Because of the work of the pioneers of sampling theory, we know the principles, test work and equations to use to design sampling systems to meet targets for precision and accuracy. However, we do not see such æproperÆ systems deployed everywhere a sample is obtained around mineral processing plants. In many cases, we do not have solutions that satisfy all of the theoretical, economic and practical considerations. There are some well-known problems, such as high-volume streams with wide size distributions combined with a sparse valuable component that is heterogeneously distributed (such as gold ore SAG mill feeds). However, other difficult sampling issues are common, such as streams which vary widely over a day in flow rate and slurry density (many flotation concentrates), and loaded CIP carbon on transfer to elution. Inventory measurement issues abound, especially for leaching operations where daily inventory change is significant for metallurgical accounting. The result is that operators realise that although they issue reports daily, they do not know what is actually going on in their plant on a daily basis with sufficient confidence to quickly diagnose problems or confidently predict the benefits of potential enhancements. The industry needs practical and economic solutions that can be awarded the ætheoretically correct samplerÆ tick in order to better understand and optimise their processes.

Asian countries are now facing very crucial aspects of urban living under the recession of the economy. The current situation is such that those hard aspects may make the living standards worse and worse in the next century, unless proper measures are taken on the infrastructure for urban lives. More than half of the population in Asian countries are now living in cities. Nowadays, the socio-economic development of the Asian countries has been closely linked to the development of world economy because of the border-less economy system. The population inflow to big cities is inevitable as the Asian countries step into an industrialised economy. Such a tendency will be further accelerated when Asia becomes a centre of financial business in the 21st century. The government of any country has realised the situation very well. The United Nations has established a specific agency to solve the problems caused by the rapid urbanisation. This global agency for urbanisation is named United Nations Center for Human Settlement and it is so called Habitat. There are three Habitat offices in the world, Nairobi in Kenya, Santiago in Chile and Fukuoka in Japan. The activities of Habitat offices cover a wide field of issues such as housing, urban development, infrastructure and environment, etc. Habitat Fukuoka Office is serving Asia and Pacific in co-operation with the government offices concerned.

This paper considers the standard of ore reserve assessments required by lenders when presented to support requests for project based loans. The way lenders use this information to structure a suitable financial package shows why ore reserves should be measured by industry set standards. This in turn raises questions concerning the assumptions used to derive mineable reserves from geological reserves. Consideration of the variety of related problems highlights the need for assessments to be defined according to acceptable standards. These should also address the suitability of the methodology to the assumed configuration of the orebody; the degree of variance and relaibility of estimates of grade and tonnage presented; and the estimation of probability that ore will in practice fall within the defined limits. In an increasingly international marketplace it is appropriate to compare Australian industry requirements to those of similar overseas industries, in this case the United States. Lenders would like to see that individuals responsible for the preparation of ore reserve estimates are certified on the basis of their skill and expereince by an industry body such as The AusIMM. The paper discusses how each of the parameters indicated above may impact upon a lender's assessment of the viability of a project. A number of practical examples are presented where inaccuracies or inadequacies in ore reserve information have led to reduced project performance.

An experimental study of the influence of surface active agents on the dewatering of fine coal was undertaken with a view to evaluating the usefulness of such materials in reducing the residual moisture contents of filter cakes. Experimental evidence is presented which suggests that while polymeric fiocculants have a beneficial effect on settling, they can have adverse effects on the filtration of the thickened underflow. Detergent addition, on the other hand, was shown to reduce filter cake moisture, and the magnitude of this effect was determined, in part, by the prevailing electrochemical equilibrium at the solid-solution interface.

Diffuse Reflectance Infrared Fourier Transform Spectroscopy (DRIFTS), Hallimond tube flotation tests and microelectrophoresis measurements have been used to investigate the reactions involved in the adsorption-ion of K-amyl xanthate on finely ground pyrite. Pure pyrite was finely wet ground, at different pH values, in specially built laboratory stainless steel or iron rod mills. Amyl dixanthogen was the only product identified on the surface of pyrite when stainless steel rods were used. When iron rods were utilised, ferric xanthate and physically adsorbed xanthate ions were observed in the superficial phase. The use of iron media was found to depress slightly the floatability of the mineral.

The Osborne copper-gold deposit was discovered in North-West Queensland in 1989. Underground production activities commenced at Osborne deposit in April 1996. This paper will examine technical and operational aspects of the underground mine during its development to a 1.2 Mtpa operation . Technical aspects discussed include geology, mine design and mining methods, equipment fleet selection and capital infrastructure. Operational aspects discussed include the evolution and performance of the integrated work teams that are utilised at Osborne to perform all mining and maintenance activities.

Classifications of Ni-Cu deposits are based on petrology, geochemistry and the geotectonic setting of host igneous bodies (Naldrett and Cabri, 1976; Besson et al, 1979; Nadrett, 1989). The four major classes in Naldrett's (1989) division rest on the geotectonic setting of the igneous complexes and the classes are further subdivided on the basis of the petrology and geochemistry of the intrusion. A more common subdivision of mafic and ultramafic igneous rocks is based on the environment of rock-forming processes, endogenic or exogenic, intrusive or extrusive, and this subdivision has been applied, in practice, to the classification of sulphide Ni-Cu deposits, too. The extrusive deposits, Class I in Naldrett's (1989) classification, are directly related to volcanic processes whereas all the others refer to the intrusive environment. This paper looks at the differences between the extrusive and intrusive groups of Ni-Cu deposits and presents generic, genetic and structural features of the intrusive group.

Past and present developments in the use of blast furnace slag in the manufacture of glass are outlined. The crude slag from Port Kembla is beneficiated by the Mineral Resources Division of Australian Consolidated Industries Ltd. at Mascot using a dry magnetic separation process which reduces the iron level in the slag to an acceptable value, The chemical and physical properties of both the crude and beneficiated slag are given and compared with those of other slags used in the manufacture of glass. Slag is added to intro- duce alumina into the glass and its addition to the glass batch also results in faster melting and refining. Slag was first used in Australia in 1968 and its use has increased steadily year by year. At present about 16 000 tonnes of slag are used per year, mainly in amber and white glass. Beneficiated slag is used'in three plants to supply all the alumina required in the amber glass and in four plants to supply part of the alumina required in the white glass, the amount added depending on the acceptable iron level in the glass. Slag is also used in limited quantities in the manufacture of both dark and light green glass.

Some attempt to minimise the importance of the greenhouse phenomenon. They do so by observing that global temperatures are still within the range of recent variations and that it is still not possible to predict with any certainty what the precise consequences of greenhouse will be. Both observations are true though the conclusion is dangerous. Ice core samples from the Antarctic and Greenland have established the composition of the atmosphere and global temperature over almost the last 200,000 years. The profile of these twin variables shows that they have moved together; when the concentration of CO2 has been up, the temperature has been up and when the former has been down the temperature has also been down. Over almost 200,000 years the CO2 content has ranged between lows of 190 ppm and highs of 270ppm. In just 200 years of industrialisation the CO2 content of the atmosphere has increased to 350 ppm, 50% higher that the mean of the last 200,000 years and 30% higher than at the start of the industrial age. Carbon dioxide is now increasing at 0.5% p.a. Methane, about twenty times more effective than CO2 as a greenhouse gas has doubled in concentration in the last two centuries and is now increasing at about 1.1% p.a. Methane, nitrous oxide, chlorofluorocarbons together with a number of lesser gases will double the greenhouse effect due to in creased CO2 over the next 40-50 years.

The successful application of flotation is now over one hundred years old. However in a practical industrial sense, it still remains predominantly an art rather than a quantifiable science. Moreover, the laboratory testing, interpretation and application of the technology can still be tedious, time consuming and costly. This paper outlines the use of proven statistical design of experimentation software for rapid optimisation of flotation testing with limited representative sample utilisation. This results in less costly required testing, a more thorough understanding of results and the ability to simultaneously optimise several variables and outcomes at once. At the Center for Advanced Mineral and Metallurgical Processing, this testing methodology has been used successfully in many metallurgical development and plant optimisation projects thereby confirming its real world utility and application.

The basic principles of mineral valuation were recognised and propounded at the beginning of this century and have remained virtually unchanged since then. Valuation is seen as a two part process commencing with a technical examination of the mineral property followed by a manipulation of the results of the technical examination in order to determine the monetary value of the project. A thorough and competent technical examination was seen then and remains now as the essential but not sufficient foundation for reliable valuation. All authors stressed the need to maintain the integrity of the data base and to ensure adequate coverage of all relevant aspects. The monetary valuation process through most of the first half of this century was mainly based on the Hoskold two rate method, derived from the formulae for valuing annuities but modified to provide explicitly for recovery of capital. Though the basic principles of valuation have not changed significantly, the means of implementing the components of the technical examination, the styles of deposits being evaluated and the mechanisms of monetary valuation have changed dramatically. Despite all the technological improvements, however, mineral valuations are still as apt to vary from realised performance as at any time in the past. As well, mineral property valuations are now being extended to cover all assets of potential value, including valuation of exploration tenements with or without identified resources. Valuation of exploration tenements will continue to be one of the most difficult and contentious of valuation tasks.

Mining is a high risk industry where miners seek to secure certainty in all of their dealings. The introduction of native title to the Australian legal system with the High CourtÆs 1992 Mabo decision and subsequent Native Title Act 1993 has added to the risks associated with implementation and the ongoing operation of exploration and mining projects. The High CourtÆs Ward case in August 2002 confirmed Crown ownership of minerals and petroleum. But the Court also found that a mining lease that allowed an exclusive possession for mining purposes did not extinguish all native title rights and interests. Although the Court was specifically considering WA mining tenements, the WA mining lease is very similar to the mining leases and licences that exist across Australia, meaning that these tenements are unlikely to fully extinguish native title. The Ward case means that native title remains squarely on the table now and into the future for those involved in developing exploration and mining projects. However, certainty and workability is capable of being secured and this paper discusses some means by which this may be achieved. The paper starts by considering two of the many 1998 amendments to the æfuture actsÆ regime under the Native Title Act, Indigenous Land Use Agreements (ILUAs) and the application of ægood faithÆ negotiation to all negotiating parties. It then looks at native title agreements, other issues affecting negotiations and tips for negotiation technique.

The eastern part of the Yangtze craton (eastern China ) is marked by a number of medium to small size porphyry Cu-(Au-Mo) deposits. A detailed geochronological study and existing data suggest that these deposits were emplaced in the 144 - 136 Ma interval. They are spatially and temporally related to voluminous mafic and alkaline magmatic rocks ranging in composition from gabbros, syenites, A-type granites and their volcanic counterparts. This indicates that the porphyry Cu-(Au-Mo) deposits in the eastern Yangtze craton were generated in an intra-craton extensional tectonic setting, which is distinctly different from the compressive environment of oceanic or continental arcs of the Pacific Rim where numerous giant porphyry Cu deposits were formed. The deposit is within a well known band of mineralisation which is adjacent to the Chillagoe - Mungana railway line. Australia is well endowed with both tin and tungsten resources, and is currently a significant producer of both commodities for the international market. The intensity of exploration activity for both metals has been rather sporadic, reflecting the changing market situation. Thus tin has experienced three major boom periods around 1880, 1907 and 1983, while tungsten prices peaked around 1917, 1953, 1970 and 1977. During the earlier periods, the major discoveries were located utilising simple prospecting techniques involving creek travers- ing and stream sediment panning. The resulting location of tin alluvials quickly led to the discovery of adjacent primary deposits. The major tungsten deposits were composed of quartz- wolframite, which was readily visible as mineralised float both within the drainage systems and on scree slopes. Thus by the early 1900s most of the currently significant deposits had been located. More recent exploration approaches have combined these tradi- tional methods with the development of exploration models based on evolving genetic concepts. Within tin systems the emergence of province styles of clas- sification combined with enhanced perceptions of tonnage-grade characteristics and improved geological models has enabled more effective exploration strategies. Province classification at the inter- national scale demonstrated a clear relationship between deposit type and geological environment and thus considerable attention was given to the range of provinces present within Australia. Tonnage-grade diagrams enabled the refinement of economic per- spectives, while detailed models provided the basis for localised search parameters.

The gold industry has been revolutionized in the last decade by market forces and technological changes. The latter are discussed in this paper, with particular emphasis on carbon-in-pulp (CIP) and heap leaching. The nature and scope of the process development aspects of a gold project are considered, and factors which determine process decisions are outlined, including the choice of CIP versus carbon-in-leach (CIL), agitated leaching versus heap leaching and treatment of ores containing copper and silver. Likely directions for development of gold processing in general are discussed, and metallurgical process options for treatment of ores of platinum group metals (PGM) are outlined.Metallurgical process development for gold and platinum group metals proceeds through a number of well defined stages, with input from various disciplines and information sources. The orientation phase will include preparation of a general project overview; careful consideration of the issue of sampling and sample preparation; characterisation of the resource in terms of ore types, mineralogy, chemical composition; development of appropriate methodology; and development of an understanding of the potential metallurgical unit operations.The process definition phase will be-'directed to development and definition of a notional process flowsheet, and will include identification and appraisal of process options; development of, notional process flowsheets; testing of flowsheets against ore types; ranking of flowsheets; initial engineering, including preliminary mass balances, equipment selection and plant layout; and broad-brush economic appraisal.

Key technical and operational learnings since the first underground stope was filled are presented. It is a commonplace of our industry that prices of most minerals have been historically weak during the 1980s. The International Monetary Fund's index of prices of metals fell 25 per cent between 1980 and 1982, rose slightly in 1983, and has since fallen further. In December last year it was 37 per cent below its 1980 average. The few temporary exceptions to the mineral industry's malaise highlight the excess capacity, which largely explains the weakness of prices. The industry has painfully come to recognise that more satisfactory prices will not be restored until supply capability and demand move back into better balance. Mine capacity was installed in the expectation of much faster growth of demand than has occurred. For a variety of reasons mine and plant closures have been insufficient to restore equilibrium to the market-place. The industry may, therefore, have to resign itself to continued weak prices for some years more, at least by the yardstick of the 1970s. Growth rates of demand have slackened off in line with economic activity, and in response to continuing substitution and technological improvements. To the extent that the recent weakness of oil prices stimulates the industrial countries' activity, demand for non-fuel minerals may grow faster than most forecasters now predict. It is, however, much too early to say how long the weaker oil prices will persist, and even more difficult to estimate their probable effects. In typical post-war business cycles the usual response to recession was to batten down the hatches, and ride out the storm. Sooner or later, and probably sooner, demand resumed its previous trend path, and prices recovered. The market, in effect, bailed mines out of trouble; the more efficient could make attractive pre-tax profits whilst even the poor to mediocre could earn a satisfactory living. Prices rose at least as fast as general inflation, and in the early 1970s much faster. In retrospect those price rises of the early 1970s were historically abnormal but they did not appear so in the prevailing inflationary climate of the time. When the market failed in the early 1980s many of the hardest hit companies looked for scapegoats.

Management at all levels continually strive to optimise, or make the most of resources available to them. Daily, decisions are being made on how to most efficiently locate and exploit an ore body, then process and market the recovered metal. At one level this optimisation process in the Australian mining industry appears to be successful, for example, witness the improvement in productivity and reduction in operating costs through the 1980s. Yet, at another level the industry's performance has been appreciably below expectations as measured by rate of return criteria. Companies likely to exhibit superior performance are those that are able to co-ordinate, through good planning, the optimisation process at all levels of the organisation. An important role for general management is therefore to provide the context or boundary conditions in which optimisation can Proceed.

Partnering has come to prominence in the Australian construction industry in a formal sense this decade. The high level of disputation in the building and civil construction industries in the 1980s drove its development in both Australia and North America. PartneringÆs use has been most prominent in the construction industry, particularly in the civil and construction sectors of the industry. It has found favour in some mining development projects, one of the most notable being BHP MineralÆs Cannington project in NW Queensland. This paper examines the requirements of successful partnering agreements and describes in detail the mine development partnering agreement at Cannington. In particular, the paper discusses the authorÆs experience and recommendations for partnering to avoid contractual problems and achieve win û win project outcomes for all parties to major mining projects.
