"New tax rules that can apply to the repayment, extinguishment, or other settlement of a company's debt are finally taking shape. These new rules are far-reaching in their application, and can affect mining companies in a serious, negative way.IntroductionIn his February 1994 budget, Finance Minister Paul Martin announced changes to the Income Tax Act that could have an adverse impact on a company that restructures its debt. Since then, the new rules have undergone considerable transformation during their fetal stage: draft legislation was introduced in July 1994; revised draft legislation was introduced December 1994; and a third version of draft legislation was introduced February 1995. It seems that the new rules have now been pretty well finalized, and they contain some serious traps that the unwary could fall into. The new rules are of particular importance to mining companies, because a mining company's resource pools will be caught under the new rules, whereas these pools escaped the wrath of the old rules. The following commentary summarizes the new rules that are generally referred to as the ""debt forgiveness"" rules."

"Decisions regarding mining method and subsequent choice of excavator must take into account the quantitative factors of productivity, availability, and capital, operating, and maintenance costs. Dig performance was compared between a hydraulic excavator (HE) and electric rope shovel (RS) of similar size class (i.e., use the same amount of energy to excavate a unit quantity of the same material from a mining face), focusing on the quantitative factors above. Machine performance, normalized to bucket capacity, was assessed as a function of hours of service (60,000 hours per machine). Results showed higher production rates for the HE of similar capacity and age. In general, the RS exhibited lower service cost per volume capacity, though it had higher capital cost. "Advances in technology provide educators with valuable tools to enhance their teaching and efficiently deliver content to larger audiences. University educators are often encouraged to become more “research intensive” and to increase student enrollment. Faced with these pressures, there is a tendency to use technology to improve teaching efficiencies rather than to enhance existing teaching approaches. Practical learning in applied engineering courses would suffer greatly if hands-on experience is not emphasized. This paper discusses advantages and limitations of new technologies applied to learning, and methods to incorporate more hands-on experiential teaching techniques to applied mining engineering courses.RÉSUMÉ Les avancées technologiques fournissent aux éducateurs des outils intéressants pour rehausser leur enseignement et livrer efficacement de la matière à de grands auditoires. Les éducateurs universitaires sont souvent encouragés à devenir plus « axés sur la recherche » et d’augmenter l’inscription d’étudiants. Face à ces pressions, il y a une tendance à utiliser la technologie pour améliorer l’efficacité d’enseignement plutôt que de rehausser les approches existantes d’enseignement. In 1990, the European Space Agency (ESA) initiated a technology transfer program to stimulate the wider use of technology developed by the European and Canadian space communities. This paper focuses on the method of technology transfer from the space industry to terrestrial industries, with a focus on the mining resource sector within a program called the Harsh Environments Initiative (HEI) created in 1997. Other resource sector applications include forestry and oil & gas. C-CORE in partnership with the Mining Innovation, Rehabilitation and Applied Research Corporation (MIRARCO) supported by ESA, Canadian Space Agency (CSA) and European R&D organizations conduct projects to promote and demonstrate the transfer of innovative technologies from space to non-space industries. Space programs have and continue to develop new knowledge for extra-terrestrial application, e.g., satellite earth observation, manned missions and unmanned planetary exploration. Many of which hold the potential for application on land and ocean. Currently, space technologies of interest to the mine sector range from robotics and image analysis to sensors, software and advanced materials. The HEI works to identify and apply these types of technologies in the areas of automated/tele-controlled mine operations and mine monitoring.

The kinetics of the thermal decomposition of samples of Mg2(OH)3Cl.2H2O that were obtained by a novel leaching technique applied to a commercial magnesium electrolysis feed were investigated under ambient atmosphere. Thermogravimetric (TG) Analysis showed that decomposition of Mg2(OH)3Cl.2H2O exhibited a single intermediate stage wherein crystalline water was lost at roughly 108 °C. Conversion of the resulting Mg2(OH)3Cl to MgO, HCl and 1120 occurred at temperatures above 398 °C. Thermal decomposition of anhydrous Mg2(OH)3Cl was seen to be consist of two stages. Both stages exhibit first order kinetics with respect to the weight percent of Mg2(OH)3Cl remaining in the sample. However, the rates of decomposition in the two stages were significantly different. Detailed analysis of the kinetic data suggested that the rate of decomposition of Mg2(OH)3C1 was controlled by the rate of removal of the gases released. The change in decomposition rate during the course of the experiments was explained by HCI being released in stage 1 and followed by release of H2O in stage 2.

Mining mobile equipment is becoming larger in order to lower operation cost and increase productivity; however, their performance characteristics are often limited by the tire capabilities. Although considerable progress has been made in the field of tire research, the lack of comprehensive knowledge on tire performance characteristics impedes the advancement of off-the-road tires. Longer haul roads, and a severe operating environment make tires more vulnerable than other components of a vehicle. Furthermore, due to a limited availability of large tires, mines are facing shortages. Thus mines and tire service companies are keen to improve tire performance, extend tire life and hence lower operating costs. This paper reviews the relevant tire performance research, analyzes tire interactions with the surrounding environment, tire maintenance practices and operational issues using a case study based on data collected during an ongoing project with Fountain Tire.

"RÉSUMÉDurant les 10 dernières années, les améliorations dans le contrôle des limites des sautages et les arpentages après l’exploitation ont fourni des informations préalables et post facto sur les limites minières réalisées par rapport à la planification, plus particulièrement pour les grands chantiers exploités par les méthodes chambres vides et sous-niveaux. Cependant, peu de recherches ont été faites pour améliorer la délimitation du minerai, l’estimation des ressources et des réserves, les études de faisabilité et la récupération minière dans d’autres types de gisements. Il faudra d’abord expliciter les impacts des lacunes, en quantité et en qualité, de l’information géologique et de l’échantillonnage sur le rendement de l’extraction. Il faudra également remplacer la notion de « dilution générale » par celles de « dilution » et de « perte de minerai ». Les impacts des lacunes observées sur l’exploitation des gisements d’or filoniens sont démontrés par une simulation basée sur des résultats d’études antérieures à la mine Thompson d’Inco, des impacts financiers de densités d’information moindre et par des analyses des valeurs actualisées nettes (VAN) de deux cas types.Deux gisements similaires, de 3 m et 6 m de largeur et exploités par chambres vides sont étudiés, en prenant pour cas de base la délimitation sur maille de 7,5 m (25 pi.) et en étudiant les impacts des limites moins précises supportées par une maille de 15 m (50 pi.), en assumant que ces imprécisions moyennes de +/- 0,62 m se transforment soit en surestimation (dilution), soit en sous-estimation (pertes de minerai).Les impacts d’information moins précise ont été beaucoup plus forts sur le gisement plus étroit : autant la dilution que les pertes de métal ont diminué les VAN du gisement de 3 m de 39,27 % et 45,41 % respectivement, tandis que les VAN du gisement de 6 m ont été diminuées que de 12,84 % et 11,55 %.Ces impacts des valeurs actualisées nettes diminuées justifient et exigent des efforts plus systématiques pour s’assurer que les travaux de mise en valeur et les études de faisabilité soient réalisés de façon requise pour optimiser l’exploitation et offrir aux investisseurs des rendements compétitifs par rapport à ceux des autres secteurs industriels. ABSTRACTDuring the past 10 years, research work to improve the survey of stope limits after mining supplied useful information, particularly for large open and sub-level stopes, regarding waste dilution caused by differences between final production limits and planned stope limits.However, the efficiency of this information to improve the overall efficiency of the mining process is limited, given that the impacts of inaccurate ore limits leading to dilution (sensu stricto) and ore losses have not been considered adequately. Geological/sampling information should be optimized in terms of quantity and/or quality for the deposit characteristics and the constraints of the mining method used. As industry practice regarding the definition and recording of dilution is flexible and as ore losses frequently are poorly documented, the use of these terms is reviewed.Simulations were carried out on two typical narrow gold deposits, based on an earlier study at Inco’s Thompson mine regarding the impacts of wide to narrow delineation grids using recorded variations of vein geometry. Vertical to sub-vertical deposits of 3 m and 6 m widths mined by long-hole open stopes were considered. Deposits delineated by 7.5 m (25 ft) grids were taken as a base case and the impacts of less accurate limits in conjunction with long hole mining based only on a 15 m (50 ft) delineation grid. The impacts of overestimation (dilution) and underestimation (metal losses) were considered separately, using the average error of +/-0.62 m recorded in the Inco study.The impact of less accurate information was much stronger on the narrower deposit: both dilution and ore losses diminished the net present value of the 3 m wide deposit"

Control of the feed provided to mineral processing facilities is a continuing challenge. Much effort is currently being devoted to overcoming these problems. These projects are usually described under the general headings of Mine-to-Mill Integration or Mine-Mill Optimization. It should be possible to combine the knowledge of ore type, mineralogy, and other characteristics (located in the mine modelling system), with the advanced capabilities of state-of-the-art mill control systems, to achieve an improved level of control in mineral processing, allowing optimization of the mill processes on an almost realtime basis. This is not happening because mill feed it is often treated as a uniform material, when in reality it varies in composition and characteristics. The University of Utah is investigating the use of odor sensors for maintaining traceability in ore production and processing. Odor sensors now used in food processing, environmental monitoring, and other applications can detect the presence of very small amounts (0.1 - 500 ppm) of some molecules. An assortment of such molecules could be used to ?tag? blocks of ore as they are mined, according to their respective characteristics. Then, as the ore came into the mill, an array of ?electronic noses? could be used to assess its characteristics in real time.

"Process control technology holds very significant potential benefits for many mineral and coal processing plants. The impact can be expected in terms of performance improvements (e.g. increased throughput, better quality control, higher availability), through reduced operating costs (e.g. lower reagent consumptions, manpower reductions) and in the form of intangibles (e.g. reduced vulnerability to manpower turnover, increased productivity in the user group). However, the installation of a process control system will represent considerable capital expenditure and will generate an operating cost. No management team would approve the funding for such a project without some reasonable measure(s) of the profitability of a proposed system. This paper describes a methodology for addressing the justification problem. Of particular interest is the approach to quantifying performance improvements, frequently found to be the predominant benefit of process control.INTROPUCTIONProcess control has become widely recognized as an essential component of any processing operation. It has direct impact on productivity, process efficiency and product marketability. The reported pay backs associated with successful installations underscore this observation. As a consequence, many operators who have little in the way of process automation are looking to initiate control projects, while those who currently enjoy some level of automation are looking to upgrade existing control systems (= process + instrumentation + hardware + software + operators + support). While the emphasis here would appear to be on retrofit process control projects, new plants, or those currently in the design stage, will usually find themselves in one of these categories shortly after startup 1."

The Department of Mining Engineering at Queen?s University conducted a study of backfill practices in underground mines across Canada to assess the current state of backfill usage and to overview potential hazards associated with backfill practice, from preparation to transportation to placement. The primary aim of this study was to cover each component of a typical mine backfill system, and to identify potential incidents leading to the disruption of backfilling operations and any associated corrective actions. This paper, Part II of the study, deals with underground operations consisting of backfill transportation and backfill placement. Part I of the study, which deals with surface operations consisting of backfill material supply and backfill plant preparation, is also presented in these proceedings. A review of safety measures associated with current backfill operations and recommendations for procedures of best practice that should be implemented to reduce fill-related hazards in all mine backfill workplace environments are presented. In general it has been found that system failures normally lead only to minor losses to the operations.

On November 16, 1978, Finance Minister Chretien delivered his second formal budget in the House of Commons. Over-all, the provisions of the budget should provide moderate stimulus to the Canadian economy. With respect to the mining industry, the budget offers some welcome changes in the form of' improved write-offs for development expenses and social assets; higher investment tax credits; and a reduction in federal sales tax. On the other hand, income bond financing of new mineral ventures may be restricted.

ALTHOUGH the idea of roasting zinc concentrates in suspension had intrigued investigators for a number of years, no commercial application of a process appeared successful until the development of the "Cominco" process. The efficiency and high capacity of this process may be judged by the fact that nearly all other electrolytic plants and many zinc retort plants in the world use this method. A furnace of the Cominco type can roast without special preparatory treatment and without supplementary fuel, mineral sulphides such as zinc sulphides and iron sulphides containing varying amounts of moisture at any desired rate ranging from one-half up to full capacity. The full capacity of a unit is in general about three times that of a multiple hearth furnace of the same size. "BioteQ has successfully developed commercial operations for ARD treatment and selective metal recovery using the patented BioSulphide and Thiopaq® biological reduction technologies. The BioSulphide-Thiopaq process was developed to provide biogenic sulphide for the selective recovery of high purity metal concentrates from acidic wastewater, which are sold to recover capital costs and off-set water treatment costs. The BioSulphide-Thiopaq process can be used on a stand-alone basis or in conjunction with a lime circuit. Process advantages include: selective recovery of metals, very low metal concentrations in effluent, reduced waste sludge liability, reduced lime treatment costs and, in some cases, profitable sale of metal concentrates. Two case studies are presented to illustrate operations focused on metal recovery at the Caribou Mine, New Brunswick, Canada, and at Phelps Dodge, Arizona. A third case study is presented to highlight environmental control as well as metal recovery for treatment of ARD at the Raglan Mine in Northern Quebec. Process flowsheets, capital and operating costs are presented for the three case studies.INTRODUCTIONProtection of water quality has become one of the most important environmental challenges facing the mining industry. Although new mining projects can be designed to minimize impacts to the environment, many existing and abandoned mining operations have water quality problems. The principal cause of water contamination is acid rock drainage (ARD), which is generated when residual sulphide minerals in waste rock, tailings and other mine components and products are exposed to air and water. These reactions can produce acidity and elevated concentrations of metals in drainage and seepage that can adversely affect surface and groundwater resources. To meet regulatory criteria for water quality in the receiving environment, many mine operators must consider treatment of mine water and other effluents prior to discharge."

Froth depth or interface level is an important control variable in column flotation which can influence both grade and recovery. A common method of locating the level is based on sensing the hydrostatic pressure at one or more points along the column. The level position is then calculated from these pressure readings using an equation which includes the bulk density in the froth and bubbling zones. The precision with which the level is detected depends on how well these density values represent both zones. The calculation of these bulk densities from theoretical considerations is not possible and, therefore, the practice is to estimate them by calibration. Unfortunately, the calibration parameters often do not report the level with an acceptable accuracy. A portable conductivity probe has been developed to detect the position of the interface from conductance measurements across the interface. The location of the interface corresponds to the position where a large change in conductance is observed, which is primarily a consequence of the difference in gas holdup between the bubbling and froth zones. This probe can be used to detect the position of the interface to an accuracy of± 5 cm. The probe can be used while the column is in operation, which allows the on-line calibration of the level detection system. Results obtained in its application in a pilot-scale column (0.91 min diameter) are described.

In this study, Pt nanoparticles have been incorporated into Au colloids, and the linear and non-linear optical properties investigated. UV-VIS spectrophotometry, fluorescence spectroscopy and the z-scan method have been used to examine the effects of such additions.

"Geostatistical conditional simulations are becoming increasingly popular as tools that provide models of uncertainty at different stages of a mining project. They have been used as grade control tools in daily operations to assess the uncertainty of mineable reserves at the project’s feasibility stage, and to assess mineralization potential in certain settings. Other applications include assessment of recoverable reserves, resource and reserve classification, and drill hole spacing optimization studies. All large-scale applications of conditional simulations intend to benefit from the correct (or accurate) characterization of uncertainty, adequately describing the variability observed from the data and its effect on the final objective.The objective of this paper is to compare the ad-hoc uncertainty model provided by a traditional classification scheme with the probability intervals resulting from a conditional simulation model. It is argued that the uncertainty model derived from the use of classification schemes is of little practical use to the mining company or operation. The paper emphasizes differences in uncertainty based on the size of the mining unit considered, the extraction method, and local geological differences. Most importantly, it discusses confidence intervals for these mining units, as compared to the relative precision envisioned by a typical classification scheme.The application described in this paper is taken from a medium-sized Cu open pit and underground mine in northern Chile, and demonstrates the impact of several variables on the resulting conditional simulation models. It also compares a more traditional resource classification scheme applied, and the wide difference in local confidence intervals for each mining unit."

The influence of natural electric currents, induced in the earth by changes in the earth's magnetic field, on the electric logging of boreholes has not always been recognized. Measurements made with fixed electrodes of changes in the vertical potential gradient in a hole near Calmar, Alberta, have indicated the effect of earth currents related to magnetic disturbances. It is found that appreciable errors in self-potential logging could arise during periods of magnetic storms, but the precise pat-tern of disturbance in any area seems to depend on the local structural conditions. As the amplitude of the natural earth currents increases toward the auroral zone, it is suggested that periods of magnetic disturbance be avoided, if possible, when electric logs are taken in the northern part of the western sedimentary basin. "This paper deals with the results of the variation of thermal conductivity of rocks with pressure on a laboratory scale. For this purpose, the authors have added a pressure-supplying unit to the apparatus developed by Mousset-Jones and McPherson (1986), Önder (1995), Ashworth and Ashworth (1979), and Innaurato and Occella (1989) in order to measure the thermal conductivity under pressure. The values obtained from the tests performed by this new apparatus have been stated using a regression analysis and the related graphs have been drawn. Results have shown that the thermal conductivity of rock varies digressively with pressure. The same results have been obtained in different rocks types. IntroductionOne of the most important tasks of mining engineers is that of establishing, maintaining and sustaining safe and healthy working conditions in underground mines.Heat can have a profound effect on safe and healthy working conditions and is one of the main problems in deep underground mines. In this regard, the temperature of the air passing through the mine openings increases steadily and causes a decrease in the efficiency of workers due to the unwanted physical effects to human bodies in the working area. At the same time, the hot and humid environment resulting from heat and temperature rise causes some important occupational diseases and increases the accident risks in the related openings."
