I (New York Meeting, February, 1912.) FLUE-DUST, to most blast-furnace operators, means a troublesome by-product, the formation of which should be curtailed, if not prevented entirely. However, with the increasing use of fine ores, larger furnaces, and high-pressure blast, the production of flue-dust is constantly increasing, and amounts annually in the United States to from 3,000,000 to 3,500,000 tons, An exceedingly high tonnage, of which a large part has been discarded as valueless. As a result of greater economy in the iron industry, the attention of our furnace-men has been directed towards the utilization of this enormous amount of waste material, a problem which had also been given due consideration by metallurgists abroad. Flue-dust is generally a fine material containing considerable coke and iron-ore, with a small admixture of lime and silica, depending upon the burden. The iron-ore is partly reduced, which shows that the dust originates largely in the reducing-zone of the blast-furnace. In the United States this dust usually contains 20 per cent. of coke and more than 40 per cent. of iron. Estimating coke to be worth $3.25 per ton, and iron-ore 7 cents per unit, a ton of flue-dust, unless made available, represents a loss to the furnace-man of $3.50. This accounts for the first efforts to recharge the flue-dust into the furnace, either by moistening it clown with an excess of water, or mixing it with clay to form balls of pulp, or treating it with lime-water. These methods, however, have been practically discarded, as they failed to produce the desired economies. To recover, in the blast-furnace, all the values represented by the material contained in the flue-dust, the following con¬ditions should be complied with

EFFECT OF ELEMENTS ON MAGNETIC PROPERTIES OF IRON THE elements aluminum,1 arsenic,2 silicon,3 tin2 and vanadium,4,8 when used in relatively small amounts as alloying elements, seem to have a beneficial effect on the magnetic properties of iron-i. e., they increase the maximum permeability and decrease the coercive force-whereas there are definite indications that boron,5 carbon,6 nitrogen,7 oxygen,8' phosphorus,6 sulfur6 and titanium,4 as well as the metals of and adjacent to the ferro-magnetic group, nickel,9 cobalt,10 copper,11 and manganese,6 have a detrimental effect on these properties. The effects of calcium4 and magnesium4 are small, if any, while the effect of chromium 12 in small amounts is unknown and in large amounts is generally detrimental.

About a year ago, the writer had occasion to assist Mr. John L. Gill, Jr., of the Pittsburgh Car-wheel Works, in malting a trial of his new testing machine. A piece of Bessemer steel, of about .34 carbon, was used as a test-piece, turned to a sectional area of one square inch for a length of five inches between shoulders, and provided with large round heads, which were fitted to what is called the " Wade grip." Measurements of elongation, accurate to 1/10000 of an inch, were made by a special apparatus containing two micrometer screws, with electric contact attachment. The machine was operated by hand-power. Readings of elongation were taken at each increment of 2000 pounds stress per square inch, up to 44,000 pounds, the elongation corresponding to the latter figure being .0085 inch. The elongations up to this point remained almost exactly proportional to the stresses, the strain diagram, as shown on the Plate, from the origin to the point A, being a straight line (the deviation of no observation from the straight line being greater than .0002 inch). There being no indication of an approach to the elastic limit, the attendant at the hand-wheel and scale-beam wits told to proceed as usual and move the poise forward 2000 pounds, or to 46,000, and turn the wheel until the beam was balanced. Noticing that the beam did not rise in the usual time, and that the elongation was increasing rapidly, the writer called to the attendant to stop turning the hantl-wheel and to push the poise backwards until the scale-beam balanced. Instead of balancing at between 44,000 and 46,000 pounds, as was expected, it balanced at 40,000 pounds, and the elongation had increased to .0343 inch (or more than four times that recorded at 34,000 pounds), as plotted at the point B, the dotted line between A and B showing the supposed course of' the strain diagram between these two points. Immediately upon recording the elongation the writer said to Mr. Gill, who was standing alongside: "This phenomena is without a parallel in my experience, and I know of but one way to account for it. UNDER the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been,. that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first. thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. Equipment has been developed to utilize natural 8 Hz electromagnetic fields to measure rock resistivities. Telluric and magnetotelluric surveys have detected resistivity variations associated with geological contacts and metallic sulfide deposits. The fundamenfa1 premises of these methods are illustrated by the results of surveys across a Pleistocene-Precambrian contact in the Ottawa Valley and a near-surface sulfide deposit in Northern Quebec. Such interfaces are characterized not only by variations in apparent resistivity, but also, unexpectedly by the spatial anisotropy of the electric fields and the presence of a strong vertical magnetic field component in their vicinity. Standard geophysical electrical and electromagnetic methods (Heiland, 1940) for the determination of the electrical properties of the ground and the search of good electrical conductors necessitate the use of a transmitter and receiver which are coupled galvanically or inductively through the ground. The electrical properties of the ground are deduced from either the transfer function, or the impulse response, of the transmitter — ground — receiver system. Where deep penetration is desired these methods require powerful transmitters whose weight and size increase the cost and reduce the speed of operation. It is possible however, to resort to another class of electrical prospecting methods which employ ambient, natural electromagnetic fields in place of a transmitter.'-' In the audio and subaudio frequency ranges, these fields are generated by thunderstorm activity. At some distance from the seat of the disturbance, the e.m. fields propagate as plane waves with a horizontal magnetic field component. The incident wave, of course, induces currents in the ground. Where the ground is homogeneous the relation between the horizontal magnetic and horizontal electric fields vectors is particularly simple:' /E/ = \[SpT/H/ (1) where: /E/ = magnitude of horizontal electric field in millivolts/kilometer (RMS) /H/ = magnitude of the orthogonal inducing magnetic field in milligammas (RMS) p = rock resistivity in ohm-meters i = frequency of measurement in c/s In practice, the ground is seldom an homogeneous half space, lateral conductivity variations exist, (in the case of base metal prospecting these are the features actually sought) and the two field vectors are no longer simply related. The ratio of E to H is still useful, however, for the determination of an "apparent" ground resistivity. From a theoretical view point, the general problem of a two dimensional fault or dyke anomaly can be separated into two distinct cases. In the first case, where the e.m. energy propagates in a direction normal to the strike, the horizontal magnetic field remains constant and is oriented along the strike of the formation.3 As shown by d'Erceville and Kunetz," all the information about the anomaly is contained in measurements of the electric field component. In fact, away from the interface, the electric fields are proportional to the square roots of the resistivities:

MORE men are killed and injured in the metal mines of the United States from falls of rock and ore than from any other cause. Dan Harrington, of the U. S. Bureau of Mines, recently stated that "falls of men and material continue to take about 50 per cent of the lives annually lost in our mines (coal or metal) and this kind of accident is now and has been one of the most difficult to prevent." The fact that comparatively little has recently been written on this important subject for the benefit of the metal miner is the incentive for the present paper. Little will be said that will be new, but I hope to place fresh emphasis on certain well-known' principles' and to reiterate and stress previously stated rules so that the average experienced miner, as well as his buddy who may not be so experienced,' will sit up and take notice. It is not within the scope of this paper to discuss mining methods from the standpoint of safety and the prevention of accidents from falls of rock. It is up to the mine management to select the system of mining best suited to the character of the ore deposit and its wall conditions. Precise electromotive force measurements have been made on the zinc-cadmium system over the temperature range 700° to 900°C. Activity coefficients, partial free energies, enthalpies, and entropies have been determined .for the entire composition range. The integral heat of mixing is positive and compares favorably with calorimetrically determined values. Vapor-liquid equilibrium compositions were determined .for a total pressure of 1 atm and these agree well with previous values determined in other ways. The use of electromotive force measurements to obtain thermodynamic data for liquid metal systems is a simple and well-known method. Several reviews of the various experimental methods and results have been published.2,3,11 However, most of the past work using this technique was carried out at temperatures slightly above the melting point of the alloy system where alloy composition changes due to vapor transport and increased metal solubility in the electrolyte are not important factors. One advantage of extending the electromotive force measurements up to and including the normal boiling point of the alloy is that it is then possible to evaluate the vapor-liquid equilibrium of the alloy at various pressure levels up to 1 atm. A detailed discussion of the thermodynamics of reversible electromotive force cells can be found in most advanced physical chemistry or chemical thermodynamic textbooks. The expression stating the inter-relation of the electromotive force and the thermodynamic functions is the Gibbs-Helmholtz equation.

Tailings dam construction and operation of Rosario Dominicana's gold/silver mine in the Dominican Republic is described. Impoundment of 8.5 kt/d of cyanide-process tailings is required in an intensive agricultural area which is also an earthquake and high rainfall zone. The earthfill embankment dam, incorporating internal gravel drains, is described together with methods of construction used. Methods of tailings transport, solution reclaim, and runoff water diversion that have evolved are discussed.

In connection with some of the experiments carried out by the writer on the behavior of gas and oil in a sand reservoir,' an interesting phenomenon was observed which may throw some new light on the problem of recovery of oil from a natural reservoir. The experiments are intended to show the effect of the surface area of the occluded gas masses, originally present in a reservoir, on the further evolution of gas from the oil and its consequent effect upon the rate of production of oil. The apparatus used in the experimental work is shown in Fig. 1. It consists primarily of a sand reservoir R and a displacement chamber D, which is used to induce small variations in volume. The reservoir and displacement chamber form a unit, and a lowering of the plunger D is equivalent to increasing the volume occupied by the oil and gas in the reservoir. The reservoir was first filled with dead oil and maintained under pressure until it was ascertained that most of the free gas had gone into solution. The volume of free gas present in the reservoir was computed from the coefficient of compressibility of the fluids by means of the displacement chamber D, reading to 0.005 c.c. and a special gage J reading to 0.02 lb. per sq. in. The oil was saturated with gas under pressure in reservoir S by circulating the oil for a long period of time through the gear pump B. Subsequently, the saturated oil was circulated through the sand reservoir following the circuit S6, B, S6, R4, the sand reservoir R, R1, R², F4, F1, back to reservoir S. In the following experiments the sand reservoir R was filled with gas-saturated oil at a pressure of 415Ib. per sq. in. with no free gas present. This was ascertained by closing off all the outlet valves and determining the coefficient of compressibility of the system by means of the displacement chamber D. SINCE the outbreak of the European war, few problems of raw-material supply have commanded more nation-wide attention than potash. It is well known that before the war the domestic production of potash was an insignificant percentage of the imports. The average annual importation of raw potash salts for several years prior to 1914 was slightly over 300,000 net tons, and f other potash manure salts about 700,0000 tons. The sudden and almost total cessation f these imports created a unique and stringent situation. Methods of recovering potash from feldspar and other native mineral sources, and reclamation from hitherto waste products, have received a marked impetus. Soaring prices have been a keen-incentive to research and industrial development. Although several brief articles concerning the possibilities of potash recovery have appeared in recent trade journals, it still may be a matter of some surprise to the average technical mind that potash might be reclaimed as a profitable byproduct in the manufacture of pig iron. At the present time it may be of special interest to present some data, largely of a technical nature, on this subject. A fairly thorough search of the literature reveals a number of articles concerning salts of the alkali metals in the blast furnace. Many of them deal with the-theoretical role f alkali cyanides in the furnace. Several discuss the, probable effect of the alkalies on the furnace brickwork. Two or three ambitious patents have been granted for reclaiming potash or other products from blast-furnace gas. However, we have heard nothing further as to the practical application of these patents. Little literature of importance has appeared during the last 10 years concerning alkalies in blast-furnace practice, and I have discovered no record whatsoever as to the actual sale or commercial disposal f flue dust for its , potash content until this was inaugurated in our plant at Bethlehem. Simulation is a tool useful in the evaluation of the probable effect which various changes may have on the performance of time-dependent systems. This is especially true as far as rail transportation in mining is concerned. The VPI-OCR RAILSIM program is a computer program designed specifically for solving a broad range of problems encountered in the design of haulage systems of new mines as well as in the operation of haulage systems in existing mines. This program is one of several computer applications for evaluating mining systems developed at the Virginia Polytechnic Institute and State University under contract with the Office o f Coal Research of the U.S. Dept. of the Interior. The RAILSIM program uses Monte Carlo techniques to introduce variability in the occurrence of events such as would be observed in real systems. Data are required to describe the haulage network, locomotives, stationary facilities, and other miscellaneous parameters. Output from the program lists measures of performance that are useful in assessing the capabilities and limitations of given system configurations. The output information may cover many shifts of operation to indicate the broad range of variation and interaction which can occur as the system responds to varying levels of demand for service. The RAILSIM program was tested extensively in mining operations. The results of some of these tests are used to illustrate the usefulness of this program.

There is probably no more interesting group of mineral fuels to be found in any country than that occurring within the limits of the new State of Colorado. The supplies are so abundant, and the occurrence and distribution are so favorable for easy development and transportation to the future manufacturing centres of the State, that they are destined to play a very important part in the material growth and prosperity of the region, the more so because of the rich and varied stores of ores awaiting metallurgical treatment, and the comparative scarcity of timber for fuel. From a purely scientific point, also, these lignitic coals form an interesting and important series. An examination of their geological occurrence and relations opens up new and important questions regarding the comparative value of various kinds of geological evidence, while a study of the character and composition of this class of fuels, which forms a connecting link, as it were, between the lignites and the true bituminous coals, may lead to a more thorough and accurate classification of mineral fuels. The analyses here presented are from samples, of not less than fifty pounds each, obtained by myself during the summer of 1875, and may be regarded as representing very fairly the average run of

The search for the best practical means of storing sulfide bearing tailings, where there is no residual excess of carbonate material is discussed in this paper• Usually the sulfide content decomposes, with the aid of bacterial action, and the resulting sulfuric acid escapes, along with any heavy-metal solutes, through embankments that are usually porous to some degree• The problem is typified in the tailings of the uranium operations of Elliot Lake, Ont., where mining started some 20 years ago• The approach to tailings disposal paralleled the practice for other hydrometallurgical plants treating gold and base-metal ores• Impoundment areas were designed to retain solids, and a clear and neutral overflow was considered satisfactory practice• Now experience has shown that these areas, some of which have been idle for over a dozen years, release acids in seepage and overflows to an unacceptable degree• To protect natural water courses, neutralizing plants are operated wherever required• Lime slurry is fed continuously into the tailings outflows in a quantity sufficient to raise the pH to 8•5 and precipitate heavy metals that may be in solution• The objection to this procedure is that the plants will require servicing indefinitely, unless a better remedy is found• The problem differs only slightly from that common to base-metal concentrators in that here the ore has been leached with sulfuric acid for the recovery of uranium• Any native content of calcareous material has been digested, and only that added for final neutralization is available to maintain a pH unfavorable to bacterial activity• Chemical oxidation slowly lowers the pH and when this reaches a level of 4•5 or less, bacteria become active and greatly accelerate the formation of acid. The bacterial process is probably at least ten times as fast as the chemical oxidation• Location and Processing The operations referred to, uranium and one copper mine, are located at approximately 46°N and 82°W longitude• This is typical Canadian Shield country, a land of lakes, deeply glaciated and rocky, with sparse soil which supports mixed forest cover• Drainage is to Lake Huron, 25 miles to the south• Average temperature is 45°F, ranging from -40° to +95°F• Annual precipitation is 38 in•, about half of which is snow• The ore is Precambrian, quartz-pebble conglomerate, with mineralization in the matrix• From 5 to 10% pyrite is present• All known means of pre-concentration have been tested, but a bulk sulfuric acid leach has proved the most efficient. Tailings have from the outset been neutralized before release• Current practice is to add ground limestone to bring the pH to 4•5, and then lime to raise the value to 10•5• Environmental regulations have recently been increased and the foregoing meets the new standards• Separate measures are taken to precipitate radium• Remedial Measures Since the outstanding environmental problem is the oxidation of pyrite by bacterial action, the solution is to contain the products, or arrest the process• Given the ambient temperature, favorable half of the time, four items are essential to the activity• 1) Pyrite• 2) Moisture pH < 4•5. 3) Oxygen• 4) Bacteria• Removing any one of these out of the range of tolerance will bring the reactions under control• A variety of proposals considered, and a number tested for the arrest of the process, are: (a) render embankments impermeable, (b) provide an impermeable cover, (c) cover with an oxygen absorbing layer, (d) provide a vegetative cover, (e) flood the site, (f) remove pyrite from current tailings, (g) add excess limestone to current tailings, (h) poison the bacteria• Bank Seal-On existing impoundment areas, where the embankments are several thousand yards in length, it is believed that any program of injecting sealants can have small chance of success• However, a moisture barrier is an indicated specification for future construction, and this can be highly expensive• Surface Seal-Depending on the configuration of the deposit, the downward travel of water should be prevented, and oxygen excluded• Burying a plastic membrane just below the surface has been considered, as has the application of a liquid sealant that would penetrate the surface. The objection to these remedies is the excessive cost of dealing with large areas and the expectation of only temporary benefit as a result• Frost penetration is over 4 ft, and frost action breaks up asphalt paving and all but heavy concrete in a few years• Organic Layer-An oxygen-absorbing layer, such as bark fines from paper mills has been proposed as a surface treatment• Cultivated into the tailings such material might be expected to arrest subsurface oxidation for some years• Estimates are 100 tons per acre of bark fines, or 35 tons per acre of sawdust, and these enormous quantities do not so far give assurance of providing a long-term remedy• Vegatative Cover-Several obvious benefits would result from a good growth of grass or other vegetation on abandoned tailings• While restoring the natural green of the tract the growth would prevent wind-blown dust and reduce erosion• Subsurface oxidation should be reduced, as well as the upward movement of ground moisture as occurs in dry weather. To this end, considerable research and field testing has been carried out to arrive at a formula - a prescription which will provide a self-sustaining growth on the tailings surface, or at least one that would survive with reasonable maintenance attention. Many test plots have been run with different combinations of surface treatment and seed mixtures. Generally, by addition and close cultivation of limestone, lime, and fertilizers, technical success has been demonstrated• Plants with a high tolerance for acid soil seem the more hardy, and a pH above 3 is indicated so that nutrients can be absorbed• Recommendations are for 12 to 15 tons of

Edward W. Parker,* Philadelphia, Pa.—At the New York meeting of the Institute a year ago, Mr. R. V. Norris presented a paper on anthracite mining costs, in which he gave the results of an intensive study of this subject by the Engineers&apos; Committee of the United States Fuel Administration. Within the last 30 days, the Federal Trade Commission has issued an official report on the same subject, which covers a longer period of time and comprises statistics of realization values and margins that were pot comprehended in the paper by Mr. Norris. As, however, the data utilized by Mr. Norris formed also a part of the basis for the report of the Federal Trade Commission, a brief digest of the latter may not be out of place at this meeting. The report of the Federal Trade Commission covers primarily the two calendar years 1917 and 1918, divided into five periods which furnish opportunity for the study of how the influence of certain definite factors affected either the cost of production or the price, or both, during the 24 months. The first period, January to April, 1917, which may be considered the basic period, comprised the 4 months in 1917 during which the wage agreement of May, 1916, without modification, was in effect. During this period, the labor cost on fresh-mined coal is placed by the Commission&apos;s report at $1.79 per gross ton, the total cost at $2.66, the average realization at $3.29, and the "margin" (sales realization over total f.o.b. mine cost) at $0.63. Faraday&apos;s Law of magnetic induction states that the e.m.f. acting around a closed circuit is equal to the time rate of change of flux through that circuit. If the closed circuit is a conducting medium, there will flow an electric current which is propor¬tional to the conductivity of the material and the time rate of change of the flux. Electrical currents so induced in a con¬ducting material are often referred to as eddy currents. Eddy currents are thus induced into a conducting material by (1) a time rate of change of the magnetic field through the material, by (2) a relative motion of the conducting material and a magnetic field, or by (3) a combination of (1) and (2). THERE is probably no more interesting group of mineral fuels to be found in any country than that occurring within the limits of the new State of Colorado. The supplies are so abundant, and the occurrence and distribution are so favorable for easy development and transportation to the future manufacturing centres of the State, that they are destined to play a very important part in the material growth and prosperity of the region, the more so because of the rich and varied stores of ores awaiting metallurgical treatment, and the comparative scarcity of timber for fuel. From a purely scientific point, also, these lignitic coals form an interesting and important series. An examination of their geological occurrence and relations opens up new and important questions regarding the comparative value of various kinds of geological evidence, while a study of the character and composition of this class of fuels, which forms a connecting link, as it were, between the lignites and the true bituminous coals, may lead to a more thorough and accurate classification of mineral fuels. Delay in classifying the war minerals claims geographically and by minerals&apos; has resulted because a part of the claims is in the hands of the commission which is holding hearings at points easy of access from the mining districts. It was necessary for the commission to take many claims for use at these hearings. Twenty days will be allowed claimants to file typewritten or printed briefs based on the record made by the commission&apos;s findings. At the end of twenty days, the case will be finally submitted to the Secretary of the Interior. No new facts will be considered, those which have been submitted to the commission only being given consideration. The Attorney General has issued a decision whereby only such claimants as were directly requested by the government to start operations will receive consideration under the War Minerals Act.
