The 26th international APCOM symposium, hosted by The Pennsylvania State University, was held Sept. 16 to 20, 1996 in University Park, PA. Conducted about every 18 months throughout the world, APCOM symposia focus on the Application of Computers and Operations Research in the Mineral Industry. The APCOM International Council is the governing body of the symposia and determines the symposium’s locations and sponsorships. This group is composed of the nine permanent (voting) members. They include the University of Arizona, Colorado School of Mines, Pennsylvania State University, Society for Mining, Metallurgy and Exploration, Inc., Canadian Institute of Mining, Metallurgy and Petroleum, South African Institute of Mining and Metallurgy, Technical University of Berlin, Institution of Mining and Metallurgy and Australasian Institute of Mining and Metallurgy. The three nonvoting members are Moscow Mining Institute, China Institute of Mining and Rudarski Mining Institute of Slovenia.

The long-term supply of nickel to society was assessed with theWORLD7 model for the global nickel cycle, using new estimates of nickel reserves and resources, indicating that the best estimate of the ultimately recoverable resources for nickel is in the range of 650–720 million ton. This is significantly larger than earlier estimates. The extractable amounts were stratified by extraction cost and ore grade in the model, making them extractable only after price increases and cost reductions. The model simulated extraction, supply, ore grades, and market prices. The assessment predicts future scarcity and supply problems after 2100 for nickel. The model reconstructs observed extraction, supply and market prices for the period 1850–2020, and is used to simulate development for the period 2020–2200. The quality of nickel ore has decreased significantly from 1850 to 2020 and will continue to do so in the future according to the simulated predictions from the WORLD7 model. For nickel, extraction rates are suggested to reach their maximum value in 2050, and that most primary nickel resources will have been exhausted by 2130. After 2100, the supply per capita for nickel will decline towards exhaustion if business-as-usual is continuing. This will be manifested as reduced supply and increased prices. The peak year can be delayed by a maximum of 100 years if recycling rates are improved significantly and long before scarcity is visible.

"The Copper Mountain mine of Gaspe Copper Mines, Limited was brought into production in January, 1968.This paper describes the organization, scheduling and control of maintenance of large open-pit equipment, including 8-cu.yd shovels and 85-ton electric-wheel haulage units. The facilities for repair as well as maintenance are also described, including repair shops and field repair equipment. Maintenance costs are discussed and particular reference is made to tire inspection, records and costs."

Australian mines have traditionally relied on diesel powered vehicles to fulfil their light vehicle needs. There are many reasons for the resources industry to review its use of diesel-powered vehicles. The international industry has developed projects to explore the use of Battery Electric Vehicles (BEV) as a more sustainable alternative to traditional diesel-powered vehicles. While the technology for cost-effectively applying modern high-performance lithium-based batteries to the mining environment has existed for over a decade it is yet to be widespread throughout the industry. Through the collaboration of Safescape, 3ME Technology and Kirkland Lake Gold, with funding from Mining Equipment technology services (METS) Ignited, the project has focussed on advancing the Australian METS sector’s capability in the rapidly approaching implementation of BEV technology. This paper reports on the collaborative approach to develop a prototype vehicle; explains the selection criteria for the various components of the vehicle; and details the risk-based approach to developing a scalable product to replace existing underground light vehicle fleets. The prototype vehicle was tested underground at Kirkland Lake Gold’s Fosterville operations in Victoria beginning in October 2019. Reporting from these trials focusses on the key factors affecting underground operations. These include driveability, safety, charging and cycle times. Gathering data around energy consumption through normal daily duties enabled a model of energy consumption and charging requirements to be developed such that various applications of the electric vehicle can be considered against existing diesel-powered vehicles. This has provided insight into the impact on daily operations, and the way forward for large scale implementation.

Owing to the selective oxidation and uneven combustion that occur on the surface of carbon anode, some carbon particles detach and form carbon residue, which is defined as spent anode slag (SAS). The highly graphitized and toxic impurities such as fluorite ( CaF2), corundum (α-Al2O3), and cryolite ( NaAl11O17) are crucial components of SAS resource but are difficult to separate from graphite. This study developed a method of using water-soluble (emulsified) kerosene to separate the carbon particles from the toxic impurities in the SAS resource. The flotation purification approach of utilizing conventional kerosene was experimentally investigated and compared with that of using water-soluble kerosene. The results showed that with the use of emulsified kerosene, the maximum combustible matter recovery of the carbon particles was 89.86% while that of using traditional kerosene was 80.30%. The emulsified kerosene was comprehensively examined by various instruments to clarify its adsorption mechanism on the carbon particle surfaces. Because of the superior dispersibility of emulsified kerosene, it effectively envelops carbon particles with a smooth surface, oxygen-containing functional groups, and hydrophilic C–F bonds, thereby increasing the surface hydrophobicity and flotation responses of targeted carbon particles.

In the mining of coal the trend is toward more and more mechanization. This increased use of machinery to replace hand labor is assuming many new forms and presents a constantly changing aspect. Safety engineers must be alert if the many electrical problems resulting from these new installations are to be handled safely. Some of these problems present possible electrical hazards that may be overlooked by the safety engineer unless they are called to his attention by one who has made a special study of the conditions. The foregoing is especially true of conveyor systems of mining. The terms "conveyor systems" and "conveyor mining" as used in this paper refer to those systems in which various types of conveyors are employed to transport coal away from the working place. In some mines this means complete elimination of track, cars, and locomotives. In others it means that conveyors take the coal from the working place to a convenient loading point, from which transportation is completed by cars and locomotives.

ADVANCES in mining and processing technology made it possible to reopen the De Beers diamond mine in South Africa, originally located in 1871 by Cecil Rhodes and closed in 1908. Radioactive material was used to indicate the efficiency of hydro-cyclones used in diamond concentration. Added interest was shown in recovering diamond from the sea off the coast of South-West Africa. Production of crude artificial abrasives declined because demand was paritally met by withdrawals from stocks. The value of graded grain-coated abrasives and grinding wheels surpassed those of 1962.

In the field o f Metallic Zinc: (1) Construction of further continuous vertical retort smelting capacity in the United States and Germany. (2) Expansion of fractional distillation capacity in the United States. (3) Great expansion in the zinc-base die-casting industry in the United States and abroad. (4) Wide acceptance of heavy galvanizing by the steel industry. (5) Construction of the first commercial wire electroplating plant for putting on heavy coats of pure zinc. (6) Firm establishment and appreciable expansion of the practice of using zinc dust as a reducing agent in the organic chemical industry.

Pressure acid leaching of nickel laterite ores typically involves the production of an intermediate product that is releached and refined to pure nickel and cobalt products. BHP Billiton is developing the Ravensthorpe Nickel Project to produce up to 50,000 t/y of nickel via a mixed hydroxide intermediate, which will be refined at its Queensland Nickel (QNI) Yabulu Refinery near Townsville, Queensland. The hydroxide precipitation flowsheet has been adapted to process high magnesium ores through an atmospheric leach stage, eliminate iron(III) as jarosite and oxidise iron(II) during neutralisation. The neutralisation conditions are controlled to precipitate aluminium, chromium and silicon, and to ensure good solid-liquid separation. Soluble impurities such as magnesium are purged with the tailings stream and will be managed over the long term by crystallisation in evaporation ponds.

Even though project management is successfully used throughout the world in various construction projects, underground mining has unique characteristics that require approaches that vary from classical project management theory. Typically, a project includes four main stages: definition, planning, implementation and control. Definition and planning are often the most overlooked stages, but are arguably the most important. This paper addresses practical techniques for the definition and planning of projects for underground construction.

Pall has developed and supplied to several airlines cabin air libers to provide clean air for passengers and crew in flight, while reducing airline operating costs. Most of today's modern commercial passenger aircrafts employ cabin air recirculation as a means of reducing operating costs. With large numbers of passengers being subject to an increasing proportion of recirculated air for hours at a time, the matter of cabin air quality, with particular respect to the health effects on passengers and crew, has to be addressed. Commercial pressure will ensure that the airlines and aircraft manufacturers will not revert back to the total fresh air systems of the 1960s and 1970s. In fact, feasibility studies are already being undertaken to look at increasing the proportion of recirculated air to 80% and above. With the application of specialist nitration technologies. Pall is able to ensure that the requirements for economy are met whilst ensuring that the air is effectively rendered as 'fresh air’ each time it is recirculated.

Despite the fact that a great many industrial processes depend on efficient contact between a gas stream and a bed of broken solids for their operation, the data in the literature are very meager. Several investigations3 have been undertaken, but the work has been limited in scope and application. BUREAU OF MINES PROGRAM OF RESEARCH For the past 10 years the United States Bureau of Mines has been engaged in research with the object of formulating a more or less complete quantitative theory of the workings of the iron blast furnace. Obviously, in order to do this one of the essentials is to have considerable definite information on the laws of gas flow through beds of broken solids. This report in a brief summary of the experimental work on the problem which has been done at the North Central Experiment Station. The complete report with more detailed tabulation of the data and explanations of the experimental procedure is in process of publication in the form of a bulletin.

World mineral production is dominated by six countries - the U.S., the U.S.S.R , Canada, South Africa, Australia and China - which also hold most of the reserves of the world?s minerals. For the developed and centrally planned countries, there is a strong positive correlation between the mineral production of a country and its land area: there is no correlation between mineral production and land area for the less developed countries. These facts imply that, after taking due account of geological controlling factors, a country may expect to produce minerals in approximate proportion to its land are a provided that political, economic, and historical factors are conducive to mineral exploration and mining. Contrary to popular political belief in many parts of the world, the developed countries are the major source of mineral imports for the industrialized countries. Moreover, exports of ores and minerals account for a relatively small par t of world trade, and are an important factor in the export picture of only a few of the less-developed countries. The looming resource confrontation between the developed and the less-developed countries is based largely on the false premise that the industrialized countries of the world are minerals-poor and owe their wealth to cheap minerals from the less-developed countries. The data presented refute this. Geological controls are relatively minor in the present distribution of world mineral production; political and economic factors are dominant. It is argued that an expansion of world trade in minerals - based on increased exploration and new forms of finance for mining ventures - rather than cartels, price-fixing and trade restrictions is by far the preferable solution to the problem of redressing the legitimate grievances of the poor countries of the world.

"The SART Process was introduced to the gold mining industry in the late 1990s and several commercial plants were built over the following 10 to 15 years. Most of these plants have operated well and enjoyed plant performance in line with expectations based on the underlying chemistry of the process. However, two of the plants have consistently suffered from high reagent consumption and poor product quality, which has motivated a re-examination of the process fundamentals.The primary product in the SART Process is synthetic chalcocite, Cu2S, and the stoichiometric requirement for sulphide addition is therefore 0.5 moles per mole of copper in solution. It is shown here that when sulphide is added in excess of this amount (generally with the express purpose of lowering residual copper in solution) it not only fails in its intended purpose, but can have a negative impact on the settling and filtration characteristics of the copper sulphide product, as well as the final product quality. Moreover, these problems are exacerbated the higher the selected operating pH in the pH 3 to 5 range, and the longer the residence time of slurry in this pH range.Freshly precipitated copper sulphide compounds are known to be very fine and slimy, with poor settling and filtration characteristics. It is therefore important to engineer the SART Process in such a way as to encourage growth in the average particle size of the precipitate crystals. This was the rationale for recycling a portion of the thickener underflow to the primary reactor when the SART Process was developed. However, the theory of crystallization predicts that compounds of extremely low solubility, such as chalcocite (Cu2S: KSP = 10-48), are unlikely to experience growth in crystal particle size through heterogeneous nucleation and are more likely to grow through aggregation. On this basis, the SART practice of recycling a portion of thickener underflow to the primary reactor in the commercial plants is unlikely to lead to crystal growth via nucleation, and could in fact promote breakage of the aggregates that formed in the thickener. Recycling thickener underflow could therefore have the opposite of the desired outcome. The result of testwork that is reported here lends credence to this theory and questions the wisdom of recycling in the SART process."

The Golden Sunlight Mine (GSM) began operation in 1982 with a strong commitment to environmental stewardship and the local community. This commitment ensured the long-term physical, chemical and ecological stability of the mine site and maintained an active partnership with local stakeholders. Concerns for economic development intensified as mine closure loomed on the horizon and fostered the inception of the Community Transition Advisory Committee(CTAC).This coalition of interested area stakeholders has the primary focus to sustain current mining operations while concurrently seeking alternative post-mine economic development opportunities utilizing existing mine assets. Accomplishments include development of an Asset Re-utilization and Post-closure Plan, a community survey regarding the impending mine closure, recruiting an international wind energy company to develop a wind farm, and development of an industrial/business park. The synergy of this strong partnership is key to meeting sustainability goals and enhancing potential future mining operations. The cooperative effort of the GSM and the local stakeholders is a success story that could be a role model for other mining operations.

By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." The Imperial Smelting Process for the simultaneous production of zinc and lead is probably regarded by the ecologist as a necessary evil with the benefits of its products marginally outweighing the adverse effects of its operation. The purpose of the paper is to examine the environmental impact of the process and to provide information which will demonstrate that the process has considerable indirect environmental benefits and that success is being achieved in reducing direct pollution of the environment by the process. About 12 per cent of the world's zinc and seven per cent of its lead is produced by the process. This proportion will increase with the construction of a new smelter in China. After a brief description of the process the paper considers one of its principal advantages, its ability to treat bulk concentrates. The production of these at the mine can have a number of environmental benefits. Less comminution may be required to separate the metals from the gangue than is needed to separate them from each other; recoveries can be improved in flotation resulting in cleaner tailings dams, less power demand and reduced consumption of potentially hazardous reagents. Simplification of mining and above ground ore handling may also give significant benefits . The process is a considerable consumer of secondary materials such as galvanisers' ashes, copper smelter dusts and materials containing zinc and lead derived from steel plant dusts. The majority of these materials are fed to the blast furnace after hot briquetting. The consumption of secondary materials is a considerable environmental benefit since otherwise they would require to be dumped in secure land-fill sites. The operation of the process itself continues to be subjected to increasingly stringent environmental standards of which examples are provided. Details are provided of lead emissions at Avonmouth showing considerable success in reducing these while increasing production. The slag from the process continues to find many useful applications.

One of the more important functions of the Federal Bureau of Mines is conservation of the life and health of employees of the mineral and allied industries. Since its very beginning the Bureau has encouraged competition between mine rescue and first-aid teams as a means of stimulating interest in safety and accident-prevention work. In addition to sponsoring competition on a national and international scale during the past 45 years, the Bureau has also assisted State mining departments, mining companies, and mining organizations in holding State, district, company, and other local meets. This assistance includes providing instructors to train teams, judges, and other contest officials. The Bureau has also furnished problems and outlines for working them, judges I discount sheets (scorecards), contest rules, and problem judges. In fact, Bureau representatives participate in nearly all State, district, and company contests and have bad complete charge of some contests.

The use of yield index, the product of the yield and gangue rejection, for the optimization of separation processes is presented. The characteristics of the yield index are contrasted with separation efficiency calculations and applied to laboratory froth flotation and washability data. Data from continuous froth flotation tests conducted to "optimize" froth flotation using process optimization software were also evaluated with the yield index procedure.
