In response to the mandates in the MINER Act of 2006, NIOSH conducted refuge alternatives research that included characterizing the utility, practicality and survivability of refuge chambers and outby safe havens. NIOSH also prepared and delivered a report to Congress in late December 2007 that summarized the findings of the research, included recommendations concerning the design and performance specifications for refuge alternatives, and focused on specific information that could inform the regulatory process on refuge alternatives. This document highlights NIOSH's research and recommendations concerning refuge alternatives, survivability evaluations of refuge chambers, and presents a brief review of the current deployment of refuge chambers in underground coal mines in the U.S. The research has lead to the conclusion that refuge alternatives have the potential for saving the lives of mine workers if they are part of a comprehensive escape and rescue plan, and if appropriate training is provided. Mine and ore beneficiation wastes and smelter contaminated soils often cause phytotoxicity and threaten adverse environmental effects if not remediated. Science has clarified both the risks from soil metals and methods to alleviate those risks that can be applied at low cost. Phytoremediation is a family of plant and agronomy based technologies to deal with environmental aspects of sites requiring remediation. If valid risk assessment indicates that metals comprise risk, phytostabilisation may be used to alleviate that risk for most contaminated sites. In particular, Zn-Pb, Cu and Ni mine and smelter sites are readily remediated by making the soil calcareous and fertile, with added organic and metal sorbent amendments that include soil microbes to ‘revitalise’ the soil. In each case, the soil fertility and causes of phytotoxicity should be clarified by agricultural soil extractions, and the combination of amendments required to improve fertility and reverse phytotoxicity identified and found locally. In contrast with phytostabilisation, phytoextraction/phytomining uses rare metal hyperaccumulator plants and agronomic management to maximise annual phytoextraction of soil elements into plant shoots for harvest, ashing and use as a metal ore. Plants that accumulate more than two per cent Ni in shoots, and yield 10–20 t ha-1 dry biomass yield 200–400 kg Ni ha-1, which has value greater than all common agricultural crops. Considering the value of elements, existence of hyperaccumulator plants and demonstrated agronomic management for Ni phytomining, it is clear that mine sites and Ni mineralised subore-grade serpentine soils can be phytomined economically as an agricultural mining technology. A team developed agronomic methods and improved cultivars of Alyssum, which can be profitably grown on temperate zone Ni mineralised or contaminated soils. Plant species for tropical ultramafic soil materials have been identified. This report examines practical considerations in longwall support selection that have evolved from Bureau of Mines ground control research. The scope of discussion includes trends in support selection, analysis of shield designs, performance testing, and an examination of support and strata interaction theories and their relevance to in situ support loading. Application recommendations are made for two-leg shields. four-leg shields, and chock-shields. Two-leg shields account for 67 pct of the current active longwall installations and are used in a variety of applications. Automated control systems are likely to continue to grow in utilization. The next major change in shield design is likely to be the application of wider supports. The most effective method of performance testing longwall shields is by controlled displacement of the canopy relative to the base. Controlled force application does not control the load transfer through the shield and may not produce maximum loading in all support components. Theories of estimating support capacity based upon a detached roof block that must be maintained in equilibrium by the powered support are being challenged by concepts based upon the equivalent stiffness of the total ground supporting system.

A cone penetrometer has been used to assess the level of stress existing in hydraulically placed mine backill. The test apparatus was fabricated at the mine and consisted of a steel cone, connector rods and a hydraulic jack. Testing was carried out from a manway passing through the centre of the stope. The cone was pushed horizontally into the fill, both at right angles and parallel to the orientation of the stope walls, and the resistance to penetration was measured. Corrections were made to allow for friction along the rods. In a cohesionless sand, such as mine fill, the point resistance should be directly related to the in situ stress. The stresses in mine backfill are due to o the self weight of the fill o convergence of the footwall and hangingwall of the stope. Silo theory was used to estimate that component of the in situ stress due to the self weight of the fill. The difference between the stress predicted by silo theory and the stress estimated from the cone resistance was assumed to be due to convergence of the stope walls.

The Brightwater Conveyance System consists of four tunnel segments in three tunnel con-tracts, comprising over 21,760 m (71,400 ft) of pressurized face tunneling in complex glacial and non-glacial soft ground conditions with a large proportion 60 m (197 ft) or more below the ground surface with up to 7 bars groundwater head. This resulted in unique technical challenges for establishing geotechnical baseline values. The process used to develop these baseline values and specifications with regard to the level of risk that the owner, King County, was willing to accept is described in this paper.

A lightweight compressed oxygen rescue breathing apparatus (RBA) for rescue and recovery missions has been developed by Mine Safety Appliances Company under contract to the Bureau of Mines. The apparatus is a positive pressure, closed circuit system of 4 hours duration. The weight of the complete apparatus, including an optional cooler, is slightly over 30 pounds. Weight reduction over currently available RBAs is achieved through the use of lithium hydroxide for scrubbing C02 in place of conventional chemicals and the use of a composite glass fiber/ aluminum shell cylinder for oxygen storage in place of steel cylinders. Positive pressure is maintained in the breathing circuit at all times by applying a constant spring force to the breathing bag. The harness has been designed to reduce the work of the wearer by redistributing the weight of the apparatus to the wearer's hips.

Construction projects may be delivered under one contract package or multiple packages divided by discipline, geographic location, or other characteristics. Dividing the construction into contract bid packages is called contract packaging, and is a vital and strategic aspect of effectively delivering tunneling projects. The process of contract packaging considers many factors, including the type of project, location, and owner?s priorities. This paper describes the key facets of the contract packaging process used recently on several tunnel projects, reports, where possible, on the success of the process, and concludes with recommendations for applying this process to achieve the right contract package.

Esta metodología permite encontrar la solución a los problemas dentro del aseguramiento de la calidad, seguridad y productividad de una empresa, así como establece la fuente de la causa de los accidentes por lesiones, como de los daños a la propiedad privada. En consecuencia, su aplicación se ha estandarizado en las áreas de seguridad y medio ambiente de dicha minera desde hace dos años, obteniendo resultados muy satisfactorios como el Premio Nacional de Seguridad en minería subterránea otorgado por el ISEM.

This volume summarizes mining and petroleum legislation in 25 jurisdictions of East Asia and the Pacific. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

"Two continuous coal zones occurring in a 2500f t (762 m) thick section of the Upper Carboniferous Pictou Group (Westphalian C and D) have been encountered in five offshore wells drilled f or oil and gas in the Gulf of St. Lawrence. They correlate, by means of fossil spores, with thick coals of the Mabou and Inverness coalfields situated at the eastern margin of the Basin. Therefore, the presence of a large submarine coalfield of at least 18000 sq mi. (46 620 km'] is indicated. This compares with an estimated size of 14 000 sq mi. (36260 km' ) for the Sydney Coal Basin.Accessibility is provided only by the small onshore parts of the Mabou and Inverness fields, because farther offshore the coals lie too deep to be mined (below 4 OOO f t ([ 219 m)).Two near-shore coal exploration wells indicate that at Mabou Mines the younger Inverness coals occur at a mineable depth to at least 5 km from land. A structure contour map of this area shows a reserve of 125 million tons in two Inverness equivalent seams that are 8.5 ft (2.6 m) and 4.5 ft (f.4 m) thick. The Mabou coals, however, reach too great a depth close to shore to possess mineable resources.A structure contour map of the Inverness submarine area, based on mine data and one off shore seismic profile, indicates inferred mineable resources of 160 million tons, in two seams that are 7ft (2.1 m) and 4.5 ft (f.4 m) thick . A detailed deep seismic survey will be necessary to substantiate the structure and resource estimates"",Maceral and coal quality percentage diagrams of five column samples of these seams (the 7 Foot and 13 Foot Seams of Inverness Equivalents) show a bright banded coal, high in reactive macerals, which will produce a weak coke unsuitable f or metallurgical purposes. A thermal coal with a rank of H. V. ""B"" Bituminous (0.64% Ro) is present, averaging 12000 btu llb (6 660 kcai/kg), 10% ash and 6% sulphur, of which 60 to 80% is derived from pyrite.Microlithotype profiles of the major Mabou and Inverness coals show characteristic successions that can be used f or seam identification and proved valuable f or structural interpretations.The time of faulting in the major fracture zone on the eastern margin of the Gulf of St. Lawrence Basin has been deduced from coal rank variations. To solve the problem of time-consuming and low precision in updating the open-pit vehicle transportation network, a high precision road network model construction method for unmanned vehicles in open-pit mines is proposed. This method can be divided into two steps. In the first step, an improved deep learning image processing model named DeepLabv3 + C (DeepLabv3 + Concat) is presented. Then, the road information extracted by the DeepLabv3 + C network is used to construct a three-dimensional model of the open-pit mine road network. In the second step, aiming at the time-consuming problem of unmanned vehicle meeting in open-pit mines, a vehicle meeting strategy was proposed. This strategy is used to guide the navigation of unmanned vehicles in open-pit mines. Besides, the DeepLabv3 + C network is verified by comparing the mIOU (means Intersection Over Union), accuracy, and continuity of road image extraction with the mainstream networks. The road network model constructed in the first step is quantitatively analyzed, and its performance is compared with GPS trajectory clustering methods. At the end of the paper, vehicle running simulation is carried out on the road network model by using Unity (a 3D visualization simulation software). The results show that the road network model constructed by this method can meet the navigation requirements of unmanned vehicles in open-pit mines, and the feasibility of the vehicle meeting strategy is proved.

This study assesses whether Narragansett Basin coal deposits could be developed commercially in the near future. To do this, we identify the potential market for the coal, assess the price these users would be willing to pay for Narragansett coal, and this price to the expected costs of producing Narragansett coal. The study concludes that the major market, New England utilities, could burn bituminous coal from Pennsylvania or West Virginia at a lower total cost than Narragansett Basin coal, assuming expected mining conditions and emission policies. Therefore, the study concludes that Narragansett Basin coal resources could not be developed economically in the next ten years.

A portable optical instrument for performing multispot laser vibrometry is described. The instrument is capable of measuring arrival times, surface motion frequency, and surface velocity and displaying these quantities in various useful ways. Sigma Research is currently pursuing the development of such optical measuring systems for the evaluation of structures in rock by non-contact interferometry methods. This work was sponsored by the U.S. Department of Interior (U.S. Bureau of Mines) under a Small Business Innovation Research (SBIR) contract number J0145075. The goal of the work was to develop a portable tripod mounted measuring system which can be set up at arbitrary distances (up to 30 meters) from a surface and project four in-line laser sample beams on this surface. A light receiving telescope gathers the scattered light from these four spots and provisions are made to mix this light with a reference beam from the laser. Four photodiodes are employed to determine the resultant interference signals which characterize the motion (particle velocity, frequency, amplitude) of the four illuminated spots on the surface under sudy. Information of this type can then be used to characterize the elastic or mechanical properties of the surface in question. In some cases (if more than four spots are involved) this surface information could be back propagated to draw inferences about the internal state of the material volume bounded by this surface.

The Pseudo Static Pile Load Test, PLT, is a rapid method for determining pile capacity. Pile design is usually based on theoretical calculations of ultimate load capacity using soil data from a field investigation. The pile capacity is confirmed during construction by analysis of blow counts using dynamic formulae, dynamic pile monitoring, and load testing. Load testing is the most direct and reliable method of determining the actual capacity of a pile. Conventional load testing procedures, however, are time consuming and expensive. A typical load test requires installation of two to four reaction piles, construction of a high-capacity steel test frame, hydraulic jacks, and dial gauges, and will typically take one to three days per pile. Costs for load tests range from $10,000 to $20,000 per test. The Pile Load Test machine features a 25-tonne weight mounted on a mobile test frame. PLT load tests can be performed in a matter of minutes once the equipment has been mobilized to the site. This paper examines three test sites where the PLT test method was used and compares the results to conventional load test results and theoretical capacity calculations.

Knowing more about an orebody makes it easier to exploit it profitably. Many orebodies are made up of different rock types, alteration zones or mineralogical ensembles: oxides versus sulphides or facies with different metallurgical properties for example. Being able to model the spatial layout of these different facies is vital to good mine planning and management. Kriging cannot be used to generate numerical models of orebodies with complex geometric patterns because it gives too smooth an image. Over-smoothing has the meaning of changing the natural selectivity. Conditional simulations are required to do this kind of model respecting the natural variability: honouring the natural selectivity, dilution and ore loss. Standard geostatistical simulations cannot duplicate many of the complex spatial relationships seen in the earth sciences, such as differently orientated facies, sets of conjugate veins or ore types where certain facies cannot touch. After a presentation of the case study, it will be shown why traditional methods for simulating indicators like the sequential indicator simulations, or the truncated gaussian method, cannot be used to simulate it. Plurigaussian simulations are then introduced and shown to be more powerful than the previous methods in their range of application. This is confirmed by the case study treated; a Chilean copper deposit, for which the plurigaussian simulations are seen to respect the different orientations of the individual facies as well as honouring the facies seen in drill holes, and respecting the proportion of each facies even if this varies in space (e.g. increases or decreases with depth). Catalyzed diesel particulate filters (CDPF's) reduce the concentration of diesel particulate matter (DPM) and may reduce the emissions of carbon monoxide (CO) and hydrocarbons (HC) in diesel exhaust. Asamera Minerals' Cannon Mine first installed CDPF's in 1987, and currently has 12 diesel-powered vehicles equipped with CDPF's. The Cannon Mine and the U.S. Bureau of Mines collaborated to evaluate the durability and performance of a CDPF. One of the CDPF's used at the mine was periodically evaluated in the USBM's diesel emissions laboratory after 839, 1,584, and 2,881 h of in-mine service. The objectives of this report are to present results from the USBM's evaluation of this CDPF, to describe the Cannon Mine's experience and cost analysis of using CDPF's, and to make recommendations for the future use of CDPF's. CDPF's improve air quality at the Cannon Mine, but they frequently become plugged and are subject to excessive mechanical shocks and stress, shortening their useful life. Mine records indicate that CDPF's account for 0.8 to 4.9 pct of the vehicles' operating cost at the lVine. CDPF life to date has ranged from 1,671 h to more than 5,992 h. Laboratory tests of the CDPF determined that DPM removal efficiency decreased and regeneration temperature increased over time.

The use of Diesel fuel as a source of power is continuing to increase in the United States. The latest available figures indicate that refineries are delivering in excess of 10,000,000 barrels of this type of fuel per month. Factors contributing to this increased consumption are conversions by a number of railroads from steam to Diesel locomotives and the growing use of Diesel engines in buses, trucks, tractors, earth-moving machinery, water craft, and stationary power plants. The increasing importance of Diesel fuel has led to a need for more information on its characteristics, particularly on the grades and qualities currently being marketed. To supply this information the American Petroleum Institute and the Bureau of Mines, United States Department of the Interior, under a cooperative agreement, are conducting annual surveys of Diesel fuels produced in refineries in this country. Samples of Diesel fuel were analyzed by the manufacturers in accordance with instructions from the Motor-Fuels Survey Panel of the Automotive Research Committee of the American Petroleum Institute. Results of the analyses were transmitted to the Bureau of Mines where the data were studied am compiled as shown in the tables of this report. The first survey was made in 1950 and was published as a Bureau of Mines report. The present report shows the results of a similar survey made during 1951.

In studies conducted by the Bureau of Mines, two test areas were hydraulically stimulated and exposed by mining: One in the Pittsburgh coalbed at the Vesta No. 5 mine, Washington County, Pa.; and one in the Illinois No. 6 coalbed at the Inland mine, Jefferson County, Ill. Induced fractures were contained totally within the coalbed with no adverse effect on the stability of associated rock strata. Induced fractures were vertical and were propagated normal to the direction of least residual tectonic stress. Gas production was increased fivefold to twentyfold by hydraulic stimulation.

Results are presented of a census of the machines used in surface coal mines in the United States. The numbers of each machine type and model reported to be in use are tabulated for large and small mines in the Eastern, Central, and Western regions. Also tabulated are the average daily usage times of the major machine categories and the numbers of machines that have acoustical and other cabs. Projections of the total numbers of primary production machines are given. It is found that heavy tracked dozers and wheeled front end loaders constitute the most prevalent machine types, and that generally a very few models of machines made by one or two manufacturers constitute a major fraction of the population in each machine category. About 70 percent of all machines are reported to have some kind of cab, and about half of these are reported to be acoustical gabs; it is noted that acoustical cabs generally came into significant use since about the early 1970's. It is observed that the percentage-wise mixes of equipment types used in the various categories of mines differ significantly for only a few types of machines, notably for heavy dozers and loaders, and for haulers, highway trucks, and internal-combustion engine-powered shovels and draglines.
