This document details the method whereby Allen Corporation of America gathered and analyzed data and developed an annotated bibliography of metal and nonmetal mine fire reports (1950-1979). The primary objective of this program was to develop the annotated bibliography which included MSHA accident reports and periodicals. Two additional objectives were to gather data on non-reportable fires and to conduct statistical analyses on the data to delineate trends. Data was acquired from three major areas: periodicals, MSHA fire reports, and mine safety directors. Data was separated into reportable fires (at least ½ - hour duration or injury), non-reportable fires, and opinion data. The data was then analyzed by time trends, state, ore, ignition source, burning substance, location, equipment, detection, duration, injuries, fatalities, and successful extinguishing agent. The authors make a number of recommendations: (1) improved stationary electrical equipment design and fire protection, (2) improved design of mobile equipment to separate combustibles from ignition sources, (3) improved maintenance, (4) improved housekeeping, and (5) improved training. The document is divided into two volumes and an appendix. Volume I contains data acquisition procedures, data analysis procedures, and conclusions and recommendations. Volume II contains a chronological list of mine fires and fifteen indexes to assist the reader in locating fire incident report of interest. The Appendix contains the annotated bibliography of over 300 metal and nonmetal mine fire reports and journal articles and a list of non-reportable fires.

This final report documents the work done by Arthur D. Little, Inc. (ADL) on behalf of the U.S. Bureau of Mines, Pittsburgh Mining and Safety Research Center (PMSRC), on Contract R0122026 (which began in August of 1971). Under this contract ADI provided technical assistance to the Bureau on a task basis on virtually all aspects of the Bureau's programs related to present and planned emergency and operational communications and miner location systems for underground coal mines. The work consisted of independent investigations, analyses, experiments, breadboard and prototype hardware development, workshops and technology transfer seminars on mine communications, and on-going evaluations and guidance related to the Bureau's contracted programs on electromagnetic noise, mine communications systems, and trapped miner location. This final report documents the work in two volumes, Volume I, "Emergency and Operational Mine Communications," and Volume II, "Seismic Detection and Location of Isolated Miners." The Tables of Contents of both Volumes are included in each Volume. Phase I of the contract was devoted to performing an in-depth assessment of electromagnetic noise measurements taken by several contractors and other investigators, and then defining a new noise measurement program and instrumentation system tailored to obtain the necessary but missing noise data. These data are required for use in the design of new emergency and operational communication systems. This work, and the follow-on coordination and guidance activities of ADL on this noise measurement program in subsequent phases of the contract, are treated in Part One of Volume I.

The U.S. Bureau of Mines, in cooperation with Carter Mining Co., conducted vibration tests of four off-road vehicle seats. The purpose of the tests was to determine which seat provided the best vibration attenuation under laboratory conditions. Laboratory tests were constructed to simulate the mining vibration environment within the limitations of the test equipment. The acceleration test levels and corresponding response of the seats were low compared to IS0 2631's fatigue-decreased-proficiency time limits. Two of the seats employed mechanical suspensions and two seats employed air suspensions. The seats were tested using a 22,241-N (5,000-lbf) electrodynamic shaker. Mechanical suspension seats were tested with various preload-to-mass ratios (PMR's) and cushion densities. Air suspension seats were tested with various air pressure levels and seat cushion densities. Air suspension seats provided good vibration attenuation if pressurized greater than 552 kPa (80 psi). Mechanical suspension seats' attenuation performance decreased if the PMR exceeded 9.8. Seat cushions of lower density provided less vibration damping.

During the course of an investigation by the Bureau of Mines into the causes, behavior, and control of anthracite-mine fires, it was observed that the carbon monoxide disappeared from a sealed fire area much more rapidly than could be explained on the basis of leakage of gases. Two suggestions were offered for this high rate of disappearance: (1) That the carbon monoxide, was oxidized at temperatures below 150° C. by either the anthracite or its ash (tests on many anthracites have shown that at temperatures above 150° C. carbon monoxide is liberated in the oxidation products when air is passed through it); (2) that the carbon monoxide was oxidized by micro-organisms present in the sealed area.

The U.S. Bureau of Mines investigated the Sheep Creek prospect in the north-central Alaska Range to evaluate the Pb, Zn, Ag, and Sn resources. The studies included field investigations, mineralogical characterization, and concentration tests. Mineralization at Sheep Creek consists of disseminated, banded, and massive pyrite, sphalerite, and galena. Tin occurs as grains of cassiterite (Sn02) in the quartz-mica matrix and within pyrite and sphalerite grains, and Ag occurs in solid solution within the galena. Three bulk surface samples and two sets of core samples were collected at the Sheep Creek prospect for this study. Gravity concentration yielded products with up to 30 pct Sn, and the best result was a product that recovered 52 pct of the Sn at a grade of 22 pct Sn. Bulk sulfide flotation yielded products that recovered up to 89 pct of the Zn, 73 pct of the Pb, and 75 pct of the Ag, but grades were relatively low; selective flotation would significantly increase the grades.

This investigation was undertaken to obtain basic information necessary for the design and operation of a plant for recovering metallic values from nickeliferous laterite and serpentine of the Philippine Islands. It was divided into three parts: (1) Mineralogical studies and preliminary mineral dressing tests; (2) electric smelting of the ores, upgrading of ferronickel by blowing with oxygen, smelting laterite slag to produce crude iron, and the production of mild steel; and (3) nickel and cobalt recovery from upgraded ferronickel. Results of the investigation indicate that it should be feasible to recover nickel, iron, and possibly cobalt products from the laterite and ferro-nickel from the serpentine. Mineralogical studies were made on representative fractions of the laterite and serpentine tonnage samples and on five selected samples; mineral dressing tests were made only on laterite. The nickel occurs principally associated with hydrous iron oxides and chemically combined with serpentine; garnierite was the only discrete nickel mineral identified, and it was found in a highly decomposed serpentine. The bulk of the cobalt was found in wadlike manganese oxide material. Approximately twice as much chromite was found in the laterite as in the serpentine, By mineral dressing techniques, laterite was separated into two fractions: one fraction contained over 90 percent of the nickel and cobalt, and 83 percent of the iron; the other fraction contained 74 percent of the chromium. A cobalt concentrate (1.1 percent Co) was produced by a scrubbing and sizing procedure.

Most empirical and numerical approaches to design in rock mechanics incorporate rock mass classification. Numerical design methods generally use classification values to calculate input parameters for stress-based failure criteria. Empirical methods use classification to allow comparisons between similar rock mass conditions, generally based on a graphical design technique that differentiates stable and failed opening geometries. Classification systems are the best tool available for assessing rock mass properties; however, there are problems with classification systems that should be high-lighted. Rock mass performance can only be realistically estimated by coupling a unique description of the rock mass with known loading conditions. Current classification systems cannot provide a unique classification value. The weightings applied to quantify rock mass properties for classification can result in significantly different rock masses having the same classification values. These weightings have been proven effective for tunnel design and support, but classification systems are now used for many more applications. Rock classification systems evolved from a quick and easy field tool for estimating tunnel stability and support requirements. The need for a rapid field tool means that rock mass classification is relatively insensitive to improved methods of measuring rock mass properties. Problems with classification systems and their application are highlighted in this paper. These problems must be recognized and documented before improvements can be made. An understanding of the evolution of classification systems and their application for both numerical and empirical design approaches is invaluable in highlighting current shortcomings.

A moderately scaled apparatus was developed by the Bureau of Mines to determine the fire resistance characteristics of mine conveyor belts and similar type materials. The design of the apparatus was based upon data obtained in full-scale fire tests and features a radiant panel to preheat the belt and a methane-oxygen ribbon burner to ignite the sample under ventilating condi¬tions in a rectangular duct. The test method overcomes the limitations of existing laboratory-scale methods and provides a measure of both ignitability and flammability in quantitative terms. Flame propagation depended upon such variables as air velocity, ignitor heat flux, and belt width and height in the test chamber. Data are presented for nine belt materials and fire resistance ratings are proposed in terms of the flame spread rate, heat release rate, and the critical ignitor heat flux. The ratings discriminate between the fire hazard posed by different fire-resistant belts and tend to be in reasonable agreement with those obtained in full-scale fire tests.

Bauxite was first discovered in-the United States near Rome, Ga., in 1887, Approximately 400,000 tons of bauxite ranging from 46 to-62 percent alumina were mined in the area from 1888 to 1930. In February 1943, The Republic Mining & Manufacturing Co. installed a dryer and began mining and reworking dumps from the old bauxite mines. Some 3,000 long tons were dried and shipped to the chemical industries from March 1943, to June 30, 1943. In 1941 and 1942, representatives of the Bureau of Mined and the Federal Geological Survey/ visited this area and proposed an exploratory project that at first was to be confined to the Heritage district northeast of Rome (see fig; I). The Bobo district, southwest of Rome, was to be explored after work .1n the Hermitage district was completed. The Hermitage district comprises an area of about 50 square miles in the northwest quarter of Bartow County and the adjacent portion of Floyd County. It is bounded on the north by the Gordon County line, on the east by U. S. Highway 41, on the south by U. S. Highway 441, and on the west by State Highway 53.

"INTRODUCTION As a small amount of manganese was produced from the Lake Valley mining district of Sierra County, N. Mex., during the First World War, the district was reexamined in March 1941 by John H. East, Jr., an engineer of the Bureau of Mines, as a possible source of manganese for use during the Second World War. Preliminary examination indicated a substantial reserve of 25 percent ore, so it was recommended that an exploratory program of mapping and sampling be undertaken by the Bureau.The program was started in the fall of 1941 and was completed the middle of 1942. The project 3/ was divided into two parts: The first, an underground sampling program, formed the basis for the second, or churn-drilling program. Mapping and sampling of old underground workings were begun in October and finished in November 1941, whereas churn drilling was begun in February and completed in June 1942."

A nuclear method was developed for continuously and automatically deter-mining the moisture content of coal flowing through a bin. Fast neutrons from a 1 curie americium-beryllium source penetrate the coal, are thermalized (slowed down) by hydrogen in the moisture, and are counted by a thermal neutron detector. The difference between the number of these thermal neutrons and those thermalized by dry coal (in a reference drum) is a measure of the moisture content of the coal. A materials handling system was developed and in tests at a commercial coal preparation plant, moisture in coal was monitored continuously within 0.2 percent of values determined by conventional means. The meter responded rapidly to change in moisture content, making it adaptable to automatic process control, and was operated for 1 year without malfunction or recalibration. Shielding of the source by the coal kept the neutron flux level at the bin wall less than 1 milliroentgen per hour, a safe level for personnel.

In 1986 the Bureau of Mines conducted a probability sample survey, Mining Industry Population Survey, to measure such employee characteristics as occupation; principal equipment operated; work location at the mine; present job, present company, and total mining experience; job-related training during the last 2 years; age; sex; race; and education. The population estimates are necessary to properly analyze the Mine Safety and Health Administration (MSHA) injury (includes illness and fatality data) statistics; that is, to compare and contrast injury rates for various subpopulations in order to identify those groups that are exhibiting higher than average injury rates. This report uses the survey's results to characterize the U.S. sand and gravel mining workforce from March through September 1986. Similar reports have been prepared for the metallic, stone, and nonmetallic mining industries, as well as for the entire metal and nonmetal mining (includes metallic, stone, sand and gravel, and nonmetallic industries) sector and the coal mining sector.

Research by the National Institute for Occupational Safety and Health (NIOSH) on multiple-seam mining has resulted in two new ground control products. Information Circular (IC) 9495 In some U.S. coalfields, particularly in central Appalachia and the West, most mines are operating above and/or beneath previously mined seams. The effects of multiple-seam interactions can include roof falls, rib spalling, and floor heave. These can seriously threaten the safety of miners and disrupt mining operations. Information Circular (IC) 9495 is a proceedings document containing a variety of papers that summarize recent knowledge about multiple-seam mining. A NIOSH study that analyzed case histories collected from 44 U.S. coal mines is described in detail. The study confirmed that overmining is much more difficult than undermining, and isolated remnant pillars cause more problems than gob-solid boundaries. The study's results were the basis for the Analysis of Multiple-Seam Stability (AMSS) software package. The proceedings also contain two papers describing the LaModel family of software. The original three-dimensional version of LaModel is essential for detailed analyses of complex multiple-seam scenarios. LaM2D implements a simplified, two-dimensional model suitable for quick approximations of the multiple-seam stresses and strains. Three papers in the proceedings focus on case histories. One describes the extensive multiple-seam experience at the Harris No. 1 Mine in West Virginia, a second contains examples of "extreme" multiple-seam mining from the central Appalachian coalfields, and a third describes interactions with regard to longwall mine experiences in Pennsylvania, West Virginia, and Utah. The final paper reports on a numerical modeling study that provided some insight into the mechanics of multiple-seam mining. [ ] AMSS Software Package NIOSH has developed a simple, user-friendly computer program called Analysis of Multiple-Seam Stability (AMSS). AMSS can help mine planners to evaluate each potential multiple-seam interaction and take steps to reduce the risk of ground control failure. AMSS begins by evaluating the pillar design. Greensand, which is widely distributed in the Eastern United States, was produced in 1975 only by Inversand Co., a subsidiary of Hungerford & Terry, Inc., near Clayton, N.J. Production and sales information are not available for publication. Raw greensand produced by the company was sold for agricultural use as a soil conditioner. Processed greensand was used by manufacturers as filter media in equipment for the removal of manganese, iron and other elements from water. The University of Delaware received a grant of $17,051 from the Bureau of Mines early in 1976 to continue its studies of the effectiveness of greensand in removing metallic contaminants from waste waters.

To provide a faster means to open and close permissible electrical enclosures. Approach: An inspection and repair port with a multiple start thread which provides a permissible joint has been developed and tested. How It Works: The inspection port screw thread has a large pitch, which allows the port cover to be rotated from fully closed 10 fully open, in less than one revolution. See Figure 1. When the cover is screwed back in. it be-gins engagement within one eighth turn because the screw design has eight separate threads. To prevent Its unauthorized opening, the port cover has a bolt guarded by ears which accept a padlock. The threads are designed to tolerate a reasonable amount of grit without binding, although wipe-off cleanness is necessary during reassembly. The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions 5/ issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

This report describes a Bureau of Mines study undertaken to determine the applications and limitations of solution techniques as a general method of fluorescent X-ray spectrographic analysis. Systematic errors due to variations in particle size, surface preparation, and sample inhomogeneity are eliminated by the use of solutions. The range of applicability of fluorescent X-ray spectrography is increased in two ways: (1) Samples in the form of wire, filings, turnings, etc., can be analyzed as solutions, and (2) samples submitted as solutions can be analyzed as received 0 The lower limit of detectability varies from 0.14 gram per liter for sulfur, atomic number 16, to 0.0015 gram per liter for strontium, atomic number 38. Most elements have limits of detectability between 0.02 and 0.002 gram per liter.

This report presents evidence indicating that when rock is stress-relieved during the course of mining or in drilling a core, it may be altered or damaged to the extent that the physical properties of the relieved specimen are not the same as those of the in situ rock. Furthermore, this type of damage may result from stress change other than that accompanying stress relief, such as the application of a relatively large compressive stress. In some instances the damage is microscopic, manifesting itself as incipient cracks or the failure of individual crystal bonds. However, if the sample is taken from a high-stress area, macroscopic damage may occur.

The periphery of longwall panels in the Pocahontas No.3 coalbed is characterized by a zone of reduced permeability that inhibits the natural drainage of methane. A residual gas pressure of 105 psig was measured after 1 year in an isolated block of coal measuring 340 by 1,100 feet. The buildup of gas pressure within such large blocks causes methane problems during plowing operations. However, natural drainage holes drilled during development have been found to reduce the gas content of the coal in this coalbed by over 90 percent. The effect of water infusion on dust during plowing operations was investigated using existing methane drainage holes. These holes were cleaned of debris and a pipe was grouted into the hole for water infusion of the panel. Both total and respirable dust levels were reduced by 40 to 79 percent. Water infusion of the panel proved more effective than did the use of a plow-mounted spray system.
