WAR necessities have spurred inventive genius in many fields. A grinding mill without any moving grinding parts stirs the imagination. Among the new and striking accomplishments in the heterogeneous group of nonmetallic industrial minerals is the use of an electric arc to speed up manyfold the difficult and delicate task of drilling a microscopic hole in a diamond, the hardest of all known substances. Outstanding in the field of optical research is the ability that man has developed to improve upon nature by making in the laboratory optical crystals many times larger than those usually found in rocky crevices. These are merely samples of numerous events and circumstances of noteworthy import, many of which are recorded in this review. Termination of the second World War in 1945 permits an appraisal of the effects of the conflict and the probable effects of the coming restoration of a peacetime economy on the nonmetallic mineral industries. Some industries were stimulated greatly by the war, notably mica, quartz crystal, graphite, spinning asbestos, potash, fluorspar, barite, and refractories. The large-tonnage industries connected with the building trades, however, were forced to curtail their activities, except where their products were needed for wartime construction. Their reconversion to peacetime production will not be difficult.

Concern over possible wartime shortages finally resulted in passage of the Strategic Materials Act in 1939. As authorized by one section of this legislation, the Bureau of Mines proceeded to investigate deposits of seven strategic minerals with the objective of developing tonnages of low-grade material that could be mined in an emergency. During the war, the size of the program and the number of strategic minerals were increased, and the objective was the more immediate one of aiding production. Since the war, the size of the program has been reduced, but the number of minerals on the strategic list continues to be large. The objective has returned to that of 1939. In the course of the program, more than 10,000 examinations were made and about 1,300 projects were run on deposits of 33 different commodities. A considerable contribution to war production was made in six of the commodities investigated, and a minor contribution was made in twelve others. Substantial reserves have been indicated in 19 minerals. Private interest is currently active in some of the deposits developed in 14 commodities.

Sapping and mining have constituted an important part of siege operations ever since powder came into general use in Europe. Before this period, famine was the main weapon in the hands of the besiegers, and the history of the middle ages is replete with accounts of sieges lasting two and three years. With the advent of explosives, a position impregnable to assault might be readily won by mining under, and blowing up, its defences. The natural offensive against this method of attack is to countermine and stop the attackers underground before their objective is reached. Thus developed the art of military mining. The French and British, in the Peninsular war, were adepts at this method of warfare, and the explosion of a mine and the formation of a breach were the usual preludes to the general assault of a position. In the Crimea, at Sebastopol, the British and Russians did a lot of underground fighting, as the old maps of their galleries, now in the museum at Chatham, will testify. In the siege of Port Arthur, in still later times, the Japanese and Russians were hard at it as well.

The Middle East consists of vast deserts that reach temperatures up to 50 degrees Celsius, with some areas characterized by endless sand dunes. When the project team selected the location for a large new transportation project, little did they know that the site would be characterized by soft, nearly normally consolidated silt and clay extending below a thin sand crust. Searching for solutions, the design team elected to reinforce the subsurface with Rammed Aggregate Pier® (RAP) ground improvement elements and desired verification that the novel method would stand the test of prolonged static loads. Because the concrete pavements would serve to spread the load, a “zone load test” was performed, consisting of applying a uniform bearing pressure of 150 kPa over a 7.5m square concrete footing. Unlike individual pier load tests, the zone test allowed the project engineers the opportunity to confirm design parameter values under large-loading area conditions, a situation not often available to most designers. This paper presents the results of the zone load test whose results may be interpreted to better understand design parameter values. This paper is of particular significance because it adds a value contribution to the relatively few numbers of “group load tests” available in the literature for ground improvement applications.

Foram medidas a dureza Vickers e a quantificação das fases, austenita e ferrita, usando o método de contagem por pontos. A textura cristalográfica foi obtida via técnica de EBSD. A textura cristalográfica da fase ferrítica no estado de fornecimento e recozida apresentou as fibras a //DL e q {100} //DN mais intensas, enquanto a fibra g {111} //DN aparece com intensidade menor. Na fase austenítica as principais componentes encontradas com maior intensidade estão na fibra a //DN e na fibra b com menor intensidade.

US coal consumption reached new heights in 1985, but production was constrained by excess consumer inventories. Domestic consumption of coal reached a record 742 Mt (818 million st) during the year. This is a 3.4% gain over the previous consumption high 718 Mt (791 million st) in 1984. An additional 84 Mt (92.7 million st) of US coal were shipped abroad in 1985, up 13.7% from exports a year earlier. Coal production in 1985 totaled 804 Mt (886 million st), 1.1% below the record 813 Mt (896 million st) produced in 1984. The slight decline in coal output is attributed primarily to a 13% drawdown of large consumer stockpiles built up in 1984 in anticipation of a miners strike that never occurred. Coal demand, and hence production, were also restrained by slower economic growth in 1985 and additional gains in nuclear generation of electricity. Domestic market requirements for coal in 1985 were mixed. Electric utility consumption rose 4.4%; coke plants consumed 6.7% less coal; coal requirements in the other industrial sector expanded by 2.1% and consumption in the residential and commercial sector fell 14.8%. The 2.2% increase in electric power generation in 1985 resulted in a 4.4% rise in utility coal consumption, totaling 630 Mt (694 million st) for the year. Twenty-nine of 45 states where coal-fired electric power plants were operating shared in the 26.7 Mt (29.5 million st) increase in 1985. Coal receipts at utilities fell by 16 Mt (18 million st) as these facilities worked off 21 Mt (23.4 million st) from stockpiles during the year. Electricity generation at coal-fired power plants similarly climbed 4.4% to 1.4 trillion kWh in 1985. This gave coal a 56.8% share of electricity generated from all energy sources compared with 55.5% in 1984. The average price of coal delivered to these facilities remained essentially unchanged during the year. It declined on 1.5% from $38.26/t ($34.71 per st) during the fourth quarter of 1984 to $37.70/t ($34.20 per st) in the fourth quarter of 1985. Coal consumption at coke plants continue to reflect a depressed steel industry. After rebounding 18.9% in 1984 for the first time in five years, coal consumption at coke plants again declined 6.7% to 37 Mt (41.1 million st) in 1985. Coke consumption 26.5 Mt (29.3 million st) exceeded production, 26 Mt (28.7 million st), in 1985. This resulted in a 1-Mt (1.2-million st) decline in coke stocks at producer and distributor levels during the year. The average price of coal delivered to coke plants decreased 7.6% from $64.30/t ($58.34 per st) during the final quarter of 1984 to $59.42/t (53.91 per st) in the last quarter of 1985. Coal consumption in other industries, including all manufacturing and industrial consumers except coke plants, totaled 68.3 Mt (75.3 million st) in 1985. This was the highest level attained in more than a decade. But the lower percentage rise last year (2.1% compared to 11.8% in 1984) reflected slower growth in the nation's economy in 1985. The average price of coal delivered to industrial firms declined 4.5% from $42.32/t ($38.39 per st) in the fourth quarter of 1984 to $40.39/t ($36.65 per st) in the last quarter of 1985. Coal-producing states in Appalachia mined 9.8 Mt (10.8 million st) tons less in 1985 than in 1984 for a 2.4% loss. The largest contributors to the region's production decrease to 393 Mt (433 million st) were Pennsylvania, down 14.7% to 60 Mt (66 million st); Ohio, down 8.3% to 32.6 Mt (36 million st); and West Virginia, down 2.9% to 115 Mt (127 million st). Conversely, eastern Kentucky production was up 4.8% to 111 Mt (122.8 million st) in 1985, while production in Tennessee climbed 9.7% to 40 Mt (44 million st). No coal was mined in Georgia last year. Coal production in the interior region in 1985 declined 3.9% to 173 Mt (190.4 million st). Substantial production losses occurred in Indiana, down 8% to 31 Mt (34.5 million st); and in western Kentucky, down 7.9% to 36 Mt (40 million st). Coal production in Texas rose 5.7% to 39 Mt (43.5 million st) in 1985. Louisiana began mining lignite 140 kt (151,000 st) during the year. Production in the western region increased 3.4% to 238 Mt (262.5 million st) in 1985. Wyoming, up 5.3% to 125 Mt (140 million st); and North Dakota, up 16.5% to 23.5 Mt (26 million st) contributing the largest amounts. Production gains were also shown in Washington, Utah and, notably, in Alaska where coal output climbed 72.9% to 1.3 Mt (1.5 million st) in 1985. Most of the additional coal produced in Alaska last year was shipped abroad. Coal stocks held by consumers totaled 154 Mt (170 million st) at the end of the year. This was 27 Mt (30 million st), or 13.7% below the inventory level at the end of 1984. Stocks held by producers and distributors declined by 868 kt (957,000 st), or 2.8% in 1985 to 30 Mt (33 million st). A drawdown in stockpiles occurred in each consumer sector during 1985. Stocks held by electric utilities totaled 142 Mt (156 million st) at the year's end, 13% lower than stock levels at the end of 1984.

The rapid increase in the mmber of automobiles during the last 25 years has resulted in the insistent and growing demand for better roads of more permanent construction. Some form of State license for the operation of automobiles has been in effect almost from the time of the first "self-propelled" vehicle, and some part of the revenue derived from the sale of these licenses has been applied to the maintenance and construction of roads. However, to obtain funds with which to build their present highway systems, the individual States have resorted to the taxation of gasoline. The first State to adopt a gasoline tax was Oregon, the law becoming effective February 25, 1919. By 1928, all of the States except two had levied taxes on gasoline at rates varying from 2 to 5 cents per gallon. New York and Massachusetts passed gasoline tax laws which became effective in 1929. Regulations governing the quality and the methods of handling gasoline and other petroleum products sold in the States have also been adopted by 29 States; many of these laws antedate the adoption of a gasoline tax. The variations in motor fuel speci- fications and methods of test have been pronounced in the several States. The Bureau of Mines, in making certain technical studies of the rasolines marketed throughout the United States, the results of which are reported in its semiannual motor gasoline surveys and other reports, has had occasion to obtain and compile all of the present (April 1, 1931) tax and pection laws of the several States which relate to motor fuel and other petroleum products. To facilitate the use of this material and to obviate the need in most cases of reading the complete text of the laws as published by the States, the pertinent information was arranged in tabular form for cly reference. 3 Although digests of States gasoline tax laws' are available and copies of the complete laws can be obtained from the State agancies in charge of the enforcement of gasoline tax and inspection laws, it is believed that

This final report concludes the documentation under Grant G0155003 and details research not covered under foregoing report volumes. The first chapter lists all other reports. The following chapters are divided into three major research tasks: Continuous Safety Monitoring Systems, Battery and Battery-charging Safety, and Mine Power System Transients. The monitoring chapter discusses the prediction of power-system failures. The battery chapter details work on battery-box stresses, battery chargers, and the elimination of electrocutions. The final chapter covers transient instrumentation, distribution transients sources and suppression, and utilization transients on mine power systems.

Through education, investigations, and studies and an expanded coal- mino inspection program the Bureau continued to dischargo the responsibility placed on it by Congress 39 years ago for promoting safety and health in the mineral industries. Although much still remains to be dono, definite progress was made in combating physical and psychological hazards in mines and plants. Accident-prevention cours os for coal-mine supervisory officials and special courses for coal-mine safety committeeman were inaugurated. First- aid, mine rescue, and other safety training was conducted for those engaged in all branches of the mineral industries. Assistance was given in recovery work after mine explosions and fires. Studies to reduce the danger of roof falls, the greatest single cause of fatal mine accidents, resulted in the development and adoption of new coal-mine roof-support techniques. Knowledge of the explosion and health hazards of mine and plant dusts and ways of pre-. venting them were advanced. Electrical equipment was tested for safety of operation in gassy coal mines, and emergency mine communications apparatus was developed and tested. More progress was made in the study of controlling flood waters that threaten life and property in the Pennsylvania anthracite region. More coal-mine inspections were made than in any previous year, and an impressive number of improvements resulted from the Federal inspectors' recommendations, even though many of them went unheeded. A program of con- trolling fires in inactive coal deposits on the public domain and private property was instituted during the year.

[The Sectional Committee on Classification of Coals, functioning under the sponsorship of the American Society for Testing Materials and the rules of the American Standards Association, in its 1934 report recommended to the American Society for Testing-Materials that Specifications for Classification of Coals by Rank be adopted as tentative. These specifications, slightly modified as recommended by the Sectional Committee, in its 1935 report,6 wore approved as tentative standards by the society in 1935. The specifications rover the classification of coals according; to their degree of metamorphism, or progressive alteration, in the natural eerie s from lignite to anthracite. The basic scheme of classification is according to fired carbon and calorific value (expressed in B.t.u.) calculated to the mineral-matter-free basis. The higher-rank coals are classified according to fixed carbon on the dry basis, and the lower-rank coals according to B.t.u. on the moist basis, that is, containing its natural bed moisture but free of visible surface moisture. Agglutinating and weathering indices arc used to differentiate between certain adjacent groups.]

This publication is one of a series prepared by the Federal Bureau of Mines on methods and costs of producing uranium ore on the Colorado Plateau. The information it contains was gathered in 1955-58 and applies to eight small operations. (See fig. 1.) Mining costs have increased since the data were I collected, but the information should be helpful in estimating future costs I at similar deposits. The Bureau of Mines had early experience in the production of carnotite-type ores on the Colorado Plateau.3 4/ Under a cooperative agreement with the National Radium Institute in 1914-16, the Bureau mined and concentrated carnotite ore for recovery of radium, uranium, and vanadium. The ore was taken from claims in or near Long Park Montrose County, Colo., about 3 mi. south of La Salle Mining Co.'s La Salle mine, which is one of the mines described in this report. The Bureau leased the claims from Crucible Steel Mining & Milling Co., a subsidiary of Crucible Steel Co. of America, and from 1914 to 1916 produced 990 tons of high-grade ore, containing 2.6 pct. U308, and about 2,000 tons of mill-grade ore, containing 0.85 pct. U308. The high-grade ore was shipped directly to a radium-recovery plant built in Denver in 1914 under the cooperative agreement. There, commercial methods of extracting uranium, vanadium, and radium from carnotite ores were developed by Bureau personnel. The lower grade ore was concentrated at a small mill in Long Park before being shipped to Denver. The final recovery was 69,000 lb. of U308 and 8.8 g. of radium. The direct mining cost of producing the high-grade ore, including the labor to hand sort and sack it, was $35.96 per ton. Freighting the ore 58 miles to Placerville, Colo., the nearest rail point on the Rio Grande Southern Railway, cost $25.28 per ton, which included $4.55 per ton for ore bags and twine. "Respirable-sized quartz, a well-established fibrogenic mineral dust, is compared with kaolin in erythrocyte hemolysis assays aher treatment with saline dispersion of dipalmitoyl phosphatidylcholine, a primary phospholipid component of pulmonary surfactant. Both dusts are rendered inactive after treatment, but the membranolytic activity is partly to fully restored aher treatment with phospholipase Ai. an enzyme normally associated with cellular plasma membranes and lysosomes. Phospholipid-coated dusts were incubated for periods of 2-72 h at a series of applied enzyme concentrations, and the adsorbed lipid species and hemolytic activity were quantitated at each time for both dusts. Surfactant was lost more readily from quartz than from kaolin, with consequent more rapid restoration of mineral surface hemolytic activity for quartz. Interactions of surfactant and mineral surface functional groups responsible for the mineral-specific rate differences, and implications for determining the mineral surface bioavailability of silica and silicate dusts, are discussed. INTRODUCTIONMineral particles depositing in the lung acinus will contact an aqueous coating containing surfactant molecules spread on the air-liquid interface and dispersed within this hypophase; the primary components of that surfactant are diacyl lecithin phospholipids (King and Clements, 1972; King, 1982). Adsorption of this surfactant can suppress the cytotoxicity of mineral dusts (Marks, 1957). Suppression of hemolytic activity, a measure of membranolytic potential and an indicator of bioavailability of the mineral surface, of respirable-sized quartz and kaolin clay dusts with the adsorption of dipalmitoyl glycerophosphorylcholine or dipalmitoyl lecithin (DPL) has been measured (Wallace et al., 1985). Such contact and adsorption of pulmonary surfactant in vivo may provide a first defense system of the lung against respired dusts."

In the overall open pit mine planning process, mining phase design is a strategic driver in guiding and constructing the block extraction sequence and determining the annual net cash flow distribution. Mining phase design should obey some practical constraints, such as ?minimum mining width? and ?flat mining phase bottom?, to allow space for haul road development and truck and shovel access on each bench. However, these practical mining phase design requirements are not taken into account in all first-cut mining phase design methods and post-processing is always required to convert an impractical design to a practical one, resulting in a potentially significant loss of Net Present Value (NPV) relative to the first-cut impractical designs. In this paper, we present a method using a meta-heuristic algorithm ? Simulated Annealing ? to enforce those practical constraints in determining a mineable phase design whilst ensuring minimum NPV loss.

WITHIN a very few years magnesium has sprung from oblivion, from classification as a technically unknown, little appreciated, and expensive material to front-page importance in many fields of engineering. Bunsen may be considered the real founder of our present magnesium industry. In 1852; he prepared this metal by the electrolysis of fused magnesium chloride in a porcelain crucible. In the following years the electro¬lytic process became recognized as superior to chemical reduction methods and Germany became the world's chief producer, installing the first electrolytic magnesium plant in 1886. ' Thirty years later, national defense requirements, occasioned by the outbreak of the World War and the cutting off of imports, caused France, England, and the United States to begin production. Most of this magnesium was used for military purposes so the close of the war resulted in a large curtailment in production. A few companies, however, encouraged by the early success of the Germans and by the rapid developments taking place in aeronautics, and confident in the certain future and ultimate value of this metal, undertook extensive re¬searches in its production and utilization. A variety of production methods, both chemical and electrochemical, were investigated and some of them operated on a commercial scale. Comprehensive field tests were made by the Federal Bureau of Hines at the Conda open pit mine near Soda Springs, Idaho, to determine whether surface geophysical techniques could be used to detect and delineate faults in phosphate deposits. The tests included seismic refraction, magnetometry, electrical resistivity, and airborne photography. Of the several geophysical techniques tested in the field, horizontal resistivity profiling was the most effective method for diagnosing faults. The method is quick, inexpensive, accurate, and can be easily used by mining company personnel to detect and delineate faults.

The Bureau of Mines has researched the utilization of mining and pro-cessing wastes as raw materials for the production of glass-ceramic pipe. Characterization of various wastes as to occurrence and chemical composition is reported. A computer program was developed and used to identify waste materials and mixes that would result in glass melts from which glass-ceramics could be produced after cooling and subsequent heat treatments. The production of abrasion-resistant pipe from inexpensive and readily available domestic resources could offer an economical substitute for high-alloy steels containing the critical and strategic materials cobalt and chromium.

"Numerical modelling is becoming universal in rock engineering practice. Most applications focus on the prediction of failure loads of 2D problems, where the numerical models are useful extensions to analytical methods and experience-based design criteria. For 3D problems and problems where the assessment of serviceability indicators – displacements, ground-structure response, etc. – are of importance, the selection of the constitutive models themselves and the implications of the selection of material parameters may have a very heavy impact on the reliability of the model outcome and its predictive capability.This paper overviews basic common aspects of constitutive equations used in practical rock engineering and summarizes some challenges that are frequently observed when reviewing numerical models performed for routine problems in rock engineering. INTRODUCTIONNumerical methodsFrom a philosophical perspective models, either analytical or numerical, are idealizations of a perceived reality. For us engineers, models are just tools we use to guide our judgement and understanding of the problem in hand. When dealing with problems in rock engineering, we resort to a wide range of techniques:1. Closed form solutions like confinement-convergence methods for circular tunnels: these methods satisfy equilibrium and compatibility requirements at the cost of a crude simplification of the material behavior and geometry;2. Limit analysis methods, like bearing capacity formulas: lower bound methods satisfy equilibrium but sacrifice compatibility, and upper bound methods do the opposite. Material behavior must be simple, geometry admits limited freedom;3. Limit equilibrium methods, like method of slices for slope stability: they satisfy restricted forms of equilibrium, do not satisfy compatibility requirements, require simple material behavior but have a much greater flexibility on geometry;4. Numerical methods, where a mesh is employed to discretize the problem geometry: when properly formulated, these methods satisfy equilibrium and compatibility requirements and give reasonable approximations to the behavior of very complex geometries and construction sequences. Very little restrictions remain on geometry and material behavior, but the cost of calibrating the material parameters can be very high."
