Seven pairs of drop and ventilation shafts, between two and nine feet in diameter, will convey combined sewer flow to a 230-foot-deep, 26-foot diameter storage tunnel. This paper will present case histories for each site. Discussion will include functional requirements, program and site access constraints, structural design, geology, the variety of excavation and lining construction methods used, and lessons learned. Noteworthy observations include the importance of assuring competent ground sup-port at the soil-bedrock interface and of achieving tight verticality tolerance using both top-down and raise bore excavation methods.

Data are presented on the global warming issue to reinforce the decision by the U.S to reject the Kyoto protocol. The evidence that CO2 is a problem rather than a benefit is inconclusive and will be discussed in this paper. Nevertheless, for economic reasons alone, the US steel industry will continue to minimize CO2 emissions (and the release of real pollutants) per ton of steel through energy reduction programs. However, relative to inevitable increases in absolute CO2 emissions from the utility industry and the transportation sector, future reductions by the steel industry will be inconsequential in the "big picture."

The numerous small high grade gold and silver deposits of the Front Range Mineral Belt have been uneconomical because of the high costs of mill construction, transportation, and smeltering. Processing of these ores must be simple, cheap, with satisfactory recoveries, and be environmentally acceptable. Vat leach with direct electrolytic recovery satisfies these parameters. A battery of testing was conducted utilizing bottle and bucket tests. A five ton vat leach with direct electrolytic recovery gave excellent results while a five ton heap leach proved impractical due to channeling.

A survey of in-situ methods for determining bulk electric properties of coal is given. Largely because of the strong dependence of coals properties on operating frequency, different sensing methods have to be adopted for different applications. Evaluation of both established and feasible methods is made in this report from the viewpoint of physical set-up, probing depth, and the type of inversion involved.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

In this case study we compare the sampling quality of diamond drilling (DD) and reverse circulation (RC) drilling at the high sulfidation Purnama gold–silver (Au-Ag) deposit located in northern Sumatra, Indonesia.There was a systematic bias of 23 per cent gold metal under-call in the diamond drilling based Ore Reserve estimate compared to the mill reconciliation over three years of production. The RC based Grade Control data and mill production data were in much closer accord. Investigation led to quantification of the significantly reduced sampling imprecision (or improved precision) of RC drilling samples relative to diamond drilling samples and the determination of a grade bias between the drill types caused by sample volume and metal distribution in the mineralisation. An infill RC drilling program was undertaken to improve data density across the pit for inclusion in the Mineral Resource estimate. This subsequently increased Au metal in the estimate by 16 per cent.The sampling imprecision of primary diamond drill sampling is rarely tested. Duplicate sampling can be used to quantify sampling imprecision at each stage of subsampling. In diamond drilling it is tested at the primary sampling stage via second half core sampling, while RC sampling is tested with field duplicate sampling at the rig. Duplicate data can be compared in a number of ways to determine imprecision including Thompson-Howarth plots which quantify imprecision to allow comparison between different methods and protocols. Comparing sampling imprecision between data sets and data types allows determination of optimum drilling and sampling protocols and can reflect upon the underlying validity of Mineral Resource input data and estimation outputs.CITATION:Sims, D A, Pocoe, J, Kasnanto, A N and Pulungan, B, 2017. Ore concentration processes are a function of the respective particle size distribution; however, most of them do not use an efficient operational method to determine it. From a practical point of view, the surface area can be calculated for any size analysis. The physical principles for determining the size distribution in each method are different, for the results will not be compared directly. During the development of the research project of the sulfide ore flotation method using inert gas, different methods for calculating the specific surface area have been used, such as sieving, sedimentation/X-ray, laser diffraction and BET, i.e. specific techniques to determine the specific surface area of copper and gold ore concentrates. The statistical method of minimum squares was used to achieve practical correlation equations among them. Regarding these two ores, if one knows a specific surface area value using one of the methods above, one can predict the result of the others. Diminution of the reagent consumption was so controlled and it could be even decreased by using inert gas.

Most of the Indian coking coals are medium coking and of very high ash content. Beneficiation of these coals is a must for their utilisation in coke making. During washing while the ash content of the coal is reduced, the same is expected to affect the reactive-inert ratio and the proportion of various petrographic constituents in the clean coal. This will affect the coking behaviour, including the expansion characteristics, of such coal. An increase in expansion behaviour of coal increases the wall pressure and may damage the battery wall. Therefore, close monitoring of coking properties along with drop in ash is necessary for smooth use of the coal in coke ovens. An effort is, therefore, essential to understand the impact of washing on its coking properties. The studies were carried out with captive coals of Tata Steel, India. Three medium coking coal samples namely, VII A, VI A and XI SEB seam coals of West Bokaro Colliery were used for the study. The coal samples after washing to different ash levels were subjected to the following analysis: proximate, crucible swelling number (CSN), LT GK test, dilatometer and plastometer tests and petrography. The experimental data were then analysed to assess the relationship of various coking properties of the coal with its ash content. The studies clearly show that there is a strong impact of beneficiation of the coal on its coking behaviour. The impacts are more at lower level of ash in the clean coal. In general, the coking properties increase with a decrease in ash. This is primarily due to an enrichment of vitrinte materials in the clean coal and an increase in the reactive-inert ratio in the coals. However, the most important impact of the lowering ash is on the increase in the swelling nature of the coal. The coals with lower ash become highly expanding in nature. This may be very critical from operations of coke ovens point of view, especially stamp charged coke ovens. Necessary precaution should be taken in selecting the other coal blend constituents when these coals are beneficiated to a very low level of ash content.

To provide an engineering solution to wood crib design and deployment strategies that will ensure safety for underground coal mine workers. This is accomplished by preserving necessary ground control requirements while minimizing support costs or by developing new support strategies to enhance ground support in difficult conditions. A secondary objective is to be able to quantify wood crib support performance to define support requirements for alternative support systems. These objectives have been achieved through a simple-to-use computer program called the wood crib performance model (wcpm).

The Skorpion process comprises three processing steps, atmospheric leaching in sulphuric acid, zinc solvent extraction and electrowinning to produce special high grade zinc. The major mode of impurity transfer was attributed to crud runs in the solvent extraction circuit. Crud may be described as a heterogeneous, partly inorganic, partly organic mass of material which accumulates predominantly at the interface between organic and aqueous solutions. The paper describes the route causes of the crud formation in the solvent extraction circuit and optimisation strategies which are being followed to prevent impurity excursions in electrowinning. This paper covers the salient features of the occurrence and mining of sheet mica in the United States and the preparation of mica for market; presents the results of a study of the physical properties of domestic and foreign micas, which the author hopes may he of interest to every mica user, as it definitely answers many questions as to the suitability of various minas for particular purposes; and discusses mica-trade conditions and the future outlook for the domestic mica industry. "The triboelectric charge attributes of some silicate minerals (i.e., feldspar, quartz and wollastonite) after contacting different triboecharging medium made of different materials were studied. The charge acquisitions by different size fractions of minerals were monitored and accordingly the energetic work function values, i.e., the main parameter determining the entity of triboelectric charges acquired by mineral grains, of the examined minerals were estimated. Moreover the separation behavior of different size fractions of these minerals through the electric field of a laboratory free-falling separator when the mineral grains are charged by different tribochargers were observed and considered as the electrical separation potential of the examined minerals.Furthermore, the role of adsorption of different chemical species on triboelectric charge characteristics and charge acquisition of mineral samples were described from theoretical point of view and the effects of some chemical reagents on triboelectric charge acquisition of the examined minerals were studied. In addition the separation behavior of chemically conditioned quartz, feldspar and wollastonite minerals, using different anionic and cationic reagents, through the electric field of a free-fall electrostatic separator before and after chemical conditioning were monitored.Finally an attempt was made to translate the findings from single mineral systems to a complex silicate ore, containing mainly of feldspars, quartz, and wollastonite. Different separation tests under various conditions were conducted to this complex silicate ore. Before passing through the separation device, the ore sample was conditioned by different cationic and anionic reagents and then was triboelectricaly charged by different tribocharging medium in order to find the effective reagent and tribocharging medium for separating silicates. Besides the role of temperature and humidity of the surrounding ambient in separation behavior were considered."

Shafts into coalbeds usually produce the most methane, so the information in this chapter applies primarily to shafts at coal mines. The Miranda Pine Roadless Area Review and Evaluation (RARE II) study area (No. 5114) comprises 12,600 acres (5,100 ha) in Los Padres National Forest in Santa Barbara County, California, about 15 mi (24 km) east of Santa Maria (fig. 1). Mineral investigations are made by personnel from the U.S. Bureau of Mines on National Forest lands identified as Further Planning Areas in the RARE II program. The Bureau of Mines reviewed literature, mining claim records, and production files; examined the study area; and sampled mineral properties where appropriate.

In highwall mining, once a sufficient number of web pillars are developed, they can fail catastrophically in a domino-type failure, posing a safety hazard to highwall miners and sterilizing mineable reserves. Three recent case histories of catastrophic web pillar failure in U.S. and Australian mines are documented and analyzed with two design approaches. The conventional design approach uses only a strength criterion, while the postfailure design approach uses both strength and stability criteria to insure an acceptable failure mode should strength failure occur. Catastrophic highwall web pillar failures can cost money through equipment losses, production losses, coal reserve sterilization and lost opportunity costs. Coal recovery may be higher. but the benefits of higher recovery must balance the potential costs of failure. Application of the conventional or postfailure design approach will decrease coal recovery and revenues, but the risk of potentially costly failure is much less.

"Agglomeration of fine iron ore concentrates is carried out in two steps:Balling, which refers to the production of green pellets by tumbling moist fines powders in drums, discs, or cones, and Induration, which refers to the subsequent thermal treatment of the green pellets in straight grate or grate-kiln systems.This paper addresses computer simulation of balling or green pelletization step. The process of agglomeration from a mechanistic point of view can be described as the transformation of moist feed to well-formed species or pellets. The moist feed is composed of fines of infinitesimal size while well-formed species are of finite size and number. These well-formed species undergo changes in their size and number through different mechanisms of agglomerate formation and growth. Nucleation, coalescence and layering are the three main mechanisms that describe the formation and growth of granules during an agglomeration process. A population balance equation enables quantitative description of the evolution of agglomerate size distribution due to the occurrence of each of the mechanisms.A numerical solution for the population balance model is necessary and is obtained by the use of a sizediscretization approach. The numerical solutions provide a suitable basis for the analysis of the agglomeration process. Also a coalescence kernel has been introduced that is capable of describing the simultaneous occurrence of nucleation, coalescence and layering mechanisms. The effect of feed moisture has been described using a moisture factor with an exponential functional dependence on the moisture content. The effect of the feed to seed ratio is modelled by the introduction of a crowding factor. It was assumed that only the feed particles which are much more in number experience a crowding or restricted in space interactions effect. A computer simulation program has been developed with MATLAB as the simulation language."

Pyrite is ubiquitous within copper ores, and presents significant challenges to most operations in terms of its impact on copper sulfide concentrate grade and recovery.Samples of ore containing from 3 to 47 percent pyrite, with nominally the same chalcopyrite feed grade, were collected from a copper mine in eastern Australia for testing. The ores were ground under standard conditions using forged steel grinding media in the Magotteaux Mill® to determine the impact of increasing pyrite feed grade on the pulp chemistry of the system and subsequent rougher flotation response. Attempts were made to correlate the pulp chemical parameters (oxygen demand and EDTA extractable metal ions) with flotation behaviour to determine if one (or more) could be used as a metric to infer metallurgical behaviour.The observations made were then tested under different grinding environments (obtained using more electrochemically inert high chromium) grinding media to determine if they hold true.CITATION:Greet, C J, Karageorgos, P and Teixeira, L, 2015. In this National Institute for Occupational Safety and Health (NIOSH) investigation, numerical modeling is used to evaluate the degree the pillar strength is increased with a rectangular pillar over a square pillar. Three-dimensional models are developed with pillar sizes and geometries typical of underground limestone mines in the United States. Physical properties for the models are based on geotechnical surveys of nearly 30 underground limestone mines. To examine the effects of pillar length on pillar strength with the modeling, a parametric study was conducted where the pillar width was held constant while the length and height were varied resulting in width-to-height ratios ranging from 0.5 to 1.5 and width to length ratios ranging from 1 to 6. There are two aspects to pillar strength and failure. At relatively low stresses, pillars can fail as a result of geologic structure. At greater depths and sufficient extraction ratios, the pillars can also fail as a result of the vertical stresses exceeding the pillar strength. The effects of increasing pillar length regarding both strength aspects are presented in this study. Equations were developed for the increase in pillar strength with both height and length based on the model results. The results from these equations were compared to those from previously developed empirical equations for rectangular pillars. For the more slender limestone pillars with a width-to-height ratio below one, there is little increase in pillar strength for length-to-width ratios above 2 and almost no increase with length for a width-to-height ratio of 0.5. Only with the more squat pillars is there a significant improvement in strength with length. The gain in pillar strength with length for the pillars is explained by the change in the ratio of the area of the pillar affected by the ends to the area of the pillar. For the squattest pillar, the change in strength is also affected by an increase in pillar confinement along the central length of the pillar as the pillar transitions from a square to a long rectangular pillar. With geologic structure, added pillar length can significantly improve the pillar strength, depending on the strike of that structure with respect to the long pillar axis.

The year was 1974. The event - the United States Congress was embroiled over what issues should be included in the proposed national surface mining law. The question - what should be done with underground mines? The leading bills ultimately addressed the environmental impacts associated with underground mines including provisions to protect the surface from subsidence impacts. Amid the fears that this subsidence language might discourage underground mining, sponsors of the bill were asked to explain the meaning of the provision that read "to prevent subsidence to the extent technologically and economically feasible." Was this an attempt to limit mining that caused planned and controlled subsidence? Former Deputy Director of the Office of Surface Mining, Dean Hunt, reviewed some of these historical events in a 1985 presentation before the Eastern Mineral Law Foundation. He reported that in 1974 Congressman Morris Udall took the floor to respond to these concerns expressed by other members of Congress and the industry. Mr. Hunt cited Congressman Udall's July 10, 1974 Congressional Record statement: "The House bill contemplates rules 'to prevent subsidence to the extent technologically and economically feasible.' The word prevent led to fears expressed by the Secretary of the Interior Morton, that the effect would be to outlaw longwall mining, with its obvious subsidence ... in fact the bill's sponsors consider longwall mining ecologically preferable and it and other methods of controlled subsidence are explicitly endorsed." Further, the report that accompanied the front-running bill, HR11500, provided the following clarification on the issue of subsidence prevention: "It is the intent of this section to provide the Secretary with the authority to require the design and conduct of underground mining methods to control subsidence to the extent technologically and economically feasible in order to protect the value and use of surface lands. Some of the measures available for subsidence control include: (1) leaving sufficient original mineral for support; (2) refraining from mining under certain areas---or (3) causing subsidence to occur at a predictable time and in a relatively uniform and predictable manner. This specifically allows for the uses of longwall and other mining techniques which completely remove the coal." It is clear from the preceding statements that Congress considered the removal of all the coal and causing subsidence in a predictable and uniform manner to be equal to or better than leaving support coal and causing no subsidence. While the actual provision in the bills talked of preventing subsidence, a subsequent exception made it clear that the real intent was to control it. This is evidenced in the specific planned subsidence language that appeared in the bills and ultimately in Section 516 (b) (1) of PL95-87, the Surface Mining Control and Reclamation Act. It reads: "...adopt measures...to prevent subsidence ... except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." In spite of this historic record that supports controlled subsidence, something has been lost in the implementation. The primary focus by many regulators over the past few years has been on the "prevent" aspect irrespective of mining method being used. This has appeared to change the original intent of Congress from one of controlling subsidence to one of minimizing damage. The objective of this report is to review some of the current regulatory issues that impede full extraction mining and offer some suggestions on possible ways to deal with these issues.

"At the Big Five wetland, which was built to treat drainage from a metal mine, encouraging results have attributed to sulfate reduction. Cu and Zn were reduced to below detection limits of 0.50 mg/L, Fe was reduced by at least 90% to below 3 mg/L, and the pH was raised from below 3 to above 6. The study showed that treatment was primarily through microbial processes within the substrate and that plants were not needed to insure success.Constructed wetlands can be taken through design and proofing stages, and into operations scale in a meaningful time frame for on-line acid drainage remediation. In staged design, laboratory experiments are initiated to determine reasonable substrate materials for remediation of a particular drainage. When a reasonable substrate is found, bench scale experiments are initiated as the next stage in the design. In these studies, removal efficiency, permeability, and flow are analyzed to identify candidate substrate which will support sulfate reduction and be hydraulically reasonable. Using this design method at one site, an acid drainage of pH 2.5 was raised to a pH of above 7. Total heavy metal concentrations in this drainage exceeded 900 mg/L. In the pilot constructed wetland Cu, Zn, and Fe were reduced by 99%.Determining how well these anaerobic cells operate in the winter is done at the pilot plant site in Idaho Springs, CO. It's been found that over the last four winters, those cells that emphasize anaerobic removal within the substrate have operated continuously and effectively the year round. Winter operation is aided by the fact that the water temperature of the acid drainage is always between 14 and 16° C, and the cell can be readily insulated from the cold. Activity of the sulfate reducing bacteria may decrease during the winter. However, it appears that organic complexation of metals helps to maintain low concentrations of metals in the effluent."
