Among the unforeseen consequences of the 1973 Arab oil embargo has been a considerable array of new or increased taxes on the so-called energy minerals. These taxes will be the subject of this report. Both Federal and State taxes have been enacted, but I will be concerned mostly with state severance taxes and particularly those on uranium. Severance taxes are considered to include all taxes having the distinctive feature of being applied on a natural resource at the stage of extraction. The tax may be based on units of production or on value, and if on values it may be on gross value or on gross value less either arbitrary or cost-related deductions. The tax has a number of aliases - resource excise tax, conservation tax, privilege tax, mining excise tax, ad valorem production tax, and more - and this makes comparison of tax burdens among states difficult. The windfall profit tax on oil is an example of a severance tax at the Federal level. Severance taxes are an established feature of state tax systems, but they continue to be a controversial issue, and proposals to raise or modify existing severance taxes are regularly submitted to the legislatures of the Western energy producing states. No concensus exists as to what is a reason- able and proper level of severance taxation or to the form it should take. The taxes which have been adopted by the various states reflect the interaction of a variety of interests and the specific circum- stances in each state. What follows is a summary of theoretical, practical, and emotional viewpoints and arguments that surface in any statehouse in which a severance tax bill has been introduced. The New Mexico experience will be heavily relied upon. THE ECONOMISTS Marginal effects. A severance tax which is based on a gross percentage of revenue or on units of production is a constant addition to variable costs, and to the mine operator has the same effect as any other increase in operating costs. The direction of these effects is straightforward: the tax will cause the property to have a lowered present value, to be mined at a lower rate than without the tax, raise the minimum grade that will be mined, lead to lower total recovery, make marginal properties sub-marginal and discriminate in favor of richer, more profitable operations (Lockner, 1965; Steele, 1967). In the short run, production facilities are fixed and imposition of a severance tax will have little effect on production levels. In the longer term, capital is mobile and investment and exploration expenditures will shift from minerals and jurisdictions with high taxes to those with low taxes. Over a considerable range of taxation the effect will be to change the relative position of the taxing state, but an overly optimistic evaluation of the capacity of mineral producers to absorb a tax can bring an industry to a halt. It is generally acknowledged that imposition of high severance taxes on taconite in Minnesota stopped development completely, and that only the adoption of a constitutional amendment limiting the amount of taxes that could be imposed in the future brought the firms back and encouraged them to make the huge investments required (Weaton, 1969). A tax which is a percentage of the net operating income (gross revenue less cash operating costs) does not influence the cut-off grade for recovery nor change the time preference for extraction, and hence, is free of the negative features of the tax applied to gross revenues or units of production. In theory it is a more efficient tax but relative administrative complexity and inherent difficulty in predicting revenue have discouraged its use. The Wyoming severance tax on uranium, which uses grade of ore as well as price in establishing taxable value, is the most cost related, and hence, the most neutral and efficient of the various state severance taxes on uranium. Economic rent. Despite the discrimination and the anti-conservation aspect inherent in most severance taxes, economists generally endorse their use because they are seen as a vehicle to appropriate rents - that is, returns greater than the long-run competitive supply price. Conspicuous examples of supposed economic rents are the returns to oil producers because of the OPEC cartel, the returns of the uranium producers under AEC buying contracts in the 19501s, and the high prices obtained by the uranium producers for contracts entered into in the 1976-1979 period. Mining of coal in the Western states is believed by some to generate huge economic rents because of the OPEC caused increase in price of a competitive fuel (McLure, 1978, p. 261), and possibly because of clean air regulations favoring the burning of low-sulfur coal. In theory, such surplus returns could be taxed completely away without affecting supply. In practice, the situation is more complex (Steele, 1967, pp. 234-236); economic rent of mineral production is an elusive quantity involving as it does replacement costs, and technical and market risk, and it, like beauty or pornography, probably exists mostly in the eye of the beholder. Rent may also be perceived to be present in the upper portion of a cyclic market which also has a downside. Where rent exists, it is almost certain to be short-lived - cartels self- destruct, government subsidies end, competitive adjustments occur - but the taxes imposed to capture it tend to be immortal. There is little doubt that the perception of un- usual and undeserved (obscene) profits in the mid- and late 1970's was a major factor in the adoption of energy mineral taxes strikingly higher than had been previously considered. At the New Mexico legislature of 1977 supporters of a moderate tax were repeatedly confronted with some variant of the statement, "You can't expect me to believe that a

Y.-This Dutch process is applicable to bituminous or any other kind of coal. The Berwind Fuel Co. has had a plant in operation, in Superior, Wis., for about 2 years, using the Dutch process, and it has made a very satisfactory briquette, using Pocahontas coal. There is just one item in Mr. Frey's paper I would like to discuss; that is, the matter of cost. Mr. Frey figures a total cost of $3.35, based on the use of 7 per cent. of oil. Of course, the price of oil has advanced seriously within the last year or two, and any possible reduction in the percentage of oil required in the manufacture of briquettes is very important. I believe that Mr. Frey will agree that very good briquettes can be made with considerably less than 7 per cent. of oil; in fact, actual experience has shown that it can be clone with less than 5 per cent. The only possible effects of a low percentage of oil, particularly in anthracite briquettes, are that the briquette might not burn so freely, and that it might not be quite so hard. Briquettes made by the Lehigh Coal & Navigation Co., using 7 per cent. of binder, are extremely tough. Those briquettes have been handled in one of the local yards in Brooklyn, chuting them from railroad cars into boats and digging them out by grab buckets, and the losses average less than 2 per cent. This compares very favorably with domestic anthracite coal, with which the losses from breakage amount to between 7 and 10 per cent.

In March 1962, over three months ahead of schedule, production began from the Ventersdorp Contact Reef of the Western Deep Levels Ltd. mine on the West Witwatersrand. Few mines have captured the interest of mining men and the public as has Western Deep Levels. It has presented the gold mining industry with a challenge which involved the opening of an ultradeep mine with the attendant problems of exceptionally heavy capital commitments ($77 million to start of production), high rock temperatures and pressures at great depths, cementation and pumping in an area notorious for the volume of subsurface water, and the necessity for entirely new thinking and the application of new ideas. HISTORY Not all the problems facing Western Deep Levels were, however, new. Situated 43 miles from Johannesburg, just off the main road to Potchefstroom, Western Deep Levels was the sixth company to undertake mining operations on what is known as the West Wits line and it could draw on the wealth of experience gained by other pioneer mines in the area.

INTRODUCTION The longwall method of mining coal underground is now a highly developed and accepted mining technology. However, it was only through a long history of successes and failures that this technology now has the potential for reversing the declining trend in underground mining productivity in the United States. From its early beginnings in the United States during the 1800's, several species of longwalls have evolved. The evolutionary record consists of a series of overlapping birth-death eras, with each era giving way to another unique longwall technology. Typically, an era begins when some new longwall technology appears in response to a new technical opportunity or economic need. This new technology is adopted initially by only a few innovators. Later, other imitators get on the bandwagon and the technology diffuses throughout the user population. But evolving technical demands and socio-economic circumstances eventually cause many of the adopters to discontinue its use. This paper chronicles seven eras in the history of the evolution and utilization of longwall technologies in the United States. Some of the important factors that have influenced this history are discussed. Some distinctions are drawn between the operators who were first to adopt longwalls (innovators), and the imitators who followed. Statistics are presented which show that longwall mining is being adopted at an exponentially increasing rate, substantiating the forecast for a significant number of new longwall installations in' the future. Potential barriers to this increased utilization of long- walls are noted.

THE point to be made most clear in this paper is the economic value of flotation in the Benguet mill flow sheet. It is rather a statement of effect with no attempt at a technical explanation of the cause. Certain well-known, easily understood reagents, mechanisms and principles have been adapted to the conditions at Benguet, and have proved to be more successful than was demonstrated in the laboratory. The mechanical and metallurgical development of this particular operation was arrived at by trial and error, with fortunately very little error. Changes were slow, of necessity, which in the end proved a blessing in that time was afforded for observation and analysis of the disturbing factors; and as a result each change was a definite step towards higher efficiency. Many of these steps were unpredictable from labora-tory work because of the varied and differing characteristics of ores met with in daily operation of the mill, which were practically impossible to reproduce on a laboratory scale. The Benguet mill receives daily ores that differ as much as if they were delivered from three different properties. There is first the surface and upper-level zone, which produces an oxidized secondary ore contain-ing considerable iron oxide, manganese oxide and some organic matter. Formerly, most of this ore consisted of very soft fill with some hard rock mixed in. It also contained an unusual amount of iron and aluminum sulfate, which formed hydrates upon entering the alkaline cyanide solu-tion and caused excessive frothing. When flotation was introduced in the Benguet mill the general char-acteristics of this upper-level ore had changed considerably, in that it was practically all newly mined, fairly hard ore. It still contained many of the same disturbing elements, but was somewhat simpler to treat than formerly. The small proportion of fines is still troublesome in flotation, and plant practice probably does not show more than 80 per cent extraction on this small portion of the ore. No definite figure on this is available, as this particular ore is delivered at irregular intervals

Sulfur is widely distributed in nature. It is present in the earth's crust, the ocean, the meteorites that come to us from cosmic space and in practically all animal and plant life. According to Clarke,9 the earth's crust contains 0.06 pct sulfur. Large quantities of free or combined sulfur are found in coal, natural gas and petroleum. Mineral waters contain sulfates and hydrogen sulfide. Sulfur is rather plentiful in the crust of the earth; however, only under special circumstances can it be produced profitably. Sulfur is one of the cheapest raw materials used by industry; and, therefore, the economic feasibility of a given deposit is strongly dictated by the law of supply and demand on local as well as world-wide levels. The forms which are commercially important are elemental sulfur or brimstone, and the sulfides such as pyrite (FeS2), pyrrhotite (FenSn+1), chalcocite (Cu2S), sphalerite (ZnS), and galena (PbS); the sulfates such as gypsum (CaSO4,2H2O), anhydrite (CaSO4), and kieserite (MgSO4,H2O). Elemental Sulfur Elemental sulfur is found in many localities, generally in solfataras and gypsum type deposits. The solfatara deposits are found commonly in the neighborhood of active or extinct volcanoes as in Italy, Japan and Chile, or fumaroles associated with mineral springs such as the Mammoth Hot Springs in Yellowstone Park. Here the sulfur is deposited in tufas or other porous host rocks. This type of sulfur deposit probably results from the oxidation of hydrogen sulfide or the reaction of hydrogen sulfide with sulfur dioxide. Most of the world's supply of elemental sulfur comes from the gypsum-type deposits. Here the mineral occurs as either crystalline or amorphous sulfur in sedimentary rocks in close association with gypsum and limestone. This association is characteristic and occurs in almost all the great gypsum beds of the world, although sulfur is not always present in quantities of economic importance. Various theories have been advanced to account for this association. Bischof5 suggested that the sulfur came from hydrogen sulfide which resulted from the reduction of calcium sulfate by carbon or methane in accordance with the following reactions: CaSO4 + 2C= CaS + 2CO2 CaS + C02+ H2O = CaCO3 + H2S CaSO4 + CH4= CaS + C02+ 2H20 2H2S + 02= 2H20 + 2S All of the sulfur-bearing domes on the Gulf Coast have calcium sulfate in great quantity in the cap. They all show the presence of hydrocarbons. The oxygen for the final reaction could have been supplied by circulating ground waters. The principal objection to this theory is that temperatures of 700° to 1000°C are needed to reduce the sulfate to sulfide with carbon compounds. The geologic evidence is that the temperature of the sulfur-bearing domes of Texas did not exceed 100°C. Proponents of the theory say that geologic time or a catalyst replaced temperature. According to another theory the sulfur in the salt domes is the result of bacterial action. Sulfate reducing bacteria have been detected in sulfur cores and in the formation water issuing from salt domes. It has, therefore, been suggested that these bacteria converted the sulfate to sulfide which subsequently was converted to elemental sulfur.

IT is proposed to consider here only comparisons made between results obtained when the materials employed are precisely the same, two furnaces at the same works for example, or the same furnace under different conditions as respects temperature of blast, method of charging, etc. With this limitation, the most important point in the comparison is the amount of fuel consumed per ton of iron. This, in fact, is the only item in the prime cost of the iron which can properly be said to vary in consequence of changes in the furnace process ; for of the other principal items, the ore used per ton of iron, and also the amount of fluxing material, will depend on its richness, which, under the assumed conditions, will be practically invariable when taken over any considerable period; the labor cost also, from its nature, should be very nearly constant when estimated on the ton of iron. THE chemical reaction occurring in collection of nonmetallic minerals with amine-type collectors was early postulated by students of flotation phenomena to be metathesis between the mineral and the collector, involving exchange between the amine-bearing (aminium) ion and the cation of the mineral, and formation at the mineral surface of an oriented film of the amine salt of the mineral anion. Qualitative evidence of exchange has been obtained on several occasions at Columbia. Thus 1000 c.c. of a solution containing 495 mg. of laurylamine hydrochloride was shaken 17 min. with 100 grams of barite and ground in a porcelain mill to pass a 200-mesh screen; the mixture was then set aside for 48 hr. Filtrate therefrom analyzed 476 mg. per liter of laurylamine hydrochloride. There was no substantial loss of chloride ion (78.4 mg. per liter in the original; 74 in the filtrate). No successful analyses were concluded for barium ion. Earlier, confessedly rough work with scheelite indicated a solution gain in Ca++ equivalent to about one-half the aminium ion lost. Real quantitative proof of the exchange, in the form of an established stoichiometric balance, is unknown to the authors. The data of the present paper, however, obtained from experiments designed on the basis of the exchange hypothesis, constitute strong evidence of its truth, and at the same time point the way to economic utilization of the expensive nitrogen-bearing collectors in concentration of the low-priced nonmetallic minerals. The basic postulate underlying the experiments performed was that, if the collecting reaction is of the type [R+ + Y- + MX =± RX + M+ + Y¬] where R = aminium ion, Y = the anion of the amine salt, and M and X are, respectively, the cation and anion of the mineral, the reaction should obey qualitatively the implications of the massaction and solubility-product laws. This is to say that coating and collection should be aided by the addition to the solution of either ion (R+ or X-) of the collector-coating compound, and hindered by the addition of either of the ions M+ or Y-. Experimental work comprised determination of (1) the relative solubilities of the laurylammonium salts of a variety of nonmetallic-mineral anions; and (2) the contact angles1 of various minerals in solutions containing different concentrations of the postulated controlling ions. The generalized binary diagram of the Au-Sn-Pb system is presented. The chief characteristic is the pseudobinary between lead and AuSn. On the high-gold side of the pseudobinary, four reaction isotherms were found at 363°, 274°, 225°, and 204°C. On the low-gold side of the pseudobinary, three reaction isotherms at 277°, 205°, and 176°C were found. A vertical section from the eutectic solder composition to gold was developed from the isothermal sections generated. METALLURGICAL problems arising from the intentional or accidental formation of Au-Sn-Pb alloys in soldering applications have indicated a need for information on the phase equilibria in this ternary system. The literature indicates that a complete diagram presenting this information has not been prepared. Even the recent excellent work by prince' entitled "The Au-Pb-Sn Ternary System" actually extends only to the AuSn or 50 at. pct Au range. There are more events in the 50 to 100 at. pct Au than in the less than 50 at. pct range. This article by Prince furnished much guidance in preparing this report. Initial efforts with the isopleth from the eutectic solder composition 61.9 wt pct Sn-38.1 wt pct Pb and 0 to 90 wt pct Au indicated that extensions of the work to the whole of the diagram (even if in less detail) were necessary to understand this system. In undertaking the construction of such a diagram, this study used differential thermal analyses (DTA) and metallography with verification and identification of phases by electron microprobe analyses. EXPERIMENTAL PROCEDURE The procedure began with the development of a cell which would be unreactive with lead, tin, and gold, retain its strength to 1100°C, exclude oxygen, and also furnish a suitable well for insertion and protection of a thermocouple to monitor temperature changes in the material. Such a cell would make it possible to reuse the sample should a repetition of determination be desired. Fig. 1 is a photograph of two such quartz cells as finally developed. The specimens have been run many times. The cell is made up of an inner sample bucket and an outer capsule with a thermocouple well which the sample surrounds. The DTA unit was an assembly devised from available instrumentation. The sample holder was a 3-in.-long cylinder of nickel, 2 1/2 in. in diam, fitted securely in a vertical tube furnace. Two holes 7/8 in. in diam were symmetrically located to receive the quartz cells. A dummy cell with nickel powder was used as the reference. The absolute temperature was recorded with a Pt/Pt 10-pct Rh thermocouple with an automatic Kaye ice bath compensator. (Calibration indicated the compensator to be accurate to better than ±0.5° over the 100° to 1000°C range.) The absolute temperature was measured in the sample and recorded on an L&N mul-tirange recorder with a full-scale display of 1 mv and automatic ranging of 99 mv. The differential signal between the sample temperature and the reference temperature was amplified with an L&N microvolt amplifier and recorded on an L&N Speedomax G recorder. Since two charts were obtained, the chart speeds were equalized and each event was noted on the differential chart, and the temperature at that time was obtained from the temperature record.

THE Portland Cement Association was organized more than a third of a century ago by a group of cement manufacturers, to do cooperatively the educational and research work needed to ensure proper use of their product. Specifically, the Association has a threefold purpose: (1) to search out facts to ensure the best possible service from concrete; (2) to give the widest possible circulation to facts affecting the use of concrete; (3) to urge practical application of those facts on actual building projects. An organization of technically trained men conducts many research projects in the Association laboratories, interprets their findings and applies them practically in the field. The net effect of this work has been to improve the design and prolong the life of roads, bridges, industrial, commercial and public buildings, homes, farm structures and concrete products. The results of this technical research and experimentation are made available to the entire construction industry through bulletins and reports. Information is also released to the general public through newspapers, magazines and Association publications. In addition to a technical staff in the general office in Chicago, the Association has district offices in 22 cities. Field engineers cover 37 states, the District of Columbia and British Columbia, to give service to users of Portland cement. ACCIDENT PREVENTION During the early part of the century, there began a complete transformation in the processes of manufacturing cement. Electricity, with its attendant hazards, was beginning to replace steam; huge rotary kilns and tube mills were being substituted for the vertical kiln and "coffee grinder" mill. Only a few far-sighted leaders realized the import of these innovations, and they also recognized the fact that workmen must be protected against the hazards of the new machinery. By their sincerity and firm purpose they infused into the whole industry the concept of industry's responsibility for safeguarding employees. Titanium was physically vapor-deposited by electron beam high rate evaporation. Rates of 50,000 and 85,000Å per min at deposition temperatures of 480°, 535°, and 595°C were used. Deposited thickness ranged front 0.004 to 0.010 in. The evaporated titanium had a high degree of basal Plane texture. The specimens were tested in tension at temperatures ranging from 78° to 520°K. From the data, the yield stress, thermal component of the yield stress, and work hardening characteristics were found as a function of temperature, deposition rate, and deposition temperature. It was found that Taylor's equation, best fit the work hardening data with m = 1/2. MANY investigations have been made on the tensile deformation characteristics of commercial- and high-purity titanium.1"7 The data obtained from these experiments emphasize the fact that the mechanical properties are generally related to the method of production. The correlation of mechanical properties to production history arises from the dependence of impurity concentration on the extraction and melting technique used. Additional effects are derived from crystallographic texturing which can result from fabrication history. Lee and Backofen8 and other investigators9 have shown that crystallographic texturing in titanium sheet has a significant effect on the deformation characteristics. Bunshah and Juntz10 prepared high-purity titanium by high rate physical evaporation techniques. These authors found the deposited material to have a columnar structure with grain sizes ranging from 12 to 104 µ, depending upon the substrate temperature. The room-temperature strengths of the coarse-grained distillate were similar to arc-melted, rolled. and annealed crystal bar titanium. Commercial-purity titanium was also produced experimentally in our laboratory using high rate physical vapor deposition techniques. The commercially pure material has a finer structure than the high-purity distillate,10 and is highly textured. Since the method of preparation and degree of texturing affect the mechanical properties, a research program was initiated to determine the temperature dependence of the yield stress and work hardening characteristics as a function of high rate deposition parameters. This paper relates the results of the investigation. EXPERIMENTAL A) Material Preparation. The titanium was received in the form of commercial-grade 0.096-in.-diam wire which has a composition of 0.016 pct C, 0.0037 pct N, 0.110 pct 0, 0.011 pct H, 0.05 pct Mn, 0.051 pct Fe. balance Ti. The wire was continuously fed into a vacuum evaporation unit as shown schematically in Fig. 1. The deposition chamber was evacuated, purged with argon, and reevacuated to a pressure of 10-5 Torr which was maintained during deposition. A focused electron beam was used to evaporate the titanium from a water-cooled copper crucible. The titanium vapor was condensed onto a preheated titanium substrate. The temperature of the substrate was controlled within ±5°C for the deposition temperatures of 480°, 535°, and 595°C. Control of the input power enabled the use of two deposition rates. 50,000 and 85,000Å per min. The evaporated titanium had a final analysis similar to that of the input titanium, within experimental limits. B) Testing. The evaporated titanium was physically stripped from the titanium substrate and machined into tensile specimens with 1-in. gage lengths. In addition, tensile specimens of as received annealed 35-A titanium sheet with a 20 µ grain size and 45 pct cold-rolled 35-A were also prepared. All specimens were tested in tension in an Instron at a strain rate of 3.3 x 10"4 in. per in. per sec. Proportional limit has been used as a measure of yield strength. Tests were conducted at 78°, 220°, 300°, and 520°K. Metallography, X-ray diffraction, and electron microscopy were used to correlate structure with the deposition parameters and mechanical properties. Room-temperature X-ray measurements were made to determine the phases present. Pole figures and a scans were made to determine deposition texture. If there is one thing that makes a fellow feel like the years are catching up with him, it is to go through a second cycle in which the adequacy of mineral resources is being "viewed with alarm." The first time we experienced such a flap was in 1951. At that time, the United Nations convened a meeting at Lake Success to study ways and means of averting a crisis in minerals. Presently there is some sentiment being expressed about the mineral scarcities that will occur in the decades ahead, in view of world population trends and increasing per capita consumption of metals. To be greatly concerned about the adequacy of metal supplies is to be highly pessimistic about the capabilities of technology. As in the past, shortages will be of temporary duration for as far ahead as the most ambitious prognosticators are projecting. The study of mineral economics is a fascinating and surprising subject. The law of supply and demand is but a starting point. The iron ore market for the steel industry is an example which comes to mind because of our receipt this week of the United Nations report "Survey of World Iron Ore Resources."

A graphical solution is presented for the equation v =v &-cU where vb is the volume of liquid b of density 6 that must be added to liquid a of volume va and density d, in order to obtain a heavy-liquid solution of preferred density dm for mineral fractionation. The equation is valid only for pairs of liquids whose volumes are additive, but empirical density-composi-tion data show that this condition is met over wide compositional ranges by all of the heavy solutions that are commonly used for mineralogical analysis. The chart is a nomograph which consists of two horizontal volume scales ad a vertical density scale arranged so that one volume scale occurs on each side of the density scale. All the scales are linear. For two liquids of density d, and &, respectively, each volume scale has an independent level on the density scale, ad the graphical solution for vb on the nomograph is obtained by construction of one straight line. The chart can be prepared easily to cover any density range with any desired accuracy by proper selection of the scales. Heavy-liquid separation of particulate samples is an indispensable analytical procedure in the mineralogical and mineral-process ing laboratory. Heavy liquids may be used 1) to isolate specific minerals in the form of high purity products or to fractionate samples into several products with density limits for petrographic, chemical, spectrographic, and X-ray diffraction analysis,'-' 2) to determine the density of minerals,'-l4 3) to facilitate the recognition and identification of optically similar associated minerals,15 and 4) to determine quantitatively the degree of liberation of ore minerals in ores and mill products at various limiting sizes." The preparation and recovery of heavy liquids suitable for mineralogical analysis are discussed fully in the literature and operational procedures and special equipment for heavy-liquid separation are described in numerous references.'747837' 13,18,25-42 Useful tabulations of heavy liquids for mineralogical analysis are given by Tickell, Mil-ner,' Twenhofel and Tyler,' and Lange and a very complete up-to-date list of minerals arranged according to increasing density is given by Mursky and Thompson. USEFULNESS OF THE DENSITY CHART For any particulate sample, the limiting densities selected for its fractionation by means of heavy- liquid separation depend on the respective densities of the constituent minerals and the specific objectives of the separation. In many instances, the densities of readily available and practicable heavy liquids do not coincide with those that are required, and suitable liquids of the proper density are obtained by dilution with miscible liquids. In the general case, one may wish to mix either a pure liquid (A) or a solution of two miscible liquids (AP,,) of known density with either a pure liquid (B) or a different solution of the two miscible liquids (A,B,) of higher or lower density in order to obtain a final liquid of the preferred density. In conventional practice, the latter is reached empirically by trial-and-error addition of increments of one liquid to the other. The density of the final solution may be determined either by accurately weighing a known volume of the final liquid,'' 532;4;40, or by means of I)a Westphal balance, 2)a hydrometer, a refractometer in the case of binary liquid systems for which density-refractive index data are available,15 4) natural or synthetic .indicators of known density, a pycno-meter. Like all trial-and-error methods, these procedures are time consuming and many require special equipment which may not be available, The purpose of this paper is to show that the volume of a liquid of known density which is to be added to another liquid of known volume and density in order to obtain a solution with an intermediate preferred density may be determined rapidly and accurately by a graphical method provided that the two liquids form ideal or quasi-ideal solutions whose volumes are additive. THE Birmingham red iron ore district in Jeffer-son County, north central Alabama, Fig. 1, is bounded on the northwest by the Warrior and Plateau coal fields and on the southeast by the Cahaba and Coosa coal fields. The area of study includes the ridge and valley between Red Mountain and Shades Mountain, Fig. 2, approximately 70 square miles extending from Homewood in the northeast to Greenwood in the southwest. The district is one of the most important producers of hematite in the United States, with an annual production of about 7 million tons.' The amount of hematite mined between 1870 and 1950 ranged from 6 to 16 pct of the nation's total annual production,' and the iron and steel products from blast furnaces in the Birmingham district supply the entire southeastern section of the country. Most of the mining in the Birmingham district is from slope mines along the outcrop of the ore on Red Mountain, such as Red Ore, Muscoda, Spaul- ding, and Sloss. The Pyne and the Shannon are the shaft mines of the area. The Shannon mine of Republic Steel Corp., in the central part of the area under study, is in Shades Valley at the foot of Shades Mountain. The Pyne mine of Woodward Iron Co. is 2 miles east of Readers Gap in Shades Valley. The hydrology problem has become more prevalent as mining in the area has progressed downdip. An extensive exploratory diamond drilling program is necessary to determine areas where water pressures and abnormal flows are excessive. This operation, added to higher pumpage rates, has greatly increased the costs of ore extraction. In November 1952 the U. S. Geological Survey began a detailed study of occurrence and movement of ground water in the iron mining areas of the Birmingham district. The study is a part of a small-scale but nationwide program to develop data that will be of help to the mining industry in solving mine water problems. The area of the study, in the Ridge and Valley province of the Appalachian system, Fig. 1, is a series of alternate ridges and valleys trending northeast. The principal ridges are Red Mountain, altitude about 1000 ft, and Shades Mountain, about 1100 ft. Shades Valley is between these two ridges, and its lowest point is about 480 ft. Shades Moun-

SMALL buttons of fused tantalum have been produced by arc fusion in a vacuum, by drawing an arc between sticks of pressed tantalum and a tantalum-faced water-cooled copper block. However, ingots of appreciable size can be produced only by the heat-treatment of bars pressed from powder. The following outline covering the production of finished bars of tantalum by the methods of powder metallurgy is also used for the production of columbium, taking into account the difference in the melting points of these two metals. PRESSING THE POWDER With possibly a few exceptions, a pressing operation is one of the essential steps in the practice of powder metallurgy. In fact, the author's experience with a number of high-melting-point metals and with numerous types of hard carbide compositions has led him to believe that this operation is often one of the most important in the entire process, and frequently one of the most difficult to carry out in a satisfactory manner. Defects due to improper pressing can readily lead to a defective finished product. It is the author's opinion that rarely is a bar or other article pressed from metal powder in such a way that all parts of the piece are uniformly pressed. The nearest approach to uniformity of pressing is possibly attained when the powder is contained in a flexible receptacle, such as rubber, and is pressed under a liquid by hydrostatic pressure. However, this method is not generally applicable. Hydraulic pressing in steel dies where one or two punches are forced into the die must usually be resorted to. As the pressure in such a die is built up, the powder begins to cling to the walls of the die with a tenacity dependent upon the nature of the powder, and this results in a bridging action, so that the layers of powder adjacent to the moving punch are pressed more heavily than those further removed in the mass. Frequently, as the pressure is carried higher, there may be a mass slippage of the powder upon itself, with the result that slip cracks are formed within the pressed

CELLULAR substructure observed in metal crystals grown from the melt. has been studied extensively'-' and is attributed to the existence of a constitutionally supercooled zone in the liquid ahead of the solidifying interface. The mathematical description of this process has been given in terms of the concentration of solute in the liquid phase, the rate of solidification, and the temperature gradien.t in the liquid as the only variables.5 This technical note presents some evidence of 1) the effect of crystal orientation on some aspects of cellular growth, and 2:) the degeneracy of these cells into dislocation arrays. The zinc single crystals used in these studies were alloyed with cadmium sufficient to produce the constitutional supercooled cellular substructure. Crystals containing 0.05 pct Cd exhibited substructure formation for a growth rate of 10 cm per hr and a temperature gradient of 15°C per cm in accord with the theory. The growing liquid-solid interface was examined after we liquid had been decanted away in a fashion similar to that described by Rutter and Chamers.' The cellular substructure was also observed after polishing and etching the surface directly behind the decanted interface with a solution of HNO, and water. Fig. 1 is a photomicrograph of a typical polished and etched surface revealing substructure, the cleavage plane, and twins. DEFINITE improvement in its accident fatality rate in the coal-mining industry was recorded during 1941, based on preliminary figures for the period from January through October. Total production during this ten-month period was approximately 91 percent of the total production in all of 1940. The ten-month accident rate for both bituminous and anthracite mining in 1941 was 2.15 killed per million tons of coal mined, compared with a rate of 2.66 for the full year of 1940. The bituminous rate decreased from 2.55 in 1940 to 1.99 in ten months of 1941, and the anthracite rate from 3.62 to 3.53 in similar periods. The decrease is more apparent for the bituminous branch of the industry, as the high figure in 1940 was due to seven major disasters which brought death to 276 men. The same number of major explosions during ten months of 1941 caused only 64 lives to be lost. The severity of the explosions has been lower this year but a definite need still exists for reduction in this type of accident.

IN 1943, we found, in the new Mather operation, a very unusual and disappointing condition in the footwall rock where all of our main haulageways were to be located. With the exception of a few hundred feet out of the thousands then planned and since driven, all of the openings require support. In general, the ground is not particularly heavy, at least by our standards, but it must be supported and the back carefully covered. Also, our operations require rather wide plat openings (16 to 18 ft) and rather flat curves at the turn-outs, all of which adds to the problem. When this completely unforeseen condition was discovered, ordinary timbering was the only answer, because of the impossibility of obtaining adequate steel supplies in time due to war shortages. Then by the time steel supplies were obtained and a practice developed, we found ourselves with between four and five miles of main haulage drifts and plat openings of a permanent nature, all of which were supported by hardwood timber, some of which had already rotted to an unsafe degree. To give all of the details of our experiments, studies, and experiences would fill a large book, but we were satisfied that our organization had done an excellent job, starting from scratch. You can appreciate our surprise when we discovered that we had added very little to an existing record. Attention was called to a footnote in a copy of "Carnegie Pocket Companion" year 1923. The note read: "Full information as to uses of H-Beams is given in pamphlet entitled 'Steel Mine Timbers.' " A search of our Engineering Library brought to light a pamphlet printed in 1911 showing extensive use of steel for this purpose. Except for welding in place of riveting, we have added very little to the designs in that book. We have, however, developed an experience which proves, at least to our own satisfaction, that steel mine supports pay off under the proper conditions. We are now convinced, in spite of the relatively high initial cost of materials, that steel sets, because of comparatively low installation cost, are actually cheaper than either treated or untreated wood sets, if they are properly designed and adapted. Several Sections in Use: Convenience guided our first experiments in steel sets, since for a number of years, we had used the 4-in. WF, 10 lb per ft section in 10-ft lengths as safety forepoles along with wood forepoles. This section replaced the 40-lb rail which had formerly been used for the purpose. Having the 4-in. WF sections on hand, it was natural that our first experiments in steel sets involved their use. Later, the rolling of the 10-lb section was discontinued in favor of the much stronger 13-lb section, which is now standard for both legs and caps in areas of no particular weight, but which, none the less, require permanent support. Our experiments involved the use of the 10- and 13-lb sections as legs and 6- and 8-in. I beams, 16 and 23 lb per ft, respectively, as caps. Experience soon indicated that, if the ground were heavy enough, and the opening wide enough to require a cap stronger than 13-lb, the 8-in, 23-lb should be used, eliminating the 6-in. I beam. We now know that the 8-in. WF section of the same weight, which we propose to use in the future, is considerably stronger for the amount of money involved. Comparative Strengths: Tables I to IV giving strengths of several species of timbers as compared with the structural sections that we now use have been prepared in accordance with accepted practice. Experience indicates that failure due to compression perpendicular to the grain of the wood does not destroy the effectiveness of a wood set frequently enough to be a practical factor. Therefore, no table of these values is included.
