Conflict over mineral development and its impacts on indigenous peoples occurs in many countries around the world. Canada, Bolivia and Peru have experienced mine development for centuries in areas where indigenous communities have been and continue to be affected by the mining industry. On a global basis the mining industry continues to face the challenge of implementing meaningful consultation programs with indigenous peoples. Many governments around the world have adopted sustainable development as a policy and one important element of sustainable development is minimizing social conflict. John Moffet and Francois Bregha (Moffet & Bregha, 1996), in their analysis of the role of law reform in promoting sustainable development, noted that stakeholder participation can reduce this type of conflict. Social conflict can result in expensive litigation and costly project delays for mine developers. Meaningful consultation with indigenous peoples in areas where mine development is proposed can be a critical factor in securing a social licence to operate. A report released by the United Nations in 2005, outlined the elements of a concept called ?free, prior informed consent? (FPIC) that promotes more sustainable development. FPIC provides that mineral exploration and mining should not proceed unless the mining company has secured the consent of the relevant indigenous group(s). This paper employs a comparative approach to evaluate the extent to which three active mining nations, Canada, Bolivia and Peru, require consultation with indigenous residents and adhere to the principle of FPIC. The comparative approach assists in the identification of those consultation elements in the legal regimes of each country that can minimize social conflict in mineral exploration and mine development and therefore contribute to more sustainable development. First, we examine the legal requirements to consult with and accommodate indigenous communities in Canada, a country with a long history of mineral development over a large geographic area that has entrenched in its Constitution the protection of indigenous peoples? rights. We then turn to an analysis of Bolivia, one of the most indigenously conscious mining jurisdictions that has followed the Canadian lead in entrenching constitutional protection for indigenous peoples. Third, the approach to consultation with indigenous peoples in Peru, a nation that has not adopted the Canadian and Bolivian approaches to constitutional protection of indigenous peoples rights, is considered.

The ownership, management and employment structures operating in the Australian minerals industry have dynamically evolved during the last 30 years. One of the most dramatic changes, from an exploration and mining geology perspective, is the reduction of in-house geological expertise and an ever increasing reliance on contract and consulting services.For all companies - big and small - two key issues resulting from these changes are the management of core geological intellectual property (IP) and competitive advantage. This is because there are less experienced geologists at exploration and mine sites, there are fewer head-office technical service teams to support mine sites, exploration teams are smaller with less specialists employed, and there is an ever-greater dependence on contract and consulting services.This paper reviews and explores these issues with an industry-wide geological context, then provides a case study of how Newcrest Mining Limited (Newcrest) has dealt with these issues in exploration. Newcrest has grown from a one-mine company with an Australian exploration focus, to a large global company with multiple operations and an extensive international exploration portfolio. The production and processing of crude petroleum and natural gas are the dominant economic sectors of the Middle East. The 15 countries that constitute the region accounted for 28% of world crude petroleum output, 17.2% of world natural gas plant liquid production, and 5.3% of world dry natural gas production. Only Cyprus and Lebanon were not crude petroleum producers. About 66% of total world crude petroleum reserves and 31 % of total world natural gas reserves are in the Middle East. Transportation and port facilities in the region are geared to expediting efficient and rapid shipment of these materials. Export sales of these fuels provide funding for further diversification of the mineral industry. Additional development of downstream facilities for producing energy-intensive metals such as aluminum and byproducts of the fuels such as petrochemicals and fertilizers can be expected. Earnings from the industry are also channeled by several Governments in the region to mineral industry projects in Africa and elsewhere. Several countries in the region own major petroleum refineries and distribution facilities worldwide. Petroleum prices rose overall during the year owing to the invasion by Iraq of Kuwait in August 1990. Output from both countries, the fourth and fifth largest producers, respectively, in the Middle East, was negatively affected by the war. Kuwaiti crude oil wells and pipeline facilities suffered extensive war damage while exports of petroleum and petroleum refinery products by Iraq ceased owing to a U.N. embargo. The embargo also impacted Jordan, an exporter of phosphate and potash. Shipments of crude petroleum by pipeline from Iraq through Saudi Arabia and Turkey and by vessel through the Persian Gulf were terminated. However, the loss in production from Iraq and Kuwait was more than made up by accelerated output from other Middle East and world producers. Saudi Arabia, in particular, with its excess production capacity, accounted for the largest portion of the increase.

The complexity of the reduction process combined with the fact that under different experimental conditions the controlling stage for the reaction may not necessarily be the same, has led experimenters in this field to a wide diversity of opinion regarding the reaction mecl1anism. As a rule, each investigation has been restricted to the study of one or two variables over a comparative]~• narrow range of experimental conditions, and consequently, it be-comes necessary to examine the significance of each published work in the light of the results of other experimenters in the field.

In order to effectively use of low rank coal, the thermally dissolve coal (TDC) was extracted from four kinds of low-rank coals by N-2-methyl-2-purrolidinone (NMP) at high temperature and high pressure. The structures of thermally dissolve coal and residues were characterized by element analysis, FT-IR spectra. The effects of temperatures, coal rank, solid-liquid ratio and extraction time on the extraction yields of TDC were studied, respectively. Moreover, the extraction mechanism of TDC at mild conditions is proposed. The results show that the ash contents of TDCs from four raw coals are significantly lower than that of raw coals, and the volatile contents and H/C are significantly improved. For KL coal, with the increase of temperature, the extraction yield of KL-TDC is improved evidently from 33.75% to 56.25% and the ash content is decreased from 0.57% to 0.49% at 350 °C.

The productive capacity of natural-gasoline and cycling plants in the United States on January 1, 1958, was 48.8 million gallons per day, according to the Bureau of Mines biennial survey. This represented an increase of 2.4 million gallons per day during the 2-year period since the last survey. In the previous 2-year period, capacity had increased 7.5 million gallons per day. The major increase in operating capacity occurred in Texas and New Mexico. In New Mexico, capacity increased 43 percent. The total number of plants decreased from 600 on January 1, 1956, to 584 on January 1, 1958. The number of operating plants decreased from 571 to 558. Five new plants were completed in Colorado, increasing the number of operating plants from 7 to 12.

In the five coalfields of Staffordshire, there have been some 43 incidents of spontaneous fires and heatings which have required special attention in the past ten years. This total excludes incidents in the Thick Coal Seam of South Staffordshire, which was worked until 1967, and which was subject to an almost continuous series of heatings. The incidents have been classified to show the sites of occurrence, the contributory factors which may have caused them and the treatments applied to them. The remedial techniques, as practised in Staffordshire, are dealt with in detail, with particular reference to standard methods of stopping-off. Precautionary measures taken are described, including a "liability to spontaneous combustion" classification of all seams, and the setting up of an emergency organization with emergency stocks of materials and equipment. The paper is concluded by a few words on the organization and control at the time of an incident.

A new analytical formula for predicting ground vibrations induced by blasting is proposed. One factor accounts for geometrical spreading. One factor corresponds to inelastic attenuation. The geometrical spreading function is based on likely source geometries, idealized as either square-root, cube-root or site-specific scaling, and on the propagation characteristics of predominant wave types. The inelastic attenuation is approximated by an exponential function. The empirical constants in these functions are backcalculated from field measurements. Regression analysis has been performed on twenty-three sets of measured data in order to determine the validity and the effectiveness of the proposed method. In many cases, the proposed method gives better correlation than the conventional method. In most of the remaining cases, there was no difference between the two methods. Best-fit lines given by the proposed method fit the data trend very well, especially at large scaled distances. At large distances the proposed method gives a prediction much closer to the actual values than the conventional methods. The statistical analysis shows not much difference between square-root, cube-root or site-specific scalings.

THE IMPORTANCE of infrared and ultraviolet-visible spectrometry in studies of the structure of coal and similar substances is described. Special experimental techniques have been developed for these studies. Thin sections of coal are preferred, but halide pellets are easier to prepare. Information obtained from infrared spectra on chemical functional groups has been discussed; the importance of both intensities and wavelengths of absorption bands has been emphasized. Functional groups assigned include aliphatic and aromatic CH, methylene and methyl groups, hydrogen-bonded hydroxyls, hydrogen-bonded and chelated carbonyls, phenolic structures, minerals, and aromatic structures that are benzenoid or polynuclear. Infrared studies of structures of coal extracts, distillates, and reaction products of various processes, both chemical and physical, are discussed. Coallike infrared spectra of chars of model compounds have been utilized extensively in studies of coal structure. Ultraviolet-visible absorption spectra of coals show a lack of fine structure and low spectral intensities. These results have been applied to the questions of the chemical and physical structure of coal, particularly the question of polynuclear aromaticity of coals. The color of coal is also treated. The physical-chemical origin of the color of coal may be due to free radicals, as interesting correlations of ultraviolet-visible spectra with electron paramagnetic resonance have been obtained. The optical color of coal has been explained and simulation of the color changes observed in thin sections has been carried out, The spectra and structure of coal derivatives and other carbonaceous materials are also discussed. Possible sources of error in absorption spectral measurements are pointed out. Limited measurements of the ultraviolet-visible reflectance spectra of coal are described.

Design plans and detailed cost estimates of mining and treating ore from Maggie Canyon deposit by two alternative methods which can be used in the event of a sudden need to exploit this resource are given . Lower costs are estimated for the operation employing oil - emulsion flotation . The total capital investment required for this operation is estimated at $ 11,750,000 . Assuming an 85 percent recovery in mining , 55.6 pct of the manganese in the ore reserve would report in 153,333 tons of ferromanganese containing 75 pct manganese . The production cost for the 5 - year operation would be about $ 245 per ton of ferromanganese . The total annual operating cost would be approximately $ 7.5 million , distributed , in pct , as follows : Mining 11.9 , milling 24.4 , sintering 9.9 , smelting 47.2 , hauling ore and sinter 2.8 , and general offices 3.8 . Recovery and costs are both higher for the operation employing dithionate leaching . In this operation the required investment is about $ 17,220,000 . Manganese recovery would be 67.6 pct in 186,160 tons of ferromanganese . Production cost would be about $ 284 per ton of ferromanganese . The total annual operating cost would be about $ 10,575,000 , distributed , in pct , as follows : Mining 8.4 , milling 44.4 , sintering 7.4 , smelting 34.7 , hauling ore and sinter 1.3 , and general offices 3.8 . Potential process modifications might reduce the operating cost of the first operation by as much as 7 pct and that of the second operation by as much as 9.5 pct , but exploitation of the deposit by the techniques studied is not economical today .

The number of completed petroleum refineries in the United States continued to decline in 1938, but the total capacity to process crude oil increased materially. This information was obtained in connection with the Bureau's annual canvass of refinery capacity as of January 1, 1939. In spite of the addition of a half dozen plants in Illinois and the inclusion in this year's list of several more "pot-stills" in Montana, the total number of plants, and inactive, declined from 551 on January 1, 1938, to 538 on January 1, 1939. was entirely in shut-down plants, as the number of operating plants rose from both active The decline 431 to 435. Yost of the plants dismantled were situated in Wyoming and Texas, parts or several from the latter being transported to Illinois. About 10 more East Texas refineries were dismantled in 1938, leaving about 15 plants in the field, only 8 of which were operating on January 1, 1939. Although the total completed capacity increased from 4,351,151 barrels on January l, 1938, to 4,508,555 barrels on January l, 1939, the operating capacity declined, and the inactive capacity increased about 50 percent, or from 380,955 to 574,770 barrels. These shifts in capacities reflect the comparative slump in the refining industry in 1938 after the prosperous year 1937. Daily average crude runs in 1938 were 3,192,000 barrels, from which it may be figured that the operating ratio for the active units was about 81 percent of crude and for all completed equipment 74 percent. The highest daily throughput in 1938 was about 3,400,000 barrels, at which time the reserve capacity represented in the active equipment was at least 500,000 barrels, in addition to about that much capacity shutdown. In an emergency, much more reliance could be placed on the reserve capacity of the active equipment, as much of the shut-down capacity is obsolete at present specifications and prices. Regarding obsolescence, the refiners reported 418,165 barrels of their idle capacity in good condition on January l, 1939 and 156,605 barrels in poor condition. However, it is probable that the former reflects an optimistic viewpoint. Refinery activity, as represented by new construction and dismantling, declined materially in 1938. The new capacity added in 1938 was 378,350 barrels compared with 394,680 barrels in 1937. Probably 1939 will see a much larger decline, as the new capacity under construction on January 1, 1939, totaled only 142,250 barrels compared with 283,020 barrels the preceding year. "The present research work deals with directional solidification (DS) of both Al-15wt.%Si and Al-15wt.%Si-1.5wt.%Mg alloys and further characterization of the related microstructures. The growth of refined primary Si and refined eutectic is well-known as positive in order to improve mechanical properties of the Al-Si based alloys. Alloying is also an effective method to strengthen the Al-Si based alloys, in which Mg is considered an important alloying element. However, lack of investigation regarding the effects of Mg on microstructure of these alloys is noted. So, in the present research work emphasis is given on both dendritic and eutectic growth being affected by solidification kinetics (V-growth rate and G-thermal gradient) during transient directional solidification. Experimental evolutions of microstructural spacing of both alloys have been determined which becomes possible to understand the effects of Mg coupled with the effects of growth rate on the final microstructural arrangements. A direct comparison of the tensile mechanical properties obtained for the alloys is also performed. It is shown by these correlations that the addition of Mg generally improves the tensile mechanical resistance with a minor decrease in ductility. Furthermore, the Scheil solidification path of the ternary Al-Si-Mg alloy was determined using the computational thermodynamics software Thermo-Calc, resulting in the following sequence of precipitation: Liquid-Si-a (Al)+Si- a(Al)+Si+Mg2Si. This sequence is compared with the experimental microstructure findings.INTRODUCTION Al-Si alloys containing from 4wt.% to 22wt.% Si comprise more than 90% of all Al-based castings. Parts manufactured with these alloys have a wide range of industrial applications due to their excellent castability, crack resistance, good corrosion resistance, good weldability, low density and high strength (Bray, 1976; Zolotorevsky, 2007; Reyes, 2017). Hypereutectic Al-Si alloys are widely used and researched in the automotive and aerospace sectors due to the low coefficient of thermal expansion, resistance at high temperatures, good wear resistance and high strength (Reyes, 2017; Tebib, 2013). Above the equilibrium eutectic composition (~12.5wt.%Si) the amount of primary Si particles becomes significant (Lasa, 2003). In the place of conventional hypoeutectic Al–Si, there is growing interest in hypereutectic Al–Si alloys as a candidate material for the high-quality engines because a higher volume fraction of silicon may bring about superior properties (Matsuura, 2003)"

Casting is the most economical route to transfer raw materials into readily usable components. The economics of casting would be more pronounced and better realized, if there are no or limited necessary post fabrication treatments. Therefore, there is an urge towards near or net-shaped casting as there are significant advantages over conventional casting including reduction of component weight, excellent surface finish, higher strength and integrity of the as-cast parts, closer tolerance, and the ability to produce pore-free parts by controlling the solidification shrinkage. The concept of near or net-shaped casting is currently employed for both semi-finished products such as strip-casting and finished shaped casting, as in case of high pressure die casting or squeeze casting. The full potential of this process yet to be explored and is expected to be realized within the next 10 years, especially in case of strip casting. The current article discusses different near or net-shaped casting routes currently employed for fabrication of high integrity finished products with main emphasis on aluminum-silicon alloys. In this regard, attempts will be made to identify the key parameters during fabrication and highlight the importance of process control and optimization in fabricating premium quality cast products. This report describes a statistical analysis of 41,502 respirable quartz dust samples collected from 1974 through 1981 in metal and nonmetal mines and mills. The goal of this Bureau of Mines study was to identify commodities and occupations associated with high quartz dust exposure so that future enforcement and research activity can be focused on the high-exposure areas. For this analysis, the Bureau used its computerized Mine Inspection Data Analysis System (MIDAS), which contains data on nearly 350,000 air samples, including data for 61 contaminants in 45 commodities. The samples analyzed were collected by inspectors of the Mine Safety and Health Administration (MS HA). The data were entered into the MIDAS computer and coded according to commodity, occupation, location, and other categorical information. Occupations an. commodities with high quartz dust exposure were identified by grouping the data by code categories. Workers at sandstone, clay and shale, and miscellaneous nonmetallic mineral mills had the highest quartz dust exposures. Within these mills, occupations with high exposures were baggers, general laborers, and persons involved in crushing, grinding, and sizing operations. Dust concentrations in these mills were not necessarily the highest, but because the dust contained a high percentage of quartz, the health risk from dust exposure was the greatest.

Methane emissions from the active face areas and from the fractured formations overlying the mined coalbed can affect safety and productivity in longwall mines. Since ventilation alone may not be sufficient to control the methane levels on a longwall operation, gob vent boreholes (GVB), horizontal and vertical drainage boreholes, and their combinations are drilled and used as supplementary methane control measures in many mines. However, in most cases, the types of degasification wellbores chosen are decided based on previous experiences without analyzing the different factors that may affect this decision. This study describes the development of an expert classification system used as a decision tool. It was built using a multilayer perceptron (MLP) type artificial neural network (ANN) structure. The ANN was trained using different geographical locations, longwall operation parameters, and coalbed characteristics as input and was tested to classify the output into four different selections, which are actual degasification designs that US longwall mines utilize. The ANN network selected no degasification, GVB, horizontal and GVB, and horizontal, vertical and GVB options with high accuracy. The results suggest that the model can be used as a decision tool for degasification system selection using site- and mine-specific conditions. Such a model can also be used as a screening tool to decide which degasification design should be investigated in detail with more complex numerical techniques.

The total number of petroleum refineries in the United States on January 1, 1958, was 318 and their total crude-oil throughput capacity was 9,407,707 barrels per day, according to the Bureau of Mines annual survey. During 1957, 3 new refineries began operating while 4 refineries were retired. Although there was 1 less refinery, the total crude-oil throughput capacity at the beginning of 1958 was 284,033 barrels per day, or 3 percent, more than the January 1, 1957, level. During 1957 all refinery districts showed increases in capacity. The largest increase, 27 percent, occurred in the West Coast district followed by the Indiana-Illinois-Kentucky district with 14-percent increase and the Texas Gulf Coast district with 13-percent increase. The national increase in capacity had the effect of raising the capacity of the average refinery from 28,601 to 29,584 barrels per day. New crude-oil capacity under construction on January 1, 1958, totaled 185,265 barrels, and an additional 297,885 barrels capacity was reported building as replacement for existing facilities. Included in total new construction were 2 new refineries, 1 in Washington and another in Texas, with planned processing capacities of 45,000 barrels and 8,550 barrels per day, respectively.
