Introduction The Surface Mining Control and Reclamation Act was passed in 1977 to put an end to the uneven environmental standards and enforcement established by various coal mining states in the US. One year after passage, the Secretary of Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for state regulatory programs under the Act and to allow states to assume primary regulatory responsibility. To implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules. But they must take into consideration the differences between surface and underground coal mining. The regulations developed by the Secretary in 1979, with respect to subsidence control, included: • a subsidence control plan as part of the permitting process; • substantive provisions establishing performance standards for subsidence control; and • provisions providing for the prohibition of mining under perennial streams, impoundments larger than 24.6 dam3 (20 acre ft), and certain public facilities and urban areas. Industry challenged the Secretary's regulations implementing the subsidence control provisions. The litigation was consolidated with all other challenges to the permanent program regulations. (Permanent Surface Mining Regulation Litigation, Civil Action No. 79-1144; D. D.C., May 16, 1980.) In two opinions dealing with the multitude of issues raised by both industry and environmental groups, the US District Court of the District of Columbia ruled against industry. It upheld the promulgated subsidence control provisions. The US Court of Appeals stayed the appeals pending the agency's review and revision of its regulations. The regulatory reform was conducted in accordance with the order from the Secretary of Interior and the President in 1981. As a result, the subsidence control regulation was revised, reproposed, and finalized in June 1983 (Federal Register). This regulation, along with others, was again challenged by environmental groups and industry. On Oct. 1, 1984, the court, after finding the Secretary's reading of the Act reasonable, upheld the 1983 subsidence regulation except for one section. On Feb. 21, 1985, in accordance with the court's ruling, the Office of Surface Mining (OSM) suspended a portion of 30 CFR 817.121 (c)(2) concerning the damage correction requirement for structures or facilities and reproposed it on July 8, 1985 (Federal Register). In conjunction with a request for public comments, OSM now also seeks comments on the omission from the 1983 rule of the requirement in the 1979 rule regarding a presubsidence survey and monitoring of damage to structures. Technical issues related to subsidence regulations The subsidence regulations of June 1, 1983, consist mainly of two parts: a subsidence control plan as part of the permitting process; and substantive provisions establishing performance standards. Industrial grinding machines used in the mineral processing industries are mostly of the tumbling mill type. These mills exist in various types: ball, rod, pebble, autogenous, and semi-autogenous. Balls and rods are traditionally media shapes used in the tumbling mills. In resent years, as an alternative to balls, grinding charges with various shapes are being used. Cylpebs are slightly tapered cylindrical grinding charges with length equaling diameter, and all the edges being radiused. Cylpebs of equal diameter and length have 50% greater surface area and 45% greater weight than balls of the same material. In addition, they have 9% higher bulk density than steel balls, or 12% higher bulk density than cast balls. An important advantage of cylpebs over balls is that cylpebs produce narrower granulometric distribution due to their shapes. However, some discrepancies were found in the literature regarding the milling performance of cylpebs in comparison with balls (Chi, 2004). In recent studies, Chi (2004) has provided detailed information on cylpebs and has compared these to balls in relation to media mass, size distribution, surface area, and input specific energy. Ipek (2006) has investigated the effects of cylpebs and balls with equal mass and surface area on the breakage rate of quartz, using cylpebs and balls separately. Similarly, Lameck and Moys (2006) have investigated the effects of balls and worn balls on breakage rate of material using worn balls as grinding environment. However, no study has attempted to investigate the effects of grinding environment other than balls on the brekage distribution. As indicated by Prasher (1987), the breakage distribution function is independent of the following variables in ball mills: hold-up (Mika et al., 1967; Kelsall et al. 1969), mill speed and ball load (Herbst and Fuerstenau, 1972), media load and ball density (Kelsall et al., 1973), mill diameter (Malghan and Fuerstenau, 1976), and powder charge (Shoji et al. 1980). The aim of the present paper is to compare the effects of cylpebs and balls on the breakage distribution function of quartz with respect to same mass and same surface area. BACKGROUND Comminution as a rate process is called kinetic approach. Studies on the kinetic approach are reviewed by Oner (2001). Oner states that grinding kinetics are based on studies by Kolmogorov in 1941 and that Robert (1950) is the first to suggest this approach. Later, Melzak, Loeveday, and Reid have improved the grinding kinetics equation; and, Austin and Lynch have conducted two basic studies on the analytical solutions of these equations. Considering the results of studies comparing the size reduction mechanisms, it has been accepted that breakage constitutes of two operations. These two basic operations, first defined by Epstein (1948), are those of selection of material for breakage and the distribution of breakage material to particle sizes smaller than the initial size (Lynch, 1977). Epstein defined the two operations as: ? Pn(y), the probability of breakage of a particle size in the nth step of the breakage process. ? F(x,y), the cumulative distributions by weight of particles of size x<y arising from the breakage of a unit mass of a size y. Probability of breakage is called a selection or a breakage-rate function (Si). Characteristics size distribution after breakage is called a breakage distribution or appearance function (Bi,j). Due to the difficulties in representing particle size distributions mathematically and constantly, the batch equation based on particle size fraction is suggested. Thus, as is the case in breakage distribution and specific rate of breakage, the breakage parameters were defined by batch grinding experiments conducted in laboratories (Oner, 2001). When effective breakage occurs in the mill, the breakage of material with single feed size fraction usually fits first order grinding kinetics and the specific rate of breakage values can be calculated through the slope of semi-log plot. The values of the breakage distributions are deduced from the size distributions at short grinding times where there is mainly size 1 material breaking and only small amount of smaller sizes to rebreak (Austin et. al., 1984). B values can be calculated by using BII. [ ] where j is the top size of the charge, Pi(t) is the cumulative percent undersize of i th size interval at the short grinding time which gives no more than about 30% broken out of the top size interval. Cumulative primary breakage distribution, Bi,j, is also defined in an empirical form by [ ] where xi is the top size and Bi,j is the weight fraction of primary breakage products. The parameters F, ? and ß define the size distribution of the material being ground. On plotting size versus Bi,j on log scale, the slope of the lower portion of the curve gives the value of ?, the slope of the upper portion of the curve gives the value of ß, and F is the intercept as in Fig.1. "A bulk mining method is employed at the Lockerby mine resulting in the formation of large muck-piles. If these muckpiles remain in the stopes for some time they may agglomerate to the extent that the muck cannot be removed by a scooptram. A laboratory investigation was undertaken with sulphide material from the mine in order to detemine the time that oxidation begins and the flowability of the material as a f unction of several factors. The laboratory results are applied to the conditions in the muck-piles.The time of the beginning of oxidation of the material decreases as the sulphide composition, water content and availability of air increases. Oxidation is retarded by the addition of a copper sulphate solution instead of water. The unconfined yield force (strength} of the material increases with an increase in the sulphide composition, water content and time. The material ceases to be free-flowing before there is visible evidence of oxidation and this suggests that oxidation actually begins earlier and that agglomeration is also due to the capillary action of water.Broken ore should be removed from the stope prior to the time a muck-pile ceases to be free -flowing-perhaps as early as two days f or high-grade ore and 5 days f or low-grade ore. In order to control dust, 1.4 weight per cent of a 5 per cent solution of copper sulphate should be added 10 the muck-pile rather than water. This inhibits oxidation and increases the time that a muck-pile remains free-flowing."

In the United States the performance characteristics of permissible explosives are controlled by routine tests, which include firing the explosive into a gallery filled with a methane-air mixture. These tests are made by the staff of the Explosives Division of the Bureau of Mines and, are similar, in general, to those employed in other countries. This control has helped to reduce the frequency of accidents involving the ignition of firedamp by explosives but has not clarified the basic causes, of the ignition. To advance this control and to minimize potential hazards further, this fundamental knowledge is needed. Some of the results of recent research on the causes of the ignition are described herein. NATURE OF THE PROBLEM When an explosive ignites firedamp in the gallery tests, the source of the ignition must be one or more of the emissions from the steel borehole. It has been accepted generally that these emissions are (1) particles, (2) the shock wave, and (3) hot gases and flames. Photographs show that the shock wave emerges from the borehole first, followed closely by hot gases. At first the velocities of these are high and approximately equal, but the velocity of the gases decreases more&apos; rapidly than that of the shock wave, and by the time the reactions causing the flame are complete the shock wave travels in an otherwise undisturbed medium. The particles are originally enveloped in the hot gases but some soon begin to break through and eventually out-distance the shock wave. The monocarbide region of the ternary system U-C-O has been investigated at 1,700° C as the first phase of a more extensive study of a portion of the four-component system U-C-O-N. An area bounded by the following compositional limits in atomic percent was studied: U, 44 to 55; C, 30 to 60; 0, 0.2 to 20. Compacts composed of mixtures of uranium, graphite, and uranium dioxide powders were sintered at 1,700° C under an equilibrium pressure of carbon monoxide to produce uranium oxycarbide specimens having a variety of compositions. Sintered specimens were evaluated by X-ray, chemical analysis, and ceramographic techniques. Solid-solution boundaries and phase relations have been established, and the effects of composition on the lattice parameter as well as the decomposition pressure have been investigated. Oxygen can be substituted for carbon in stoichiometric uranium monocarbide to the extent of about 17 atomic percent at 1,700° C. The composition range of the oxycarbide solid solution extends from about 48 to 51 atomic percent uranium in the low oxygen region. Above 10 atomic percent oxygen the composition range narrows to less than 1 atomic percent uranium. Carbon monoxide exists as a gaseous phase in equilibrium with all compositions which contain oxygen. Five separate phase fields were found bounding the solid-solution area. Other phases within this portion of the system include uranium, uranium dioxide, uranium dicarbide, and uranium sesquicarbide. Decomposition pressures of oxycarbide compositions at 1,700° C have been found to vary from a few microns for stoichiometric and uranium-rich compositions to 35 torr for carbon-oxygen-rich specimens. Lattice parameters were found to depend upon the U to C + 0 ratio as well upon the extent of substitution of oxygen into the stoichiometric monocarbide lattice.

The aim of this joint work between the French Coal Board and the Paris School of Mines is to be able to practically model the behaviour of a transverse drum cutting rock with picks. First a theoretical approach leads to the concept of cutting curves, giving forces and torque against penetration per drum revolution. Then experimental evidence, from full scale and reduced scale testing, validated and confirmed the theoretical shape of the curves. Finally practical applications are given, to improve the design or use of a shearer (or continuous miner). A micro-computer program is being developed to predict the cutting performances of a machine in certain conditions.

As global energy demands increase, there will be a critical need to employ fuels that have minimal environmental impacts. While hydrogen is considered the ultimate fuel for that purpose, hydrocarbon based fuels will be in use for a considerable time and will probably be the first major source of hydrogen for next generation power systems. The best fuel for this transition will be natural gas because of the high hydrogen to carbon ratio. Natural gas hydrates have the potential to meet the global energy needs for the foreseeable future. The amount of energy stored in natural gas hydrates is significantly more than that of all the other fossil fuels combined. However, most proposed techniques for recovering the natural gas from the hydrate require too much energy input, raise safety concerns or can only recover a fraction of the gas. This paper discusses the technical feasibility of a novel method of gas production in hydrate reservoirs. The method is an in-situ process that creates a point heat source in the hydrate formation. This method not only significantly reduces the energy input, but also has the potential to sequester as much or more CO2 than would be produced from combustion of the natural gas produced, thus making this in-situ methane production technique virtually carbon neutral. Simulations using FEMLAB™ show that the method offers an energy efficient and environmentally friendly way to produce natural gas from hydrate reservoirs. Preliminary results indicate that it is possible to have an energy efficiency of nearly 90% for land based reservoirs for hydrate loadings of 20%. The simulation results also suggest that alternatives to a point source can be employed which may improve the process efficiency.

The present communication records the results of a research investigation conducted in the Porcupine Gold Mines in Timmins, Onto. Soon after silicosis became a compansable disease in Ontario under the Workmen&apos;s Compensation Act in 1926, the attention of mine operators and physicians was drawn sharply to the prevalence and importance of this condition in the mining industry. A number of examining centres were established in Northern Ontario by the Workmen&apos;s Compensation Board, and the yearly X-ray examination of miners was made compulsory.Although working conditions were soon improved, the mining industry realized that they were confronted by a problem demanding basic research for its final solution. The late Sir Frederick Banting had, for a number of years, been interested in silicosis, and it was upon his suggestion that an experimental investigation was undertaken at the McIntyre-Porcupine Mines Ltd., Schumacher, Ont., in November, 1932. A preliminary report of this investigation was published in 1937 by Denny, Robson and Irwin and a further report by the same authors in 1939.Accepting the theory that silica exerts its injurious effect upon animal tissue through a slow transformation into silicic acid in the presence of body fluids; these authors assumed that if the solubility of the silicious material retained in the lung could be sufficiently reduced, the usual fibrotic response would be modified or would not occur. A search was therefore undertaken for some non-toxic compound that would fulfil this purpose. After investigating ma:qy substances, Denny and Robson discovered in 1936 that the presence of small amounts of aluminum powder almost completely inhibited the solubility of silicious material in vitro. An intensive study of the mechanism involved later showed that the reduction in solubility was due chiefly to a coating of the silica particle with a thin film of a gelatinous hydrated alumina which on drying formed the crystalline alpha aluminum monohydrate boehmite (AI203.H20). The presence of this absorbed layer on the surface of the quartz was indicated by -staining it with aurin (ammonium salt of aurin tricarboxylic acid) and proved by Germer and Storks by means of electron diffraction patterns.Inhalation experiments with animals were at once begun, using pure quartz dust with and without aluminum powder. Fluctuating metal prices, declining head grade, and increased operational costs are forcing many open pit mining companies to look to their balance sheets for significant cost reductions in order to remain competitive. Maintenance continues to represent a significant proportion of the total operating costs in the mining industry. Compared with the other major cost components of the mining process, very little effort has gone into maintenance optimization. The potential payoff from maintenance optimization on the cash cost of the commodity is enormous. A large percentage of these costs are incurred in unscheduled maintenance events, which typically cause serious disruptions to the production process. These maintenance-induced production losses can be a significant contributor to the overall operating costs. A structured proactive maintenance approach using the latest advances in technology can achieve dramatic cost reductions and productivity improvements. Remote condition monitoring systems are becoming increasingly commonplace and have the potential to identify problems prior to failure. Detection of equipment degradation prior to failure will enable repairs to be scheduled thereby reducing costs and interruptions to production. Remote condition monitoring technology has evolved rapidly in recent years, with a host of new tools becoming available to assist mine operators in improving their maintenance operations. These tools have capabilities such as remote real-time vital signs and performance monitoring, alarm/event handling, trend analysis, and maintenance workflow management. When these monitoring tools are used in conjunction with a mine management system, the vital signs data can be integrated and associated with maintenance history, predictive maintenance data, operational information, and geographical information. This integrated approach to the management of vital maintenance data will help shift the mobile equipment maintenance paradigm from reactive to proactive. This paper will introduce a proactive approach to the management of the maintenance process and the tools required to facilitate this process.

The tungsten potentialities of the Combination mine were examined by a mining engineer of the Bureau of Mines in 1947. A report based upon his personal knowledge of the mine and the results of the examination contained recommendations for further investigation. This report presents factual data from Bureau of Mines field investigations begun in August 1947 and continued until December 1948, except for a 5-month recess during the first winter. The Combinat.ion mining property of 52 patented claims and 15 patented mill sites is in the Black Pine mining district, Granite County, Mont., 11 miles northwest of Philipsburg. The altitude in the mine vicinity is approximately 6,500 feet.

Standard statistical methods were used to estimate the probability of occurrence of major disasters, and to examine the relationship of disasters to injury statistics published annually.

Investigation of the Classification Operation in a Coal Pulverising Vertical Spindle Mill Coal pulverisation in power plants is a major electrical energy consumer. In 2006 more than 41 per cent of world electricity generation was from coal where pulverisers use 0.5 to 1 per cent of gross generation. Therefore, pulverisers are an important target for optimisation not only for reducing costs of power generation but also for reduction of greenhouse gas emissions. A better understanding of the operation of pulverisers is an essential requirement for their optimisation. However, little information is available, other than operating experience, on the performance of pulverisers and how these react to changes in operational variables. This study investigates the effect of changes in coal and airflow feed rates on the classification performance that occurs in an industrial scale ball-and-race vertical spindle mill in which the pulverisation and classification processes are linked together due to the separator classifier being an integral component within the pulveriser. In order to decouple the breakage and classification processes, samples were cut from upward flowing streams through sampling ports drilled on the pulveriser body at different locations. Specific sampling tools were developed. Samples collected from the pulveriser were size and density fractioned to distinguish the differences in behaviour of the components, namely coal and mineral matter. The coal flow rates on dry basis within the mill and around the separator classifier were calculated by mass balancing the multi-component data. The difference in classification behaviour of components during pneumatic transport was confirmed. The response of the circulating load in the mill (~600 to ~1100 per cent) as well as the dependency of fineness of the streams to the operating variables was demonstrated. The approach taken in this study has proved that development of a classification model for a vertical spindle mill pulverising non-homogeneous materials, eg coal, requires treating these materials as multi-component/composite substances.

Winzes are usually sunk 9 ft. 6 in. long by 6 ft. 0 in. wide and are divided into two compartments, 4 ft. 0 in. by 5 ft. 0 in. inside the timbers. The general practice is to sink the winze to a depth of from 9 to 12 ft., put in bearers and three or four rings of timber, and then erect a sinking headframe before continuing sinking operations.GENERALThe main feature governing the design of the headframe was that all parts could be transported on timber trolleys in No. 2 Shaft. Except for some minor details the structural members consist of steam pipe. Joints are sections of steam pipe welded to one member and into which the other member fits and is held in place by a 1-in. bolt. The headframe consists essentially of two bedpieces to carry the winch and to form a seat for the four legs. The legs support the sheave bearers, the tipping door and the brace.Except during tipping operations the door is in a nearly vertical position. For tipping it is lowered to an inclined position and a hook suspended from one of the bracing members of the headframe is attached to a &quot;D&quot; welded to the bottom of the kibble. This causes the kibble to tip when it is lowered on to the tipping door. The capacity of the kibble is 4 cubic feet.THE HEADFRAMEThe dimensions of the headframe are:Height to top of sheave .. .. 14 ft. 10 in.Distance centre to centre of legs 4 ft. 4 in.Length of bedpieces .. .. .. .. 8 ft. 9 in.The weight is approximately 2,000 lb., the tipping door and bedpieces being the heaviest members. Three 3 inch pipes act as spreaders between them.Welded to the top of each bedpiece is a 6-in. by iHn. plate 3 ft. 0 in. long with four 4-in. by 1.5-in. slots cut longitudinally at 10 in. centres. In New South Wales, development applications for major coal mining proposals are determined by the Minister for Planning and Environment and applications for mining leases and other mineral titles are dealt with by the Minister for Mineral Resources. The environmental conditions placed on the development consent, the coal mining lease and the approvals and licences under the pollution control legislation, amount to a substantial component of any new project&apos;s planning and commissioning considerations.An outline is presented of the framework within which various approvals are granted and conditions for environmental management are imposed upon mining projects. The principles and concerns, as perceived by the regulatory authorities, on which the majority of approval conditions are based are also outlined.No attempt has been made to analyse the extent to which these principles or standards are achieved in practice, nor to discuss the degree to which some of the conditions are achievable with the current status of technology and economics in the coal industry.

Introduction Shale Mining Problems The mining problems an oil shale operator will face are largely determined by the process. Candidate oil recovery processes are surface (above ground processing of mined oil shale), modified in situ (underground with some shale removed), and true in situ (completely underground with no shale removed). The shale removed for modified in situ (MIS) is generally processed by surface techniques. The mining problems are different for each category. Fig. 1 depicts the diversity of western shale deposits. Mining for surface operations will employ underground mining techniques in common use but the scale will be larger. A typical oil shale operation is expected to require 75,000 to 250,000 st (68 000 to 226 800 tons) a stream day of crushed oil shale. This is above the upper limit of current mining operations. Major problems include: (1) lack of good engineering design properties for oil shale, especially when interbedded with saline minerals at depths below 1,000 ft (305 m); (2) presence of water, hydrogen sulfide, and methane in some areas; (3) necessity for mine disposal of as much retorted oil shale waste as possible; and (4) control of environmental impacts of mining. Portions of the oil shale deposits in Colorado, Wyoming, and Utah and significant portions of the Devonian shales in the eastern U.S. are adapted to surface mining. No major technological problems are apparent outside overburden thicknesses up to 1,000 ft in the West. However, numerous political and environmental difficulties have arisen. One major oil shale developer cancelled a planned surface mining operation and currently is pursuing a modified in-situ plan. The eastern shales are closer to the surface than the western, but suffer from many of the same environmental and political problems. Modified in-situ operations face much more severe mining problems than surface efforts. Because the mined stope (called an in-situ "retort" by processors) acts as a retorting process vessel subject to gas flow, combustion, and temperatures between 1,500° and 2,000°F, mining is under highly restrictive limitations. This processing method involves removing between 20 and 40% of the shale deposit and then blasting the roof and walls into the mined space, where the oil is recovered by retorting.
