Spinel ferrites, like NiFe2-2x Znx Ti4 O4 Fe CO1.5 Ge0.5 Tix O4, Ga1-x Fex Ni CO O4, Nil-x Fex Mn2 O4 have been prepared using the respective metal oxides in Stoichiometric quantities, by the ceramic method. The oxides were homogenized in acetone medium, pelletifed by using poly vinyl acetate as the binder. They were fired at 1000°C for 100 hours for compound formation. Chalcogenide spinels such as Zn1-x Cux Cr2 Se4 where 0=x=l and Cu1-x Fex Cr2 Se4 where 0=x=0.3 have been prepared by using 99.99% pure elements and then fired at 1000°C in quartz ampoules under vacuum conditions. X-ray diffraction studies of these compounds indicated a single cubic spinel phase. DC resistivity studies of the compounds were taken between 300-700K using LCR bridge by two probe technique. Thermo-electric power measurements were taken between 300-500K for all the compounds. Initial susceptibility studies have been carried out using a low field (0.506) and from which the nature of magnetic dimains and Curie temperatures were determined. Magnetic hysteresis measurements were carried out at 300K and at 80K, using alternating current hysteresis loop tracer, at 2K02 field. Mossbauer spectral measurements were carried out using Co57 source embedded in a copper matrix and an absorber containing 0.3 mg/cm2 of the sample. The spectra has been fitted by Mossfit Program. The catalytic effect of the spinel ferrites NiFe2-2x Znx Tix O4 where 0=x=1 has been studied by using the model reaction of decomposition of H2O2 at temperatures from 40°C to 70°C. It was found that the spinel oxides were found to possess poor catalytic activity.

Since the earliest days of mining, the job of digging coal out of the earth has been considered one of the world?s most dangerous occupations. From 1880 to 1910, mine explosions and other accidents claimed thousands of victims. In 1907 alone, over three thousand deaths occurred in U.S. coal mines. Public concern has prompted the passage of much needed safety legislation; from the creation of the U.S. Bureau of Mines in 1910, to the comprehensive laws of the Federal Mine Safety and Health Act of 1977. This type of legislation, along with the cooperation of industry, labor, and MSHA has contributed greatly in making mining safer and more healthful. Mining deaths and injuries have declined Significantly since those early days. However, even though this trend is positive, none of US can afford to look at the injury numbers and frequency rates and label them as acceptable.

Certain external forces affect the manner in which business is conducted. and in recent years changes in the business environment have altered how some of these external forces affect the management of a business. These changes must be understood and considered in definition of the strategy of the business. Implementation of the strategy must assure commitment from all departments within a company, and this commitment sometimes involves compromises to assure that a department's goals mesh with the overall business objective such compromises must be externally motivated. i.e. for benefit of the customer. Complete implementation transcends internal departments to all aspects of managing the efforts in the marketplace.

Recently in Germany, novel artificial humus in combination with water-storing hydrogels has successfully been tested as soil improving material in pot experiments. The novel artificial humus (NOVIHUM®) is derived from lignite through oxidative ammonolysis. The product contains c. 5.5% nitrogen. Using NOVIHUM® as fertiliser, variable amounts of the contained nitrogen are gradually available to the plant, depending on the hydrolysis rates of the different N-compounds. NOVIHUM® is a unique combination of long-term fertiliser and stable humus. The tested hydrogel is a polyacrylate/poly-amide copolymer, which is able to improve the water holding capacity of the soil and to retard significantly desiccation. In May 2000, in Germany (Aue region), an experimental site was set up under extremely difficult growing conditions for trees (Quercus petraea) on a uranium spoil pile of the mining company WISMUT Ltd. The oak plots treated with NOVIHUM® and hydrogel showed increased total increment-values, which mainly are the result of the second growth phase. Obviously, these plants profit from the favourable physical parameters of the substrate and the use of the novel artificial humus as nitrogen source. The oak trees can better use the plant-available NH4-nitrogen released from the artificial humus during the planting year. In Greece, an experiment was set up in December 2000 aiming to the afforestation (Pinus nigra, Abies cephalonica) of a bauxite spoil pile of SILVER & BARYTE ORES MINING Co. S.A., on the Parnassus Mountain. The scope was to demonstrate, that the above soil improving materials are also appropriate for the recultivation of sites under extreme climatic and orographic conditions. The first results revealed, that where NOVIHUM® and hydrogel were combined, plant growth was greater than the average. The one-year results of the experiments fulfil our expectations concerning the application of NOVIHUM® in combination with hydrogel for the afforestation of problematic sites, such as the south-exposed steep slopes of the spoil piles of uranium mining. They may represent the most detrimental sites for afforestation in Europe.

My subject today is "Drilling-and-Blasting of Small Rock Tunnels". I am sure that there will be some people, primarily college students but perhaps Consulting Engineers, who will say: "Drilling-and-Blasting? I thought that went out with the invention of the Tunnel Boring Machine". A few years ago I talked to Dick Robbins and he told me that they did not try to sell a "Robbin's Mole" unless the tunnel was two miles long. For easy calculations I use 10,000-ft. (3km) A Mole today costs about $2 million which works out to $200 per lineal foot. This is "front money". You cannot place the order unless you are the uncontested low-bidder and then you must wait at least six months for delivery. Of course you can use that time to square up your portals, ready to turn-the-eye, or maybe you have shafts to sink to reach the tunnel grade. But this is "dead-time" and it is a heck of a feeling to have a job and cannot get started on it until you get the Mole. I do not have the American figures on lengths of tunnels but there was an article a few years ago in a British magazine: NEW CIVIL ENGINEER, on this subject. This stated that 75% of the jobs in Britain which were bid were for small tunnels, 10-ft x 10-ft (3m x 3m) or smaller, and that they were less than 5,000-ft (1.5km) in length. This does not mean that 75% of the footage in Britain was less than 10-ft in diameter. It means that 75% of the jobs being bid were less than a mile in length. From my experience in the U.S. I believe that we have substantially the same ratio: so many of the jobs with which I was associated were short, 1,000-ft, 2,000-ft and sometimes 3,000-ft and the bores

The DeLamar Silver Mine is a Joint Venture between Earth Resources Company, the Canadian Superior Mining Company and the Superior Oil Company. The property is a consolidation of several old operations in the district. The more widely known are the DeLamar and Sommercamp Mines. The location is 20 miles northeast of Jordan Valley, Oregon and 55 miles southwest of Boise, Idaho. The mine is on the south slope of DeLamar Mountain in the Owyhee Mountains of southwest Idaho Initial interest started in 1969 with serious exploration beginning in 1970. The feasibility study was completed in 1974, and in 1975 Mountain States Engineers were retained to design and build the plant. Processing of ore began in March of 1977 with the first bullion poured in April of that year. The plant is currently processing some 2200 TPD of ore with a grade of four ounces of silver and 0.03 oz. of gold per ton of ore. Cyanide consumption is 2.5 lb/ton, zinc consumption of 0.3 lb/ton and flocculent consumption of 0.5 lb/ton. A flowsheet is shown as Figure I. The grinding circuit is of two stage design. The primary mill is an 18 ft. dia. by 9 ft. long semi-autogenous unit. The secondary mill is a 9 1/2 ft. dia. by 15 ft. long overflow ball mill. The mill discharges are combined and sent to 15 in. cyclones for classification. Cyclone overflow reports to leaching with the underflows reporting to the ball mill. The cyclone feed pump is an 8X6 metal case pump. The primary mill has 1000 installed horsepower and rotates at 68% of critical speed. The ball mill has 700 installed horsepower and rotates at 72% of critical speed. Because the primary mill is horsepower limited the ball charge is varied to maintain the desired throughput. The mill power is held at 980-990 HP by modifying the feed rate. Four inch forged steel balls are added any time the ore feed fails to reach 100 tons per hour for four hours. During periods of extremely hard ore, the ball charge has been as high as 14 v/o and at other times the mill has operated fully autogenous for weeks.

Ever since the introduction of the first successful continuous mining machines some twenty odd years ago, there has been an obvious, and steadily increasing, need for some form of continuous haulage machine, or system to work with them. There is universal agreement that the continuous mining principle, and the various continuous mining machines in particular, have done a great deal for mining. However, coal mining men, who have the longest and broadest experience with them, agree that continuous miners do not truly mine continuously. In fact, their estimates, and actual studies, show that the real mining time of these machines ranges, on the average, from 20% or less to about 30% of the available shift time. Part of the failure of the continuous mining machine to mine continuously may be ascribed to breakdowns in its intricate machinery. Most of the failure, however, is blamed on a variety of other factors. Of these, there are two which are given particular blame: face haulage and roof control. The relative importance of the two as the major negative factor in continuous mining is a moot point. However, there is an extensive concensus that haulage is the number one problem. Roof problems and their control are inhibiting factors regardless of the type of mining or mining machines employed. But the truth of the matter is that a continuous mining machine, like any type of loading machine, whether underground or on surface, is only capable of mining or producing in direct ratio to the mineable, or loadable, material that can be kept ahead of it and equally, if not more, important, that can be taken away from it. In the mining industry, conversion of fine particles into a slurry is often part of the normal processing of the ore. Therefore. from a system's point of view, slurry transportation would be considered as a natural alternative, all the way from the working face to the final processing. In underground mines, there is sometimes a considerable inflow of ground water that has to be pumped out. When the mine dewatering installations are integrated with a hydraulic hoisting system, the cost of power needed to pump out the ground water can be excluded from the cost of hoisting, compared with other modes of transporting the solids to the surface. The chief advantage of hydraulic hoisting is that the hoisting capacity can be increased at comparatively low total cost without necessitating the sinking of new shafts. Alternative examples include deepening of the existing mechanical hoisting system, truck, or conveyor belts transport in ramps to the present level. These often become very expensive. The economic effectiveness of hydraulic hoisting and hydraulic design considerations have been discussed by Kostuik (1965) and Sellgren (1985, 1986) for both small shallow mines and large deep underground mines. Objective and scope The objective of this study was to demonstrate the feasibiliy of hydraulic hoisting in hypothetical examples of mine deepening. Underground grinding to a maximum particle size of about 700 um (about 25 mesh) is considered. The pumping of ground ore products with positive displacement plunger or membrane type of pumps at working pressures of up to 15 MPa (2200 psi) is a thoroughly tested technique (Venton, 1986). Hydraulic hoisting system A hydraulic hoisting system is described schematically in Fig. 1. The ore is mined, handled, and crushed conventionally. It is then ground wet underground. The slurry is then temporarily stored in an agitated tank and pumped to an agitated receiving tank on the surface. The ore is then further processed in the concentrator. The capacity of a pipeline is very high. For example, an annual production of 500 Kt (550,000 st) of ore can be handled in a 100-mm-diam (4-in.-diam) pipeline. Systems layout - economic effectiveness Schematic mine layouts are presented that represent situations where hydraulic hoisting often is the most economical alternative. A situation where the ore is trucked to the level of the existing hoisting system is shown in Fig. 2 (following page). With hydraulic hoisting, only a shaft for ventilation, pipe- line, and personnel are needed. In a first phase (Fig. 2). a hydraulic hoisting installation with crushing and grinding units, storage facilities, and pumps has been located at a level of about 400 to 600 m (1310 to 1970 ft) below the surface. Introduction It is generally accepted as dogma that sampling contributes most of the error in gold fire assays. Differences in assay results on pulps from the same sample interval are frequently regarded as evidence of the presence of the so called "nugget effect" of relatively coarse gold particles. It is true that coarse gold particles can contribute to substantial sampling fluctuations. But, while the process of sampling is probably the major source of error, the analytical process cannot be completely ignored as a possible contributor to erratic assay results. To maintain a stable assay process, the analytic part of the system must also be kept in control. One method of monitoring the performance of the analytic system is to systematically assay standard materials, whose sampling characteristics are carefully controlled. Gold assay standards are not prepared, nor can they be prepared, to account for both sampling and analytical errors. It is not possible to send coarse material to a lab for both preparation (i.e., comminution and splitting) and fire assaying and then come to conclusions only about the fire-assay process. Because most gold ores are very heterogeneous, sampling errors would, in most cases, completely mask the contribution of the analytical errors. Assay-standard material is prepared only to assess the accuracy and variability in the fire assay process. Because the objective of the assay standard is to provide information about the fire assaying, it is necessary to control the sampling error of the standard material, so that it is only a minor constituent of the discrepancies observed in any assay results. To do this requires that the particle size of the standard material be reduced to a point where the relative standard deviation of the sampling error (i.e... the standard deviation of the errors divided by the average gold content of the material) is 2% or less. For all but very homogeneous mineralization, this means that the material must be reduced to 100% -150 mesh before the sampling errors are adequately controlled. However, even reducing the particle size can contribute to sampling problems. The liberation of gold may cause segregation that can cause large sampling fluctuations that are not easily controlled while maintaining the desired grade. Because, in most cases, the standard material would already be in the "pulp" state when it is submitted to a lab for assay, it is not possible to entirely conceal the nature of the sample from the lab. This is a problem inherent in using assay standard material. Because of the contribution of sampling to error generation in the assay process, the use of "coarse" material does not solve the problem of submitting a totally "blind" standard to the lab. In the sections that follow, the selection, preparation, testing and use of gold fire assay standard material is discussed. While some may dismiss the production of standard material as folly, it is possible to produce and utilize standard material to stabilize and improve the fire-assay process to produce more reliable assay results. Material selection It is desirable to use material that has as nearly the same metallurgical characteristics as the samples with which the standards will be included. However, this is usually difficult. For many reasons, including the particle size at which a significant amount of the gold mineral is liberated, the sampling characteristics of even -150-mesh material may preclude the use of geologically and metallurgically similar ore as a standard. It is usually easier to get material having desirable grade characteristics with the necessary sampling properties than it is to find geologically and metallurgically similar material with the required sampling characteristics. High-grade standards are especially difficult to find and prepare. This is because, as grade increases, the size of the gold particles usually increases. Larger gold particles are liberated and tend to segregate during comminution, and the homogeneity of the material cannot be maintained. For grades much above 3 g/t (0.088 oz/ton), it is very difficult to find material that has the proper sampling properties. Old mill tailings are likely candidates for assay standards. Some of these have sufficiently homogeneous mineral contents, so that the sampling errors can be effectively controlled. Where mill tailings are either not available or are not acceptable, mineralization that has exhibited homogeneous results in reassays of the pulp material is also a good candidate for the standard. Finally, the mineralized rock being sampled may (and should) be used if adequate homogeneity in the -150mesh material exists. "Adequate" ("acceptable") homogeneity is defined below.) From a gathering storm of climate change based legislation that could potentially overwhelm the mining industry, to the nuts and bolts of mineral processing and just about everything in between, about 100 mining and mineral processing professionals heard it at all at the 60th annual Colorado MPD Meeting April 22-24 at the Broadmoor in Colorado Springs, CO. With a sweeping agenda under the banner ?What in the world is new in mining and metallurgy? attendees were treated to four sessions and 21 presentations that covered the range of mining industry issues. Bill Reid, president, chief executive officer and director of Gold Resources Corp., spoke about his company?s El Aquila gold project in Mexico. With five projects in Mexico, Gold Resources Corps. is aiming to become a low-cost gold and silver producer. Its flagship property, the El Aguila gold project, is a high-grade gold and silver property with significant base metal credits of copper, lead and zinc. Production of the El Aguila project was targeted for mid-2009. Reid said that three high-grade deposits have been discovered at the El Aguila project. They include the high-grade ?manto? style El Aguila openpit deposit, the El Aire high-grade polyme-tallic vein system, which is underground, and the underground La Arista high-grade polymetallic vein system. The project is located 120 km (75 miles) south-east of the capital city of Oaxaca, Mexico. Reid said the property has yielded several exceptional gold and silver surface samples, including a 36-g/t (1.1 oz/st) gold sample and a 3,100-g/t (90 oz/st) silver sample. "The Indianapolis Deep Rock Tunnel Connector (DRTC)—first in a vast network of storm water storage tunnels below Indiana, USA—was a wildly successful endeavor. Crews for the Shea/Kiewit JV drove a 6.2 m Robbins Main Beam TBM to world record rates. The machine achieved 124.9 m/day, 515.1 m/week, and 1,754 m/month in limestone and dolomite rock. The advance rates can be attributed to many factors including ground conditions and knowledgeable crew, but continuous conveyors are also of key importance. The novel conveyor system, manufactured by The Robbins Company, enabled continuous tunneling in a difficult layout that included two 90-degree curves and two S-curves. Spanning 11,777 m in its longest iteration, the system included nine booster drives plus a main drive. A vertical belt moved muck up the 76 m deep shaft to a radial stacker for temporary storage. The system, one of the most complex in North America and the first to operate in 90-degree curves, made swift tunneling possible. This paper will examine the world-class tunneling done at the Indianapolis DRTC and the role of continuous conveyance in reaching high advance rates. The logistics of the system will also be examined as it could apply to future tunneling projects with similarly complex layouts. INTRODUCTION The Indianapolis Deep Rock Tunnel Connector (DRTC) is the first phase of a nearly 28-mile long network of deep rock tunnels being built 76 m beneath the City of Indianapolis, Indiana by Citizens Energy Group. The Deep Rock Tunnel Connector (DRTC) Project is a 12.2 km, 5.5 m diameter tunnel constructed by S-K JV, a joint venture between J.F. Shea Construction and Kiewit Infrastructure Co. The tunnel is a $179 million project and is the first segment and southernmost portion of a deep, large diameter conveyance and storage tunnel system to provide overflow relief during wet weather events. The project is estimated to be completed in 2017 and will initially deliver 204,000 cubic meters of the planned 1 million cubic meters of CSO storage for treatment, as well as provide future connections to other tunnels in the overall system (see Figure 1)."

ShovelSense is a complete solution for bulk ore sorting at the mine face that combines robust shovel bucket mounted X-ray fluorescence sensors, with real-time material classification, fleet management integration and supporting cloud-based data infrastructure, to ensure each truck always goes to the right destination. Correct truck destinations are a challenge in many current mining settings because the material classification of a truck, which is the key input into the truck destination, is often based on estimates at block resolution (~20x20x15m), with limited adjustment for blast movement and mixing. In this contribution, we present a geostatistical, data driven approach to estimate the potential value of bulk ore sorting at the mine-face for seven open pit mines. The approach is premised on the assumption that truck loads within blocks follow a simple gamma distribution. Standard ore control data from the seven mines have been used to estimate the potential bulk sorting value at these operations and ShovelSense-integrated dispatch datasets have been used to validate these estimates for specific benches on which ShovelSense operated. ShovelSense results validate the ore control data-based value predictions and show how at mine-face bulk ore sorting value varies between distinct deposit types. In general, deposit types that have higher bulk ore grade contrasts, display more potential ShovelSense value. The manuscript concludes with the limitations and opportunities of applying the proposed value estimation approach to evaluate at mine-face bulk ore sorting opportunities for open pit operations.

Since the Rio Declaration on Environment and Development in 1992 in Rio de Janeiro and the publication of the agenda 21, the concept of Sustainable Development has become one of the major issues for governmental politics, societal developments and entrepreneurial policies. Current projects that deal with Sustainable Development in the mineral raw materials sector mainly focus on large-scale mining operations - especially for open pit mining - or on artisanal small scale mining. Artisanal small scale mining is in this connexion characterised as non-mechanized and mostly illegal mining activities. The number of workers is mostly far below 20. However, until now there exist no assessments or analyses with respect to the actual or potential contribution of industrial small scale mining to sustainable development. Industrial small scale mining refers to high technology or highly mechanized/automated extraction of small, high-grade deposits that due to their small size ? in combination with geological, depth and other constraints ? are not economically exploitable with large-scale mining operations. The Institute of Mining Engineering I and the Institute for Processing of Mineral Raw Materials at the RWTH Aachen University in Germany is currently conducting a research project financed by the German Research Foundation in order to investigate this issue. In the course of this project the sustainability of industrial small scale mining will be assessed. Therefore sustainability indicators, an assessment system and recommendations as well as options for actions and policies will be developed, in order to evaluate current industrial small scale mining activities as well as the potential for future developments in industrial small scale mining, both from a technological as well as from the point of view of sustainability, considering economical, social and environmental chances and risks.

The design or optimization of a carbon-in-pulp (CIP) plant requires the determination and setting of a number of parameters to ensure optimum economic performance. A number of these parameters are either fixed, a function of the pulp, interdepen­dent, affect other parameters or outputs, so only a limited number of degrees of freedom exist from a metallurgical point of view. The traditional CIP contactor employs a low carbon concen­tration, a low agitation intensity and a reasonably long pulp residence time. The pump cell contactor employs a high carbon concentration, a high agitation intensity and a reasonably short pulp residence time. The two philosophies are dipolar in nature and the question arises as to which configuration is the optimum configuration for a CIP plant. The carbon particle size is shown to have a small effect on the capital cost of a CIP plant. A decrease in the pulp residence time, an increase in the pulp density, an increase in the carbon residence time, an increase in the agitation intensity and an increase in the number of stages are shown to have a positive effect on the capital cost of a CIP plant. The pulp residence time, the pulp density and carbon particle size are shown to have a small effect on the operating cost of a CIP plant. An increase in the carbon residence time, a decrease in the agitation intensity and an increase in the number of stages are shown to have a positive effect on the operating cost of a CIP plant. The optimum CIP plant, therefore, employs a short pulp residence time, the traditional pulp density, a long carbon residence time, the traditional carbon particle size, the traditional agitation intensity, and the traditional number of stages. Neither the pump cell configuration nor the traditional CIP configurations match the optimum configuration.

The storage of energy in one form or another is a well established practice, demonstrated by the familiar sight of large oil storage steel tanks. Today, however, the problems of energy storage are taking on a new complexion. Increased emphasis on large and sometimes untried forms of energy storage is being generated by: (1) The uncertainties we face concerning future oil and gas supplies. (2) The growing need for the storage of peak-shaving energy on large utility systems. (3) The growing volume of highly toxic and energy generating wastes resulting from nuclear power plants. Concurrent with the growth of these pressures, legitimate environmental concerns now demand that the methods of storage which are utilized meet adequate criteria of safety and preservation of surface land, as well as fulfilling technical and economic functions. From these elements, increasing awareness has grown of the potential role that can be played by underground space in providing a storage medium for energy related materials. The vessels which must be built for underground energy storage will be built by the tunnel engineer, and the design requirements of such vessels will go far beyond the classical tunneling requirement to drive a stable, reasonably dry tunnel between two points. Depending on the nature of the material to be stored, the manner in which the storage is to be operated, and the specific risks to the environment which are involved, rock chambers must be designed as special purpose storage vessels. The tunnel engineer may be required to demonstrate that unusual pressure and temperature conditions can be sustained by the rock, or that containment of a toxic material can be assured. The financial implications of environmental liabilities are becoming staggering, particularly for mining companies. The Environmental Protection Agency's (EPA) Record of Decision (ROD) list for Superfund mining sites has some pretty hefty financial commitments, such as the $10 million operable unit remedy for the Yak Tunnel at California Gulch (in Colorado) or the $40 to 60 million remediation at Bunker Hill (in Idaho). These costs are driven by the large volume and areal extent associated with historical waste management practices at mining sites. (It's difficult to have a low-cost remedy for a 20-square-mile site.) Unfortunately, there are other ways of generating environmental liabilities besides Superfund, such as non-compliance with Clean Air Act provisions, stormwater permits, or National Pollutant Discharge Elimination System (NPDES) permits. In the last 2 years, EPA has increased enforcement in its regulatory programs, which has resulted in increased fines and criminal actions. Leaders in other industries (primarily the chemical and manufacturing industries) are viewing environmental liabilities as a strong motivator to select engineering approaches carefully based on technical, legal, economic, and philosophical perspectives. Industry interest in waste minimization programs comes from the concept that it is economically advantageous not to create waste in the first place. Waste minimization programs typically balance increased front-end capital investment with the minimization of potential long-term environmental liabilities as a way to achieve the lowest total-or life-cycle-cost. A side benefit of waste minimization programs is that they tend to improve overall regulatory compliance. Waste management practices are also becoming philosophical, as evidenced by a May 11, 1992, Business Week article: Companies that incorporate innovative thinking on sustainable development will do more than clean up or prevent their own pollution. They'll make and distribute a product more efficiently than ever, worry about its lifelong environmental impact, plan for recycling, and get their suppliers on the bandwagon. This type of approach will require a new mind-set, new tools, and adjustments throughout the organization. A key aspect of waste minimization or life-cycle waste management programs is the incorporation of environmental costs into economic analyses that compare various waste management alternatives. However, the incorporation of environmental costs into an economic analysis can be more difficult than initially thought. As noted above, new tools-or even a new toolbag-are needed, such as new accounting methods that track and assign the true lifetime environmental costs of a particular product. One piece of the new toolbag is life-cycle cost analysis, which is discussed in this paper. To simplify the discussion, this paper looks at the total costs associated with a given mining site. The concepts presented in this paper, however, can be applied to any mine waste management decision. The ultimate extension of life-cycle costing, as presented in the Business Week article, is to include the potential environmental costs throughout the life of a metal. At this point, I am perplexed on why, let alone how, to include the potential downstream environmental costs (i.e., the costs associated with smelting, manufacturing, use, and recycle or disposal) throughout the life cycle of mined copper, lead, or zinc.

In simpler times, construction was a cooperative undertaking. The frontier tradition of barn-raising is the construction equivalent of the academic ideal of a single student seated on a log with Horace Greeley. In a more complex world, ideals become more elusive. Still, it was only a generation ago that toll revenue bond financed projects generally involved a team composed of investment bankers, engineers, and construction contractors, who all shared a common objective -- to create something useful, at minimum cost and in minimum time, with fair compensation to all involved. In an increasingly contentious public climate, the team has too frequently been splintered into separate camps of owners, engineers, and contractors, who have lost the old objective of creation and have, under the guidance and control of the lawyers, substituted two new primary objectives: 1. To protect one's own skin. 2. To detect and punish culpable negligence of one of the other parties. This process has become so ludicrous that a number of thoughtful observers from all of the camps (including even some lawyers) have come to recognize that there must be a better way to undertake construction works than to use them as wrestling arenas. The road to improved contracting methods starts with mutual understanding of each other's problems and viewpoints. To this end, discussions such as this RETC session make a useful contribution. To

A 1.89 km-long, 4.5 m-I.D. tunnel was successfully constructed through saturated hard clay, and highly abrasive dense sand and gravel, with groundwater heads ranging from 10 to 20 m. In order to address these conditions, a Lovat earth pressure balance TBM was used, with soil conditioning by foam, water and various polymers. Support was provided by a single-pass segmented concrete lining. Groundwater inflows of 400to 1,600 lpm at times created challenges for changing cutting tools. Surface settlements were generally less than measurement thresholds, except under very low cover at startup. This project provides a pivotal case study of the successful application of EPBM technology in saturated, abrasive glacial soils and the successful application of soil conditioners.

This paper discusses the results of a laboratory investigation carried out to study the microscale flow characteristics of copper ores and the variation in flow behavior resulting from flow of leach solution. Fractures in 1.5 and 4 inch diameter cores were mapped by visual inspection. The cores were stressed in a triaxial stress field representative of in situ conditions. The permeability of the samples to water was then estimated. The samples were exposed to 20 g/l sulfuric acid and the experiment repeated. The Permeability of unleached samples ranges from 10-1 to 10-19 m2 and it increases as leaching progresses. The porosity variation and the rate of recovery of copper from the specimen during leaching were also studied.

Low-flow reactive-transport processes in Wightman Fork downstream of the Summitville Mine, south-central Colorado were simulated using the OTIS and OTEQ solute-transport models. The simulation was calibrated using data from a synoptic study conducted during October, 1998. Discharge over the 8-km reach from just below the mine site to the Alamosa River confluence ranged from 0.077 to 0.17 m3/s; travel time was 10.7 hours; pH ranged from 4.6 to 5.7. Simulations revealed that mass balance for SO4 was maintained, and that pH, Fe, and Al were non-conservative. Simulations allowing hydrous ferric and aluminum oxide or hydroxysulfate precipitation matched observed water quality conditions more closely than simulations without precipitation.
