There are significant Mineral Resource and Reserve reporting challenges facing a mining company operating in the global arena. This paper specifically examines the Mineral Resource and Reserve reporting challenge facing BHP Billiton. The changing regulatory environment creates a significant challenge for global mining companies when reporting Mineral Resources and Reserves. The development and implementation of internal policies and standards for collecting and collating resource and reserve information is required for corporate governance, however the challenge is then to report this information publicly in such a way as to comply with the various codes and requirements in the many jurisdictions in which the company is required to report. The move to an International Code is not only desirable but is an essential requirement in todayÆs global market. The agreement to report using a single code internationally is however only the first step. A truly practical international reporting system must have common definitions and guidelines for interpretation as well as an international approach to the definition of a Competent Person, and even more importantly a common acceptance of that code by the relevant investment regulatory bodies. Without the universal acceptance of the concept of an international reporting code by the major regulatory bodies, implementation of such a code will be limited. With the major global mining companies seeking to raise capital in the USA, the worldÆs largest capital market, the Securities and Exchange Commission (SEC) and its approach to reserve reporting is becoming increasingly important. The development and implementation of an International Code must gain the support and acceptance of the SEC if it is to be successful.

Utah Development Company began prospecting for coking coal in 1961 and Blackwater Mine became a reality in June 1967. Exploratory and develop- ment drilling has been a continuing effort and reserves have been assessed at several stages. Some of the history of exploration and reserves assessment is given and practices in drilling, sampling and testing are described, particularly in regard to objectives of drilling and reserves estimation. The current methods for calculation of reserves are described and some comment is made regarding use of the data in mine blending control and plant operation including correla- tion of results.

Quantification of site-specific sulfide oxidation rates is crucial to accuracy of prediction of, for example, the environmental impact of a mine site. Sulfide oxidation reactions are reportedly increased by bacterial mediation; determination of abiotic and biotic weathering rates thus requires the establishment of sterile control samples. However, sterilisation often involves exposure of samples to extreme conditions that may alter the physical, chemical, or mineralogical characteristics of the tailings and hence affect element release rates. The impact of various sterilisation techniques, common and novel, on the element release rates from tailings from the Kristineberg site, northern Sweden, has been investigated. Batch weathering experiments indicated that the different methods of sterilisation (autoclaving, heat treatment, ethanol/heat treatment, application of antibiotics, rinsing with distilled water, and γ-radiation) did not greatly affect long-term element release rates. Long-term experiments (>30 days) are thus to be recommended for establishment of weathering rates. Sterilised and untreated control samples showed similar element release rates after ~100 days of experiments; possible explanations include that microbial oxidation is not important under our experimental conditions (Po2 = 0.2 atm, pH ~2.3, 22¦C, 0.01 M HNO3, no additional nutrients).

Maximising shareholder value is a widely stated strategic goal of many mining companies. Mining projects can be capital intensive and achieving good returns is essential to encourage future investment in the industry. Despite the widely accepted importance of shareholder value, the minerals industry is often accused of providing relatively poor returns when compared to other industries. There are many recent and well publicised examples of minerals companies that have failed to deliver value to their shareholders. There are numerous business improvement initiatives employed within the mining industry to assist mine operators improve performance. Some are more effective at creating value than others. Benchmarking is one technique that is commonly used to identify performance gaps and target and prioritise opportunities for improvement. However to be effective, Benchmarking must be used appropriately and result in actions that lead to measurable operational improvement. When conducting a Benchmarking project it is important to remember that the aim should be to improve value. For this to be achieved, the strategic goals must be incorporated into the process. This paper details a structured and comprehensive approach to conducting a successful Benchmarking project. Focusing on Benchmarking as a technique for measuring and improving operational performance in underground mines, the underlying drivers of best practice in underground mining are identified.

Hydrodynamic and mass transfer performance are presented for a 72.5 mm diameter pulsed disc and doughnut column of the type used by Western Mining Corporation, Olympic Dam Operation, for the extraction of uranium from sulphate media using Alamine 336 as extractant. For the present purpose, 4.0 g/L sulphuric acid was used as solute. The mass transfer data were interpreted in terms of the diffusion model, thus accounting for continuous phase axial dispersion. The results indicated that an efficiency corresponding to approximately one transfer unit over the 1.0 m height of the column was obtained. This efficiency is comparable to that observed by Gottliebsen (1997) for a pulsed perforated plate column using 173 gm/L sulphuric acid.

There is a considerable difference in the particle size distribution (PSD) of clay mineral-rich coarse coal reject with variations in the test moisture state and the chemistry of the water used for testing. The coarse coal reject tested were collected from Jeebropilly Mine, located in the Ipswich Coalfields of south-eastern Queensland. Differences between the results of dry and wet sieving analysis indicate a significant breakdown of the clay mineral-rich coarse coal reject on wetting-up. Wet sieving caused a breakdown of the gravel-sized fraction to silt and clay size without significant breakdown to sand size. There is also a considerable variation in the results of hydrometer analyses of the clay mineral-rich coarse coal reject with variations in the chemistry of the water used, particularly at the fine end of the particle size range. The waters used included tap water, coal processing water and deionised water. In addition, the method of dispersion applied prior to hydrometer analysis can have a significant effect on the PSD of clay mineral-rich coarse coal reject, with boiling and sonic vibration causing the most breakdown of the clay particles. A problem with secondary breaking at one of the mines of Pasminco Mining led to a study of new rock breaking technologies. Many of the techniques being developed had emerged from the thrust in the USA for continuous drill=break excavation. Such approaches to rock breaking highlighted the applicability of what would normally be classified as tunnelling techniques, to the secondary breaking sector - and possibly the reverse. As a direct result of the investigations for suitable technologies, Pasminco Mining supported the development of two improved rock breaking methods specifically targeting secondary breaking, one of which could be applied to continuous excavation.

The Porgera gold project is now in its seventh year of operation as one of the world's prime gold mining projects in one of the most underdeveloped and remote regions of the world. The unique gold deposit was development in stages to its present size of operation with an underground mine of 2000tpd, an open pit operation moving 210,000tpd and a complex metallurgical plant treating an average of 16,500tpd of ore. During the past years the operation had to address an array of issues relating to the "development" of the region and this is still ongoing. Development means different things to different people and though the parties that signed the different agreements relating to the Mining Development Contract were aware of this, none has real- ised the extent to which this is true. The developing company (a joint venture between Placer Pacific as the Manager, Goldfields Porgera, Highlands Gold and the Government of PNG), provided funds for risky exploration and the capital for development of the project. Its shareholders ex- pect an economic and viable mine operation from the deposit to ensure them returns on their investment. The local people gave up their land, their isolated way of living and accepted to be out of their comfort zone for some time in anticipation of a better lifestyle and economic benefits in support of that lifestyle. The PNG Government has a leg in both camps and expects both outcomes at the same time. The Government is also the regulator and expects compliance on top of that. If development in general is to be successful, all parties must substantially satisfy all expectations. It is evident that the outcome of some elements of development are reasonably defined (i.e. develop a viable mine to exploit the deposit), whilst other elements are moving targets (i.e. a better lifestyle). The seeds for conflict are thus abundantly present and to resolve them requires the will of all parties in all areas to come to a solution. This path to problem solving is many times torturous as each party comes from a different culture and background and has a different understanding of the parameters in the equation.

Both have grown steadily over the past century, and both continue to rise. In 1890 the global population was about 1.7 billion, people. It has now exceeded 5 billion and the growth rate is such that by the year 2000, the global population will be between 6~ and 7 billion. Colliery spoil is the major constituent of colliery spoil ærockpasteÆ which has been used to infill abandoned limestone mines in the West Midlands of England since the early-1980s. The other constituents of rockpaste are pulverised fuel ash, lime and water. A key property of the rockpaste is its ability to flow within the mine workings over considerable distances before setting. This paper describes the work carried out to identify suitable sites as sources of colliery spoil for making rockpaste and goes onto consider the flow properties of the material and the monitoring methods used on-site. A full-scale trial comprising infilling a 6600 m3 section of an abandoned mine was conducted prior to the infilling of the Littleton Street Mine which had a volume of about 500 000 m3. As well as describing the methods used for monitoring the movement of rockpaste material, a description is also given of a dip-meter developed specifically for the purpose of measuring the level of paste in the mine. This paper shows how a colliery spoil based paste has been successfully used for infilling abandoned mine workings. The monitoring systems developed for use in the two case studies presented in this paper are now being used extensively for infilling other abandoned mine workings. To-date over 11 mines with a total volume exceeding two million cubic metres have been backfilled.

Subsidence data resulting from longwall mining in the northern part of the Newcastle Coalfield of New South Wales has been reviewed. Themain factors influencing subsidence variability in this area (apart from width/height ratio) are strong bridging strata, the effects of the first major goaf fall, mining direction and depth of cover. In 1987 the NSW Department of Mineral Resources produced a guide to subsidence prediction for the Newcastle Coalfield which is still widely used. The current study shows this guide to be no longer appropriate for this area. An alternative prediction curve, incorporating more recent data, is suggested.

The CSA Mine has a long and varied history from initial discovery in 1871 through to the present. Lead-zinc mineralisation was mined historically near the surface. Today copper and silver are extracted from the deeper regions of the mine. The mine has passed through a number of owners over this time, each with a unique operating philosophy and understanding of the mineralisation. Cobar Management Pty Ltd re-opened the mine in 1999 and has undertaken extensive drilling programs to expand the resource and gain a better understanding of the mineralisation characteristics. Presently mineralisation has been located over a strike length of 1.2 km and to a depth of over 2.0 km with over 30 mineralised lenses from four identified ore systems. The refinement of geological and mineralisation models led to further discoveries and prompted a review and modification of resource modelling processes. Advanced statistical analyses prompted the implementation of ordinary kriging as a grade estimator. Improved stationarity from enhanced geological domaining has been supported by variography and kriging neighbourhood analysis studies. Resource models at CSA are now quantifiable in terms of mineralisation style and estimation reliability. The new techniques are assisting the definition of more mining fronts, which are creating new opportunities to increase mine output.

The sampling of a run-of-mine (ROM) ore with the objective of controlling the fundamental variance associated with the sampling step is a poorly understood subject. Finding the effective sampling constant by repetitive sampling to establish the variance between nominally identical subsamples of a given mass of the ore is a laborious, time-consuming and very expensive exercise. In this paper, the run-of-mine ore is modelled using three components: ore, waste, and relatively fine material which shows significant liberation of the mineral phase(s) carrying the target analyte. The expression for the sampling constant of the mixture is developed from first principles. The form of the equation provides insight into the factors that are important in controlling the magnitude of the sampling constant and hence the fundamental uncertainty associated with a given mass of sample. The controlling factors are shown to be the size distribution of the ore/waste mixture, the proportion of waste mixed with the ore and the extent of liberation and the size distribution of the liberated material in the finer fractions.

Pressure on production at New Zealand China Clays has led to the development of a dewatering control loop for fine halloysite china clay. The development was based on the analysis of data from the automation of plate and frame filter presses. The analysis of the data has led to process changes, and the ability to quickly solve dewatering problems. As a result of control in the dewatering circuit press times have reduced on average 117% and output has increased proportionally.

With the extensive exploitation and gradual depletion of high-grade copper reserves, the mining industry is paying more and more attention to the hydrometallurgical extraction of copper from lowgrade and arsenic bearing copper ores. Hydrometallurgical processing, such as heap leaching, column leaching and bioleaching, provide a viable alternative to the traditional pyrometallurgy due to its harmony with the environment, moderate capital investment, and low operating costs. However, the slow leaching kinetics of enargite (Cu3AsS4) and chalcopyrite (CuFeS2) remain problematic for commercial leaching practice. The formation mechanism and the nature of the passivating layers during leaching is still a matter of debate in hydrometallurgical research. In this study, the dissolution mechanism of enargite and chalcopyrite in sulfuric acid solution was investigated using a range of electrochemical and spectroscopic analysis methods. Electrochemical oxidation of enargite demonstrated an obvious passivation region from 500 to 750 mV (Ag/AgCl). The formed passivation film was found a n-type semiconductor behaviour, which is different from the original enargite with a p-type behaviour. The results of X-ray photoelectron spectroscopy (XPS) suggested that a nonstoichiometric film Cu(3−x)As(1−y)S4 (x>>y) accumulated on the electrode surface, which accounted for the obvious decrease in current density in the passive potential region. For chalcopyrite, three important potentials of 550, 680 and 730 mV which are related to the formation and dissolution of passivation film were observed based on the cyclic voltammetry (CV) and potentiodynamic polarisation. Raman and X-ray absorption near edge structure (XANES) spectra studies of the chalcopyrite electrodes after being treated under these three potentials indicated a metal-deficient sulfide of Cu1−xFe1−yS2 (y>>x) might be responsible for the passivation phenomenon. Hence, it is concluded that the passivation of enargite and chalcopyrite are similar which are caused by metaldeficient sulfide surfaces although the compositions of the metal-deficient sulfide are different.
