World urban expansion puts constraints on the available land surface area of our major cities both for accommodating people as well as providing infrastructure and services whilst at the same time attempting to preserve the remaining natural environment. Whilst consideration is often given to underground planning for private and public transport infrastructure, the author is of the opinion that the current lack of underground planning of our cities that are suitable for underground development will have major long implications when finally the need for underground space planning is critical and ultimately recognised. This paper identifies the need for our city planners to integrate surface planning and underground planning as a ‘total planning solution’ where the city plan incorporates the elements of underground space planning as identified in this paper. Investigations by the author reveal that there are very few cities in the world that actually incorporate underground space planning in their city plans. The author uses the City of Brisbane as a case study for the potential introduction of underground space planning as part of the city plan. Despite efforts by the author to include the planning concept of underground commercial development in the latest Brisbane City Plan 2014 as well as four underground space workshops in Brisbane over the past 20 year through the Australasian Tunnelling Society (ATS), underground space planning for the City of Brisbane, apart from infrastructure projects, is not considered of significance to the City of Brisbane.CITATION:Robertson, A C, 2014. The commonly accepted genetic theories of Pilbara iron ores and Woodie Woodie manganese ores have often presented them as quite unique. This apparent uniqueness is not confined to just iron and manganese, but is also seen in gold and copper deposits in Western Australia. The published material on iron and manganese ores would seem to have either a quite complicated genesis or none at all. An alternate theory for the origin of these deposits is presented which involves a protore with simple oxidation and pH controls with hydrothermal fluid sources from the diagenesis and dewatering of the underlying strata. This theory explains the distribution, thinning, cold dolerites and very high concentrations of deleterious minerals observed in these deposits. This genesis system is also related to the systems that deposit hydrothermal gold and copper in sediments in the region.This paper presents the author’s observations, sampling and mapping after several decades studying and exploring for the minerals in Australia and locations overseas. All of these theories were developed with (or in spite of!) the guidance of Mal Kneeshaw, but would never have seen the light of day without him and the others presenting here. Alumina is a major impurity in Australian iron ores and as the higher grade ores become depleted there will be a stronger focus on treating lower grade haematite/goethite ores and developing suitable beneficiation techniques to reduce the alumina content. High alumina in iron ore is deleterious in that it can:• produce slags with lower desulfurising capacity,• reduce sinter/pellet strength and quality, and• produce higher slag volume and increase slag viscosity.Meeting iron ore quality specifications for alumina by blending ore from different sources will eventually be insufficient. Hence, innovative flow sheets based on new and commercially available technologies will be required. Their advantages and disadvantages, the testing methodologies and the challenges and diffi culties involved in reducing the alumina content of iron ores are presented and discussed.

This paper stems from recent multidisciplinary research between mining engineering and health researchers at the University of British Columbia and the University of Victoria, Canada. It considers the implications of a future state of sustainable mining development that places more emphasis on consideration of mine community health and sustainability within the definition of mine planning best practice. It reviews recently completed research studies on mining and other resource communities in British Columbia, Canada and a process undertaken by the research team to share research findings. It then examines the outcomes of this knowledge sharing process placing emphasis on the development of a more collaborative and enhanced mine planning process that integrates community- level indicators of health and sustainability to more effectively address mine impact-benefits. The paper concludes by discussing current initiatives that aim to benefit the mining industry, communities, and governments as they plan future mineral development projects.

The Martha epithermal Au-Ag deposit contains multiple generations of quartz veins with a range of textures. We examined: +        vein textures, +        crosscutting vein relationships, and +        the paragenetic sequence within the pit walls as well as a wide range of hand specimens. Samples include host rock, breccia, and veins, but these groups are not distinct; instead, they form a continuum.   Veins at Martha mine show a wide range of textures on a local scale; these textures also change significantly over both the lateral and vertical extent of the pit. Common textures include crustiform bands, comb quartz, colloform bands, platy quartz, massive quartz, drusy quartz, sedimentary textures and brecciation.   Vein grades relate to textures. Many textures, including crustiform, platy, cherty, and sedimentary textures display predominantly low grades, but some textures are linked with high grades, such as ginguro, massive and comb quartz where they are associated with visible base metal sulphides and/or electrum. Host rocks and most breccias are low grade, as most samples contain <2 ppm Au.

This paper explores recent industry training programs and lessons for supervisors. The Belbin Team Role model was used to increase participants’ awareness of behaviour and its application. The application of the Belbin model to underground, open cut mine and quarry supervisors is discussed.The key to team success may rest with the expertise and experience of its members, but increasingly effectiveness depends on how team members understand, acknowledge and support each other’s behavioural strengths. Discovering strengths is a challenge, both for their measurement and for the encouragement of team members to use the knowledge of themselves and others in the team. Using behavioural models provides a constructive approach and a language for supervisors as they build personal motivation and engagement.Prima facie, the mineral industry’s work may be too vigorous for teams and their managers could be more prone to use ‘solo’ or traditional management styles. Managers and supervisors must know when work allocated to a team is appropriate or where individual effort should be applauded and rewarded. For practical people with well-developed technical skills, improving the soft skills necessary for a supervisor requires some reflection and effort. The Belbin behavioural model can be an effective tool for recognising characteristics that can assist teams to be more productive.Experiencing the Belbin Team Role model as part of an industry qualification is important for supervisors studying to refine their team leadership skills. Data are available for participants to assess the nature of their teams and to confront the appropriateness of the behavioural mix for the work of the team and its individual members.So what are the next steps? All team development must have a place in the strategic thinking and plans of the enterprise. The gold-scheelite-quartz lodes of the Wakamarina valley were the most productive of the mesothermal gold-bearing areas in the Marlborough Schist. Most of the production came from the Empire City and Golden Bar mines which worked the Golden Bar lode. Only 134 m of its 1800 m strike length are accessible, in the No.2 level of the Golden Bar Mine. A fault has downthrown the Golden Bar Mine section by = 47 m and displaced it left-laterally by 18 m. The lode is a typical ribbon-banded mesothermal vein, averaging c. 1.75 m wide, and enclosing narrow horses of schist country rock. It is composed of bands of milky æbuckÆ quartz with thin laminae of schist. Scheelite occurs in short strings of grains within quartz on the footwall side of the lode and also in small quartz-carbonate veinlets in the foot wall and hanging wall schist. The lode quartz contains only localised traces of pyrite and arsenopyrite. They are more abundant in the wall-rock schist.   The Golden Bar lode lies within a steeply dipping normal fault, which, on its footwall side, is adjacent to a 40 m-wide, shallow-dipping mylonite shear zone. Within 1 m of the lode, the shear foliation has been dragged down to nearly parallel the lode footwall. Wall rock alteration is manifested by a marked increase in K and Rb, which correlate with abundant illite/muscovite and K-feldspar within 2 m of the footwall of the lode. Amphibole, stilpnomelane, and pumpellyite show a progressive decrease towards the lode. As and Sb increase close to the lode, but are at background levels within the lode itself. Enhanced Cr (150-430 ppm) in the quartz, relative to the schists (~40 ppm), suggests that the source hydrothermal fluids passed through and leached mafic rocks, such as the metabasites from the hanging wall of the lode (~400 ppm Cr).

WHEN the writer resided at Zeehan, qn the West Coast of Tasmania, some years ago, he took a keen interest in the geology of the district and availed himself of the opportunity to investigate occurrences, of the varied minerals in which the field abounds. The following notes were compiled as a result of one of his periodical visits to the outlying mining districts, when an examination was made of the bindsay Reward tin mining property, which has an area of 140 acres. This is most easily reached from Renison Bell, the centre of the North Dundas tin-fields, on the Emu Bay railway, 'about' eight miles north east of Zeehan. Thence a pack track some 14 -miles long connects with the mine, crossing the Piemah River by a fine suspension bridge.The mine itself is situated on the main south leading spot of the Parson's Hood Range, at an altitude of some 1600 ft. above sea level. The Parson's Hood Range is composed of granite and is an extension of the rugged Meredith Range. A remarkable feature is the uniform topography of the surrounding country when viewed from the peaks. Except where dissected by the rivers and creeks, the surface is practically level and, indeed, affords a striking illustration of an ancient uplifted peneplain.The mine has been opened by means of trenches and adits, and the ore-body proved to extend for a length of 30 chains, with an average width of about 100 ft. Its general trend is west-north-west, and its dip, which is steep, corresponds to that of the country-rocks. These latter, which are of sedimentary origin and generally regarded as of pre-Silurian age, have been tilted at high angles, consequent, no doubt, on the crustal movements produced by the intrusion of the huge granitic masses which now form the high ranges in the vicinity.It may be here remarked that it is not Within the scope of this paper to deal with the sequence of events leading to the geological structure...

BUCKETT (Lake View and Star Limited) : At the outset I should like to add my congratulations to those already extended to Mr..Norwood on his excellent paper, which has given us all an inspiration to strive further to improve our plant recoveries. In some respects this paper has left us so little to discuss without considerable time spent on. further research work. At all points one is met by a baffling array of facts which leave one feeling hesitant to speak.The careful and methodical way in which Mr. Norwood went along step by step until all channels of research presenting themselves were tested to his own satisfaction leaves me with but a few comments to make. Particularly striking to me is the explanation of the residual gold values in calcines by recrystallization of haematite and here is a line to be attacked by future studies. This will be mentioned again later.Particularizing on the paper, the first point that struck me was the method of change of pyrite through to the final haematite. I have never been able to satisfy myself that a sample taken from various positions along a roaster when cooled, as described on p. 397, represented a fair sample of the conditions at that point, but I must confess that I have not found a substitute that did satisfy me.However, the following figures are illuminating... This paper describes the development of an approach to sustainable development for application at the feasibility study stage for a proposed bauxite mine near the community of Aurukun, south of Weipa on the western coast of Cape York Peninsula, Queensland, Australia. The general environment for development was complex in all dimensions. In particular, the socio-demographic profile of the Aurukun community (population 1200) characterised it as being amongst the most disadvantaged communities in Australia. The traditional owners of the area, the Wik and Wik-Way people, were at the forefront in the efforts of Indigenous people in Australia to secure land rights over the past 30 years, and they had previous experience negotiating an Indigenous Land Use Agreement (the Western Cape Communities Coexistence Agreement) with Rio Tinto Alcan, the operators of the Weipa bauxite mine. Through this they had shown a well-founded sense of entitlement with respect to the development of resources on their traditional land. The Queensland State Government had recently cancelled an existing mining lease over the bauxite resource as the holder of the tenement had not fulfilled the terms of a development agreement that had been in place for 30 years. The Government was anxious to avoid any future æbankingÆ of the resource, and had decided to offer tenure to the resource on an international competitive basis, subject to the requirements of the Commonwealth Native Title Act 1993. This would require a negotiation process with traditional owners and potentially involve companies with whom the traditional owners had no existing relationship (typically developed during the projectÆs exploration phase) and who possibly had no project development experience in Australia. As well, the State Government envisaged an approach to development that drew on the significant work that industry and other stakeholders had undertaken over the previous ten to 15 years, commencing with the mining, minerals and sustainable development (MMSD) process. This work was aimed at rectifying acknowledged deficiencies with industry recognition of stakeholder interests, in particular with respect to environmental management and socioeconomic development. The approach adopted aimed to define the strategic community interests and sustainable development outcomes to which the development of the resource would be expected to contribute, and to embody these within an easily usable management structure that could be applied to each stage of project development from feasibility study through to mine closure. The logical framework (AusAID, 2006; ICMM, 2005) was the management tool utilised to order the identified interests and desired outcomes. The structure included components aligned with the key areas of development interest expressed by the community, and the initial baseline sustainable development plan (SDP) developed established component objectives, outcomes, indicative outputs and activities for the feasibility stage of the project. This established an objective framework to guide potential bidders when developing their response to the State GovernmentÆs Request for Proposal. The paper will describe the evolution of the competitive process and the parallel process for development of the SDP. While the institutional environment was politically and socially complex, the use of simple visual representations of the environment and the analysis and ordering of issues, objectives and criteria through methods such as stakeholder analysis and the logical framework approach, enable the development of a dialogue on the contribution that the development of a mining project can make to sustainable community development, and for the development of an agreed program of community support to capture the contribution. The use of the logical framework was found to have good functionality for plan development. Achieving plan outcomes though, is highly dependent on the skill of key project personnel in facilitation, team building, conflict resolution and leadership, as well as their ability to influence the behaviour of key stakeholders with the capacity and authority to require the integration of local economic development criteria in to key project development decisions.

A common practice in the mining industry is to decompose the planning process into different tasks, so the overall process and specific schedules can be constructed easily. Nevertheless, currently there are some adverse effects, such as not capturing the real value of a project by not taking into account the construction of several underground drifts and general infrastructure. Then the common practice is to compute mining sequence and cut-off grade profiles over the life of the mine without constitutively integrating the development schedule as a means to measure the constructability of a given mine design and sequence. Thus, the investigation summarised in this paper shows a novel, integrative way of treating an underground mine sequence and production schedule while considering drift development scheduling. Moreover, it is thought that, because of this original model, the whole underground production scheduling exercise must concentrate on combining the development and the production scheduling to compute a robust and a feasible production schedule.In order to quantify the effect of the conventional way of viewing the planning, the concept of the building information model (BIM) needs to be used, which was postulated by Charles Eastman and has been used extensively since the late 1970s. BIM takes other aspects of a project into account, considering at the same time the spatial relationships, quantities and properties of building components, but especially some kind of model visualisation, which is the advantage to be incorporated. This paper presents the basis for an optimisation model that allows for defining the sequence of the mining development so that the production plan can be achieved. For this, the model considers the space dimensions, time, pattern or strategy, cost or benefit, precedence and resources available. Tests were performed considering a block caving and sublevel open stoping method. Finally these tests showed the main conclusion, that production sequence changes when the building capacity is considered.

Achieving occupational health and environmental noise objectives is a major consideration in the planning or operational phase of resource development and industrial projects to meet the needs of the workforce and community and comply with legislative requirements. For material handling systems, ventilation plants, mobile equipment, process plants and fixed infrastructure, noise emissions need to be considered at the design phase. The preferred approach is to provide noise emission technical specifications, but in many cases this is not stipulated. An occupational noise requirement, such as ‘not to exceed 85 dBA at 1 m’, is often provided, but this will not achieve the required occupational or environmental noise objectives and may cause overly stringent requirements when they may not be needed. It should be noted that when developing the technical specification, measuring compliance needs to be taken into account as, in some cases, measuring may be very difficult or even not possible.This paper will discuss the requirements for providing an effective noise specification that ensures the environmental and occupational noise objectives are able to be achieved and that, once installed, compliance can be measured. It discusses planning such as when to set the objective, correlating the appropriate objectives for the environmental and occupational noise requirements, allowing for measurement tolerance, providing a suitable criteria and data format for the suppliers to respond to and methodology to measure compliance. Different phases of a project require different approaches to planning for noise management and these will be discussed in the paper. Red Dome Mine was a highly complex gold copper operation developed over a number of phases between mid-1986 to October 1997. With only three years of production ahead at any time, a proactive practical approach to mine closure was necessary. In 1989 the Domains Concept to life-of-mine planning and mine closure was created as a response to the proposed changes to legislation.The Domains Concept, a relatively simple idea developed to integrate mine closure during production at Red Dome, has been broadly adopted by both government agencies and industry in the intervening 20 year period. Over time the author has observed that the concept has been poorly applied, misunderstood and in some cases even misrepresented. As a consequence, the potential opportunities from applying the concept, including the optimisation and minimisation of life-of-mine costs, mitigation of long-term financial liability exposures and building credibility with the general community, have been missed.This paper examines the many benefits, advantages, applications and perceived barriers to developing and integrating a fully costed life-of-mine plan. Integrating the Domains Concept early in the project, within the operational budgeting, allows the production of a meaningful and useful document, representative of a whole life-of-mine, cradle to grave, with measurable rehabilitation and closure outcomes when the concept is used to full effect.The Domains Concept serves to optimise cost-effective, whole of mine, life cycle planning which provides beneficial outcomes for the community, significantly mitigates legacy issues and contributes to the attainment of compliance and sustainability principle objectives.CITATION:McCarthy, B E, 2014. The development of a resource project inevitably requires the investigation of a vast range of issues across most engineering disciplines û mining, metallurgical, chemical, civil, electrical, mechanical and environmental û as well as the geosciences. It is also a characteristic feature of the resource industry that no two orebodies û and hence no two development projects û are the same. So these technical issues have to be addressed to a greater or lesser extent in evaluating any resource projectÆs development potential. Not surprisingly then, technical issues tend to predominate when assessing the development potential of a project in the process typically referred to as ædoing a feasibility studyÆ. But the principal purpose of a æfeasibility studyÆ is to determine whether a development opportunity makes good business sense, not just whether it is technically possible. Resolution of technical issues is often seen as the primary focus of a feasibility study, whereas in reality, these technical issues are the basis upon which an asset delivery and business plan is built. This is not to say that technical issues are unimportant û they are a prerequisite to the demonstration of a projectÆs viability. The feasibility study process must therefore demonstrate that not only have the technical issues been satisfactorily addressed, but also that the broader commercial, economic and social issues have been considered in the development of a comprehensive business plan, which includes an assessment of the risk-reward profile of the proposed development. This paper will present a framework for the conduct of æfeasibility studiesÆ and provide guidance to minimum standards and best practice.

Mr. Chairman, distinguished guests, ladies and gentlemen. Thank you for asking me to your conference, with its most fundamental and appropriate topic of 'Investment in Mining'. I must confess at the outset that I am one of those Australians who has rarely visited your fair land of New Zealand. This is in fact only my third visit, with all three related to Institute Conferences, and all much too brief. In so many ways your country provides a counterpoise to ours, despite the obvious disparities in size and population. And I am not only referring to the Bledisloe Cup! We would certainly each be much more lonely without the other, in this strange long-lost corner of the globe û if globes can have corners. Such an important factor in common in our shared heritages has been the mineral industry we have won from our alluvials and our rocks û especially for gold. So much of the major mineral developments which have supplied the world's appetite for metals and fuels in the past two hundred years has come from the countries settled in that period by people from Europe, especially those from the British Isles. So much of the technology for mineral and metal extraction has come from the skills of those people in New Zealand and Australia. And so much of the further development of metal processing and manufacturing of productive equipment has come from those people and from their cousins throughout the world. It is, I believe, a fair question to ask why we have failed to build on those early and considerable successes, and why we have in so many ways apparently been so content to allow others to add value to our raw materials, and to take our technological developments on to levels far beyond those that our domestic markets could sustain.

The Kucing Liar skarn deposit is located in the Ertsberg mining district, which also contains other skarn deposits and the Grasberg porphyry copper û gold deposit. The Ertsberg district is located in the province of Irian Jaya, IndonesiaÆs easternmost province. Mining development began in the Ertsberg district in 1972 with the mining of the Ertsberg deposit. Daily production in the district now averages about 230 000 tonnes of ore, with the bulk of the ore coming from the Grasberg open pit and the balance from underground mining of skarn deposits. During 1998, 45 218 additional metres of drilling were conducted to delineate and understand the Kucing Liar orebody. The deposit was first intersected in drill holes in 1994 and then was intersected in underground workings located about 1000 metres from the discovery drill hole in 1995. Initially, the two intersections were thought to be different orebodies but are now realised to be different parts of the same orebody. The Kucing Liar deposit consists of magnetite û copper û gold replacement and skarn mineralisation in favorable Tertiary and Cretaceous units. The deposit is approximately 2000 metres in length and averages about 200 to 250 metres in thickness. The width varies from 400 to 600 metres. Drilling in 1998 was directed towards delineating the deposit on its NW and SE ends and to determine its down dip extension. Reserves for the deposit at the end of 1998 stand at 320 million tonnes at 1.4 per cent copper, 1.4 g/t gold, and 5.3 g/t silver. Many important questions remain to be answered concerning the relationship of the Kucing Liar orebody to the major faults in the district and to the Grasberg intrusive complex which contains the Grasberg orebody. Continued exciting developments are anticipated as work to understand the deposit by drilling and geologic study continues.

Minnovare identified the potential to improve production drilling outcomes in underground long-hole stopes through the adaptation of new technology which was under ongoing development. An approach to Evolution Mining resulted in the companies agreeing to a collaborative agreement to further develop the technology for use on underground long-hole drilling equipment. During a period of six months in FY2018, a series of trials were conducted to compare drilling accuracy using two different methodologies and the subsequent impact this had on ore dilution. Testing was conducted at Cracow underground gold mine in Queensland, Australia. The drill rig’s existing setup/alignment process was compared to the new technology system with the following observations: • Using the existing process only 20% of holes surveyed recorded toe points within the +/ 300mm (11.8in) tolerance blast-hole deviation. • The new technology was proven to limit rig setup/alignment error, reducing average blasthole deviation and increasing the number of holes drilled within tolerance by 160%. The increased accuracy reduced stope dilution by reducing over-break of subgrade ore: • Stopes drilled using the new technology recorded 62.6% less average dilution. • This contributed to an overall reduction in dilution for the full year (FY18) of 5 percentage points compared to FY17 - from 22% to 17% (a net decrease of 22.7%). • With the system implemented as standard practice following results of the FY18 trial and continued success, overall dilution for full year FY19 showed continued reduction to 12% Evolution has continued use of the new technology at Cracow, where the improved accuracy has allowed the extraction of narrower stopes where drilling accuracy is critical. Evolution has also deployed the technology at the Mungari operation and has stipulated that the contractor use the technology at the Mt Carlton operation, which is currently under development. Future implementation of the Development Optimiser system should be verified by commencing additional trials to include a larger data base for validating the initial trial results.

In recent years there have been many changes in mine ownership due to the on-going rationalisation towards larger mining companies. Larger companies inevitably find it hard to manage small mining operations and in many cases smaller mines do not fit corporate resource, production and profit criteria. Smaller companies are more suited to managing these medium or small scale mines and are tendering for the purchase or lease of mines that larger companies wish to dispose of. In addition to these factors there has also been a trend (especially in Western Australia) for mines to continue operating at ever increasing depths. This in turn has led to more mines operating in high stress environments and experiencing damaging seismicity. Assessing the viability of seismically active mines from a takeover or purchase point of view should involve analysing the risk profile of every aspect on mining that could be affected by adverse seismicity. This includes assessing current and alternative mining methods, mine designs, support systems, extraction sequencing, monitoring and blasting. This paper includes discussion on items that need to be assessed when considering the purchase of seismically active mines, with experience gained from some recent studies in Western Australia. In these cases it was apparent that quantification of previous seismic history on itÆs own was a totally inadequate method of assessing minewide seismic risk potential. A more holistic approach is required, taking into account all aspects of relevant data, all the minewide effects of seismic activity and all possible means of mitigating those effects.

Recent mapping at the Kelian epithermal gold deposit in East Kalimantan, Indonesia has delineated intrusive and extrusive-phreatomagmatic breccias, their magmatic roots, and late-stage endogenous domes of a maar-diatreme complex. The Kelian epithermal system is characterised by a wide variety of mineralised and unmineralised breccias, which include tectonic, hydrothermal, phreatic and phreatomagmatic varieties. Phreatomagmatic breccias and associated igneous rocks post-date early stage alteration and mineralisation, and pre-date main stage precious and base-metal mineralisation. This study emphasises the spatial, temporal and genetic links that have been drawn between diatremes and both epithermal and porphyry systems in volcano-plutonic arcs.
