[An economic trading region made up of 22 eastern Washington, northern Idaho, and western Montana counties, with Spokane, Washington as the central place, was defined for this study. modeling system with the, 1985 county database was to create an Input/Output based model of the regional economy. The leading ice, with respect to income, employment, value of exports, and total industry output are shown for each county and the region. The value of total industry output from natural resource based industries is also shown for each county and the region. Interindustry transactions, final demand, and value added components for the region are shown in the Regional Gross Flows Table. The total gross output for the region is valued at $36.7 billion. Total industry output for the region is $18.1 billion. The region provides $5.4 billion in income to a work force of 286,000. Spokane County, Washington accounts for about 50 percent of the regional total industry output, income, and employment. Both Spokane County and then as a whole produce about 80 percent of the total industry output for final demand with remaining 20 percent going to intermediate inputs for further production. Spokane County exports about 43 percent of its total output while 35 of the regional output is exported. Exports account for more 50 percent of the total in 18 of the 22 counties within the region. This Paper describes a sudden spill of rock waste used for backfilling from a waste pass at one of the underground mine in Canada thus causing a major failure/accident. The mine operator immediately launched a detailed investigation to understand the causes of this accident and develop procedures to prevent any recurrence of such events in future. The investigators from McGill University were invited to collaborate with the engineers at the mine to examine this accident. The events leading to the accident were studied and appropriate measurements were taken and samples of the waste material was collected for further test and analysis. The field visit and the interview of the witnesses allowed a detail documentation of the events. The sequences of events related to the incident together with the experimental results obtained in the course of the investigation is detailed. The waste material was characterised in the laboratory with regard to its behaviour in the presence of water. This information is then discussed and the failure mechanism involved in this accident is identified. The full recommendation as well as the immediate operational measures implemented by the mine to prevent future occurrence of such events are discussed and presented.

This report describes the design, development, manufacture and incorporation of noise control features on a jumbo drill and the results of successful tests of this drill in surface and underground mines. The noise-reducing features developed under this program are applicable to future designs of jumbo mounted drills that can be cost effectively manufactured and have the potential to reduce noise levels at the operator's position from 115-120 dBA to 95 dBA or less without a reduction of currently attainable drilling rates.

I work for the State of Washington as an Explosives inspector. My paper will describe the mission of the Wa. State Dept. of Labor pertaining to explosives and the regulation of explosives in the State.Blasting safety is high on the public safety list and the regulation of explosive use and storage has been mandated through legislature. The Dept. considers pro-active partnering forexplosive safety preferable to after-the-fact citations for non-compliance.In some cases, the Dept. will issue civil citations with monetary penalties, meant to be a deterrant, of course, to blasters who choose not to comply with the explosive regulations of the State.The Dept. has also revoked and suspended blasting licenses. In some instances, the Dept. has allowed recipients of citations with monetary penalties to reduce the amount paid by attending technical training classes. The idea here, is to reduce the chance of reoccurence of unsafe blasting practices. The State of Washington partners with MSHA in the regulation of explosives use and storage in mines, pits and quarries in the Stateas well as working closely with law enforcement, State and local fire marshals, ATF,and is active in ISEE in part of it’s ongoing effort to promote explosive safety and establish communications in a nonadversarial way with explosives users. My paper will include some statistics on licensing in the State, pounds of explosives used, inspection numbers, numbers and types of complaints with information from the inspections resulting of these complaints. My paper will include examples of storage, both good and bad, examples and pictures of fly rock incidents, accidents, near-miss close calls, break-ins, thefts, and abandoned explosives. This paper may also include a brief summary of my opinion of explosive regulation and my job as a regulator, including examples of high and low points of the job, joys and frustrations.

The shear behaviour of reinforced rock joints is investigated for the bolt-grout-rock interaction and for failure mechanism. The effectiveness of the bolt application under lateral and axial loading conditions within surrounding materials is investigated in different medium strength. Double shearing testing of bolts were studied in concrete blocks of 20, 40, 50 and 100 MPa strengths, subjected to different pretension loads of 0, 5, 10, 20, 50 and 80 KN respectively. The experimental study was complemented with three-dimensional numerical analysis. Parameters examined include: shear resistance, shear displacement, induced strains and stresses during bolt bending process and its ultimate failure across the sheared joint planes. The conclusions drawn from the study were; the level of bolt resistance to shearing was influenced by the bolt profile configuration, the strength of the rock or medium influenced the level of load generated on the bolt, and the increase in bolt pretension has contributed to the increased shearing load of the bolted medium.

Por lo cual, las empresas mineras preveen un programa basado en el desarrollo de la técnica de Gestión de Riesgos, que les permita un control en la seguridad del proceso. En este sentido, el presente texto desarrolla una técnica que identifica los diferentes factores que intervienen en los riesgos principales a través de los riesgos asociados; es decir, cuáles son esos riesgos asociados que influyen negativamente en cada una de las tareas que puedan causar accidentes.

SAFEX International, as the name suggests, is a global organisation, which has the fundamental objective of improving the safety of operations concerned with the manufacture, storage, transport, and use of commercial and military explosives and pyrotechnic products throughout the world. It is a nonprofit making organisation of manufacturers of explosives from all parts of the world, founded in 1954 with the aim of exchanging experiences within the explosives industry. Every third year SAFEX organises a Congress during which members present papers on selected themes and discuss reports of significant incidents that occurred since the previous Congress. Admission is for SAFEX members only, thereby creating a safe environment for discussing problems “within the family”. The XV Congress will celebrate the Association’s 50th anniversary in Geneva where it was founded. An overview of the Congress indicates its structure and covers aspects such as the training event, technical seminars and the themes for the plenary sessions and associated workshops. The paper also highlights the special event for the chief executives of member companies and the review of incidents that occurred in the industry since the last Congress. The Congress concludes with a social programme for delegates and their partners on the last day.

As part of its goal to minimize the requirements for critical materials, the Federal Bureau of Mines has investigated the consolidation of an iron-base superalloy (20 pct Cr, 5 pct each Ni and Mn, 1 pct each C, W, Mo, and Cb, and the balance Fe) and its modifications by powder metallurgy (P/M) techniques. Vacuum-atomized, prealloyed powder was used. Consolidation was by sintering of cold-pressed alloy powder, or by forging plus rolling or extrusion of canned powder. Several commercial lubricants were evaluated in the pressing operation. At 50-tsi compacting pressure with up to 3 wt-pct lubricant, green strengths did not exceed 1,000 psi. Powder sintered just below the solidus temperature attained a tensile strength of 69,000 psi and 4 pct elongation. Liquid-phase sintering produced higher densities, lower tensile strengths, and nil ductility. Canned powder was forged and rolled at 1,200° C, yielding a 100-hr rup¬ture strength of 9,800 psi at 815° C and a room-temperature tensile strength of >130,000 psi at 6 pct elongation. Heat treatment of modified P/M iron-base alloy containing 0.63 pct C resulted in a 100-hr rupture strength of 17,000 psi. Oxidation resistance at 805° to 815° C of the forged and rolled P/M iron-base alloy was similar to that of the cast iron-base alloy and supe¬rior to conventional stainless steels.

An extensive programme of ground instrumentation and observation was carried out for the West Duff in Outfall Sewer tunnel project prior to and during construction, to establish the performance characteristics of the rock through which the tunnel and appurtenant openings were dug and to examine the nature of the lining-to-ground interaction. The existence of high horizontal residual ground stresses was confirmed, and values established by overcoring. Rock deformations and stress changes were monitored during tunnelling. Permanent stress and strain monitoring devices were set into the final lining and these are continuing to operate. INTRODUCTION The site is located on the north shore of Lake Ontario at Pickering, some 20 miles (32 kilometres) east of Toronto, Canada where a variable thickness of glacial or interglacial sediments overlies bituminous shale bedrock of. the Collingwood Formation which is lower Ordovician age. Approximately 50 feet (15 metres) of glacial cover exists at the shaft, though this thins abruptly at the regressing cliffed shoreline such that several small areas of exposed bedrock exist in the lakebed. The general location, overall geological section and detailed site plan and profile are illustrated in Figs.1,2 and 3 respectively. General properties of the rock as established during an extensive test drilling and site investigation programme are listed in Table 1, while stress determination by USER overcoring stress meter device are given in Table ll. These data formed the basis of analyses which were done to examine the intended outfall design, and to detail the construction procedure and the observational instrumentation programme.

ZINIFEX Century Mine is a zinc, lead and silver concentrate producer. Flotation is the primary method of minerals separation in this circuit. The flotation circuit is quite large with 79 flotation cells. The levels in each of these interconnected cells are controlled at more than 45 level control stations. Due to the multivariable interaction throughout the circuit, good level control was found to be difficult to achieve by just using normal Proportional-Integral-Derivative (PID) control. As a first step in advanced process control, the FloatStar Level Stabiliser, a multivariable controller developed specifically for flotation circuits, has been commissioned at Century mine to solve the level control problems. The first section of this paper therefore discusses and shows the results and improvements obtained by using the FloatStar level stabiliser. The results and benefits of the FloatStar Flow Optimiser are discussed in the second section of this paper.

The investment decision making process in the insurance and finance industries is affected by new advances such as simulation techniques. These advances have improved the discounted cash flow method (DCF). In DCF, a dynamic and flexible model construction is not possible because it does not consider uncertain conditions. Each project should be evaluated taking into account the related uncertainties because the related uncertainties determine the characterization of the project. Related uncertainties can be processed in dynamic DCF, which is applicable to both financial and non-financial industries with different kind of uncertainties, such as power generation and petroleum projects. The dynamic DCF method can estimate net present value (NPV) while managing related project uncertainties with a simulation method like Monte Carlo Simulation. The simulation method is preferred because its output is unbiased. Therefore, a more realistic financial evaluation of the project can be concluded. In spite of the improvement of dynamic DCF, this project evaluation method is not used frequently in mining industry. However, the mining industry is ideally suited to this concept because it is highly dependent on estimations such as orebody size and ore grade. During the project evaluation stage, these uncertainties can be included with the dynamic DCF method. This study aims to contribute to increasing the usage of this method in mining projects. A copper reserve in Turkey is selected as a case study to apply uncertainty assessment for the evaluation of NPV.

With blasting operations moving ever closer to residential properties, the number of complaints about air overpressure is beginning to increase. It is therefore important for operators not only to have a greater understanding of the blasting parameters that give rise to air overpressure but also the factors which have an effect on air overpressure levels as it attenuates with increasing distance from the location of the blast.

This Bureau of Mines report presents a computer code that has been developed for describing and testing the statistical distribution of general continuous data sets. The statistical distributions used include the normal, lognormal, exponential, chi square, gamma, and uniform. Histograms for observed and expected values are plotted for each distribution. An example using geologic data obtained from a study of the geometric properties of natural fractures in oil shale rock illustrates the use of the computer program, GDIST.

Dunsmuir Ventures? Nanuq diamond project is located approximately 250 km northeast of Baker Lake and 170 km north of Chesterfield Inlet. It occurs at the intersection of the Wager Bay shear zone with the Keewatin Arch, a major long-lived crustal uplift. The newly discovered diamondiferous kimberlites at Rankin Inlet, Repulse Bay and on Melville Peninsula also occur along this arch. Kimberlite indicator mineral (KIM) sampling has outlined a distinct KIM train more than 35 km long and 6 km wide. Geomorphological studies, boulder displacements and dispersion of magnetite in tills suggest that glacial transport distances were on the order of 4 to 6 kms only. The presence of multiple sources within the main Nanuq indicator train would account for its length and breadth. A second train has been located on the west central part of the property and anomalous concentrations of KIM occur elsewhere. Pyrope garnets (G9?s and G10?s), diamond inclusion field (DI) eclogitic garnets and DI chromites were confirmed by microprobe analyses. Clinopyroxene thermobarometry indicates a cool geotherm, approximately 35 mW/m2, and that mantle within the diamond stability field was tapped. An aeromagnetic survey has identified a number of anomalies. Those with down ice KIM support will have ground geophysical follow-up and will be tested in a spring 2004 drill program. Dunsmuir is optimistic that this will lead to the discovery of a new kimberlite cluster on the Nanuq property.

"IntroductionHydraulics has been considered a science for thousands of years. Applications included water wheels, dam; and slice gates but today the term ""hydraulics"" commonly refers to ""power hydraulics"" in which fluid is used under controlled pressure to do work. The mining industry employee’s hydraulics in practically every aspect of its operations, on such equipment as trucks, front end loaders, LHD units, crushers and hydrostroke feeders. The many benefits of hydraulic drives such as ease of variable speed control, high power: weight ratio low envelope size of hydraulic actuators and ease of maintenance have been extensively developed in the pulp and paper, chemical, steel, and other basic industries, but until quite recently, concentrator operators have not taken advantage of the versatile methods of power transmission offered by hydraulic systems.After some preliminary testing at the Lynn Lake concentrator Sherritt Cordon Mines Limited installed several hydraulic system; at their Fox Mine concentrator to drive slurry pumps and conveyors. The systems used at Fox and the systems which will be installed at the Ruttan concentrator are briefly described in this paper. Since acceptance is based mainly on understanding a few basic principles of hydraulics system; including pumps, motors, circuitry and central methods are also presented in the paper.PRINCIPLES OF POWER HYDRAULICSBasicsHydraulic systems provide an uncomplicated, versatile means of power transmission. The basic system is quite simple. It consists of five main elements, as shown in Figure 1, which are:1. Prime Mover - generally an electric motor.2. Hydraulic Pump - fixed or variable positive displacement type such as a piston or vane p.mp which displaces a constant amount of fluid for ead1 revolution - this unit converts mechanical energy of the prime mover into fluid energy.3. Since its inception in 1910, the Bureau of Mines has been the principal Federal agency involved in ore reserve estimations, using such traditional methods as polygons of influence and variations of inverse distance weighting While adequate for estimating the average are grades in a mining block or section, these methods do mot, however, provide a consistent way of quantifying the reliability of the estimates. This report describes a technique for enhancing ore reserve estimations using geostatistics, the methodology of which combines the spatial and random aspects of geologic phenomena into a formal theoretical framework for deriving the estimation variance of ore reserves. Correctly used, geostatistics enables confidence intervals to be placed around ore reserve estimates calculated from drill hole data. A geostatistical software system was obtained -From the U.S. Geological Survey and installed, aster slight modifications, on the Bureau's Wang computer. System testing and validation was conducted using a simple cast-book-type example. This was then followed by variogram analysis, point kriging and block kriging of data from a previously worked section of a uranium mine.

Carlisle: An old friend and good friend, Alan Bateman, is the Silliman Professor of Geology Emeritus at Yale and editor of the Journal of Economic Geology. Now, Alan, let's start off by telling us something about how you became interested in copper. Bateman: Well, after I left Yale in 1913, I was appointed one of the field members of the Secondary Enrichment Investigation. We spent three years in the field studying all the copper deposits of North America, trying to find out how secondary copper enrichment took place. As part of this investigation, I went up to Kennecott, Alaska, in 1916. After the trip I was asked by the president of the company to become consulting geologist to them. I accepted his offer, and to this day I'm still consulting geologist to the Kennecott Copper Corp. Up at Kennecott, there were both Henry Krumb and my good friend Henry DeWitt Smith, who was general superintendent. He and I had been together at Yale, and I had ushered at his wedding. Interestingly enough, Henry took his bride to Alaska and I took mine there two months later. My assistant was Don McLaughlin, and I think that was his first experience in a mining camp. We published a paper on Kennecott together and cemented a friendship lasting to this day.

A thermal plasma process was used to synthesize nanosized tungsten carbide -cobalt composite powder, in which ammonium paratungstate and cobalt oxide were reacted with a gas mixture containing CH4, H2 and Ar. The reduction and carburization of vaporized precursors produced nanosized tungsten carbide (WC1-x) - cobalt composite powder, which sometimes contained small amounts of W2C and/or W phase. The effects of gas composition, plasma torch power, and the flow rate of plasma gas on the product composition and grain size were investigated. The grain size of synthesized tungsten carbide powder was less than 20 nm. The synthesized composite powders were also subjected to a hydrogen heat treatment to fully carburize WC1-x, W2C, and W phases to the WC phase as well as to remove excess carbon in the product. Finally nanosized WC-Co composite powder of grain size less than 50 nm was obtained.

"This paper describes the development of an innovative effluent treatment process for cyanide and heavy metal removal from tailings wastewaters at Hemlo Gold Mines Inc. Golden Giant operation.The importance of minimizing dissolution of contaminants in the gold leaching circuit is discussed, as well as using recycled water in milling circuits to the fullest extent possible. Finally, a brief description of the role of natural cyanide degradation in the tailings pond is provided.Emphasis is placed on the need for overall water quality management to ensure minimum effluent treatment process costs and complexity while producing excellent quality effluents.1.0 INTRODUCTIONHemlo Gold Mines Inc. owns and operates its Golden Giant Mine located forty kilometres east of Marathon, Ontario. The Golden Giant mine is one of three gold operations exploiting the large gold orebody located in the Hemlo area. The milling facilities include two stage secondary crushing, three stage, closed circuit ball mill grinding with no reagents, thickening, cyanide leaching and carbon in pulp gold recovery unit operations. The average throughput is 3000 tonnes per day of 10 grammes per tonne gold ore. Figure 1.1 shows a schematic flowsheet of the operation."

The realignment of Interstate 880 replaces the double-decked (Cypress) viaduct collapsed in Oakland, California during the 1989 Loma Prieta Earthquake. The California Department of Transportation (CALTRANS) evaluated several pile foundation schemes for supporting the proposed structures. Structural support demands led to the selection of steel pipe piles (16-, 24-, and 42-inch-(406-, 610- and 1067-mm-)diameter), filled with concrete and steel reinforcement. Deep penetrations required through layers of very dense/cemented sands in some locations, caused serious drivability and pile integrity concerns. The need for large pile driving hammers and large diameter steel pipe piles pushed the engineers and prospective contractors well beyond the limits of local experience. Such questions as the feasibility of driving the pipes closed-ended through dense upper strata, and quantifying the effects of installation on the long-term capacities of the piles, led CALTRANS to develop a comprehensive pile test program to address the design and construction issues effectively. The results were furnished to prospective bidders on the production stages of the ensuing contracts.
