The Bureau of Labor Statistics (BLS) classifies hearing loss as a separate illness category. Hearing loss accounted for 11% of all illnesses in 2005 (U.S. Department of Labor Bureau of Labor Statistics, 2006a). According to occupational data for coal mining provided by the Mine Safety and Health Administration (MSHA) from 2000 to 2005, operators that exceeded 100% noise dosage were from only seven types of machines: auger miners, bulldozers, continuous mining machines, front end loaders, roof bolters, shuttle cars (electric) and trucks (Title 30 CFR Part 62, 2000-2005). Roof bolting machine operators rank second among all underground machine operators that exceed 100% noise dose. The Bureau of Mines has developed several techniques for draining methane from coalbeds in advance of mining. Drilling long horizontal holes from an underground location is one such technique, which was successfully demonstrated in the Pittsburgh and Sunnyside Coalbeds. The same technique has now been applied in the Mary Lee Coalbed at Jim Walter Resources, Inc. 's No. 4 Mine, Brookwood, Ala. , where two holes were drilled horizontally--one to a depth of 1,010 feet (308 m) and the other to 540 feet (165 m). The 1,010-foot (3083) hole proved successful in degasifying a portion of the Mary Lee Coalbed. The hole drained methane for 1 year, during which time the initial gas flow of 200,000 ft3/d (5,663 m3/d) declined to 65,000 ft3/d (1,840 m3/d). Total gas production was 40 x lo6 ft3 (1.1 x lo6 m3 ). The gas was of commercial quality, with 98 pct methane and a heat rating of 990 Btu/ft (36.89 Mj/m3). The methane emissions from the faces of the mine section advancing into the degasified zone were reduced by 60 pct. The 540-foot (165-m) hole was terminated prematurely when it became impossible to maintain an open hole. Because of caving, very little gas was drained through this hole.

This chapter includes tables for 1982 that were not available in time for publication of the 1982 Minerals Yearbook, but does not include corresponding tables for 1983. The value of raw nonfuel minerals produced in the United States during 1988 was estimated at $21.1 billion, an increase of $1.5 billion over the value for 1982. This is a reversal of last year's downturn in value from that of 1981, which was the only decrease noted since 1971; hence, an overall trend of increasing values has been maintained for 12 years, except for 1982. Although the reversal is a basis for cautious economic optimism, it is tempered by continued problems in the domestic mining industry: inadequate funds for capital investment and competition with other countries that have lower production costs. Output of metal commodities in 1983 increased for 8 out of 21 metals, and metal values, in general, increased for 9 of the metals. Output of nonmetal commodities was mixed, with 24 nonmetals showing increases, 20 showing decreases, and 2 unchanged. Nonmetal values were also mixed in 1982: 25 showed increases, 20 declined, and 1 was unchanged. Improvements in the international metals market have not been forthcoming because of the continued depressed prices for major metals. Governments in foreign producing countries have been concerned with maintaining employment and continuing foreign exchange flows through mineral exports. Consequently, the excess of supply in the face of shrinking demand brought downward pressure on metal prices in general, except for the precious metals. On the domestic front, this situation means U.S. mining companies must become even more cost efficient. The major trend in the mining industry in 1983 was to cut costs further, reduce or stabilize total production, reduce outlays for major capital equipment, modify existing systems and equipment, and streamline operations. Most of the accomplishments reported herein reflect this trend.

Reduce the dust exposure to the operator of a longwall shearer with a novel foam spray system. Approach Discharge foam through the nozzles of a shearer drum so that foam and coal are better mixed. How It Works Bureau of Mines research showed that two very important principles for successful application of foam are: (1) moisture distribution and (2) degree of mixing. Foam can distribute a given quantity of moisture much more evenly over a large surface area. Successful Bureau tests of foam for dust control always involve a high degree of mixing between the foam and the material, Mixing, permits a greater distribution of foam throughout the mined product. The most suitable location of foam application would be at the point where the dust is generated, before the dust becomes airborne. Foam nozzles located in the cutter drum (pick face foaming or ejecting foam through scroll sprays) will suppress dust close to its source.

"Introduction.The third annual mine-rescue maneuvers of the Globe-Miami District First Aid and Mine Rescue Association were held at Globe, Ariz., on November 5 and 6, 1923. The first demonstration was held in October 1922, and the results** from that experiment, both in the practical training and the interest aroused in the apparatus men, were so much more satisfactory than those from the ordinary smoke-chamber training, that Orr Woodburn, director of the Association, decided to hold similar maneuvers at frequent intervals. The second test was held on March 21-22, 1923, in connection with the meeting of the Southwest Mining Section of the National Safety Council at Globe.Place and Organization.The recent maneuvers were held in the same mine and conducted in the same general manner as the first, and the points of interest not brought out previously are described below. By studying the accompanying map the movement of the teams can be better understood.Thirty-three apparatus men were out on the first day and thirty-two on the second day, a total of forty-three men being trained.Mr. Woodburn was aided in directing the work by his two assistants from the mine-rescue station, two local safety engineers, and an engineer from the Bureau of Mines. Local mine superintendents and the State deputy mine inspector were interested spectators."

"The ""safety bonus"" in metal mining is a sum in addition to the regular wage, paid to foremen or bosses for keeping the accident rate down to a specified minimum. It has been used with success for some time by certain companies as a regular part of their safety work. It is desirable from the employer's point of view in that the desired results in accident reduction must be accomplished before the bonus is earned; and from the standpoint of the recipient, in that he receives a reward for the additional effort which he has put forth in order to earn the bonus.While this paper relates to the safety bonus as applied in the metal mining industry, the bonus system discussed herein will apply equal well to coal mining, oil-field work, and other mineral industries.Various estimates have been made as to the percentage of accidents that can be prevented through physical safeguards, adoption of safe working methods, and other safety measures which can be initiated and carried out wholly through the management or the safety department. This percentage will always be a vari¬able according to the local plant and conditions. But all who have been engaged in accident prevention agree that such work alone cannot bring the accident fre¬quency down to where it should be, and that it is very necessary to work directly with the workmen, in an effort to make each individual do his share in making the work safe. In this latter phase of the work, the boss who has immediate super¬vision of the men is the one who can do the most, since he is in daily and frequent contact with the men while they are at work. In the metal mines, the shift and stope bosses are the key men; in the oil fields, the ""tool-pushers"" or sub-foremen, and the same applies to all industries. So it becomes necessary to keep these sub-foremen constantly interested in accident prevention, both because they are in personal touch with the men and because they are responsible for production and hostile to any plan which they think will interfere with their output. In large organizations it is the shift boss who represents the company and its policies to the man on the job."

[This is the third report related to fundamental retail roof-bolting research in underground mines (1, 2)3/ and describes an investigation of the torque-load relationship for 3/ -inch, expansion-type mine roof bolts. In a previous investigation the relationship between torque and bolt load was established for 1-inch slotted-type bolts (1). The two types of bolts differ in diameter and method of tightening and consequently may exhibit different torque-load behavior. The 1-inch bolt is tightened by turning the nut, the 3/4-inch bolt by rotating the beaded bolt itself. Experience indicates that roof bolts should be tightened to moors satisfactory anchorage sand to minimise nag of tie roof over the mine opening. The generally accepted means for determining the bolt load is to see a torque wrench to measure he torque applied in tightening the bolt and, from a predetermined relationship between torque and molt load, to, determine the corresponding bolt load. Because frictional effects may vary between one type of shell assembly or bolt and others, 7 types of expansion shell units and 3 types of 3/4-inch-diameter, mild steel bolts were tested.]

Within the Mine Safety and Health Administration's (MSHA's) classification of metallnonmetal (MAM) mining, the number of independent contractor' employees has increased significantly in recent years. In 1985 independent contractor employee hours reported to MSHA accounted for 4.5% of all M/NM mining employee hours (excluding office workers); by 1994 that proportion had doubled to 9.0%. As a result, these workers now account for an increasingly significant proportion of fatal and nonfatal mining accidents. According to MSHA's statistics, annually computed fatality incidence rates (the number of fatalities per 200,000 employee hours) for independent contractors working in M/NM mining are consistently higher than those for operator employees. Over the five-year period from 1990 through 1994, 53 independent contractor employees were fatally injured while working on M/NM mine property (See Table 1). More than one third of these fatalities (36%) were due to accidents involving powered haulage; 21% were machinery accidents; and 11% percent were falling material accidents. Combined, these three accident classifications accounted for 68% of all independent contractor fatalities occurring on M/NM mine property during these years. Clearly, current efforts to increase the safety of the mining workforce must also address the safety of the independent contractor employee. This report is a preliminary attempt to identify trends in the employment and safety of independent contractor workers by identifying which segments of M/NM mining are experiencing the greatest increases in the number of independent contractor employees and by examining changes in the rates and types of accidents in which these employees are involved. Mining companies are usually held responsible for accidents occurring to the public around their operations . Safeguards are provided by progressive mining companies to prevent the public from getting into danger from wandering unattended about the properties . At abandoned operations , where little or no supervision can be maintained , persons are often injured through the negligence of the operator in leaving the property in unsafe condition . After a mine is abandoned or a lease is given up by a mining company , the responsibility for the safety of the property rests sometimes with the State to which the property ownership reverts or with the owner of the land ; either is usually quite unwilling to spend any money to remedy unsafe conditions due to the carelessness of the mining company . The land owner or the State , or both , should see that the work of leaving safe conditions behind is done by the operator before he abandons the mine or gives up the lease . Some of the worst hazards to the public at abandoned mines are from old test pits , abandoned shafts or tunnels , open pits , caved ground , and bodies of water in abandoned open pits . Hazards exist from some of these sources during the active operation of a mining property as well . In the early stages of mining operations test shafts are often sunk from 50 to 100 feet deep through the more or less loose material overlying bed rock . When these shafts are left unprotected , they are a serious danger for many years to come . In the course of time they become largely concealed by brush and grass , and thus are a deadfall to anyone who might happen to step into them . This condition will hold true for any part of the country, but to a much less degree where it is not necessary to sink through a great amount of cover . Many progressive operating companies have adopted the practice of filling in test pits after securing the information desired . Some nonresident landowners and exploration companies , however , have left such pits open , and it is extremely difficult for the mine inspector to get into communication with the owner . The U.S. Bureau of Mines has developed an improved method for determining dissolved helium in water in the concentration range of 4.0 x 10-8 to 270 X 10-8 cm3 He (STP)/cm3 H2O. The method is a modification of a previously reported method that was developed for analrzing surface and subsurface waters in geochemical survey work. Water samples are collected in SOD-cm stainless steel cylinders, and the dissolved gases in a sample are extracted into an evacuated cylinder of equal volume. After addition of 30 psig of nitrogen containing less than 2 ppb helium to the extracted gases, the resulting mixture is analyzed for helium using a helium-tuned mass spectrometer. The helium content of the water sample is determined from an empirical calibration that is established by analyzing standard solutions of helium in water. The accuracy of the method is ±7 pct for helium-in-water concentrations above 10 x 10-8 cm3 He (STP)/cm3 H2O.

This study is one of a number conducted to determine the concentration of dust in the air during the complete cycle of operation in wet drilling information as to various factors connected with drilling in mining operations is considered to be of definite value in the control and prevention of air dustiness, and it is particularly desirable to ascertain What features of present-day wet-drilling operations in mine work contribute to dust disease and to remedy deficiencies when they are found. ACKNOWLEDGMENTS A testing alit through rock strata is being developed by the Mining Division of the United States bureau of Mines at Mount Weather, Va., and the tests discussed in this report were conducted there. This experimental alit in rock, constitutes a typo of laboratory where mine conditions can be closely simulated and where many of the variables likely to occur in an actual mine can be eliminated or at least controlled with reasonable effort, thus affording maximum opportunities to secure fundamental data uncomplicated by extraneous conditions. In an effort to increase productivity, many longwall mining operations in the U.S. have continually increased face lengths. Unfortunately, the mining of larger panels may increase methane emissions. The National Institute for Occupational Safety and Health (NIOSH) conducted a mine safety research study to characterize and quantify the methane emissions resulting from increasing face lengths in the Pittsburgh Coal-bed. The goal of this research effort was to provide the mine operator with a method to predict the increase in methane emissions from the longer faces for incorporation of additional methane control capacity into the mine planning process, if necessary. Based on measured methane emission rates of 0.066 m3/s (140 cfm) for a 315 m (1032 ft) face, projected longwall face methane emission rates were 0.090 m3/s (191 cfm) for a 366 m (1200 ft) face, 0.106 m3/s (225 cfm) for a 426 m (1400 ft) face, and 0.124 m3/s (263 cfm) 488 m (1600 ft) face.

The Bureau of Mines has developed a mass spectrometer method for deter-mining the helium-3 content of high-purity helium. The work was performed to evaluate experimental methods for removing helium-3 from high-purity helium and to better determine the composition of pure helium used in research. This was accomplished by increasing the inlet sample pressure, ionizing current, and amplification of the current produced by the ions collected on a conventional mass spectrometer that had been modified. With these modifications, the helium-3 content was determined in the parts-per-million and parts-per-billion range in helium-4.

Research undertaken by the Bureau of Mines in 1938 has resulted in the development of titanium from a laboratory curiosity to a commercial metal. Along with processes for producing the metal, it was necessary for the Bureau to develop methods for analyzing the metal, raw materials, and intermediate products. Some of the methods developed have been published.3 4 5/ General Services Administration (GSA) was responsible for purchasing titanium metal under Defense Production Act contracts with commercial producers. GSA designated the Federal Bureau of Mines to analyze this metal and establish its compliance with Government specifications. A substantial quantity of tin was found in some of the samples analyzed, and in July 1957 tin was added to the list of impurity elements to be determined. The specifications limited the amount of tin in titanium sponge to a maximum of 0.10 percent. A program was immediately initiated to investigate methods and techniques for determining tin in the range of 0 to 1.0 percent. A method accurate at the 0.10 percent level was necessary, as this level was the critical range for acceptance or rejection of the metal.

RECOMMENDATIONS FOR FURTHER WORK Based on the development effort and full-scale tests conducted during this program, a number of technical areas for future research and development have been identified. Further work in these areas would help to improve the reliability, speed of operation and efficiency of the remote sealing system. Recommendations for future work are summarized as follows 1. Development of an Inert Gas Generator For the sake of expediency in conducting the field test program, fresh air was used as the fluidizing medium for the fly ash. However, in an actual mine fire application the use of fresh air is likely to be prohibited. An inert gas, such as nitrogen, carbon dioxide or air containing less than 8 percent oxygen would be required. Using combustion as a means of reducing the oxygen content of air appears to be an attractive solution to the generation of the high flow rates of gas required (2500 to 5000 scfm). Such an inert gas generator would serve a dual purpose for the overall fire extinguishing operation. First, it would provide the inert gas for fluidizing the fly ash. Second, it could be used for inerting the fire area after the seals had been placed, thereby reducing the time required to extinguish the fire. It is recommended that the Bureau undertake a program to develop a field-operable, inert gas generator to satisfy these two requirements. 2. This report describes the preparation characteristics of anthracite from the Mammoth and Holmes veins in Schuylkill County, Pa., as determined by the Federal Bureau of Mines laboratory separations at specific gravities of 1.50 to 1.90. The Holmes vein anthracite contains approximately 13 percent ash, and the Mammoth vein contains about 9 percent as fed to the breaker. Crushing Broken, Egg, and Stove sizes from each vein produces Pea-size anthracite of lower ash content than that contained in Buckwheat No.1 size and smaller. The Buck-wheat No.5 size has the highest ash content of all the sizes examined. Potential recovery from a mixture of the two veins as received at the breaker, separated at 1.90 specific gravity, is approximately 64 percent of the feed at 11.0 percent ash. The same materials separated at 1.80 specific gravity yield about 61 percent with an ash content of 10.1 percent. All rejects are from the Holmes vein, because the entire Mammoth material is less than 10.0 percent ash.

A new nonclogging water spray system for continuous-mining machines has been developed under contract with the Bureau of Mines. This paper presents installation and operating guidelines for the system, which consists of improved and easily maintained machine-mounted hardware, including an inline Y-strainer, a hydrocyclone, a backup filter, and two quick-opening valves for flushing particulates from the strainer and hydrocyclone. Underground tests with continuous-mining machines have shown that when properly installed and maintained, the new sys tern virtually eliminates nozzle clogging and thus greatly reduces spray maintenance. The sys tern is relatively inexpensive and has been installed on typical continuous-mining machines for a total cost under $1,000.
