Risk and dispute resolution are linked. Dispute resolution techniques are brought to bear on a dispute - which is an outcome of a risk being wholly or partially realised. There has been an increasing awareness by business of risk as a component of doing business. There is an accompanying awareness of the need to manage risk - including legal risk. Many companies have undertaken a systematic review of their potential risks and endeavoured to put in place systems to help to avoid or manage risks. A legal risk management program will not prevent disputes arising. However, such a program should prescribe how that dispute will be managed. The management of the dispute will involve consideration of the dispute resolution procedure to be adopted. The most appropriate processes will take into account the practical, personal and commercial considerations surrounding the dispute and be as efficient, cost-effective and user friendly as achievable in the circumstances for the benefit of all the parties. Carrying on business in South East Asia, whether as an explorer or a mining operator, brings additional considerations to bear in legal risk management and the dispute resolution process. A significantly different perspective is required due to the varying nature of the legal systems in many South East Asian jurisdictions. These jurisdictions often have relative uncertainty as to the law. This impacts on the dispute resolution processes and also raises further timing and cost issues. The authors contend that this is all the more reason to endeavour, as practically as possible, to adopt a legal risk management and dispute resolution profile which will provide business with the greatest prospects of maintaining control of the dispute resolution process. This presents a greater chance of a successful outcome to the dispute. In these times of increasing pressures on profitability because of low mineral prices, all costs of a minerals business are being reviewed. In such times, a significant legal dispute may have even greater potential to adversely impact on the companies concerned, together with the careers of the people involved. In this paper possible approaches to managing disputes and a case study a legal dispute in which Freehill Hollingdale and Page were involved are discussed. The dispute concerned an international mining company developing a gold mine in Indonesia and one of its contractors in Indonesia. Described is how that dispute was resolved. This achieved a very satisfactory result for the client - all things considered. Given the æadditionalÆ problems associated with ascertainment and enforcement of ærightsÆ in South East Asia, the longer the parties can retain control over their dispute the better off they will be. For this reason, the authors set out in this paper the main additional dispute resolution tools available - that are appropriate for use throughout South East Asia.

One of the regular tasks of geotechnical and mining engineers is the measurement and management of deformation in underground excavations. Although several methods are used to do so, the incumbent methodologies for monitoring deformation and ground support serviceability are limited to the use of visual observations or measurements at discrete points, resulting in a qualitative assessment only. The introduction of LiDAR technology allows a quantitative assessment across the entire excavation volume and its rock surface, by collecting a full three-dimensional image of the entirety of an excavation such as an underground drive, decline, or a tunnel. Comparisons between epochs of complete 3D data coverage allows for change detection over time that doesn’t feature otherwise typical omissions. The implementation of regular scanning has shown to be highly advantageous for mines with swelling or squeezing ground, but also at mines with rapid deformation. Despite the LiDAR potential, its adoption has been slow. A key reason for that is that working with point clouds is foreign to most geotechnical engineers. Point clouds have long been the realm of surveyors, but to fully adopt their use in geomechanics requires retraining, upskilling, and devotion by the individuals and the company. Sites are already stretched, so often there are insufficient resources to be applied to bringing the new technology into use. The solution to this hurdle is to partner with subject matter experts to achieve the desired high-quality outcomes without the commitment of time by geotechnical personnel. This paper presents a new solution of fully automated raw LiDAR point cloud data processing that not only enables geotechnical engineers to avoid having to learn unrelated skills by allowing for deformation monitoring without associated training or expertise, but it also provides instant reporting results as well as a sophisticated database with features otherwise not available. All data processing time and effort is completely replaced by an automated process which at the same time opens up the opportunity to monitor many more excavation volumes at a higher frequency than is possible with conventional tools and methodology.

With a particular electrode configuration, and a particular combination of electrode voltage and roll speed, a relatively small increase in electrode voltage, or a relatively small decrease in roll speed, resultsin a marked improvement in the separation of zircon from ilmenite. In general, fine minerals can be separated using a higher roll speed, or a lower electrode voltage, than is required to separate coarse minerals. The ionizing electrode should be reasonably close to the point at which mineral is fed on to the roll, and nearer to the roll than the non-ionizing electrode. The optimum conditions for the separation of zircon from ilmenite may not apply for the separation of other non-conductors from other conductors.INTRODUCTIONAlthough the high tension separators used in the Australian beach sand industry are efficient, this efficiency has been gained very largely by a process of trial and error, and not by a systematic study of the effects of changes in the operating variables. The optimum roll speed for a particular electrode position and electrode voltage, and the optimum electrode voltage for a particular roll speed and electrode position, can both be determined quite readily. It is not so simple to determine the optimum electrode position for a particular electrode voltage and roll speed. The reason for this is that the electrode used in high tension separators consists of two parts-an ionizing and a non-ionizing electrode respectively. The angular and radial positions of these electrodes, relative to the feed roll and to each other, affect the behaviour of conductors and non-conductors to varying degrees.

To design and operate a successful mine the technical specialists must agree on what is ore, what is not ore, and how quickly the orebody is to be mined and processed. These seemingly simple questions defy easy analysis and can push mining engineers, geologists, metallurgists and others to the limit of their capabilities. The questions are rarely addressed adequately in feasibility studies or in operational planning. To optimise the mine and processing plant requires proper determination of cut-off grades or values, prediction of feed variability on an hourly, daily or longer basis, right-sizing the mining rate for optimum product quality, understanding the cost of capital and the expectations of investors, and many other considerations that involve geology, geotechnical engineering, mining, metallurgy, environmental effects and economics. The Coal Mining Engineering Branch of the New South Wales (NSW) Department of Mineral Resources, in its continuing effort to improve coal recovery from underground coal mining operations, has undertaken a study of the mechanics of sub-surface deformation caused by caving of the extracted area behind retreating longwall faces. The strata movement was monitored by a multi-wire borehole instrumentation system consisting of mechanical anchors installed at different horizons in a borehole extending from the surface to the coal seam. The mechanical anchors were connected to the suspended weights on the surface by stainless steel multi-strand wires. The movement of these weights was monitored as the longwall face approached and retreated past the borehole. The anchors started subsiding as soon as the face retreated past the borehole and continued to subside until the subsidence levelled off when the face retreated 900 m past the borehole. The zone of major caving and bed separation extended to roughly 10 to 13 times the extracted seam thickness and high tensile strains developed inthis zone. The bulking factor of broken strata was less than 1.14 which indicated that the roof layers collapsed in big blocks. The goaf compaction was almost complete when the face retreat was 200 m. Low tensile strains prevailed in the strata overlying the zone of caving and bed separation.

Judicious placement of a range of geotechnical instruments was employed at the Tasmania gold mine, Beaconsfield, Tasmania, as a key strategy in the monitoring of rock mass conditions over the past four years. The range of instruments employed included vibrating wire stress-meters and hollow inclusion cells to monitor changing stress conditions, resistance wire and multipoint borehole extensometers to monitor the impact of stress changes on the integrity of the rock mass, and instrumented cable bolts and threadbar bolts to monitor the static and dynamic impact of rock mass changes on the installed ground control system. Initially the monitoring was of a qualitative nature, monitoring change from the time of installation. The value of the output was considerable when considered in relation to the ongoing seismic record which was also being monitored. It was clear from the seismic record and the monitoring results that stope blasting was the primary trigger for changing rock mass conditions. However, it was unclear how well observed behaviour was reflecting conditions anticipated by elastic numerical modelling. The latter had predicted significant stress increase in the near field of man-access footwall development. Qualitative monitoring and visual inspection did not support the modelling prediction, and this led to a program of quantitative measurement being undertaken. Measurement of the absolute stress condition in the backs of footwall development immediately adjacent to monitoring hollow inclusion cells provided the benchmark for tracking quantitative stress change. The program provided insight into the evolution of principal stress field magnitude and orientation in relation to rock mass change observed with extensometers and instrumented ground control elements, as well as providing a degree of calibration between the elastic numerical modelling and the virgin stress field. Calibrated monitoring data has also provided a useful benchmark for finite element modelling which is to be used for future mine-wide design.

Many mine accidents will affect the mine ventilation system when they occur. At present, there is a lack of monitoring means to capture the occurrence of accidents in time by monitoring the ventilation system, so as to take emergency measures to reduce the loss of personnel and property. Pressure wave is an elastic wave existing in air. Most accidents in mine will cause obvious changes of pressure wave. It is an innovative idea to monitor the occurrence of accidents in mine by measuring pressure wave. The development and functions of the pressure monitoring device and related software are introduced in detail. The pressure wave monitoring test is carried out in San Xavier underground mining laboratory, and the D-wave and S-wave waveform data are collected. The waveform characteristics are analysed, and the main frequency distribution of the pressure wave is found to be within 1 Hz by using FFT. At the same time, the influence of the propagation distance of the pressure wave on the waveform is analysed. The propagation velocity of D-wave and S-wave are roughly calculated, and they are 279.6 m/s and 397.3 m/s respectively. S-wave is slightly faster than D-wave. Although there are errors and uncertainties in the test, the test verified the feasibility of the existence and collection of pressure waves in the ventilation roadway, and provides a method for the future study of the propagation of pressure waves in the mine ventilation system.

The traditional engineering approach to assessing stability is based on comparing resisting force (capacity) to driving force (demand), or strength to working stress. In underground coal geomechanics, considerable effort has been expended on quantifying the strength of rock structures. However, this has not been matched by advances in determining the load acting on these structures, reflecting a reluctance by some to embrace numerical modelling to assess load magnitudes and distributions. Numerical modelling is a valuable aid as loading environments are a function of both the stiffness of the mine workings and the stiffness of the superincumbent strata and are statically indeterminate in most cases.This paper defines stiffness, which is often confused with elastic modulus. It shows that, effectively, stiffness encapsulates geology, depth of mining, panel width, pillar width and mining height. Therefore, these factors are variables that need to be taken into account when determining stress magnitudes and distributions about mine workings. A range of examples are presented that illustrate the significance of the stiffness of the superincumbent strata on surface subsidence; the magnitude and distribution of pillar and abutment load; and aspects of bord and pillar mining, pillar extraction and longwall mining. These examples provide bases for identifying the limitations of some empirical approaches to mine design, identifying how to compensate for some of these in design processes; and emphasising the need to make greater use of numerical modelling in understanding and quantifying loading environments in underground coal mining.CITATION:Galvin, J M, 2014. Department of Pathology, British Post-graduate Medical School, London:The experiments here recorded were devised and carried -out during the last two years in an attempt to corroborate the important work of Denny, Robson and Irwin (1939) in which they found that experimental silicosis could be prevented by means of metallic aluminum. By causing rabbits to inhale powdered quartz for several months they induced experimental silicosis. These animals then served as controls for comparison with another group which were dusted with a mixture of quartz and aluminum. In the second group silicosis failed to develop.Our experimental procedure was somewhat different. We resorted to intratracheal insufflation instead of simple inhalation, and we used rats instead of rabbits: otherwise the essential features of the original experiments were carefully duplicated.EXPERIMENTAL PROCEDURES.A single dose of dust was delivered into the lungs of each animal. The dust was suspended in a fluid medium and injected by means of a syringe directly into the trachea in known quantity (technique of Kettle and Hilton, 1932). The suspensions were autoclaved before use and were injected with aseptic precautions. Having had a long experience of this technique we employed it with confidence and usually secured a fairly uniform dispersal of dust throughout both lungs. To carry out injections successfully one requires, above all, an even suspension of dust which will flow smoothly and quickly from the syringe. This is not difficult in the case of quartz, for, though it tends to settle out rather quickly, this can be avoided by constantly agitating the suspension. The syringe containing the inoculum may be shaken gently right up to the moment of injection and then emptied quickly to prevent sedimentation. Powdered aluminum is more difficult to handle, for the particles tend to flocculate and are not readily made to disperse evenly in saline, even by violent shaking. For this reason an emulsifying agent may be used to advantage, provided it does not complicate the experiment, a point to be mentioned again presently.THE EXPERIMENTSExperiments with quartz alone: Extensive silicotic lesions were produced in 23 out of 26 rats by the administration of pure quartz dust in doses of from 50 to 200 mg. per rat. The dust was so finely pulverised that the particles averaged about 1-p. in size: none was larger than 5 p. and 99 per cent. were under 2.5 p.Eight of these animals survived for seven months and were then killed...

A quantitative chemical model of the rocks of the Broken Hill lode environment is presented to illustrate a stratiform orebody in a meaningful form to scientists interested in environmental control on the chemicalcomposition of sediments.Even though this study was restricted by the narrow range of rock analyses available it is obvious that significant chemical differences exist between the various rock units and also that some association of metallic sulphides with Ca, Mn, Fe, and P is indicated.Correlation of this evidence with that from other mining fields may point out more definite chemical relationships and elucidate the puzzle of the mode of formation of many stratiform orebodies.

The removal of a horizontal piIlar between Nos. 9 and 11 levels (1,116 feet from the collar of main shaft) was successfully carried out by blast hole drilling, and, to the best of the authors' knowledge, this mass blast of 40,000 tons of ore (requiring the use of 7,150 Ibs. of explosive and 5,385 feet of primacord) was the first occasion on which a task of this magnitude has been carried out underground in an Australian mine.Blast hole drilling was introduced by this company approximately fifteen months ago at New Cobar Mine in sub-level stoping.This experimental drilling and blasting gave very valuable information as to the correct technique to be adopted when the final plans were being prepared for the removal of the horizontal pillar at New Occidental Mine.The dimensions of this pillar were approximately 15 feet long, and from 40 to 60 feet wide, and 65 feet in depth.The block of ore extended to 35 feet above the level and 30 feet below, the upper section being partially excavated to form the bell-hole floor and grizzly chambers used for drawing off the broken ore in the shrink stope above the No. 10 level.Description of Ore-bodyThe main ore-body is situated almost vertically in a well-defined shear zone at the junction of sandstone and slate, the sandstone forming the eastern and the slate the western wall.The ore-body consists of highly silicified slate (chert) sparsely impregnated with sulphides, containing a small percentage of copper and bismuth.The total length of the ore-body is approximately 450 feet, with a maximum width of 60 feet in the main section, which is about 200 feet long.This is the section shown in longitudinal and cross-section (Fig. 1).The ore-body is divided by a horse of mullock in the northern end into two legs, the eastern and western, which are approximately 250 feet long and averaging 25 feet in width.This ore-body is strong, hard and abrasive with extremely strong walls, an ideal proposition for open stoping and mass blasting.MiningIn all levels above No. 9 the cut and fill method of ore extraction was adopted. FLSmidth-Summit Valley Technologies has been a leader in gold processing equipment for nearly two decades. Over the past several years an extensive research and development effort has led to improvements in Mercury Abatement systems and process efficiency in Adsorption Desorption and Regeneration (ADR) or "Carbon" plant operations. Two technologies will be discussed that are focused on efficiency improvements followed by an explanation of Mercury Abatement systems. Gold and silver can be desorbed from carbon in several ways. FLSmidth has made significant improvements to the Pressure ZADRA process allowing for lower energy consumption and lower capital costs. This patented process is known as the Split-ZADRA Strip method. Split-ZADRA allows a plant to elute loaded carbon in a semi-continuous fashion. This increases the grade of the Pregnant Strip Solution, improves electrowinning efficiency, reduces capital equipment costs, and reduces energy requirements. During desorption and electrowinning for the Pressure ZADRA process, the pressure and temperature of the circulating strip solution is changed multiple times. A self-contained heating and cooling system has been developed which decreases the energy requirements for elution. Mercury Abatement technology has become increasingly important in recent years. Along with FLSmidth Summit Valley Technologies' complete Mercury Retorting Systems, FLS-SVT has developed systems for the capture and removal of mercury from electrowinning cell and strip solution exhaust, Carbon Regeneration exhaust, and the dore furnace exhaust. This paper describes each of the technologies introduced above and their success in operational gold and silver mines. The minerals industry is faced with choices beginning in the exploration phase and extending over the life cycle of the mine. Firms examine the technical feasibility of alternative actions and typically rank them based on economic performance. Increasingly firms also consider alternativesÆ contribution to sustainable development. There are many visions of what a sustainable future should look like and much debate about what should be sustained. Sustainability is a process, a series of incremental actions, and each alternative course of action has the potential to further progress toward one or more sustainability goal. However, because it is not possible to sustain everything everywhere simultaneously, trade-offs and choices inevitably have to be made.Sustainable decision making before investment (ex ante decisions) should incorporate a broad suite of quantitative and qualitative information. One approach is to utilise an integrated sustainability assessment (ISA) framework that supplements traditional technical and financial tools with other tools such as objectives hierarchies (OH) and life cycle assessments (LCA). OH is a problem framing method that captures stakeholder and decision maker interests, objectives and values. LCA addresses material and energy flows, and environmental impacts. The outputs of these tools can be combined with additional qualitative measures and analysed using multi-criteria decision analysis (MCDA). MCDA models facilitate comparison of different alternatives on the basis of a set of criteria and indicators. Some can incorporate information on risk attitudes and preferences ( multi-attitribute value theory models) and others uncertainty about outcomes (multi-attribute utility models). Studies have been published describing and comparing tools for minerals sector decision analysis. Our paper extends this literature, discussing how a combined OH-LCA-MCDA can support ex ante sustainability assessment by incorporating preferences, risk attitudes, and monetised or non-monetised social and economic variables, in a manner that captures their inherent complexity. We also discuss how such a combined model would support trade-off analysis.

THE following notes, compiled in the first instance for the makers of rock-drIlls, were read by Mr. Hanton at a meeting of the Broken Hill Branch on 12th Septelnber, 1922. It was decided that all Broken Hill mines be asked to give their individual views on the subject, so that a comprehensive Broken Hill view could be published. Replies have been received from four (4), mines to date, and their'ideas fairly well coincide with those set out by Mr. Hapton. His notes were as follow:- "The Zinc Corporation Limited.NOTES ON ROCK-DRILL DEVELOPMENTSAs far as our present experience goes, the rock-drill developments on this mine will probably be something resembling the following. The programme is subject to modification or alteratian, according to circumstances. The results of further trials and improvements in present drills, and the design of new types, will, of course, affect any general scheme such as that outlined. It appears reasonably certain that the 3i-in. reciprocating drills which have done practically all the stoping up to date, will be gradually replaced by hammer drills of the internal water-feed type, and that the existing types of hammer drill on the mine will be converted into internal water-feed machines instead of being used as dry machine with outside jet.The ultimate types of machines will be four... Type 1 would be a machine equivalent to the Ingersoll Leyner: 248, Waugh Turbro, SullivaIi DX61, or Holman CH2. This would be used for driving, cross-cutting, and similar excavating work, and possiblyfor stoping also, and should be capable of efficiently working any class of ground. Features, apart from the general requirements set out later, would be the weight of the machine and mounting height of the machine above the seating (as this affects the convenience of boring back or bottom holes); absence of projections on the mounting which the air hose will foul as the machine is fed...

The recent advances in digital imaging technology, specifically around photogrammetry, have facilitated precision measurement in the difficult conditions encountered in an underground development mining environment. With the recent downturn in the resources industry, many mining houses have begun to focus on cost reduction projects and driving efficiencies. The application of digital photogrammetry has allowed greater insight into the development mining cycle and supported a focus on areas where efficiencies and cost savings can be achieved. Data collation, via digital image capture, can be completed with minimal disruption to the development mining cycle with analyses taking a nominal time to process and interpret. The result can be a stark visual representation of the result of blasting and associated activities of the development mining cycle. Many millions of dollars of benefit can be derived from understanding the impact of each component of the development mining process, with some of the biggest savings associated with conformance to drill design and the minimisation of overbreak during blasting. IT is not intended that this paper should be regarded as an account of the geology of the Lyell district. It is merely a synopsis of some of the conclusions recently arrived at in regard to the stratigraphic and structural geology, compiled to act as a guide to those members of the Australasian Institute of Mining and Metallurgy attending the Queenstown meeting who are interested in economic geology. Based on the concepts of statistical thermodynamics of athermal mixtures, an approach is developed which is capable of quantitatively explaining the thermodynamic properties of binary silicate systems. Expressions for the ionic fractions of various anionic linear and nonlinear chain polymers are derived. The developed expressions for free energy of mixing are tested by applying these to the system PbO-SiO2. The ionic fractions of various chain polymers in this system are calculated. The two cases, namely, of linear and nonlinear chain polymers are compared with each other.Limitations of earlier models are pointed out.

The decision making check-list and hierarchy of information for process and plant design is generally wide-ranging and complex. The nature of grades, mineralisation and ore types in an ore body, its mine development sequence, and the body of results from metallurgical and physical test work present complex and competing influences on flowsheet development, values for design, equipment selection, plant efficiencies and operating strategy. The challenge is how to manage all these variables, to understand their impacts on performance, and how best to provide a cost-effective plant design and robust process that meets daily/weekly/monthly operating objectives. Throughput, production and grade or product specifications need to be met. The ore body is not average; its range of metallurgical and physical characteristics may be moderately to highly variable. This paper assesses some of the key competing influences and conflicting issues in design and equipment selection, and their effect on production and performance expectations.

Coal augering is an ideal method for recovering coal from the highwalls of open cut coalmines. Coal augering is a simple process whereby additional flights are added to the auger cutting head and auger holes are drilled at 1.9 m diameter up to 200 metres deep. Traditional monitoring was located at the mouth of the hole and if methane was encountered above two per cent, inert gas was delivered into the mouth of the hole to deplete the oxygen content at the auger cutting head below 12 per cent. The auger operator was asked the question ‘how do you know that this is the case?’ Trials were undertaken to prove that the oxygen content at the cutting head did drop below 12 per cent (the lowest limit for methane to ignite, also known as the oxygen nose point). Initial trials showed that the oxygen content in the mouth of the hole did not drop below 12 per cent and modifications were made to hold the inert gases in the mouth of the hole so that the auger flights could take this inert gas into the hole. In-hole monitoring, after completion of mining and after extracting the auger flights, showed that the atmosphere quickly returned to fresh air. In-hole monitoring was also tried during the augering process and yielded valuable results.
