THE rapidly increasing use in coal mines of portable auxiliary fans, which are generally "blowers" employed in connection with canvas tubing, raises questions concerning the hazards of such equipment, especially where the practices are opposed to established methods of ventilating face workings. Half a dozen or more coal-mine explosions and some fires have been attributed to the use of auxiliary fans; moreover, competent mining engineers have found many dangerous installations and methods of use-for example, intermittent running of the fans in gassy mines with consequent accumulations of firedamp at the faces. These facts have led the U. S. Bureau of Mines to issue this recommendation: "In the interest of safety, the Bureau of Mines, Department of Commerce, recommends that auxiliary fans or blowers should not be used in coal mines as a substitute for methods of regular and continuous coursing of the air to every face in the mine." The comparatively recent introduction of new types of mining machines, mechanical loaders, face conveyors, and slabbing machines has encouraged the trial of new systems of face mining, all of which have for their object the rapid advance of the faces. Although the latter has certain economic advantages, in gassy mines the rate at which gas is given off is generally found to increase in proportion to the speed of advance into new territory, which in turn increases the difficulties of efficient ventilation of the face workings. Some of the systems of advance mining being tried in connection with new mechanizing methods practically compel the use of blower fans and tubing, as single narrow places are now driven, 300 ft. or more without crosscuts. The Secretary of the Interior in his recent report to the President has defined the new public-land policy, which is in fact "but a new application of an old policy." His words may be more acceptable on this subject of land classification than the repetition of phrases which have served some of us for several years. Secretary Lane says of the past: 1'Congress has always been most generous as to the disposition of the national lands.... There was land for all, and it was the government's glad function to distribute it and let those profit who could.... And this generous donor was not so petty as to discriminate between kinds of lands, the uses to which they could be put, or the purposes which those might have who got them. Land is land, save when it contains minerals; this was roughly the broad principle adopted. To classify was a task too difficult or not worth while. The lands would classify themselves when they arrived in individual ownership. And so the door was opened for monopoly and for fraud." Of the reaction and the evolution of a new policy, the Secretary con. tinues: • ' " A reaction was inevitable. If lands were to be withdrawn from public service, why might not the government do the withdrawing itself? The old philosophy that land is land' was evidently unfitted to a country where land is sometimes timber and sometimes coal; indeed, where land may mean water—water for tens of thousands of needy neighboring acres. For the lands of the West differ as men do, in character and condition and degree of usefulness. We had not recognized this fact when we said 'land is land.' Lands fitted for dry farming and lands that must forever lie unused without irrigation; lands that are worthless save for their timber; lands that are rich in grasses and lands that are poor in grasses; lands underlain with the non-precious minerals essential to industry or agriculture; lands that are invaluable for reservoir or dam sites— these varieties may be multiplied, and each new variety emphasizes the fact that each kind of land has its own future and affords its own opportunity for contributing to the nation's wealth.

GRACE mine and mill, owned by Bethlehem-Cuba Iron Mines Co. and operated by Bethlehem Cornwall Corp., are being developed to produce 9600 tons of 42 ½ pct Fe magnetite ore, to yield 5760 tons per day of agglomerated iron concentrates averaging 65 pct Fe. Located about 14 miles south of Reading, the property is ideally situated in relation to good highways and railroad. Three major steel plants, at Bethlehem, Steelton, and Sparrows Point, Md., are about equidistant from the mine. Discovery of the orebody resulted from an airborne magnetometer survey, completed in 1948, con¬sisting of 7000 lineal miles of flight lines spaced one-fourth of a mile apart and extending from the Delaware River on the east to Gettysburg, Pa., on the west. After examining the magnetic maps, Bethlehem's geologists made limited surface traverses over the Grace mine and Warwick area to check the location, and realtors were engaged to purchase the desired properties over and adjacent to the area showing favorable indication of ore.

SEEPAGES Of oil in Ecuador have been known for many years. The locality first to receive attention, and still worked in a modest way, lies on the north shore of the Santa Elena peninsula, between La Puntilla and Salinas. Operations were first conducted largely by local capital. Later, foreign companies acquired large blocks of land, where they have done considerable drilling. For details concerning present drilling activities in Ecuador, we are indebted to Leon Price, an American resident engineer of Ecuador. The information solicited, came to the author through the office of the American Consulate,' with permission to use it. The coastal plain bordering the Province of Tumbes, Peru, continues to the northeast, but narrows on passing the Zarumilla River. From this, point northward it widens toward Santa Rosa. In fact, the pampas, as shown on the official Wolf map, correspond fairly well to the areal extent of the coastal plain as far as Guayaquil. This is shown in a general way on the accompanying map. The author understands that the Guayaquil embayment is bordered on all sides by the coastal plain, as recognized at Tumbes and farther southwest, and that it can be followed without a break as far north as Palmar. This view is supported by the mapped area regarded by Mr. Price as favorable or possible oil territory. Moreover the islands in the Gulf of Guayaquil are the same geologically as the coastal edge, being composed of Tertiary sediments. The author understands also that Tertiary formations occur north of Palmar. According to a report by Mr. Cardon, of Guayaquil, Tertiary sediments are exposed in the region of San Francisco and extend to and beyond Pta. Calera. There is also reason to believe that at least the lower part of the valley of the Santiago River is occupied by Tertiary sediments, which probably border the coast line and extend into the River Mira basin, and into Colombia.

The writers have no new system and no new principle of taxation to propose. The general subject of taxation is as old as governments are and as familiar to taxpaying Americans as the general thesis on the inalienable rights of man. We believe, therefore, following the committee of the National Tax Association, that improvement in the general conditions of taxation, including mine taxation, maybe brought about mainly through a better adjustment of known and tried principles and methods of taxing to modern complex forms of property and income, and that not much is to be expected from abandonment of experience for new ways and means, methods and principles, should anything new be discovered, which in our opinion is very doubtful. The committee referred to has constructed the general framework of its Model System of State and Local Taxation1 on familiar forms of taxing, by eliminating some that ' have proved bad, suggesting improvements in others, and adopting the best, leaving plenty of room for the accommodation of the general plan to the varying conditions of taxation in the several states. Unfortunately, the taxation of mines is dismissed by the committee with the statement that the subject has been reassigned for further investigation and report by a special sub-committee, frankly recognizing that the peculiar difficulties of this phase of the subject require special study and investigation. Much may be hoped for from the labor of this sub-committee if the problem is approached from the viewpoint of recommendations already published. In this paper, the writers state their opinion on some of the broader aspects of mine taxation with too little attention to the grounds on which they rest. Contrary to inclination space requirements compel them to resort to summary statements without adequate discussion for a satisfactory presentation of the whole subject. All they can do is to qualify the witnesses and record the testimony. Perhaps this Index is the most useful volume the Institute has ever published. At least, it is likely to be referred to more frequently and by more people than any other single volume. It covers the contents of 27,058 pages of TRANSACTIONS in addition to special volumes, MINING AND METALLURGY and sundry pamphlets (T.P.'s) that were not subsequently included in the TRANSACTIONS. In the 54 years from 1871 to 1925 the Institute published 72 volumes; in the following ten-year period covered by this index it published 57 volumes, including TRANSACTIONS and special publications sponsored by the Rocky Mountain and Seeley Mudd Memorial Funds. These include the complete series for the Institute of Metals, Iron and Steel, and Coal Divisions, and all of the volumes on Petroleum Development and Technology. Indexing is an exacting task at best; it is something of an art. And a composite index like this, covering a wide range of subjects contained in volumes appearing over a period of ten years, presents added problems. Miss Katharine Lovell developed the system of indexing as the years went along, and did most of the original work. Mrs. Harriet K. Broughton, under Miss Lovell's direction, sorted and organized the accumulation of 33,000 cards on which the entries were made. For five years the Institute has needed a cumulative index badly; but until this year the Directors have not felt justified in authorizing publication. The delay has caused much inconvenience in the past; but to some extent this will be compensated by the great advantage of being able to find items covering the entire ten-year period in a single volume.

IN the calculation of oil and gas reserves by volumetric methods, it is necessary to know the volume of the reservoir available for the storage of the oil or gas. To obtain this information, a number of methods for determining both total and effective porosity of reservoir rocks are used. For the determination of the total porosity, or the porosity that considers all of the pore spaces, connected and isolated, the Russell7,8,9 and the Melcher-Nutting1-6 methods are the best known and most- widely used in the petroleum industry. These methods have disadvantages in that they give the total porosity of the samples and in that the samples are reduced to grain size in the determination. In many sands there may be little or no difference between total and effective porosity but in other sands there may be considerable difference between the two. For the estimation of oil-and gas reserves the effective porosity of the reservoir rock always should be used. Of the methods that have been developed for the determination of the effective porosity of reservoir rocks, or the porosity that considers only those pore spaces that are connected, the best known are the so-called Boyle's law6,10-13, and the Washburn-Buntings.5,6,11 methods. The Wash-burn-Bunting method is probably the most widely used because it gives effective porosity, it is rapid, and the apparatus is inexpensive. This method employs a special porosimeter in which the core sample is placed in direct contact with mercury. This method has disadvantages in that, as a result of the high vacuum created in the pore spaces, mercury is drawn into the openings, making it impossible to use the sample for a check determination and also ruining the sample for any further test, such as permeability. The purpose of this paper is to describe an appa-ratus employing the same principle as the Washburn-Bunting method but so designed that the core sample does not come in contact with the mercury in the porosimeter.

When this chapter was prepared for the kst edition in 1942, continuous mining machines virtually were unknown, and hand loading in underground mines, which gave an opportunity to discard impurities, accounted for 55 percent of the production of bituminous coal and lignite as compared with the 1965 figure of 11 percent. Only 24 percent of the total production was cleaned mechanically, compared with the present (1965) figure of 65 percent. The amount of refuse discarded during preparation for the same period increased from 13 to 21 percent. Changes in the equipment used in the cleaning process were as follows: [ ] Unclassified nearly 8 percent. Data on the amount cleaned by flotation was not collected until 1960 when 1.8 million net tons was so treated. In 1965 this figure increased to 6.9 million tons. Although the great increase in mechanization and full seam mining has resulted in substantial increases in the impurity content of the raw coal as well as in a finer size consist, some phases of face preparation are still important, particularly the variability of the distribution and thickness of the interbedded impurities and the changes in the character of the roof and floor from place to place in the mine. Knowledge of these factors in relation to all phases of the mining operation, particularly selective mining, are still of importance to the treatment of raw coal in the preparation plant. The major characteristics of coal and impurities from the standpoint of mechanical cleaning are particle size composition, generally called size consist, density differences, the relative friability of the coal and of its associated impurities, hardness, and strength. The much-heralded Deep Ruth operation of Kennecott Copper Corp., at Ruth, Nev., is scheduled to become a producer by 1957. Inaugurated as a project in 1951, production was originally scheduled to start in 1953, but excessive water hindered shaft sinking. A revised schedule called for output by 1955, but again plans had to be changed. This time the change was to permit mining of an orebody that would have otherwise been lost because of block caving methods planned for the main deposit. The new ore is within the cave limits of the larger orebody, above the first production level. Ore will start coming from this new source in 1956, a year ahead of the principal operation. (See NEWS, page 344.) There is little doubt that current economic conditions and unforeseen expenditures for early shaft development will make the Deep Ruth a high-cost producer. Yet, some of the drawbacks of the Kennecott operation may be mitigated by the possibility that additional exploration will increase the already assured 25 million tons of 0.83 pet copper ore. While Kennecott is missing out on the current high copper market and is thus left with a potentially narrowed profit, the predicted demand for copper has created an optimistic feeling. Its development is certain to enlarge known U. S. copper reserves and significantly extend the life of Kennecott's Nevada operations.

Our merchant marine is rapidly outgrowing our consular service, according to Edward N. Hurley, Chairman of the United States Shipping Board, who urges that steps be taken immediately to provide facilities abroad for handling the millions of tons of shipping which will be afloat under the American flag in peaceful trade when the war is over. When peace is restored and our present tonnage is scattered over world trade routes, the consular service will be inadequate to handle our ships: Besides, it will have to work against the handicaps of obsolete shipping regulations and, in many cases, lack of experience. There are nearly 100 pages in the United States consular regulations dealing with shipping platters. . Many of these regulations are based on old treaties and many of them are obsolete. There are also differences between treaties with various countries. Our consuls often lack authority to handle matters involving the interests of our sailors and shipowners. Before we can operate a modern merchant marine we must revise, standardize, and simplify this whole mass of regulations and bring them up to the efficiency of other nations' practice.

Bridging the gap between have and have-not nations is one of the necessities of the present era. The responsibility for accomplishing this must be assumed by the affluent industrial societies of the world, both through their governments and through private enterprise. Despite a discouraging number of instances where companies established in underdeveloped countries have been expropriated, U.S. industry must not abandon such ventures. Instead, it should tailor them to the needs and aspirations of the host nations. One way in which industry can minimize the danger of expropnation is to enter into partnership with the government of the host nation. Kennecott Copper has recently done this in Chile, becoming 49% owner of a company formed to expand and operate the El Teniente mine. So far, the partnership has produced marked benefits not only for Chile, but also for Kennecott. The memory of D.C. Jackling serves chiefly to remind us how much we owe to the pioneers of our industry. Jackling was one of the giants. Orphaned at the age of two, he made his way through sheer persistence and plain hard work. His brilliance gave rise to a vision, and his tenacity made his vision a reality. Foreseeing that economies of scale would make the handling of low-grade ore profitable, he introduced the revolutionary concept of open-pit copper mining. During World War I, the defense effort of the United States was irnrneasurably strengthened by the tremendous supplies of copper from the western mines that Jackling had made possible. Again in World War 11, the demands for copper were supplied, and the nation once more had profound reason to be grateful to this rugged, stubborn man who had long ago ventured into the mountains and unlocked their wealth. We are now embarked upon another great era of change, and we must devise new concepts to meet it. The task is not only to create new techniques of mining, but to forge better ties between men and institutions which will let us work in harmony with the techniques we have. We might recall that while Jackling was a man of towering pride and formidable will, he was also adept at getting others to share his vision and join his purpose. Today our reach for cooperative endeavor must go far beyond our own shores as we seek to develop the buried riches of distant lands. And we would do well to remember that Jackling's remarkable insight would have come to nothing had not British investors been willing to provide much of the initial capital. As was true of so many early enterprises in America, European capital was absolutely essential. CORPORATIONS ABROAD - AN EXPANDING ROLE Today the situation is quite different. The United States is now a capital-surpIus nation and looks abroad for opportunities to employ its capital profitably. THE American copper mining industry is threatened with disintegration and destruction. This threat is not one which may only materialize in the distant future. The destruction has already commenced. At present, many domestic mines have already closed down. .Others are operating on a greatly curtailed basis. Those operating are doing so only at tremendous loss-because the selling price of copper is below the cost of production and rapidly diminishing financial resources and credit clearly forecast the early suspension of operations in most of the industry. Unemployment in the mining districts is increasing by leaps and bounds. While this condition is due in some measure to the present unsatisfactory state of business in general, the copper industry, unlike other lines of business, sees no possibility of recovery without definite aid. The fundamental, underlying cause of present conditions in the American copper mining industry is the unprecedented rise in foreign production, and the basic change which has taken place in the world copper industry in the last three years. The American industry had begun to feel this change early in 1929 long before the general collapse of business in the fall of that year. While the distress in the industry is undoubtedly aggravated by the present economic depression, it nevertheless would have arrived and. have been present at this time, regardless of general business conditions.

This is a contribution for the proposed new discussion on the physics of steel. The former discussion on the subject started with the consideration of five papers presented at the Chicago meeting in 1893, and continued for several years. The Suggested Lines of Discussion, prepared by Doctor Howe, covered a wide field and added greatly to the success of the work. Naturally, the first step in a new discussion will be to remodel and bring up to date the old Suggested Lines of Discussion so as to embody all the important advances in the metallurgy of steel that have a bearing on the physics of steel and keep the papers and discussions within the field of work undertaken. This paper will be devoted to the practical application, in rolling steel, of the effects of carbon, phosphorus, and manganese on its tensile strength, with some suggestions on further research work. Dr. J. E. Stead, in his paper Influence of Some Elements on the Mechanical Properties of Steel,' gave a complete review of all that had been done during the past thirty years. He gave full credit to all investigators who worked on these lines, also their results, with his views on same, and in many cases his own results. All of this data and much new valuable information were put in convenient shape for reference and study. To do this required a great deal of work, which is fully appreciated by the steel manufacturers and investigators. The variations in the values given by the different investigators for the increase of the tensile strength of steel for each 0.01 per cent. of carbon, phosphorus, and manganese were largely due to the steels they worked on, the large or small variations in the amount of the elcments present, and the omission to take into consideration all the factors, from the blast furnace through to finished rolled material, that affect the character of the steel. For instance, a poorly made dirty steel requires considerably more carbon to give the same ultimate strength than a well-made clean steel with the same phosphorus and manganese content.
