A recent Evening Post Headline read 'Officialdoms Inertia Risking Millions in Growth Strategy'. The article beneath that headline outlined the difficulties encountered by the Government's growth strategy projects and included the paragraph 'public efforts by Government to brush up communication of the widespread nature of its growth strategy is believed to have been matched by efforts in private by some ministers to overcome their frustration at the constant delay while reports and paper work are moved between departments and through the system'. The article went on to point out that these delays could cost New Zealand millions of dollars in lost overseas exchange savings. We as responsible citizens should be appalled or at least concerned that such costly delays should or even could occur. But those on the outside of the system who spend much of their working life prodding, reminding, pleading, cajoling, even begging, the bureaucracy should be excused a smirk or a smile or even a good belly laugh. The Minister is usually a part of the bureaucracy passing judgment on someone else's proposals. This time the Government has plans of its own. Plans which it wishes to see implemented as rapidly as possible and even with the assistance of the precautionary National Development Act with its 'fast track' provisions those plans have got bogged down in the bureaucratic machine which this Government has done as much as any other to create. In the circumstances, the thought of Her Majesty's Ministers frustrated at the constant delay while reports and paper work are moved between departments and through the system is not unpleasing.

Ever since opening, the M25 motorway to the west of London has carried a rapidly increasing volume of traffic. The section of M25 between the junctions with the M3 and M4 motorways, which is in the near vicinity of Heathrow airport, is the most heavily trafficked section. Piling and ground treatment was required for motorway widening works over this route, which is 7 miles long. The foundation works were undertaken next to the live motorway and beneath the flightpath for aircraft landing and taking off at the airport. The paper describes the foundation construction techniques used, and the how the methods were affected by the live motorway and the height restrictions imposed by the airport. A unique method of piled retaining wall construction is also described.

Since 1995, when "freeze lining" refractory systems were introduced to the ferroalloy industry, they have gained in popularity, due to the freeze lining?s reputation for reliability, safety, and the contribution it makes to profitability. As with many popular and effective technologies, however, the freeze lining has spawned low-cost pretenders that claim the "freeze lining" name. On the surface they appear to contain some of the components of the technology, such as thermally conductive materials, but they fail to incorporate all of the principles that define a true Freeze Lining. The term "freeze lining" refers to the refractory system?s ability to maintain a temperature profile that is low enough to freeze a layer of process material on its hot face, which insulates the refractory and prevents direct contact with molten metal and slag. In doing so, the common wear mechanisms found in the submerged arc furnace - chemical attack, erosion, and thermal stress - can be prevented. These wear mechanisms are all related to high temperature; thus, they are prevented by maintaining low temperatures. Certain refractory properties and design concepts are absolutely necessary for the lining system to function as a true Freeze Lining. The paper explains these requirements and why they are important - the Truth of freeze linings - and further explains why systems that ignore one or more of these requirements cannot claim to be freeze linings, thereby exposing the Myths.

Longwall coal mine operators in the US are required to ventilate multi-panel longwall districts but may have little or no knowledge about what happens to the ventilation air between the inlet evaluation points (IEPs), bleeder evaluation points (BEPs), and bleeder fans. The effectiveness of bleeder performance can directly influence the ability of a ventilation system to remove and dilute coal bed methane emissions. Consequently, the performance of coal mine bleeders is an important aspect of underground worker safety. U.S. coal mining stakeholders have acknowledged their belief that the T- junction split at the longwall face tailgate corner is very important in controlling the distribution of ventilation air. The percentage of air directed inby towards the bleeders and bleeder fan and outby to the submains is often not well-defined and can vary over the life of a longwall panel. To obtain direct measurements of bleeder performance, a tracer gas, sulfur hexafluoride (SF6), was released into the intake air stream along the panline of active longwall panels and in the bleeder/gob ventilation air inlets of an inactive panel. Tracer gas sampling was conducted underground using tube bundles attached to permissible vacuum pumps in the gateroads, former gateroads, and bleeders. Surface tracer gas monitoring was also conducted from operating gob boreholes and from bleeder fans. Testing was performed on multiple longwall panels which included various phases of longwall development and variable path lengths of ventilation air transport to bleeder fan installations. The applied methodology defines and describes coal bed gas pathways, rates, and volumes of movement at the bleeder/gob interfaces, and indicates flow rates for air/gas mixtures within these gobs. These findings are reported for three stages of longwall extraction using direct field-based measurements. Changes in the T-junction ventilation air distribution over the life of a longwall panel and its variable effect on panel ventilation airflow are discussed. These findings will assess the effectiveness of commonly applied ventilation strategies for improving air distribution and ventilation controls to meet statutory requirements and to achieve the desired ventilation patterns through multiple phases of longwall panel extraction.

"SynopsisThe global resources and commodities market has become highly competitive. While southern Africa’s abundance of minerals resources is still unrivalled, it has lost considerable dominance in terms of production output. The sustainability of southern Africa’s mining industry is increasingly becoming dependent on its ability to manage the performance of its operations well. A valuable tool for monitoring and managing performance is the use of key performance areas (KPAs) – which are those areas of performance that are reflected explicitly or implicitly in the vision and strategies of an organization and reflect the critical success factors of the organization. This paper is a review of key performance areas in the southern African mining delivery environment. The KPAs discussed in this paper have been identified by comparing KPAs of the several mining houses engaged in surface mining operations in southern Africa and then extracting those KPAs that are common to most of them. Although the authors support the view that each organization should develop KPAs to specifically fit its needs, the study reveals that five KPAs – safety and health, costs, product quality, fleet management, and delivery should form a default list that covers the key areas that any organization should consider when choosing KPAs. Por ello, el presente trabajo señala la aplicación de esta herramienta a una mina subterránea de Oro localizada en el Perú, donde se tiene bloques de mineral económicos, así como señala su accesibilidad con leyes encima del Cut-Off. De forma que se recupera el mineral económico a través de las rutas críticas de carguío, en función de la viabilidad de autosostenimiento.

With 13.7km of TBM tunneling in Atlanta’s hard gneiss well under way, drill and shoot work continues on several sites throughout the city. In order for the City of Atlanta to meet the consent decree imposed by the federal government, an aggressive construction schedule was a necessity. Construction consists of two deep, large diameter tunnels, four construction shafts, a pumping station, one overflow shaft, three large intake structures, and two connecting tunnels. Due to the multitude of blasting insensitive urban environments, a high standard of seismic and air-overpressure criteria, coupled with time restrictions, was adopted for the project. At any given time, drill and blast operations were under way at four of the seven sites requiring a certain amount of coordination between the TBM excavation, surface work, and the forces of Mother Nature. This paper addresses the challenges faced and the techniques used to safely and successfully complete the rock excavation of the West Area CSO Tunnel and Pumping Station project.

"Although Canada has achieved one of the highest living standards in the world, people and organizations have, over the past decade, begun to question the cost and means of this achievement. Concern has been expressed about the degree of environmental disturbance arising from industrial activities which have greatly contributed to our increased living standards. These industries include hardrock mining, pit and quarry operations, hydro-electric schemes, various agricultural enterprises and urban land developments.In the construction and operation of the above industries many environmental problems arise because the natural vegetative land cover is destroyed or drastically disturbed. Disturbance may occur to such a degree that revegetation is di ffi cult, often it appears impossible. Portions of the environment around such industries remain aesthetically unacceptable and appear to offer little or no potential for future resource use in wildlife, recreation or agriculture.The general public cannot dissociate itself from the activities of the aforementioned industries. It has, over many years, accepted the benefits and conveniences arising from those activities. Despite this, the increasing level of public concern imposes upon industry a need to alleviate or repair past, present and future environmental disturbance. Therefore it is incumbent upon industry to modify present technology or develop new techniques which would allow the disturbed environment to be easily and rapidly repaired."

This paper summarizes current underhand paste backfill mining as applied to Goldcorp Inc?s Red Lake Mine, Newcrest Mining Ltd?s Kencana Mine and the Lanfranchi Nickel Mine as well as ongoing research at the University of British Columbia?s Norman B. Keevil Institute of Mining Engineering. The Red Lake Mine utilises a 6 m wide undercut with a 2 MPa unconfined strength paste in order to selectively mine its high grade, high-stress orebody. Kencana?s orebody is located in a poor rock mass environment. An 8 m wide, 2 MPa unconfined strength paste sill allows a safe working condition for its high grade orebody. The Lanfranchi Nickel Mine utilises a cable-supported, 2 MPa paste, with 12 m span sills, to optimize the mining of the squeezing rock mass. This paper details the rock mechanic hazards, ground support techniques, paste practices and unique conditions for each mine. Further, an update of ongoing research at the University of British Columbia, focussing on the optimization of safe mining in underhand cut-and-fill mining in high-stress/weak rock masses, is presented.

The Late Miocene gold-silver bearing epithermal system at Waihi has some close similarities in its paleo-thermal and geochemical structure with modern, volcanic-hosted geothermal systems such as Ohaaki-Broadlands. At Waihi an extensive braided quartz vein system is enveloped by hydrothermally altered andesites with minor tuff breccias and tuffs. A main stage of vein filling consists of multiple phases of chalcedonic quartz and fine to medium grained quartz, which are accompanied by pyrite, sphalerite, galena, chalcopyrite and acanthite below the base of oxidation. Platy calcite is present locally. Fluid inclusion studies indicate that the main stage quartz was deposited at temperatures of 189¦-273¦C from dilute (Tm of -0.1 to -1.0¦C) fluids that were locally boiling. Homogenisation temperature Th versus Tm data points lie within the field enveloped by dilution and boiling/gas loss paths determined for the Ohaaki geothermal field, and indicates that the parent hydrothermal fluid for the Waihi epithermal system had a similar composition to that at Ohaaki, ie 0.2 wt% equiv NaCl and 3.3 wt% equiv CO2. The hydrothermal alteration mineralogy and the isotopic composition of vein calcite indicate that the hydrothermal fluid contained relatively high concentrations of CO2 , as at Ohaaki. Oxygen isotope analyses of main stage quartz range from 6.1 to 11.6 %0 and of vein calcite from 2.29 to 9.4%0. Calculated d18Owater values for the hydrothermal fluid that deposited the main stage quartz range from 2.0 to -5.7%0, with a trend to less negative values with depth. They are similar to those in the deep chloride fluid in active geothermal systems with a substantial fluid throughput. A high fluid throughput at Waihi system is also evident from the extensive high intensity hydrothermal alteration and large volume of quartz deposited in the vein system.

All technical facilities of the Bureau of Mines have been geared for more efficient use and conservation of mining equipment, developing plans for safety, improving the quality of coal through better methods of preparation, studying the problems of coal storage and utilization, and extending the uses of coal5/ for the war and postwar economy. The Bureau is now analyzing all of the coal purchased by the Army and much of that required by the Navy. Work on boiler feed water was doubled over last year to meet the increased demand made by the War Department for protecting vital boiler plants in many new camps and defense plants. Progress has been made in safely storing coal to reduce dangers of spontaneous ignition to a minimum and to preserve coking power. Mixtures of oil and coal to be used as a substitute fuel have been investigated. The formation of bainite in steel is dependent on the size of the casting, the heat treatment, and the alloying elements. It is difficult to obtain a fully bainitic microstructure in steels during heat treatment because of its close proximity to the martensite (a?) reaction. The ferrite (a) and pearlite reactions in steels are also rapid and shield the bainite reaction. Alloying elements therefore need to be added to separate the bainite reaction. Boron (B) and molybdenum (Mo) are key elements added to bainitic steels because of their ability to retard the a reaction. Other elements used in the production of bainitic steels are silicon (Si), chromium (Cr), manganese (Mn), and titanium (Ti). In this paper we investigate the effect of alloying elements on the bainite reaction through the use of dilatometry. Dilatometry is a technique that determines phase transformations in the steel and through which continuous cooling transformation (CCT) curves can then be developed. Some initial results are presented of an ongoing study on the development of bainitic steels for railway wheel applications.

The Patawarta Diapir, located in the northern Flinders Ranges (South Australia), has intruded into late Proterozoic Wilpena Group sedimentary rocks. The diapir contains disrupted blocks of a wide variety of rock types, most of which can be correlated with the Lower Callanna Beds of Willouran age, in a matrix of predominantly carbonate and siltstone breccia. Mafic rocks in the diapir appear to predate intrusion of the diapir. As with many other diapirs in the Flinders Ranges, copper mineralization is present in the diapir and occurs as narrow veins consisting essentially of carbonate with chalcopyrite and pyrite that formed after diapiric intrusion.Fluid inclusion studies demonstrate that the mineralizing fluid was a Na-Ca-K-Cl brine; probably derived by expulsion of interstitial water following emplacement of the diapir, with dissolution of evaporites within the Callanna Beds sediments and enrichment in copper by reaction with these sediments and associated basic igneous rocks. Mineral assemblages combined with fluid inclusion and geochemical data indicate a possible environment of vein formation of T ÿ 165°C, pH ÿ 4.3 ± 0.9 and log fO2 ÿ -47.3 ± 0.5. Sulphur isotope analyses indicate d34Sfluid ÿ 10 per mil, suggesting evaporites in the Proterozoic sediments as the major source of the sulphur but with some additional sulphur from an igneous source, possibly leached from the malic rocks of the diapir.

Turbidite-hosted, mesothermal lode gold deposits in Paleozoic metasedimentary rocks of the Buller Terrane, western South Island have a similar geological history and genesis to the Paleozoic lode gold deposits ofVictoria, Australia and Nova Scotia, Canada. In all three regions the gold deposits are hosted by interbedded meta-sandstone and meta-argillite that have been folded and regionally metamorphosed to greenschist facies, and locally in Nova Scotia to amphibolite facies. The gold deposits are typically narrow, structurally controlled quartz veins associated with dilatant zones in reverse faults or fold-related fractures. The principal vein types include: bedding parallel or concordant veins, discordant veins, saddle reefs, and stockwork veins. En-echelon and "ac" type veins are sometimes also gold-bearing in Nova Scotia. The contrasting competency of the host meta-argillite and meta-sandstone beds is an important factor in vein formation, particularly for the bedding parallel veins, which are typically developed within meta-argillite beds or along the contacts between meta-argillite and meta-sandstone. Veins found within meta-sandstone units are generally discordant. The deposits in Victoria are well known for their bedding-parallel veins, saddle reefs ( Bendigo ) and leather jacket reefs (Ballarat). Bedding-parallel veins are also common in Nova Scotia , along with a few examples of saddle reefs. In contrast, vein formation probably occurred later in the deformation history of the Reefton and Lyell goldfields, with most veins being bedding discordant and more typically aligned with the axial plane cleavage of the folds rather than bedding planes. The quartz lodes in one deposit, Globe-Progress, strike approximately perpendicular to the bedding and fold axes. No saddle reefs have been recorded from the Buller Terrane. Mesothermal vein morphology reflects the amount of fmite strain, the strain rate, competency contrasts, lithotypes, and the confirming pressures to which the system was exposed. On the basis of comparable depositional depths and rheologies of the host rocks, a controlling factor influencing the development of different vein styles (and timing) might be finite strain, as exemplified by the tightness of folding in the host rocks. Folding appears to be tighter in the Victorian rocks than in either the Buller Terrane or Nova Scotian rocks.

The National Institute for Occupational Safety and Health (NIOSH) is conducting a program of research to evaluate and improve remote mine seal construction technology for mine fire control and suppression. The main focus of this work is to develop reliable technology that will remotely seal a mine opening from floor-to-roof and rib-to-rib. NIOSH, in partnership with Strata Mine Services Inc.1, is evaluating the capability of a two-component phenolic foam-based product, called Rocsil®1, that is intended for cavity filling, air and gas sealing, and consolidation of highly fractured strata. Rocsil® can be rapidly applied, has a quick cure time, a high expansion rate, good compressive resistance and excellent anti-static properties. When the resin and catalyst are mixed, an immediate foaming reaction occurs followed by rapid expansion up to 30 times the original volume. By virtue of its fire-resistance properties, Rocsil® foam has application for sealing underground mine areas undergoing heating from spontaneous combustion and it could be useful for remote mine seal construction to aid in mine fire control and suppression. This paper presents an overview of remote mine sealing technology, introduces the use of Rocsil® foam for remote mine seal installations, offers a case study of the use of this rigid foam material to remotely construct a temporary in-mine seal and discusses technology improvements. "The Xstrata Nickel Raglan Concentrator, located at the northern limit of Quebec’s Nunavik region has been in operation since 1997. Originally designed to process 800,000 tonnes per year of high grade nickel ore, plant capacity is currently approaching 1,200,000 tonnes per year due to an Optimization Project (FAG to SAG conversion) in 2005 and many recent processimprovements.In 2006, the Raglan Metallurgical Group with assistance from the Xstrata Process Support group decided to make SAG control one of its priorities in order to further increase throughput and improve stability. The original primary mill control logic delivered by the Optimisation Project in 2005 consisted of a simple PID loop controlling the mill charge (bearing pressure) through feed rate changes. Due to the multivariable, non-linear and disturbance dominated nature of the SAG circuit it was quickly found that this traditional PID control strategy was not able to adequately control the mill; resulting in poor stability, frequent operator interventions and less than optimum performance.This paper describes the successful integration of advanced field systems such as mill feed image analysis (Wipfrag) and crusher gap controller (ASRi), into a multi-variable fuzzy logic SAG mill controller. The process of how a strategy for control was developed and implemented directly in the existing control system (exploiting standard system capabilities) is discussed. It is also shown how this approach has provided mill automation which is simple, robust (despite erratic feed characteristics), and delivers both an increase in throughput and a reduction of variability.INTRODUCTIONOriginally commissioned as a Fully Autogenous Grinding (FAG) circuit in 1997, preparations to convert the Katinniq Concentrator Mill to SAG had in fact commenced as early as 1999, but were halted owing to alternative process improvements which achieved up to 1Mtpa as early as 2000. The resultant load vector is the representation of the forces applied to a longwall roof support element by caving strata into a single, quantifiable measure of support resistance. The relatively complex kinematics of the shield support prohibit a determination of support resistance simply by summation of leg forces. A method is being investigated by the Bureau of Nines to determine the resultant load vector by instrumenting supports with pressure transducers and strain gages to measure leg, canopy capsule, and lemnisoate link forces. This concept has been laboratory tested in the Bureau's Nine Roof Simulator. Functional relationships among variables have been assessed, and confidence intervals have been established for prediction of the resultant load vector parameters.
