Many changes in equipment have had to be made to handle the flotation products at the blast furnace, and these changes have meant an expenditure of considerable money, which has not been compensated by an increase in smelting tonnage. To date, very few new lead mines have been developed, so that the help derived by the innovation of flotation has been directed to old producing properties, where the ratio of concentration is greater now than when gravity concentration was in effect. In some smelting plants there has been an abandonment of complete units due to the introduction of flotation. Flotation Products Difficult to Handle The physical characteristics of the flotation product do not make for economic handling for lead blast-furnace work, either mechanically or metallurgically. The millman or miner do not know what trials and tribulations they have passed on to the smelterman. To the smelterman it is "the everchanging flotation," for little does he know what new reagent will be perfected tomorrow that may completely change the grade and physical characteristics of the product. Even the mining companies who have complete units of mining, milling and smelting have had a hard time to reconcile themselves to the fact that the unit cost per ton of ore smelted must go up with the increase of flotation product on the blast-furnace charge. The "smelterman's burden," for that is what flotation has been for the last few years, has not caused the smelter operator to lag or fall down, but has spurred him on with new zeal. The physical properties of the flotation products are as follows: (1) High moisture content; (2) mucky nature of product; (3) fineness of product, and (4) high metal content. New Mechanical Devices for Handling Furnace Product These characteristics have caused the use of many new mechanical devices in smelting practice, for example: New transportation equipment, such as solid-bottom cars, is required; unloading equipment and sampling

In the course of the persistent and rapid advance of our country towards the goal she has set for herself, of commercial and manufacturing supremacy, there stand out certain periods or cycles of prosperity or depression, succeeding one another with a comparative regularity as to their ultimate trend, but of varying lengths and intensities. I might compare this course to that of a railroad between two points at different levels, with intervening mountain ranges and valleys, the up-grades climbing towards the final upper terminal of prosperity, while the down-grades retard the ascent, and tend to return to the valleys below. Just at the present time we are evidently at the bottom of one of these valleys, and, before starting to climb the next divide, it may be prudent for us to look into the condition of our rolling-stock, and especially into that of our brakes, and see what the experience of our downward journey has taught us, and whether we are properly equipped for the new upward advance which now lies before us. Probably no previous period of the same duration has produced in all branches of mining and metallurgy improvements SO many and so various as have the last ten or twelve years. Introduction BELLE ISLE, located in the low sea marshes near Atchafalaya Bay, is the southeasternmost of the famous Five Salt Islands of Louisiana. Rising about 80 ft. (24 m.) above the level of the surrounding marsh and being some 800 acres (323 ha.) in extent, it constitutes a striking landmark on the low Gulf coast, and since the eighteenth century, when it played an important part in the operation of the buccaneers, it has been intermittently frequented by man. In 1897, the writer discovered the great mass of salt that underlies the island and shortly afterward pub-lished a brief account of the geology of Belle Isle and the neighboring salt islands.' In that paper he described principally the salt, but pointed out also the occurrence of petroleum and of sulphur in the strata above the salt. Since that time the island has been extensively explored by the drill, and the developments up to 1908 have been described by Veatch2 and Harris," and Knapp.4 The writer's early conclusions as to the probable presence of sulphur in considerable quantity have been confirmed by the later drilling, some of the wells having found quantities of gas containing sulphur dioxide and a number of sulphur-bearing strata as well. Under the stimulus of the present keen demand for sulphur for war purposes, a syndicate of New York capitalists was recently formed to explore the sulphur resources of the island in more detail. Under the writer's direction, six wells were drilled for this syndicate during the winter of 1916-17. The present paper presents briefly the results of this work and sums up the present knowledge of the geology of this highly interesting locality.

Our entry into the World War suddenly brought home to us in a startling way the vital importance of manganese. Since the war, much has been written and said upon the subject of manganese and a great deal of time and money have been spent in attempts to find an adequate substitute for this metal in the manufacture of steel; none has been found. It is true that ways are known by which it is possible to make small amounts of good steel without manganese; but taking into consideration the diminishing quality of iron ores and fuels. as' well as the increasing exaction of specifications for finished products, it may safely be assumed that high-grade manganese ore will be more and. more a necessity in the production of steel as time goes on. Taking world resources as a whole it may be well to point out that the problem of obtaining needed supplies of manganese from a strictly commercial viewpoint is now less serious than it was before the war. Formerly it was feared that world resources of high-grade manganese ore might be exhausted in a relatively short time, but, largely as a result of the stress laid upon the importance of manganese during the war, the world's available supply of high-grade manganese ore has been greatly augmented by new discoveries and fuller development of previously known deposits.

THERE has been developed at Latouche a rather unusual system of mining which, for want of a better name, has been called the "Latouche system of mining." It is a modified form of shrinkage stoping applicable to orebodies of large or fairly large size where the ground is such that timbering would not be required in stoping. Mention has been made of this method of mining by Birch,1 who gave no details as it had been in use only a short time and the final outcome undetermined. The system, however, has proved to be entirely successful and it is thought that a paper covering it might be of general interest. Before proceeding with a detailed description of the "Latouche system" a brief description of the property and the various mining methods previously used will be given. LOCATION The Beatson mine of the Kennecott Copper Corp. is situated on the west coast of Latouche Island-, in Prince William Sound, Southwestern Alaska, 45 miles east of Seward, the coast terminus of the U. S. Government Railroad. It is a regular port of call for ships on the Southwestern Alaska run. The island is about 12 miles long and 3 miles wide. A ridge of mountains runs the entire length with a maximum elevation of 2500 feet. CLIMATE Latouche has to contend with possibly the greatest amount of precipitation on the North American continent. The annual average precipitation for the past 4 years has been 188 in., with 248 in. for the year 1926. A rainfall of 4 in. per day is not uncommon. In the winter the thermometer rarely falls below +20° F. and the snowfall is usually heavy during the months of March and April.

A GREAT many industrial operations require the application of heat to carry on or complete processes, in which cases the temperatures must often be controlled within very narrow limits. For the lower temperatures, this control is not, as a rule, difficult as a number of types of reliable pyrometers are available for the work; for example, the mercury and resistance thermometers and the thermocouple. For temperatures above a red heat, thermocouples, platinum resistance thermometers, and total radiation and optical pyrometers may be used, depending on conditions. It is often undesirable, and sometimes impossible, to take temperatures of material by immersing the pyrometer in it or by placing the temperature-measuring device in a position in which it will attain the temperature of the material. The pyrometer may contaminate the product; the temperature may be so high that the pyrometer will not hold its calibration, clue to ineffectual protection and consequent contamination; the object may be inaccessible, as a lamp filament, etc. In such cases, a total radiation or optical pyrometer must be used. The disappearing-filament, or Morse, type of optical pyrometer works on the following principle: An objective lens, Fig. 1, focuses the image of the object whose temperature is desired in the plane of the lamp filament at F, which is at the principal focus of the ocular lens shown in the eye-piece. By this arrangement the eye will not have to accommodate itself first to the lamp filament and then to the object at a distance, and the lamp filament will appear superposed on the object. To balance the instrument, the current is adjusted by means of a rheostat until the tip of the lamp filament just disappears against the object as a background. Figs. 2, 3, and 4 show the appearance of the filament when too cold, too bright, and just balanced.

Grain boundary grooving has been studied in chromium, molybdenum, and tungsten under a variety of conditions using high vacuum techniques and tantalum -gettered argon. The average surface free energy of solid chromium, and the chromium-liquid silver interface free energy were respectively found to be 2200 ± 250 and 500 i 130 ergs per sq cm from groove formation kinetics and estimates of pertinent volume difffusion coefficients. The results for chromium were unffected by variations in interstitial content ranging from 0.003 to 0.09 pct C, or 0.003 to 0.03 pct O. Surface diffusion is the primary mechanism of groove formation in chromium under 1 atm argon at 1200" to 140O°C, and is essentially unaffected by 0.003 to 0.09 pct C, 0.003 to 0.03 pct O , metastable nitrogen contents up to -0.01 pct, and up to 2 torr Ag vapor. At higher temperatures, the major mechanism is volume diffusion in argon or evaporation-condensation in stutic vacuum. Surface diffusion occurs in molybdenum at 0.5 to 0.96 and in tungsten at 0.5 to 0.9 of the absolute melting tempera -ture by a single mechanism, possibly by the migration of single adatoms or vacancies. Results were slightly affected by up to 23 tory Sn vapor, and in molybdenum were essentially unaffected by 0.5 Ti or carbon in the range 0.002 to 0.02 pct. Volume difffusion through the liquid is the mechanism of groove formation in chromium-liquid silver at 1200" to 1400°C and in molybdenum-, Mo-0.5Ti-, and tungsten-liquid tin at 1200" to 2000°C. The solid-liquid interface free energies involved were estimated from grooving kanetics. WHEN a grain boundary intersects a solid surface, a groove tends to form along the line of intersection at temperatures above about half the absolute melting point (0.5 TM). The groove progressively grows by preferential atomic migration either by diffusion or evaporation. Establishment of a groove angle occurs in accordance with the grain boundary and surface free energies involved. The motivation for groove formation is a reduction in the total surface free energy of the system. This study is a continuation of previous work on thermal grooving of chromium, molybdenum, and tungsten.&apos; The temperature ranges were extended, and the effect of metallic and interstitial impurities was evaluated. The results were such that certain interface free energies and surface self-diffusion coefficients were deduced from the grooving kinetics. EXPERIMENTAL WORK Materials and Preparation. As indicated in Table I, the 0.05-0.08-cm-thick chromium, molybdenum, and tungsten sheet used was nominally 99.99 pct after recrystallization. Extruded chromium rod,&apos; prepared from iodide process crystals, was warm rolled to sheet at 700°C. Sheet of three Cr-0 impurity alloys containing up to 0.03 pct 0 was prepared by warm rolling arc melted, extruded, and swaged rod. Two Cr-C impurity alloys containing up to 0.09 pct C were made by equilibrating unalloyed chromium with a known amount of CH4 for 24 hr at 1150°C in previously evacuated quartz capsules. Chromium containing nominally 0.015 and 0.06 pct N was similarly prepared by equilibration with NH3. The sheet was recrystallized to give a stable grain size about equal to the sheet thickness. Molybdenum and Mo-O.5Ti were recrystallized in a tantalum resistance furnace 1 hr at 1 x lo-5 torr at 2300" and 220O°C, respectively. Tungsten was similarly annealed for 1 hr at 2500°C. Chromium and its impurity alloys were outgassed at 1100°C and recrystallized 1 hr at 1700°C under 1 atm Ar. Except for nitrogen, the impurity content stayed roughly constant. Nitrogen in both alloys was reduced to <0.001 pct. In fact, over 80 pct of the added nitrogen was lost after outgassing at llOO°C and annealing sheet 1 hr at 1300°C in argon in the presence of tantalum. Such a rapid loss can be rationalized since -2 torr N are required for equilibrium with 0.04 pct N in solution,3 while the equilibrium pressure is ~10-5 torr over tantalum at 1300°C.4 The recrystallized sheet was cut into small coupons which were metallographically ground and polished on one side with a minimum of grain boundary relief. The surface roughness was on the order of 0.01 µ. The tin and silver used were nominally 99.999 spec-trographically pure. After being outgassed at 1100°C and equilibrated in a molybdenum crucible for 0.5 hr at 1800°C in argon, the tin contained 3 ppm 0, <0.3 ppm N, and 0.1 ppm H. Following outgassing at 900°C and equilibration in a chromium crucible 1 hr at 1400°C in argon, the gas content of the silver was 1 ppm O, <0.5 ppm N, and 0.3 ppm H. Grooving Under Argon or Vacuum. All specimens were placed in unsealed containers made from rod or sheet of the same alloy, thereby enabling the polished surface to achieve gas-solid equilibrium. The annealing fixtures are shown in Fig. 1. The specimen was placed in a resistance furnace with a tantalum or Ta-10W heating element plus tantalum fixtures or radiation shields. Chromium was outgassed at 1100°C, and molybdenum and tungsten were outgassed at 1900°C to 1 x l0-5 torr or at the grooving temperature, whichever was lower. This chapter describes a new approach to the solution of stress distribution around underground openings utilizing the finite element method and employing stochastically simulated rock properties. It is well-known from extensive laboratory tests that the properties of rocks, e.g., Young&apos;s modulus and Poisson&apos;s ratio, are not single-valued but form some distribution. If the scatter of test data is attributed to the variability of the rock itself rather than due to an inadequacy in test procedure, then stress solutions have to consider these variations. Utilizing this basic philosophy, the present study was initiated. A long circular opening subjected to plane strain in a hydrostatic stress field was chosen as a specific example to illustrate this approach. The technique adopted in solving stress distributions was based on the finite element method. This method is essentially a generalization of standard structural analysis procedures in which the continuum is idealized as an assemblage of "elements," interconnected at a finite number of nodal points. It is capable therefore of handling different material properties for individual elements in the model, if desired. In this study, each individual element was assumed to be isotropic, homogeneous, and elastic. However, values for Young&apos;s modulus and Poisson&apos;s ratio were randomly varied from element to element according to an assumed frequency distribution.

The following is a description of the methods used in rescuing men and extinguishing the underground fire at the Pennsylvania mine, Butte, Mont. , This fire, which cost the lives of 21 men, began about 9 p.m., Feb. 14, 1916, at or near a ventilating fan on the 1,200 air-shaft station. This shaft at that time was downcast, while the main hoisting shaft was upcast. Owing to the proximity of the fire to the air shaft, the air in the latter soon became heated, and as the fan on the level was not running— the power having been cut off shortly after the outbreak of the fire—the air shaft became upcast to the 300 level. At this point a blanket of cold air from the surface caused the smoke and gases to be drawn in on that level and carried down again through the workings to the 1,200. A short time after the discovery of the fire, water was turned down the air shaft through a series of pipes around the collar of the shaft, which caused the smoke to recede below the 300, so that within 2 hr. it was possible to search that level for the missing men. From the above it will be apparent why the air shaft was upcast instead of downcast, as under normal conditions, and why men were suffocated at considerable distances from the seat of the fire. The smoke and gases that came up the main hoisting shaft did not diffuse through the workings to any extent. There are doors on all levels in the connections to the main hoisting and air shafts, but in the confusion and running around many of these doors were left open, and this undoubtedly caused the smoke and gases to spread more rapidly than they would otherwise have done. It was necessary for most of the men on the various levels to pass close to the air shaft in going to the hoisting shaft, and when they encountered the smoke and gases in that vicinity a number turned back and climbed down with the direction of the air currents and were then suffocated, while all those who passed through the pall of smoke to the main shaft were saved. There were 220 men in the mine that night, and all but 25 were hoisted to the surface within 30 min. after the discovery of the fire. THE CHAIRMAN (WALTER DOUGLAS, NEW YORK, N. Y.).-Perhaps there is no problem that causes the modern metallurgist more worry than the question of unaccounted for loss. He has not the advantage of the metallurgist of the early days here, who could sleep peaceably with the settled conviction that there were certain copper mineral constituents of the ore which were volatile, and there was therefore nothing to worry about. The slag contents and volatilization accounted for the balance of the copper that went in the top of the furnace after the weighing of the bullion. There have been great strides in recent years toward reducing this loss. Perhaps the Anaconda company is the one we have to thank for the original pioneer work along the lines which we are all today following. We would be glad to hear from some gentlemen present with reference to their experience with this question of dust losses. E. P. MATHEWSON, Anaconda, Mont.-You mentioned the Anaconda company, Mr. Chairman. I would like to say something about what we have been doing there, and the troubles we have been having. We have a tremendous volume of .gas to handle. We adopted the system of large chambers, lessening the velocity of gases, and incidentally cooling the gases. Unfortunately in one sense and fortunately in another, we were compelled to increase the amount of gas handled in the flue system, and the results were then not so good. Still, we get a very good recovery. Our system of taking a sample is similar to the one described by the writer of the paper. We have tried all kinds of apparatus for getting a fair sample. We divided the area of the flue into imaginary squares, and have taken samples for a certain period of time from each square; and have used the asbestos bags. At present, there is a large unit of the Cottrell apparatus almost ready to connect up on the roaster flue to catch the dust from flotation concentrates. The worst things smelters have to handle at the present clay, they are coming in the Southwest as well as the Northwest, are of material much of which is as small as 500 mesh, and the ordinary methods of catching dust will not apply to flotation concentrates. The Cottrell process is going to be tried out at our plant for this material. We have devised special forms, with a view to preventing the formation of dust from this material, and we are pleased with the results so far obtained. There is another point in connection with this subject that I want to put before the members here, so they will be thinking about it. Reactor at Carlton mill successfully calcines pyrite-telluride flotation concentrate for cyanidation. CARLTON mill in the Cripple Creek district, 45 miles southwest of Colorado Springs, Colo., has been in operation for approximately three years, treating the custom sulpho-telluride ores formerly handled by the Golden Cycle mill in Colorado Springs. At the new mill the pyrite-telluride flotation concentrates have been roasted, prior to cyani-dation, in a Dorrco FluoSolids reactor, which has proved capable of yielding calcine readily amenable to cyanidation. Incoming ores are crushed at Carlton to % in. and sampled in 30 to 75-ton lots before the individual lots are mixed in the fine ore bin. The composite ore then goes to the grinding circuit. Classifier overflow from the grinding circuit is treated by flotation to produce a concentrate containing approximately 85 pct of the values in 5 pct of the weight. The flotation concentrate goes to the FluoSolids reactor prior to cyanidation. Cyanide solution values are recovered by zinc dust precipitation. Flotation tailings are thickened and cyanided, the values from this part of the circuit being recovered from solution by activated carbon. Gold values in the flotation concentrates consist of a small amount of finely divided metallic gold; the tellurides, sylvanite and calaverite; and gold very intimately associated with the pyrite. The metallic gold and a part of the telluride values can be extracted from the concentrates by cyaniding without roasting. However, extraction on the tellurides by this method is not satisfactory, and the pyrite values are so intimately associated with the pyrite that very fine grinding and cyanidation for a prolonged period under ideal laboratory conditions does not yield good recovery. Upon roasting, the tellurides are oxidized to very finely divided metallic gold which is readily soluble in cyanide. The pyrite is oxidized mainly to a porous iron oxide which allows cyanide solution to penetrate to gold particles and take them into solution. Feeding the Reactor Flotation concentrates move by gravity to a thickener. Thickener underflow is discharged at approximately 60 pct solids, by means of a diaphragm pump, into a storage and blending agitator. From here the concentrates are pumped to a disc filter. The filter cake, at 84 to 88 pct solids, drops directly into a repulper where it is repulped into a slurry of 78 to 80 pct solids. The repulped filter cake flows into a 6x6-ft slurry agitator from which it is fed directly into the reactor by the Moyno pump. The Moyno pump has eliminated a large number of difficulties that were first encountered in feeding a wet concentrate to the reactor. On the original installation in Canada a screw feeder was used to introduce the filter cake directly into the reactor. Since the reactor is under a slight positive pressure it was necessary to have a suitable seal to prevent gas escaping from the reactor at this point. When the concentrates produced in flotation were coarse or granular they could be readily fed to the reactor but when fine-textured, clayey concentrates were produced a great deal of trouble was encountered.

A consideration of the literature shows the inadequacy of Fick&apos;s Laws to describe the diffusion of hydrogen in steels below 400°C. These laws are modified an the assumption that hydrogen is delayed at fixed sites in the lattice. Approximate and exact solutions of the resulting nonlinear system are derived for simple geometrical shapes. The results qualitatively account for the observed anomalous behavior. Experimental methods for verifying the theory are suggested. 1 HIS paper presents a new analysis of the diffusion behavior of hydrogen in steel based on a physical model which supposes that hydrogen atoms wander in a random manner through the crystal lattice, but tend to get trapped or delayed at certain fixed sites uniformly distributed throughout the metal. These sites, which will be called traps, are regarded merely as potential wells of significantly greater depth than those encountered in regular regions of the crystal lattices and no assumptions are made concerning their nature or origin. The results of experimental studies of the diffusion of hydrogen in iron and steel have usually been reported in the literature in terms of a diffusion constant D derived under the assumptions that the hydrogen concentration C is governed by Fick&apos;s laws.1 Fig. I is a composite of published graphs of the man. ner in which the values of D, so derived, vary with temperature. It is convenient to consider this material in two categories; the high temperature results above 400°C, and the results at lower temperatures. The graphs 2, 3, 4, 5 in the first class lie within a factor of three of each other and are relatively consistent compared with the low-temperature values. There is an increasing divergence in values of D with decreasing temperature till at room temperature they are spread over three orders of magnitude. Small values of D have been obtained for work-hardened specimens.&apos; It is evident that D is a function of other variables besides temperature in this range and that these neglected variables are in some way connected with the work hardening experienced by the specimen. In view of evidence for an interaction between hydrogen in solution and dislocations9&apos;10 and adsorption on crack surfaces,&apos; some doubts must be entertained about the validity of Fick&apos;s laws and their associated physical model of noninteracting particles in random motion through the medium. More direct evidence of their inapplicability to the diffusion of hydrogen in steel was first produced by Darken and smith." Consider the permeation of hydrogen through a plate of thickness a under a boundary concentration Co at the ingoing, and zero at the outgoing, face. The following discussion of the papers of Van Hise, Emmons, Lindgren and Weed, read at the Washington meeting, February, 1900, and printed on pp. 282 to 498 of this volume, comprises communications to the Secretary, received at various times before the Richmond meeting, February, 1901, and, for the most part, presented at that meeting. These communications are introduced at this point in the present volume, in order that they may precede the papers of Vogt, hemp, Lindgren, Rickard, etc., presented at Richmond, and therefore not forming part of the material considered in them. Since many of the contributors have mentioned in one communication several of the papers referred to, no attempt is here made to divide their remarks and distribute the fragments under separate headings. In each contribution, however, the several topics are indicated by subtitles. R. BECK,* Freiberg, Saxony : Prof. Veal Hise&apos;s Paper.-The paper of Prof. Van use (p. 282) represents a great step of scientific progress, in that the circulation of underground waters has never before been presented with such clearness, ill the light of modern chemical and physical knowledge. The theories of the formation of ore-deposits which follow the author&apos;s general survey of the currents and solvent power of atmospheric waters in the earth&apos;s crust do not, indeed, seem to be novel, being essentially an amplification of Le Conte&apos;s views; but the proofs adduced in their support are in many particulars so original that no one can read without profit this portion of the paper. Entirely new (though largely in agreement with the papers of Emmons and Weed, presented at the same meeting of the Institute) are the sections dealing with the formation of the rich sulphides of the precious metals, and especially the regeneration of normal sulphides, such as galena, etc., in vein-zones immediately beneath the ground-water level. Nevertheless, it appears to me that Prof. Van Hise, in the course of his most instructive exposition of unquestionable, yet still locally limited, phenomena, has been too much biased in favor of the " descensionists." This is indicated by the small importance which he attaches to the intimate genetic relation between epigenetic deposits and the plutonic hearths of the earth&apos;s interior.

The Ottawa river, the northeastern boundary of the Province of Ontario, and the dividing line between the latter and the Province of Quebec, has long been famous for the rafts of timber floated over its waters from the depths of the forest, and other poets besides Moore, have immortalized its beauties in verse. But with the ad vent of the railway which now pierces the forest solitudes, the days of rafting were numbered ; and the boat song is now heard no more on "Ottawa&apos;s tide," or at such long intervals only, that, when heard, it seems an echo of the past. The lumber trade is fast leav ing Ottawa City, the old headquarters of the business; and such square timber as is now cut is gradually finding other outlets than shipment to Great Britain, and other channels of transportation than the Ottawa river. Skirting the northern shore of this great river runs a vast chain of hills, assuming at times the altitude of mountains. Their geological character marks them as remnants of the earliest land of this conti nent. Following the course of the St. Lawrence from the Gulf of that name to the confluence of the river with the Ottawa, the course of which latter they then pursue, the range has been styled " the Lau rentians." Rolling in long undulations, with rounded, rather than rugged or pointed summits, they leave a margin of 8 or 10 miles, dipping in a gentle slope to the water&apos;s edge, rich for agricultural use, and dotted here and there with farms and settlements. Beyond this margin bold hills stretch northerly to blue mountains, rich in iron, lead, plumbago, and other minerals. The Apatite District.—One of these minerals is apatite, or phos phate of lime, the use of which as a material for the manufacture of superphosphate as a fertilizer has become the basis of the industry bidding Fair to prove ere long one of the chief elements of Canadian trade. So rapid has been the growth of this new industry that if the lumber business were to disappear from this mineral district, its void would be filled by that which has sprung up in connection with phosphate.

THE use of diamonds upon a large scale in drilling rocks, and the substitution to a certain degree of rotary diamond drills for the ordinary steel percussion drills, marks a new era in the art of mining. Since the invention by Leschot of the diamond drill, it has steadily advanced in its utility and range of application, and in the appreciation of miners and engineers. It must be claimed as one of the many gifts of science to the arts ; and it is, in particular, one of the fruits of the scientific education given at the Ecole Centrale, at Paris. Members are all, doubtless, more or less familiar with the construction of the drill and of the machinery by which it is applied in boring. It is, therefore, my present purpose only to direct your attention to some recent marked improvements, made by the American Diamond Drill Company, by which the economy and efficiency of the machines have been increased. Form of Bit. The annular or ring form of the drill-head or bit was, I believe, the earliest; and it is still in use, without essential modification, wherever it is desired to obtain a sample "core" or specimen of the rock traversed. But for mere drilling, regardless of the preservation of a test-core, a solid-head bit is preferred, except for very large holes. Until recently, these solid-head bits were made with a pointed cutting face shaped like an obtuse cone. This form was assumed to be the best, being most in accordance with the experience obtained with percussion drills. It is found, however, that the exact reverse

HISTORICAL ORIGIN OF THE EXPORT CREDIT AGENCIES Almost since the inception of international commerce sellers, having manufactured and/or sold and shipped goods to an overseas buyer, have been obliged to accept the risk that they will not be paid for one reason or another. There are many reasons why payment may not be forthcoming, for example, the goods may be lost at sea, or rejected by the buyer or the buyer nay simply not be creditworthy. These risks were brought into sharp relief as international trading became more sophisticated and the practice of giving credit to buyers gathered momentum. Inevitably enterprises sprang up which offered same mitigation of this exposure, accepting houses and later confirming houses and banks were prepared to assure acceptable credit risks an behalf of the seller, usually by discounting trade paper, and for many years the market ticked over reasonably satisfactorily. However, after the 1914-18 War international trade was at an extremely low ebb and its inherent risks were accentuated to a point where they were often commercially unacceptable. Yet a healthy and vigorous international market was indispensable to recovery of the world economy and a number of governments, led by the United Kingdom, perceived a need to offer their exporters a comprehensive form of insurance, particularly to facilitate the extension of credit to foreign buyers. In the United Kingdom the Export Credits Guarantee Department (ECGD) was set up to encourage trade through the provision of export credit insurance. Over the ensuing years others followed suit and now most of the developed trading nations and many developing nations have similar agencies. PRESENT DAY IDLE OF THE EXPORT CREDIT AGENCIES (ECAS ) Traditionally then the BA&apos;s role was to encourage trade through the provision to exporters of insurance against the risks of non-payment by overseas buyers of their goods and services. However, during the 1970&apos;s the manufacturing industries of most of the developed nations found themselves facing severe competition for business, particularly in the developing world. As a result the more aggressive ECA&apos;s began to introduce ancillary forms of cover designed to reduce exporters&apos; risks outside of the credit field. For instance, most of the European agencies now have a form of cover against foreign exchange risks here contracts are denominated in currencies other than that of the exporter&apos;s country. Most of the agencies also provide cover to exporters against the risk of unfair calling of bid, advance payment, performance bonds etc and in certain countries, where high inflation rates were endemic, a form of cover against cost escalation. In certain circumstances it is also possible for an exporter to obtain cover against losses arising as a result of the involvency of a partner in a consortium or joint venture. These are all forms of insurance but, also during the 1970&apos;s, many of the national export credit programmes took a major step away from their original raison d&apos;etre by facilitating the provision of preferential financing terns for the acquisition of capital equipment by an overseas buyer. This new line of business quickly became an important ingredient of major export financing packages and, as we shall see later, turned out to be extremely costly for the countries providing it.
