At its most basic level, minerals project management may be broken down into a series of logical chronological phases, described in this paper as: exploration, discovery; scoping and pre-feasibility; feasibility and approval; project financing and commissioning; operation; expansion and closure. Each phase has its own peculiarities and challenges, any one of which can potentially upset the forward progress of a minerals project.Reference is made to each of these project phases based on the authorÆs many years of first-hand experience, in an attempt to identify issues within the project management spectrum where additional caution may be warranted. Left un-addressed, these issues can cause undue delays in the project timeline, ultimately delaying approval at significant project cost.Finally, reference is made to the Mine ManagerÆs Handbook recently published by the AusIMM which is an excellent project management resource, considered to be very relevant for minerals treatment plant managers, whether the context be constructing, operating, expanding or shutting down.CITATION:Dunlop, J S, 2013. The quantity and behavior of gases in metal and nonmetal mines were monitored to provide background information on feasibility of incipient fire detection systems. Monitoring was conducted during working and nonworking periods at intake air, return air and working places. Gases generated during diesel operations and shot firing were of particular interest. Gases which were monitored were CU, C02, N0, N02 and S02: submicron particulate concentrations were monitored also. Commercially available instruments were used and included nondispersive infrared, electrochemical and chemiluminescent types. The ratios of the various gases generated during diesel operations and shot firing were similar to those expected from an incipient fire, with the exception of the C02/NOx ratio, which is sufficiently different to be considered for early fire warning. Samples taken near leaking bulkheads showed high C02 levels and low C0 levels, the reverse of anticipated behavior in coal mines.

The Bureau of Mines designed a chlorination apparatus to prepare CrCl2 free of CrCl3 by the direct reaction of chlorine and chromium. Equipment and procedures were developed for routine preparation of 25-pound batch quantities of anhydrous CrCl2. Calcium, iron, nickel, and silicon impurities were in the 0.01 to 0.05 percent range, and all other impurities were below 0.01 percent.

To reduce the respirable dust generated by auger-type continuous coal mining machines. The Approach: Use water sprays close to the cutting bits on the auger so that coal fragments are thoroughly wetted as they are formed to prevent dust dispersal into the ventilating air. How It Works: The "wet auger" system of dust control uses water sprays distributed on both shafts of auger type continuous miners. This approach has been tested underground by personnel of the Bureau's Twin Cities (Minn.) Mining Research Center on a Wilcox Mark 20 continuous miner, in a cost sharing contract with Buchanan & Sons Coal Company, Inc. Personnel of the Interior Department's Mining Enforcement and Safety Administration collected dust samples and analyzed the data. A test machine was fitted with six sprays on each auger (see Fig. 1). Water flow rates from 8 to 12 gpm at pressures from 90 to 120 psi, or about 8 gallons per ton of coal mined, were required. In November 1940, the Bureau of Mines started exploration of the Three Blacks manganese properties - Black Diablo. in Pershing County and Black Eagle and Black .Rook in Lander County. The purpose was to determine possible reserves of manganese in the deposits. It is reported that a small amount of manganese was mined from the Black Diablo during World. War 1. No mining except that necessary for assessment work had been done on the Black Eagle. Shipments were being made from the Black Rock deposit to a concentrator at Vain, Nev., while the Bureau's development work was progressing. The Black Diablo deposit consists of one patented claim owned by the Charleston. Hill National Manes Co. Mary L. Clough of Winnemicca, Nev., president. The deposit is about 20 miles by a gravel and dirt road southwest of Golconda, a town on U. S. Highway 40 and the Southern Pacific Railway, Pershing County, Nev. The deposit lies at an elevation of about 5,600 feet on the east flank of the north-south trending Sonoma Range. The property was leased by Messrs. Hollis Chatwin, T. E. Chatwin, and R. H. Richards of Salt Lake City and Mammoth, Utah. The lessees installed a crusher and erected an ore bin below the open cut on the deposit and mined and, shipped about 5,000 tons of about 30 to 52 percent manganese ore to the Columbia Steel Co., Provo, Utah.

In the plumbing of vertical shafts the methods employed and equipment used, are generally made to best suit existing conditions. Undoubtedly, there is no method that can be called standard or that can be used with equal ease and success on all shafts. At the Mount Isa Mines Limited property in Northern Queensland, Australia, local conditions have presented no major difficulties to be overcome in shaft plumbing work. In fact, compared to those at many shafts, the problem has been rather simple. There are three vertical shafts connecting main mine workings, with the greatest plumbing depth for any single lift, 350 ft.Other conditions pertaining to plumbing work have been generally normal.The method we have employed is, in principle, similar to the Weisbach orientation method with a variation that does not necessitate damping of the wires to bring them to rest. Although conditions encountered have not been such that damping the wires would have been inconvenient, we feel we have saved much time and eliminated unnecessary...

Seldom, if ever, has any mining hazard presented itself that some method has not been devised to control it to some extent; the degree of success of such control depends largely upon the intensity of desire to prevent suffering, injury, and death. The economic saving to be realized and the more definitely this is realized by all concerned, the more quickly and effectively will the hazards be handled is an important incentive to prevention of accidents. Preventing coal-mine explosions is by no means a complex problem; all that is necessary is sensible, conscientious, sustained effort. The fact that explosions can be prevented has been well-demonstrated by the record of the post few years; the average annual death toll from explosions for the 5 years 1906-1910 was 438, and for the 20 years prior to 1929 it was 265: during the past 4 years an average of only 32 deaths per year resulted from this cause, although the annual production during that time varied but slightly from that of 1906-10. This is a truly remarkable reduction, and if other types of mine accidents had been reduced in the same ratio only about 300 would be killed annually in our mines instead of the nearly '1,300 killed in 1936 and the approximately 2,000 killed annually for many years. Although frequency of occurrence of explosions has not lessened greatly during the last decade, their severity decreased markedly, which would indicate that effective means are being taken to prevent the spread of explosions, even though ignitions and their causes are not being handled nearly as effectively as they might or should be handled. Several large coal-producing States, which in the past have experienced numerous disastrous explosions, have been free from such disasters for continuous periods as long as 8 years in the relatively recent past. The application of rock dust to underground surfaces has been an important factor in preventing widespread explosions; some of the mast dangerous mines have been rock-dusted fairly adequately, and this has been amply repaid in the reduced severity of explosions, as heretofore indicated; however, many have applied rock dust apparently without giving much consideration to the amount required to prevent

As many, perhaps more, risen have died from gases and lade of oxygen (known as "after-damp") than have been killed by the blast and hart. Me explosions often are caused by it combination of factors, including concentration of methane in air, formation of clouds of dust, and the presence of a flame or spark. These explosion factors have varied with changes ill milting method and practises over the years, but the basis causes have always been the salve. Understanding of the causes and to acceptance of ways to guard against explosions and their effects have been slow to spread from investigates to officials and Own to bosses and miners. The objective of this condensed handbook is to provide the inspector with guidance for recognizing hazards from inhalation contaminants in above ground work areas of underground and surface coal mining and processing facilities and evaluating these hazards by collecting samples or making field determinations and interpreting the analytical results. It will be carried with the inspectors during their surveys. The complete handbook should be left in their offices except for Appendix II which lists the compositions of products found in previous surveys. There are several portions of the condensed handbook which should prove most useful to the inspectors. WAR undoubtedly accelerates metallurgical progress, although its most obvious effect is a tremendous waste of materials. The necessity for restrictions in normal uses of metals results in a search for substitutes or for enhanced properties that will make a limited supply last longer. An insatiable demand for more metal to be produced more quickly favors trial of new processes, new metallurgical tools, and new methods of fabrication. Greatest advance is made, of course, in practical physical and process metallurgy. Theoretical or fundamental research necessarily must take a secondary position, and is so regarded in this review. It is not that developments in theoretical physical metallurgy are lacking entirely, but, following the same trend noted in other countries as they entered war activities, attention in the U.S.A. has been shifted strongly to those developments having an immediate practical application.

"As the International Conference on Ground Control in Mining (ICGCM) enters its 35th year in 2015, it is time to look back and identify the areas that need to be emphasized and to look forward to see what areas need to be researched in the future. In the past three decades, ground control has made a tremendous advancement, and many case studies published in the 36 volumes of proceedings have demonstrated its important role in the daily mining operations. However, there is still plenty of room for improvements. This paper discusses the research needs in 12 subject areas, including mine geology, rock property, zones of disturbance in overburden, computer modeling, underground stress measurements, research method, roof bolting, coal pillars, failures, subsidence, shield supports, and coal bumps.INTRODUCTIONThe International Conference on Ground Control in Mining (ICGCM) was founded in 1981. Since then, 1,546 papers have been published in the 36 conference proceedings, including the three surface subsidence workshops held in the 1981, 1986, and 1992. All types of topical areas regarding mining, from geotechnical core loggings in the exploration phase through backfilling after mining to finally spoil piles stability on the surface, have been addressed. A review of these papers, and other related literature as well, indicate that ground control has developed to become an inseparable part of mine design and a problem-solving tool for safe production.After 34 years, it is time to look back and identify the areas that need to be emphasized and to look forward to see what areas need to be researched in the future. There is no doubt that the conference series has achieved the goal for which it was originally designed: to provide an annual forum for the exchange of information among the researchers, government regulators, equipment manufacturers, consultants, service providers, and—above all—mine operators. There have been many papers addressing the application of ground control techniques for successful mine design and safe production, and, without these papers, many projects would have failed. In fact, the conference emphasis on application types of papers may have steered too far toward the application side. A review of the conference papers shows that papers have been leaning mostly toward the applied side, leaving most, if not all, fundamental issues behind in nearly every topical area. This paper addresses research needs in 12 topical areas: mine geology, rock property, zones of disturbance in overburden, computer modeling, underground stress measurements, research method, roof bolting, coal pillars, failures, subsidence, shield supports, and coal bumps."

For the period January 1st, 1942, to January 1st, 1946, the American Bureau of Metal Statistics records the gold production of the world as 118,788,000 fine ounces. If we include 1946 at the same rate as 1945 (26,- 590,000), we arrive at a total of 145,378,000 fine ounces in the past five years . Included in these figures are estimates of Russian output at 4,000,000 ounces per annum for the five years, and 1,300,000 ounces per annum for Korea and Japan. The remaining 120,000,000 ounces represent the aggregate production from official reports of the other gold producing areas of the world, with the exception of the 1946 figures, as noted above. At $35.00 per fine ounce, this represents $5,188,230,000. According to the reports of the Federal Reserve System of the United States, on December 31st, 1941, the monetary gold reserves of the United States were $22,736,- 600,000 (at $35.00 per fine ounce) , while on October 31st, 1946 (latest available) , they had fallen to $20,402,000,000, a decline of $2,334,600,000. Adding this decline to the value of the new production for the five years, we have a total of $7,522,830,000, which has been absorbed by the rest of the world since Pearl Harbour, a rate of absorption of over $1,500,000,000 per annum. This has taken place at a rime when the advocates of purely managed currencies had convinced many people that gold performed no really essential function in the world's economy, and that we could get along perfectly well without it. It was pointed out that gold could not be eaten, it could not clothe our nakedness, it could not shelter us from storms, and, therefore, it was a non-essential, even though it could be used to settle international balances of trade. Apparently, the world as a whole still regards it as preferable to the paper promises of governments, however sound, relatively, they may appear. Actually, we have no way of measuring the true strength of this feeling, because the principal governments of the world have made it legally impossible for their citizens to own gold, except in the form of ornaments.

As part of the Bureau of Mines program to reduce U.S. reliance on foreign suppliers of strategic and critical metals, research was conducted to improve technology for the recovery of critical metals from hardface alloy grinding waste, a form of superalloy scrap. This report describes a hydrometallurgical process that demonstrated on a laboratory scale that 79 pct of the chromium, 97 pct of the cobalt, 99 pct of the manganese, 99 pct of the nickel, and 90 pct of the tungsten could be recovered in chemical form from hardface alloy grinding waste. The process involved deoiling the grinding waste, followed by chloride-based dissolution of the deoiled material. A high-grade calcium tungstate (CaW04) product was recovered from the resultant leach residue by caustic leaching and precipitation. Iron, cobalt, man-ganese, and nickel chlorides were sequentially recovered from the leach liquor by solvent extraction. Amine extractants were used to extract the iron, cobalt, and manganese; decanal oxime was used to extract the nickel. Market-grade cobalt chloride (CoCI2), manganese chloride (MnC12), and nickel chloride (NiCl2) products could be produced directly from the resultant strip liquors. The final raffrnate was a relatively pure chromic chloride (CrCI3) solution that compared favorably with commercial solutions.

It is important to be able to quantify the effects of blast delay designs on vibration characteristics. White was the first company to develop commercially available software, called Alpha-Blast, for this purpose. The program can indicate relative amplitude and frequency results to be expected from the use of particular delay intervals. If enhanced vibration effects from delays are a problem, a technique to evaluate this situation will be invaluable.

Forage plots were established on agricultural lands contaminated by acid mining waste. The acid produced through oxidation of pyrite and other sulfides caused elevated solubility and plant availability of copper, zinc, and arsenic which killed vegetation and polluted surface and groundwater. Soil amendments including agricultural lime (CaCO3), hydrated lime (Ca(OH)2), phosphorus, and organic matter were used to reduce the toxicity of metals. Several acid-tolerant grasses were used to vegetate the amended soils. Various soil extraction techniques were used to see which best correlated with vegetation performance. The extractions corresponded to three "forms" of metals in soil including soluble (water-saturation extract); plant-available/weakly adsorbed (DTPA extract); and total (HNO3/H202 extract). Of the extractants tested the DTPA levels appeared to correlate best with metal levels in plant tissue. The DTPA soil extractant serves as a useful tool in predicting potential phytotoxicity of mine waste materials.

Reduce the cost of modifying uranium well casings so that leaching solutions can pass through, but sand grains are blocked. Approach The well casing and surrounding cement are perforated at the mineralized zone by impinging them with high pressure water jets. How It Works A nozzle assembly is attached to a high pressure (15,000 psi) pipe and lowered into the well casing which typically is schedule 40 PVC (poly-vinyl chloride). The high pressure pipe line is extended down Into the casing until it reaches the mineralized zone. The upper end of the pipeline is then connected by a high pressure hose to the outlet of a 10,000 psi pump. Turning the pump on for 5 seconds causes a high velocity water jet to cut through the well casing and the surrounding cement. Figure 1 shows a high pressure pipe being installed in a well casing. Cutting small diameter holes in the casing allows the leachant to enter the casing and be pumped to the surface. However, the holes are small enough to prevent most sand grains from entering. Numerous holes are usually cut through the casing. The 3-nozzle assembly shown in Figure 2 cuts three holes, one above another.

Gas sensing systems are becoming more important in many industries such as oil, gas and mining operations. Particularly in underground coalmines, accurate and reliable monitoring of toxic and combustible gases such as methane, nitrogen dioxide, carbon monoxide and hydrogen sulfide is essential. Available conventional electrochemical sensors for gas measurements in underground coalmines suffer from shortcomings such as cross-sensitivity response, limited lifetime, high calibration cost, maintenance cost and safety. Recent studies have found that fibre optic-based gas sensors have potential to eliminate these issues. These sensors can also be used for long distance and distributed sensing of various gases, both of which are important for underground gas monitoring. For many years the Federal Bureau of Mines has been investigating fires and explosions in mines, tunnels, buildings, and hazardous processes of various kinds. Means and methods for controlling and extinguishing mine fires and preventing explosions and other accidents in many hazardous processes require the collection and analysis of samples of the atmospheres surrounding the sources of ignition. Complex mixtures of gases often encountered in mines, tunnels, and industrial processes may well presage imminent danger from explosions. This report discusses some practicable methods of utilizing the analyses of samples of complex mixtures of gases in their application to the many problems that arise from their presence.
