The Central Indian Ridge (CIR), the boundary between the African and Indian plates, forms a SSE trending mid-oceanic accretionary system in the equatorial Indian Ocean (Fig. 1), extending to the northerly Carlsberg Ridge spreading center, and terminating at the Rodrigues Triple Junction (RTJ; 25°30'S, 70°06'E) by intersection with the Southwest Indian Ridge (SWIR) and the Southeast Indian Ridge (SEIR). Crustal divergence of the CIR proceeds at intermediate rates; a progressive increase of ocean floor accretion towards the south is documented: the present half spreading rate and ridge trend change from 1.80 cm/a and N142° at the equator to 2.73 cm/a and N152° north of the triple point. The topography of the central rift zone is rather smooth compared to slow spreading analogues such as the SWIR, but slightly more rugged than the SEIR. The rift valley is 500-800 m deep, 10-15 km wide and usually well defined. The inner floor, 2-4 km in width, is relatively flat along the axis and more variable in cross section, and lies at 2700-3200 m depth. Off set fracture zones striking generally N60° . in southern portions of the CIR and laterally displacing median valleys by as much as 8 km are often bent, uplifting crustal sequences up to several hundred meters. The length of individual spreading segments varies between a few and several tens of kilometers. The vertical displacement on normal faults are larger while lineaments are shorter than those of the faster spreading SEIR. The face of mining as we know is changing as mining companies all over the globe realize the reality of accessing the vast mineral wealth contained on, and under, our ocean floors. With some land based mineral deposits being fully exploited across the world, deep sea mining is set to revolutionize global approaches to the search for precious metals and other sought after minerals. Previously, the financial and technological implications of deep sea mining outweighed the benefits of access to the mineral rich deposits identified all around the world. The process of marine diamond mining off the west coast of southern Africa started in the late 1950s, and subsequently continued by De Beers to the present day, has proven to be an excellent proving ground for the development of technology and mining systems that ensure a sustainable and financially viable business.

The Chatham Rise is a submarine topographic feature lying off the east coast of New Zealand between the South Island and the Chatham Islands and within New Zealand?s jurisdiction. The Chatham Rise hosts economically significant deposits of rock phosphate and other potentially valuable minerals. The deposits comprise nodules lying on, or just below the surface of the seabed in shallow waters. Rock phosphate is an essential ingredient of fertilizer and can be applied directly to pasture. There is a realistic opportunity the phosphate deposits could supply New Zealand?s agricultural requirements for an estimated 30-year period at current rates of consumption.

Occurrence of hydrogenetic ferromanganese crusts has been well documented over inactive seamounts in the central and southern Pacific Ocean. It has been thus believed that the hydrogenetic crusts develop preferentially at water depths between about 800 to 2500 meters. In fact, according to the Manganese Crust Database (F. Manheim, 1988), only two occurrences are known at water depths below 5000 m out of 819 occurrences cited in the database. Unexpectedly, we found typical hydrogenetic ferromanganese crusts from deep-sea floors; 1) outcropping old volcanic basement over the Philippine Sea Plate (abandoned spreading centers and subducting old oceanic crusts) and 2) one from the slope of an abyssal hill in the Central Pacific Basin (Cretaceous deep-sea basin) at water depths ranging between 5200 to 6100 meters. We report their occurrences with submersible observations from Shinkai 6K, physical parameters (such as thickness of crusts about 2-4 cm in maximum), chemical composition, petrology of substrate, and results of Be-10 dating for some samples in comparison with typical Co-rich manganese crusts from the Central Pacific seamounts. The preliminary chemical and mineralogical analyses reveal that they are of typical hydrogenetic origin, and typical of iron-manganese oxide mineral, vernadite, slow and probably continuous growth, and lower content of Co than the Central Pacific seamount crusts. The occurrences and nature of the crusts indicate that deep-sea floors are also optimal for the growth of hydrogenetic crust even at 5000 m water depth or deeper, only if oxygenated deep waters are supplied and the sea-floor morphology keeps stable enough for significant geological time period. Radiometric surveys of the beach and nearshore zone of the Dutch Frisian Islands have identified sands enriched in heavy minerals. The areas of heavy mineral concentration have been mapped in detail using a state of the art towed gamma-ray detector, which gives improved sensitivity through the use of new detector materials and improved data processing techniques. The detector provides continuous measurement of sea floor radioactivity (and of a number of other parameters) and can be used simultaneously with other survey techniques, such as echo sounding, sidescan sonar and shallow seismic profiling. It enables a rapid, and cost effective, assessment of the surface distribution of heavy minerals to be made. The heavy mineral suite includes magnetite, ilmenite, garnet, rutile and zircon. These minerals contain 1-3 orders of magnitude more U and Th, in terms of their activity concentrations, than the accompanying light minerals (mainly quartz). Since the heavy mineral composition of the sands appears to be relatively constant along the Dutch Frisian Island chain, the U and Th concentrations can be used to provide a quick estimate of the heavy mineral content. The sea floor radiometric measurements allow sediment sampling for more detailed analysis to be highly targetted. The zones of heavy mineral enrichment are generally sub-parallel to the coast and are usually confined to water depths of 5-10 m. There is a close correlation with sand bars on the shoreface, the highest radioactivity typically occurring just seaward of the crest of these features. As well as being used for heavy mineral exploration, similar radiometric methods can be applied to mineral processing. Gamma-ray detection systems can be used to provide rapid analysis in the process stream enabling on-line grade control and optimisation of processing, from excavation of mineral sands to the final products.

Stephen D. Scott Steven Scott is a Professor of Geology, Director of the Marine Geology Research Laboratory and, until May 1997, was Chairman for 9 years of Geological and Mining Engineering, all at the University of Toronto. Steve also holds a cross appointment at the University of Western Brittany's European University Institute of the Sea in Brest, France. He was educated at the University of Western Ontario (B.Sc. and M.Sc.) and at Penn State (Ph.D.). Steve is a geologist/oceanographer specializing in base and precious metal massive sulfide deposits which he and his students have studied on five continents and on the bottom of three oceans. He was the first ore deposits geologist and first Canadian to witness "black smokers" on the ocean floor. Since 1982, he has participated on 21 oceanographic surface and submersible expeditions, many of them as Chief Scientist. His research team is currently carrying out projects in the W and NE Pacific Ocean. Steve has published more than 150 research papers and lectured in more than a dozen counties. Popularized accounts of his work have appeared in various media.. He has been honored by several awards and distinguished lectureships. Steve is President of the Canadian Scientific Submersible Facility, which operates the Canadian ROPOS robotic submersible, and is President of the International Marine Minerals Society.

Papua New Guinea has permitted its first underwater mine. Nautilus Minerals (PNG) Limited is the company permitted to operate the Solwara 1 project. The project is located 30km off the nearest island of New Ireland in the Bismarck Sea. The successful permitting of the activity was due to the existence of a broad legislative framework and the collaborative efforts of stakeholders. Challenges faced included the lack of specific guidelines or policies for underwater mining; lack of existing technology and/or mining method; lack of benefit sharing mechanism for such a project and management of the perceptions of local communities that fear environmental degradation by the mining project. This presentation shares the experience of Papua New Guinea?s first under water mine. A background of the country, the project and the legislative framework are presented. Followed by the challenges and approach taken to permit the project.

A concept of plate-tectonic controls for the formation of seafloor massive sulfide (SMS) deposits in back-arc settings was established by Franklin et al. (2005). According to Franklin et al. (2005), a consequence of extension and rifting is subsidence, thinning of the crust, and the rise of hot, athenospheric mantle into the base of the crust. Underplating of the crust by mafic magmas results in low-pressure partial melting of the hydrated crust at a <15-km depth, and the generation of felsic anhydrous melts. The rapid ascent of hot felsic melts, along with mantle-derived mafic melts, results in bimodal volcanism that characterizes rift and volcanogenic massive sulfide deposits (VMS) environments. The rapid and focused advection of the magmatic heat within the rift to the near-surface environment which are required to sustain vigorous long-lived VMS hydrothermal systems. Faults within rift environments may also allow seawater to penetrate into subvolcanic intrusions and mix with magmatically generated metalliferous fluid or allow a direct magmatic contribution from shallow crustal level (3–12 km) magma chambers (Franklin et al., 2005, and references therein). In addition, the caldera-forming processes are favorable for the formation of VMS deposits and the focused high heat flow and cross- stratal structural permeability that is restricted in time and space to caldera development provides an explanation for the clustering of VMS deposits and their restriction to specific time-stratigraphic intervals and structures in the evolution of submarine central volcanic complexes (Franklin et al., 2005, and references therein). The concept is persuasive, although it is based on a series of logically constructed reviews mainly focused on ancient on-land deposits.

The particles that make up the deep-sea sediments have two main sources: 1) those that are created in situ from dissolved components and 2) those that are washed into the ocean in solid phases from the continents, atmosphere, space and interior of the Earth. Many particles as they sink through the water column reaches the seabed and are known as pelagic sediments with terrigenous, biogenic, authigenic, and cosmogenic components. Among the minerals found in the terrigenous fraction of pelagic sediments are quartz, clay minerals, feldspar, micas, ferromagnesians, and the biogenic fraction with remains of siliceous organisms, such as, radiolarian and diatoms. The chemical nature of marine sediments is controlled by the contribution of particulate matter derived from various sources with varying compositions for the fixing of elements during deposition and the compositional changes carried out within the sediments during diagenesis. The GeoERA Co-Fund action is a joint contribution of 48 national and regional Geological Survey Organisations from 33 European countries “Establishing the European Geological Surveys Research Area to deliver a Geological Service for Europe (GeoERA)”. This is an ERA-NET action under Horizon 2020. The aim of GeoERA is to fund transnational projects contributing to the best use and management of the subsurface, addressing the following four themes: Geo Energy, Ground Water, Raw Materials and Information Platform. The European Commission recognises the significance of raw materials through its Raw Materials Initiative (RMI), the European Innovation Platform on Raw Materials (EIP-RM) and Horizon 2020 funding, specifically through Societal Challenge 5 – Climate Action, Environment, Resource Efficiency and Raw Materials. The GeoERA Raw Materials Theme will contribute to research and innovative developments for minerals inventory, minerals yearbook, exploration, mapping, modelling, metallogeny and critical raw materials in the pan-European framework including the sea. A major element in Europe’s long term economic strategy is to ensure security of supply for strategic and critical metals as part of the Blue Growth Strategy developing sectors that have a high potential for sustainable jobs and growth as seabed mining. The project MINDeSEA results of the collaboration between eight GeoERA Partners and four Non-funded Organizations at various points of common interest for exploration and investigation on seafloor mineral deposits. The Geological Surveys of Spain, Germany, Greece, Ireland, Norway, Portugal, Sweden and Ukraine are organisations with responsibility for coastal, marine geological investigation and mineral resources studies and mapping in their respective countries. The Non-funded participants: the Instituto Português do Mar e da Atmosfera; the United States Geological Survey; the All-Russia Scientific Research Institute for Geology and Mineral Resources of the Ocean; and the Geosciences Institute, host important databases, they have an international reputation for excellence in both science and technology, and are internationally-known experts on seafloor mineralisation and hydrothermal systems. This project addresses an integrative metallogenetic study of principal types of seabed mineral resources (hydrothermal sulfides, ferromanganese crusts, phosphorites, marine placers and polymetallic nodules) in the European Seas. The work program includes all the regional seas around Europe comprising the Atlantic Ocean, the Mediterranean Sea, the Baltic Sea and the Black Sea (Fig. 1). The MINDeSEA working group has both knowledge of and expertise in such types of mineralisation, providing exploration results, sample repositories and databases to produce innovative contributions. Subsea mining system are designed for the following, principally different, tasks: Dreding - The destruction and removal of seabed sediments overlaying the bedrock. Cleaning - The competence of the system to systematically remove the deposits from an undulating hard bedrock with irregular pulleys, channels and fissures. Factors that influence the choice of dredging equipment for a specific project are project requirements such as environmental conditions, location and water depth. However, the most important selection criteria are soil conditions. As a consequence, possible dredging systems, must be evaluated for the following, principally different, characteristics: Dredging proficiency - The destruction of the strata by the equipment. System stability - The capability of the soil to support the subsea equipment The above parameters are determined by the strength characteristics and the bearing capacitv_ of the soil. The author describes the processes involved in excavating the subsea deposits and (transporting the gathered soil as a water-soil mixture to the surface using different excavation and transport methods.

On the western continental shelf of southern Africa diamonds derived from onshore sources are concentrated in gravels within drowned terrestrial and marine geomorphological features. First discovered offshore in the late 1950&apos;s, they are known to exist for about 1400 km along the Namibian and South African coast in water depths of up to 200 m. Shallow water operations yielded 1.5 Mct during the decade ending 1970 when De Beers acquired a majority of the offshore leases and commenced a 15 year exploration program. Deeper water and the prevailing sea conditions required the development of new, unique, marine mining equipment. The first large scale mining production of 22 kct was achieved by De Beers in 1989 with an output of 22 kct. Annual marine output from all sources now exceeds 0.6 Mct worth some US.$ 170 M, and rising to 0.7-0.8 Mct for 1998. Exploration has also been taking place in the waters of West Africa, Australia, and Indonesia. Exploration is by means of high resolution geophysics followed by sampling using a variety of drills, airlifts and seabed-mounted machines which imitate the eventual mining process. Surveying is now probing depths of 500 m. Smaller scale mining by several junior companies has traditionally involved diving and airlift systems. Increasingly, however, they are adopting different and improved techniques which to date have been employed only by De Beers Marine as contractor to Namdeb. Marine exploration and unit mining costs are high compared to those applicable to alluvial deposits onshore. By 1996 the total development costs incurred by De Beers alone reportedly had exceeded US.$ 500 M. However, the financial rewards are commen-surate because of the higher recovered grades. The operations are not without risk for the total of nearly 10 large and medium scale production vessels deployed by various organisations. The greatest shortfalls are experienced in the estimated throughput, not the grade.

Processing of polymetallic nodules poses several challenges to metallurgists. These include the presence of at least 80 elements in nodule, presence of Ni, Cu, Co in no specific mineral form, presence of almost 30 % seawater in freshly collected nodule, and collection of slime along with the nodule. For almost 40 years, several research groups from all over the world are engaged in developing an appropriate process to extract metals from poly-metallic nodule. These processes have been tested in scales varying from few grams to several hundred kilograms (Das, 2001; Jandova, 2001). All these tests helped in defining various parameters for processing, and simultaneously brought out some of the inherent problems of processing nodules. Based on the information and the experience of all these studies, in recent years, most research groups, involved in developing metallurgical processes for nodule, are focusing their efforts in two or three alternative directions. While attempts are made to overcome some of the major challenges in processing, several new ones crop up. The difficulties are further compounded because no mining system is operating to generate some of the data required for process development. The aim of this presentation is to highlight the research efforts, and to identify areas requiring special attention of a process developer.

Managing sediment plumes under multiple jurisdictions Management of activities in the New Zealand EEZ can be characterized as a distributed basis of decision-making with each independent and separate decision-maker focused on specific elements of a proposal (environmental, work place safety, wildlife management, fisheries, navigation, oil spill). The New Zealand EEZ Act 2012 was intended as gap-filling legislation to address the lack of an environmental assessment lens for permissions to undertake certain activities in the New Zealand EEZ. These activities relate mostly to marine scientific research, dumping and discharges, oil and gas exploration and development, and seabed mining. The regulatory decision-maker for most EEZ Act marine consents is the New Zealand EPA. Since 2013 when this gap-filling legislation took effect, the EPA and its decision- making committees have processed three seabed mining applications. Two consents were refused, one consent was granted in 2017. A common feature of all consents has been the assessment and consideration of the scale, significance and effects of sediment plumes arising from the activity. One consent is for irons and mining in about 40m of water where the plumes reach the nearby coastal waters and shoreline, the second consent is far offshore but plumes extend far beyond the mining area (850 km2) in to rare coral habitats and in to a significant offshore fishery. A significant consideration for decision-makers is how the assessment and management of plumes under the EEZ Act interact with, and potentially overlap, management of such plumes under other legislation (Resource Management Act, Marine Mammals Protection Act, and Wildlife Act). This is in a statutory context where the EEZ Act requires explicit consideration of the nature and effect of other marine management regimes over the matter under consideration.

On 13 July 2000, the ISA adopted the Regulations on Prospecting and Exploration for Polymetallic Nodules in the Area. The first contracts for such exploration were issued by the ISA the same year. The duration of exploration contracts is 15 years, after which the contractors are expected to go into exploitation. In 2013, ISA with the LTC initiated the process for developing the regulations for exploitation, and are currently working on the first draft to put forward for the Council. In the meantime, the first seven exploration contracts have expired, and been given five years extensions in order for the contractors to get ready to apply for exploitation contracts. According to the current draft of the exploitation regulations, an application for an exploitation contract shall be accompanied by all data acquired during the exploration phase, a mining plan, a financing plan, and a set of environmental plans (i.e. an environmental impact statement, an emergency response and contingency plan, environmental management and monitoring plan, and a closure plan). All of these plans have to be based on substantial scientific and technical data and information. The mining plan requires geoscientific data regarding the mineralogy and grade of the nodules, and the physiography of the mining site as a basis for the consideration of critical aspects, inter alia for making reliable resource estimations, design the mining operations, and forecast revenues. The environmental plans require the input of a substantial set of bioscientific data and information on the exploitation technology in order to establish base-lines, and monitor and evaluate the effects of the mining operations. Under the exploration contracts, such scientific data have been acquired and reported on an annual basis to the ISA. Some testing of mining equipment and experiments on the extraction of metals have also been performed by some contractors. These scientific and technical data from the exploration phase will be the basis for the for the preparation of the studies, plans and documents required for the applications for exploitation. No time frame is specified for the preparations of an application but it must be assumed to take place before the expiration of the exploration contract.

The recovery of most minerals, which are amenable to gravity concentration, is standardly determined by accurate sampling and assaying. .With respect to particulate - gold ores, sampling and assaying are still the convention, but the accuracy and reproducibility of these operations are much discussed and debated points. Evaluation of gravity concentrators by conventional sampling and assaying techniques is very time consuming, costly and may introduce a large amount of uncertainty into the results due to the particulate nature of placer gold. These problems are not unique to placer gold ores and apply to any low grade ore with particulate values. A gravity concentrator evaluation process developed by MIRL employs the use of neutron activated gold (198Au) and radiation detection circuits which monitor the concentrator&apos;s product pulp streams. Concentrator recovery is determined from the ratio of the number of gold particles detected as passing into the concentrate to the total number of gold particles detected over all monitored pulp streams. This system eliminates the experimental errors introduced by sampling, sample reduction, and assaying and allows recovery to be evaluated for gold particles of specific sizes, shapes, and flatness. This system enjoys its greatest utility where a large number of tests are to be run in order to evaluate a concentrator over a variety of operational settings, i.e. factorial designs, and allows accurate testing of concentrators operated in closed circuit systems. Beginning in 1984, MIRL conducted radiotracer studies of unit processes, which included jigging, static wedge wire screening, elutriation, and concentration with compound water cyclones.

The Neptune Group was established in 1999 to apply for exploration permits within New Zealand’s 200nm EEZ. These applications were to investigate and commercialise hydrothermal Seafloor Massive Sulphide (SMS) deposits identified by international researchers and to locate others. SMS are volcanically related seafloor accumulations of copper, lead and zinc with high levels of gold and silver. Neptune has three granted exploration licenses within the New Zealand EEZ and has application in other jurisdictions. Neptune undertook the world’s first commercial drilling exploration work of SMS in December of 2005.

Gold and silver are important byproducts of mining volcanogenic massive sulfide (VMS) deposits. Both metals occur in VMS deposits ranging in age from the Archean to the currently forming massive sulfides found on the ocean floor. The gold- and silver-rich deposits on the modern seafloor are geographically diverse and occur in several different tectonic settings (Figure 1a,b) including seamounts (e.g. Franklin Seamount, Papua New Guinea), unsedimented mid ocean ridges (e.g. TAG and Snakepit, Mid Atlantic Ridge), sedimented mid ocean ridges (e.g. Escanaba Trough) and back-arc basins (e.g. Manus Basin, Papua New Guinea). Interestingly, the most gold- and silver-rich deposits are found in the back-arc basins of the western Pacific, commonly associated with differentiated volcanic rocks such as the dacite-rhyodacite suite at PACMANUS in the eastern Manus Basin. This suggests that different, or more efficient, mechanisms are concentrating precious metals in such back-arc settings. Such mechanisms may include leaching of volcanics enriched in gold (e.g. rifted arc crust) or silver (e.g. continental crust) and/or the introduction of gold into a hydrothermal system by a magmatic fluid. The gold content of modern seafloor precipitates varies from a few ppb up to a high of 54 ppm reported from eastern Manus Basin (1). The Jade Deposit in the Okinawa Trough has the highest silver contents with values up to 1.1% (2). Both gold and silver are preferentially concentrated in late-stage, low temperature precipitates with zinc-rich assemblages being favoured in most cases. Gold is found as relatively pure native gold and sub-microscopic inclusions in gold-rich deposits, but occurs predominantly as sub-microscopic inclusions and possibly as solid solution in the gold-poor deposits (3). Silver occurs as rare silver minerals such as acanthite and native silver in the silver rich Jade deposit (2), but more commonly in the silver-containing minerals tetrahedrite and tennantite, as is the case in the PACMANUS deposit. Tetrahedrite is also known to be an important host of silver in ancient VMS deposits (4). More abundant sulfides can contribute significantly to the silver balance. In the silver-poor deposits at 21 N East Pacific Rise, silver is contained entirely within chalcopyrite, isocubanite, pyrite, marcasite, sphalerite/wurtzite and galena. In this case silver may be present as sub-microscopic inclusions of silver minerals or in solid solution.

Scientists show that polymetallic nodules and massive sulfides from deep sea mining contain valuable metals. These metals have the potential to overcome future shortages of supply. Hence, companies, government agencies and industrial associations increasingly evaluate deep sea mining as a promising supplement of land mining. Technologies to extract, exploit, transport and smelt polymetallic nodules and massive sulfides industrially are still in conceptual stage and not sufficiently advanced for operation. According to the International Seabed Authority, large scale exploitation would require a successful pilot mining test in order to demonstrate e.g. the technological feasibility but also the conservation of environmental systems services. At the same time, NGO´s and a some scientists point out that large scale extraction of polymetallic nodules and massive sulfides could disturb the habitat of benthic organisms, with unknown long-term effects. Aside from the direct impacts of mining, indirect consequences about leakage are likely. In the oral presentation I will show how companies, government agencies, scientists and association/interest groups perceive and assess economical/technological, social and environmental risks and opportunities of deep sea mining. In order to analyze the perspectives of each stakeholder group on deep sea mining, we conducted 15 interviews with four stakeholder groups and a large scale survey (n = 500, return rate = 13 %) in Germany. We used the concept of sustainability with its economical/technological, ecological and social dimensions for the interpretation of the results. Marine Mining Inc. is currently exploring for marine alluvial gold and diamonds on a prospecting licence over a concession that covers 10,000 km2 of the continental shelf of Ghana. The boundaries of the concession extend from 0 30&apos;W to 2 40&apos;W, and between the shoreline and approximately the continental shelf edge north of 4 30&apos;N. This concession extends from Kikam Beach in the west, to Senya Beraku in the east, a distance of approximately 240 km, and seaward an average of about 40 km. The concession is entirely underwater, with the exception of the estuaries of the Ankobra and Pra Rivers. Ghana has been a large source of alluvial gold, with historical production exceeding 25 million ounces. Southwestern Ghana is characterized by Precambrian rocks, which have been folded into a number of NE-SW trending synclines and anticlines. The most significant feature of the Birimian rocks is the presence of evenly spaced gold-bearing greenstone belts. They are 10-15 km wide, separated by about 90 km, separate basins filled by folded metasediments and granitoids. The rivers that enter the concession drain most of the exposed gold-bearing belts of Ghana. Given that approximately 2 km of erosion has taken place since the Mesozoic, and that gold mines on these belts boast proven reserves of over 55 million ounces, it is likely that large amounts of gold have been eroded out and carried to the sea. Coastal fractures, related to Precambrian structures reactivated during Mesozoic rifting, are responsible for the physiography of the coastal area, which consists of high-relief horsts separated by grabens that have been occupied and infilled by rivers or by finer sediments during times of elevated sea level. These fractures were loci of gold mineralization during the Precambrian, and are the source of alluvial gold in rivers confined by them.
