This paper reviews the history of environmental assessment in New Zealand with reference to mineral developments. Emphasis is given to larger more controversial projects particularly metal mines. The changing role and application of the Environmental Protection and Enhancement Procedures is examined in the context of changes in the government's environmental administration and the response of the Ministry of Energy's resource allocation group. Conclusions are drawn on the effectiveness of the present environmental assessment activities and on the allocation of administration of priorities in the Ministry. The Ministry of Energy has effectively ceased to exist.

The A J Parker Cooperative Research Centre for Hydrometallurgy has recently been established by a major grant from the Australian Commonwealth Government. The participating institutions in this centre are the CSIRO Division of Mineral Products, Curtin University of Technology, Murdoch University and the Chemistry Centre (WA). The Australian Mineral Industries Research Association is also a partner. Information is presented about the research activities of the Parker Centre, which are focussed on the solid/solution interface. Three research programs have been established in the areas of leaching, precipitation and surface processes (adsorption). The initial projects within these three programs are described. Details are also given of the Centre's education program which include honours degree training, masters and doctoral degrees by research, a masters degree by course work and workshops. The importance of collaboration with industry to the successful operation of the centre is stressed.

We are all no doubt aware that with today's high costs it is more important than ever to get the maximum possible return on capital invested in the mining industry. Screening is an important and often costly process in the size classification of industrial minerals and for this reason alone it is essential for both managers and operators to fully understand what type of screening equipment is best suited for a particular application and why. The advent of elastic materials such as rubber and polyurethane have added a new dimension to the process of screening. It is important to understand why the physical properties of these materials can be of benefit in the screening process, and recognise which type of screening applications best take advantage of these orooerties.

A series of conventional dynamic uniaxial compression (CDUC) tests and coupled static-dynamic loading (CSDL) tests were conducted using a split Hopkinson pressure bar (SHPB) system to explore the dynamic mechanical behaviour and fracture characteristics of medium sandstone on a microscale in the laboratory. In the CDUC tests, the dynamic uniaxial compressive strength of the medium sandstone was rate-dependent, while the dynamic elastic modulus was not dependent on the strain rate. Then, we proposed a generalised model to characterise the rate-dependent strength from 17.5 s-1 to 96.8 s-1. In the CSDL tests, with increasing initial pre-static stress, the dynamic elastic modulus and dynamic strength increased nonlinearly at first and then decreased. The results show that two classical mechanical types (ie Class I and Class II) are observed from the dynamic stress-strain responses of the CDUC and CSDL tests. By means of scanning electron microscopy (SEM), the micro difference of post-loading microfracture characteristics in Class I and Class II behaviour was identified. In Class I behaviour, intergranular fracture (IF) usually initiates at or near the grains, most cracks deflected along the grain boundaries, resulting in a sharp angular edge, then coalesces to the main fracture surface that splits the specimen along the direction of stress wave propagation. In contrast, Class II behaviour results from the combined IF and transgranular fracture (TF).

By the 1990's Australia could be the largest coal exporter in the world and one of the few industrialised countries potentially able to supply the shortfall in its domestic oil requirements by utilizing its oil shale and coal resources to manufacture synthetic oil. The major challenge to both industry and government in implementing the new role for Australia will be to ensure that their actions and policies enable the timely mobilization of resources needed to meet the potential demand for energy, both domestic and overseas. Australia's potential for coal production and exports and for the production of oil from shale and coal are discussed and the potential constraints to development Examined.

The beneficiation of heavy metal oxides, such as iron ore, is usually performed with heavy medium separation in cyclones, static baths and lately with Larcodems. Atomized ferrosilicon is most suitable as a heavy medium at densities above 3600 kg/m3 whereas a mixture of milled and atomized ferrosilicon is suitable at densities below 3600 kg/m3. When operating a beneficiation plant at densities higher than 3600 kg/m3 the quality of the ferrosilicon particles is an important factor that influences the control of the beneficiation process. Therefore, it is important to know how the rheology would be affected by the ferrosilicon quality as it also influences the control of the process at these elevated densities.

The purpose of this paper is to explain the basic structure of how minerals are marketed, whilst highlighting the essential factors that mine management needs to be confident are incorporated into a mineÆs marketing strategy. The traditional mine management approach to marketing has been to defer its scrutiny to the marketing manager and take a largely passive role. It is this paperÆs assertion that mine management needs to become more proactive and provide greater strategic input into the marketing process. Irrespective of what mineral your mine produces, the key marketing principles remain constant and need to be understood and managed to extract the full benefit on behalf of the mining asset. From a mine management perspective, success is ultimately linked to understanding these marketing principles and ensuring that they are effectively addressed by your mineÆs marketing strategy. This paper will unashamedly attempt to simplify marketing by explaining how the basic fundamentals of supply and demand set market direction, the importance of a comprehensive marketing strategy, the importance of customer relationships and how contracts and prices are typically negotiated. This paper will use examples from the metallurgical coal (met coal) industry to highlight these points. The paper will also provide a template for developing the critical mine interaction that needs to exist between the marketing department and management to develop a æwhole of mineÆ approach to marketing. It is this core group that will be strategically responsible for delivering the commitments your mine has made to your customers. For mine management not to be actively involved in this process puts at æriskÆ the hard won production and cost efficiencies achieved at your mine and ignores the opportunity to maximise your current and future revenue streams. And whilst this paper recognises that is arguably unreasonable for mine management to become æmarketing expertsÆ, it also argues that it is unreasonable for a mine management to divorce themselves from the process.

Coeur d'Alene Mines is a precious metals producer which is dedi- cated to growth through it's exploration and acquisitions efforts. We foster and support these activities by providing our staff with long-term financial support, the encouragement to proceed with their projects and ideas, and a firm belief that we will be successful. Coeur's corporate headquarters are located in beautiful, historic Coeur d'Alene, Idaho. Our main mining operations are Rochester, locate near Lovelock, Nevada, Coeur Mine,located near Wallace, Idaho, and Thunder Mountain, located in central Idaho. Our Ken- sington Gold project is located about 45 miles north of Juneau in southeast Alaska. We have exploration offices located in Reno, Nevada, and Santiago, Chile. At this time, Coeurd'Alene Mines produces precious metals from mines located in the United States. Our Rochester open-pit opera- tion, which is 100 per cent owned and operated, is located in Nevada. Presently, this operation produces 5.5 to 6 million ounces of silver per year and 60-70,000 ounces of gold. We move 65,000 to 70,000 tons of rock per day of which about 23,000 tons is ore. The ore is crushed, stacked on permanent heaps and leached. The recovery is by Merrill-Crowe. Although the average grade is rela- tively low, 1.4 ounces per ton silver and 0.012 ounces per ton Au, the operation is very low cost. Our cost of production is less than $4.00 per silver equivalent ounce. Rochester is anunusual operation in that the crushed rock stacks without much compaction and the ores are easily leached. The final height on our heaps will be about 220', and overall recovery will be about 55 per cent of the silver and about 85 per cent of the gold. Reserves at Rochester are expanding and are now adequate for at least fifteen years of opera- Tion.

As world demand for various minerals increases the mining industry in its endeavour to satisfy this demand will, eventually,look to the extraction of orebodies which previously may have been uneconomical to mine. These orebodies may be of two types. Firstly, new low grade orebodies and secondly, remnant sections of previously mined orebodies. Some of the factors relative to remnant mining operations are discussed and the potent- ial of remnant mining in providing an important contribution to future world metal production is considered.

At the Risdon plant of the Electrolytic Zinc Company of Australasia Limited, impurities toxic to the electrolytic production of zinc metal, notably arsenic and antimony, have traditionally been coprecipitated when precipitating iron as ferric hydroxide. With the development of a new lead/zinc mine at Elura, New South Wales, it was anticipated that the concentration of impurities, particularly arsenic, in the zinc sulphide concentrates treated at Risdon would increase. This suggested that an increase in the capacity of the iron purification step in the Risdon plant would be required to cope with the higher input of these impurities.Laboratory investigations showed that the additional capacity would be achieved, either by a large increase in the amount of iron used as the "collector" in the process, or by a two-stage process. The latter approach was preferred as a increase in the amount of iron precipitated would lead to much higher operating costs and overloading of the existing equipment.In the two stage procedure, acidic iron bearing solution is added to solution feeding the first stage and most of the arsenic removed from solution when iron is precipitated from solution by neutralisation with limestone. Mter separation of the precipitated solids, acidic iron bearing solution is added to the solution, and remaining arsenic removed almost completely following neutralisation by limestone.This paper describes the laboratory and pilot plant results and the plant modifications required. Abrief account is also given of the operator training and acceptance in the use of the digital control facilities installed in the new plant.The new plant is working well and good solution purity is being maintained despite a substantial increase in the concentration of impurities in the raw materials.

There are many avenues for potential liability facing the Mining Industry today. Liability for breaches of environmental statutes such as the Resource Management Act 1991 and the Hazardous Substances and New Organisms Act 1997 include not only financial penalties but imprisonment and perhaps even more significantly will affect the reputation of the Industry. The potential for liability is not restricted to the employees that cause the actÆs to which liability attaches, but also potentially affects all the levels of management and even the company itself. There is also potential for liability through common law actions which can be utilised in cases of environmental harm. These should not be ignored by the Mining Industry. The Mining Industry must take a proactive approach to minimise exposure to potential environmental liability. This can be achieved by undertaking comprehensive environmental management initiatives and policies.

White phosphorus (P4) is a critical element in industry, but its current production from phosphate rock using the carbothermal reduction method raises significant environmental and health concerns. This pressing issue necessitates the development of new technologies that facilitate the sustainable production of P4. In response, my team is actively developing an innovative, coke-free approach for white phosphorus production. This method involves the dissolution of phosphate rock in molten CaCl2, followed by the extraction of P4 through electrochemistry at relatively low temperatures. Moreover, this approach has the potential to utilise phosphate-bearing solid wastes as raw materials, further enhancing its environmental benefits. By employing this cutting-edge technique, we aim to revolutionise the phosphorus chemical industry towards greener and more sustainable practices. This paper provides evidence of the feasibility and effectiveness of our proposed approach.

This brief introduction tries to introduce delegates to this conference to the almost unbelievable attributes possessed by many microbes which might be relevant to geomicrobiology, and how most of these remain unexploited by us. It introduces some of the terminology which will be used and tries to suggest that there are rewarding times for those who set out to discover the natural biodiversity of bacteria in nature. Although we have exploited microbes, usually unwittingly, and suffered at their hands for millennia, it is only recently that we have begun to become aware of how they dominate our planet (most of the earthÆs biomass is bacterial) and are responsible consequently for most of what happens here. A few can cause us harm and occasionally kill us, but most bacteria are beneficial, impacting positively for example on how we grow our food and in cleaning up the pollution we create. They are simply indispensable to how we live. They have been responsible for many of the geochemical changes which have taken place on this planet and play major roles in the transformation of elements so essential to our existence (Newman and Banfield, 2002). No one should dismiss them as minor players in our game of life.

Since the discovery of Pajingo in 1984, the northern Drummond Basin has emerged as a significant new gold province, and has become the focus of intense exploration for epithermal gold mineralisation. Prospects in the Conway area are hosted by felsic to intermediate lavas and volcaniclastic rocks near the base of the Drummond Basin sequence. These Drummond Basin rocks appear to represent favourable hosts to mineralisation because they are cut by structures which could have focussed and channelled fluids on a regional scale, and because they constitute a possible source of gold and, perhaps more significantly, sulphur for the transport of gold. Prospects in the Conway area are up to 15 km2 in area, and are of the adularia-sericite type. They illustrate many of the classic features (siliceous sinters, alteration mineralogy, and fluid characteristics) recognised in epithermal deposits. K-Ar dating of sericite alteration in three of the prospects has produced a range of ages from 283 to 334 Ma, suggesting that the systems are the product of multiple hydrothermal events.

We all live in professional silos û comfort zones, where we talk to like-minded people with the same training, experience and view of the world. We note in passing the existence of other disciplines, but they are tolerated rather than embraced. To the geologist, the metallurgist is a mad scientist conjuring gold out of some foul solution about which the less said the better. To the metallurgist, the geologist is a bearded, self-appointed sage who guesses what is under our feet by sniffing the air, and drives a Land Rover badly. As to the view of mining engineers held by both geologists and metallurgists, this is best left to the imagination. And of course we are all confused by the term æmetallurgistÆ. I am called a metallurgist though my skills are in mineral processing not metal processing, but I canÆt be called a mineralogist because that definition is already taken. *Please note that this is available as an extended abstract only*

Sheet flotation is a new two dimensional column flotation cell that produces continuous spectrum of products. Analogous to a shaking table in its performance and analysis, sheet flotation is a sheet of bubbles rising through packing contained between two walls. Feed enters the sheet at the lower left and the product exit along the top and right edges. Iligh grade materials exit at the top left, middlings exit at the top right comer and low grade waste materials exit at the bottom right. As in the case of a shaking table, two motions are required: up and right. Bubbles furnish the upwards movement for hydrophobic particles, slanted packing the rightward movement for hydrophilic particles. The sheet flotation cells is analysed as a 40 x 40 array of simple cells. In practice, 1000 x 1000 arrays of simple cells may be expected. With larger arrays, excellent separations may be expected. A flow sheet has been developed to treat a high tonnage highly preg-robbing gold ore. The ore is low grade and fine grained with a high proportion of very fi ne free gold. The key components of the flow sheet include gravity, flotation, intensive cyanidation with direct electrowinning, and carbon-in-leach of the flotation concentrate. The circuit produces a low overall mass pull to concentrate allowing economic intensive treatment of large tonnage low-grade material. Efficient recovery of fine gravity gold using a Falcon concentrator in both the milling and flotation circuits, and subsequent intensive cyanidation in a Gekko InLine Leach Reactor (ILR) is critical to the process with over 70 per cent gold recovery expected in this circuit. Grind size control was also found to be important in controlling the activity of the preg-robbers in the carbon in leach circuit and also in the solid liquid separation performance. Tests at the large-scale demonstration plant have been conducted to demonstrate the effectiveness of this flow sheet. A large low-grade deposit is currently under development with the aim of developing a 10 Mt/a treatment plant with the subsequent addition of equivalent sized process lines in multiples of 10 Mt/a. The economic development of this orebody is critically dependant on understanding and exploiting the properties of the ore. In particular it is critical to minimise the effect of preg-robbers by recovering free gold with Falcon concentrators and InLine Leach Reactors. Recovery of the remaining gold by flotation into a small mass yield allows this fraction of gold to be treated by CIL leaching utilising high carbon levels. It is critical is to ensure operation at the optimal grind size to maximise liberation of the free gold and minimise pregrobber activity. The ore has been identified as preg-robbing with low recoveries obtained if treated using conventional cyanidation and carbon absorption. The mineralogy consists of predominantly fi ne grained free gold with minor sulfides including pyrite and arsenopyrite. With conventional cyanide leaching in the absence of carbon, gold recovery is less than 50 per cent. Direct cyanide leaching of the ore in the presence of activated carbon results in an improved but still uneconomic gold recovery. The gravity recoverable gold (GRG - as defined by Andre La Plante) content of the ore has been measured to be 70 per cent to 85 per cent in various tests with liberation grind size of approximately 106 ¦m. This indicates gold is predominantly free and suitable for recovery by batch centrifugal concentrators into a low mass yield. This property of the ore presents the opportunity to maximise the recovery of gold by separating it from the majority of the preg-robbers prior to leaching. Due to the very fine gold particle sizes and the necessity to maximise recovery of this fine fraction Falcon concentrators were selected for the duty, with their proven high recoveries at very fine gold sizes. The gravity recovery in the milling circuit is designed to be in the range 55 to 65 per cent. This has been achieved in the existing pilot plant using a Falcon operating on ball mill discharge within the mill recirculating load. Intensive leaching in an InLine Leach Reactor is essential to recover the gold from the gravity concentrates. Tabling is not a preferred option since recovery is lower than intensive cyanidation and any gold losses to table tails will report to CIL where recovery is reduced by the presence of preg-robbers. Furthermore, tabling recovery from the gravity concentrates is particularly poor due to the fine particle size of the free gold. ILR recoveries of 98 per cent were demonstrated in the pilot plant using an ILR100BA and leach conditions were investigated in the lab using pilot plant generated Falcon concentrate. Recovery of gold from the pregnant solution was achieved with direct electrowinning at pilot and efficiency and sizing parameters were determined at lab scale. To further increase free gold recovery Falcon concentrators will be installed in the flotation circuit. Location of the Falcons in the circuit is not finalised but installation on the rougher concentrate stream is favoured since it will allow multiple pass recovery. This is expected to recovery a further ten to 20 per cent of the gold, as indicated by lab tests on pilot plant generated material. The gravity concentrate from the flotation circuit will also be leached using InLine Leach Reactors. Initial intensive cyanidation tests carried out on lab generated flotation concentrates indicated higher recoveries than CIL can be obtained even though the concentrates contain significant levels of preg-robbing material. This can be explained by the high cyanide, high pH leaching conditions used in the ILR which alters the absorption equilibrium of the preg-robbers. Further optimisation of the leach conditions will be undertaken once more concentrate becomes available. Recovery of the remaining gold content is achieved by flotation into a small mass yield, however the preg-robbers are also recovered into this concentrate. Due to the presence of the preg-robbers gold leaching must be carried out in the presence of high levels of activated carbon in a CIL system. The recovery has been shown to be strongly dependant on the carbon loading and the concentrate particle size. The carbon competes against the preg-robbers for dissolved gold while excessive grinding increases the surface area and activity of the preg-robbers. This has been demonstrated in test work however the economic optimum leaching conditions and carbon loading have yet to be determined. The grind size is critical to the economics of the project, not only due to its effect on gold recovery but also due to its effect on the major operating and capital costs at both the front and back end of the process. It is critical to grind enough to obtain both gravity free gold and flotation liberation at low mass yields however over-grinding results in large increases in mill size and power at the front end and filtration or thickening costs at the tails. Because these unit operations treat essentially all the plant feed even small changes can result in major impacts on project economics. The viability of this project is greatly enhanced by the high recovery of gold into a small mass yield. In particular the production and intensive leaching of the free gold gravity concentrates will allow over 70 per cent of the gold to be recovered efficiently with minimal impact from preg-robbers. By using flotation the mass of the remaining fine preg-robber contaminated material, to be leached in CIL, is greatly reduced allowing this difficult material to be economically treated. The flocculation of hydrophobic magnetite with gold was examined as a possible means of recovering fine (95 per cent were possible for 1.5 - 3.0 ¦m and 5.5 - 7.5 pm gold sizes. The effect of process variables on the flocculation process was explained by variations in the adhesive force between the gold and magnetite.

A mathematical model for gas flow dynamics and heat and mass transfer processes occuring in the tuyere raceways and in the zone of the final for- mation and heating of pig iron and slag has been developed and simulated on a digital computer. It takes into account the formation and size of the raceway zones, combustion of coke and its substit- utes, oxidation of the metal, radiation from the gases to the raceway boundaries, physical heat losses and the direct reduction of the pig iron elements below the raceway zones. To evaluate the distribution of heat produced by the oxidation of metal between gases and prod- ucts of smelting, the problem of heating the mat- erials in the raceways with the sources of heat in the materials under conditions of intensive gas circulation in the raceways is solved. To determine the amount of heat transferred by radiation from the gas to the boundaries of the raceways, the problem of radiant heat transfer be- tween two grey bodies forming a closed system is solved. Using the structural parameters of the furn- ace, the inlet parameters of the combination blast and exit parameters of the melt, the model permits the calculation of the temperatures of materials entering and leaving the raceways and also the res- idual temperature of the gases, which qualitatively differs from the theoretical combustion temperature. Analysis of the operation of several different blast furnaces has shown that the overall picture of the interaction between gas flow dynamics, mass and heat transfer processes occuring in the race- ways and in the zone of final product formation, obtained with the aid of the model, now permits us to approach from a different position the deter- mination of the limiting factors in furnace operat- ion. It also allows us to explain certain phenom- ena observed in blast furnace practice and to dis- cover new relationships which may be used in analy- sis and control of the smelting process.

The Argyle Diamond Mine is the first significant diamond producer in Australia. The project has been developed with new concepts in circuit design, process control technology, organisational development and training. After its first year of operation, the Argyle Heavy Medium Separation Plant has proven extremely efficient in recovering diamonds. Apart from cyclone wear, no major problems have been encountered. Ferrosilicon consumption is well below the design level which is a reflection of the sound design of the medium circuit. An Audit Plant continuously monitors the Heavy Medium Separation Plant tailings for diamond loss.
