The use of explosives bring countless benefits to our everyday lives in areas such as mining, oil and gas exploration, demolition or avalanche control. However, because of the potential destructive power of explosives, strict safety procedures must be an integral part of any explosives operation. The goal of this paper is to provide a solution against the hazards which unfortunately accompany the use of explosives. For this reason, a blast shield is specifically designed and tested for protecting personnel against these unpredictable effects. This document will develop a complete analysis answering the following questions: what are the potential hazards from an air blast; what are their effects; and how can we be protected against them. In order to answer these questions, theoretical, analytical, and numerical calculations are performed. Finally, a full blast shield prototype is tested under blasting conditions proving its effectiveness as a safety device while explosives are used.

Refining in a molten salt electrolyte was investigated as a means of recovering nickel containing less than 1 percent and preferably less than 0.2 percent cobalt from nickel products containing up to 5 percent cobalt. Electrolytic separation of nick and cobalt was accomplished in a molten KCl-LiCl-NiCl2 electrolyte. Nickel containing less than 0.10 percent cobalt was routinely prepared. Factors that influenced the transfer of cobalt to the refined product were the nickel concentration of the electrolyte, the cobalt concentration of the electrolyte, the ratio of nickel to cobalt in the electrolyte, and cathode current densities. A method of recovering the cobalt from the electrolyte was developed. The possibility of preparing high-purity nickel by this process was shown, as well as the preparation of various cobalt-nickel-tungsten alloys.

Secondary roof support systems play a vital role in preserving the safety of underground mine workers by preventing the unintentional collapse of the mine roof. Hundreds of thousands of standing roof supports are constructed each year in underground coal mines. Historically, wood and concrete cribs and timber posts have been used for secondary roof support. These support constructions require the handling of heavy and bulky materials, causing numerous injuries to the mine workers and resulting in more than 40,000 lost workdays in the past 9 years. Since 1993, various alternative support technologies have been developed. These new support technologies not only provide superior roof support, but many also have significant material handling advantages by using smaller and lighter weight materials, fewer components, mechanically installed support systems, and pumpable support systems. The National Institute for Occupational Safety and Health (NIOSH) has conducted extensive material handling research and has developed recommended lifting thresholds to reduce material handling injuries. An analysis of roof support construction reveals that conventional support materials used in wood and concrete cribbing exceed the recommended lifting thresholds, while the engineered support systems are closer to the recommended weight thresholds. Finally, recommendations are made relative to proper lifting techniques and material handling practices to prevent injury to mine workers when constructing roof supports in underground coal mines.

This study estimates capital investment, operating costs, and selling prices for four underground bituminous mines producing coal with annual production ranging from 1.06 to 4.99 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of December 6, 1974, under the Bituminous Wage Agreement of 1974, and costs for material and equipment are based on 1975 indexes. Initial capital investment ranges from $20,799,800 for the 1 .06- million-ton-per-year (MM tpy) mine to $84,027,500 for the 4.99-MM-tpy mine. Total capital investment ranges from $32,506,800 to $1 22,983,500 for the same mines. Corresponding selling prices for the coal range from $12.87 to $11.64 per ton, assuming a 15-percent discounted cash flow rate of return after Federal income taxes.

This paper presents the use of non-parametric approach (i.e., data envelopment analysis, DEA) for the development of environmental sustainability indicators in mineral processing using environmental, economic and/or integrated indicators (i.e., indicators that interrelate two dimensions of sustainability). A case study based on real publicly available data is presented to illustrate how the proposed approach can be implemented in practice. The merit of this approach, which is based on the productive efficiency framework, is that it provides environmental sustainability indicators that can be used internally for benchmarking purposes and externally for sustainability reporting.

"The initial development of the massive potash deposits of the prairie evaporite formation took place over a decade ending in 1970. The potash mining and refining facility near Rocanvi11e, Saskatchewan was the 1ast of ten mines to come into production during that era. This operation, known as Sylvite of Canada Ltd., was designed to produce 1. 2 million short tons per year of KCl product in granular, coarse, standard and special standard grades.In 1977 the parent company, Hudson Bay Mining and Smelting, sold the Sylvite property to the Potash Corporation of Saskatchewan. Shortly thereafter PCS slated its new Rocanville Division for a two phase program of expansion. The first phase, completed in the spring of 1979, was relatively small, involving mill debottlenecking and additional equipment in the compaction circuit and the product and ore storage areas. The second phase was a major undertaking which included additional mining equipment and a new 300 STPH milling circuit. This work was completed during the fall of 1981 and has increased the Rocanville Division's nameplate capacity to two million STPY.Thickening equipment operating in the Saskatchewan potash industry is generally situated within the main refinery building or a separate insulated and heated structure due to the harsh winter climate and the need to closely control plant brine temperatures to ensure good flotation circuit performance. Since these thickeners process large volumes of slurries, conventional basin type designs tend to be large, ranging up to 150 feet in diameter or more. As part of the general effort to minimize capital costs, the potash industry has begun investigating the use of alternate high capacity, compact thickener designs. In this regard, PCS Rocanville undertook a program in 1978 to evaluate a Lamella™ Thickener and one other type of 'High Rate' thickener* as alternatives to a conventional design for the phase two expansion project."

Partition curves are used to evaluate the separation performance of gravity-based concentrators. The partition curve is used to identify the nominal density cutpoint and relative sharpness of the separation. In addition, the graphical representation makes it possible to quickly identify the root cause of misplacement based on the characteristic shape of the partition curve. Partition curves have been traditionally constructed using data obtained from float-sink tests using heavy organic liquids. These toxic liquids are environmentally unfriendly and have been banned in several countries. Another method of establishing the partition curve is to introduce density tracers into the feed and plot the distribution to the lights and heavies. For heavy mineral separations, this approach is generally impractical due to the fine particle size. In addition, the partition data obtained using these existing techniques do not account for secondary factors such as particle shape that may influence the separation. In light of these problems, a methodology was developed for constructing partition curves using experimental data obtained from microscopic grain-counts. This technique, which essentially uses the different mineral species as density tracers, provides a powerful tool for evaluating heavy mineral separations. A case study is provided to demonstrate how this analytical approach can be used to assess and improve the separaton performance in an industrial upgrade plant.

The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. """Rock-dust barriers""5 as they are termed in this country, are for the purpose of confining a coal-dust mine explosion to the limited area in which it originates. These barriers were first tested in 1910-1911, with favorable results under the conditions of test, at the French official gallery which was then at Lieven, Department of Pas-de-Calais. Shortly afterwards the Bureau of Mines in the course of its investigation of all practical explosion-prevention methods tried barriers in the Experimental Mine near Bruceton, using the primary form of simple fixed cross shelves 20 inches wide extending over the passageway and laden with rock-dust. The Bureau termed them “Taffanel barriers"" in honor of the director of the Lieven testing station. The trials were made in conjunction with tests of explosibility of different coal-dusts.Experience showed that although the principle of barriers had merit when they were used for secondary defence, the primary form was uncertain in effectiveness. This led the senior author to design mechanically discharging barriers to be operated by the compression air waves which precede the flame of an explosion. For the better understanding of the principal involved, it is pointed out that the advance air waves are what make a coal-dust explosion possible by stirring up the coal-dust from the walls and floor of the passageway. If a barrier can throw inert dust into the air to form a cloud as dense or denser than that formed by the coal-dust, it will neutralize the explosiveness of the coal-dust, and the flame of the explosion will be extinguished. When the flame ceases, the pressure dies away in a short distance if the 'area that had been traversed by the explosion is not large."

The unpaved road network on a surface mine is extensive, comprising numerous roads of varying construction and material qualities with highly variable traffic volumes. Existing haul road maintenance management systems (MMS) work well for predictable traffic volumes, but for complex mine road networks, the MMS becomes onerous. This results in sub-optimal road maintenance strategies with the attendant increase in total road-user costs and reduction in service. A real-time maintenance management system was thus sought to overcome the deficiencies of existing MMS for mine roads. Since most large mines operate trucks with on-board diagnostic data collation, linked through a centralized communication and GPS backbone, it was proposed that road condition could be monitored on a real-time basis through on-board vibration signature analysis. The aim of this paper is to present the development of a real-time mine haul road maintenance management system. Following are view of mine road maintenance practices, the real-time system architecture is introduced and the results of a field trial of on-board vibration signature assessment is presented. The trial results are discussed in the light of road defect signature recognition, analysis, signature repeatability and system limitations. This approach has applicability to other situations such as a network of district roads, subject to an analysis of the economic feasibility. The paper concludes that modern technology has the potential to apply maintenance as and where needed with possible reductions in authority cost and an improvement in service provided for the road user.

[Study and development of sensing techniques and sensors were performed to aid shuttle car drivers in detecting, obstacles and in guiding the car along the face haulage route. Microwave, acoustic, and optical sensing techniques were considered as part of the feasibility study for obstacle detection. Various guidance techniques, including wire-following and rib-ranging were investigated. Active optical sensing was selected for obstacle detection to obtain the bear overage and sharp angular cutoff characteristics required within the packaging limitations defined by the shuttle car configuration. Rib-ranging guidance was selected to achieve completely self-contained shuttle car system which responds to the mine geometry without need for wires, stripes, or other path defining devices. Extensive hybrid computer simulation runs were performed to valuate various guidance techniques during the feasibility study. Subsequent simulation rues were performed to establish parameter values for the rib-ranging guidance system. The obstacle detection and guidance system was designed, fabricated and installed on a standard shuttle car. The system satisfied all applicable permissibility requirements of Schedule 2G. An experimental permit was issued to Bendix for operation in an underground coal mine. System evaluation tests were performed first above ground at the Bendix Research Laboratories. The simulation model was validated by these runs. Final testing wan performed underground in an operating mine with an experienced shuttle car driver. All sensors successfully demonstrated Chi predicted performance capability during underground face haulage tests. Dust did not Impair system performance and lens cleaning was not required during working shifts. Further development is required to achieve the desired obstacle detection performance Closed loop steering control with manual override is recommended o: mended for the lateral guidance e system. Change occurs all of the time. In fact, it’s fair to say that change is a constant. Sometimes the change is inconsequential, but sometimes the change impacts us d i rectly and severely. Take regulations, for instance. Complying with regulatory requirements is just part of the job for those involved with explosives. But in recent years, it seems as if new or revised regulations in areas such as hazardous materials training, drug and alcohol testing, security issues, or local licensing/permitting standards are changing the way we operate on a recurring basis. Simply keeping track of all of these regulations has become a full-time job.

Air decking has become a widely practised method internationally for modifying fragmentation results and providing cost savings from reduced explosive consumption. Duvha has been applying air deck technology to overburden and midburden blasting for a few years. A thorough evaluation of air decking at Duvha has been made by instrumenting a number of blasts and analysing costs from direct savings in reduced explosives costs to savings in improved dragline productivity.

An independent technical audit by a consultant is part of the accountability process of publicly owned or publicly quoted companies when raising finance through share issues or loans or the sale of equity, and of banks or development funds when granting loans. Africa is undergoing a renaissance in investment in its mining industry. It is forecast that capital investment, in major mining projects in Africa, will be over US$ 4.4 billion, in the next few years. Most, if not all, of the capital to be raised will require an independent technical audit. The aim of this paper is to assist the management of mining companies seeking finance in appreciating the role of such technical audits. The reasons for such audits, especially to attract international investment, are listed. The role of the audit is explained in assessing the underlying robustness of the company as ?a going concern? and the viability of any ?expansion plans?. Its use is emphasised in establishing the underlying value of the company based on the mine life as supported by the mineral reserves. The independent consultant role is stressed as a representative of the parties in a finance deal who cannot, in practice, carry out their own detailed and specialized technical due diligence. The various components of a typical audit are examined with examples of critical matters which may require resolution. The definitions, which are used commonly in audits, in respect of competence and reserves and resources, as stated by various regulatory bodies, are compared.

The effect of ultrasonic energy transmitted through a liquid on chrysotile asbestos was investigated. Ultrasonic energy was effective in fiberization of chrysotile crudes as well as standard grades of milled asbestos fibers. Treated samples of several grades of milled fibers had increased wet bulk volumes and decreased settling and filtration rates compared to untreated fibers. Ultrasonics may be a method for fiberization of chrysotile without decreasing length or use of chemical additives that alter surface properties. Cavitation of the liquid on the surface of fiber bundles is believed to be the cause of the fiberization. It was found that ultrasonic energy greatly increased the rate of precipitation of latex on asbestos. When chrysotile asbestos fibers require additional opening or fiberization, the usual method employed is some type of high speed impact or grinding to open the fibers and produce a larger surface area. These methods always cause some degradation in length due to breaking of fibers. In addition, the efficiency of mechanical methods decreases as the diameter of fiber bundles decreases. Chemical methods have been proposed and it is claimed that fiberization down to individual fibers of 200-300 A diam is possible with some wetting agents. However, large amounts of reagent are required, approximately EDWARD MARTINEZ is with Central Research Laboratories, American Smelting and Refining Co., South Plain-field, N.J. TP 63H226. Discussion of this paper, submitted in duplicate prior to Mar. 15, 1964, will appear in SME Transactions, September 1964, and AIME Transactions, 1964, vol. 229. 50 pct of the weight of fiber treated, and some of the wetting agent remains on the surface of the chrysotile and cannot be removed by any solvent which does not destroy the asbestos.' This investigation was directed at determining whether ultrasonic energy transmitted through a liquid would be effective in fiberizing chrysotile asbestos. Samples of asbestos crudes and commercially milled fibers were treated; settling and filtration rates of treated and untreated milled fibers were obtained. EQUIPMENT A Westinghouse Corp. ultrasonic cleaning system WEHH was used in this investigation. See Table I for a breakdown of this ultrasonic unit. RESULTS AND DISCUSSION Fiberization of Chrysotile Crudes: Samples of chrysotile crudes were pulled apart with tweezers so that coarse bundles of fiber approximately 1/16 in. in diam were obtained. The bundles were put into a bottle with 200 ml of methanol and the mixture placed into the ultrasonic tank for 30 min at a power output of 1200 w. The test was repeated using water instead of methanol. During the irradiation it was noted that the surfaces of the bundles were being fiberized. The liquid eventually became cloudy with dispersed solids. Fig. 1 is an electron micrograph of the fibers, some reduced to unit dimensions, and a fine material released by the ultrasonic energy. The platy particles in Fig. 1 were identified by electron diffraction and differential thermal analysis as brucite, Mg(OH)2, which must have been intergrown in the chrysotile crudes. Electron micrographs of bulk specimens of chrysotile have shown a fine material filling the interstices between tubular fibers.2,3 Electron diffraction patterns of the fine material collected after ultrasonic treatment indicate that it is amorphous. After decanting the solution, bundles of chrysotile remained somewhat decreased in diameter. Continuing the ultrasonic irradiation of the remaining material resulted in additional fiberization. The opening of the fibers occurred in both methanol and water. Cavitation of the liquid by the ultrasonic energy is undoubtedly responsible for the fiberization. The regular activities of the Institute are financed mainly by income derived from members' dues, from advertising in MINING AND METALLURGY, and from the sale of publications to the public. In addition, collateral activities and special projects are financed each year by means of income from endowed funds controlled and administered by the Institute. In the aggregate, the principal sums of these endowments amount to more than $530,000. An active effort is being made to increase the endowment funds of the Institute through a standing committee, of which H. T. Hamilton is chairman, and of which the other members are: W. H. Aldridge, George D. Barron, Cleveland E. Dodge, D. C. Jackling, Henry Krumb and J. V. W. Reynders. This committee feels that there exists a tremendous opportunity for the Institute to be of ever-growing service to the public, to the mineral industries, and to the profession. It welcomes suggestions as to names of men of means who are vitally interested in the mineral industries, and to whom the opportunity to make a contribution or bequest might appeal favorably if presented in the proper light by the committee.
