The yield and fracture behavior of recrystallized chromiztm have been studied in order to gain an understanding of the recrystallization embrittlement-rheotropic recovery phenomenon. The duc tile-brittle tensile transition temperature of recrystallized chromium was found to vary from 225 ° to -80°C as the ratio of specimen diameter/mean planar grain size decreased. The applicability of this observation to other bcc metals is briefly discussed. Brittle fracture in recrystallized chromium was found to be initiated predominately from intercrystalline rupture nuclei. Single crystals exhibit a high degree of ductility at 23 "C. The experimental data indicate that grain boundaries play a significant part in the yield and fracture behavim. Pres training significantly reduces the transition temperature, and high temperature aging does not result in re-embrittle-ment until complete recovery or re crystallization occurs. SEVERAL theories have been used to explain the recrystallization embrittlement-rheotropic recovery phenomenon in chromium. Wain, Henderson, and ohnstone' propose a Cottrell dislocation locking mechanism due to nitrogen, and Weaver and Gross and weaver 3 propose a strain-induced precipitation mechanism involving a chromium nitride precipitate. The researches of many investigators seem to leave little doubt that brittleness in chromium is promoted by interstitial impurities. Smith and seybolt4 have shown that the ductile-brittle transition temperature is lowered as the interstitial content is reduced. weaver3 provides evidence for a 150°C reduction in the tensile transition temperature as the nitrogen content is reduced from 20 to 5 ppm. Maykuth and affee' have suggested that the amount and orientation of grain boundary impurities may be responsible for the brittle nature of recrystallized chromium. This suggestion was based on their findings that wrought iodide chromium possessing a fiberous grain structure is ductile in tension at room temperature while a recrystallized grain structure is completely brittle. Previous investigations have not studied this phenomenon sufficiently to determine its cause. Perhaps this has been largely due to previous experimental findings that brittle fracture observed in chromium has been almost entirely transgranular.' In addition McNeil and imb,' who investigated coarse-grained as-cast chromium, describe the point of initiation of fracture as cleavage, close to the (100) plane, near or at grain bound-daries, or at included particles or voids. However, Hook, Adair, and ipsitt found that fracture in coarse-grained recrystallized chromium is initiated by intergranular rupture and then propagates nearly entirely by cleavage. This result, together with their finding that room temperature ductility in bending is observed for single crystals and coarse-grained polycrystalline specimens for which the number of grains through the specimen diameter is small, suggests that grain boundaries may play an important role in the brittle behavior of chromium. The recrystallization embrittlement problem can be resolved into two questions. These are, whether the controlling mechanism is predominately one of crack initiation or crack propagation, and whether brittle fracture is initiated predominately by slip or twin induced intergranular rupture or by cleavage. The following research was designed to study the role of grain boundaries on the brittle fracture of chromium in an effort to resolve these questions. EXPERIMENTAL PROCEDURES, RESULTS, AND DISCUSSION General Procedure. All tensile specimens (except 0.04 in. diam wires) were prepared from 1/4 in. diam swaged rod fabricated from one ingot. Although many elements reduce the tendency to porosity in steel castings, manganese, silicon, aluminum, calcium, titanium and zirconium appear to be most generally suitable for the purpose. The manganese and silicon contents are usually maintained in a fairly constant range. Silicon-killed castings often are made to be sound with little or no addition of the stronger degasifiers. In many cases, however, it is more practical to utilize the stronger degasifying elements, aluminum, calcium, titanium and zirconium. Since they greatly modify the composition, shape, and distribution of the nonmetallic inclusions, and thereby the ductility, the strong deoxidizers must be used in such a way as to form the least harmful types of inclusions. As the reasons for failure always to obtain good results have not been obvious, an effort has been made to determine the mechanism of solidification of steels deoxidized to produce certain types of inclusions. Diagrams representsing the mechanism of their formation have been constructed from the appearance of the nonmetallic constituents and have not only illustrated the limiting features of specific deoxidizing treatments with respect to inclusion formation and ductility, but have also indicated a relation between inclusions and resistance to hot tearing. Three different types of deoxidation treatment have been used for obtaining sound castings with relatively high ductility. The first method is to make and cast the steel under such conditions that deoxidation with silicon and a small addition of a strong deoxidizer assures soundness. The effective addition that will promote soundness without causing the formation of intergranular inclusions varies with the furnace practice and composition, but may be limitled to about 0.025 per cent Al, Zr or Ti. Up to 8.10 per cent Ca and 0.15 per cent V are also used for this purpose. The inclusions in these steels are characteristically glassy silicates and round or irregular sulphides. As pointed out by Sims and Lillieqvist,1 the formation of fine intergranular inclusions, which are detrimental to ductility, limits the amount of strong deoxidizers that may be added.

T. M. Morris (Measurement and Evaluation of the Rate of Flotation as a Function of Particle Size, P. 794), was the commanding officer of a patrol craft charged with guarding Aleutian waters against infiltration by the Japanese during World War II. Before going into service, he was an assistant research engineer with Anaconda Copper at Anaconda, Mont., and later a metallurgist with Tennessee Copper Co. Presently he is a professor in the Department of Metallurgy, Missouri School of Mines, Rolla, Mo. A member of the AIME, he is a graduate of Columbia University and the University of Missouri, with a Bachelor of Science, Master of Science and a Ph.D. Professor Morris is the author of a previous paper for the AIME, Measurement of the Equilibrium Forces Between an Air Bubble and an Attached Solid in Water. An outdoor man by predilection, he enjoys bird watching and hiking in his free time.

The Golden Sunlight mine began full-scale operations in February 1983 with a conventional open-pit mine supplying 4536 t/d (5000 stpd) of milling ore. After crushing and grinding, the ore is leached with cyanide solution in large agitation tanks. Soluble gold values are removed from the sand portion of the leached ore with five stages of countercurrent washing cyclones. After thickening of the cyclone-wash overflow slurry, the gold is recovered in activated carbon with a six-stage carbon-in-pulp circuit and a five-stage upflow carbon column circuit. Pressure stripping, carbon reactivation, electrowinning, and refining complete the gold recovery process.

INTRODUCTION A major change in financing exports in recent years has been the decreased importance of subsidized export credits, following the commitment of the OECD countries to eliminate the subsidy element. Subsidized export credit rates are now often more expensive than market rates as the financing for exporters has decreased in volume and importance. The forfait market, in recognition of this decreasing importance, provides a rapidly expanding source of nonrecource finance for exporters. The following is a step by step guide to what it is, how it works, its benefits and problems. WHAT IS FORFAITING? Forfaiting is not new. It has been used in Europe for about 25 years to provide export finance for both capital goods and commodities without recourse to the exporter. Although long the preserve of exporters in Germany, and more lately Italy, forfaiting is now used increasingly by exporters in Great Britain, the United States, Canada and Scandinavia. It is a fairly simple operation with easy straight-forward documentation. The transaction involves the purchase by the forfaiting bank of a bill of exchange or a series of bills without recourse to the exporter. These bills will have been drawn by the exporter, accepted by the importer, and will usually bear the unconditional guarantee of the importer's bank. They are normally drawn payable at intervals during the credit period agreed between importer and exporter and are purchased at a discount by the forfaiter. The exporter thus obtains his cash payment and the importer receives his credit period. The forfaiter collects the amount of the bills as they mature directly from the importer. Credit periods vary, depending upon the type of goods and the country and commercial risk of the importer. The period is generally between one and five years with six monthly maturities. The usual forfait currencies are US dollars. Deutschmarks and Swiss francs and others, such as sterling, French francs, and the Scandinavian currencies are being used more frequently. CHOOSING FORFAITING Most types of financing require the continued involvement of the exporter in the financial side of the transaction during the credit period. Forfaiting has certain comparative advantages. In particular, it is possible to forfait 100 percent of the risk without recourse to the exporter, unlike government sponsored export finance schemes, where some retention of the risk by the exporter is required. In addition, exports from country sources do not present problems and forfaiting can also cover trade within the EEC. Other benefits for the exporter are: (a) The exporter's balance sheet is improved; debts are turned into cash thus improving the liquidity of the company and enhancing its cash flow. And there are no contingent liabilities for bills of exchange. (b) If the sales contract is in a foreign currency forfaiting removes the risk to the exporter of adverse movements in foreign exchange during the credit period. (c) Fluctuations in interest rates during the credit period can be ignored since in forfaiting the transaction is usually done on fixed interest rate terms on a discount basis. (d) The political and transfer risks are taken by the forfaiter. (e) The commercial risk is taken by the forfaiter. (f) The costs of administration and collection etc. during the credit period are removed.

METALLIC corrosion, which results from the chemical affinity of different metals for non- metallic elements, should be considered from both the kinetic and static viewpoints. From the stand- point of statics the metals may be arranged in the order of their affinity for oxygen, chlorine or any other acid- forming element. They may also be arranged in the order of the magnitude of the heat of combination of their corresponding compounds. It is misleading to talk about some metals as "noble," because these relations are all relative; and the order varies for oxygen, chlorine or whatever the element may be. A third way to arrange the metals is by their solution pressures. These three methods indicate that one metal is better under one set of conditions, but not so good under other conditions. Considering the problem from the standpoint of kinetics, the thing which saves most metals is what may be called the sluggishness of reactions. Using organic substances as an example, we know they will all oxidize, but fortunately they do so rather slowly. An increase in temperature always means an increase in the reaction rate, and preventing corrosion at high temperatures is a greater problem than at low temperatures. A second consideration is to avoid all sub- stances which might provoke catalytic action, and as it is generally impossible to foresee what substances might do this, the thing is to avoid all substances other than the main constituents of the alloys. A third consideration is to avoid local electrolytic action, which again indicates the advisability of avoiding the contact of differing substances.

DOCTOR Albert Sauveur, distinguished scientist and Honorary Mem-ber of this Institute, predicted in the first Howe Memorial Lecture that the privilege of delivering this annual address would be considered a highly significant honor. The intervening years have well borne out Sauveur's prophecy. I wish to assure the American Institute of Mining and Metallurgical Engineers that I also deeply appreciate this honor, recognizing at the same time the present and even more the future respon-sibilities with which it is accompanied. Several of the previous lecturers had the good fortune to attend the classes of Professor Howe and to work in his laboratories. I was similarly favored, although in my instance and to my great regret the period was all too short. However, Howe's book, published in 1903, "Iron, Steel and Other Alloys," afforded me abundant opportunity to continue these studies. How well I remember the inspiration I derived from this famous book by Howe, the metallurgical master, pioneer, and educator! Remembering that Professor Howe contributed numerous papers to The Metallographist, a magazine supported from a technical point of view by the world's pioneers in metallography, I was curious a few days ago to learn the nature of Howe's early contributions to this magazine. The first paper by Howe in the first year of The Metallographist (1898) dealt with the allotropic theory; the second also treated of allotropy, and I quote the first sentence. of that paper: The allotropic theory of the hardening of steel may, like so many other important theories, have to be accepted or rejected not on direct proof or disproof, but on the accumulation of circumstantial evidence for or against it.

The subject " Safe Timbering of Working Places in Mobile Loading" is one that requires an analytical study of the strata both above and below the coal seam as well as the characteristics of the coal seam itself. The projection or mining plan must be based on economic roof control in which the application of timber can be minimized without incurring cost increases in other phases of production. The several types of loading machines in common use today are not adaptable to the same projections or timbering systems. Consequently the type of equipment to be used must also be considered. For these reasons the writer does not believe that the problems of timbering in working places can be discussed without simultaneously considering economic production as well as the safety of men and the conservation of equipment. Prior to the introduction of loading machines as a substitute for the pick and shovel system of loading coal, the care and maintenance of the individual working places were generally the responsibility of the coal loaders who worked in them. Up to that time very few coal companies had developed and applied fixed and definite standards for timbering the working places in the mines they operated. It is common knowledge that mechanical loading of coal has had several false starts in the last twenty-five years and it is only in the last decade that it has developed to the stage at which we now find it. During this twenty-five year period the management of the more responsible companies have come to realize the tremendous importance of roof control in coal mining. From a safety viewpoint, the lack of roof control has been and still is responsible for more than a third of the industry's annual fatality experience. In recent years workmen's compensation and insurance rates have steadily increased while the profit margin has decreased almost to the point of elimination. From an economic operating viewpoint, the failure to properly control roof is quite often the most costly single phase of coal mining. Since the manufacturers of loading machine equipment have so improved their machines that normal care and maintenance can reduce to a minimum the time lost because of mechanical failure the production delays from other causes have assumed a far greater importance. Roof control in the broad sense and in the light of concentrated mining plans or projections that are adapted to mobile loading should be regarded as one of the major problems in the inseparable phases of production and safety of the workman and equipment at the working face. The subject of this paper cannot be treated properly unless what is said here is based upon the broad and fundamental problem of genera' roof control. The suc-cessful solution of a problem arising in any industry must have its origin in a complete analysis of the known facts or factors that pertain to it. The several illustrations

The notched-bar impact test has proved worth while in certain applications as a test for control of the quality or the heat-treatment of steel. In view of the serious thought that even so simple a test as the tensile test has evoked during the past years, it is not surprising that the notched-bar impact test should have inspired much experimental work. The correlation of the great number of data has not been successful, although steady progress has been made toward a better understanding of this test. Progress has been made, especially, in the isolation of the effects of the many variables that control the results. The stress system imposed on a specimen with a notch is so complicated and unpredictable that no simple evaluation of the test has been possible. Because of this uncertainty, many engineers hesitate to use the notched-bar impact test, and this attitude may well continue until a better understanding of the effects of the variables in the test are available. Without doubt, any additional data that may be presented should be accompanied by as complete a description of the - details of test as possible, so that it may be added to the general fund of information that is to serve as the basis for the theory of the notched-bar impact test. The many factors that may control the test results have been pointed out repeatedly. The importance of the effect of the type and dimensions of the specimen has been recognized. Most of the work reported by American investigators has been limited to small-size (Charpy) specimens tested as a simple beam; two types of notches (Fig. I) have been commonly used. Considerable data have also been presented by many investigators using a small specimen tested as a cantilever beam; this commonly being called the Izod test. Here, however, a shear component of stress makes the stress system even more complex than that present in the simple beam type of test, hence a critical analysis is difficult. WELL known to every metallurgist is the fact that different production schedules will profoundly affect the character of annealed metal strip. Yet the number of conditions [ ] that may be wrought by different combinations of rolling and annealing schedules is so myriad that despite the continual research that is being applied to this subject, the complete picture is not yet known. Copper, like all other metals, during the process of rolling or annealing, develops certain crystallographic configurations which should not be dismissed as being too impractical, for the crystallographic condition existing within the metal is a principal influence upon both the external mechanical properties and the behavior of the material [ ] when it is subjected to such operations as bending, flanging, drawing, and so forth. EQUILIBRIUM conditions for steelmaking reactions have been studied extensively over the past two decades by a .number of investigators, with gratifying results. Equilibrium data are essential to the understanding of any process, and such knowledge has the practical utility of placing a limit beyond which control measures cannot succeed. When, however, the driving rate of an industrial process is so fast that there is not time for reactions to reach equilibrium, it then becomes necessary that the factors which control the rates of reaction be known in order to establish full control of the process. The desulphurization of molten pig iron by slags within the iron blast furnace is one such process in which the actual degree of sulphur absorption by the slag does not approach the equilibrium distribution obtained for similar slag-metal systems in the laboratory.' A study of the rate-controlling factors governing the desulphurization of iron by slags is becoming increasingly important as the sulphur content of raw materials increases with depletion of higher grade ores and coal. Following up an initial study on kinetics,' this paper reports some results of a continuing laboratory investigation on the mechanism of sulphur transfer between molten iron saturated with carbon and slags of the CaO-SiO,-A12O3 system. Laboratory experiments cannot reproduce in detail the conditions which prevail in the hearth of a blast furnace, but they will contribute to an understanding of the smelting reactions and perhaps will explain some apparent inconsistencies in the factors controlling the equilibrium distribution of sulphur between iron and slags under reducing compared with oxidizing conditions. The mechanism of a reaction—that is, the individual steps and the sequence in which they occur to produce the overall reaction which is ordinarily observed—must be elucidated to learn which steps are the slow ones, or "bottlenecks," that fix the pace of the process as a whole. In the desulphurization reaction, for example, the overall rate might, in principle, depend upon the rate of diffusion of sulphur in the metal or in the slag, upon the speed of some homogeneous reaction taking place entirely within one of the phases, or upon some heterogeneous reaction taking place across the slag-metal interface. Even some side reaction or the back reaction might have some influence. Evidence on all of these points will be presented in this paper. The solubility of oxygen in molten Fe-Cr alloys has been determined at 1550° , 1600°, and 1650°C for alloys containing up to alloyshasbeenabout 50 pct Cr and found to decrease as chromium increases to 6 pet and then to increase gradually. Phase relations in the Fe-Cr-0 system at steelmaking temperatures have been evaluated and two previously unreported oxides have been identified. OPERATIONS in the melting and refining of chromium steels are dependent to a major degree on the reactions of chromium and iron with oxygen and are primarily directed toward controlling and modifying these reactions to secure maximum advantage in the utilization of chromium. Although fairly effective practices have been developed empirically, understanding of the specific reactions is limited. Moreover, the ability of molten steel to dissolve oxygen that subsequently precipitates as oxide inclusions during solidification is well known, so that clarification of the effect of chromium on the nature and mechanism of formation of these inclusions is desirable. Study of the problem indicated that increased knowledge of the fundamental Fe-Cr-0 system is essential to further technical and economic improvement. Consequently, an investigation of the influence of chromium on the solubility of oxygen in molten iron and of phases and phase relations in the Fe-Cr-0 system was undertaken at the Metals Research Laboratories of the Electro Metallurgical Co. as part of a general program on the effective utilization of chromium in chromium steel production. Experimental Procedure All of the experimental runs made during this investigation were carried out in the rotating crucible induction furnace which has been described in detail in a previous publication.' In review, the principle underlying this furnace is that rotational forces in the crucible cause the molten metal to assume a concave shape in such a manner that the slag is contained in the molten metal cup, thereby minimizing slag/crucible contact and subsequent reaction. Practically all of the heats were melted in commercial-quality magnesia crucibles of the type usually furnished for laboratory induction furnaces. All of the runs were made under an argon atmosphere after the furnace chamber had been degassed. Bath temperatures were controlled by Pt—Pt-10 pct Rh thermocouples. The basic furnace charge consisted of a premelted 12 to 15 lb electrolytic iron slug which had been cast to a shape convenient for fitting into the rotating furnace crucible. A typical analysis of the electrolytic iron slugs is given in Table I. For certain runs, it was desirable to melt down charges containing high initial chromium contents. In these cases the chromium was added to the electrolytic iron during the premelting operations. Chromium was added to the rotating furnace bath in the form of electrolytic chromium of the analysis given in Table 11. In all of the constant temperature runs, the standard procedure was to melt down the electrolytic iron or alloy slug under vacuum, admit argon to slightly greater than atmospheric pressure, and adjust rotational speed to develop a well formed "cup" on the bath surface. The melt was then saturated with oxygen by an addition of ferric oxide and the temperature of the bath adjusted to within +5°C of the desired level. At this point the heat was permitted to come to equilibrium prior to sampling or further addition. This time interval was varied from 15 min to 2 hr but generally was about 20 min. After sampling, the desired chromium addition was made and the bath again equilibrated prior to subsequent sampling. This cycle of addition and sampling continued for the duration of the run which lasted from 4 to 8 hr. At the end of this period, power was shut off and the bath allowed to solidify in the furnace. Quenched metal samples were taken from the equilibrated melts by means of the "Taylor sampler" which has been described by Taylor and Chipman.' Before being submitted to chemical analysis, all samples were carefully examined for surface slag occlusions and cold shuts. Later in the study, each sample was radiographed and examined metal-lographically in cross-section to determine the presence of internal defects. On the basis of these examinations, sound and apparently clean specimens were selected from the Taylor samples for chemical analysis.

There is no simple answer to the question, "What is the meaning of life?" The expressions of life are so multiple that life has different meanings for different spheres of thought, such as art, science, or philosophy; and it conveys a different significance to different persons, according to their individual development and interests. Life is complex from a philosophical point of view. The meaning of life is superficially positive and unmistakable only when approached from a mechanistic view- point; namely, that of biology or biochemistry, since these deal with the physicochemical basis of life processes. However, such a purely mechanistic or biochemical approach to the significance of life and the interpretation of man's behavior on the basis of purely physical laws is certain to run into trouble. Similarly, a concentration of effort upon materialistic advances in world progress is extremely dangerous. The possible consequences of splitting the atom, development of guided missiles, and possible bacterial warfare are timely examples. Man becomes more self-reliant as he extends his scientific and technologic discoveries and learns how to shape natural conditions to his own desires. When man will be able to travel to other planets in atomically propelled space ships and destroy whole worlds by pushing a button, a possibility which now seems to be within the realm of the predictable future, he will need the strong-

COMBUSTION of coal and transfer of heat from flames and gases to boiler surfaces continue to be of great interest to engineers here and abroad. Numerous investigations have been in progress to improve furnace and boiler performance and economy. The importance of better understanding of the processes and opportunities for improvement is apparent when it is remembered that heat from at least 500 million tons of coal a year the world over is being transferred to boiler water at efficiencies ranging mostly between 50 and 90 pct. Even slight gains in efficiency, economy, and labor saving become very significant when multiplied by the enormous quantity of fuel consumed. Also the competitive position of the large coal, oil, and gas industries in satisfying the fuel consumers is greatly affected by the achievements made through technical progress with each fuel. This paper is part of a continuing activity of Bituminous Coal Research, Inc., to extend the knowledge of coal utilization for steam generation and to seek promising directions for future research and development in cooperation with others. Particularly in the latter regard, numerous interviews were held during the last three years to seek the experience and advice of boiler and combustion- equipment manufacturers, electric-utility executives, and fuel engineers. A wealth of published information was also reviewed, which together with the interviews pointed to the advisability of further work on ash and sulphur control.

Trona ore at the Westvaco, Wyo., mine of FMC Corp. has been obtained by room-and-pillar methods since the mine began operation. The flat- lying, 10-ft thick trona (Na2CO3.NaHCO3.2H2O) is covered by 1500 ft of weak shale and sandstone, and extraction of pillars on the retreat quite often throws large amounts of weight onto development workings. Weak shales in the roof and floor fail rapidly, and the mine ribs slough to such an extent that mining often becomes very difficult. When this occurs, efficiency goes down, costs go up, and the risk to men and machinery increases greatly. Difficult mining conditions in the early '60s forced a re-evaluation of all presently known mining techniques in bedded deposits. Many room-and-pillar mining plans were compared with the system in use at that time, but none of them offered a better solution to the roof control problem. Longwall techniques were also seriously considered, but machinery was not available that would cut the hard trona seam and still maintain the productivity obtained from room-and-pillar sections. However, since roof control in the longwall methods appeared to be more satisfactory than that found in room-and-pillar techniques it was believed that a new technique using the longwall principle and based on rock mechanics should be tried rather than previously known pillaring methods.

Particles -3 to 30 µ diam of a 29.5 pet Ni, 70.5 pet Fe alloy after being melted and solidified while falling through a hydrogen atmosphere were found to contain a distortion-free body-centered-cubic phase. In most particles, the amount of body-centered-cubic phase approaches or equals 100 pet. It was shown by a series of experiments that this phase forms directly from the liquid. It is pointed out that a mechanism previously suggested in recent papers on the theory of the liquid-solid transformation can account for the solidification of body-centered-cubic phase in a temperature range where face-centered-cubic is the stable phase. IN the course of an operation to produce powders for a study of the martensitic transformation in Fe-Ni alloys, an unexpected phenomenon was observed. Powders of a 29.5 pet Ni alloy, which has a subzero M, temperature, were found to contain considerable amounts of a body-centered-cubic phase at room temperature. The experiments to be described were designed to elucidate the mode of formation of this unexpected phase. Experiments and Discussion An alloy containing 29.5 wt pet Ni, balance iron, was vacuum melted from high purity electrolytic iron and carbonyl nickel shot and solidified in the crucible. The metal was converted to oxide, ground to 100 pet <37µ, pressed to a cake, and homogenized 20 hr at 1350°C. To insure homogeneity the grinding, pressing, and homogenizing heat treatment was repeated a second time. The oxide was then ground to 100 pct <37µ and hydrogen reduced at 500°C. The reduced powder was given a spheroidizing treatment to produce spherical cast particles. The treatment consisted of dispersing the particles in hydrogen and allowing them to drop through a vertical hydrogen furnace set to a temperature higher than the liquidus of the alloy. This operation, commonly known as shotting, has been described more fully elsewhere.&apos; The powder produced by this method was found to contain approximately equal parts of body-centered-cubic and face-centered-cubic phases. A magnetic separation technique, previously described,&apos; was applied, and it was found that particles were either completely face-centered-cubic or nearly completely body-centered-cubic. President Allende says he will expropriate all American investments in Chile and he&apos;s already well on the way to accomplishing this objective. What the average observer doesn&apos;t realize is that this has not only created big lossess for the copper companies. It could also take a chunk out of the U.S. taxpayers&apos; pockets. Premier Castro expropriated the U.S. taxpayers&apos; investment of over $100 million in the Nicaro (Cuba) nickel and cobalt operations-and U.S. Government protest over the loss was never heard above a whisper. Where the taxpayer comes in today is through the Overseas Private Investment Corporation, which was set up to guarantee U.S. companies&apos; foreign investments against losses due to political changes. As of now, metals firms hold more than $300 million worth of obligations against this U.S. Government agency. The agency itself may not be able to raise more than $85 million, and a supplemental appropriation may be needed to meet its guarantees.
