Projections of metal requirements for Japan and the United States indicate growing competit- ion for Australia's mineral output and a critical need for continuing discovery of new reserves. These projections may be modified by economic, social and political controls - the most import- ant factor probably being a shortage and the high cost of risk and development capital. Changing ownership patterns toward joint ventures and increased state participation are anticipated. New developments in global tectonics and metallogeny delineate favourable zones for ex- ploration and permit establishment of priority search areas even in regions of poorly known geology. Declining ore grades and special character- istics to meet technological requirements may modify identification and evaluation criteria. A broad approach considering all environments of concentration within the geochemical cycle is re- quired within any metallogenic province. The exploration geologist must be able to integrate geological theory, mining technology and financial analysis to establish well defined exploration objectives, in terms of economic and geologic models, in concept-oriented programmes.

The incentive to control coal flotation circuits arises because of disturbances, from plant operating practices and variations in feed coal characteristics, which result in large amounts of fine coal being lost in circuit tailings streams and lower grade concentrates being produced. Additionally, the flowrates and compositions of con-centrates and tailings streams can have significant effects on dewater-ing brocesses. A universal control strategy for these circuits cannot be developed. Rather, three major groups of variables must be con-sidered during strategy development: coal characteristics; circuit design and operating practice; and the variables selected to control the process. The second. and third groups-are discussed in this paper and examples from studies in operating plants are presented.

The cost of capital is the rate at which a project's cash flow should be discounted to obtain the Net Present Value. The cost of capital is a weighted average of both debt and equity funds of a company, on an after tax basis. Two methods are described for calculating a company's cost of equity, the Dividend Valu- ation Model and, more importantly, the Capital Asset Pricing Model. A worked example is presented where the cost of capital was obtain- ed for two resource companies. The application of the cost of capital was illustrated by way of a mining equipment replacement problem. The paper outlines refinements and problems that may be encountered with the use of the cost of capital, and concludes that it is an integral part of any project evaluation.

In order to formulate appropriate and useful education and training policies and practices, it is crucial to firstly consider the demographic environment of our workforce-and the direction in which it is (known to be) heading. We can predict with a degree of certainty, that the role and influence of training on the future survivability of organisations will- become increasingly critical. This will be particularly relevant for those industries and organisations which are technologically based. The ad-hoc use of training is and, will no longer be appropriate. Organisations must move toward the on-going use of a dynamic education and training strategy based on an effective staff development programme, which meets the short and medium term needs of the organisation. The package provides.a total service to meet clients training needs using educational techniques geared to adult learning. it stresses the importance of ongoing research into industrial adult training and its effectiveness in improving skills and productivity. Current research on roles of supervisors in the Australian workplace and the development of the Supervisory Behaviour Questionnaire. (SBQ) indicates the need for a proper framework within which the objectives of training can be addressed.

The Dittmer process for the debismuthising of lead by electrolysis beneath molten caustic soda has been scaled up to 100 kg lots for batchwise operation and to 20 kg per hour for a continuous flow of lead. Bismuth was decreas- ed from 0.03 to less than 0.005 wt. per cent for an electricity consumption of 220 kWh per ton of lead. Lower bismuth levels may be readily achieved if required.

The Australian lead-zinc industry faces a future in which the world market is likely to show at best only minimal growth and in which there will be increasing competition. Its production facilities use mature technologies employing expensive labour and increasingly costly energy in a country which demands the highest standards of environmental performance. Returns on investment are already unsatisfactory.Technology for survival would appear to indicate a need not only for more efficient capital, labour and energy usage combined with improved environmental performance, but also flexibility to handle more complex materials than the traditional, virtually single metal concentrates. This offers the potential for improved overall economics from the mine onwards, but will demand efficient separation and by-product recovery processes.In the lead industry these problems are being addressed in several emerging technologies. With zinc, the situation is less clear.

Around 35 Mt of industrial clays were produced in 1994 under the broad classifications kaolin (25 Mt), bentonite (8 Mt) and attapulgite/sepiolite (2 Mt). A brief review of world sources and markets is given as background to Australia's small production (0.5 Mt) but developing interest in industrial clays. Clay markets have changed significantly over the past 30 years resulting initially in consolidation and expanded production from traditional high-grade clay sources but also creating opportunities for development of new discoveries. Decline in the use of clay-based refractories has come at a time of strong growth in demand for refined kaolin for the paper industry. Traditional markets for bentonite as oil drilling muds, iron ore pelletising and foundry bond sands are mature and in overall decline. Today, bentonite has a significant share of the growth market in pet litter which a few years ago was dominated by attapulgite/sepiolite clays. Both bentonite and attapulgite/sepiolite have good prospects for increased demand in environmental markets both in containment of hazardous wastes and sorption of toxic substances. In common with all industrial minerals, markets for clay minerals will demand continuous improvement in product quality and consistency. Development of new and improved products will be increasingly the responsibility of the raw material supplier. In order to remain competitive, this will require a substantial commitment to quality assurance and research and development. Increase in market share will come for those producers able to translate developments in their products to cost savings or increased competitiveness for the industries that they Supply.

Acceptable post-closure performance of decommissioned mining operations is a critical factor in persuading todayÆs environmentally conscious public that the mining industry will not continue to burden future generations with the legacy of environmental tragedies. Post-closure impacts must be identified and managed through robust engineering design if the post-closure environment is to be environmentally sustainable. To manage potential post-closure risks (environmental, health, safety, social and economic) within acceptable limits, WMC incorporates a risk-based approach to closure planning and engineering design. WMCÆs risk-based closure engineering design process provides a simple methodology for developing robust closure plans û the process æengineers outÆ unacceptable risks and æengineers inÆ a sustainable post-closure environment. Benefits of the risk-based process include stakeholder endorsed closure criteria for an agreed post-closure land-use, focusing of resources on major risks, and a realistic and accurate estimate of the required closure provision. The outcome is an increased likelihood of satisfying the three pillar goals of sustainable development û a financially sound solution that poses a low risk to the environment and future generations.

The history of the reduction of iron from its ores is lost in antiquity. Archreologists state that man has practised it for over four thousand years. Until comparatively recent times charcoal was the principal reducing agent for making metallic iron from its various oxidised ores. Coke was first used by iron founders in England in 1619, and its use spread gradually throughout the civilised world from then onwards. Indeed, the destruction of forests to obtain the requisite charcoal made the iron founders, both in England and America, extremely unpopular, and this hampered the iron industry to a considerable extent, until coal provided the metallurgist with a new and better fuel--coke which is used by most pyro-metallurgists today. The transition from wood to coal products for iron smelting had a profound effect on the location of iron works. Particularly was this the case in America where, in the infancy of the industry, practically each of the early States had its own iron producers, but as coal and coke replaced charcoal, there came about a concentration of the iron and steel industry around the coking coal deposits, and so today there are huge steel plants clustered around the soft coal basins in Pennsylvania and Illinois.The development of the iron and steel industry in Australia, which is comparatively recent by world standards, has been cradled in the coal basins of New South Wales. The first steel works of any consequence in this country were built near Lithgow, close by the mines which produced the coal for coking.Incidentally, these works were rather unique in that the three essential materials for iron and steel manufacture-ore, coal, and limestone-were found virtually at the works' back door.When, in 1912, the location of the proposed steel works for The Broken Hill Pty. Co. Ltd. for smelting ore from Iron Knob in South Australia was considered, the site ultimately chosen was at Newcastle, almost on top of seams of satisfactory coking coal. One of the major factors which had determined the site of the steel works was the fact that, about 1912, three tons of coal were required to produce one ton of finished steel product, and the relative economics of ore and coal haulage were much in favour of bringing ore to the coal.

After multiple tailings dam failures in recent times, the owner organisations have made increased efforts to step up the governance systems to industry best practise in the design, construction and operational management areas. The measures include but are not limited to, site investigation, rigorous peer review (both internal and external), certification through appropriately qualified personnel and improvement in operational management practises. While a lot of focus is on design and operational practices, the construction stage requires adaptation (both in terms of materials and approved design) and immediate decision making on site. Work undertaken in these areas is mostly irreversible and sometimes poses serious threat to the future TSF raise/ expansion planning and may lead to reduced life of the TSF and additional risk to the Owner.This technical paper will discuss some challenges and highlight the importance of appropriate processes to achieve a successful construction regime. Traditionally, the predominant drilling method in open pit mining has been large hole rotary drilling using cumbersome, inflexible equipment offering merely limited scope for improvements in pit design and overall costs. By contrast, the recent development of comparatively light high-pressure down-the-hole hammer crawlers has paved the way for new ideas and trends. High penetration rates coupled with superior mobility and fast set-ups contributing to substantial productivity gains have resulted in a renascence for this drilling method in open pits. The ability to cover a wide range of hole diameters and angles gives designers unique drill pattern possibilities especially when establishing steep and stable pit slopes. As pre-split holes, buffer holes and production holes all can be drilled by using the same equipment, there are, there are obvious advantages in production scheduling as well as in materials handling and service. This paper presents some case stories, which will demonstrate the benefits and improvements that the introduction of new drilling methods and equipment has brought to open pit mining operations.

Accidents in open pit mining have a high cost in lost time of person- nel, damage to equipment and installations, and lost production. The realities of export competition require that Mine Management sig- nificantly reduce the costs associated with accidents and workplace ill-health. Four historical periods of Australian lead-zinc-silver exploration and development are identified.In the first period, 1841-1900, Australia's deeply weathered surface yielded bonanza deposits. The outcrops of easily worked secondary ores, enriched in silver and lead, were discovered by prospectors with the incentive of production at times of high silver price. Districts discovered in this period still contributed, in 1982, 60 per cent of Australia's lead-zinc production, mainly from Broken Hill.The second period 1901-1944, was one of strong mine development but stagnant lead-zinc-silver exploration. Mount Isa was discovered and developed, but otherwise effort was devoted mainly to the mining of deposit extensions and to the metallurgical flotation of zinc. The deposit discovery rate was low but the discovery of Mount Isa was so significant that discoveries of this period contributed, in 1982, 30 per cent of Australia's lead-zinc production.The third period 1945-1972 was one of re-invigorated exploration.New geological and geophysical surveys, developing concepts of ore genesis, and worldwide comparisons of orebody settings improved target area selection. Evolving remote sensing methods, and rapid analytical techniques, assisted detection of lead-zinc deposits. Initiation of exploration led to discovery:1. in regions of previously unsuspected lead-zinc-silver potential (Sorby Hills, Mons Cupri, Golden Grove).2. of poorly exposed deposits in recognized mineral districts (Hilton, H.Y.C., Woodlawn, Elura, Que River).3. during active exploration for another commodity (Brown's, Woodcutters, Mary River, Beltana, Lady Loretla and Pegmont).The period saw a sustained growth in lead-zinc-silver production mainly from established operations. Mines discovered during the third period contributed, in 1982, 7 per cent of Australia's lead-zinc production.In the fourth period from 1973 to the present, exploration initiatives became fewer but resulted in continued discovery of poorly exposed deposits at Teutonic Bore, Thalanga, Benambra, Scuddles, Hellyer, and Jillawarra. Development initiatives strengthened in the period and production commenced at Woodlawn, Teutonic Bore, Que River and Elura; pre-feasibility work commenced at Scuddles, Hilton, Lady Loretta and Thalanga.

Peak Gold Mines (PGM), a member of the Rio Tinto Group, is an underground and open cut gold mining operation located near Cobar, NSW. A multi-phase study was initiated in 2001 in support of developing a dry æmoisture store and releaseÆ cover system design for the PGM tailings dam, which contains potentially acid-forming tailings material. The first phase consisted of characterising the tailings and potential cover material (waste rock from an open cut operation) as well as soil-atmosphere cover design modelling. The second phase involved construction of two cover system field trials on the tailings dam and installation of a variety of field instruments to monitor the hydraulic performance of the test covers during all seasons of the year. Field performance monitoring commenced in April 2002 and will continue for a minimum of two wet-dry climate cycles (third phase), prior to using the field data for calibration and subsequent validation of numerical models developed for the cover system trials (fourth phase). This paper describes the work completed for the first two project phases and also discusses the initial performance of the cover system trials.

Nuclear power stations to be installed in Australia will be fuelled from Australian resources of raw materials. This will require the establishment of new manufacturing industries and the eventual expansion of established activities, especially in uranium mining and the preparation of precision metal products. This paper presents some predictions of the possible growth of nuclear power installations in Australia. These might amount to 4000 MWE by 1985 and 11,500 MWE by 1990 and towards the end of the century, about 50% of new generating plant might be nuclear. Predictions are given of the demands for materials (uranium and zirconium) and fuel manufacturing services for four reactor systems which might be considered in the programme. - The availability of raw materials and technical capability place Australia in a particularly good position to undertake the manufacture of nuclear fuel'; in addition to satisfying the domestic demand we should actively seek export markets for these products.

Metso Minerals Cisa have developed VisiofrothÖ û a system which calculates parameters of the froth surface using vision from remote cameras mounted about individual flotation cells. The parameters calculated from this system can be utilised within process control strategies to achieve stabilisation or optimisation of the flotation process. As part of a JKMRC AMIRA P9 field campaign, froth vision was collected from various cells operated at different air rates and froth depths within Rio TintoÆs Northparkes copper roughing and scavenging circuit. At the same time, samples were collected to determine the cell metallurgical performance at each operating condition. These froth images have been processed using the VisiofrothÖ system with froth velocity, bubble size, froth collapse rate and various froth colour parameters calculated. These parameters have been compared to the measured concentrate flow and concentrate grade produced at each condition. This analysis shows that the concentrate tonnage flow is strongly correlated with froth velocity whereas the concentrate grade is best correlated using froth velocity in combination with a bubble stability parameter which affects the bubble size distribution on the top surface of the froth. This paper summarises the results from this analysis as well as an overview of the VisiofrothÖ system and the parameters that are measured by the software.
