There is growing acknowledgement that successful organisations, including mining companies, achieve their competitive advantage by better managing their employees, customers and other stakeholders. The fact that I have been asked to address this conference is perhaps evidence of the recognition of the importance of ensuring the improved management capabilities of the personnel within Australian mining companies. As many of you will be aware, prior to my appointment to the role of President of Minera Alumbrera Limited (MAA), the operator of the Bajo de la Alumbrera project, my career had been more generally focussed on industrial relations and human resources management. My appointment was met by surprise in some quarters, as it is unusual for a person without the technical background of a mining discipline to manage a world-class mining operation. However, it was recognised early in the life of the Alumbrera project that the operation did not lack technical expertise or a committed workforce; rather what was required was innovative management of the project and its operational resources, particularly given that we were operating with totally ægreenÆ workforce in a country without a large-scale mining culture. It is my experience that a particular shortcoming of mining companies is that they have tended to ægrowÆ managers based on their technical expertise rather than people management skills. Historically, many companies have assumed, or at least hoped, that their better technical people would develop the requisite skills to take on the challenges of management. Such philosophy has not always met with success. Whilst the topic for my presentation was originally published as People in the Mining Industry, within the context of the overall theme for this plenary session, People: Education for the Future, it is a subject with an extraordinary breadth of possibilities for discussion. Therefore, I have chosen to redefine my presentation to People Management Issues in Offshore Mining Projects,an issue which I consider to be an important area within the overall topic and one which has particular currency given the increased tendency by Australian miners towards offshore exploration. It is also relevant from the perspective of continued rationalisation of our industry, the recognition that there will be more large-scale, global corporate mining entities and that significantly more mining professionals will become æcitizens of the worldÆ. We therefore need to prepare our future leaders for these challenges. The topic also allows me to highlight the importance of an holistic management approach as the establishment of a new project in a foreign environment puts into stark relief the need for the application of the full range of competencies, rather than the narrow ætechnicalÆ approach to doing business. I hasten to add, however, that the mining industry is not alone in this regard and I was interested to read an article in the Weekend Australian of 22/23 January 2000, which reported on the first key speech of former Westpac CEO, Bob Joss, as Dean of the Stanford University Graduate School of Business. He said: à We know that when our students go out into the world, if they have to struggle, it will not be because theyÆre not smart enough, or they donÆt have enough good ideas. It will be because they struggle over managing themselves and their relationships to other people. The article then went on to say that Bob Joss foreshadowed an initiative to build alliances between the Business School and other Humanities departments within Stanford University to draw on their learning. Other business schools have also recognised this need, albeit somewhat late in the day, as have the most enlightened of modern corporations; in summary, successful businesses have recognised that in an age where competitive advantage through, for example, technological breakthroughs is very short-lived, it is the quality of management that will provide the leading edge. By using the Alumbrera project as a case study, I will identify certain of the challenges with which companies and individuals may be confronted in the establishment of a greenfields project outside Australia. However, many of the issues raised will have direct application in the context of the development of an Australian operation. My objective is to provide an indication of areas which should be considered at the formative stages of a projectÆs development, with particular focus on the issues of people management. I would expect that such a study would be of benefit to companies, education institutions and individuals in preparing themselves for similar experiences.

During the past five years there has been a transformation in the operating costs which apply to narrow vein mining. Mechanised methods including sublevel uphole retreat and narrow vein cut and fill are now proven. Other methods, such as vein mining by horizontal drilling from a raise platform are currently being tried in Australia.The important factors which affect the cost and appropriateness of each method include: ore continuity, the planarity of the wall contacts, relative hardness of ore and wall rocks and the dip bf the deposit.Drawing on current operating costs from a number of mines and on recent feasibility studies, a methodology for estimating the costs of narrow vein mining is presented. These costs are then placed in their economic context with regard to ore grade and mining rate.

There are two main areas of application of geology in quarrying: (i) In regional planning for industrial mineral requirements.(ii) In direct quarry management. The regional planning requirement has recently become more evident because of greatly increased land demand conflicts around cities. The direct quarry involvement is a reflection of both the economy and the greatly increased sophistication of the quarry industry. Here, professional planning and development expertise by a geologist is required, to ensure continued supply of raw materials at the best price to the consumer with sufficient profit to the producer. Today, geological insurance safeguards capital investment in plant and assures economical development plans.

In the batch phase disengagement test, an organic and an aqueous phase are mixed together for a known period to produce a dispersion which may be either organic continuous (aqueous phase droplets) or aqueous continuous (organic phase droplets). The continuity of the dis- persion will depend upon the method of init- iating the dispersion, the conditions under which the system is operating, such as temper- ature and impeller speed, and the properties of the liquids, such as viscosity, inter- facial tension and solute content. Once the dispersion has been agitated for the required period, the agitator is turned off and the position of the coalescence interface and the sedimentation interface recorded as a function of time. This will produce a plot similar to Figure 1, where the overall dir- ection of travel of the droplets of dispersed phase is away from the sedimentation inter- face and towards the coalescence interface where the droplets coalesce with the homophase.

Progress on this project will be verbally reported and a description given of the main features. A detailed feasibility study was completed in December 1986, and the Joint Venture has issued an Environmental Impact Statement. This was open for public comment until 16 February. Issues presently being considered include economic justification traffic, air quality, noise, marine fauna and flora, visual impact, heritage and construction impact. Detail design and construction is likely to commence in mid 1987, following determination of the above matters.

The Hamersley Iron ore resources are geologically complex with fluctuations in mineral chemistry. From this resource Hamersley Iron must produce consistently high quality direct shipping products and have the ability to evaluate the effects of changes in demand. In order to achieve these objectives an incremental long term planning technique has been developed. This method reduces the total geological resource statement into a simple, logical sequence of events. A logical sequence of mining increments is defined within individual areas based on a final pit and access system. Increment characteristics are derived manually and from a computer based orebody model. The end product of the technique, an optimum mining schedule, is readily developed from the incremental information. Among its many benefits, this simple technique rapidly provides management with information for policy formulation.

One of the most praninent Bouguer anomaly features in the Broken Hill District is the long wavelength high of 10-15 ngals above background which forms a northeast trending, oval zone sane 15 km by 45 km with Broken Hill on its northern gradient. Rock density measurements and modelling indicate that this anomaly can be explained by the presence of generally relatively higher density meta- sediments extending from the surface to a depth of about 2000 m. The regional Bouguer anomaly data show that the Willyama Block and Euriowie Block are mostly overlain by a fairly smooth Bouguer anomaly high in the range 5-15 mgals, whilst the surrounding younger sediment covered areas, including the Mundi Mundi Plain, Murray Basin fringe and Bancannia Trough, are mostly overlain by lows which range to minus 30 mgals. Thus in terms of the gravity pattern the Willyama and Euriowie Blocks form a fairly continuous and haogeneous entity. However, the 5-10 mgals relative low over part of the Torrowangee Synclinorial Zone indicates that the Adelaidean System metasediments are in aggregate slightly less dense than the Willyama Supergroup metasediments. The low can be modelled to indicate a basement link between the Broken Hill and Euriowie Blocks at 1000-2000 m depth.

Drilling and blasting at Westside Mine near Wallsend, NSW, has presented a challenge for Orica Explosives, Australia. The colliery produces 600 000 tonnes of steaming coal per year from two seams using surface mining techniques. Tapping into underlying coal will greatly improve the yield, but there are many issues which make this an enormous challenge. Hunter Valley Earthmoving engaged Orica Explosives to supply the explosives products and to provide much of the blasting expertise that is needed on the minesite. Hunter Valley Earthmoving and Orica Explosives have proven to be an outstanding, unified technical team on this project. The success of the team is based on good communication, progressive attitudes, extensive expertise in blast design and most importantly, care and accuracy in implementing the agreed upon designs.

The search for an efficient and economic machine to excavate hard rock continues. Development of the Robbins Mobile Miner commenced in 1983 with the formation of a joint venture between Mount Isa Mines Limited and The Robbins Company. Construction of the machine ensued and preliminary trials to verify the cutting action were undertaken in the USA prior to transportation to and assembly at Mount I-sa where mining commenced in September 1984. Initially, the machine was used to develop the S60 Decline which serves as a combined access and conveyor drive for the Southern 1100 Orebody Ore Handling System.

Mining projects draw together stakeholders with various degrees of experience in managing and assessing financial risk. When this risk is not fully appreciated or quantified, the potential for making decisions not suited to investor requirements is significantly increased. A feasibility study provides key information on project development potential, requiring detailed technical investigations with thorough financial analysis. Centaur Mining and Exploration (CME) owned and operated Cawse Nickel Operations (CNO), one of three Australian projects to develop and process vast amounts of near surface nickel resources. A technical ædue-diligenceÆ and æbankable feasibility studyÆ confirmed the large resource base, newly applied yet tested technology and relatively low unit costs would produce nickel in the lower half of industry operating costs. A number of production variables including capital requirements, delayed start-up, nickel grade, processing, maintenance and product output were outside the feasibility estimate. This was combined with exchange rate fluctuations and lower Ni prices. The inability to generate adequate cash flow and service debt repayments ultimately led to receivership and liquidation of all assets. Following the sale of CentaurÆs gold and nickel divisions, $A 784 million remained outstanding to creditors. This paper aims to define key issues leading to CNOÆs collapse by reviewing feasibility parameters, valuation methodology and project development. Some methods of assessing project viability are discussed with the aim of increasing stakeholder risk awareness.

AXTAT is a computerised system developed by the Western Australian Department of Minerals and Energy in conjunction with the local mining industry for recording and retrieving information about fatalities and work related injuries. Since its inception, the system has gained considerable recognition by consistently demonstrating its usefulness as a tool, not only to the Department, but for the entire industry nationwide. AXTAT has played an important role in the continuous improvement process in management of occupational health and safety in the Western Australian mining industry with gains in both human and financial terms, by regularly providing timely and accurate statistical feedback on fatalities and lost time injuries to industry.

Alkalis in the blast furnace are removed mainly by the slag, Alkali removal by the slag was studied as a rate process of alkali vapor- ization from the slag flowing through the dropping zone in the blast furnace. The vapor-, ization rate of I:20 from CaO-Si02-A1203 IZ20 slag was- measured under various experimental conditions. An empirical formula for the vaporization rate was obtained as a function of slag basicity, temperature and surface area per unit mass of slag. A simulation model of IC20 vaporization in the dropping zone was evaluated using the rate equation when the true velocity and surface area of the slag was de- termined from a flow dynamic model of counter- current gas-liquid flow through packed beds. The influence of the dynamic conditions of flow, as well as the slag basicity and temperature, on alkali removal by the slag was estimated.

The poor quality of bore waters available to the Australian mineral processing industry creates a climate for crystallization of calcium based scales. If ignored, calcite and/or gypsum buildup can cause loss of production and costly unscheduled maintenance. This paper discusses the factors which contribute to scale forma- tion, methods used to monitor buildup and preventative measures (mechanical and chemical) that can be used. Pasminco Century MineÆs slurry pipeline was commissioned in November 1999. It currently transports zinc and lead concentrate slurries in batch form to the Port facility, 304 km away in the Gulf of Carpentaria. The Pipeline and the Port have gone through several stages of continuous improvement to match the successful ramp-up of the concentrator. Improvements in the Pipeline and Port Operations have included: commissioning of the first slurry pipeline that delivers two products in the same pipeline in batch mode; management of batches throughout the pipeline and port system to minimise cross contamination of both concentrates; operation of the slurry pipeline to achieve high availability of the system; operation of the pump station interfaced with preventive maintenance to minimise unplanned shutdowns; continuous monitoring of pressures throughout the single-station, 304 km slurry pipeline; redesign of the Rotary screw feeder; redesign of the Dryer Control System; installation of a larger Induced Draft Fan; optimisation of the dryer internals to achieve a product of narrow size distribution and pellet integrity; redesign of the stockpile ventilation system; and the development of a surface sealant. This paper describes the early commissioning of both the Port and the Pipeline and the continuous learning and Quality Improvement Project initiated at the Port to focus on concentrate quality given the propensity of the fine concentrate to self-heat during storage.

A positive displacement pump is being dev eloped for pipeline transportation of coking coal to a -50 mm export specification, at a con- centration and velocity which will allow trans- portation in the plug flow region, minimising degradation of the particle structure, and pipe= line friction losses which will be lower than with turbulent or laminar flow. Pump operation is by hydraulic powered free pistons in a rota- ting cylinder block, with cylinders overlapped by stationary inlet and discharge ports in a water lubricated and sealed rotary valve. Before this development coking coal was not considered suitable for transportation in slurry form, for the valves in the double act- ing duplex piston pumps used for slurry pipe- lines, cannot be divorced from the slurry and require that the solid material must be reduced to a fines'consistency before introduction into the pump suction. The hydraulic transportation of 10 million tonnes of -50 mm coking coal, 50 km from the Bargo area west of the escarpment to an offshore shiploader at Port Kembla is feasible. Study shows that economic factors alone would dictate that the development of a pumping system for long distance transportation of coking coal is necessary. This paper describes how Western Mining Corporation uses sophisticated diesel equipment in mining of shallow flat dipping narrow ore- bodies in the Otter Juan area. Though in most cases the stoping method chosen relies on hand held conventional equip- ment, the 'ore handling systems have been designed to allow for a relatively high degree of mechanization. The use of diesel loaders, trucks along with three boom jumbos is described. A single one in nine decline driven as the means of access to the various ore surfaces at Otter/Juan resulted in the first ore being produced first 15 weeks after the first round was fired in the Ore-Decline. Now, three years later, the.mine is in full production, and in 1971/72 produced 392,000 dry tonnes of high grade Nickel Ore.

A method using dynamic programming for solving the optimum pit limit problem was presented in an earlier paper. A recent issue of this journal contained some contributed discussion on the implementation of this technique. In this paper we provide some additional ideas and possible options one can incorporate into the method. In particular, an efficient procedure for obtaining further optimum pit outlines on extensions of the original block model is described.
