Many mine samples of coal are analyzed each year in the laboratories of the Bureau of Mines. The analyses are made in connection with investigations relating to fuels belonging to or for the use of the United States Government, the causes of accidents in coal mines, the geologic relations of coal beds, and the quality and the value of the coal and lignite in the public lands. The systematic collection and analysis of such samples in connection with fuel investigations was begun in 1904 at the Government fuel-testing plant at the Louisiana Purchase Exposition. and was under the direction of the United States Geological Survey for six years. Descriptions of the coal samples collected between the beginning of this work, July 1, 1904, and the transfer of the fuel-testing and mine-accident investigations to the Bureau of Mines,July 1, 1910, were compiled and published in Bureau of Mines Bulletin 22.' Descriptions and analyses of samples collected during the fiscal years 1911 to 1913 were published in Bureau of Mines Bulletin 85.2 Descriptions and analyses of samples collected during the fiscal years 1913 to 1916 were published in Bureau of Mines Bulletin 123.3 The present bulletin presents analyses and descriptions of samples collected during the fiscal years 1916 to 1919. In order that the material in this bulletin may be used to supplement that presented in Bulletins 22, 85, and ,123, the same plan of geographical classi- fication has been followed, the analyses and descriptions of the samples being grouped in alphabetical order according to the State, county, and town near which the mines or prospects sampled are situated.

There is one form for each incident listed in Table II-1a. They are ordered chronologically with incident numbers corresponding to those in Table II-la. ? They provide supplemental information to that contained in the fire incident report forms for selected fires. Index 11-14 keys the journal article report forms to the appropriate fire incident report forms. ? Non-reportable incident descriptions for underground mine fires. This is a listing of underground fires for which MSHA regulations do not require formal reports. ? Non-reportable incident descriptions for surface mines. This is a listing of surface fires for which MSHA regulations do not require formal reports. This appendix is intended to be used in conjunction with the tables and indexes contained in Volume II of this report and, as such, should be considered an integral part of Volume II. The indexes in the body of Volume II provide a means of ready reference to the underground and surface mine incident report forms. For those readers with interests other than those indexed, Tables II-la and II-1b can be used to locate specific incidents of interest. Complete incident information can then be obtained from the corresponding report forms in the first two sections of this appendix.

IT has been observed by Grange and Garvey' that the homogenization of boron-treated steels could lead to complete elimination of the hardenability effect caused by boron. The experimental conditions leading to this conclusion involved the heating of steel specimens with and without boron at 2350°F for 24 hr. To prevent oxidation and decarburization, the specimens were encapsulated under vacuum in silica tubes. This observation of permanent deterioration of boron effect was noted in both a 0.63 pct plain carbon steel and a 0.25 pct C low alloy steel, both of which had been treated with ferroboron and homogenized at 2350°F for 24 hr. In another series of boron-treated steels which had been homogenized for shorter times, the effect was to reduce, but not completely eliminate, the boron effect. Under these circumstances, it was presumed that longer heating times would cause permanent deterioration of the boron effect in this series of steels also. Since the characteristic grain boundary constituent could not be formed in any of these steels after homogenization, it was concluded that possibly boron was being converted into an ineffective form through chemical combination resulting from prolonged heating at high temperatures. Assuming the validity of this observation, a series of experiments to establish the relationship between temperature of homogenization and kinetics of deterioration was contemplated. Initially an attempt was made to reproduce the results just described. For this purpose commercial lots of AISI 8640 and AISI 86B40 steels were used. The analyses of these steels appear in Table I. Hardenability evaluation was on the basis of the hardness of normalized sections. Grange and Garvey' pointed out that these steels are air hardening to some extent and such a technique can be used. For these tests the specimens were held for 20 min in a salt bath at 1600°F and then cooled in still air. Several evacuated silica capsules containing pairs of the test steels were made up and heated for 24 hr at 2350°F. A number of failures occurred among these capsules, but evaluation of the specimens successfully treated indicated a complete deterioration of the boron effect. However, examination of the surface of the treated specimens showed that some reaction, probably with the silica tube, had taken place, since none of the specimens was bright. One further test was made at 2350°F for 12 hr, using a pair of specimens wrapped in tantalum foil prior to encapsulation. These specimens appeared bright after treatment, and their hardenability evaluation showed that no deterioration had taken place. Since these steels are extremely sensitive to de-boronization at high temperatures and particularly at long times of holding, the experimental observations raised some doubt as to the real occurrence of the permanent deterioration effect. To resolve this question an experiment was undertaken in which the high temperature portion of the treatment was completed in vacuum. For this purpose a molybdenum wound resistance furnace capable of maintaining good vacuum was used. All the pertinent accessories to this furnace were machined from molybdenum stock in order to withstand the high temperature involved in the experiment. With this equipment a temperature of 2400 °F was obtained and held under a pressure of 5x10-" mm Hg for 24 hr. A specimen of each of the two test steels was suspended in the furnace and both were heated simultaneously. Temperature was measured with a standardized Pt—Pt-13 pct Rh thermocouple, whose millivoltage at 2400°F was extrapolated from the standardization equation, good up to 2200°F. The complete evaluation of these specimens is shown in Table 11. The hardness values attained by each steel after normalizing, both before and after the prolonged high temperature treatment, remain the same. A microscopic study of the decomposition products present in the microstructures of specimens at various points in the heat treatment correlated with the hardness values observed. It seems that no permanent loss of boron hardenability effect occurs, at least in these Grainal-treated steels, when deboronization is circumvented. This information circular is one of a series the Bureau of Mines plans to publish describing the methods and costs of mining uranium on the Colorado Plateau. The Temple Mountain mining district is unique among the uranium-producing areas on the plateau. This relatively isolated mining district is in Emery County, Utah, on the eastern flank of the San Rafael Swell, about 35 miles southwest of the town of Green River. The district lies just within the eastern escarpment of the San Rafel Reef - a rampart of rugged and tilted sandstone cliffs that encircles the highly eroded core known as the Sinbad Country. The presence of petroleum matter found associated with the ore deposits, the occurrence of uranium in various formations, and the structural deformation caused by collapsed features have aroused a great deal of geologic interest. Mine development on Calyx Flat is distinctive, in that the ore deposits are worked through 36-inch calyx-drill holes.

This circular is the first of a series of publications describing uranium mining on the Colorado Plateau. Later circulars are planned in which exploration, development, and mining methods and costs will be described after a detailed study of various operations. Because of the introductory character of this paper, those well-publicized phases of the industry such as geography, history, prospecting, and exploration are described but briefly. Primarily, attention has been devoted to the general problems that are encountered in mining ore bodies and to the factors that affect the selection of development and mining methods. Those familiar with mining may class the information contained in this paper as elementary; however, its inclusion is considered necessary for the completeness of the series of papers. It will also serve as a source of information for people who are interested in uranium but are unfamiliar with mining.

Electric arc furnace (EAF) dust from the steel industries is listed by the United Sates EPA as a hazardous waste under the regulations of the Resource Conservation and Recovery Act due to the presence of lead, cadmium and chromium. The disposal of the approximately 650,000 tons of EAF dust per year in the U.S. and Canada is an expensive and unresolved problem for the majority of steel companies. The Waelz process has been considered as the best process for treating EAF dust. A process model, combined thermodynamic modeling with heat transfer calculations, has been developed to simulate the chemical reactions, mass and heat transfer and heat balance in the kiln. The injection of air into the slag and the temperature profile along the kiln has been modeled. The effect of (CaO+MgO)/SiO2 on the solidus temperature of slag has been modeled also and discussed. Some optimizing results have been presented in this paper.

As part of the Bureau of Mines health and safety research program, a short-range locator system, capable of locating miners who have become trapped following a mine accident, has been devised, The system consists of a lightweight, low-power radio transmitter incorporated into a miner's cap lamp battery and a directional receiver carried by rescuers. Prototype transmitters have been constructed, and the propagation of their signals has been investigated, The detectability of the signal in underground coal mines has also been investigated, This research indicates that a short-range location system would serve as an economical and practical means of locating miners from within the mine following an accident,

The purpose of this study was to develop procedures to measure Bingham flow properties for mine tailings and to use these to predict the possible consequences of a hypothetical tailings flow failure at the Tenmile Tailings Pond at Climax, Colorado. The consequences of such a failure were found to be minimal, and the failure itself highly; unlikely. Values of Ty (Bingham yield shear strength) and np (plastic viscosity) were measured for 10 materials using results obtained from vaned coaxial viscometer tests and triaxial tests.

Mill tailings, containing iron sulphides in particular, pose an environmental concern since they constitute a potential source of acid mine drainage which can damage vegetation, harm soil and living organisms, and contaminate groundwaters. Proper disposal of acid generating tailings is therefore an important issue that must be addressed and resolved in a satisfactory manner. Placer Dome Canada operates a 4000 t/d gold cyanidation facility at Musselwhite mine, in northwestern Ontario, where the mill tailings have been classified as acid generating. This study was conducted to explore the effectiveness of froth flotation in removing the sulphide minerals from these tailings and producing a low-sulphur, non-acid generating material that could serve as a capping material for previously deposited tailings. Laboratory semi-batch flotation tests were carried out in accordance with an experimental design procedure, and a computer simulation program was developed to facilitate the evaluation of flotation performance. In this investigation, pH, collector concentration, and airflow rate were considered as the relevant flotation variables, and their effects were examined both experimentally and by simulation. Results have demonstrated that flotation can successfully desulphurize the Musselwhite mine tailings and render them non-acid generating.

The Jamestown Mine is a 6.3-kt/d (7000-stpd) open-pit gold mining operation located in the central portion of California's historic Mother Lode district. Most early production from the Jamestown area occurred in underground operations from 1906 through 1916. Pit production began at Jamestown in early 1987 and continued until July 1994. Although additional mineral resources existed, they were deemed to be uneconomic. About 23.3 t (750,000 oz) of gold were produced from pit operations, compared to 31 t (100,000 oz) from early underground mining. Recent operations at Jamestown included two open pits, a flotation mill and a flotation tailings facility. Flotation concentrates were produced in Jamestown and shipped to Yerington, NV for cyanide leaching in a carbon-in-pulp (CIP) circuit.

Silver Bell produces about 22,000T of fine copper annually from low-grade chalcocite and oxidized copper ore that is recovered by sulfuric acid leaching and SX-EW processing. The current mineable reserves are 146 million short tons averaging 0.39% Cu, at a 0.15% cutoff. Silver Bell utilizes two types of mining methods to develop the low-grade reserves: (1) a conventional blast, load and haul method for run-of-mine leach ore, and (2) rubblization of material on the margins of existing pits. Rubble leach ore is blasted, terraced with a bulldozer, and leached in place. Mining and/or rubble leaching is currently active in four separate pits. Laramide-age intrusive rocks host porphyry copper mineralization at Silver Bell. Quartz monzonite porphyry dikes and stocks, mafic-poor equigranular granite (alaskite), and sub-volcanic dacite porphyry are the predominant host rocks. Most of the ore currently mined comes from near-horizontal enrichment zones containing veinlets and disseminated grains of pyrite and chalcopyrite rimmed by chalcocite. Conversion from a milling operation to a leach only operation allowed for a much lower cutoff grade than was historically used at Silver Bell. Mine geologists were able to increase copper resources by drilling exploration targets that were previously interpreted to provide lower-grade mineralization below cutoff-grade for milling. Geologic parameters that effect the distribution of rubble and mineable leach ore include: ore grade and thickness, variable alteration styles in intrusive host rocks that affect fragmentation during blasting, acid consuming carbonate wallrocks (reactive skarn) which influence leach solution pH, solution flow paths and drainage, presence of leachable oxide mineralization in non-reactive skarn, and depth to hypogene mineralization which is currently uneconomic. Geologic parameters are used to predict rubble bench limits, vary blast hole spacing for consistent fragmentation, and correct errors in mineral zone classification based solely on blast hole assays. An expansion-drilling program has identified approximately 150 million tons of new leachable copper resources with an average grade of 0.35% Cu.

The Bureau of Mines investigated extraction of aluminum from aluminum-silicon alloys as a means of utilizing domestic aluminum silicate ores for aluminum production. Aluminum was extracted from aluminum-silicon alloys by electrolysis in molten electrolytes of NaCl-KCI-AIC13 and NaCl-KCI-AIF3 in a laboratory-scale cell. Six alloys with aluminum contents ranging from 20 to 87 percent aluminum were tested, and aluminum products of primary grade or better were obtained. More than 80 percent of the aluminum was recovered with current efficiencies as high as 91 percent. Recovery of a metallurgical-grade silicon product from the anode residue by an acid leaching procedure was possible with the 50-50 and 65-35 Al-Si alloys.

In the course of an integrated airborne survey in 1975, a uranium-molybdenum deposit was discovered by Minatome Australia Pty Limited in North Queensland, Australia, approximately 70 km by road west of Townsville.The mineralization occurs in a welded tuff unit within the Carboniferous St James Vokanics. It is structurally controlled by a complex of subvertical east-west fractures and is exposed over a strike length of 350 m. Drilling has traced a further 150 m extension underneath a barren capping consisting of a thick pile of vokano-sediments. The maximum width of the orebody is 150 m, and its vertical thickness is approximately 100 m.The primary ore minerals are coffinite, pitchblende and molybdenite, accompanied by various alteration products (particularly uranium molybdates).The vein-type mineralization is considered epigenetic.A comprehensive program of surface drilling and underground exploration is in progress to establish the uranium and molybdenum reserves.

Since 198 1, Federal mining law has required every miner working in underground coal mines to have a self-contained, self-rescuer (SCSR) available for use in emergencies. Some miners that have escaped from fires using SCSR's have reported that they had to remove their mouthpiece to talk during escape, thus compromising the protection afforded by the SCSR. If miners are in thick smoke during an escape, they may have trouble if they become separated from their group. The visibility can be so poor that separation can occur at very short distances. To address this problem, two-way, FM radios were built into the SCSR to improve the ability to communicate should the miners be separated over relatively short distances. The SCSR prototypes built and used in testing included both two-way radios and improved mouthpieces. Comparison studies were conducted using combinations of the new and old mouthpieces, and trials using the radio or not using the radio. Subjective judgments indicate that communication ability was significantly improved using the prototype devices. Communication problems have been encountered with teams using standard voice- powered communications systems. Mine rescue teams perform rescue and recovery work under extremely hazardous conditions, life lines are a standard part of mine rescue team equipment. Leaky feeder and quasi-leaky feeder life line communications systems provide significant improvements over standard systems. These improved systems allow all members of the team to communicate with each other and their base of operations. These innovations will significantly enhance the safety of mine rescue operations.

The Resource Management Act 1991 provides for activities to be classified as permitted, controlled, restricted discretionary, discretionary, non-complying or prohibited in district and regional plans. This paper looks at the use of the prohibited activity status to restrict, in particular, mining. Often the use of prohibited activity status for mining appears to have no basis other than the negative perceptions that the local community and/or the planner drafting the plan has toward mining and quarrying.   The paper will address the current appeal regarding the use of prohibited activity status now before the Court of Appeal, and the history to the litigation. The relevance of the outcome of the appeal to the minerals sector will also be explained.

The paper presents previously unpublished results derived from an unique interaction moitoring program conducted in the Sydney Coalfield of Nova Scotia. An abandoned, sealed longwall gateroad was re-entered and instrumented prior to extracting a longwall face 140 m below it. Instrumentation included piezometers connected to a constant head tank to monitor subsidence, and horizontally mounted extensometers to measure strains associated with subsidence. Survey levelling data was also collected. The monitoring results have allowed a number of significant conclusions to be drawn, all of which were either unanticipated or contradict current mainstream thinking. Firstly, interaction subsidence was less than anticipated. Secondly, the effects of rate of face advance on the development of the subsidence profile are evident. Thirdly, compressive strains are shown to remain in the subsided strata. Finally, strata response to undermining was almost immediate. The impact of these findings on the extraction of longwall panels beneath flooded workings in the Sydney Coalfield are discussed.

The recent drop in the value of the South African Rand has resulted in an increased export value for South African coal and has lead to new coal reserves becoming available for mining. Very often these reserves are in close proximity to existing structures and utilities thus calling for stringent blast control measures to keep the risk of vibration, air blast and fly rock damage to a minimum.

During investigations of the treatment methods for ore from the Bird-in-Hand gold mine carried out at Kalgoorlie and at these laboratories, it was found that excess alkali caused a lowering of extraction by cyanide, the cause of this being attrIbuted to the presence of a small amount of oxidised lead compounds in the ore. The subject has been discussed by various writers,3 but no satisfactory explanation of existing facts has been put forward.
