BRINSMADE, Puebla, Puebla., Mexico (communication to the Secretary *) :-Though I heartily approve of several minor points emphasized by Dr. Raymond (such as the general desirability of local administration, rather than Federal, and the evils inseparable from the Federal Apex Law), I feel obliged to dissent from his four final propositions. As Dr. G. 0. Smith has already discussed these propositions from the standpoint of the experience of other countries, I shall base my criticism upon certain general economic principles, which will be grouped under the following five topics: 1. The dual theory of property. 2. The essential factors in fixing prices. 3. The relation of land ownership to the distribution of wealth. 4. The relation of land ownership to speculation and development. 5. The relation of land ownership to the political power. I shall give here only a brief outline of these topics, as they are fully treated in the standard treatises on political economy.1

Except in the case of a few metals—silicon, bismuth, cadmium, lead, zinc, and tin—an aluminum-rich compound is formed in each binary system, which forms a eutectic with the aluminum or its solid solution with this compound: Thus such compounds as FeAla, CuA12, Mg4Al3, and NiAls are formed, which are found in aluminum-rich alloys of their respective series as eutectics with the aluminum solid solution. These compounds are, in all cases, hard and brittle and their presence affects profoundly the physical properties of the alloys in which they occur. Within the zinc-aluminum system a compound, Al2Zn,, is formed that decomposes at lower temperatures. Silicon and tin each form a simple eutectiferous series with aluminum; bismuth, lead, and cadmium are only partly miscible in the liquid state with it. The extent of the solubility in aluminum, in solid solution, of these compounds or of the elements themselves, in the case of those series in which compounds are not formed, is of the greatest importance in

IN 1922 Morey made a series of experiments in which he observed the cooling of a molten system containing H20, 9.1 per cent; K20, 17.3 per cent and Si02, 73.6 per cent. This system was confined in a bomb; it was fluid at 500° C. and exerted no vapor pressure. In cooling to 420° C. a large part of it crystallized and at that temperature much of the water had separated from the crystals and remained as steam, which built up a pressure of 4998 lb. per sq. in., a force sufficient to lift nearly one mile of granite.1 If granite, cooling at 600°, expels vapor in the process of crystalliza-tion it is reasonable to suppose that a considerably greater vapor pressure would result, and it is thought that the vapor expelled from crystallizing granitic batholiths probably has a pressure sufficient to lift two or three miles of granite. This vapor, collecting near the tops of cupolas of batholiths, is believed to exert sufficient pressure to fracture the hoods and roofs of batholiths above the cupolas. If that is true, one would expect to find that the fracture systems above cupolas are arranged in patterns that depend in part on the shapes of the cupolas. The mechanics of the situation seem to require that conical cupolas should have radial fracture patterns, that bluntly rounded cupolas should have fracture systems that are either irregular or rudely conjugated in plan, and that elongated stocks or cupolas should have fracture systems in which the fractures lie nearly parallel to the direction of the elongation of the cupolas.

OUTCROPS of gypsum rock near the present site of the city of Gland Rapids, Mich., were known to fur traders early in the nineteenth century. However, the deposits seemed without value and were not worked for some time. So far as cat1 be learned, Michigan gyp- sum was first used by a plasterer who settled in Grand Rapids in 1834 as a member of its fourteenth white family. In building a house for one of the early traders, be used some otnamental stucco mouldings manufactured from the local gypsum deposits for decorations in the gables and around some circular windows. The gypsum was broken out with a hammer, ground in an Indian corn mill, and burlled in a caulclron kettle,. After two attempts, the ornaments were successfully set, and remained on the house until it was destroyed by fire in 1850.

The development and use of short-lived radioactive tracer methods for the onstream determination of residence time distributions in large-scale ball mills is described. Tests are reported on a pilot-plant ball mill with 0.43 m diameter and 0.86 m length and on an industrial mill with 1.83 m diameter and 2.74 m length. Tests with different tracer feed sizes indicate that the residence time distributions on both mills are independent of charge particle size. Similar tests are planned for a large ball mill of 4.57 m diameter and 9.30 m length. No safety problems were encountered in these tests and none are anticipated in tests of the larger mill.

Microscopic observations during creep tests were made on AI-20 pet Zn, 80 pet Ni-20 pet Cr, and 25 and 3S aluminum specimens. All these materials failed in an inter-crystalline manner under certain stress and temperature conditions. Particular atten-tion was given to the initiation and propagation of intercrystalline cracks in coarsegrained AI-20 pct Zn specimens. The geometry of the grains and grain boundaries in these specimens was known before the tests. On the basis of the observations and a knowledge of the interaction between grains and grain boundaries, a mechanism of intercrystalline fracture and propagation of the fracture has been proposed. METAL, and alloy fracture occurs essentially in two ways: transcrystalline and intemrystalline. In the past most of the work done in this field was centered on the determination of stress criteria for fracture. The specimens used for these studies were tested under varying conditions of stress state, temperature, and strain rate. Unfortunately, very little attention was given to the initiation and propagation of the fracture, whereas the nature of fracture was examined closely only after failure. Several extensive reviews of these studies have been published by Orowan, Smith, Barrett, and Petch.1, 4 It is well known that a material which exhibits a ductile and transcrystalline fracture can be made to exhibit a brittle and intercrystalline fracture by modifying its composition and by heat treatment. This modification may or may not result in microscopically observable precipitation in the grain boundaries." In the creep of any one alloy the transition of transcrystalline to intercrystalline fracture is a function of stress, strain rate, and temperature." The tendency for intercrystalline fracture to occur increases as the strain rate decreases and the testing temperature increases. Extensive work on high purity aluminum (99.995 pet) under creep conditions showed the importance of the interaction between grains and grain boundaries, and the different responses of grain and grain boundaries to the variables: stress, strain rate, and temperature.7, 8 It was also shown that grain boundary deformation necessarily has to be accommodated in the grains by various deformation means as. for example, fold formation. The type of fracture resulting from the creep of high purity aluminum was invariably found to be transcrystalline. On the other hand, 2S and 3s aluminum were, under certain conditions, found to fracture in an intercrystalline manner." One reason given for this was that the grains could accommodate to a lesser extent the deformation of the grain boundaries.19 It was decided to examine this line of reasoning in greater detail and to investigate the particular interactions between grains and grain boundaries that result in the incidence and progression of inter-ct,ystalline fracture. It is also the purpose of this paper to show where and how intercrystalline cracks start and how they propagate to result in fracture. Several alloys—Al-20 pct Zn, 80 pet Ni-20 pet Cr, 2S and 3s aluminum-— were used for this study, but attention was paid mainly to the behavior of an A1-20 pet Zn alloy, since its general creep behavior has been established." From the results of this study a mechanism of intercrystalline fracture is proposed. Experimental Procedure The experimental procedure was similar to that used in previous work and has been detailed elsewhere.' Two parallel flat surfaces were milled from an originally round specimen, giving a gage portion which was 1x0.09X0.17 in. Some round specimens, 1/4 in. round by 1 in., were also tested. The A1-20 pet Zn specimens. which were annealed at 1030°F for 24 hr, showed two to four grains across the width of the test bar, and most of the grains occupied the whole thickness of the specimenu. Attempting to review the fundamental aspects of segregation in steel ingots of all types in a paper of reasonable length, we encounter two difficulties: (I) the fact that a large number of different physical and chemical effects are involved, and (2) rather incomplete and confusing evidence on certain aspects of detail and mechanism in the freezing process in which the segregation effect is involved. The best solution seemed to be to link together most of the underlying factors into a simplified theoretical picture that appears to the writer to explain most of the observed data, in the hope that this will serve as a reasonably good target for discussion and criticism. Segregation effects, especially in steel ingots or castings, are often divided into " microscopic" and "macroscopic," depending on whether the variations in concentration of solutes or dissolved elements in the iron occur as: (I) a periodic variation over the small distances between the nuclei and the surfaces of the primary grains, or (2) as a larger scale effect involving concentration gradients over distances of the order of several inches, more or less. The reason for this somewhat artificial division is, of course, that it is only the macroscopic scale effect that has much practical importance. About the only effect of practical importance that results from microscopic segregation is the banded structure often left in rolled sections, and even this is relatively harmless in most cases. However, the causes of microscopic segregation also untlerly the larger scale effect, so we must first consider matters such as the formation and growth of crystal nuclei, selective freezing and diffusion, and others that are fundamental to all sepregation effects. Undercooling and Nuclei Formation It is probable that although the degree of undercooling is small in iron, as in metals in general, a certain amount of it takes place, and also that the number of crystal nuclei increases very rapidly with increased undercooling below the liquidus temperature. In practical terms this means that the nuclei number illcreases very rapidly with increased cooling or freezing rate, thus being dependent on the rate of heat flow out from the zone of crystallization. Temperature Gradients and Heat Dissipation during Freezing Each pound of steel evolves about 100 B.t.u. when freezing. In addition to this, the temperature gradient in the solidified portion (required to dissipate the heat as freezing progresses into the axis) necessitates a loss of heat required to cool the solid metal below its freezing range, which is equivalent to an amount of not so much less in magnitude. In a 5-ton ingot, the total would include about one million B.t.u. for freezing alone and about 0.4 to 0.5 million B.t.u. for the gradient, up to the end of the freezing period. PROPERTIES of materials containing a hard con-stituent dispersed in a metallic matrix are dependent on the distribution of the hard phase.'-' The grain growth of titanium carbide in liquid nickel was studied in order to understand microstructural development in this and similar systems. Smith" has examined the influence of surface energy on the distribution of phases in alloys. The grain growth of tungsten carbide in cobalt has been the subject of many conflicting theories. Those prior to 1950 have been summarized by Goetzel.' Recently, Gurland and Norton3 and Gurland8 have indicated that growth occurs primarily by diffusion through the liquid phase in order to lower the inter-facial energy between the carbide and the liquid metal. In the development of the Ti-C-Ni ternary phase diagram, Stover and Wulff9 have shown that both eutectiferous dendritic titanium carbide, and primary titanium carbide which had developed crystals of cubic symmetry, were rounded by heating below the solidus, and that if primary carbide was already present the typical eutectic decomposition products were not formed. Experimental Procedure The infiltration technique was used to study the grain growth of titanium carbide in nickel. In contrast to sintering, infiltration more readily assures uniform dispersion of the two phases, and the problems associated with mixing by milling; i.e., mill contamination, breakdown of original carbide size in the operation, development of interfering surface films, etc., are avoided. In addition, the complicating effect of densification by shrinkage is eliminated. The titanium carbides used were commercial grades. In June, 1893, while I was with the Old Dominion Copper Co. at Globe, Ariz., I received an offer to take charge, as manager, of the Baltimore Electric? Refining Co. which had recently built a plant at Baltimore, Md., having a capacity of about 1200 tons of electrolytic copper per month, using the Hayden series system. This was a very large output, for in those days the plants were small and the art was in its infancy. At the beginning of 1893 there were 11 electrolytic refineries in the United States, most of them using the multiple system. The Hayden series system was used at Baltimore and Bridgeport and the Smith series system was in operation at the Electrolytic Copper Co. at Ansonia, COM., and at the Pennsylvania Salt Co. at Philadelphia. In the latter system the plates were placed in a horizontal position, but the operating difficulties were so numerous it was soon discarded. The total production of these 11 plants in 1892 was very small; I have not been able to discover reliable figures of production. There were about thirty electrolytic copper refineries in the world that year, according to Titus Ulke, and the entire production of these

3.1-1. Purpose. Development drilling is directed towards determining the grade, volume, and three-dimensional outline of a mineralized zone previously located by exploration. It is distinguished from exploration or reconnaissance drilling, which has as an objective the discovery of new mineralized areas. A development drilling and bulk sampling program should furnish the following information: 1. Geology of the mineralized zone. 2. Quantitative data on grade and tons of material within pertinent cutoff limits. 3. Physical size and shape of the deposit. Areas underlain by waste as well as ore. 4. Mineralogica1 and metallurgical characteristics of the ore. 5. I1hysical characteristics of the ore. 6. Hulk samples for metallurgical testing and grade check. 7. Data on other factors that could affect mining operations, such as ground water, ground conditions, etc. 3.1-2. Procedures. There are numerous methods and techniques that are used to acquire pertinent data on a potential ore deposit. The total cost and accuracy of a development program depends on significant evaluation of the geology, proper selection of a drilling method, thorough analysis of sample data, and accurate evaluation of all the information. Knowledge of the geology of the mineral deposit is important in planning the development testing program and in evaluating the data obtained from such a program. Exploration work usually provides some significant information on the general size, shape, thickness, grade, and geology of the deposit. In some cases no further data are needed; in many cases geological complexities suggested by the preliminary work require further geological study. Of considerable importance may be the following:

MEASUREMENTS of gravity with gravimeters have come into increased use in this country and abroad in the past five years. Probably 100 to 125 gravimeter parties are working in the United States alone. In oil exploration, gravimeter methods have relegated the gravity pendulum definitely to second place, if not third, and now closely rival and possibly surpass the torsion balance in many applications. Gravimeters have lately been applied in mining, although it is doubtful whether they will ever replace electrical or magnetic methods in this work. Notwithstanding the widespread application of gravimeters, there has been no article covering the entire field in the domestic or foreign literature. The purpose of this paper is to meet the demand for com-prehensive engineering information on the subject. The working principles of a number of gravimeters will be, illustrated and treated in relation to the action of corresponding seismometers and astatization methods. The mathematical discussion of theory has been confined to the most necessary fundamentals and been given in as ele-mentary form as possible. A description of calibration methods con-stitutes the last part of the paper. The symbols shown at the top of page 2 will be used in equations throughout the paper.

Lightweight concrete aggregates are materials weighing less than the usual aggregates of sand, gravel, and crushed rock. Concretes made with sand and gravel or crushed rock weigh 145 to 150 lb per cu ft, compared with 50 to 90 lb per cu ft for concretes made with lightweight aggregate. The ultra-lightweight concretes weigh much less than 50 lb per cu ft. Lightweight aggregates may be natural or manufactured materials, or byproducts from other commercial operations. Natural materials include pumice and pumicite, tuffs, breccia, scoria, diatomite, and vegetable products, such as peat, straw, and sawdust. Manufactured materials include expanded perlite, vermiculite, slag, clay, shale, and slate. Byproducts include cinders, aircooled slags, and coke breeze. Concretes made with lightweight aggregate were used first in construction of commercial buildings, later in homes. Present usage is general in multistory and other building construction, such as bridge decks, barges, jet-plane runways, piers and other structures. The industry has grown remarkably in the last decade. General Considerations The particular use to which the concrete may be put determines the importance of the various properties of the aggregates employed. Any given type of aggregate, however, should be reasonably uniform in composition and properties. It should be suitably graded and maintain proper weights, insulation values, and adequate strength to prevent breakdowns in mixing. It should bond properly with the cement, be inert to chemical reactions with cement and steel, and resist weathering, moisture, insects, and fungi. Some properties of any given type of lightweight aggregate from different suppliers may vary considerably because of differences in the source of raw material and the method of treatment. This statement applies particularly to expanded clays, shales and slates. All lightweight concretes have higher absorption of moisture and lower thermal conductivity, lower compressive strength, as well as lower unit weight as compared with standard concretes made with sand, gravel or crushed rock. Excepting cinders, the cost of lightweight aggregates is usually higher. Grading and unit weight requirements are given in ASTM standards: C 330-53T, Lightweight Aggregates for Structural Concrete; C 331-53T, Lightweight Aggregates for Concrete Masonry Units; C 332-54T, Lightweight Aggregates for Insulating Concrete. The production of masonry units shows the growth of the use and types of lightweight aggregates. In 1947 the total number of lightweight block was 460,000,000 units in 8 by 8 by 16-in. equivalents. By 1954 this had increased to 950,000,000 units. Of the 1954 production, 27 pct was of manufactured types, 43 pct of cinders, and 30 pct of remaining types. Raw Materials Used as Lightweight Aggregates It was stated above that a variety of products both natural and manufactured are used as lightweight aggregates. It is easy to understand that a bulky material of low unit value cannot be transported far and still remain a low cost product. Hence the product used in a particular market depends upon the availability of the possible raw materials. Thus it is

OLIVIA'S recent revolution, by hindsight, seems to have been inevitable. The misery of the majority of the people, coupled with the economic crisis engendered by the refusal of the United States to meet Bolivian demands for a higher tin price, gave the National Revolutionary Movement party all the excuse it needed for overthrowing the government. Most of the mines in Bolivia are owned by three families. Precisely what it will mean to the United States is still a moot question. Argentina, with a mixture of Marxism, Fascism, and few twists created by the Perons, is in a position to grab off much of the tin we need. Because of the contingencies of geographical location, language and a natural simpatico, Argentina may be able to continue its efforts to oust the United States from its South American markets. Point Four aid was supposed to be given to Bolivia, but only for agriculture. Even this was entirely too slow. Mining, Bolivia's other major source of income was forgotten by the Washington planners. Primary aim of the new power will be to diminish its dependence on the world tin market. At a time when the free world is fighting a battle for control of metal, it stands a chance of losing an important source of supply. With the accent placed on agriculture and other industries, mining in Bolivia is certain to suffer. Argentina will be in a position to get the available supply of tin, make a strong ally in the world order of things, and add to its power play against the United States in South America. Ten labor groups have formed the Bolivian Central Workers Union. The first item on their list for immediate action is the nationalization of the mining and railroad industries. They also came out for agrarian revolution and diversification of industry. President Victor Paz Estenssoro has promised to appoint a committee for the investigation of nationalization of the mines. At least, this is indicative of a feeling for the need for caution.

The laboratory batch and continuous flotation pilot plant tests demonstrated the technical feasibility of recovering high grade mica concentrates from weathered mica pegmatite ores of Alabama and Georgia. The research indicated that combinations of anionic and cationic collectors may be used effectively for flotation of fine size mica from weathered pegmatite ores. In continuous tests, concentrates containing 98.5% mica were obtained from the Georgia pegmatite ore; the Alabama pegmatite ore concentrates contained 98.4% mica. The recoveries were 91 and 89% respectively. INTRODUCTION The principal uses of fine ground mica are as a filler in wallboard joint cement, as a filler and surface coating for roofing, as an ingredient in paints, and in oil well drilling mud. The mineral has other uses in the manufacture of rubber, wallpaper, plastics, welding rods, electric insulation, house insulation, and textiles, and as an annealing agent in metal treatment. In recent years, more than 99% of the domestic mica produced has been scrap and flake mica (mica which does not meet specifications for sheet mica and is used for producing fine ground mica). There has been a continued increase in mica production for several years, the 1963 production of scrap and flake mica totaling 117,251 tons.1 Ground mica is obtained primarily by crushing and milling pegmatites and schists. To a lesser extent, mica is produced as a byproduct of kaolin washing and feldspar and spodumene flotation operations. The processes used in recovering mica by crushing and milling pegmatites are generally simple, consisting of various combinations of alternate roll crushers and trommel screens that separate the mica and gangue at screen sizes coarser than 6-mesh. As these processes are designed to recover only coarse mica, high losses in the plant rejects are common. Large tonnages of tailings from the crushing and screening plants have been accumulated in a number of areas. Methods for treating such products were developed by the Bureau of Mines in 1941,2 but have not been generally applied. More recently, mica flotation research has been completed and published by the Bureau of Mines.3 These methods required complete removal of 150- to 200-mesh materials from the flotation feed with consequent fine mica losses. Later, the Bureau of. Mines investigated methods for-recovering fine size mica from pegmatite ores after desliming sufficiently to remove clay materials, but not so drastically as to remove the fine sands. This report summarizes the results of these studies. The process developed was effective on pegmatite ores from two locations and should be applicable to the commercial treatment of other mica-bearing pegmatite ores and fine rejects that have been accumulated at various mica-milling operations. DESCRIPTION OF ORES The ores used in the investigation were obtained from the Dixie Mines, Inc., Heflin, Alabama, and the Ruberoid Corporation, Hartwell, Georgia. The sample from Alabama contained muscovite and quartz, with a high percentage of clay, and minor amounts of biotite, kaolin, limonite and tourmaline. The mica in the ore was essentially all minus 4-mesh in size and was free of attached mineral grains. The Georgia sample contained muscovite and quartz, with minor amounts of biotite, kaolin, and limonite. The mica in the ore, which was essentially all minus 4-mesh, was liberated. Petrographic analyses of the two samples are given in Table I. THE ANIONIC-CATIONIC MICA FLOTATION METHOD Previous investigators2,3 have reported that complete desliming of mica ores at 150- to 200-mesh was required prior to flotation with cationic collectors to obtain satisfactory selective separation of the mica from the other mineral components. The Tintic mining districts of central Utah com- prise one of the major silver-lead producing areas in the United States. Ore valued at nearly $450 million has been produced from these districts since the initial discoveries, in 1869, of veins cutting the Silver City monzonite stock. Subsequent production from the famous manto-type "ore runs", which characterize the Main Tintic district, was followed during the past 40 years by discovery of the blind orebodies of the East Tintic district, including the famous Tintic Standard mine and the most recent discovery, the Burgin mine, currently being brought to full production by Kennecott Copper. The occurrence of blind orebodies of exceptional size and grade in both the Main and East Tintic districts has made this area a field laboratory of major importance for the study of geochemical dispersion halos and alteration features associated with known ore, and has led to the discovery of additional concealed orebodies. The larger share of the basic data-gathering and interpretation has been done by members of the U.S. Geological Survey who have been studying the Tintic mining areas since before the turn of the century. These studies have been supplemented and expanded by the geological staffs of the local operating mining companies, by exploration geologists and by students.

The extent to which sizing by sieves should be carried, as a preliminary to the separation, by jigging, of minerals of different specific gravities, has been a matter of controversy for many years. The subject has been investigated by several authorities, yet the ground does not seem to have been completely covered, nor are the questions involved entirely settled. For my present purpose I shall refer to but three investigators—Rittinger, Munroe, and Hoppe. In seeking additional light, I have gone over part of the old ground which has been considered satisfactorily settled; and since these preliminary tests have thrown light on some points, they have been included in this paper. In the investigations here described, I have confined myself, for several reasons, wholly to small sizes—grains of 0.1 inch in diameter and less. Rittinger's work was mainly done upon larger sizes, and there is much need among millmen of information concerning the smaller sizes. Moreover, these sizes brought the investigation within the means at my disposal. The laws that have been claimed as the laws of jigging by the several authorities are: 1. The law of equal-settling particles. 2. The lam of interstitial currents. 3. The law of acceleration. 4. The law of suction. The first of these has been considered by investigators, generally, to be the most important of all, and the larger part of the work of jigging is thought to be governed by it. But that it does not cover the whole of jigging is clear to all; and to account for the increased efficiency which we may call the extra jigging-catch, the other three laws have been advanced. In the search for practical geological problems amenable to solution by the potential methods, the geophysicist is led to study mathematically various theoretical cases. In these idealistic discussions, the media under consideration are generally supposed to be homogeneous and iso-tropic. The geophysicist, of course, realizes perfectly that these conditions do not occur in their entirety in reality. However, the assumptions made are justified, because very often they are necessary in order to render possible an exhaustive study of a given problem, which otherwise would be too complicated, and would not lend itself to a complete mathematical analysis. Of the above two assumptions, that concerning the homogeneity of a given geological formation is satisfactorily realized except in so far as isotropy is concerned, since this property is not often encountered in practice. As a consequence, it is very desirable for the geophysicist to have quite an extensive knowledge of the properties of anisotropic formations, and of the laws that govern the propagation of electric current therein. With such principles in mind, he will be able to decide whether the conclusions arrived at in simple, isotropic conditions are still correct in more complex cases, or in what way they must be modified or adapted in order to constitute a sound basis for the interpretation of the results obtained in anisotropic media. On the other hand, the fact that in anisotropic formations the mobility of the ions is greater along the strike than perpendicular thereto can be utilized for determining the direction of the dip by induction measurements. We therefore propose to study in three successive chapters the following points: 1. Propagation of the electric current in anisotropic media. 2. Some consequences of the anisotropy of geological formations with reference to the surface electrical measurements, and their interpretation. 3. Determination of the direction of the dip of anisotropic formations by surface induction measurements.
