THE Pernot system of rotating and withdrawing the hearth of a Siemens regenerative gas furnace for the production of Martin or open-hearth steel, is, perhaps, the most conspicuous of the several improvements which have lately been made in the steel manufacture. These several improvements in the open-hearth plant are not combined in any existing works, but most of them will be combined in not less than three works now erecting in the United States; and it seems probable that their joint result will not only reduce the cost of products of ordinary grades to Bessemer rates, but that it will produce new and better grades of products. The open-hearth steel furnace and its operation are so generally understood that but a few words of general description are necessary. The ordinary furnace is not unlike the common reverberatory puddling furnace, except that an intense, uniform, and controllable temperature is maintained by the Siemens gas regenerative system. The materials. employed are various : melted or unmelted pig with ore, and with or without scrap; pig iron purified from silicon and phosphorus, with or without scrap; pig iron and scrap, melted together in a cupola, or charged hot or cold, together or separately, into the steel furnace; a pig-iron bath, and hot or cold steel or iron scrap, direct sponge or Catalan or puddled blooms charged into the bath. The operation is, to a greater or less extent, according to the nature of the materials used, a desiliconization and decarburization of the pig or other crude iron, and its dilution by already purified materials. Manganese is employed at the end of the operation to remove oxide of iron and silica, a regulated amount of manganese remaining in the product. The question of attainment of competitive nuclear electric power is of interest to uranium producers because the rate of attainment of this goal determines the date when there will be a solid, non-political, domestic uranium market. It is a burning question to those of us in the civilian nuclear power business, because our entire business future hinges on how well, and how soon, we can make electricity from nuclear reactions at prices comparable to electricity from coal. For an idea of the magnitudes involved, consider that the first fuel load of the Dresden (Illinois) nuclear power station, plus spares, will be about 90 tons of 1.5 pct UO2. This requires about two-and- a-half times as much natural uranium oxide feed to the diffusion plant, or 225 tons. This, in turn, represents about a month's production from the nearby Uranium Reduction Co. mill. Note also that the 180,000 kw electric output of the Dresden station will be about 0.1 pct of the national electric generating capacity in 1960.

FOR four years your Committee has been engaged in the study of problems connected with the educational preparation of professional geophysicists. The present report represents the conclusions drawn from the investigations and deliberations undertaken since it was first organized. These studies have shown that the evolution of geophysics has proceeded along lines that differed from those marking the advance of classical geology. The latter science developed as a descriptive one, dealing with directly observable terrestrial phenomena, and the elementary, rational explanations that could be offered therefor. The fact that these phenomena were also chemical and physical in nature was seldom given more than passing acknowledgment. During the last half century, however, a new approach to problems of terrestrial phenomena has become of greater significance. This new attack has come through the sciences of physics and chemistry, as the people trained therein have investigated the facts of the earth as problems in their respective sciences. This development has been chiefly at the hands of European investigators, and European universities have long recognized it by establishing departments or institutions of geophysics. In the universities of North America, their arbitrary departmentalization into fields of physics, chemistry, astronomy, geology, etc., has prevented the academic recognition of such domains of science as geophysics and geochemistry. In consequence, the development of these subjects in the United States has been largely at the hands of nonacademic institutions, while the universities themselves are evidently in a state of confusion as to how the subject should be handled. In some places an attempt to teach geophysics is made in the physics department, in others in the geology department, in some in the engineering school, and occasionally as a cooperative effort; a Department of Geophysics is seldom found in North America. In some instances, proper academic planning has been precluded by interdepartmental jealousies, or by lack of appreciation of the significance of the subject. For the background upon which these conclusions are based, the reader is referred to reports previously issued or sponsored by your Committee. These reports are available from Institute Headquarters. INTERESTING results were recently obtained in geophysical prospecting at the Questa mine of the Molybdenum Corpn. of America in New Mexico. This paper describes that survey, which was carried out during October and November, 1927, by the Swedish American Prospecting Corpn. It is hoped that the paper will make it possible for the mining man to form an opinion of the applicability of geophysical prospecting under difficult conditions, showing, as it does, the results when prospecting for small small orebodies with comparatively poor conductivity, in a region of rough topography. Some principles underlying electromagnetic prospecting not known to be published previously will also be given in an elementary way, with special attention to the general structure of the electromagnetic field. GEOLOGICAL CONDITIONS AT QUESTA The property is situated in the Taos range of the Rocky Mountains in northern New Mexico. About this region, L. C. Graton says:1 The main range is made up of pre-Cambrian granites, gneisses and schists but in the vicinity of Red River igneous rocks of later age are present almost to the exclusion of the older series. These younger rocks are divisible into two groups. The older of the two, probably pre-Tertiary age, is represented by large intrusive masses of monzonite porphyry, usually containing considerable quartz. The more recent group comprises intrusive' and probably effusive dark-colored andesites and coarse andesitic breccias, some of which contain fragments of the monzonite; there are also flows of rhyolite and beds of rhyolite breccia. The evidence regarding the relative age of the andesite and the rhyolite is not wholly satisfactory, but there is little doubt that the andesite is the older. The ore deposits, although occurring more commonly in the monzonite porphyry than in the rhyolite, nevertheless are believed to be genetically related to the rhyolite. They certainly cut the rhyolite or andesite in places, and hence fall in the late Tertiary.

It is the purpose of this article to present the results of an investigation of certain clay and shale suspensions having viscosities that are materially influenced by fluid motion, and to discuss the bearing of these results upon the choice of policy in the control of drilling fluids. A previous article described the design and the characteristics of an instrument adapted to measure the viscosity of plastic suspensions during continuous uniform motion and at a variety of speeds.' It has long been recognized that the viscosity of a clay suspension depends on the past history of the fluid motion. Since an abundance of literature is available on this phenomenon,2 it is not necessary to describe it in more than general terms. It is usually observed that rapid motion reduces the viscosity of a clay suspension, and that some time is required for the viscosity to fall to its equilibrium value after the steady motion is started. On reducing the speed of motion to some lower value, the viscosity again rises, but it also requires some time to attain a steady viscosity value at the slower rate of motion. Thus clay suspensions are usually observed to be increasing in viscosity as time passes when the measurement has been immediately preceded by fluid motion that was more rapid than that employed in the measurement. And it is usually observed that the viscosity falls as time passes when the measurement has been preceded by more quiescent conditions. Reed,3 and Broughton and Hand4 have reported a condition of observation of clay suspensions in which the viscosity was observed to fall during the first few moments of steady motion, and rise thereafter. The characteristics of the new instrument are particularly well adapted to studies of this kind. Almost half a century has passed since the Siemens brothers, after tedious and costly experiments, finally began the manufacture of open-hearth steel. The furnace of that time was very small, having a hearth-capacity of from 3 to 4 tons, and we can appreciate the wonderful development that has taken place in those 50 years by the knowledge that to-day furnaces of 50 times the original capacity are in operation. As the new steel process assumed importance, and furnaces began to grow in number and in size, a question arose, to which no satisfactory answer has ever been given, and that was: aWhat is the safe and economical limit of the open-hearth furnace ?" Various stopping-places have been suggested, and 20, 30, 40, and 50 tons have each been advocated, but all such arbitrary restrictions have been passed, and 60 tons would probably represent the average furnace, although in a few instances from 70 to 80 tons are regularly tapped into one ladle. The furnaces which are the subject of the present paper have gone far beyond even these limits, and since, in my opinion, they mark another step in the progress of open-hearth steel, they will be considered fairly and frankly, in order that those to whom the matter may be of interest may be able to judge and form their own conclusions. Short accounts of the work of these furnaces have appeared from time to time in various technical journals, of which the following is a brief résumé. These furnaces are the property of the Phoenix Iron Go., of Phœnixville, Pa., and their distinctive and important feature is, that they charge to twice the capacitl of one ladle, and tap simultaneously into two ladles, with a device for controlling the flow into either. In this way the capacity of the furnace is not limited, as formerly, but heats of any size within the capacity of two ladles may be charged.

Fluorspar is found in most of the states from the Rocky Mountains westward, and commercial production of the mineral has been reported from Arizona, Colorado, Nevada, New Mexico, Utah and Washington. The map in Fig. 1 indicates the general distribution of many of these deposits but it is by no means complete. In the summer of 1926 the writer examined certain deposits of fluorspar in Arizona, California, Colorado, New Mexico and Washington; in November, 1927, revisited the Jamestown, Colo., district, and in earlier years examined deposits in Colorado and New Mexico. Based on notes of his own and on descriptions and other data by H. A. Aurand, H. W. Davis, R. B. Ladoo, V. C. Heikes, W. D. Johnston, Jr., and by producers of fluorspar, he prepared the following brief descriptions of deposits and estimates of reserves of fluorspar, originally for the use of the subcommittee on fluorspar of the Joint Committee on Foreign and Domestic Mining Policy and on Industrial Preparedness respectively of the Mining and Metallurgical Society of America and the American Institute of Mining and Metallurgical Engineers. Descriptions of many fluorspar deposits in various western states and districts have been published. It is not feasible to summarize this literature here, but the appended bibliography will indicate to the interested reader what papers are available. Arizona Fluorspar has been reported as occurring in Arizona in the following localities: near Duncan, Greenlee County; near Naco, Tombstone, and Paradise, Cochise County; Black Mountain, Mojave County; 25 miles southwest of Tucson, and at Helvetia and Silver Bell, Pima County; near Mammoth mine, Pinal County; in Yavapai County, 7 miles from Aguila, and in the Bradshaw Mountains; and near Dome, Yuma County. Production has come principally from the Castle Dome district, Yuma County, with minor quantities from Greenlee, Pima and Yavapai counties. This paper deals primarily with the advantages realized from the adoption of methods more suitable than those previously used. The improvements noted include: (1) modification of practice in shrinkage stoping, (2) use of sublevel caving over grizzlies, (3) improved haulage and loading, (4) use of contract wages wherever possible. The Washington mine is on Jonestown Hill, one mile south of Oxford, in northwestern New Jersey. It is producing 16,000 tons of concentrates a month, which are being shipped to the Alan Wood Steel Company's furnaces at Swedeland, Pennsylvania. History The first settlement in this region is reported to have been in 1735, and the magnetite ores were recognized immediately. The first furnace, built in 1741, began operation in 1743. During the Revolutionary War the output was chiefly used for making cannon balls, which, owing to the sympathies of the community, without doubt found their way into the hands of the British. This old furnace is still standing. Several important veins were soon developed, including the Martin, Strayley, McKinley, Adelaide, Welsh and Lanning. Mining was carried to a depth corresponding to the capacity of the pumps available. When these became inadequate, the workings were abandoned, and another vein was opened up. The Washington vein was probably discovered about 1850, and the first shaft started in 1854. In 1879, William H. Scranton made the first complete magnetic survey of the district and serious exploration of the deposit was begun. Rather indifferent success attended the earlier efforts of the many companies that attempted to mine and smelt the ore. In 1929 the property was leased by the Warren Foundry and Pipe Co. to the present operators, and the modification of practice then inaugurated is described in this paper. Geology These veins, like most eastern deposits of magnetite, are formed from, or are contemporaneous with, pegmatite intrusions into a gneissic country rock. THE FRAMEWORK Consider where you, the reader, would place the emphasis m your answer to the following questions on mineral supply. Do you think of the mineral resources of developing countries in terms of the contribution which they can make to world mineral supply or in terms of the contribution they can make to development of the country? Do you look upon developing countries as a source of minerals for world industry or as a potential enormous market for minerals? If you are from a developed country it would be surprising I£ you did not emphasize the first alternative in each case, but it is also possible that simply raising the questions will call for some mental adjustments, because usually we do not think in these terms. If you are among the two-thirds of the world's population which comes from developing countries, you might well emphasize the second alternative. And to a growing extent during the reaming decades of the 20th century this is where emphasis must be placed. Increasing amounts of the world's mineral production come from countries which are in the early stages of development. Mineral consumers of the world look to these regions for continuing supplies of material to help meet their ever-growing needs; the producing countries look to mineral exports as one means of stimulating and financing their economic development-this seems a happy and fortuitous relationship. But due to the complexities of world mineral supply, it is a relationship which is fraught with potential confusion and misunderstanding. That this is so is not surprising when one considers that many of the producing countries are new countries which are urgently trying to find the path along which they can move towards development; that the direction of the path is by no means clear because various theories of economic development, as a planned and deliberate process, are relatively recent in origin and none are well understood; and that the very concept of the less developed countries (LDC's) is a relatively new one. To further complicate the situation there has never been a clear under- standing of the full role which minerals play in economic development, either in the case of those countries which are already classed as developed, or in the case of countries which are in the process of development. Before embarking on an investigation of some aspects of the relationship between minerals and developing countries, it seems wise to establish broad terms of reference, which may not be totally valid but which will at least give an initial direction for a journey with no clearly definable goal. HARDER† During the years immediately preceding the war, the iron ores of Brazil were attracting the attention of iron operators both in Europe and in the United States. This was due to the large quantities of practically undeveloped ore available, and to its great purity. It is reasonably safe to state that had capital not been diverted from the exploitation of these deposits to war purposes, Brazilian iron ores would probably now be offered in European and American markets. It is certain that after the war these ores will play a prominent part in the economic reconstruction of Europe and perhaps in the development of America. The Brazilian iron-ore field ranks among the six great iron-ore districts of the world, the others being: (1) The Lake Superior district of the United States; (2) the Lorraine ore field of northern France and southern Germany; (3) the magnetic deposits of northern Sweden; (4) the ore fields of Oriente, Cuba; and (5) the Wabana ores of Newfoundland. It is doubtless the greatest known undeveloped iron-ore district in the world. Herbert 1. French (Member 1934), vice president of the International Nickel Co. Inc., assistant vice president of the International Nickel Co. of Canada Ltd., and AIME Howe Memorial Lecturer for 1956, died in Rochester, Minn. on Aug. 17, 1955, after a long illness. Before his death, Mr. French had laid the foundation of research on which the Howe Memorial Lecture (p. 770) was based. His associates at Inco, 0. 0. Miller and J. W. Sands, were able to complete the project, present the lecture, and prepare it for publication, following Mr. French's general outline. Born in New York on May 27, 1893, he graduated from the School of Mines, Columbia University, with a degree in metallurgical engineering in 1915. Mr. French gained his early engineering experience with the American Smelting and Refining Co., serving as a chemist and as-sayer at the company's Murray, Utah, installations. He later returned east and became a metallurgical engineer for the General Vehicle Co., Long Island City, IT. Y., a subsidiary of the General Electric Co. In 1917 Mr. French was appointed civilian inspector of materials for the U.S. Army Signal Corps, and continued this work when it was later absorbed into the Bureau of Aircraft Production. Subsequently he was appointed district inspector in Philadelphia for the Pittsburgh (Ordnance Metallurgical) office, later transferring to Pittsburgh. After World War I Mr. French became an assistant physicist on the metallurgical staff, U. S. Bureau of Standards, Washington, D. C. During his years with the Bureau, he was successively associate physicist, metallurgist, senior metallurgist, and assistant chief, division of metallurgy. In 1929 Mr. French joined International Nickel as a metallurgist at the company's Bay-onne, N. J., research laboratory. Transferring to the development and research division, New York, in 1931, he took charge of alloy steel and iron development, becoming assistant manager of this division in 1943. Mr. French's appointment as an Inco vice president came in March 1947. Previously, he was appointed assistant vice president of the International Nickel Co. of Canada Ltd. in January 1947. Mr. French served the War Production Board during World War II as senior technical consultant in charge of the metallurgical and specifications section of the iron and steel branch. When this section of the WPB was organized into the steel division, he was appointed chief of the metallurgical branch. From March 1944 to September 1945 Mr. French served as assistant director. Herbert French was well known not only for his prolific contribution to the metallurgical literature, for which he received numerous awards, but also for his prolonged service to the profession through its technical societies. He was a past president of ASM, and was the Campbell Memorial Lecturer for that group in 1933. Mr. French was honored by the American Society for Steel Treating in 1931 when he was awarded the Henry Marion Howe Medal. A series of lectures he gave in 1941 before the Fourth Western Metal Congress in Los Angeles was later published in book form under the title Alloy Constructional Steels.

In a previous paper (ante, p. 411) some description was given of the occurrence of the auriferous alluvium, extensive deposits of which lie among the highlands of the province of Otago, New Zealand. The present paper will describe some of the methods by which that alluvium is exploited. The alluvial mining of New Zealand is not yet hindered by " debris legislation." The mines are for the most part situated in a country of little agricultural value, and large rivers with rapid currents act as tailings conveyors. In time, however, steps will have to be taken to restrict the discharge into the Clutha of the tailings which are slowly raising the river-bottom. The methods of California have been followed in Otago with such alterations as peculiar local conditions require. The distinctive feature of the alluvial mining of Otago is the prominence given to the hydraulic elevator. The all-important factor in this form of mining is the control of an abundant water-supply at a suitable height above the level where it is to be utilized; and in this respect the gold-fields of the south island of New Zealand are most favora-

Often, as viewed by the public and many in the mining industry, abandoned limestone and gypsum quarries offer a simple, economic solution to the twofold problem of solid-waste disposal and land reclamation. In a state where about 75% of the existing quarries are in hydrologic connection with carbonate aquifiers the rationale for considering the storage of solid waste in them must be critically examined. Consistent with the requirements of water resources protection, criteria are suggested to evaluate the potentiality of using abandoned limestone and gypsum quarries as sanitary landfill sites.

Studies of the forces and conditions governing the recovery of petroleum from natural reservoirs indicate that a low gas-oil ratio increases ultimate recovery, retards the encroachment of water and tends to reduce lifting costs. Methods for controlling and reducing gas-oil ratios in producing wells consequently have been given considerable attention during the past few years. However, during this same period, the production from wells in nearly all fields has been fixed by proration agreements and it is the opinion of the writer that where a well is required to produce steadily at a predetermined rate, less than its "potential" or maximum capacity, the gas-oil ratio will depend only upon the rate of production, and will be independent of the method of production and of the design of equipment in the well. If no change in the rate of production is contemplated, efforts directed to improving the gas-oil ratio by altering the diameter of the flow string, changing the position of the choke, assisting the flow with gas-lift or pump, etc., will be unsuccessful. This viewpoint is not new. It was presented by H. N. Marsh and B. H. Robinson in 1929,' but it has not been generally accepted. Although engineers believe that the rate of withdrawal and not the equip ment used governs the water-oil ratio, a similar opinion regarding the gas-oil ratio is not so commonly admitted. The rates of flow of oil and gas into the base of an oil well depend upon the following conditions: 1. The characterist-ics of the oil and gas. 2. The characteristics of the underground reservoir. 3. Temperature and pressure conditions in the reservoir. 4. The back-pressure held against the face of the sand. In operating a well, the only one of these conditions over which control may be exercised through operating procedure and the use of equipment above the sand is the back-pressure at the face of the sand. THE Joint Committee appointed to consider a Code of Ethics for Engineers recommends, after delib-erate consideration, that each participating Insti-tute or Society adopt the short simple Code of Ethics following this report. The Committee further recommends that the following method of interpreting and administering the Code be adopted by each participating Institute or Society after any necessary provisions have been, made in the Constitution and By-laws of the Organization. The President of each Society or Institute shall appoint a Standing Committee on Professional. Conduct, to administer the Code of Ethics. The duties of such a Committee shall be to interpret the Code and to render opinions on any cases of ques-tionable conduct on the part of members that may be submitted to the Committee. These interpretations shall be reported to the Executive Board of the Institute or Society who may approve these interpretations, or take such other action as may seem just and necessary. The reports of the Committee on Professional Conduct, when approved by the Executive Board, shall be printed in abstract and in anonymous form in the Institute's or Society's monthly journal for the instruction and guidance of fellow members. This Committee on Professional Conduct shall be appointed in each Institute or Society by the President holding office at the time of the adoption of this Code and shall consist of five member one appointed for five years, one for four years, a third for three years, a fourth for two years and a fifth member for one year only. Thereafter, the President then holding office shall appoint one member annually to serve for five years, and shall also fill any vacancies that may occur for the unexpired term of the member who has withdrawn. These appointments shall he made from among the older members of the Institute or. Society, so that advantage may be taken of their mature experi-ence and judgment. The Committee after appointment shall elect its own chairman and secretary. The Committee shall have power to secure evidence or other information in any particular case not only from the organization's own members, but if it should seem desirable, from men in other professions. The Committee may also appoint sub-committees to consider certain cases when deemed necessary.

It is usually observed that rapid motion reduces the viscosity of a clay suspension, and that some time is required for the viscosity to fall to its equilibrium value after the steady motion is started. On reducing the speed of motion to some lower value, the viscosity again rises, but it also requires some time to attain a steady viscosity value at the slower rate of motion. Thus clay suspensions are usually observed to be increasing in viscosity as time passes when the measurement has been immediately preceded by fluid motion that was more rapid than that employed in the measurement. And it is usually observed that the viscosity falls as time passes when the measurement has been preceded by more quiescent conditions. Reed,3 and Broughton and Hand4 have reported a condition of observa-tion of clay suspensions in which the viscosity was observed to fall during the first few moments of steady motion, and rise thereafter. The characteristics of the new instrument are particularly well adapted to studies of this kind. With it we have been able to observe all of the phenomena described above, and it is important to understand their nature because they all occur at some time during normal drill-

While mining silver at Butte in 1882, Marcus Daly is reputed to have told his partners in The Anaconda Silver Mining Co., "It looks rather gloomy. The vein is running into copper." Recently, The Anaconda Co. authorized an $11 million expenditure to be made over the next five years to ensure their "running into copper" at deep levels for many more years. The new development program is designed to permit both deeper and more widespread selective mining in "the richest hill on earth" by means of additional shaft-sinking, reactivating closed mines, and establishing new haulageways and centralized hoisting facilities. Historically a deep level selective mining camp, Butte will now continue its uncommon use of three main types of mining methods at one camp-selective mining, block caving, and open pit mining. It was thought by some people that the construction of the Kelley shaft and the subsequent beginning of block caving operations in 1952-outgrowth of the Greater Butte Project-signaled the end of stope mining of high-grade ores at depth. This feeling became more pronounced when, in 1957, the Berkeley open pit commenced operations. During recent years, the tonnage of ore mined selectively underground has decreased, but the new program will maintain the position of selective underground mining in the overall picture of the Butte operations for many years to come.

The Committee on Papers and Publications has set June 1, 1919, as the closing date for the receipt of manuscripts intended for the Chicago meeting, which is to be held Sept. 22 to 27, 1919. Manuscripts must be received by the Secretary on or before this date. If they are sent through members of the technical committees, they must be sent to those committees long enough in advance to be forwarded and in the hands of the Secretary by the time specified.

THIS is a contribution for the proposed new discussion on the physics of steel. The former discussion on the subject started with the consideration of five papers presented at the Chicago meeting in 1893, and continued for several years. The Suggested Lines of Discussion, prepared by Doctor Howe, covered a wide field and added greatly to the success of the work. Naturally, the first step in a new discussion will be to remodel and bring up to date the old Suggested Lines of Discussion so as to embody all the important advances in the metallurgy of steel that have a bearing on the physics of steel and keep the papers and discussions within the field of work undertaken. This paper will be devoted to the practical application, in rolling steel, of the effects of carbon, phosphorus, and manganese on its tensile strength, with some suggestions on further research work. Dr. J. E. Stead, in his paper Influence of Some Elements on the Mechanical Properties of Steel,1 gave a complete review of all that had been done during the past thirty years. He gave full credit to all investigators who worked on these lines, also their results, with his views on same, and in many cases his own results. All of this data and much new valuable information were put in convenient shape for reference and study. To do this required a great deal of work, which is fully appreciated by the steel manufacturers and investigators. The variations in the values given by the different investigators for the increase of the tensile strength of steel for each 0.01 per cent. of carbon, phosphorus, and manganese were largely due to the steels they worked on, the large or small variations in the amount of the elements present, and the omission to take into consideration all the factors, from the blast furnace through to finished rolled material, that affect the character of the steel. For instance, a poorly made dirty steel requires considerably more carbon to give the same ultimate strength than a well-made clean steel with the same phosphorus and manganese content.
