The Plewes method is relatively well known among geotechnical engineers interested in assessing the liquefaction potential of soil deposits. Furthermore, it was one of the four methods considered in the post-failure investigation report of the Feijao Dam I, also known as the Brumadinho Dam, in Brazil. The inclusion of the method in that report is likely to increase its visibility among geotechnical practitioners tasked with assessing the liquefaction potential of tailings. While the authors of the method duly presented it as a screening method, more recent technical literature contains conflicting views on its reliability. Considering the popularity of the method and that the safety record of tailings dams is a cause of great concern, this study assessed the uncertainty of results from the Plewes method. The study concludes that, even under optimistic assumptions, the results of the method are too uncertain for detailed characterization of tailings deposits.

Explanations of commodity price levels, or movements, commonly focus on the supply and demand fundamentals of the particular commodity, or else are assigned to speculative activity. Comparisons of metal price histories with monetary and other economic data support the argument that the supply of and demand for money are no less important in price determination than are the supply and demand of the commodity itself. That these relationships should exist is evident in the price identity and are consistent with monetary theory. The patterns developed have limited usefulness as predictors, but their recognition is essential for the construction of price scenarios for planning purposes.

Global warming hitherto viewed as a distant threat to the environment, is now the subject of fierce goo-political debate. The debate centres around the time frame required to achieve environmental compliance, and the cost implications of meeting that objective. Since coal is the fuel of choice for power generation, the priority objective of energy producers is the pursuit of environmental protection measures that allow coal to be burned without any attendant negative impact on the environment. From an environmental point of view, public attention is today firmly focused on the impact that all industrial activity has on the environment, and coal is singled out from other fossil fuels as being the product of an inefficient smokestack industry. Despite coal's poor public image it is unrealistic to suggest as some do, that use of this fossil fuel as a primary energy source should be drastically curtailed. Coal which already generates about 35% of the world's electricity is continuing to increase its share of this rapidly expanding market, and to argue against its use is flying in the face of reality. However, changes are required in the way coal is used in some of the new clean coal technologies, since many include advanced methods of combustion. Indeed changes in the way coal is used is a vital link to the future of coal as a primary source of energy, and increased coal utilization will be directly linked to changes in its use. Discussion of various issues that affect coal utilization are the focus of this paper.

P.J. Ehret By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively ad¬vocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot. Reply by L.W. Saperstein P.J. Ehret writes in a reasoned and rational way and makes some good points. The arguments in favor of central control of the designation process reflect all of the benefits associated with central environmental control: consistency of enforcement, efficiency of operation, ease of communication among enforcing agency, etc. Nonetheless, the decision to mine or not to mine is a landuse decision which, in substance, is similar to the decision to build a shopping mall, a new highway, or a housing subdivision. Although, state and federal governments' interests in the protection of public welfare are real and are expressed properly in mining laws and mining enforcement agencies (OSM, Illinois Department of Mines and Minerals, etc). I continue to maintain that the permitting and designation processes should originate with local government, which is in keeping with the American tradition of delegation of the land-use decision to local or regional government.

The paper presents increasing importance of mineral secondary and waste raw materials in the minerals management in Poland. Definition of mineral secondary and waste raw materials is proposed, according to current Polish law. On this basis, sources of various types of mineral waste raw materials are analysed. The special attention is paid to the wastes from mining and processing, wastes from power plants, and wastes from steelworks and other smelters. Other types of waste and secondary materials, such as metallic containers, glass containers, batteries, metallic wastes and scraps, are also taken into account. Analysis of sources of such materials is shown together with the main directions of their economic use. Available sources of information on manufacture and use of the mentioned secondary and waste raw materials are also analysed. Finally, for a wide range of waste materials, their current and expected significance as substitutes for some industrial and construction minerals in Poland is given.

Introduction Traditional aggregate sources - riverbeds and alluvial fans - located close to developing urban centers are being foreclosed to mining. As sand and gravel reserves are depleted, nearby production plants cannot secure additional, adjacent reserves and are being forced to close down. The sand and gravel industry, in many respects, is its own worst enemy. It promotes development, street paving, home building, and industrial and commercial centers. Economics make us favor developments close to our operations. Thus, we encourage development by our neighbors, who soon become our detractors. Current Aggregate Mining Problems Urban development is not compatible with sand and gravel mining. Neighbors dislike the view of pits and quarries, and they complain about dust, noise, and trucking. In general, the neighbors are not happy being close to an aggregate source. This is reflected in land use or zoning laws. In most localities, mining requires a special-use permit. Public hearings are required before a legislative body. If a large group of opponents show up, legislators will often deny the land use. Urban areas are seeing traditional close-in sand and gravel sites becoming no longer available for industry. A parallel situation is also developing in most urban areas. That is, the not-in-my-backyard attitude toward landfills. As urban areas mature; a significant amount of change takes place in the physical makeup of a city. Streets and parking lots deteriorate and need repaving. Curbs and gutters need to be relocated. This necessitates a place to dispose of excess, or old, paving and structural material. Since landfills have become at least as difficult to permit as sand and gravel sites, they are becoming remote from urban areas. A significant portion of the structural material that needs to be disposed of is concrete and asphalt. This material is heavier than other materials. Thus, the cost of moving a large volume of very heavy material to a landfill becomes very expensive. In California, dump truck transportation is regulated by the State Public Utilities Commission through minimum rate tariffs. A rule of thumb for estimating the cost of such transportation is once the material is loaded, the extra kilometer (mile) costs $0.09/t ($0.08 per st). Thus, to haul an 18-t (20-st) road an extra 32 km (20 miles) will cost about $32. Because of its remote location, the cost of hauling aggregates to the point of use in an urban area becomes excessive - about the same as hauling the material to a landfill. Here is a classic example for synergism. If we could save the transportation cost of heavy demolition material by disposing it relatively close to the central city (its source), and at the same time provide an aggregate source close to the central city (its point of use), two difficult economic situations can be solved. Thus, the develop¬ment of recycling concrete and asphalt. Mining Concrete and Asphalt There are two methods of mining concrete and asphalt. The first is to pick up the old pavement in pieces. Thin, cracked pavement can usually be lifted from the grade with a front-end loader. It will break up into manageable-sized pieces. With heavier pavement, it is sometimes necessary to intentionally break it up with a stomper or heavy ripper. The pieces are loaded into heavy dump trucks and shipped to the crushing site. M.J. McPherson Having worked on the thermodynamics of air/liquid-water mixtures passing through the surface fans of deep mines, I find this paper of great interest and congratulate the authors on producing it. There are two matters, however, deserving discussion. First, the authors have described the classical theory of fog formation with fogging occurring at "supersaturation." In fact, the process of fog formation begins well below 100% humidity. The more strongly hygroscopic nuclei in the atmosphere will attract water molecules and begin to grow at a relative humidity perhaps as low as 70%. The process is a dynamic one with both condensation and evaporation taking place throughout the mixture on microscopic liquid surfaces. As saturation is approached, the rate of condensation accelerates rapidly producing the familiar reduction in visibility. Hygroscopic nuclei are present in all natural atmospheres and under the appropriate conditions of pressure and temperature, will produce clean fogs. However, if the air is polluted by particulates from combustion or other processes then the resultant coagulation with growing liquid particles may produce dense (and sometimes photochemical) smogs. It is this process that is likely to occur in underground mines when moist air is cooled below dew point. Second, the authors have summarized very well the individual measures that might alleviate the problem. In particular, I agree that neither heating nor refrigerating the air, by themselves, provides a satisfactory solution. However, there is a combination of these that provides a neat and effective control of fog formation. This involves a small, self-contained refrigeration unit within a duct but without the usual external heat rejection facility. The air is cooled below dew point and, hence, dehumidified on passing over the cold evaporator coils. The heat from the condenser is rejected back into the air downstream from the water eliminator, as shown in Fig. 1. The duct configuration can be designed to create good mixing at the outlet. I have used a climatic simulation program to illustrate the effect, assuming a 500-m (1,640 ft) long airway of cross section 60 m2 (645 sq ft), an airflow of 9 m3/s (318 cu ft per sec), inlet conditions of 19/19.25°C (66/67°F) wet bulb/dry bulb temperatures, a virgin rock temperature of 17°C (63°F) and typical rock thermal properties for a hard-rock mine. I have also assumed that 10% of the rock surface is wet. Figure 2 shows the variation in temperatures along the airway if no measures are taken. The relative humidity remains close to 100% and condensation will occur throughout the length of the airway. Before any such installation is designed, the exercise must, of course, be repeated for each location with accurate data. However, this example demonstrates the potential of the system. The idea is not new - the principle is sometimes used in air-conditioning plants for buildings. Figure 3 shows the effect of removing 30 kw of heat by evaporator coils sited 40 m (131 ft) along the airway and rejecting that heat (plus another 10 kw of compressor and fan power) into the air at 60 m (197 ft). Condensate water is produced, at a rate of 0.45 L/min (0.12 gpm). The result of this sequential cooling/dehumidification/heating process is to separate the wet and dry bulb temperatures along the length of the airway. The relative humidity increases from 80% at the duct outlet to 92% at 500 m (1,640 ft). The airway is maintained free from fog.

"Iron ore for alternate iron processes concerns alternate iron products designed for use in EAF (electric arc furnace) steelmaking processes. These alternate iron products include both DRI (direct reduced iron), HBI (hot briquetted iron) and merchant pig iron. Merchant pig iron can be produced in conventional blast furnaces, mini blast furnaces (including charcoal BF's) or novel processes such as RHF/SAF (rotary hearth furnace/submerged arc furnace) such as Iron Dynamics or RHF such as Mesabi Nugget. These novel processes are coal based and can use iron ore concentrates or recycled steel plant oxides. The blast furnace processes can use conventional feed materials: pellets, sinter, lump ore and coke. However, DRI and HBI processes are predominantly pellet based but require DR grade pellets that are low enough in acidic gangue (SiO2 and Al2O3) to avoid additional expense in the EAF process This paper will focus on the quality and availability of DR grade pellets for NAFTA DRI/HBI plants but also concentrates for fines based processes and feed materials for merchant pig iron production. INTRODUCTION This paper will outline alternative (to the blast furnace) competitive ironmaking processes and process routes. Within each section the types of iron ore to be utilized will be discussed. Before discussing some of the details of these processes, it may be appropriate to review some definitions and commonly used terms within this industry. DefinitionsDirect Reduction: Reduce iron oxide to metallic iron without melting. Unreduced ore compounds remain as undesirable oxides • Direct Reduced Iron: Iron oxide feedstock exits in same form as entered (pellets in, pellets out; lumps in, lumps out) • Hot Briquetted Iron: DRI that has been hot (1200°F, 650°C) briquetted to a high density pillow shaped briquette • Hot Metal: Molten iron in liquid form, above 2500°F, 1370°C • Pig Iron: Solid product of the iron blast furnace • Residuals: Undesirable elements such as copper, nickel, chromium, tin, sulfur, molybdenum and phosphorus • Gangue: Rock minerals in the iron ore such as silica (SiO2), alumina (A2O3), calcia (CaO), magnesia (MgO). These remain in the oxide form in DR processes. • Reduction: Fe2O3 + 3 CO = 2 Fe + 3CO2 2 Fe2O3 + 3 H2 = 2 Fe + 3H2O (Fe2O3 > Fe3O4 > FeO > Fe)"

The stability of underground openings for deep mines is critical, since incorrect orientation or geometry of shaft, stope, and accessways often results in the failure of openings due to high stress concentrations. Current state-of-the-art procedures for the design of underground openings are largely based on rules of thumb, experience, and trial and error. Rules of thumb are invariably based on the past experience of the designer and may not remain optimal as the depth and complexity of mine workings increase. Often, as conditions change, and as the interaction between geology, in-situ stress conditions, and mine openings grows more complex, the cost of maintaining structural integrity becomes prohibitive. Existing design procedures for deep mines are rapidly becoming inadequate as mines are worked at greater depths. For example, in the Coeur d' Alene Mining District, several million dollars are spent for inspection, repair, and maintenance on a regular schedule, largely as a result of inadequate design. In these types of situations, it is of critical importance that a new design methodology be developed for the layout and design of underground openings.

"There are three distinct producing iron ranges in Minnesota, the Vermilion, Mesabi and Cuyuna. In trend the Vermilion and Mesabi are approximately parallel (E.N.E. and W.S.W.) and about fifteen to twenty miles apart. The Vermilion lies farthest north, near the. Canadian boundary. It is from seventy-five to eighty miles due north of Duluth. The length of its productive part is about twenty miles.The Mesabi Range is from fifty to seventy-five miles north and northwest of Duluth. Its length along the strike is about 110 miles, and the length of its present productive area about eighty miles. The Cuyuna range lies southwest of Duluth nearly ninety miles, and is the last of the Lake Superior iron ranges to be developed. The relative positions of the ranges are shown on an accompanying map. The Mesabi Range is by far the largest producer and contains the largest ore reserves of the three. The Cuyuna is next in quantity of proven ore, and in production since 1916, while the Vermilion is first in average quality of ore.On the west, both Vermilion and Mesabi ranges disappear beneath heavy glacial drift; and on the east, extend into Canada, the so-called Gunflint range near the international boundary being an eastward continuation of the Mesabi formation. This latter range is of no economic importance, however, at present. The exploration and development of the Cuyuna range has proved up a considerable tonnage of manganiferous iron ore, besides ordinary merchantable iron ore."

Nutrien has six potash mines in Saskatchewan and has been proactive in maintaining the integrity of their tailings facilities through ongoing assessment, design, operation, inspection, and monitoring. Nutrien commissioned a system inventory and semi-quantitative risk analysis (SQRA) of all dikes to further environmental stewardship at their potash facilities. The inventory assessed nearly 100 dikes; each dike was rated according to a probability and consequence factor and assigned a risk score. The risk scores were used to develop a risk matrix for each of the six sites and risk-response actions for each dike and segment. The inventories and SQRAs will help each site assess priorities for investigation and risk mitigation, if necessary. The study results will also help Nutrien refine corporate wide tailings governance standards and demonstrate compliance with various governance regulatory obligations.

The Green River formations in the Western U.S.A. contains vast amounts of petroleum reserves in oil shale deposits. Exploitation of this petroleum reserve calls for large scale mining of the oil shale. Applicable mining methods include conventional underground mining using roan and pillar, sub-level caving and block caving; underground insitu retorting of oil shale and open pit mining. Roam and pillar mining offers one of the most economic methods of underground mining of oil shale. A 2.4 x l09 litre per year (50,000 barrels per day) of crude oil production would require a daily oil shale production of 100,000 tomes per day from underground operations. For this large production, a highly mechanized room and pillar mining muld utilize large capacity diesel equipment such as 85 tonne trucks and 8m front end loaders. The total air requirements of an oil shale mining operations can. be as high as 28443/s. Ventilation planning for such a large scale underground mining operation presents a formidable task. The major objectives of providing ventilation air to underground workings are to dilute airborne .dust and diesel fumes to harmless levels, and to insure that the mine environment is compatible with the health and safety of mine personnel. Regulation of air velocities and air temperatures is a major factor in mine environmental control. Colorado State law requires that a minimum of 0.047m3/s of fresh air be supplied for each kW of diesel power operating underground. Additionally, 0.047m3/s of fresh air must be supplied for each underground employee, and a minimum air velocity of 0.15m/s must be maintained in all working places. It is desirable to exceed this minimum velocity in order to prevent stratification of ventilation air. Moreover, Colorado law also stipulates the maximum allowable concentration of noxious gases mine air, below: ? C02 - 0.5% by volume, 5,000 ppm. ? CO - 0.005% by volume, 50 ppm. ? Oxides of Nitrogen - 0.0025% by volume, 25ppm. ? Nitrogen Dioxide 0.005% by volume, 5 ppm. This paper examines ventilation requirements for the underground mine, with respect to air quality requirements and distribution of air in mine workings in light of the above regulations. Analyses were made for sane typical mining plans to determine airflow resistance or pressure drops and fan horsepower requirements. In addition, the possible occurrence of high concentrations of toxic gases, was examined. Expected temperature levels in mine workings were approximated.

Coal is broadly recognized as sure, competitive, diversified, not vulnerable and predictable in price energy resource. In power generation coal is playing a dominant role in the EU-27 with 25% of installed capacity and almost one third of the power generation. The role played by the domestic resources and especially by coal are increasingly becoming the focus of the EU energy strategy. There is a strong pressure for the decarbonization of the energy mix. The Emission Trading system (ETs) can have an impact on the shift to lower carbon-intensity fuels. The impact of ETs on coal can be important, because it is very short sighted and only defines the period up to 2008-2012. The ETs CO2 regime must ensure that investment in coal-fired plants in the long term are supported. EU Research Institutes and Coal Industry identified an important CO2 reduction potential by improving the efficiency of the conversion of solid fuels into electricity. Highly efficient clean coal technologies can contribute to reasonable costs and challenge the issue of climate change. It must be pointed out that the EU Energy policy should now concentrate on the necessity to effectively support demonstration projects and to create the legal framework for the integrated approach of efficiency enhancement and CCS. It is not a right approach to implement CCS before the technology is demonstrated and before it is clear that it will be commercially viable.

The coagulation of dispersed ultrafine weakly-magnetic oxide mineral particles (e.g., natural hematite and chromite) in an external magnetic field can be described by interparticle forces. Essentially, coagulation occurs when the short-range London-van der Waals interactions and the long-range magnetic forces outweigh the stabilizing electrical double-layer repulsion. Using the classical colloid chemistry theory, the various components of the potential energy for different-sized particles at a series of ionic strengths and magnetic field intensities were calculated. The results of this theoretical analysis were then related to the results obtained from experimental studies in which the magnetic field-induced coagulation of the ultrafines of natural hematite and chromite in aqueous suspensions were investigated using a laboratory-scale electromagnetic solenoid. The experimental results relate the coagulation process (as determined by magneto-sedimentation analysis) to the particle size, the slurry pH and the external magnetic field. In the magnetic fields, the maximum coagulation occurred near the pH of zero-point-of-charge (pHzpc) of the minerals (where the electrostatic double layer repulsion was reduced to a minimum) enabling the particles to enter the "primary minimum" energy sink. On the other hand, in cases where the electrostatic repulsion was not suppressed, the long-range magnetic forces enabled coagulation to occur in the "secondary minimum." This caused the formation of chains that appeared to be relatively stable during sedimentation.

Six industry trends will have significant effect on the way mining equipment is designed and supported in the years ahead: 1. MINING IS MIGRATING TO LESSER DEVELOPED PARTS OF THE WORLD The global recession of the early 1980's drove down commodity prices and intensified cost competition. This caused a fairly dramatic trend in mining away from higher cost operations in developed countries to richer, lower cost deposits in developing countries. Miners operating in lesser developed parts of the world will place higher value on rugged, durable designs that can live in more difficult and sometimes abusive conditions. They need engines and power train systems that are more tolerant of a wide variation in fuel quality and oil specifications. They'll require machines that are simpler to operate, simpler to maintain, simpler to troubleshoot and simpler to repair. And they'll require creative means of support in getting technical information, parts and components to remote operational sites. Mining equipment in the future will be more durable and simple than it is today, and product support will grow in importance as purchasing criterion. 2. THE MINING INDUSTRY IS CONSOLIDATING An intense amount of corporate acquisition and industry consolidation activity is occurring, to the point that today just 50 mining companies account for 55% of the western world non-fuel mineral production. Consolidation will continue, leading in the future to an industry structure weighted heavily toward a few key global mining houses.

Wayne Anderson Regarding the technical paper by Thomas E. Finch and Edward L. Fidler, "Recovery of Stray (Thin) Seams in Western Coal Mining." I would like to comment on this subject. In western Canada, most strip mines encounter thin seam coal or rider seams. Although the paper addresses the problems and costs associated with the recovery of this coal, it does not take into account what the savings are. Without looking at the savings, the "Total Objective" is of course not clear. I feel that in a stripping operation the mine can spend per ton (of the thin seam) up to their dragline stripping costs per ton to recover a rider seam or thin seam. The reasoning behind this is simply that this is the price the mine will have to pay to expose an equivalent amount of coal without the recovery of these thin seams. If the mine can recover a rider seam or thin seam for less than the dragline operating costs per ton, a savings will be realized. By recovering a thin seam or rider seam, the life of an ore body is extended by that amount of coal not thrown away. In addition, the cost of land acquisition, associated permits, capital, and reclamation will be reduced as more coal is delivered for a given area. When the above points are considered, the recovery of these thin seams can be very profitable and indeed worth recovering.
