NO matter what position we hold, workman, foreman, superintendent, manager, president, or what not, let us fail to give or to make good products, then see how quickly we'll be called to account for- our work by the buying public. The waves of progress taught us that millions were wasted in unnecessary strikes-we also learned that many losses were due to neglect on the part of manufacturers to give the same consideration and attention to the human element of their factory as they gave to their machinery. The employees learned also that the employer was their agent who found purchasers for the product of their labor. So between the two we learned that many years of labor were needed in order for a worker to recover his wasted savings, or for the manu¬facturer to replenish his loss. Treat 'em rough, and tell 'em nothing, was not very far from the true relationship between management and employees in manufacturing plants in the early days. Today just exactly the opposite views are held by executives whose function is the handling of employees. Men today want to know what it is all about. They are intelligent enough to comprehend the facts, and to use them constructively, and it is good business to give them the information.

Although a large number of X-ray photograms of cold-rolled steel have been published, two circumstances have led to the experimental work reported in this paper. The first is that no complete study, making use of the pole-figure method of Weverl, has been made of cold-rolled low-carbon steel. Wever has published pole figures of mild steel subjected to plane parallel deformation1, 2 and undoubtedly he has applied the method to cold-rolled mild steel, but the authors have not found these data published. Kurdjumow and Sachs3 have applied the method to the study of rolling and recrystallization textures in electrolytic iron; their results will be referred to later. The reason for this dearth of papers using the pole-figure method is obvious; a greater number of photograms and more analytical work (although this work is quite simple and straightforward) are required to construct a pole figure than most investigators have felt worth while, despite the fact that no other method of which the authors are aware will satisfactorily depict the orientations of the crystallites in a polycrystalline aggregate. The second circumstance that led to the work reported in this paper was the appearance of a paper by Wayne A. Sisson4 on the same subject. In his valuable study of the factors influencing the development of preferred orientations in cold-rolled mild steel, Sisson made one observation that required confirmation; that is, that at some stage of the rolling process the type of preferred orientation changed from the type that gives a photogram characterized as a "six-point" X-ray pattern to that known as a "four-point" pattern. A similar observation had been made by Tam-mann and Heinzel5, who studied the orientations developed in the rolling of steel by the specular reflection of light from the etched surface of rolled samples. These workers also found that the type of preferred orientation changed during the rolling process. The authors had some difficulty in seeing how this behavior could be consistent with modern views on the genesis of preferred orientations, particularly with those of Wever2

ENGINEERS have long pondered the answer to the question of "How am I doing?" and in large measure the answer from the economics angle is provided by the 1946 survey of the engineering profession now being published by the Engineers Joint Council as an eighty-page bulletin entitled "The Engineering Profession in Transition." The survey, based upon a completely precoded mail questionnaire, aimed at three major objectives: (1) to determine the general impact of World War II upon the profession in the period 1939 through 1946; (2) to obtain re- R liable data from which valid findings could be derived to predict how active the profession would be after 1946; and (3) to determine if the war's upheaval had changed materially the pattern of professional activities, education, background, and earnings from those which existed prior to 1939. Abundant data on the economic status of the engineer based upon years of experience in his particular field, the specific branch of the industry in which he served, and his educational background are presented. The purpose of this paper is to review and discuss some of the less evident and sometimes neglected opportunities for progressive developments in coal research. While a great deal of both promotional and technical information flows from some areas of coal research, output deficiencies in other areas of activity have reached a magnitude where important developments have been, and will increasingly be, unfavorably affected. These areas mainly involve coal mining and preparation. Some recommendations for the intensification of effort in these areas follow: Coal Mining While a huge tonnage of in-the-ground coal is assured, the location and distribution of these tonnages are becoming less favorable. The easy-to-mine coal which is located in or near population centers has been, or is being, mined. The vigor with which the less accessible reserves are recovered by the mining industry depends largely on the condition of the coal market at the time of mining. Hence, during a buyer's market, the commercially oriented mining industry is compelled to mine the easier and less costly reserves. Conversely, during a seller's market, the need to rapidly expand production results in more difficult mining and higher cost coal as few obstacles are encountered in finding markets. Hence, a seller's market tends to enhance the recovery of reserves while a buyer's market does not. One reason for today's fuel supply problems is that the Nation has recently emerged from a long-term coal buyer's market which lasted from about 1950 to 1968. During that period, national policy caused severe production cutbacks which regretably drove the industry to mining only the more accessible and better quality reserves. Often in order to remain in business, many hundreds of millions of tons of more difficult to mine reserves were abandoned and lost behind caved areas. Many of these reserves are close to population areas and would not have been lost in a more stable economic climate. It is difficult to fully account for all the impacts that were caused by the great buyer's market of the 1950s and 1960s. Besides the obvious loss of reserves that were once considered national wealth, the mining of better reserves tended to produce a generation of technically optimistic mining people. Mining people frequently became accustomed to looking at nothing less than outstanding mining conditions as a result of the declining market. Many are now and have long since received a re-education in the other half of mining. Going from many years of mining accessible, select and easy-to-win reserves, to the crash-driving of development entries in reserves that were considered unworthy of mining during 50s and 60s, frequently results in a much higher rate of encounter with in-seam and out-of-seam rock as well as with coal-deficient areas or "washouts." Intensive entry driving activity and compulsory non-selective mining in sometimes lean reserves were brought on by the need to rapidly open up new supplies of coal. Working under these requirements presents a continuing reminder that much more needs to be known about the relatively esoteric art of planning the best direction for driving entries in order to insure that a more consistent and greater supply of coal is available during early mine development. All of the preceding discussion tends to point to a need for a better estimate of those reserves of coal that are likely to be mined in the future. Such estimates should not be limited to the compilation of the amount of coal in the ground; but, where possible, should also include information concerning the capability for producing this coal. After all, a coal seam of ample thickness may have a degree of thickness variability, undulation, bad roof or floor, so as to make what would otherwise appear to be an attractive mining condition untenable. Underlying the problem involving the feasibility of producing known reserves is the need to develop better methods for the characterization of coal seams and associated lithotypes, based on drill core data, once at area is selected for mining. Reserves and their characterization involve aspects of exploration technology that are frequently considered mature. The resulting technological deficiencies may be the main reason why coal exploration frequently does not end with core drilling of a property, as it should, but extends into the mining operation during the driving of development entries. When exploration is extended to the driving of development entries, the near absence of integrated decision-making theory involving mining, geology, mathematics, and economics becomes, once again, all too painfully apparent and frequently results in very costly rationalizations. Hence, by the formal initiation of a concentrated program to combine the cyclical effects of economics with geology and mining, more relevant estimates of reserve distribution, tonnages, and production capability should be forthcoming. Moreover, a similar formal effort is needed to develop a combination of the most advanced concepts of mathematics, geology, and mining to better "see" coal seams as a means to favorably implement many long-range decisions involving mine safety and productivity. Much more applied research needs to be done on coal mining systems for mining in thin seams and/or under bad roof. Current difficulties in both of these areas at recently opened coal mines should provide a sobering glimpse into the future. Full-scale applied research, sponsored by appropriate federal agencies, is urgently needed on a scheme involving a new combination of established mining and preparation elements. The scheme may include: (1) a continuous mining machine remotely operated by a miner stationed at some distance behind the machine using a cord attached control box; (2) hydraulic transport of coal through pipes from the mining machine to a coarse refuse removal grid, crusher, and then on to portable concentrating equipment; (3) the hydraulic transport of clean coal out of the mine in pipes to the surface for thermal dewatering, if neces-

Discussion of the paper of H. R. Barnhurst, presented at the New York Meeting, October, 1913, and printed in Bulletin No. 82, October, 1913, pp. 2523 to 2532. H. R. BARNHURST :-I would say that in that experimental furnace we were trying to adopt the proper form for burning low-volatile coal. I was enabled on one occasion to burn coke having 15 per cent. ash. Tailings, or washings from the preparation of coal for by-product coke ovens, which came to me 52 per cent. ash, were burned without any trouble. So that ash really might be regarded as not burning, but simply diluting the fuel that was there, without doing any particular harm except that we had to put in more of the material to get the same quantity of heat. With anthracite, I burned coal right along with from 24 to 27 per cent. ash, but it took a furnace of peculiar form in which the products of combustion had to be diverted to the point of entrance of the fuel. With an ordinary furnace the fuel is deflagrated by its surroundings as soon as it enters the furnace. In a cement furnace this action is secured by the hot clinker passing clown, and the walls of the kiln are heated upon contact with it, revolving as they do', so that deflagration occurs very quickly in a cement kiln. Deflagration would occur very quickly in an open-hearth furnace also. There is no trouble in burning anthracite coal under those conditions for three or four days successively. It should be very well dried and thoroughly pulverized. Aside from that, there is no trouble. WILLIAM A. Mr. Tays (communication to the Secretary): Mr. Wynne's criticism of my paper* brings forward a few points which are really important, and might properly have been considered in the original paper. By calling attention to them he has rendered me a service. It is quite true, as Mr. Wynne says, that, in the tests reported by me, the Bryan mill was always working at a relative disadvantage, and my comparison of the work of this mill with that of the stamp-battery should be interpreted, therefore, so much the more favorably to the mill. Of course, wire screens can be used to advantage on the Bryan mill, if they are not of smaller size than 30-mesh; but

The current ejyiciency of aluminum cells was derived from the metal produced over a period of time and the theoretical faradaic yield. The difference in the actual amount of aluminum in the cathode at the beginning and end of the period must be determined. The weight of aluminum in the cathode was calculated from the dilution of an added quantity of impurity metal. Use of multiple indicator metals, copper, manganese, and titanium, demonstrated that the weight of aluminum in cells can be determined to within 1 pct with routine but careful chemical analyses. Over intervals of the order of 30 days, current efficiencies reliable to within 1 pct can be obtained. INVESTIGATIONS beginning with those of Pearson and waddington ,' through the most recent published work of Georgievskii,9-11 illustrate the direct relationship between the composition of the anode gas and the applicability of analysis of anode gases to the control of alumina reduction cells. McMinn12 noted the lack of an independent method for measuring cell production efficiency over the short term. There is no doubt that changes in the current efficiency are immediately reflected in the composition of anode gases. However, the accuracy of faradaic yields calculated from gas analyses depends upon the degree of interaction between primary anode gas and Carbon.6 A conventional industrial practice of obtaining long-term current efficiency for production units from mass balances and quantity of electricity is generally insensitive to the impact of planned control of any one or more of the influential reduction cell parameters such as temperature, alumina concentration, and mean interelectrode distance. Consequently, there is a real need in the aluminum industry for a procedure to obtain the absolute cell current efficiency over a short term—10 to 30 days—both for the calibration of values obtained from gas analysis6 and for evaluating the effect of controlling specific parameters in the reduction process. The amount of aluminum produced may be determined by considering the cathode pool as a reduction of an impurity metal in aluminum. Analyses over a period will show a decreasing concentration of the impurity due to the accumulation of aluminum solvent. The increase in aluminum inferred from analyses is the amount produced by the cell during the period. Combining weights of the cell aluminum in the cathode at the beginning and end of a specific period, weights of aluminum tapped and the quantity of electricity passed during the interval will yield the current efficiency. Smart,I3 Lange;4 Rempel,15 Beletskii and Mashovets,16 and winkhaus17 have used dilution techniques to determine aluminum inventory in alumina reduction cells. A technique for determining the weight of aluminum in production cells by addition of small amounts of copper to the aluminum cathode was described by smart.13 The precision in values of the aluminum reservoir through dilution of copper in the cathode ranged from about 1 to 3 pct depending upon the quantity of copper added in the range 0.2 to 0.01 wt pct, respectively. Because the method appears so direct and apparently simple, one would not anticipate difficulties in application to industrial cells. The objective of this study was to resolve this problem associated with the trace metal dilution technique for determining the amount of aluminum in a cell. The approach in evaluating trace metal dilution as a basic factor in determining the weight of aluminum in the cell reservoir, and the absolute current efficiency of the Hall-Heroult cell, was to dilute more than one trace metal in the aluminum cathode so that we could discriminate among complications arising from physical mixing, the possibility of separation of intermetallic compounds, loss of the added elements, and chemical detection. EXPERIMENTAL METHODS These experiments are not complex but require standardized procedures. The technique involves addition of the trace metals to the cathode, knowing when these metals are homogeneously distributed in the liquid cathode, timing of the sampling, employing accurate and precise analytical methods, using reliable procedures for monitoring the amount of electricity passed through the cell, and accurate weighing of aluminum removed from the cell during the particular period. More accurate results might be obtained if the increment in concentration of the added indicator metals were of the order of 0.1 to 0.2 wt pct. The method must be applicable to production units and, hence, the contamination of the aluminum minimized. For this reason, the concentration of trace metals in the cathode was kept below 0.07 wt pct and generally at 0.04 wt pct level. Trace quantities of copper, manganese, titanium, and silicon are already present in virgin aluminum and are suitable as additives from electrochemical and analytical points of view. Concentration of silicon is quite dependent upon the characteristics of the raw materials and was not used extensively in this work. Chemical Analyses. All instrumental analyses require calibration against an absolute technique such as a gravimetric, volumetric, or spectrophotometric method which represents the ultimate in sensitivity, precision, and accuracy. The first successful use of the wire saw in slate quarrying in the United States was late in 1926, at the quarry of the Colonial Slate Co. near Wind Gap, Pa. This installation was sponsored and supervised by the United States Bureau of Mines in collaboration with the National Slate Association.' The success of this trial resulted in other installations of wire saws, so that 27 were in operation at Pennsylvania slate quarries2 by October, 1928. Marble Quarrying with a Wire Saw Until recently, little or no attempt has been made to use the wire saw in the quarrying of other stone, but it is believed that its successful use in slate will be followed by attempts to take advantage of its possibilities in other quarrying operations. An example of such a trial is the recent installation of a wire saw at the marble quarry of the Saint Clair Marble Co. near Guion, in the Ozark region of northern Arkansas. This quarry is in a comparatively new district and the decision to open and develop it had to be made in the face of many unknown factors. For this reason, it was essential that the development costs be held at a minimum, and as a wire saw could be installed more cheaply than standard channeling equipment, it was decided to try it out. One factor Largely controlling the decision was that the location was peculiarly adapted to this method. The point of development selected was on the rather abrupt end of a ridge formed on the south by an almost perpendicular bluff along the White River and on the north by a rather steep slope with little or no overburden. By taking advantage of this topography it was possible to place the supporting standards for the sheaves at both the outer and driving end without the necessity of drilling or excavating openings to receive them, and to locate the motive power in line with these standards, which made it unnecessary to deflect the sheaves.

DETERMINATION OF SILICA OXIDE iron ores usually are found in intimate association with silica and phosphorus compounds. Their quantitative separation and purification sometimes present difficult problems to the chemist. Silicic acids may represent various degrees of dehydration. They are exeedingly weak, but combine with metallic oxides and form some of the most stable oxides in nature, the silicates. When iron ores are treated with hydrochloric acid, they yield practically all their iron. However, apart from rare exceptions, varying amounts of insoluble residues of silica, alumina, lime, magnesia and compounds of phosphorus, sulphur, titanium, chromium and others will be left. If the oxides of silicon, aluminum and titanium are present in small quantities, the insoluble residue is generally very small, but the presence of these oxides is more usual in larger quantities. Therefore, only a special treatment can break the bond between these elements. Ore Residues Acids remove the soluble constituent of the ore, leaving the insoluble residue, which chemically is rock or gangue and must be treated accordingly. Alkali carbonates are used frequently to break up the residue, but other fluxes have also been recommended, such as a number of lead and boron salts. The introduction 0f these salts, which offers certain advantages, requires, however, their removal before the other constituents can be analyzed, and this elimination is sometimes difficult. Usually in quantitative analysis silicates are dissociated by fusing them in a platinum crucible with sodium carbonate, thereby forming sodium silicate, Na2SiO3, sodium aluminate, Na2Al204, sodium titanate, Na2TiO3, and carbonates of other elements. All the carbonates are soluble in hydrochloric acid, but also some silicic acid is formed that must be rendered insoluble. To this end the solution is evaporated several times, as the first evaporation still leaves as much as 5 per cent of the silica soluble. Even after a number of evaporations, minute quantities of silica may be found with the iron and alumina present. Perchloric Acid as an Agent for Dehydrating Silicic Acid Perchloric acid, HC104, (60 per cent), has been used for years as a solvent, but few chemists have used it to dehydrate silica. It is derived from anhydrous perchloric C1207, which is most unstable and dangerous. Perchloric acid is a strong oxidizing agent, which boils at 203°C. It is more effective in rendering silica insoluble than any other known agent, and most rapid in action. Mine-drainage and the ever-increasing demand for water on the plains have within the past few years necessitated the driving of a great number of adits and tunnels, including many of considerable size and great length. In most instances, existing conditions have called for extreme rapidity of execution; and this necessity, coupled with the high altitudes at which most of the work has been carried on, excessive freight-rates, and difficulty of access, has involved many complex and interesting problems. One of the most rapidly executed undertakings of this class is the Laramie tunnel, recently completed for the Laramie-Poudre Reservoirs & Irrigation Co. This tunnel is driven through Green ridge, a spur of the Continental Divide, which separates the Laramie river from the Cache-la-Poudre in Laramie county, Colo. Green ridge is extremely persistent, and further northward in Wyoming is known as Sherman hill, the highest point on the Union Pacific railway. At the point where the tunnel is driven, two opposing bends bring these streams within 2.5 miles of each other, with a difference in elevation of 500 ft. The rock exposed on the banks of the two rivers does not differ materially in hardness; and, without a geological study of the conditions involved, it would appear that the difference in the depth of erosion of the two streams is due principally to the greater volume of water at this point in the Cache-la-Poudre, which has a drainage-area above the tunnel-portal of 110 sq. miles, as against 30 sq. miles of natural drainage for the Laramie. To increase the water-supply at the tunnel, however, this latter amount has been augmented by two side collection-canals, which bring the available drainage-area up to 84 square miles. This discussion will be limited to malleable, commercially pure nickel and some high-nickel alloys, containing more than 50 per cent of nickel, which are produced by The International Nickel Company, Inc. at its Huntington works, West Virginia, from electrolytic nickel or from a nickel-copper sulphide matte. The principal sources of nickel are sulphides of nickel, copper and iron, which are found in the large deposit of pyrrhotite-pentlandite-chalcopyrite ores in the Sudbury area of Ontario, Canada. Pentlandite, a complex nickel-iron sulphide, is the nickel carrier. These ores are concentrated, roasted, and smelted to remove considerable iron and sulphur and to produce a nickel-copper sulphide matte. Separation of the component sulphides of this matte, followed by electrolytic refining, results in the production of electrolytic nickel and electrolytic copper; direct refining of a selected portion of the matte gives the nickel-copper alloy, Monel. FUNDAMENTAL OPERATIONS Melting of the metallic materials is done in natural gas-fired, acid furnaces of the open-hearth, or reverberatory, type, having capacities of 6 to 20 tons; in three-phase, basic, electric-arc furnaces, having capacities of 7 to 20 tons; and in basic, high-frequency induction furnaces having capacities of ½ to 3 tons. Malleable, commercially pure nickel is melted in the acid open-hearth furnace. The charge is sulphur-free, electrolytic nickel, containing 99.9 per cent nickel* and clean mill scrap. Monel, containing approximately two thirds nickel and one third copper, is produced by roasting the nickel-copper sulphide matte to an oxide, smelting the oxide with charcoal in a 20-ton, acid open-hearth furnace, adding clean mill scrap, duplexing to a 20-ton, basic, electric-arc furnace, and refining in this furnace with a lime-fluorspar, carbide slag. Inconel, containing nickel, 80 per cent; chromium, 14 and iron, 6, is melted in the 7-ton electric-arc furnace or the 3-ton induction furnace. The charge is electrolytic nickel, ferrochromium and clean mill scrap. These are the fundamental operations. High-nickel alloys are produced from one of these three materials by additions of suitable amounts of manganese, aluminum, silicon or copper. For example, the age-hardenable alloy, K Monel, is produced from Monel by the addition of approximately 3 per cent of aluminum, and D nickel is produced from nickel by the addition of approximately 4.5 per cent of metallic manganese. For conversion to rods, bars, sheet, strip, tubing and wire forms, by hot-working and cold-working operations, the molten materials are teemed into ingots ranging in size from 14 by 14 by 60 in., 3300 lb., to 36 by 36 by 48 in., 18,000 lb. All ingots are overhauled mechanically before hot working.

THE Sparrows Point plant of Bethlehem Steel Co., southeast of Baltimore, is the largest Bethlehem plant, with an annual rated capacity of 6.2 million ingot tons. There is considerable diversity of product, but a high percentage is sheet, tin plate, galvanized sheets, and rod and wire. The large amount of light-weight end product requires a number of pickling installations that necessarily consume large quantities of sulfuric acid. In the coking operations sulfuric acid is also consumed in recovery of ammonia as ammonium sulfate and in treatment of recovered light oil derivatives. Total sulfuric acid consumption in the plant is currently approaching 10,000 tons per month, of which 55 to 60 pct is required for pickling. In 1951 the acute sulfur shortage caused grave concern as to future sulfuric acid supply for the Sparrows Point plant. Raw materials for acid making were already at hand in the form of hydrogen sulfide and pyrites sufficient to produce nearly half the sulfuric acid required at that time. It was also known that the Bethlehem mining activities would produce additional pyrites in the future. Late in 1951 Bethlehem management decided to build a 250-ton sulfuric acid plant at Sparrows Point to utilize these raw materials. The plant was built and put in operation in May 1953. The steel plant has expanded considerably since 1951, and it is now necessary to operate the acid plant far over rated capacity in order to supply plant demand. Production of acid in 1954 amounted to 93,000 tons. Raw Materials for Acid Making: Coking operations at Sparrows Point produce a residual fuel gas in large quantity which has a net heating value of 525 to 545 Btu. Prior to 1950, plant surplus coke oven gas was sold to the local utility company. In

AT the last meeting of the Institute, a discussion arose upon the question, Is there pressure in coke ovens?" and many of the members seemed to think that the superiority of the Belgian furnace might be due to the fact that it is a completely closed chamber, in which the gases given off by the coal are, or may be, at more than the atmospheric reassure. It seems to me that this position is untenable, 'and that an examination of one of these ovens in operation will show, not only that there is no excess of pressure in the coke chamber, but that the contrary is true, and a partial vacuum exists. The Belgian or Francoise oven consists of a rectangular chamber closed at the ends by sliding doors, and furnished with flues in the side walls and floor. The new charge is introduced at a time when the furnace is so hot as to cause immediate and copious discharge of the volatile constituents of the coal. The gases pass downwards through the side flues giving out their heat to the walls and thus to the coal. Underneath the floor air is introduced and the gases burn, producing intense heat. Heat is also reflected from the arched roof upon the coal which is therefore heated from all sides. The especial advantage which this construction was designed to secure is that no air is admitted to the coke-chamber. All the heat is produced by the combustion of the unsociable gases, and the yield ought to be a maximum. I t is so in fact, allowing for the imperfections inseparable from furnace construction and management. Sometimes the yield is in excess of the percentage indicated by assay, showing that

-4s a result of world economic conditions brought about by the European war and the consequent loss of European markets for Venezuelan crude, production in Venezuela decreased from 205,433,000 bbl. in 1939 to 186,134,000 bbl. in 1940, or 9.4 per cent. This decline interrupted a steady annual increase in production from the country, which had been continuous since 1932. The Maracaibo Lake Basin in western Venezuela accounted for 135,738,000 bbl. during 1940, or 73 per cent of the total, as against eastern Venezuela's production of 50,396,000 bbl., or 27 per cent of the total for the country. Corresponding figures for 1939 were 167,688,000 bbl., or 82 per cent of the total from the Lake Basin, and 37,744,000 bbl., or 18 per cent from the east. These comparisons indicate the increasing importance of the newer developments in eastern Venezuela, but it is unlikely that production from the east will ever exceed that from the west. In all, 429 new wells were completed in Venezuela during 1940 as compared to 438 in 1939. Of the 1940 completions, 411 were in proved areas and 18 were wildcats; 389 (95 per cent) of the exploitation wells drilled were producers, I was a gas well and 21 were dry holes, while 6 (33 per cent) of the wildcats drilled were producers and 12 (67 per cent) were dry; 263 of the exploitation wells and 4 of the wildcats were in the Maracaibo Lake Basin and 148 exploitation wells and 14 wildcats were in the east, mostly in the State of Anzoategui. Exploration of the light-oil areas in the Tia Juana and Lagunillas fields was con- tinued during the year with favorable results. Along the lake shore, drilling was confined principally to fill-in wells in the La Kosa, Tia Juana, Laguni!las and Bachaquero fields, although some important semi-exploratory drilling was done in the Pueblo Viejo area between Lagunillas and Bachaquero fields. The only other developments of particular interest in the west were the successful completion of a step-out well lying to the south of the former southern limit of Mene Grande field, which adds considerable proved acreage to that field; and the failure of two wildcats that were drilled near the Colombian border to determine whether the productive sands of the Petrolea field in the Barco Concession, Colombia, extend into Venezuelan territory. In the east no new fields were discovered during the year, although five wildcats were completed as producers. Three of these, Guario No. I, Jusepin-56 and LM-I (Leona), discovered important extensions to previously proved areas and the remaining two, Cantos-I and SPN-I (Socororo), were subsequently proved to have tapped productive sands of small extent and operations in these areas have been suspended. The greatest activity in the east was concentrated in the Oficina field, where 105 new wells were completed during the year and production was increased from 22,540 bbl. per day during January 1940 to 57,627 bbl. per day during December 1940. Important development work was also done in the Jusepin. San Joaquin and El Koble fields.

When a new material becomes available to industry, it is useful to describe its properties as a guide to its most effective application; and when the new material may be produced in compositions having a series of graded properties, tests to select the combination of properties best adapted for various uses are helpful. The class of materials to be considered in this paper are hard tool materials produced by processes of powder metallurgy from hard carbide constituents and various matrices of iron, nickel or cobalt, or alloys of them with tungsten, or tungsten and carbon. The customary use of carbide hard alloys is for metal-cutting tools; although wire-drawing dies, lathe centers, follow rests, grinding rests, burnishers, rolls, extrusion dies, measuring gauges and micrometers, and a number of other tools are also made with these hard alloys as the essential wear-resisting parts. The properties and tests to be considered are those affecting these uses. In the development of tool materials since the industrial revolution we have had carbon tool steels, Mushet steel, high-speed steels, stellites, and now cemented carbide compositions. For an understanding of the latter category of materials their properties and uses relative to the older and more familiar tool materials will be considered. Hardness has been the property of greatest practical interest in tool materials. The word "hardness" is a generalized term lacking definite-ness unless the specific test used is described. However, efforts to explain physical properties as a consequence of chemical bond, and distance between atoms in chemical compounds have been illuminating. This seems the most generalized attack on the problem, and is based upon the idea that atoms in a lattice are held together as the square of the valence and inversely as the square of the distance between the atoms. RAPID colorimetric estimation of the amount of transparent minerals has been applied success- fully to instream mill products at the cryolite flotation plant of the Pennsylvania Salt Mfg. Co., Natrona, Pa. Apparatus used was a Bausch & Lomb monochromatic colorimeter. The optical assembly of the colorimeter, shown in Fig. 1, passes light from a 6-v, 32-cp, prefocus incandescent lamp through two condensing lenses, a heat-absorbing filter, an aperture-control diaphragm, an interference filter, and a sample container. The light finally strikes a barrier-layer photocell and the output current of the photocell is measured by a galvanometer. The engraved index line of the collective lens, located between the lamp and the galvanometer, is imaged upon the transmission scale of the colorimeter by the galvanometer mirror. Reflected light from the galvanometer mirror, the position of which is determined by the output current of the photocell, enables reading of percent transmission throughout the mineral sample being tested. A LUCID, thorough and powerful review of the impact of your tax laws on mining operations has already been presented by Granville S. Borden*. He has brought into focus and relief the pressure-points at which the shoe pinches most, has suggested some remedial measures, and enunciated much sound doctrine about the interrelationship and interplay of taxation policy and mining activity. Under the heading "What Every Lawmaker Should Know", he laid down the fundamental proposition that "the magnitude of our mineral resources varies inversely with the magnitude of the taxes levied upon them." With this, as with his other major premises, all mining men must be in hearty concurrence. There can be no doubt that a flourishing and expansive future for the mining industry in this country, in Canada, or anywhere else will depend on the thoroughness with .which these fundamental propositions are grasped by legislators, by national policy-makers and by public opinion at large.
