The advent of more powerful explosives, increased bench heights, and larger diameter blastholes has necessitated the use of presplitting techniques in sub-bituminous coal mines. The combination of these factors has increased the energy concentration during blasting, producing severe overbreak problems in the final pit walls. Presplitting with large diameter blastholes has proven to be the most viable method of reducing back break in sub-bituminous coal mines.

The annual consumption of electric blasting caps in the United States approaches 100,000,000, so, over the last eleven to twelve years about one billion have been used. The author has made hazard assessment measurements in connection with proposed electric blasting operations in many places: under a giant, operating electrical generating station, under some of the highest voltage power lines in the country, and around many large electrical distribution substations. Electric blasting was safely conducted in all instances. Measurements of stray current, and of pickup under high voltage power lines are easily made, but it was always a more complex chore to make a good radio frequency hazard assessment "close in" to a high power RF transmitting source.

The Blasting Contractor as an Insurance Risk involves a discussion of changing times in the insurance market and changing methods of operation in the construction industry. Since the advent of Internal Revenue Service~1 and Occupational Safety and Health Act~2 regulations by the Federal Government in the early 1970's, operations have changed. Many small users of explosives have discontinued any use in favor of subcontracting the drilling and blasting to specialists. This change in operations along with the change in the insurance market has created coverage problems which is the subject of discussion of this paper. Although no definite conclusions are reached, it is an attempt to promote understanding and further the efforts toward equitable solutions.

Excessive salt fines are undesirable in underground salt mining as they are considered a costly waste byproduct. This paper describes an extensive explosive application program conducted at The Canadian Salt Company Ltd, located in Pugwash, Nova Scotia, Canada. The prime objective of the program was to reduce the quantity of fines generated from this company’s underground production blasts. The program was known as the “The Fines Reduction Program”.

Transmission of sound through the atmosphere is affected by local conditions. Anecdotal accounts of the sound of cannon fire traveling great distances go back to the Civil War. The Royal Society published a paper near the turn of the century concerning the reports from the cannons fired in London at the funeral of Queen Victoria. Early computers were used by the U.S. Army at Aberdeen in Maryland in the 1950’s to model airblast problems during munitions demolition. Today’s blaster has to have access to weather information beyond a simple local forecast. Surface winds, winds aloft and temperature profiles have a dominant role in neighbors reaction to blasting. Many ground vibration complaints are really airblast complaints. Blasters who maintain ground velocities under . 1 inches/ second are often perplexed by complaints from distant neighbors, even when local monitoring shows airblast to be under 110 dB. This paper will help the blaster identify warning signs of high airblast conditions.

In the early 1980's, the Homestake Mine converted from labor intensive methods such as open cut-and-fill mining to Vertical Crater Retreat (\/CR) bulk mining and mechanized cut and fill. This transformation occurred as a result of high costs and low productivity associated with open cut-and-fill mining. Use of Vertical Crater Retreat allowed Homestake to contain waste development rock within the mine to further decrease costs since the voids created from VCR stopes provide a good receptacle. The need to access these voids from surrounding development to facilitate waste dumping precipitated the development of drop raising. This system is cheaper than raise boring because it allows drilling into the top of an open stope without the expense of raise boring cutouts or equipment. It's safer than conventional raising since access from the bottom is not required. Two methods of long hole raising or "drop" raising have been successfully developed at the Homestake Mine and can be categorized as Ring Drill Drop Raising using 2-1/4 inch holes and VCR Drop Raising using 6-1/2 inch holes.

In the proposed method, the charges are elongated and arranged in one or more arrays. The orientation of each charge in an array, its velocity of propagation of explosion, and the velocity of propagation of vibration in the formation are such that, at an outlying location where vibration is to be reduced, the onset of vibration from explosion of the first negligibly small increment of each charge arrives a finite time before that from explosion of the last negligibly small increment of that charge. The charges of each array are fired in accurately-timed sequence, with the times between initiations chosen so that, at the outlying location, the onset of vibration from explosion of the last small increment of each charge, except the last charge, arrives a negligibly small increment of time before the onset of vibration from explosion of the first negligibly small increment of the succeeding charge. With such timing, vibration may be reduced at the widest range of locations by tilting the boreholes so that the terminal end of each charge is directly above or below the terminal end of the succeeding charge.

The critical nature of detonator function in blast design and its effects upon performance and safety of a blasting operation are well documented. Numerous laboratory and field studies have shown dynamic shock waves, generated by the detonating explosives in a shot, to be detrimental to the performance of the explosive columns in the adjacent boreholes. Laboratory tests conducted in Japan have explored the possible effects of dynamic precompression upon cartridges of emulsion explosives, which had been sensitized with different hotspot void producing methods. These tests uncovered significant differences in the magnitude of the dynamic shock wave pressures measured inside the different emulsion explosive cartridges, and demonstrated these pressure differences by crushing detonator shells inserted inside the emulsion cartridge. Basically, the results of these tests clearly showed the magnitude of the compressive force applied to the detonator inside the primed explosive cartridge to be a function of the mechanism that had been used to sensitize the emulsion (i.e., glass microspheres, plastic spheres, chemical gassing). The current study was designed to further explore the actual detonator failure mechanism in these dynamic precompression tests using live detonators inside the emulsion cartridge as opposed to empty detonator shells. The testing involved inserting commercial delay detonators inside emulsion charges, which had been sensitized with common hotspot void producing agents, and subjecting the primed explosive cartridge to the dynamic pressure wave generated by an underwater donor explosive charge. The effects of variations in the emulsion’s sensitization method upon the damage inflicted to the detonator were studied. Depending upon the degree of detonator damage, detonator crushing can lead to varying degrees of detonator malfunctions, ranging from sympathetic initiation of the detonator, to a reduction in delay time accuracy, to reduced detonator output, to complete detonator failure. Each of these malfunctions can have serious detrimental effects upon the performance and safety of a blasting operation.

The ultimate aim of our overall task, of which the effort described in this paper is a part, is to be able to model the impulsive output of buried charges and the response of targets of interest. It is not practical or cost-effective to determine the response of all targets of interest to buried charges of all sizes by testing them. In order to have confidence in our models, however, they must be validated by a modest number of tests. A critical element in modeling the response of a target is the ability to model the loading function. The load a buried charge applies to a target above it when the charge detonates can be characterized in terms of the vertical impulse. The vertical impulse is a function of the size of the charge, its depth of burial, and the properties of the soil in which it is buried. The primary objective of the effort described in this paper is to determine the load a known charge places on a non-responding target so the data can be used to validate our models.

A system consisting of an unlimited number of biaxial geophones that measure peak particle velocity and frequency has been developed and utilized at surface mines, quarries and construction sites. An ability to accurately measure ground vibrations completely surrounding a blast and to construct a vibration topograph has facilitated the study of blast design parameters and geologic factors on the resulting generation and propagation of the vibrations.

This paper discusses development, test data, field trials, performance, application and possible economics of high-energy blasting agents fueled with Nitropropane that can be bulk loaded into downholes or packed into waterproof packages at densities between 1.10 and 1.25 gm/cc and that yield calculated detonation pressures of 50 kilobars in small diameters to 100 kilobars in diameters over six inches. Using high-density nitrate, downhole densities of over 1.4 have been attained in field trials with correspondingly high calculated detonation pressures.

Anytime that blasting operations will be conducted near existing inhabited structures, vibration damage claims are a major concern of the blasting contractor. It has been our experience that even when vibration and airblast levels generated from a blast are well below accepted damage thresholds, damage claims can still arise. The single greatest source of damage claims is the element of surprise associated with not knowing that blasting operations are being conducted nearby. The second greatest source of damage claims arise from the inability to produce accurate and detailed records of all blasting activity which provides evidence that vibration and air blast levels from each blast had been taken by seismic recording equipment.

This paper consists of the conduct of a forensic criminal investigation of the components, construction, use, and functioning of two suicide bombs. As the title states, the task was to form professional opinions as to whether the bombs would work, would cause property damage, and would injure or kill. The bombs were created and installed by a defendant in a Federal death penalty case where the defendant’s daughter was killed in a shootout with the West Virginia State Police. The two black powder bombs were placed under the front seats of the defendant’s automobile and were designed to function by the use of a toggle switch connected to the automobile’s cigarette lighter. The forensic work first consisted of an inspection of the remains of the wiring system and bombs at the Bureau of Alcohol, Tobacco, and Firearms Laboratory, in Ammendale, MD. This was necessary to determine and detail the wire diameter and lengths, the lengths and size of the wire used, the type of toggle switch used, the type of containers, the type of rocket motors used to initiate the black powder, the manufacturer and amount of black powder used in each bomb, and the type, wraps, and amount of duct tape used for the construction of each bomb. Using this data, tests were conducted by duplicating the wiring system and the two bombs to insure that the system functioned properly. Each bomb was duplicated and initiated to observe the violence produced when initiated in the open air. Duplicate bombs were placed under the seats of a similar type of automobile and initiated. The purposes of the tests were to duplicate the bombs, to observe the violence of the initiation, and to observe the damages to the automobile produced by the initiation.

It is well known that emulsion explosives can be dead-pressed especially in underground blasting. Voids in emulsion explosives will affect such malfunction of explosives. To clarify the factors that affect the dead-pressing phenomena, the characteristics of the pressure wave propagation in emulsion explosives were investigated. Three types of microballoons .or microbubbles, glass microballoons(GMB), resin microballoons(RMB) and chemical gas bubbles, were used as sensitizers for emulsion explosives. The pressure profiles inside the explosives were measured to determine the effects of the microballoons or microbubbles contained. The underwater explosion test and the large-scale drop hammer test were carried out to load the explosives with a dynamic pressure and a quasi-dynamic pressure respectively. In the underwater explosion test, the pressure profiles in the emulsion explosives were measured by a piezo-electric pressure gauge inserted to the center of the explosive cartridge which had a diameter of 30mm. In the large-scale drop hammer test, the same type of pressure gauge was placed at the bottom of the explosives. From these experiments, the following results were obtained ; A) The pressure profiles in the sample explosives sensitized by RMB or chemical gases were sharp, while in the sample explosives sensitized by GMB the profile was broad. B) The peak pressure levels in the sample explosives sensitized by RMB or chemical gases were twice as high as that in the sample explosives sensitized by GMB in the underwater explosion test. However in the large-scale drop hammer test, the amplification of the peak pressure is low compared with in the underwater explosion test. C) The impulse value was independent of the types of the microballoons or microbubbles in both tests. It was concluded that the type of the microballoons or microbubbles significantly influenced the characteristics of the pressure wave propagation in emulsion explosives.

It is recognised that presplitting is a special case in blasting which requires the reduction of conventional explosive pressures in order to avoid excessive rock damage. Two routes to achieving this are the use of reduced density explosives or the practice of decoupling the explosive from the blasthole walls. Applications of two such systems in large diameter, deep blastholes are described. Both systems were tested in presplits alongside sections charged with decks of conventional explosives.

SAFEX International is a global organisation with more than 85 members, all of whom are manufacturers of explosives. On joining each member signs a declaration saying that they are willing to exchange information with regard to any accidents or near misses they may have in order to prevent the recurrence of the incident. SAFEX International was formed 50 years ago in Europe and has now built up a database of more than 700 accidents in the explosives business. Once every three years, an International Congress is held in which members address specific safety themes associated with the explosives industry, and also give details of "what went wrong?", "why?", and lessons learned. The next Congress will be held in Amsterdam between the 29th May and the 1st June 2002. This paper describes the operation of SAFEX International, which is dedicated to the international exchange of experience on industry connected accidents of the explosives business.
