Recent litigation in Pennsylvania between three coal-mining companies and a private water company resulted in the payment by the coal companies of the equivalent of about $500,000 to buy a new water supply to replace that which had been damaged by acid drainage from strip mining. An investigation of the relevant facts indicates that the water could have been treated by spending about $40,000 on equipment and $15,000 yearly for chemicals, labor, and power until the contamination could be reduced about 80 pct. The water company's supply, furthermore, had deteriorated largely by reason of dry weather before stripping was begun by the coal companies. Payment to the water company should not have exceeded $300,000 and could have been as low as $100,000. Strip mining of coal is common in Pennsylvania. The most important objection to it in Pennsylvania is generally acid pollution of runoff water. An outline of the methods, therefore, that could be used to reduce such pollution, to compare acid-contaminated waters, and to treat such waters to make them satisfactory for public and industrial use is worth-while. The watershed of the West P~M Water Co. covers about 4.5 square miles, 20 miles west of Pittsburgh, and has two 90,000,000 gal reservoirs sup- plying about 1,300,000 gal daily for public and industrial use of which 450,000 gal daily are for two railroads. IT will perhaps be wise to define my terms in begin-ning to talk about my subject, especially so where the popular and commercial terminology are as con-fused as they are in the case of zinc. While our French friends know zinc by its true name, and we find Balzac, Daudet, and other literary celebrities using it correctly in their novels, it is quite the contrary in English, particularly here in America. The quotation of a definition for zinc recently appearing in one of our leading technical magazines, "zinc is the place where they wash the dishes," will emphasize the difference. Zinc suffered in the first place by becoming an article of commerce long after its alloys with copper were in common use under the name of brass. Then again, when the art of zinc coating iron and steel objects was commercialized, we called it galvanizing, which is really a meaningless term. The French and Germans use the obvious terms-zinguerie and verzinken-for the opera-tion. Since these two uses of zinc, brass making and galvanizing, have been by far the largest consumers of zinc, is it any wonder that the popular knowledge of zinc is as vague as it is? In fact, since the disappear-ance of the sheet of zinc along with the parlor stove, the zinc-lined bath tub and refrigerator, there has been little popular contact in this country with the undis-guised metal zinc. On the Continent, where zinc has been used for over a hundred years under its real name, particularly for roofing and building purposes, the situ-ation is quite different. It is quite refreshing to turn for a moment to the contrast offered by my friend, Dr. Merica's specialty, nickel. They put 2 or 3 per cent of it into steel, and we have nickel-steel, or a larger amount into an alloy, and we have nickel-silver. To be sure there is no silver there, but what need that matter, nickel is used in the alloy and is first in the name. They plate with nickel and call it nickel-plating, no galvanizing about that. And, finally, they take that noble coin which admits us daily to underground New York, composed of three parts of copper and one part nickel, and get away with nickel as its popular name.

THE following review covers published information on pressing of metal powders at room temperature. Only those operations are considered which occur between the time the powder is filled into the cavity and the compact is ejected from the die. Thus, this review does not concern hot pressing, coining or sizing feed or flow problems, commercial presses nor designs. It was also necessary to disregard to a large extent the effect of pressing on subsequent operations and on properties after sintering. The pressing operation is considered independently in its function to compact loose metal powder into useful shapes which can subsequently be handled. There are some comments by the writer in connection with a few of the findings quoted in the literature in order to stimulate thought and discussion. The selection of references quoted in the text is in some cases arbitrary although an attempt was made to favor papers containing novel ideas, techniques or results which may stimulate future research. In order to enable the reader to check further into the subjects mentioned, the original, rather extensive, bibliography is appended even though not all the references are touched on in the printed version of this review. EXPERIMENTAL APPROACH The equipment used by various workers, for example a die design created by Bridgman,22 is very interesting. The die insert has a conical external surface. The vertical pressure exerted on the punch transmits itself to the die which in turn is pushed harder into its tapered retainer. Thus, the higher the pressure exerted on the punch, the higher also the pressure exerted inwards on the die inserts. In as much as this pressure counteracts the internal pressure from the compact the two stresses balance each other so that it is possible to obtain tremendous pressures without breaking the die. The die collar was made from an oil hardening tool steel, heat treated to a tensile strength of some 300,000 psi. The die was closed at the bottom by a plug made from special tool steels. Bridgman found that there is no steel which will withstand a compressive stress of 700,000 psi without continuous slow flow or immediate fracture. Therefore, the only material suitable for use in the pressing punch was sintered carbide. In view of the ingenious design it was possible to use special tool steel as die material. Jones22 raises the question whether this method of pressing has practical application in powder metallurgy. Al- though these tremendous pressures cannot readily be utilized without many special precautions, the tapered die and retainer idea is believed to be useful even for lower pressures. The classical definition of a beneficiation engineer as one who treats an ore in order to separate and discard worthless fractions by essentially physical means is obsolete. Technology in the profession has advanced so rapidly during the last two or three years that educators have not been able to coin definitions to keep up with the pace. In the past some people have hesitated to include leaching or even agglomeration as minerals beneficiation, because of the major chemical changes involved. This view has fallen by the wayside, especially because a majority in the profession have become actively involved in extraction and pyro processes that go far beyond the original definition of mineral dressing. To say that there is a great revival of interest in leaching is putting it mildly, for the uranium business, like the gold business, now depends almost entirely on leaching. This revival of leaching, long overdue in mineral engineering, has been stimulated this year, especially as a result of the relaxation of security restrictions surrounding the recovery of uranium from its ores. It has brought new unit operations to minerals beneficiation, namely ion exchange and solvent extraction. These operations have appeared as resin-in-pulp, solvent-in-pulp, and liquid-liquid systems. In many cases these leaching and separation procedures, now reaching the production stage, have been engineered by minerals beneficiators. The trend toward leaching has also had impact on the technology of beneficiating other nonferrous minerals, especially copper, manganese, columbium, tantalum, nickel, cobalt, titanium, and the rare earths.

EXCEPTING the joint sessions on gases in metals held during the day on Tuesday, the Institute of .Metals opened its activities with a division dinner at the Commodore on Tuesday evening, with Sam Tour, retiring chairman, presiding. W. M. Corse, secretary-treasurer, outlined the financial status of the division and stated the investment fund is becoming large enough so that in the near future it will be possible to pay all expenses of a foreign lecturer once in two years and not rely on an extended speaking tour to cover expenses. W. B. Price reported on his attendance at the Zurich, Switzerland, meeting of the International Society of Testing Materials and gave a graphic account of his visit to the Grand Salon, his meeting with Mussolini, and his audience with the Pope. Buffalo was announced as the place of the fall meeting, to be held during the week of Oct. 3.

Metal prices continued to improve in 1964, resulting in the opening of new mines and re- activation of old ones. Larger and deeper shafts are being bored. At the AEC's Nevada Test Site, a 72-in. diam shaft is being bored to 3200 ft. In New Mexico a 1650-ft shaft was bored with a 48-in. bit, then reamed to 124 in. to 935 ft, and 102 in. to 1650 ft. Deviation was only 26 in. In California a shaft sinking machine has been developed which combines drilling and mucking equipment into one mobile, integral unit.

MY endeavor in this paper will be to tell something of the accomplishments and current problems of the anthracite producer and to suggest some of the avenues for technical development that seem to me to be the most necessary and likely to bear fruitful results. The several subjects, that I find of most interest will be taken up individually with brief reference to the future trend. Underground Mining and Loading ?In this field great progress has been made in the last twenty years, beginning with the introduction of the scraper system. The electrical hoists for the operation of scrapers have been improved, and give little trouble, but there is an open field for the improvement of the auxiliary apparatus, particularly in the application of roller-hearing sheaves to the guiding of scraper ropes. Also notable in the last six or seven years is the introduction of shaker chutes, so that far more anthracite is now loaded over them than by scrapers. This trend should continue to be manifest, particularly if those who are looking ahead and who are charged with the development of this specialty continue constantly to study and improve the mechanical design of their shakers.

Nickel-bearing saprolite developed during the early Tertiary over a northeast trending ultramafic body of Jurassic age near Riddle in southwestern Oregon. The principal nickel mineral is garnierite, but other complex nickel minerals may be present. There are two main ore bodies, an upper (older) one associated with the Klamath peneplain, and a lower (younger) one on the Sherwood peneplain. Saprolite constitutes the bulk of the ore and was probably derived from peridotite and dunite through chemical decomposition by downward percolating meteoric groundwater. Decomposition took place by net loss of MgO, SiO2, and Fe without a change in volume. Faults and joints provided permeable zones which localized saprolite development, and faulting may have helped preserve some ore from loss by erosion. Garnierite-chalcedony boxwork ore was deposited by meteoric groundwater along faults, joints, and at the level of former water tables. Boxwork ore is entirely supergene, the chemical constituents having been derived from higher in the soil profile. The saprolites show evidence of both supergene and residual enrichment in nickel. Red and yellow soil occurs as a capping over saprolite and boxwork, and was derived from them by chemical and mechanical decomposition. The present deposits are probably truncated remnants of a formerly thicker and much more extensive deposit which probably included laterite at the surface. The deposits started to form in the early Tertiary due to deep chemical weathering under sub-tropical to warmtemperature conditions. Early Tertiary ero~ion surfaces of low relief probably contributed to the predominance of chemical weathering over mechanical erosion. Alteration under present climatic conditions favors the formation of soil from saprolite rather than the formation of new saprolite from peridotite.

THE IRON HUNTER. By Chase S. Osborn, pp. 316, Ills. 10. The MacMillan Company, New York. 1919. An autobiography, the story of a Hoosier boy who fought his way to manhood and power through early misfortune and poverty, from street urchin and newsboy, to editor and author; from lumberjack and dock walloper to statesman and Governor of Michigan. The reader has the measure of the man in the first chapter, a dramatic recital of how the fighting boy editor cleaned up a lawless mining camp of 40 years ago. The thread of the narrative is the author's life-long devotion to outdoor living, ex-ploration and travel. Residing in Sault de Sainte Marie, Mich., in the heart of the Lake Superior country, he took his delight and, incidentally, found his fortune in prospecting the north woods for iron ore; eventually, extending his travels to the continents and many of the islands of the world, he discovered what, he believes-to be a great iron range in Madagascar. In this book there is plenty of anecdote, a great deal of wholesome social and po¬litical philosophy and some interesting sidelights on the characters of some of the author's prominent contemporaries in the political life of Michigan. The style is direct and animated, flavored and illuminated with the vernacular of Hoosierdom and the woods country of the North. The author levies on the vocabulary of the sciences and the classics for many a noun and adjective and, with Rooseveltian license, now and then coins a word. The reader's interest will be gripped from cover to cover, albeit he may occasionally need a dictionary. R. C. A.

The occurrence of annealing twins in high-purity aluminum resulted in the formation of grain boundaries having orientation relationships which correspond to a high density of coincidence sites. The results provide support for the coincidence site model and indicate that large-angle coincidence boundaries have lower free energies than large-angle noncoincidence boundaries. Observations are presented concerning the coherent structure of twin interfaces in aluminum and the importance of inter-facial energy in preferred orientation. RECENT experiments1 have shown that when an annealing twin is formed during grain boundary migration in zone-refined lead, a large-angle random boundary is replaced at the growth front by a large-angle coincidence site boundary. The coincidence site orientation relationships obtained by twinning were of the type considered by Kronberg and Wilson,2 Frank,3 and Dunn.4 On the basis of the theory of annealing twins advanced by Fullman and Fisher,5 these observations indicate that the energy of a coincidence site boundary is less than the energy of a random boundary by an amount which exceeds the energy of the coherent twin boundary. This energy difference between the coincidence and random boundaries must be at least about 5 pct since the ratio of twin boundary energy to grain boundary energy in zone-refined lead is 0.05 * .014.6 Fullman7 has found that the twin boundary energy in aluminum is about 21 i 5 pct that of a large-angle grain boundary. A twin boundary energy as large as this would be expected to exclude the formation of many coincidence site grain boundaries, especially those which have a relatively low density of coin- cidence sites. Therefore, if the coincidence site model is a useful interpretation of certain large-angle boundaries, then it would be predicted that only coincidence boundaries which separate adjacent crystals with a relatively high density of coincidence sites may be obtained as a result of twinning in aluminum. The present experiments provided a means of testing this prediction since annealing twins occurred during the growth of recrystallized grains into striated, melt-grown single crystals of zone-refined aluminum. EXPERJMENTAL PROCEDURE A striated single crystal of zone-refined aluminum, about 1 cm sq and 37 cm in length, was obtained during zone melting of aluminum of 99.996 wt pct starting purity in a graphite boat under helium atmosphere.8 A molten zone of 2 to 3 cm in length, which was maintained by induction heating. was passed along the length of the bar for eleven passes at a rate of 0.9 mm per min. An additional final pass was given at a rate of 0.2 mm per min. The center portion of the zone-melted bar was characterized by an electrical resistivity ratio between room temperature and 4.2° K of 8000 to 9000. Single crystals of 1 to 2 cm in length were removed from the center section of the zone-refined bar and electrolytic ally polished in a 2:l solution of methyl alcohol and concentrated nitric acid. The specimens were then chemically polished in Alcoa R-5 solution. X-ray analysis of the single crystals indicated the presence of striations or lineage substructure having misorientations as high as 2 deg. New, recrystallized grains were introduced into each striated crystal by the technique of artificial nucleation and growth, previously described.9 During the growth of the recrystallized grains at 300' to 600°C in argon, it was sometimes found that a

It is a great honor to be asked by the Board of Directors of this Institute to deliver the Henry Marion Howe lecture. The invitation carries with it a great responsibility, which I accept with considerable hesitation and with a feeling of unworthiness to perform the duties expected of me in this hour devoted to the memory of the life, character, and work of the late Professor Howe. Many of you recall the scholarly address delivered here a year ago by Prof. Albert Sauveur, and the beautiful tribute he paid to his friend and colleague of many years in the great work of changing the art of iron making into the science of iron. My association with Professor Howe was of brief duration—only one year—and the relation was that of pupil to teacher. My feeling toward him in later years was always that of a humble disciple at the feet of a master. He attained his third academic degree in the year that I was born. I recall the pride I felt when, after entering the steel industry, I received from him, from time to time, letters asking for information or, perchance, asking my opinion, and he was always most punctilious in acknowledging the source of such bits of information in his writings. It was also my good fortune to sit at the feet of another great teacher— Sir William Roberts-Austen, at the Royal School of Mines. I mention him because his name was used by Osmond in coining the word "aus-tenite," which is the subject of this address, and Osmond's suggestion was heartily approved by Howe. These three international metallurgists were the best of friends and delighted to honor the achievements of one another. There are other reasons for mentioning Roberts-Austen at this time. It was an introduction from Howe that opened to me the door of his laboratory as well as of his heart. It was while at Roberts-Austen's laboratory that I worked side by side with William Campbell

THE NRA Administrator's casual reference to the coal code as the next "pineapple" to be fixed was a conservative estimate of his job. This thorny and adamantine morsel now looms as a critical test of NRA. A failure in coal supplies would have the gravest potentialities in the Administration's program at this time. And the loss of prestige from a breakdown of the enforcement machinery in this initial large-scale test of strength would accentuate the incipient indications of insurrection in other directions. General Johnson has had a difficult task. It involves problems festering for a quarter of a century. A succes¬sion of Presidents have been glad to tide over their respective regimens with inconclusive expedients; they have been baffled by the complexities of the technical angles and hopelessly irreconcilable concepts of powerful conflicting interests with large issues at stake.

MESABI RANGE ore is mined largely by the open-pit method. This involves having available at all times sufficient working places which in combination will produce ore of guaranteed analysis. Fast- loading power shovels turn out under favorable conditions 1000 tons per hour from each unit. Each unit loads ore differing materially in analysis from that loaded by the others, One may load high grade, another low grade, and another may be in a mixed bank with the lead ore so placed that the product must be mixed at the shovel before it is loaded into cars. In such cases the bank is combed with the bucket, the door being left open to permit the material to fall through.

The unit agreement for the Wertz Dome field, Wyoming, was approved by the Acting Secretary of the United States Department of the Interior on November 4, 1937, effective on December 1, 1937. The stated objectives of the agreement are to conserve and put to beneficial use all oil and gas produced; to make possible a uniform withdrawal of oil and gas in order to maintain equalized reservoir pressures; to provide for an orderly determination of the structural features of the productive horizons; and to permit the injection of gas for pressure maintenance. The purpose of this paper is to show by a discussion of the problems involved and the engineering practices employed by the unit operator, how well the objectives of the unit agreement have been accomplished in the development and production of oil and gas from the field. HISTORY AND DEVELOPMENT The Wertz Dome oil and gas field is located 88 miles southwest of Casper and 38 miles north and westerly from Rawlins, Wyoming. It is served by a state secondary oiled road connecting with U. S. Highway No. 220 at Lamont, a distance of 3 miles from the field. It has been a producing field for 27 years, first as an important producer of gas and more recently of oil. The Producers and Refiners Corp. completed Well No. 1, NE1/4SW1/4 sec. 7, T. 26 N., R. 89 W., the first productive well in the field, in September. 1921, in the Muddy sandstone of Upper Cretaceous age, at a depth of 3435 feet for an initial production of 42,000,000 cu. ft. of gas per day. In 1922 pipe lines were laid to Casper, Wyoming, for supplying fuel to the Standard of Indiana refinery, 'the adjoining town of Mills. and the Producers and Refiners Corp. pump station No. 6 in Mills; and to Parco (now Sinclair), Wyoming, for supplying that refinery with fuel. The gasoline content of the gas was extracted in an absorption plant located near the town of Mills. No compressors were used as the line pressure was sufficiently high to flow the gas through the absorbers. As high as 30,000,000 cu. ft. of gas per day were treated in the plant extracting 6000 gallons of gasoline. In September 1937, the pipe line was discontinued and the plant was dismantled at which time 61,000,000,000 cu. ft. of gas had been produced from the seven Muddy, Cloverly, and Sundance gas wells drilled in the field. Of this volume of gas 800,000,000 cu. ft. were produced from the Frontier formation, 34,200,000,000 cu. ft. from the Muddy sandstone, 24,000,000,000 cu. ft. from the Cloverly, locally called Dakota, and 2,000,000,000 cu. ft. from the Sundance formation. The pipe line was discontinued because of the near depletion of the gas reserves in Wertz and nearby fields, and hecause of the local field requirements demanding the retention of the remaining gas reserves. In December 1936, the Sinclair Wyoming Oil Co. completed Well No. 10, SE1/4NW1/4 sec. 7. T. 26 N., R. 89 W., at a depth of 5886 feet. as the first Tensleep sand producer with an intial of 1700 barrels of oil per day. The well was originally drilled only 14 feet into the sand and in August 1939 was deepened to a depth of 6161 feet, 289 feet in the sand, and the daily produe tion increased to 8350 barrels of oil. In February 1948 Well No. 22, SE1/4 SE1/4 sec. 1. T. 26 N., R. 90 W., was deepened from the Tensleep to the Basal Amsden sand and completed at a depth of 6635 feet for an intial of 600 barrels of oil per day in the Basal Amsden. In April 1948, Well No. 2. SW1/4 NE1/4 sec. 1, T. 26 N., R. 90 W.. was deepened from the Tensleep to the Madison limestone and was completed at a depth of 7193 feet for an intial of 1145 barrels of oil per day in the Madison. Well No. 26, SE1/4SE1/4 sec. 1, T. 26 N.. R. 90 W., was deepened from the Ten-sleep to the Cambrian and in October 1948 it was completed in the Cambrian for an intial of 277 barrels of oil per day. GEOLOGY AND PRODUCTIVE ACREAGE The surface is Steele shale of Upper Cretaceous age, covered in part by gravel beds. T. 26 N., R. 90 W., was deepened from the Tensleep to the Basal Amsden sand and completed at a depth of 6635 feet for an intial of 600 barrels of oil per day in the Basal Amsden. In April 1948, Well No. 2. SW1/4 NE1/4 sec. 1, T. 26 N., R. 90 W.. was deepened from the Tensleep to the Madison limestone and was completed at a depth of 7193 feet for an intial of 1145 barrels of oil per day in the Madison. Well No. 26, SE1/4SE1/4 sec. 1, T. 26 N.. R. 90 W., was deepened from the Ten-sleep to the Cambrian and in October 1948 it was completed in the Cambrian for an intial of 277 barrels of oil per day. GEOLOGY AND PRODUCTIVE ACREAGE The surface is Steele shale of Upper Cretaceous age, covered in part by gravel beds. LAST YEAR (1934) saw the completion of a ten-year program of reconstruction and modernization of the world's largest lead- smelting plant, that of the ' Broken Hill Associated Smelters Proprietary, at Port Pirie, South Australia, which has a capacity for smelting and refining 220,000 (short) tons of lead per year. It deals with the entire output of lead concentrates from the famous Broken Hill district in Australia, being owned .jointly by the three leading companies: North Broken Hill, Broken Hill South, and the Zinc Corporation. These companies, together with the Sulphide Corporation, are credited with a production of 198,000 tons of lead in 1934. When one says regarding any metallurgical plant that modernization is "completed" he should add "for the moment." Development in the art of metallurgy and in the equipment used never ceases; that which seems close to the last word today is likely to be obsolete in a few years even in a process so well standardized as smelting and refining lead. INTRODUCTION The accurate sampling of coal, as with most minerals, is a difficult task. Coal is a heterogeneous material made up of different types of coal and varying amounts of mineral matter. The product as mined may contain all the layers of coal and impurities found in the seam as well as portions of the stratas above and below the coal seam. The preparation plant is the device to size, crush, and/or remove impurities so the coal may be shipped as a salable product. Sampling may be needed at many stages in the preparation process. Although this chapter is primarily concerned with sampling in connection with preparation processes, the principles apply to all coal sampling. The main reasons for sampling in connection with coal preparation are: 1) To determine the washability characteristics of the raw coal by means of float and sink tests. These may be used for the design of a preparation plant, prediction of results to be obtained, or monitoring raw coal delivered to the plant. 2) To check the performance of various operating units in the plant, either by float. and sink tests or chemical analyses. 3) To determine the analytical characteristics of the products produced, such as moisture, ash, Btu, sulfur, etc. HISTORY The earliest accepted methods of sampling coal in the United States were given in US Bureau of Mines (USBM) publications by J. A. Holmes,l G. S. Pope,2 and A. C. Fieldner.3 The American Society for Testing and Materials (ASTM) more or less adopted the methods proposed by USBM in their Standard D-21-1916 and it remained a standard for many years. Briefly, this standard called for a 500 lb (227 kg) sample for coals less than 94 in. (19 mm) in size and a 1000 lb (454 kg) sample for all coals over 94 in. (19 mm) in size. More than a few discussions are taking place these days among management economists seeking a way out of the dilemma of lower productivity vs. higher labor costs. Most suggestions would be illegal under present antitrust laws. Otherwise interindustry cooperation could be used to divide up some of management's tasks. Or price structures might be tuned to the special machinery and skills of some plants. Both remedies would be under attack almost immediately. There is one other remedy that is getting lots of attention: some form of compromise between management and labor to phase out no longer needed work practices that unions insist shall be retained. Railroads are the national industry suffering the most from this disease, still known as "featherbedding," an epithet coined by the railroaders themselves.
