STAUNTON The third meeting of this winter season tool: place in a private dining room of the Sierra Madre Club in Los Angeles on Feb. 1, 1916, at 6:30 p.m., 22 members and guests being present. In the absence of the Chairman, S. W. Mudd, the Vice-Chairman, C. Colcock Jones, presided. After an enjoyable dinner the meeting was called to order, and the first paper by Ralph Arnold on Conservation of Oil and Gas in the Americas was read by the Secretary. W. F. Staunton then read an important paper on The Influence of California Oil on the Mining Industry of the West. In this he touched upon the uses of oil as a fuel for generating power, especially in connection with the Diesel engine. This paper was discussed it some length by J. F. Mitchell-Roberts, R. B. Moran, F. H. Asbury and L. D. Godshall. The Chair then introduced Robert B. Moran of the California State Mining Bureau, Deputy Supervisor of Gas and Oil, for the' Los Angeles . District, who addressed the meeting on the work of his department. The meeting concluded with A. B. Carpenter's reading of a paper on The California Gasoline Industry by W. R.. IN December, 1936, several drilling tests were made at the Hubert O. De Beck feldspar mine at Green Mountain, N. C., to determine the most efficient type of hammier-drill bit and drilling method for use at this particular property. This mine is well recognized as having the hardest rock in the Burnsville - Spruce Pine feldspar district and drilling costs always have been high. Local structural deformation has greatly distorted and warped the normal crystalline structure of the feldspar so the rock is much tougher than usual. In studying drilling methods and bit types, available literature was re¬viewed but little specific data could be found on the direct comparison of four-point and six-point drill bits so the following results may be of some interest.

A special meeting of the officers of the Columbia Section was held in Spokane, Wash., Jan. 10, 1918, for the purpose of organizing and nominating members to the principal committees of the Section. Present: J. C. Haas, Vice-chairman; W. H. Linney, Past Chairman; and L. K. Armstrong, Secretary. J. F. McCarthy, Wallace, Idaho, was appointed fifth member of the Executive Committee. The following were appointed to the Membership Committee: R. M. Betts; for Oregon; W. J. Hall, for Idaho; J. M. Porter, for Washington. A member for British Columbia will be appointed later. The following were appointed to the Committee on Papers: Prof. F. A. Thomson, Moscow, Idaho; Prof. L. 0. Howard, Pullman, Wash.; H. S. Lee, Rye Valley, Ore. A fourth member, representing British Columbia, is to be appointed later. The following members were appointed representatives on the Executive Committee of the Spokane Engineering and Technical Association: J. C. Haas, W. H. Linney, F. A. Ross, L. K. Armstrong. The Treasurer reported a deficit, resulting from the participation of the Section at the Northwest Mining Convention in 1916. It was recommended that the Institute be petitioned to make good this deficit, in addition to the usual annual allowance. The members of the committee who were present expressed their desire to be of greater service in the present war, and discussed at some length the possible means of carrying out their desires. It was later decided to reopen the subject at a subsequent meeting of the Section, or to present it to the Executive Committee of the Spokane Engineering and Technical Association for discussion and cooperative action. Three years ago, at the Philadelphia meeting, in February, 1881, the author had the pleasure of presenting to the Institute a paper on coal-washing machinery.* Since that time many new machines, with important improvements and labor-saving apparatus, have been introduced, the construction and description of which may be of interest to some of the members of the Institute. By referring to the above-mentioned paper, and more especially to Plate IV., representing a vertical section of a coal-washer, it will be noticed that the bottom of the plunger-box B is made level or horizontal, and supports a spring-buffer F for the purpose of limiting the down-stroke of the plunger P and receiving the impacts of the latter. Althongh the construction of the box, in view of these impacts, received from the start the proper attention (the bottom of the chamber 3 being made of three thicknesses of 3-inch planks, resting on 6-inch sqnare columns), yet, through careless working of the machinery, without the necessary water in the box, it proved in several instances not strong enough, and had to be changed. To prevent such interruptions in future, it became necessary to devise some means for relieving the machine from the impacts of the plunger altogether. This has been accomplished by the arrangement shown upon Plate I. of this paper, representing a new waesher; and not only has the difficulty been overcome, but also sorne other advantages have been obtained, as will be seen further on. The compartments +, A' of the separator-box have been set upon heavy cast-iron brackets B, leaving sufficient space below the bottom for the buffer F and the sediment-valve K. By means of the plunger-rod 6 passing through the stuffing-box s to the outside, and provided at its lower end with a shoe a, the impacts of the plunger are now transmitted from the buffer F directly to the foundation. At the same time a better guide for the plunger P in its up and down movement has been obtained. The plunger of the former machine had only the guide I and the yoke Y, whereas the new machine has an additional guide in the stuffing-box s, thus preventing wear and friction of the plunger against the lining of the box. The Puget Sound Section met at the Arctic Club, Oct. 28, 1916, for the annual meeting. Those present were: Chairman Glenville A. Collins, Vice-Chairman H. L. Manley, Sec.-Treas. Amos Slater, Chester F. Lee, R. P. Tarr, G. E. Rockefeller, Simon Ash, Geo. W. Evans, Joseph Daniels, I. F. Laucks, F. C. Greene, Darsie C. Bard, Marcel Daly, Milnor Roberts, F. A. Hill, Percy E. Wright, and as guest, Mr. Coates of British Columbia. After dinner had been served, Chairman Collins called the meeting to order. The reading of the minutes of the last meeting were suspended upon request of the Secretary. The Secretary read the report from the Committee on the Associated Engineering Societies of Seattle. Upon motion, duly seconded, the report was adopted and placed on file. Mr. Lee, Chairman of the Committee. on the Mining Men's Convention to be held this coming winter, gave his report orally, and upon motion the committee was continued. The report of the Secretary-Treasurer was read, received, and placed on file.

The No. 2 unit of the West Mill of the Bunker Hill & Sullivan Mining & Concentrating Co., which went into commission Apr. 17, 1912, is structurally a twin of the No. 1 unit, which was started Nov. 9, 1909. Up to the point where the ore enters the concentrating-de-partment, it follows precisely the process described by G. Cae-tani in his article entitled, Milling of Lead-Silver Ores,' under the heading, Preparation of the Mill-Ore. The process from this point forward, in the No. 2 section, is outlined on the accompanying flow-sheet. In describing it I shall attempt to analyze the products of each separate process. The constancy of the tonnage and the uniformity of the quality of the feed render this practicable. No. 1.—550 tons of feed, all having passed 30 mm., is washed into two 15-mm. trommels, 4 ft, in diameter, 60 in. long, 17 rev. per min., 1 in. slope, 3/8-in. gauge steel.

Single crystals of tungsten grown from powder -metallurgy swaged rod by high-temperative annealing were deformed in tetzsion at temperatures from 2500 to 5000 OF. Orientation of specittzen tensile axis, strained ratrix, and defortnation bands was determined optically by reflections from {110} etch pits. Slip traces meve analyzed and slip directiorz determined. Results indicate that {110}(111) , {112){111}. and {123}{111} type slip occur in tungsten over the terpe,atuve rutge investigated. Slip is orientation-dependent occuvring on tCuzt cowzbitzation oj slip plane and direction which has the highest critical resolved shear stvess. Overshooting appears to be a general occurrence between 2500' and 5000°F. Dejornatiotz bands show rotation in a directiorz opposite to the yotation of tire tensile axis. DEFORMATION in bcc metals has been reviewed by Maddin and Chen,' Keh and eissman,' and most recently by Nabarro, Basinski, and olt. From these reviews it is apparent that some disagreement exists concerning the crystallography of plastic deformation in bcc metals. There is evidence of noncrystallo-graphic slip, the crystal slipping on or near a noncrys-tallographic plane in the (111) zone for which the resolved shear stress is greatest. There is also evidence to indicate that crystallographic slip occurs in the planes of the same zone. On the other hand, there is agreement that the close-packed direction ( 111) is the slip direction in bcc metals. Further, in pure bcc metals4 and alloys the operative crystallographic slip systems are strongly dependent on temperature. Both crystallographic and noncrystallographic slip have been reportede8 in tungsten, a group VIA bcc metal. The number of slip families which operate in the case of crystallographic slip, however, has been in question. The earliest study by oucher' of single-crystal tungsten tested at temperatures of 1800 to 5000°F led to the conclusion that only {112)( 111) type slip operated. Raymond and eumann recently reached the same conclusion studying deformation by rolling of plasma-flame single crystals at 1800°F; however, only [loo] and [110] orientations were studied. Work at high temperatures by Leber and Pughs on tungsten and Chen and Maddin9 on molybdenum suggests that conjugate slip on nonparallel (110) planes may account for the slip on (112) and (123) planes found by others working with bcc metals. The present paper presents evidence of three families or modes of slip in tungsten in the temperature EXPERIMENTAL PROCEDURE Material. Standard microtensile specimens, 0.160 in. diam by 0.640 in. gage length, were ground from commercial powder-metallurgy swaged tungsten rod, type MK. Specimens were heated for 10 min at 5150°F or 6 hr at 5400°F in vacuum of 1 x 105 Torr or less to produce single crystals. At the lower temperature an average of two out of seven specimens heated in a group developed single crystals throughout the specimen length as shown in Fig. 1, the rest remaining wholly poly crystalline. At the higher temperature, three or four out of seven specimens became single crystal. Other than to note that Laue X-ray photographs generally showed sharp, well-defined spots, no attempt was made to assess crystal perfection or measure dislocation density. Two tungsten single crystals grown from the melt by the plasma-arc process were also used for this study.

One of the more challenging aspects of the unfolding age of space travel centers about the opportunity for man to use the natural resources of other worlds. The first of the extraterrestrial worlds to be exploited will be the moon. After only a scant few thousand years of scratching the earth's crust, man will embark upon a venture that for centuries has excited the imagination of many (while staggering that of most) and may become a reality within the next decade. There has never been a time when so much money and effort will have been expended to exploit an area about which so little is known. Paradoxically, this effort combines much of the detached objectivity so typical of our analytical time with the proverbial optimism of the indefatigable prospector. As the earliest manned lunar missions will be brief and exploratory in nature, astronauts will not be expected to attempt to exploit any of the possible lunar natural resources. In later missions, with a more extended period of time available for the astronauts to stay on the moon, it may be desirable or even necessary to "live off the land". The resulting exploitation of lunar resources will be intended primarily to reduce the dependence of manned missions upon terrestrial logistic support and to reduce the cost of maintaining lunar bases.

BROMO Seltzer blue has gone to war. The blue of the Bromo Seltzer bottle is a product of cobalt, the Nation's No. 1 strategic metal. When the National Production Authority, on Nov. 21, 1950, ordered a 70 pct cutback in domestic use of cobalt, a stab of pain was felt in the hearts of the glass, porcelain enamel, steel, paint, pottery, and electrical and electronic equipment industries. The reason: A full-scale wartime economy with astronomical requirements for jet engines, high velocity projectiles, armor plate, electronic equipment, and the many products needed to win a war. There is little potential comfort for cobalt users in nonessential manufacturing, and the military will be pinched for optimum supplies of the metal. However, if proper measures are taken immediately and current plans are completed, in two years there will be far more cobalt available than ever before. When normal times return, cobalt supplies should be sufficient to meet peacetime military requirements, and greatly expanded domestic requirements that will result from new technological development for wartime but adaptable to peacetime products. By quenching liquid alloys, single-phase solid solutions are obtained in the ranges 0 to 42.0 at. pct Co-Au and 0 to 15 and 75 to about 100 at. pet Co-Cu. Metastable solid solutions are also found in multiphase 42.0 to 49.0 and 69. 0 to about 100 at. pet Co-Au alloys. fie inability to achieve complete solid solubiliiies in Au-co and cu-co alloys is rationalized by a conszderation of the rate processes during cooling and solidification. Trends in lattice distortion and shifts in the compositions of the melting-point minima and critical points are discussed for the binary alloys of copper, silver, and gold with some of the transition metals of the first long period. By rapidly cooling alloys from the melt, a continuous series of metastable solid solutions can often be obtained for components of similar crystal structure which normally form eutectic systems.' The eutectic system Au-Co, Fig. 1, and the peritectic system Cu-Co, Fig. 2, were investigated in order to determine the extent of the metastable solid solutions attainable with the present technique.* EXPERIMENTAL PROCEDURES Most of the alloys were prepared by melting weighed quantities of the elements (purity greater than 99.9 pct) under hydrogen in alumina crucibles by means of induction heating. After reweighing, the alloys were cast under argon into 1 mm diam wires. However, it was not possible to prepare some of the Cu-Co alloys with the requisite homogeneity (over about 1 mm3) in this way. For these alloys, reduced powders (purity greater than 99.9 pct) were mixed for 12 to 48 hr, pressed into compacts that were sintered at 1000º to 1050°C for 6 to 48 hr under hydrogen, and then furnace-cooled. Alloy charges of a few mm3, cut from the cast wires or chipped from the sintered compacts, were heated to 1550º to 1600°C in 30 sec in an alumina insert held within a graphite support and then ejected by a pulse of helium onto a lightly polished copper strip on the inner periphery of a rotating wheel. THE RELATION OF THE ENGINEER TO RECONSTRUCTION FIFTY-THIRD MEETING OF BOSTON SECTION The fifty-third meeting of the. Boston Section was held April 28. The speaker of the evening was the new president of the Institute, Mr. Howard V. Winchell, who spoke on "The Relation of the Engineer to Reconstruction." He told of the part engineers had played in the war and paid tribute to Herbert E. Hoover as an example of what engineers can do. He said that engineers are not taking enough interest in politics, although it is badly needed as shown by the evidences of Bolshevism even in America. Conditions have suddenly changed; whereas we formerly borrowed money we are now loaning widely to foreign countries and our investments, abroad have to be protected. A committee is badly needed to investigate and determine the actual conditions. The Government has already been invited to cooperate with the Institute along professional lines and this should lead to closer contact between our Society and the Government. Mr. Winchell then went on to describe some of the mining conditions in Russia. He brought out the point that the rich platinum deposits are exhausted and only the poorer sands remain. The largest copper properties average less than 2 per cent. copper and there are some 4,000,000 tons available in .the Caucasus region near Batum. There are approximately 100,000,000 tons of high-grade manganese ore scattered in small deposits in the eastern Ukraine. There are some copper mines in the East, butt they are almost exhausted. The Baku oil field is the second largest in the world and there is probably oil in Persia. There are also manganese in Siberia and coal veins of enormous thickness.

A drilling-rate formula for roller-cone bits is derived from rock crater-ing mechanisms. This formula holds for "perfect cleaning", which is defined as the condition where all of the rock debris is removed between tooth impacts. Under these conditions, the drilling rate is directly proportional to the rotary speed and to the bit weight squared, and inversely proportional to the bit diameter squared and to the rock strength squared. Under imperfect cleaning conditions, such m those usually present in field drilling, re-grinding of the cuttings occurs under the bit, and the drilling rates fall below those for perfect cleaning. INTRODUCTION Drilling with a roller-cone bit consists of two fundamental operations: the formation of craters under the bit teeth, and the removal of the broken rock from the craters. To delineate the mechanisms of drilling, it is first necessary to understand the mechanisms involved in the formation of individual craters and then to relate these mechanisms to the over-all drilling operation. CRATER FORMATION When a bit tooth impacts a rock, the rock is elastically deformed until the crushing strength of the rock is exceeded, at which time a wedge of crushed rock is formed below the tooth1, 2 as shown in Fig. 1. As additional force is applied to the tooth, the crushed material is compressed and exerts high lateral forces on the solid material surrounding the crushed wedge.- en these forces become sufficiently high, fractures are initiated below the tooth and propagate to the free surface of the rock. The trajectories of these fractures intersect the principal stresses at a constant angle,'s4, as predicted by both Mohr's and Griffith's theories of failure. It has been experimentally 3,1 .6 that the volume of an impact crater, V,, varies as where Ec is the total energy imparted to the rock during the formation of the crater, and E is the threshold energy required before cratering is initiated (Fig. 2). Indexing experiments' have shown that, when there is a second free face to which the crater can fracture, a larger volume of material is removed and that above a transition zone there is a linear relationship between V, and Eo., which has a slope equal to the relationship for the single crater. The beneficial effect of indexing tends to offset the threshold energy requirement to a large extent, as shown in Fig. 2, and the relationship is closely represented by Rate-of-loading effects have been used to explain the nonproportional relationships usually obtained between drilling rate and rotary speed. The data4, in Fig. 3 show that the Ec/Vc parameter remained constant for craters produced with impact velocities ranging from 10 to 8,000 ft/sec. Since no rate-of-loading effects were detected over this wide range of loading rates, it seems improbable that there would be detectable rate-of-loading effects present in the small changes in impact velocities produced by varying the rotary speed. The writer has shown (Fig. 4) that, for craters produced in rock by impacting spheres, where X is the depth of penetration. IRON ORE fields are situated in both the East and West of France (see maps). The eastern deposit is by far the most important from a tonnage point of view, not only in France, but in all Europe. The ores of this region are known as minette, and are situated in the Lorraine ore fields and the Briey plateau. The iron ores of the West are those of Normandy, Anjou and Brittany. Before the war, a large number of important German companies had acquired considerable interests in these western fields and a heavy trade with Westphalia had begun. Recently, however, conditions have changed and some of the mines of Brittany and Anjou are now idle. From a geological point of view, in Anjou and Brittany, a series of synclines extends from the northwest to the southeast, containing a number of seams of varying thickness and generally intercalated in Silurian and sometimes in Devonian formations. The ore is generally a hematite or a magnetite. The composition varies from 48 to 52 per cent of iron and from 8 to 12 per cent of silica. Con¬servative estimates indicate a con¬siderable tonnage of workable ores (150,000,000 metric tons).

IN 1914, the officials of the Brundred Oil Corpn., faced with the problem of introducing new methods to increase production in the old and nearly depleted pools of Venango County, became interested in the Smith-Dunn (Marietta) process which was at that time being tried out in southeastern Ohio and which was already yielding very encouraging results. A license to use the process in Pennsylvania was secured from the owners of the patents. These patents were later declared invalid. The method was first used in Pennsylvania on a property consisting of about 434 acres, of which 300 are productive, at Hamilton Corners, 15 miles northeast of Oil City, in Cherry Tree and Oakland Townships, Venango County. The producing horizon is the First Sand of the Venango Group. A small oil pool was opened up in this vicinity in 1904. By July, 1916, when the compressed air was first introduced to restore pressure, the production had dropped to a point where it was no longer possible to continue profitable operation. From that time until March, 1927, over 100,000 bbl. of oil have been recovered from the tract. The property is being operated at present by the Brundred Oil Corpn. and Lux. The 1926 production, amounting to 10,650 bbl., was only 400 bbl. short of the maximum reached during any year of the 10-year period that the process has been in operation. Inasmuch as the Hamilton Corners pool is the first one in Pennsylvania in which the Marietta process was tried out, and the one in which it has been longest in continuous operation, considerable interest attaches to the results obtained. J: Brundred, officials of the Brundred Oil Corpn., all their data on this operation were made available to the writer in connection with an investigation of rejuvenation methods in the State for the Pennsylvania Geological Survey.

OF all the metals that have from time to time been called the "Wonder Metal," mercury, often called quicksilver, is probably the most deserving of this designation. A wonder metal it must have been to those workers of an earlier day who named it after that Latin god of commerce and gain, characterized as the fleet messenger of the gods and the conductor of souls to the lower world. The word mercury has been used to indicate a carrier of tidings, a bearer of news, a nimble or clever person, a hawker, and a skillful thief. All of these attributes, and more, are recognizable in this metal, the technical terminology of which is "Hydragyrum," meaning water-silver, and from which the chemical symbol "Hg" is derived. Fickle in its occurrence in nature, simple in its metallurgy, illusive in captivity, it serves man in life or death, in war or peace, in commerce, science and arts, in mining, agriculture, and forestry with a versatility found in no other element.

THE death, on May 6, 1908, of Dr. Hermann Wedding, Privy Mining Councilor of the Kingdom of Prussia, and Professor of the Metallurgy of Iron and Steel at the Royal Mining Academy of Berlin, was a loss keenly felt by the whole metallurgical world. Not alone in his native land, but also in foreign countries did he enjoy an esteem of which the title of honorary membership in the American Institute of Mining Engineers, the United States Association of Charcoal Iron-Workers, and the (British) Iron and Steel Institute bears eloquent testimony. Hermann Wedding was born March 9, 1834, in Berlin. At the suggestion of Dr. C. J. B. Karsten, the veteran father of Prussian metallurgy and author of the first German text-book of the metallurgy of iron, lie turned his attention, after gradu¬ating from the gymnasium, to mining and metallurgy. In 1853, he began a practical course at the Malapane iron-works, in Upper Silesia. Subsequently, he studied at the Berlin Mining Academy, and received from the University in 1859 the degree of Doctor of Philosophy. A journey which be made to England, somewhat later, led to his undertaking a German translation, with revision and additions, of John Percy's classic treatise on the metallurgy of iron and steel, the publication of which, in successive installments, stretched through many years. In 1863, lie published, as a thesis in connection with his "Assessor's examination," an essay, entitled The Results of the Bessemer Process for the Production of Steel, and Its Prospects for the Rhenish and Westphalian Iron and Steel Industry, which revealed such ability and knowledge as to secure for him a call to the chair of metallurgy in the Berlin Mining Academy.

With the signing of the armistice on Nov. 11, the direction of the main concentration of effort of the United States was changed. In order to win the war, all industrial efforts had to be organized and centralized. With the war won and peace in sight, this centralization of effort stopped and the full play of individual initiative was allowed to resume its sway in the community. During this period of reversal of direction of effort, there was a natural loss of momentum and the United States, as well as the rest of the world, is in for a period of readjustment. The immense progress that was made in one direction under the stress of the necessities of war, which focused the energies of a nation in one direction, is an outstanding example of what can be accomplished if a community with many varying interests can be united on one objective which it desires to attain. The realization that the fusing of many interests into one stream of effort is difficult should not prevent us from taking the long view ahead that is necessary in order to be able to measure the progress made. If we don't have a mountain peak to guide us, we are very likely to run in circles in the plain without reaching the goal to which we strive. The most efficient development of natural resources is an ideal that, from a material point of view, appeals to the engineer.
