The professional geologist or engineer on a mining operation has a particular view of their operation. This is based on the factors of the operation that have a direct impact on the daily work program of the professional, such as production rates and grades. The view that would be taken by a financier who is called upon to support the project may be somewhat different. The value of the operation to the financier is in its ability to generate surplus cash for its owners and thus repay the debts to the financiers, with as low risks profile as possible. A number of tools are used to test the sensitivity of the project to variations in the key cost/revenue drivers. The Financier may call on a team of technical specialists to assist with the assessment of the cash flow and risk profile and to monitor the development of the project. The ability to offset this risk, as all projects have some degree of risk, may be a key factor in determining the level of financial support to be offered.

The commercial success of a mining project can be strongly influenced by the business activity which takes place away from the mine site. The project revenue is determined by marketing success which results from persistent research and full realisation of suitable products and by-products and appropriate upgrading achieved in conjunction with proper material security and insurance. Significant costs of transport can be optimised, protection of the environment carefully managed and skilled employees acquired as a valuable asset. Working capital requirements are often substantial and should be carefully established and financed, possibly by special contractual arrangements for product sales.

This is a philosophical paper. it discusses some of the concepts underlying the estimation of geological reserves and the determination of cut-off grades. It explores how they interrelate and how they merge eventually with mine design and mining reserves. The main intent is clarification, particularly in certain areas where misconceptions are common.

The use of Non-Linear Programming to obtain improved schedules of future activity in two specific cases of mining and treatment of minerals is described. The two cases were (i) reclamation of gold, uranium and sulphur from old surface tailings dams and, (ii) underground mining of gold. The method used an augmented Lagrangian device to reduce a constrained Non-Linear Programme to a sequence of unconstrained hill- climbing procedures. The main advantages of the method appear to be those of (a)flexibility of modelling of industrial characteristics and constraints and, (b) reasonably modest computation times.

A passive film (probably a basic cyanide formed at .o.6 V vs a saturated calomel electrode inhibits both the ca.thodi reduction of oxygen. The financing of smaller resource projects has proven to be a difficult problem for promoters and financiers alike as very often such projects have not met the requirements of available financing methods and promoters have equally found it difficult to establish credibility, management and technical ability with potential financing sources. Solutions to the dilemma in which many of these projects find themselves are not readily apparent but will need to be found if the full potential of Australia's resources is to be realised. INTRODUCTION The growth of so called project financing in its present form is normally considered to be a phenomenon of very recent times, however, paradoxically there are references to what could be called financing in the old testament. Nifty Copper Operations was established to treat a copper orebody situated in the East Pilbara area of North West WA, located approximately 70 km west of Telfer in the Great Sandy Desert. The plant was designed to treat the oxidised portion of the orebody with underground development following at a later date. Nifty was designed to produce 16 500 tpa of copper cathode. This will increase with treatment of the chalcopyrite ore (underground resource). Ore processing is similar to other operations of this type but has its unique challenges. Problems discussed are: fine clay minerals which hinder percolation; oxidation of organic by manganese in the electrolyte; crud formation by clays; third phase emulsions; and organic carryover into the electrowinning tankhouse. As the orebody utilisation progresses, some sulphide material will require leaching and further investigations into liquor chemistry.

The medical evaluation of the health effects of dust exposure in the mining industry should be based on the premise that the results of the medical examinations will be considered in relation to the previous history of exposure to dust.(l) To this end the Mines Regulation Act and the Regulations under that Act in West- ern Australia provide for: the prime responsibility for dust sampling to rest with the mining companies; the appointment of a Ventilation officer by each mine and the sampling and record- ing by him of dust and toxic gases in work places at three monthly intervals, or more frequently as required; the appointment of a Mines Medical Officer who shall make provision for the medical examination of persons and the prevention of occupational diseases; the appointment of a Ventilation Board, consisting of the State Mining Engineer, the Senior Inspector of Mines for the State, an Inspector of Mines having specialised training in ventilation tech- nology, a medical practitioner having specialised experience in occupational health problems relevant to the mining industry, and a Scientific Officer having duties under the provisions of the Clean Air Act, 1964;

This paper provides an insight into the current status of risk management practices within our industry, based on an industry wide survey, with deliberate cross-reference to quantitative analysis. This survey showed that quantitative assessments appear to be mainly hampered only by the lack of reliable data and industry expertise to carry out such assessments. A short case study will illustrate some of the necessary basic tools and data types that would enable the industry to tap into an additional range of business improvement dimensions to more effectively manage the diverse and changing risk profile of the mining sector.

The Deep Ore Zone (DOZ) underground mine will be a 25 000 tpd mechanised block cave operation starting production in 2000. The ore handling system consists of a direct truck dumping 54 +74 gyratory crusher, which feeds into an ore bin. An apron feeder below the bin is used to load a conveyor belt. This paper describes the design, sequencing and methodology of the crusher station, ore bin and feeder chamber excavations. The Geotechnical investigation and analysis of the site are also discussed as well as the design, installation and quality control of the long-term ground support methods.

The implementation of the Mining Further Amendment) Act, 1970, and later the Coal Mining Act, 1973, placed a requirement on the Department of Mines to accept an initiative in relation to coal exploration and coal mine development which does not apply in the case of other minerals. It is necessary to consider the exploration of the total coal resources of the State when considering exploration rather than one individual basin or deposit. If the level of knowledge of the coal resources in these basins is considered in relation to their potential for development it is possible to allocate broad scale priorities to their assessment. Due to the enormity of the task which involves a conservative estimate of in excess of 400 000 m of drilling to reach a broad reconnaissance level of understanding the involvement of industry with the Department in the exploration programme is necessary. Electric arc furnace (EAF) dusts contain significant quantities of zinc, found almost entirely as either zinc oxide or zinc ferrite. The dust has been classified as a hazardous waste due to the relative high lead, cadmium and hexavalent chromium contents. It is important that environmentally acceptable processes be developed to treat this waste. One possible process involves reacting the zinc compounds in the dust with metallic iron, thus avoiding zinc vapour reoxidation by CO2 as occurs in carbon reduction processes. It consists of two stages where the first is the reduction of iron oxides to iron and the second the reduction of zinc oxide to zinc vapour by the iron. In this work the effects of operating variables such as temperature, CO/CO2 ratio and pressure on the recovery of zinc from an industrial EAF dust obtained from the Smorgon Steel Mill were investigated. Zinc recoveries in the second stage were found to approach 100 per cent at 1000oC after about four hours in nitrogen but within 40 minutes if a low vacuum was used.

Workplace Centred Learning, (WCL), is a learning strategy which helps organisations cope with the constant change in skill requirements that is part of business today. WCL focusses on the specific needs of the workplace and provides the structure and sets the standard whereby the required competencies can be transferred between individuals. Learning is considered part of the job and ownership is achieved by involving individuals in all aspects of the learning system. Each individual in a WCL system is considered both a learner and a teacher. A significant advantage of WCL over conventional training systems is that it responds quickly to changing requirements, and once in place, becomes self-sustaining. That is, once implemented, the system provides mechanisms to detect and respond to changes in skill requirements as they arise. WCL is a competency-based system with multiple levels of validation. It provides a flexible approach to skills development that recognises both the needs of the workplace and the needs of the individual. WCL was developed in collaboration with ALCAN Aust Ltd and is currently being implemented by companies within Australia and overseas.

Mine-groundwater interaction at the Pasminco Rosebery Mine (PRM), western Tasmania, deserves special attention due to the unique climate and mining environment present. High rainfall and low evapotranspiration result in an excess of water, an uncommon problem at Australian sulfide bearing mines. Research is being undertaken to delineate current subsurface fluid flows and predict future fluid flows in order to improve management after mine closure. Acid mine drainage generation is well developed in abandoned mines throughout the area. If acid mine drainage is not controlled after mine closure, significant environmental degradation could occur in the receiving waters of the Pieman River system. The study area encompasses the heavily forested Mount Black, and underlying PRM workings. Groundwater flows beneath Mount Black through a crystalline fractured rock aquifer with faults and underground mine workings observed to act as the major hydraulic conduits. Recharge is controlled by local precipitation, and the ultimate discharge is thought to be the Pieman River system, which forms the topographic low in the area. Slug tests have been used in conjunction with the mineÆs extensive geotechnical database to spatially evaluate variation in hydraulic conductivity. In fractured rock terrain associated with mining, rock quality designation data can be a useful tool in delineating areas of similar hydraulic conductivity when combined with conventional hydrogeological methods. A GIS, mine planning software, an environmental and a geological database are linked to form the input for groundwater modelling.

In recent years great efforts have been made in the optimisation of ball mill operation. This paper describes a methodology developed for modelling and optimising the steady-state grinding process. Thirteen basic similarity numbers of the process are derived. Based on these similarity numbers, we build a group of mathematical models which give a full description of the relation between dependent and independent variables. The parameter estimation and multi-objective optimisation of the grinding process have been done using these models, and validated with experiments in a continuous laboratory-scale ball mill.

Hilton Mine is located 20 km north of the city of Mount Isa and Isa Mine in far north west Queensland. The sealed road used by the 500 employees to commute from the city is part of the Barkly Highway linking Mt Isa to the Northern Territory.Although discovered in 1947, major underground development did not start until late-1982 and first cut-and-fill production in mid-1987. The J53 exploration shaft was sunk in 1970-73 and the main P49 shaft in 1973-75. Since January 1990, most of Hilton ore production has been treated in the Hilton Concentrator, and concentrates trucked in slurry tankers to Isa for smelting or shipping.
