The Bureau of Mines estimated the cost for ,3 uranium ion-exchange recovery system using five grades of 17.0, leach solution producing 815,570 pounds of U 0? per year from an ammonium bicarbonate in situ leach solution. The system flowsheet consisted of four unit operations: (1) Multiple-compartment ion-exchange (MCIX) absorption; (2) MCIX elution; (3) precipitation of the uranium as yellow cake, filtering, calcining, and packaging; and (4) waste disposal. The total fixed capital cost of a system treating 2,000 gallons per minute of 0.1-gram-per-liter-U308 leach solution was estimated as $6,888,000. For n basic case of an MCIX system depreciating in 9 years, unit production cost of U308 was $3.51 per pound. A decrease in feed solution grade from 0.[4] to 0.03 gram per liter increased the production cost exponentially. Shorter depreciating periods significantly increased the production cost particularly for the lower grade feed solutions.

This Bureau of Mines publication reviews U.S. helium resources as of January 1, 1973. These resources, estimated to be 693.7 billion cubic feet, are broken down into four classifications, as follows: helium in storage, 34.9 billion cubic feet; helium in measured helium-rich natural gas reserves, 119.5 billion cubic feet; helium in measured helium-lean natural gas reserves, 62.8 billion cubic feet; and helium in indicated or undiscovered natural gas resources, 476.5 billion cubic feet. The helium in undiscovered natural gas is considered a national resource; however, this gas may not be discovered depending on many factors beyond the scope of this paper, and most of the helium in natural gas will be dissipated as the gas is consumed for fuel and other purposes.

It has long been known that ventilation is a cost-effective method to lower respirable dust concentrations in all types of mining applications. The National Institute for Occupational Safety and Health has been working on a number of different research techniques that use ventilation as a critical component to lower respirable dust levels at surface and metal/nonmetal operations in the United States. This article presents five such research efforts. The first research area discusses how improving the ventilation flow patterns in an iron ore mill facility lowered respirable dust concentrations by 31 pct throughout the primary grinding area. The second research area examines how respirable dust levels were lowered at a dimensional stone shop by using air cleaning units suspended from the ceiling. A third area discusses how improvements in ventilation at underground limestone mines lowered respirable dust concentrations. The fourth area examines how improvements in dust filtration and pressurization systems significantly impacted the air quality in enclosed cabs of surface mining equipment. The last area presents a newly developed clothes cleaning technique. This technique uses an air spray manifold to blow dust from a worker’s clothing in an enclosed booth, which confines the dust for capture and removal by a baghouse dust collector. These research areas represent an array of different control technologies to lower respirable dust concentrations. Ventilation is an integral part of these control technologies.

An average of 13 mine workers are killed each year by being run over or pinned by mobile mining equipment. At surface mines, these accidents commonly involve large dump trucks that drive over a smaller vehicle or a person that is in the dump truck’s blind spot. One method of detecting a person or another vehicle in a blind spot is to use some type of sensor technology such as radar or radio-frequency identification (RFID). Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health tested a number of commercially available and experimental sensors that monitor obstacles in a vehicle’s blind spots. None of the sensors had been previously applied to the specific problem of rigid-frame surface mining trucks. This report documents the procedures and results of tests conducted after RFID and radar systems were mounted on a 50-ton-capacity dump truck. It was determined that both RFID and radar technology show promise for detecting obstacles in the blind spots of mining equipment; however, more development work is needed to meet the unique requirements of mining equipment and the mine environment.

This study was done to evaluate the costs of various dumping operations at waste and spoil piles. It has been theorized that accidents associated with dumping operations might be reduced by short-dumping rather than edge-dumping, but many operators have been reluctant to use short-dumping because they believe it is not as cost effective as edge-dumping. To evaluate this perception, researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health reviewed the costs of various dumping methods at waste and spoil piles. The study found that overall cost differences between the two methods were not significant in most cases. However, while overall cost differences between the two methods appear small, capital costs could be more significant when short-dumping if numerous dump sites are used concurrently. The choice of which method to use should be based on considerations of the safety of dozer and truck operators.

At its College Park Metallurgy Research Center in Maryland, the Bureau of Mines has installed and is operating a 5-ton-per-hour pilot plant for continuous mechanical separation of values contained in raw urban refuse. The entire sys tern was assembled using commercially available equipment. The process relies on multistage processing including shredding, air classification, screening, gravity concentration, and electrostatic separation. Compactor trucks deliver raw refuse collected along typical routes in metropolitan Washington, D.C., to the pilot plant. The loads are separated into concentrates of (1) light-gage iron, (2) massive metals, (3) glass, (4) putrescibles and waste combustibles, (5) paper, and (6) plastics. While some refinements remain to be made in the processing system flow-sheet, the data obtained to date have been highly encouraging, indicating favorable economics for commercial-size plants.

The purpose of this research was to determine how much, if any, improvement would be made by subjecting hydrogenated shale-oil naphtha to a catalytic reforming process. Preselected ranges of temperature and pressure within the commercial reforming ranges were chosen for investigation and other possible variables were held constant. All tests were made with a liquid hourly space velocity (LHSV) of 3 volumes of liquid feed per volume of catalyst per hour (Vf/Vc/hr) and a hydrogen feed rate of 3,000 scf/bbl. Operating temperatures of 850°,875°, and 900° F were used at pressures of 200,400, and 600 psig. The greatest octane improvement in the naphtha was obtained at a temperature of 900° F and pressure of 200 psig. The reformed naphtha had a clear research octane number of 89, a liquid yield of 80 vol pct, and a yield-octane number of 71.1. The data indicate that a higher temperature could have produced a higher yield-octane number.

The U.S. Bureau of Mines subjected the CSE SR-lOO self-contained self-rescuer (SCSR) approved by the National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) to a series of laboratory treatments designed to simulate various environmental conditions in underground coal mines. The tests were designed to predict the ability of the self-rescuers to withstand those environmental stresses without causing a decrease in wearer protection. The apparatus were heated to 710 C for 48 h, cooled to -450 C for 16 h, vibrated for 9 h, and dropped 1 m on each axis. A critical concern was internal damage to an apparatus, without any obvious external signs, that would cause it to malfunction or seriously degrade its performance. Carbon dioxide (C02) levels in apparatus with combined treatments were higher than in apparatus with individual treatments and untreated apparatus. The higher levels remained within safe limits, however. None of the treatments caused venting of the small oxygen cylinder that provides starter oxygen. Some bottles were found to be empty because of manufacturing defects in the burst disks. This problem was corrected in later models. The heat treatments did make the case ends more difficult to remove and the breathing bag sticky and subsequently more difficult to unfold. An apparatus that was dropped and vibrated had a broken desiccant bag that released some of its contents which compromised the seal of the relief valve. The case was dented from the drops. As with the first-generation self-rescuers, if there is visible damage to the case of the apparatus, the apparatus should be considered to be internally damaged and must be removed from service.

Several processes being developed by the Federal Bureau of Mines to provide new and more efficient uses for coal require practical methods for removing dust from hot gases. Filters provide such means. The efficiency of filters made of aluminum silicate fibers and porous stainless steel was determined. The results obtained with the fibers were previously reported.5 In this investigation tests were made with three porosities of stainless steel filter material (grades C, D, and E) at a gas flow of 1,000 std. c.f.h./sq. ft. of filter, temperatures of 75° and 1,000° F., and dust loadings (as represented by cumulative dust fed) of 100, 1,000, and 10,000 gr./sq. ft. of filter. Pressure drop during the runs ranged from 0.1 to 21 in. of mercury, and dust removal from 25 to 99.93 pct. Filters having the finest pores gave the greatest pressure drop and percentage of dust removal; however, their dust-holding capacity was slightly lower. Usually, their ability to remove a higher percentage of dust at the same pressure drop more than compensated for the slightly lower dust-holding capacity. With increase in temperature, for the same weight rate of flow of gas, the pressure drop increased and the percentage of dust removal decreased. The effect of temperature was probably due to the accompanying change in the linear velocity and viscosity of the gas.

The identified helium resources of the United States were estimated by the U.S. Bureau of Mines at 617 Bcf, as of December 31, 1992. This includes 285 Bef of demonstrated reserves, 85 Bcf of demonstrated marginal reserves, and 37 Bcf of demonstrated sub-economic resources. The identified resources also include 166 Bcf of helium in inferred reserves and inferred marginal reserves and 44 Bcf in inferred sub-economic resources. The identified helium resources contained on Federal lands are approximately 172 Bcf, including 32 Bcf in underground storage in the Cliffside Gasfield near Amarillo, TX. Undiscovered helium resources in the United States are estimated at a most likely volume of 104 Bef, with a maximum volume of 249 Bcf and a minimum volume of 41 Bef. Also reported are 51 Bcf of helium in nonconventional and low-helium-content natural gases. Extraction of helium in the United States occurs mostly from natural gases produced from the Hugoton gas area in Kansas, Oklahoma, and Texas, and the Riley Ridge area in southwest Wyoming. Helium extracted from natural gas in the United States in 1992 was 3.3 Bcf. Some shortfalls in helium supply may occur in about 5 to 10 years.

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. Preliminary evidence indicated that the Chattanooga Shale might constitute a potential vast low-grade source of uranium. Investigation by core drilling indicated that while the Chattanooga Shale may constitute a resource for the future, the very low (0.006 percent) average uranium content is not economic when compared with the relatively higher grade western ores. A total of approximately 12,000 feet of test drilling was done in 72 drillholes, and large samples were mined for extractive and metallurgical testing. An experimental mine site was selected on the basis of the drilling project.

This report describes the loading and transportation practices employed at the zinc-lead mines of The Eagle-Picher Co., Jo Daviess County, Ill., and Lafayette County, Wis. The report also gives a brief history of the Illinois-Wisconsin zinc-lead district and the operations of the company in the area. The diesel-powered, rubber-tired loading and haulage equipment is described and illustrated from the operational point of view only, and an analysis is made of the materials-handling system without going into health and safety Factors. The costs per ton of the various components of mechanical loading, underground haulage, underground crushing, and hoisting for fiscal year 1960 are tabulated.

The investigation shows that the bed identified as Wilder in this report is the only bed in Overton County that has produced commercial coal and is the only bed in which coal reserves were estimated for this report. Three other coal horizons were recognized but lacked enough data for reserve estimates. 2. Known measured and indicated reserves of coal, based on a minimum bed thickness of 14 inches and on 1,800 tons per acre-foot of coal in place, are estimated to be 19 million short tons, as of January 1, 1953. Of this total, 10 million tons represents coal 28 inches and more thick. Areas of the Wilder bed were omitted from the estimate because available data relative to the bed characteristics were too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

Reconnaissance studies of beach deposits along approximately 220 miles of the shoreline of Bristol Bay, Alaska, were made to determine if more detailed investigations were warranted. In addition to preliminary mapping of the deposits, samples were obtained from auger borings spaced at 1-mile intervals in key areas; shovel samples were collected to supplement the borings. Most samples were roughly concentrated in the field; magnetic separation tests, petrographic analyses, and determinations for radiometric equivalent uranium, gold, platinum, iron, and titanium were made in the Bureau of Mines laboratory at Juneau, Alaska. Spot samples from some beaches along the shores of the Alaska Peninsula indicate small deposits containing up to 10 percent recoverable titaniferous magnetite; some larger deposits were indicated to contain from 1 to 2 percent total heavy metal, principally as titaniferous magnetite. Significant amounts of other commercial minerals were not detected.

"1. The investigation shows that the Sewanee bed is the only bed of major importance in Marion County, 97 percent of the coal mined in the county having come :from this bed. There are coal reserves in minor quantity in the Battle Creek bed, and production from this bed depends on a few small truck mines. The Richland bed, or Lower Sevanee has been mined in the past, but no coal has been produced from it in late years. There are no production records of any other beds in the county, although some coal has been produced from them.2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and on l,800 tons per acre-foot of coal in place, are estimated to be 61 million short tons as of January 1, 1953. Of this total, 55 million short tons is in beds 28 inches and more thick. Areas in each bed ·were omitted from the estimate where available data relative to the bed characteristics are too meager to permit making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.3. Recoverable reserves of coal are estimated in beds 28 inches and more 'thick. This recovery is based on total thickness of coal in the bed (less partings 3/8-inch thick or more), rather than on the thickness of the coal actually mined. This thickness is about the minimum now being mined by hand loading onto conveyors in the Appalachian Region. The combined weighted average recovery for the Sewanee and Battle Creek beds in Marion County, as determined by this investigation, is 60.9 percent. Based on this, the recoverable reserves of coal in Marion County are estimated at 34 million tons."

Fire on surface mining equipment is a serious hazard to life and property. The Bureau of Mines, through a program of contract and in-house research, has developed and in-mine demonstrated reasonably priced, reliable automatic fire protection systems to deal with this problem. This report reviews the development and subsequent testing of systems for haulage trucks, front end loaders, coal augers, dozers, drills, and shovels. A variety of fire sensors, extinguishing agents, and control systems arc discussed in the context of mine equipment designs and operating environments

Underground coal mining continues to evolve in the U.S., and more reserves are being mined under deeper cover, with worse roof, or with interactions from previous workings. At the same time, the mining community is responding to higher safety standards and intense competitive pressures. The need for effective ground control design has never been greater. Ground control safety issues that have been addressed by recent the National Institute for Occupational Safety and Health (NIOSH) research include: Improving roof support performance; Maintaining safe tailgate escapeways from longwalls; Optimizing pillar design for retreat mining; Controlling multiple seam interactions; Predicting roof conditions during extended cuts, and; Preventing massive pillar collapses. As funding from both government and the private sector has diminished, the emphasis in research has focused on providing the mining community with practical techniques for improved ground control design. Many projects have successfully employed empirical methods that emphasize the statistical analysis of case histories from underground mines. Other projects have employed numerical models and large-scale laboratory testing of roof support elements. Using these data, NIOSH has developed an entire toolbox of computer programs that have been effectively transferred to the mining community.
