The Mineral King Mine, owned and operated by Sheep Creek Mines is located in the Purcell mountain range of southeastern British Columbia. Production of lead and zinc concentrates commenced in 1954 some 60 years after the initial discovery. Low cost mining methods have been employed to extract 16,0C'O tons of ore monthly from large ore bodies formed by replacement in limestone. Extensive areas in the limestone are yet to be explored and success in the search for new ore bodies is anticipated.

Education in the mineral engineering professions is in the same flux and turmoil as is the entire minerals industry. Overcapacity in some areas, undercapacity in others, and the constant fear of substitution plague education as well as industry. The exercise in long-range planning that The Society of Mining Engineers has undertaken gives an excellent opportunity to examine the problems and the opportunities in minerals engineering education. Charge to the Committee The Educational Activities Committee was asked by the Long-Range Planning Commission (LRPC) to examine SME's future role with respect to "education policy, role and organization, education department, education board, continuing education, short courses, and extension courses." This examination is timely. It follows a reorganization of SME's Education Board designed to make the Board more efficient in its operation, more responsive to the needs of education, and more active in the setting of Society policy on education. In addition, the roller-coaster cycle of boom and bust experienced by the mineral industry in the last decade has been shared by the minerals schools and has created enrollment problems that need to be addressed promptly. Within SME there is much experience on educational issues to draw from and many problems to solve. Major Premise The committee is emphatic in espousing the philosophy that SME should support, in word and in deed, the highest possible standards that can be maintained by the minerals schools. As guardians of the various mineral engineering and scientific professions (geological engineering, geophysical engineering, mineral engineering, mineral processing engineering, and mining engineering), it is appropriate for the Society to be a watchdog for academic standards. One member of the committee put it succinctly, "We need to educate engineers and technologists, not muckers." A vital and profitable minerals industry needs professionals educated by good teachers, equipped with the most modern available methods, techniques, and knowledge, and challenged by their education to be innovative contributors to their chosen profession. Such education occurs only if it takes place in an institution that is vital and challenging. SME can enhance the quality of its membership if it works to maintain the standards of the schools that graduate new members. Education does not end with the award of a degree. It is appropriate for SME to strive for continued technical quality of its membership. To this goal, SME should maintain its attention to the process of licensing professional engineers, and it must continue and expand its efforts in continuing education for the membership. Recommendations for Action The following recommendations were submitted by the committee and then amended slightly by the full commission. The recommendations have support from the SME Board. • SME Education Coordinator and Staff Department of Education - Staff support for education should be provided by someone with experience in engineering education who would be appointed as SME Education Coordinator for all educational activities: accreditation, continuing education, student affairs, and liaison with mineral schools. The Board has approved an Education Coordinator and the position has been filled. • Advisory Committee on Education - SME should recognize, by amending its committee structure, that functions important to education are filled by SME-appointed representatives to the Accreditation Board for Engineering and Technology (ABET), its Engineering Accreditation Commission (EAC), and Technology Accreditation Commission (TAC). It is suggested that these persons, plus the chairman of the Education Council, plus two other persons appointed by the SME Board, form an advisory committee on education. The oil shale from the Mahogany zone of the Green River formation in northwestern Colorado has the greatest potential in the United States for early utilization. A large reserve of adequately rich shale is available to support a sizable industry, and crushing of tremendous tonnages will be required if conventional processing methods are used. This report presents Bureau of Mines data on crushing experiments, physical properties, and related information for Colorado oil shale. Among the properties important to crushing are slab-forming tendency, resilience, slippery character of the richer grades, and heterogeneous nature of an average charge of Colorado oil shale.

Presplitting is a now a universally accepted perimeter control technique in rock excavation. The success of presplitting and the smoothness and integrity of the resulting perimeter is largely dependent on the nature of joints in any given formation. Many facets of jointing have been previously investigated. The results of the effects of joints frequency and spatial positioning were presented by the authors at the ISEE annual meeting last year. This paper includes the results of further research into the mechanism of presplit blasting being carried out at the Rock Mechanics and Explosives Research Center of the University of Missouri- Rolla.

A series of explosive detonation experiments was conducted in NIOSH’s Bruceton and Lake Lynn Experimental Mines to evaluate low level (<6 psig) detonation wave propagation behavior in single and multiple entry configurations. Entry cross-sectional area varied from 5 to140 m2 and explosive weights of Pentolite ranged from 0.24 to 2.4 kg. Behavior of the detonation wave was evaluated through recording of the pressure as a function of time and distance from the explosive detonation in single and multiple entry interconnecting tunnels. Peak pressure from detonation of an explosive in an underground mine maintains magnitude for a greater distance than is the case on the surface and is shown to follow the simple scaling rela-tionship P = 702.8(W/Vt)0.514(0.65)n, where P is the peak detonation pressure in kPa, W is the weight of the explosive charge in kg, Vt is the total volume in m3, and n is the number of splits, n = 0, 1, 2, …n. The total energy, or impulse, I, generated by these detonations can be expressed as I = 1.34(W/A)0.64n, where W is the weight of the explosive charge in kg, A is the area of the main tunnel in m2, and n is the number of side en-tries, n = 0, 1, 2, …n.

Under a DOE-funded project, four advanced flotation technologies (the Jameson cell, the Outokumpu HG Tank Cell, an open column and a packed column) were evaluated at the benchscale to identify the technology or combination of technologies that best improved fine coal recovery and reduced processing costs. The results indicated that two-stage application of the Jameson and packed column cells provided the optimal performance. Subsequently, proof-of-concept scale testing was conducted at the Cyprus Emerald Coal Preparation Plant. The results confirmed that levelized production costs were lower using two-stage cleaning with the Jameson cell followed by the packed column.

This report, 27th in a continuing series1, describes Bureau of Mines research and technologic work on coal and related investigations during 1962. While the brief discussion in each section of the report presents only the highlights of Bureau work during the year, details of many investigations can be found in publications cited in this text. Other work, reported here for the first time, will be covered in greater detail in later publications. Recent trends in coal research and technology both at home and abroad were reviewed in several publications2. Bureau research, as in the past3, continued to stress improved methods of mining, preparing, processing, and using coal. The program included a wide variety of applied and basic studies for developing information useful to the coal mining industry and the coal consumer while promoting wise conservation and utilization of our coal resources.

As part of its goal to minimize requirements for mineral commodities through conservation and substitution, the Bureau of Mines conducted research to develop molybdenum as a potential substitute for superalloys containing the strategic and critical materials, nickel, chromium, and cobalt. Since molybdenum requires protection from oxidation at high temperatures, several complex oxides of the spinel and perovskite structure were investigated to determine which possessed the greatest potential for use as oxidation-barrier coatings. Two spinels (MgCr204 and MgA1204) and five perovskites (BaHfO3, YCrO3, NdCrO3, BaZrO3, and LaCrO3) were selected for testing. Various high-temperature prop¬erties that are important for oxidation-resistant coatings were examined, including diffusion rates of oxygen and molybdenum, recession (vaporization) rates, hardness, erosion resistance, sinterability, reactivity with molybdenum, and ease of application. From the evaluation of high-temperature properties, two spinels (MgCr204 and MgA1204) stand above the other oxides as possible coatings for molybdenum. However, laboratory coatings of MgCr204 at 1,360° C (2,480° F) are equivalent or inferior to currently available MoSi2 coatings; laboratory coatings of MgA1204 may be comparable under limited conditions to currently available MoSi2 coatings at the same temperature.

Abstract -The rare-earth elements (REE) form a significant part of the group of so-called "high­ technology" metals whose glamour has attracted both the scientific community and the mining industry. Despite this attraction, world production of REE declined abruptly in 1985 and only recently has begun to approach production levels of 1984. The decline in 1985 was primarily due to decreased demand for light REE used as catalysts in the production of lead-bearing gasoline. Incorporated within the current trend toward increased production of REE is an increasing demand for higher value elements such as yttrium and other members of the heavy REE group, and for specific REE rather than mixed products . The former demand has made some Canadian deposits and prospects economically attractive despite a surplus of REE reserves on a world scale. The chief attractions of Canadian deposits such as Strange Lake, Labrador-Quebec, Thor Lake, Northwest Territories, and Kipawa, Quebec, are that they are relatively rich in yttrium and other heavy REE compared to light REE, and that they offer a potential security of supply to counterbalance the rapidly escalating dominance of China in the world market.

"In recent years, the mining industry has been inundated with new technologies and software systems to aid in productivity improvement. Accompanying this increased level of technology and computer systems has been the exponential growth in data sources and sinks for all aspects of a mining operation. This rapid growth in data and technology has evolved through vendor “push” approaches and user “pull” scenarios, the result of which has been that currently, no standards exist defining how data from new technology should be accessed and transferred from surface mining equipment and systems. Consequently, many incremental benefits of the systems have not been realized. This paper will present a discussion of this important issue and introduce a new committee formed to address standards to assist the industry in making effective use of current and future technology. Potential benefits accruing from the development of these standards will be illustrated through the use of a case study at Fording Coal Limited. IntroductionThe mining industry is currently faced with a rapid evolution in the computing-based systems capabilities of mobile production equipment. At the same time, there is a trend toward the introduction of even larger machines, with novel designs or incorporation of new technologies within existing designs. Computing and control technology will be required to operate and acquire knowledge about equipment operation, utilization, and performance. Such knowledge has the potential to lead to enhanced equipment design, more appropriate equipment selection, and optimized equipment performance. The equipment systems will be required to be integrated with mine production monitoring systems, maintenance management software, and a wealth of other information systems to provide a complete understanding of the effects of various factors such as maintenance, equipment design and production on economics (Roman and Daneshmend, 2001). This will lead to a better understanding and implementation of the opportunities to enhance the performance of the mine through interaction of the mine operations."

At the present time, whether an electric utility uses high-sulfur coal is largely determined by geographical location, clean air legislation, and the age of the power plant. Acid rain legislation may well be the new force to change the use of high-sulfur coal. A number of coal papers were presented at the SME Fall Meeting in St. Louis, MO, Sept. 1986. These papers discussed high-sulfur coal in relation to its economics, trends and prospects, value of cleaned coal, and coal-cleaning technology. The Clean Air Act of 1970 required the reduction of SO, emissions from most stationary electric-generating plant to 0.5 kg (1.2 lbs) SO2, per million Btu of heat input. It was possible for many plants to utilize lower-sulfur coal or a mixture of high-sulfur and low-sulfur coal to meet this emission requirement. This 1970 act greatly increased the use of low-sulfur western coal. The 1978 amendment to the Clean Air Act required all new plants to use Flue Gas Desulfurization (FGD) to meet a requirement of 70% reduction of potential SO2 emissions to 0.3 kg (0.6 lb) SO2 per million Btu of heat input. With the requirement to use FGD, there was little or no demand for low-sulfur western coal in new eastern power plants. If&apos; new acid rain legislation is enacted, it likely will require sizeable reductions in SO2, emissions by existing coal users. There might then be a shift to greater use of low-sulfur coals. The low-sulfur coals could come from either western or eastern mines or from cleaned eastern coals. Economics will dictate the approach older power plants will take to meet new regulationsuse FGD or low-sulfur coal. Coal use for electric power generation has changed from 1970 to 1985. Table 1, (Land, preprint 86-333) shows the change. The table shows that in 1985, US utilities used about 255 Mt (280 million st) of high-sulfur coal. Some 45 to 54 Mt (50 to 60 million st) of high-sulfur coal is being used in plants equipped with FGD and most of this use is in eastern states. This leaves 200 to 209 Mt/a (220 to 230 million st) of high-sulfur coal being used without FGD treatment. These plants are at risk if acid rain legislation is passed. Most of these plants are in the east and are more difficult to supply with low-sulfur coal. Estimates range from $20 to $30 billion capital investment and from $5 to $9 billion dollars per year operating costs to reduce SO2, emissions from those old medium-to-high-sulfur coal-burning plants. G. W. Land, (preprint 86-333), also presents tables relating to power generating costs and coal types. The author&apos;s tables are extracted from Land&apos;s tables IV and V. Table 2 here presents costs for a new plant. This includes the impact of different heat rates, fuel costs, fuel qualities, operating and maintenance costs, labor costs, and waste disposal costs. Table 3 compares estimated costs to retrofit an older plant with a limestone scrubber versus switching the same plant to low-sulfur eastern or western coal. Costs of switching include upgrading the electrostatic precipitator and - with western coal - costs of derating. Bhagwat, (preprint 86-325), details the trends in high-sulfur coal markets from 1974 to 1984. He also gives some prospects for high-sulfur coal markets, 1984 to 1994. The prospect depends mostly on whether acid rain legislation is enacted. By 1994, if New Source Performance Standards (NSPS) continue to be applied, high-sulfur coal demand from six mid-west and eastern states is expected to increase by 27 Mt (30 million st). • L. A. The contractor examined L.T. White&apos;s Patent No. 3524680 and, finding it in need of engineering refinements, proceeded with a conceptual design of a variable wall mining machine. The contractor then proceeded to assess the feasibility of the variable wall mining machine measured against the criteria specified by the U.S. Bureau of Mines. The feasibility was judged from a physical aspect, a health and safety aspect, and an economic aspect. The Variable Wall Mining Machine was judged to be feasible on all three aspects provided that certain specified practices were adopted. Description The specifications and design and performance parameters of the Variable Wall Mining System as conceptualized are summarized in Tables I and II. The system consists of a side-cutting auger operating in a string of identical 12 ft. sections, along a 500 ft. retreating longwall face. In addition to the 41 identical sections, there is a special drive and discharge section at the head gate.

This paper identifies the challenges and opportunities for mining companies and communities in investing in human rights compatible, credible, effective and representative company-community relationships. &nbsp; The paper draws on the work of Professor John Ruggie, Special Representative to the United Nations Secretary General on Business and Human Rights, and his Protect, Respect and Remedy framework for business and human rights, The CDA Collaborative Learning Project, and the experience of Oxfam Australia. This paper begins with the premise that Australian companies commence operations offshore with high expectations and a willingness to work harmoniously with local communities. However, as companies increasingly engage in global operations - particularly in weak governance and conflict zones - the challenge to establish and sustain rights compatible, meaningful, corporate community relationships and grievances mechanisms becomes both more complex and necessary. Establishing trust and honouring commitments made to communities, including legacy issues, is a critical component in good corporate community relations. &nbsp; The second part of the paper will identify some of the impacts and challenges of mining that need to be addressed in corporate community negotiations and consultation. Respect for indigenous people&apos;s rights and their right to give or withhold consent for a project to proceed is increasingly evident, as is the growing global expectations with regard to revenue transparency. As such, key challenges include: grievance mechanisms; free prior and informed consent; transparency and accountability; the gender impact of mining; resettlement, compensation and benefit sharing; and security issues. &nbsp; Finally, the paper will provide practical guidance to companies on how to establish effective corporate community relationships. It will include examples, such as human rights impact assessments, gender impact assessments, and establishing local level grievance procedures. The paper will include an Oxfam Australia case study of a dialogue mechanism at Tintaya copper mine in Peru.

"Crucible slag tests were employed to evaluate different refractory brick classes for the Cerro Matoso electric furnace. Comprehensive analysis was conducted to evaluate the crucible erosion and characterize any slag/refractory reaction products.The classes of refractories investigated were:•,tar-impregnated magnesia;•,rebonded fused grain magnesia-chrome;•,direct bonded magnesia-chrome;•,alumina-chrome;•,picrochromite; and•,magnesia-alumina (spinel).It was concluded that tar-impregnated MgO bricks were the most suitable for the slag chemistry and furnace environment according to corrosion and infiltration resistance. A picrochromite (MgCr2O4) brick performed exceptionally well with regards to erosion resistance, however, the slag infiltrated extensively through the brick pores. Alumina-chrome, direct bonded magnesia-chromite, and spinel (magnesia-alumina) bricks were evaluated as not suitable for use in the furnace."

To determine whether preheating coals before carbonization would improve the coking properties of the coals, particularly the weaker coking coals, 3 coals, 1 each from Illinois, Kentucky, and Pennsylvania, and a blend of the Illinois with a Pocahontas coal were preheated before testing for coking properties in the Bureau&apos;s BM-AGA pilot oven. The effects of preheating on the chemical and physical proper-ties of the coals and on the yields of carbonization products and strength of the coke produced from the preheated coals were determined, as were also the effects of bulk density, gaseous atmosphere, and residence time during preheating. Most benefit from preheating was found with weaker or oxidized coking coals, whereas the more strongly coking coals and blends showed little effect. Direct charging of preheated coal to the coke oven without cooling gave better coke, increased yield of tar, and decreased yield of gas. INTRODUCTION Although 94 percent of today&apos;s coal production comes from fields east of the Mississippi, the Eastern States have only about one-third of the Nation&apos;s recoverable reserves. West Virginia, which now produces more than any other State, has much smaller reserves than Utah, Colorado, and Wyoming.5/ However, the manufacture of iron and steel in Western States, which has increased greatly since World War I, is handicapped by the scarcity of high-grade coking coals, such as are plentiful in the Appalachian region. Unless a practical method of improving the cokemaking property of local coals is developed, ferrous metallurgical industries in the West must continue to use inferior coking coals and to pay high shipping charges for better coals.
