THE Institute assembled on Tuesday evening, October 24th, in the hall of the Franklin Institute, Mr. Frank Firmstone, Vice-President, in the chair. Mr.. J. Price Wetherill, of Tremont, Pa., read a paper on An Outline of Anthracite Coal Mining in Schuylkill County, Pa. The paper was discussed by Messrs. Coxe, Rothwell, Heinrich, Harden, and Symons. The second session was held on Thursday evening. Mr. A. L. Holley, Chairman of the International Committee, appointed by the Institute to consider the nomenclature of iron and steel, offered the following report of the committee, signed by all the members: WHEREAS, The recent production of soft, cast, malleable compounds of iron by the Bessemer, the Siemens-Martin, and the crucible steel processes appears to demand a new nomenclature of iron compounds, for the following reasons : 1st. The term "steel," by which these soft products are commercially and professionally designated in England and in the United States, does not completely distinguish them from previously existing "steel" which would harden and temper. 2d. A nomenclature recognized in all languages seems desirable, as well for commercial as for scientific purposes, especially as lawsuits, already commenced, depend on the meaning of the term "steel." 3d. Although homogeneity, due to fusion, is usually recognized, and is by this committee recognized as the most definite characteristic of both bard and soft steel, this quality may be equally well expressed in other terms, thus leaving the old term, "steel," to define the malleable compounds of iron, which will harden and temper. Therefore, resolved, That this committee recommends the following nomenclature : 1. That all malleable compounds of iron with its ordinary ingredients, which are aggregated from pasty masses, or from piles, or from any forms of iron not in a fluid state, and which will not sensibly harden and temper, and which generally resemble what is called " wrought iron," shall be called WELD IRON (German, Sehweisseisen; French, fer soudé) 2. That such compounds, when they will from any cause harden and temper, and which resemble what is now called "puddled steel," shall be called WELD STEEL (German, Schweiss stahl; French, acier soudé).

The problem of sheet metal formability is one which has received a vast amount of attention during recent years. In spite of the great amount of study and experimental work which has been devoted to this problem, many of its fundamental aspects are still not well understood. No generally satisfactory test has been developed which is capable of providing a reasonably adequate evaluation of sheet metal formability, particularly in borderline cases. Anomalies persistently arise in which a lot of supposedly satisfactory material exhibits excessive breakage when formed. This lack of suitable technological tests greatly hinders the design of new parts and the substitution of new materials in parts of existing design, frequently necessitating considerable costly trial and error experimentation on an actual production basis. When, at the beginning of World War 11, it became apparent that mass production methods of forming would bc required in the aircraft industry if the large numbers of military aircraft needed were to be supplied, renewed attention was focussed on the problem of sheet metal formability. It was widely recognized that the formability requirements placed on sheet metals had been steadily increasing in severity through the years, especially as greater and greater emphasis was placed on streamlined designs with the resultant freer application of doubly curved surfaces. The recent advent of several new high strength aluminum alloys of more limited formability than some of the older alloys also served to emphasize the need for new approaches to the problem. It seemed evident that progress in the technology of sheet metal forming would depend to a great extent on the development of more reliable criteria for the evaluation of formability. Although the problem is admittedly very complex, the most logical approach appeared to be through studies of the fundamental material properties of sheet metals, especially under complex stress conditions simulating those prevailing in actual forming operations. Most previous investigations have failed to make full use of existing knowledge of fundamental material properties, and in many instances have attempted correlations with properties which are now recognized as being ambiguous in nature. This investigation was undertaken, therefore, with the aim of developing methods for the study of the flow and fracture of sheet meta1s under combined stresses, and of making use of such methods as might be developed in

THE year 1923 was one of great importance in northern Louisiana and southern Arkansas, so far as the' development and expansion of previously discovered oil and gas fields were concerned. However, the search for new fields failed to produce a single discovery that led to important development during the period; in this respect, the year was one of discouragement to the prospector. During the winter and spring months, an especially active "wildcat" campaign was in. progress in southern Arkansas, and a large number of tests were drilled in northern. Louisiana but this activity subsided during the summer and fall. By the close of the year, only routine drilling was in effect in the fields; and only two new areas-Cotton Valley, in Webster Parish, and an area in Union Parish, La.-were showing any important activity because of favorable oil showings. Further drilling is contemplated in both of these areas, and the present feeling is that one or the other may produce the next oilfield in this territory. Briefly, the development of the Smackover field was the overshadowing event of the year. In. southern Arkansas, important development also took place in the East El Dorado, Stephens, and Irma fields; but all of these were relatively small. In northern Louisiana, many new oil wells were drilled in the Bellevue field, and many new gas wells in the Monroe field. In the old Caddo field, a large number of the deep Woodbine wells were plugged back to the "chalk rock," where a high gravity oil is obtained. In the other fields, only a few small wells were drilled. Therefore, Arkansas, furnished the real development of the year in this area. The production for the year showed a material increase over that of 1922, due, chiefly, to Smackover, and practically altogether to the Arkansas fields. In Louisiana, every field, except Caddo, Bellevue, and Elm Grove, showed slight to marked declines; while in Arkansas, El Dorado was the only field that declined throughout the year.

The concept of using simulators to train operators of vehicles is not new. However, the Bureau of Mines initiated these programs to determine if computer controlled training devices would enhance production and improve safety in the coal mining industry. Two prototype devices have been constructed, tested and are currently operational. The continuous miner and dragline operator training systems both incorporate full scale operator stations using operational controls and displays. The operator interacts with the visual system through the cab controls to perform basic tasks and develop skills required for startup, operation and shutdown of the mining equipment. Data pertaining to the concepts and techniques applied during the design, development and evaluation of the training devices are presented. Descriptions of trainer designs and visual systems for training equipment are presented and the results of the system evaluation are summarized.

The fluorescence of scheelite has been an important aid in recent years in the discovery and development of scheelite deposits. The use of fluorescence of synthetic compounds in industry, particularly in advertising, also has expanded greatly during the past decade. As a result, a number of new and convenient units for producing ultraviolet energy have become available, which have led to a greater application of fluorescence in the study of minerals. Studies have shown that the fluorescent color of a mineral may vary: (I) with the kind and quantity of trace elements, and (2) with the particular wave length of ultraviolet energy used. The wave length is dependent first on the type of generating equipment used, and finally on the filter employed to remove the visible light that may be present. A number of so-called ultraviolet lamps are listed and described, together with suitable filters known to be available. Scheelite fluoresces brilliantly with wave lengths of 2200 to about 3000Å., but not with longer wave lengths. The most convenient and efficient sources of ultraviolet for scheelite fluorescence are portable and laboratory units designed particularly for use with scheelite. So-called ultraviolet light globes of the photo-flood type emit wave lengths too long to cause scheelite to fluoresce. Attention is called to the minerals that fluoresce in a manner similar to scheelite, which necessitates a check test by means of characteristic physical properties. Chemical tests are the final authority both for identity and content of tungsten in scheelite ore. Introduction Recent development and extensive use of fluorescent lighting make it unnecessary to explain what fluorescence looks like. The fluorescent light tube is in reality a mercury vapor arc, which generates ultraviolet energy. Coating the inside walls of the tube is a substance, called a phosphor, that converts the ultraviolet rays to visible rays of light. In a like manner, certain minerals will transform ultraviolet energy to visible rays of various colors. The phenomenon of brilliant fluorescent colors cannot be satisfactorily described or reproduced photographically; a display must be seen to be appreciated. Only a few years ago fluorescence was regarded primarily as a source of entertainment, chiefly in spectacular displays of specimens in museums. The brilliant fluorescence of willemite, a zinc ore mineral, at Franklin, New Jersey, was utilized quite early in checking the efficiency of certain milling operations. Fluorescence has been used extensively in exploring for scheelite, as well as in mining this ore, during the past 10 years. The use of fluorescence in detecting scheelite, an important tungsten ore mineral, is well established, and much success has attended this new method; scheelite is a very inconspicuous white to gray mineral in ordinary light, but it

DEMANDS upon power plants by the war program in 1941 intensified problems of coal utilization. It was an outstanding year in that field. The domestic heating stove witnessed outstanding development; the research folks progressing so rapidly that the design of the "perfect" stove is just around the corner. Use of colored motion pictures in analyzing fuel-bed performances has reached a new high with the colored pictures taken at minute intervals and projected at sixteen frames a second as shown by the Koppers Coal Co. and the Anthracite Institute (on domestic stokers) and the Consolidated Edison Co. (industrial stokers). Continued efforts of this kind will be beneficial in analyzing further some of the "Code for Testing Coal" problems confronting Subcommittee No. 2 of the Joint A. I. M. E. - A. S. M. E. Committees.

INTRODUCTION Approximately two years have elapsed since the first summary of the Grizzly Gulch Tailings Disposal Project was presented (1). Since that time, various physical modifications and additions to the existing treatment system have transpired. Further, Homestake and the entire mining industry have been impacted severely by additional modifications and additions concerning regulatory reform aimed at total disciplinary permitting and hazardous waste management. The following paper summarizes the past accomplishments relating to the Grizzly Gulch Tailings Disposal Project, correlating these accomplishments with future plans that are being developed to comply with regulations and to continue Homestake's commitment to environmental protection. The famous Homestake Gold Mine, located in Lead, South Dakota, has been operating in the Black Hills region for over a century, approximately 12 years before the south half of Dakota Territory was admitted to the Union as the State of South Dakota (2). During the 104 years of operational development, Homestake's Gold Mine, as well as the entire mining industry, have been influenced by numerous governmental regulations dating back to the Refuse Act of 1899 which regulated the deposit of debris from mines and stamp works. The enactment of the National Environmental Policy Act of 1969 may be thought of as the beginning of a long line of unplanned steps to deal with the many concerns of matters pertaining to the environment. Environmental awareness continued into the 1970’s, in which the Clean Air Act, Federal Water Pollution Control Act, Safe Drinking Water Act, Toxic Substances Control Act, and the Resource Conservation and Recovery Act (RCRA), to name a few, surfaced.

This presentation discusses the necessary ingredients for the creation of an acceptable credit structure, i.e., the structure that enables the borrower to attract the funding from different groups of lenders. As the amount of debt in the capitalization of new projects increases, it becomes quite critical that the mining venture sponsors obtain funding in a manner which maximizes the project economics. Attention normally is focused on the inherent operating cost characteristics of a venture such as the cost of mining, milling, transportation, smelting, and refining. The projected costs are derived from lengthy feasibility studies often taking millions of dollars and years to prepare. For a variety of reasons as the amount of equity directly provided by the sponsors declines, the balance must be made up from external credit sources. As a result, once the project becomes operational, debt service requirements assume crucial importance. For most new ventures, in the early years of production, the total amount of periodic debt amortization charges together with the projected interest expenses equals or exceeds the total operating cost. Utmost care must be taken, therefore, to reducing these costs which will then increase the chances for the implementation of the project. Project sponsors must carefully evaluate different funding sources in terms of their potential economic impact and, concurrently, evaluate alternative credit structures in order to be able to attract the selected funding vehicles. In this presentation I will discuss credit sources in the order of their relative appeal; i.e., from the standpoint of maximizing rates of return to the project owners. The tenor of the credit, that is the period from signing a loan agreement to the time of last repayment under the loan agreement, is undoubtedly the most important variable in evaluating the attractiveness of debt sources. Therefore, I will begin by discussing debt sources with the longest maturities and will end with a description of credits with relatively shorter tenors. The availability of different funding possibilities will naturally depend on the geographic location of the proposed venture, the creditworthiness of the borrower and the sponsors, the project economics, and finally the actual liquidity conditions in the capital markets at the time that the funds are committed. U.S. LONG-TERM DEBT MARKET - PUBLIC OFFERINGS AND PRIVATE PLACEMENTS The long-lived nature of most mining projects dictates that the majority of the mine financing be raised from long-term sources. In today's world capital markets U.S. debt issues probably carry the longest maturities available. The maturities can range from 5 to 40 years. Various types of long-term corporate debt instruments can be differentiated from one another by their terms, seniority as to claims against the assets of the issuer, legal form, and whether issued privately or through a public offering. The terms of these debt issues vary widely. For example, the interest rate which is typically fixed at the time of issuance, is determined by the credit quality of the issuer, the maturity, the average life, the seniority of the debt, the quality of control covenants or type of assets pledged as security, and other exogenous factors such as: economic policy, general level of interest rates and cur-rent level of financing activity. The entire principal amount of the debt may be due and payable at maturity (known as a "bullet" maturity) or, more typically, through periodic repayments in equal or staggered amounts. Almost all such debt issues allow for prepayment at the option of the issuer, but require varying amounts of repayment penalties. Disbursements are made over a relatively short period after signing of the debt documentation which may not coincide with the actual funding needs of the project. Financial covenants can be quite stringent, covering areas such as the issuer's financial leverage, working capital, payment of dividends and other distributions, merger and acquisition activities, and limitations on the disposition of property. FLUORSPAR is found in most of the states from the Rocky Mountains westward, and commercial production of the mineral has been reported from Arizona, Colorado, Nevada, New Mexico, Utah and Washington. The map in Fig. 1 indicates the general distribution of many of these deposits but it is by no means complete. In the summer of 1926 the writer examined certain deposits of fluor-spar in Arizona, California, Colorado, New Mexico and Washington; in November, 1927, revisited the Jamestown, Colo., district, and in earlier years examined deposits in Colorado and New Mexico. Based on notes of his own and. on descriptions and other data by H. A. Aurand, H. W. Davis, R. B. Ladoo, V. C. Heikes, W. D. Johnston, Jr., and by producers of fluorspar, he prepared the following brief descriptions of deposits and estimates of reserves of fluorspar, originally for the use of the subcommittee on fluorspar of the Joint Committee on Foreign and Domestic Mining Policy and on Industrial Preparedness respectively of the Mining and Metallurgical Society of America and the American Institute of Mining and Metallurgical Engineers. Descriptions of many fluorspar deposits in various western states and districts have been published. It is not feasible to summarize this literature here, but the appended bibliography will indicate to the interested reader what papers are available.

CURRENT widespread applications of aluminum in such industries as transportation, mining, and construction would have amazed the early proponents of its use, including Napoleon III, French Emperor Batik ill the middle nineteenth century, when aluminum was a precious metal, Napoleon had visions of making his army light and mobile through the use of aluminum for gun carriages, helmets, canteens, sabers, and similar articles. Whereas the emperor failed in his objectives, the modern Napoleons of industry have .been successful, and today aluminum finds its greatest applications wherever there is mass ill motion. Its lightness has made possible such modern marvels as the Union Pacific streamline trains, the Boeing and Douglas giant airships, and up-to-date mining equipment such as the new Calumet and Hecla mine skips.

An overall view of the perlite industry is concisely presented. The geology, mining, milling, processing, and applications of perlite, as well as the present status of the perlite industry are treated. Perlite, in strict petrological usage, describes a specific variety of volcanic glass in which strain, incident to cooling, yielded a concentric structure of fracturing which may be visible either to the naked eye or under a microscope. In commercial usage, the term perlite includes any naturally occurring acidic glass of volcanic origin that will expand when heated to a suitable temperature. The name perlite is a derivation of perlstein which originally defined "certain glassy rocks (hyaloliparites, hyalo-rhyolites) with numerous concentric cracks, from the fancied resemblance of broken out fragments to pearls."1 While perlite has been known to geologists for many years, it was not until 1941, while investigating perlite for use in enamel, that an assayer in Superior, Ariz., noted the unusual expansion characteristics of the ore. Further investigations were delayed until following World War II when many small plants were built and experimentation in the treatment and uses of perlite began. The Perlite Inst. was organized in 1949 to promote the development of the new industry, establish commercial standards through research, and to explore new uses and markets. The Institute, located in New York, represents some 50 producers in the U.S., Canada, Australia, England, France, Germany, Greece, Japan, Mexico, and New Zealand. In 1949, 71,l002 short tons of crude perlite were produced, sold or used by U. S. producers, and this figure increased to 325,0003 short tons by 1959. Such a rate of increase indicates the rapid and continuing growth of the perlite industry. GEOLOGY Perlite ore in its crude form has been found in seven of the mountainous western states, since un-devitrified siliceous volcanic rocks are limited to this section of the U. S. Commercially operated perlite deposits are normally of Eocene and Oli-gocene age.4 These deposits are often several hundred feet thick and may extend over hundreds of acres. In 1959, 13 companies in six states produced crude perlite, although the output in New Mexico comprised 79 pct of the total domestic crude output. Other states in order of their production were: Nevada, Arizona, California, Colorado, and Utah.5 Foreign deposits of perlite which are either producing or under exploration are Australia, Canada, Greece, Hungary,6 Iceland, Ireland, Japan, Mexico, New Zealand, and Sardinia. The ore may exhibit a variety of characteristics depending partially on its water content and eruption history and may range through many shades from black to white. While these characteristics may vary slightly among deposits, perlite ore from a particular source is normally quite uniform. Available chemical analyses of perlites from a large sampling of domestic deposits were recently assembled by the Technical Committee of Perlite Institute and are presented in Table I. While the ranges given do not apply to a particular perlite, they are an indication of the chemical analysis which may be expected from any presently commercially operated deposit. The specific gravity of the perlite ore ranges between 2.2 and 2.4, and its bulk density when crushed and sized is 75 to 90 Ib per cu ft. MINING AND MILLING Perlite ore is quarried from open pits by conventional power equipment, although blasting has been occasionally employed. The rock is then stock-piled until needed. While the milling of perlite may seem a simple process compared to that required for basic metals, or even other nonmetals, the need for accurate control of particle size becomes extremely important in further processing. The first step in this operation is the primary crusher, which is normally a jaw crusher. Following crushing, the material is dried, if necessary, in a rotary dryer and conveyed to a secondary grinder which may be a rod mill, hammer-mill, or cone crusher. However, the crushing characteristics of the perlite, caused by incipient cooling fractures, requires it be removed from the grinding operation once it is reduced to the required size so as to prevent overgrinding. Following the grinding operations, various size screens are used to separate the ore according to particle sizes required for particular uses. Most plants use two or more stages of crushing with perhaps four stages of screening.

The zinc leach residues are introduced into waelz kiln to fume volatile metals and before the end of 1967, the waelz-fume containing zinc, lead, cadmium and indium was directly recycled back to the leaching process for the production of electrolytic slab zinc. However, since 1968, we have been recovering with success those valuable metals contained in the fume separately instead of direct leaching. According to the improved process, the waelz-fume, after being mixed with chloridizing agents, is fed into the rotary kiln to be roasted, wherein most of lead and cadmium content is collected as fume and most of zinc remains in the calcine. Zinc calcine thus obtained, containing 70 to 75 per cent zinc and, less than 1.0 per cent lead is sent to zinc plant for further recovery and the fume containing 40 to 50 per cent lead and 3 to 6 per cent cadmium is further processed to recover lead, cadmium and indium. The advantage of this process can be secured to the utmost when it is combined with the following subsequent treatments. (a) Blast furnace smelting of non-magnetic waelz slag to recover copper, silver and gold as matte. (b) Gallium recovering process from magnetic waelz slag. (c) Soda process of lead bearing cake produced after removing cadmium and indium from the said fume. Thus the extractions of zinc, lead and cadmium from leach residues account for 87 per cent, 72 per cent and 85 per cent respectively.

IN 1942 Grossmann1 proposed that the hardenability of a steel may be calculated from its chemical composition by considering the base hardenability associated with its carbon content and grain size and multiplying this base by factors for each element present. Since Grossmann's original publication, several investigators2-5 have reexamined the multiplying factors for the individual elements and in general have found that the multiplying principle is valid. However, some of the individual factor curves developed have been in poor agreement. Inasmuch as the carbon-factor curve obtained by Grossmann was dependent [ ] upon the factors for all the other alloying elements present in the steel, it logically followed that his results were in need of correction in the light of the new data available for manganese, silicon, and the other alloying elements. Furthermore, in order to avoid the possibility that errors in the manganese, silicon, or other curves might influence the carbon-factor curve, investigation of iron-carbon alloys containing little or no manganese and silicon was necessary. That the effect of carbon on hardenability was greater than indicated by Grossmann is shown by a comparison of the diameters of completely hardened rounds of iron-carbon alloys with the ideal critical diameter calculated from Grossmann's factors. These alloys have a greater hardenability in a hite quench than predicted by Grossmann's factors for an infinite quench (Table I). [ ] Among the other important variables that were in need of further investigation were the effect of deoxidation practice on the grain-size correction curves and the effect of stable carbide-forming elements on the depth of hardening. Most of the work by Kramer, Hafner, and Toleman4 was done on silicon-killed steels. The influence of various elements in retarding or accelerating the absorption of carbon during the process of carburization is fairly well known. In general those elements which form carbides accelerate the absorption, while those which do not retard it. It has sometimes been wrongly stated that those elements which raise the temperature of the critical range increase the absorption, while those which lower this temperature decrease it. Silicon is a notable exception to this rule, for its influence is to raise the critical range but to lower the absorption of carbon. Some elements which do not form carbides have no apparent influence upon the absorption rate. Carbon itself retards the absorption rate. With a view to obtaining more exact data upon the subject the following experiments were undertaken: 208 steels of different chemical composition were selected to represent most of the types of modern constructional steels. Specimens 2 in. in diameter and 9 in. in length were weighed to milligrams. They were then packed in the special carburizing box shown in Fig. 1, and kept in the furnace for 10 hours at a temperature of 900' C. A duplicate experiment was conducted at 1,000° C. At equal intervals of time the box was rotated in the furnace so that two complete revolutions were made in the 10 hours. This precaution was taken to neutralize as much as possible any effect of unequal heating. At the end of the 10 hours the box was allowed to cool in the furnace with the doors open. The specimens were then weighed again and the increased weight (carbon) determined. In the following table are given the analyses of the various steels, together with the increased weight of carbon expressed in milligrams.

THE matters I had intended to present to you ap-peared in the March 12 issue of Engineering and Mining Journal over the signature of George J. Young, so that although I should like to talk to you for about three hours on this subject, unfortunately it has all been done before. The subject originally sug-gested to me was the trend in mining methods. You will find that fully set forth much more clearly than I could hope to do, in Mr. Young's article, so that I shall confine my attention to a few points of interest in specific cases. You are undoubtedly familiar with the problem that was presented to the Miami Copper Co. when they had exhausted their so-called high-grade orebody. They had what appeared to be a large tonnage of material which their preliminary development work and such drilling as was done indicated contained one per cent copper or a-little over, and how to mine that profitably by underground methods was the question. It was somewhat complicated by the fact that the nature of the ground made them doubtful of their ability to cave it successfully. It was unquestionably harder ground than that of the more highly mineralized sections of the Miami and Inspiration- ore zone which had been mined. However, they had kept very accurate and complete records of past accomplishments and knew what they had to work with and what modifications with respect to costs would be necessary in order to solve this problem. Under the old method of working, they were extract-ing about 71/2 tons per man employed in the mining department; that is to say all labor, direct and indirect required to put the ore in the mill bins, and this, with the grade of ore which they had, resulted in a satis-factory financial outcome. Under their modified method now in use, they have raised that output per man to 29 tons per man shift. That is almost four times what they were doing with the old method.

THE legislatures of New York and New Jersey, determined in 1919 that a vehicular tunnel should be built under the Hudson River. On July 1, 1919, an engineering staff was organized with the late Clifford M. Holland as chief engineer, and this staff was given a number of problems to solve, such as location, size, type of tunnel, method of construction, method of ventilation and cost. After a period of preliminary investigations and studies it was decided to build the tunnel at Canal St., New York, connecting 12th St., Jersey City. This is the center of the heaviest traffic across the Hudson River. It was also decided to build two tunnels-one for west-bound traffic and one for east-bound traffic-the tunnels to be of cast iron, built up of segments and bolted together, each tunnel to have a roadway 20 ft. wide and a clear heat room of 13 ft., 6 in. This is to provide for two lines of vehicles in each direction. The tunnels have an exterior diameter of 29 ft., 6 in. The interior lining is of concrete, the sidewalls tiled with a vitreous white tile and the roadways paved with granite block. The entrances and exits at both ends are separated by two blocks so as to reduce traffic congestion. BASIS OF VENTILATION It was recognized very early that one of the most important problems confronting the engineers was a proper ventilation system. It was estimated that each tunnel as planned would have a traffic capacity of 1900 vehicles per hr. The tunnels are 8500 ft. long between portals, and it was considered that the ventilation should be based on all of these vehicles being operated by gasoline engines. That presented a problem in ventilation unlike any other either in magnitude or character.
