Part XI of the United Nations Convention on the Law of the Sea (UNCLOS or the Convention) (United Nations (UN) Division for Ocean Affairs and the Law of the Sea, 1982) establishes a comprehensive regulatory framework for the conduct of deep seabed mining (DSM) activities of mineral resources in the Area (defined in Article 1(1) of UNCLOS as ‘the seabed and ocean floor and subsoil thereof, beyond the limits of national jurisdiction’). Under that framework, DSM activities can only take place in the Area pursuant to an approved Plan of Work in the form of a contract with the International Seabed Authority (ISA) (the Authority), a 168-member international body created under UNCLOS to administer the Area. Private contractors can undertake DSM activities if they are sponsored by Member States of UNCLOS, providing a dual system of international and domestic regulatory control and oversight for activities in the Area.

Jaspilites and underlying basalt contacts of the Archaean volcano- sedimentary Grpo Parß Group, Carajßs, host giant iron mineralisation in the ~100-km long, E-W trending Carajßs fold. Preliminary, unpublished geochronological data point to a Palaeoproterozoic mineralisation event. Geochemically, jaspilites are typical volcanogenic banded iron formations. Basalts exhibit evidence of spilitic seawater interaction. Iron-associated hydrothermal alteration of mafic rocks was induced by fluid infiltration in amygdales, with development of chlorite- and hematite-dominated zones. In the case of jaspilites, iron mineralisation encompasses: partial replacement of jaspilitic microcrystalline hematite by blasts of martitic magnetite; jasper recrystallisation, producing fine-grained, hematite-free granoblastic quartz; martite recrystallisation, forming lobate¦subhedral hematite; pervasive porosity development by quartz-chert leaching; incipient cavity filling by microlamellar hematite; and advanced filling by coarser, euhedral and comb-textured, tabular- shaped hematite.Peak hydrothermal ore textures indicate typical epithermal-crust conditions, supported by preliminary fluid-inclusion calculations at 160 - 200¦C. Such temperatures and extreme fluid-to-rock ratios during alteration must have exceeded the ambient metamorphic conditions, with the infiltrating fluid relatively hot and capable of leaching SiO2. Therefore, mineralisation developed over exhumed, Archaean, brittly deformed rocks, with mineral associations representative of very low- to low-grade metamorphism. Considering that chlorite (¦talc) abounds in mafic rocks; hydrothermal albite is developed; dolomite fills veins and vugs; the typical rare-earth-element (REE) pattern of jaspilites is significantly modified in higher-grade hard hematite ores (higher LREE); pyrite, copper sulfide minerals and rare gold occur in association with carbonate-quartz-rich alteration zones, it is suggested that an alkaline, H2O-Fe-CO2 mineralising fluid dominated, also containing species like S¦Cu¦Au. Peak-mineralising conditions are likely to have resulted from a single, evolving fluid, via incipient- through advanced-stage alteration phases. The porous, high-grade soft hematite-type ore (SH), rich in microlamellar and anhedral hematite, must have derived from interaction with this relatively hot SiO2-leaching fluid, whereas the high-grade massive hard hematite-type ore (MH) developed due to closer fluid-rock temperature equilibrium conditions, attained by mineral reactions, with relative increase in the Fe/Σcations ratios allowing the precipitation of subhedral-tabular hematite that partially cements the soft-hematite ore. SH and MH hematite ore types must thus reflect intermediate and high fluid:rock ratios, respectively. Since the N5 deposit is to date understood to contain the largest amount of the MH ore, its units are interpreted as the loci of the highest fluid:rock ratios in the district. Preliminary mineralogical information regarding the S11 deposit of the Serra Sul (south range) implies higher-temperature conditions. The near-equant grain size and the granoblastic intergrain relationship, coupled with the presence of riebeckite, augitic pyroxene and garnet, suggest hornfels textures. The data collected, though still relatively sparse, permit the speculation that the immense driving force for the Carajßs world-class iron deposits was a relatively shallow, igneous-related hydrothermal system. If such a model is correct, then the Carajßs Palaeoproterozoic iron deposits could represent an end-member of the iron oxide-copper-gold hydrothermal system in the province.

Recent events have raised the issue of whether, and if so when and how, an explorer may gather data from a mining tenement or permit which is held under the relevant mining Act by another party. Two situations arise: that of the small operator who wishes to prospect, and if successful mark off, ground held by others by virtue of the local form of exploration permit; and that of a regional explorer who may wish to enter on to some one else's existing mining tenement within the region of interest. The legal situation varies from state to state. At present the broad consensus seems to be that, provided consent is given, small-scale prospecting on another's exploration permit is at least tolerated if not actually provided for by the relevant Act. Entry onto a granted tenement to carry out any form of exploration is, however, prohibited in all jurisdictions unless consent is given. Furthermore it would appear that the proposal and conclusion of a joint venture agreement places certain obligations upon the party proposing to carry out exploration. These conclusions apply where ground surveys are proposed. Where data acquisition is by aerial survey the situation is much less clear, principally it would appear, because up to now little thought has been given to it. If trespass applies at ground level, at what height does it cease to apply? Can aerial magnetometry or photography be classified as prospecting? Is there an obligation upon public authorities who carry out remote sensing to make data available to the holders of mining tenements within the surveyed areas? Moves are now afoot to address these and other considerations, and it would be in the interests of everyone if a national approach to the problem could be adopted from the beginning. Certain suggestions in this respect are put forward.

Closure options under consideration at some sites include backfilling mined-out pits with waste rock. Backfill may include mineralised and non-mineralised waste rock. Following groundwater rebound, flow-through conditions may develop in the pit post-closure. The backfill located in the saturated zone below the water table may release solutes under such conditions. It is therefore important to understand the potential impacts that backfilled pits could have on postclosure groundwater quality.Geochemical characterisation programs are the foundation for assessing the potential chemistry of water that has contacted mined wastes. Such programs must be designed to obtain data relevant to the closure options under consideration. To complement standard testing techniques, SRK utilises saturated column testing designed to generate data on leaching rates under anoxic conditions that could be encountered within submerged backfill.This paper presents the findings of saturated column test work carried out on waste rock samples from an iron ore mine in the Pilbara.CITATION:Watson, A, Linklater, C and Chapman, J, 2016. The Central Victorian Goldfield is a world-class field located in Victoria, Australia. It is currently undergoing a revival through activities in the Bendigo, Ballarat, Tarnagulla, Maldon, Castlemaine and other fields. Sediment-hosted auriferous gold-quartz reefs that are structurally and geometrically complex dominate the region. To date, no remote methods have been developed to assist in the targeting of the discrete high-grade oreshoots that characterise the mineralisation. An understanding of the structural setting and controls, and thus likely frequency of repetition of oreshoots remains the main exploration tool. Gold within the reefs is generally characterised by both its coarse nature (>100 up to 10 000 microns) and erratic distribution; as a result, most of the Victorian deposits are classed as high- to extreme-nugget effect systems. This characteristic ensures that mineralisation is very challenging to explore, evaluate and exploit. The key issues facing the explorer and miner are related to effective sampling, and definition of geological and grade continuity, and ultimately grade and tonnage. Tonnage can often be estimated to a reasonable level of confidence, whereas the grade estimate generally carries a medium- to high-level of uncertainty. In these deposits, surface diamond drilling alone is generally only able to define an Inferred Mineral Resource, with underground development, closely spaced in-fill drilling and bulk sampling/trial mining required to define Ore Reserves. The extraction of gold from ores is relatively simple, based on the coarse nature and hence amenability to gravity recovery. Ground conditions and the need for in-stope grade control (eg mapping, sampling etc), generally point toward mechanised cut-and-fill as the primary stoping method in the region. To potential investors this style of mineralisation has been viewed as high risk, because of the associated low confidence in the grade estimate, general paucity of Ore Reserves at mining start-up and need for underground development at the Feasibility Stage.

Slope stability is a critical safety and production issue for open cut mines. The æslope stability radarÆ has been developed to remotely scan a rock slope to continuously measure the movement of the face. The system can detect and alert movements of a rough wall with sub-millimetre precision, and with reliability and resolution. The advantage of the slope stability radar over other monitoring techniques is that it provides full area coverage without the need for mounted reflectors or equipment on the wall. In addition, the radar waves adequately penetrate through rain, dust and smoke to give reliable measurements, 24 hours a day. The measurement technique is tolerant of vibrations and overcomes the need for a highly stable footing required by traditional surveying systems, making it easy to move from one location to another. The system is self-powered and designed for minimal maintenance. Radar displacement images, co-registered with digital photography images, are transferred from the radar site in the pit to the mine office via a radio telemetry link. Custom-written software provides mine managers and geotechnical engineers with a complete picture of slope movements over defined time intervals. The time-history of the movement of any selected points or regions on the slope can also be displayed. Also provided is the ability to set movement thresholds that will trigger alarms at the radar site or mine office. The system has been used at numerous coal and metalliferous mines in Australia, and has provided real-time monitoring of slope stability during active mining operations. More than 20 rock wall and spoil failures have been captured by the system, and on every occasion adequate warning was provided to mine operators. The high level of movement precision and broad area coverage of the rock face provides a better understanding of the geodynamics, which leads to extra warning time. This technology enables a radical change in the management of risks in open cut mining operations.

There .are apparent similarities between the Fishecale zone of the Great Artesian Basin in' Australia and the Fishscale sand of the Western Canada Sedimentary Basin.

Due to the harsh operating conditions, wearing of the inner refractory lining in a Basic Oxygen Steelmaking (BOS) furnace reduces the useful life of the refractories and incurs a significant cost component for relining. In this study, firstly, a combined compressible and incompressible computational fluid dynamics (CFD) model was developed to identify the potential wear prone zones in an industrial scale BOS system during the supersonic oxygen blowing phase by quantifying the wall shear stress distributions. Next, the retained slag splashing process was simulated by introducing an inert gas to residual slag mass to achieve a protective coating on the refractory walls. Effect of both design and operational parameters such as lance head configuration, lance position and the initial slag volume on the slag wall coating performance were quantified and most favourable conditions were determined.

Dr David Dekker discussed the importance of a multidisciplinary approach to automation, the infrastructure required to support automation, and selecting the equipment for automation. Dekker stressed that automation involves a number of technologies. The mining industry is currently about part-way through the evolutionary process of achieving a fully integrated automation system. He pointed out that the final stages require parallel development of infrastructure such as mine communications. Technologies required for automation Automation systems consist of three parts: the gathering of information, the processing of that information, and taking action.

The Sinclair Nickel Project, wholly owned by Xstrata Nickel Australasia (XNA), includes an underground mine, a concentrator, a village, an all-weather airstrip and associated mine infrastructure. The operation is located 70 km north of Leonora in the prospective and historically productive eastern Goldfields region of Western Australia. Xstrata Nickel has successfully developed the Sinclair deposit into a 350 kt/a operation since its discovery in November 2005, with contained nickel metal production to date in excess of 10 600 t, of which 5500 t is from the underground operation.The narrow, continuous, medium-grade Sinclair nickel sulfide deposit accessed by the Phoenix Decline has a shallow 15¦ - 20¦ plunge that is approximately 1000 m long down dip and open at depth to the north. The flat plunge and low-grade nature of the orebody presents challenges regarding the amount of horizontal waste development that can be economically excavated, which in turn affects ventilation, egress, mine services and diamond drilling.The mineralisation is hosted between an ultra mafic hanging wall and a basalt footwall and is being mined using a bottom up, sublevel open stoping method. The stopes are retreated to a central access, filling voids in the process with waste mullock where possible and using cemented mullock fill where end exposure is required. Tight filling the flat dipping hanging wall has proved to be challenging given the angle of repose for the waste mullock fill is steeper than the angle of the hanging wall.Reconciliations of mine performance against the original feasibility study show positive changes and operational optimisations enabling Sinclair to achieve its mining targets in a safe, sustainable and economic manner. A joint research programme conducted by BHP Central Research Laboratories and Du Pont Wesfarmers Pty Ltd examined the effect of the size of cast primers on the run up and steady state detonation veloci- ties of ammonium nitrate based explosives as a function of blasthole diameter. Both continuous and point to point velocity of detonation meas- urement techniques were used. The field trials examined a number of the Du Pont HDP series of primers in conjunction with ANFO, emulsion and watergel explosives. Results indicate that the run up velocity of 187mm diameter ANFO charges is negligible using cast primers as small as 150g. owever, emulsion and watergel explosives did exhibit run up in both 187 and 311mm diameter blastholes, independent of the size of primer. This could last from 7 to 10 blasthole diameters.

With increased pressure for companies to cut costs during design of new mineral processing plants, overall plant design has changed over the last decade with less design for feed blending and less installed surge capacity. This has changed the operability of new mineral processing plants, where disturbances due to variable ore types have resulted in the evolution of new control techniques. These techniques are necessary to maintain stability and optimise the performance of these new plants. Hydrocyclones are the most widely used device for classification in a grinding circuit. However, even the most efficient hydrocyclone has a bypass of fines from the feed to the underflow which reduces comminution circuit performance, as well as misclassification around the cut point. Fine screens classify only according to the particle size, allowing for a reduction in the recirculation of fines back to the mill. The development of high capacity multi-screens makes fine classification in a grinding circuit a viable option. Minera Saucito recently substituted hydrocyclones with screens in its grinding circuit. The change of classifier resulted in an increase in throughput and lead recovery but a decrease in silver recovery. This case study presents the changes in comminution and flotation performance that occurred after the installation of screens and uses historical operational data collected over 12 months of operation to investigate the reasons for these observed changes. In order to provide a'valid description of the performance of size classifying equipment it is necessary that a standard procedure be established for testing and for the subsequent expression of results. Such a standard would permit the valid comparison of alternative equipment and may provide a basis for the prediction of performance. An Australian Standard (AS 1634-1974) has been used as the starting point for an International Standards Organisation-(ISO) working group (of which the authors are members) charged with the preparation of an ISO Standard for the expression and presentation of the results of tests on coal size classifying equipment. The approach taken is applicable to all types of sizing equipment (cyclones, screens, dedusters, etc.) and should be suitable for adoption in the minerals industry as well as by coal preparation engineers. The background to the proposed Standard, is given,including a critical review of other frequently quoted performance measures, the procedures described in the draft are discussed, and an example given.

The steel industry is facing challenges on a global scale that include depletion of resources, huge energy consumption, and the emission of CO2. The demand for iron products is increasing due to the increased infrastructural development. Zimbabwe produced cast iron from scrap metals. However, there is currently a shortage of scrap, and yet Zimbabwe is rich in limonite ores that are currently being underutilised. The possibility of using limonite ore as a sustainable feed for pig iron production was investigated by preparing some limonite ore carbon composite pellets. The results showed that the addition of coal to the limonite ore and calcium carbonate mix to form the composite pellets resulted in a decrease in the drop number as well as the dry compressive strength of the composite pellets. This research aims to improve the physical properties of the green pellets by the careful addition of hydroxyethyl cellulose as a binder that was found to improve the physical properties of the green pellet. This is important for materials handling during the production process of the composite pellets. Results showed that the drop number was substantially improved by the addition of 0.4 wt per cent hydroxyethyl cellulose while the dry compression strength improved from 2.5 kg/pelIet to around 23 kg/pellet irrespective of the amount of binder added. The binder improved the physical strength of the iron-carbon composite pellets enough to allow for large-scale production of the pellets that can be an alternative and sustainable feed for cast iron production. However more results on the indurated compression strength and other properties such as the reduction degradation index, swelling index, and the reducibility test are required.

Compositional and isotopic analyses of coal seam gases in the Southern Coalfields have shown that these gases frequently contain abnormally high concentrations of magmatically derived carbon dioxide. The size of this carbon dioxide reservoir and the extent of permeation of the sediments by carbon dioxide are not known.Therefore caution in evaluating the natural gas potential of the region is advised.

Management of high rates of goaf gas emissions between 4000 and 6000 L/s of methane gas in longwall panels is a challenging issue, particularly in start-up areas of the panels. There is a need for investigation of the effect of various goaf gas drainage concepts and techniques, and development of effective gas drainage strategies for management of high goaf gas emissions in start-up areas of the longwall panels. This paper presents the results of various computational fluid dynamics (CFD) simulations that were carried out to investigate the effect of different goaf gas drainage strategies and combinations for gas management in the start-up area of the longwall panels. Results indicated that the gas (methane) concentration in goaf holes on the tailgate (TG) side vary between 50 and 75 per cent under the simulated field conditions with flat coal seam gradients. The results also indicated that operation of more goaf holes for draining the goaf gas on the TG side results in high ingress of oxygen and further reduction in gas concentration in goaf gas drainage holes. The simulations also included scenarios with goaf gas drainage holes on the maingate (MG) side, TG cut-through seal and near the start-up area. This paper presents the results of various goaf gas drainage strategies and discusses the effect of various combinations in order to develop effective goaf gas drainage strategies for gas management in start-up areas of the longwall panels.CITATION:Tanguturi, K, Balusu, R and Belle, B, 2015. Wiluna Mining Corporation are progressively re-entering the old Wiluna underground mining complex. The existing underground was abandoned in 2013 by previous owners and left to flood with water levels reaching above the East Pit portal and Happy Jack Pit portal and up to 300 m below surface in the Bulletin underground. Re-entering the mine commenced in 2017 with dewatering of the Bulletin decline. The underground development had been previously supported with friction bolts, with weld mesh in places. Until mid-2021 rehabilitation requirements were based on an external visual inspection of the installed ground support scheme. However, several incidents involving falls of ground due to corroded bolts have occurred during this time, showing that this approach was inadequate. The challenge the operation faced was should the entire decline be rehabilitated, the implication being not only a large rehabilitation cost but also the impact of severe delays to the mining schedule. The question was asked can the operation better understand the level of corrosion damage and potentially optimise rehabilitation requirements. A proposal to use a systematic approach to assess corrosion by environmental condition mapping, visual external corrosion assessment, and internal corrosion assessment via borehole camera inspections was provided and accepted by Wiluna Mining Corporation. The objective of this work was to produce a three-dimensional map showing the degree of corrosion on the reinforcement systems in the capital infrastructure, this would then be used to risk assess and prioritise rehabilitation requirements. This paper summarises the approach, methodology and results that provided the Wiluna mine planning team with information to enable planning of resources and budget to justify priorities of rehabilitation.
