Table XXXIII itemizes the cost associated with the installation of an irrigation system and the application of latex and water in the three experimental areas at Lanse. There were no external labor charges (non- Research Center) except for the installation of the water meter. Cost of pipe and fitting are high because long lines were required at each of the three different locations; these costs were minimized by using plastic instead of metal pipe. Fifteen of the seventeen drums of latex received were used, five drums for each area. [ ] In tank-car lots latex would cost about $0.25/lb so that raw material cost for a 4000 lb/acre application would be in the range of $1,000 per acre. Equipment costs for setting up and irrigation are sensitive to size of area to be irrigated, design of system, and availability and cost of water. A realistic range is estimated to be between $200-500/acre.

The quantity of methane emitted into the mine atmosphere and the movement of gas through solid coal and the adjoining country rock are dependent on the physical properties of the medium, boundary con¬ditions, the initial gas pressure distribution, and the combination of natural and mining factors. Functional relationships between these factors are not yet known. Consequently, the development of rigorous mathematical models to predict methane flow into the mine air is difficult and to date no model has been reported which is capable of such a function. Thus far, empirical formulas available for the calculation of gas quantity released from underground sources require too much his¬torical data, not currently available. Again, these estimations are at best only crudely approximate. The numerical methods available have not been made practical enough for industry wide application. Therefore, the development of a relationship amenable to numerical analysis and practical enough for use in the industry would provide the flexibility lacking in analytical approaches. The mathematical models given in equations (7) and (8) are further attempts in presenting practical models for predicting the quantity of methane emission into the mine environment. An experimental program was conducted to evaluate the accuracy of some current methods for predicting the flammability of gas mixtures containing hydrogen and flammable or nonflammable volatile organic compounds (VOCs) in air The specific VOCs tested were toluene, 1,2-dichloroethane, 2-butanone, and carbon tetrachloride. The lower flammability limits (LFLs) of gas mixtures containing equal molar quantities of the components were determined in a 19.4-1 laboratory flammability chamber using a strong spark ignition source and a pressure criterion for flammability. All but one of the LFL values for the individual components were in agreement with earlier literature values. However, the LFL of l,2-dichlorocthane was found to be significantly lower than the range of values reported for previous determinations in smaller chambers. Two methods for calculating the LFL of mixtures were considered. The Group Factor (atomic) Contribution Method was determined to he generally more accurate than the LeChatelier Method for estimating the LFL of the gas mixtures reported here, although the LeChatelier Method was usually more conservative. The Group Factor Method predicted higher values (nonconservative) for the LFLs of several mixtures than were experimentally measured. For the case of a mixture of hydrogen and carbon tetrachloride, the Group Method estimation of the LFL was seriously in error.

This paper concludes a five year program on research into the use of a portable X ray fluorescence (XRF) analyzer for analyzing lead in air sampling filters from different industrial environments, including mining, manufacturing and recycling. The results from four of these environments have already been reported. The results from two additional metal processes are presented here. At both of these sites, lead was a minor component of the total airborne metals and interferences from other elements were minimal. Nevertheless, only results from the three sites where lead was the most abundant metal were used in the overall calculation of method accuracy. The XRF analyzer was used to interrogate the filters, which were then subjected to acid digestion and analysis by inductively coupled plasma optical emission spectroscopy (ICP OES). The filter samples were collected using different filter holders or "samplers" where the size (diameter), depth and homogeneity of aerosol deposit varied from sampler to sampler. The aerosol collection efficiencies of the samplers were expected to differ, especially for larger particles. The distribution of particles once having entered the sampler was also expected to differ between samplers. Samplers were paired to allow the between sampler variability to be addressed, and, in some cases, internal sampler wall deposits were evaluated and compared to the filter catch. It was found, rather surprisingly, that analysis of the filter deposits (by ICP OES) of all the samplers gave equivalent results. It was also found that deposits on some of the sampler walls, which in some protocols are considered part of the sample, could be significant in comparison to the filter deposit. If it is concluded that wall deposits should be analyzed, then XRF analysis of the filter can only give a minimum estimate of the concentration. Techniques for the statistical analysis of field data were also developed as part of this program and have been reported elsewhere. The results, based on data from the three workplaces where lead was the major element present in the samples, are summarized here. A limit of detection and a limit of quantitation are provided. Analysis of some samples using a second analyzer with a different X ray source technology indicated reasonable agreement for some metals (but this was not evaluated for lead). Provided it is only necessary to analyze the filters, most personal samplers will provide acceptable results when used with portable XRF analysis for lead around applicable limit values.

Airborne dust generation is one of the byproducts of coal mining, processing, and handling. The amount of airborne total dust (ATD, respirable size and larger) and airborne respirable dust (ARD) generated is of primary interest for designing the level of engineering controls needed for adequate dust abatement. Laboratory crushing experiments were conducted in a wind tunnel with a roll crusher to identify relationships among crushing parameters, product size, coal rank properties, and airborne dust generation. Through the first series of experiments, the effect of primary and secondary breakage processes on both product size and airborne dust generation was examined. Through a second series of experiments, the effect of coal rank properties on product size and airborne dust generation was studied using a uniform crushing process with secondary breakage. Laboratory results indicate that secondary breakage of a particular coal notably increases the specific amount of ATD generated, while negligibly impacting the specific amount of ARD generated. A strong positive relationship was identified between the specific amounts of ATD and ARD generated during the primary breakage process (with minimal secondary breakage), but a negligible relationship was observed between the same two variables when secondary breakage was introduced into the crushing process. This indicates that most of the ATD and ARD is generated from the primary breakage, while secondary breakage has a more of an influence on generating additional amounts of larger sized ATD. Additional experiments involving the uniform crushing of eight different bituminous coals showed that the coal rank, expressed as the inherent moist fuel ratio (MFR = fixed carbon =(volatile x inherent moisture)), had diverse relationships between the product size created and the amount of airborne dust generated. As bituminous coal rank or MFR increased, the amount of coal product fines < 250 gm increased while the mass percentage of ATD and ARD liberated from these < 250 µm product fines decreased. Air dry loss (ADL) moisture in the coal was found to be inversely related to the dust cloud electrostatic field, influencing dust liberation from the coal product fines. Since the MFR was directly related to the dust cloud electrostatic field, opposite the ADL-electrostatic field relationship, the diverse relationships between the product size created and the amount of dust liberated from the < 250 µm product fines were explained. Finally, 12 to 14 times more ATD was generated as compared to the ARD generated during these experiments. These results should provide a fundamental basis for initial estimation of the airborne dust loading requirements of engineering control methods for coal crushing.

During the last week in March and the first week in April, 1973, the Naval Underwater Systems Center measured the 76 Hz magnetic field strength (in Wisconsin and Texas) produced by both the elevated and (newly installed) buried Wisconsin Test Facility (WTF) north-south (NS) antennas. The principle result obtained from these measurements is that there is no measurable difference in performance between the WTF buried and elevated NS antennas.

Abstract—Overhead electric power lines present a serious electrocution hazard to personnel in a variety of industries. Overhead lines, typically uninsulated conductors supported on towers or poles, are the most common means of electric power transmission and distribution, and are exposed to contact by mobile equipment such as cranes and trucks. Equipment contacting energized overhead lines becomes elevated to a high voltage, and simultaneous contact by personnel of the “hot” frame and ground can cause serious electrical shock and burns. Industries where risk of these accidents is greatest include construction, mining, agriculture, and communications/public utilities. An estimated 2300 accidental overhead line contacts occur each year in the U.S. This paper describes a practical low-cost concept to detect actual contact of mobile equipment with a high-voltage line and provide a warning. Accident statistics indicate that more than half of the fatalities could be prevented by such a device. A survey of roof and pillar conditions in underground limestone mines in the United States has revealed that bench mining of the floor between pillars can cause instability in the pillars at the perimeter of the benched area. Increased loading of these pillars was observed at several mines. Large inclined geological structures that are exposed in pillar ribs were observed to contribute to pillar instability. The paper describes a study that was carried out using numerical models to assess the effects of bench mining on pillar load and stability. It was found that the benched pillars shed load onto the surrounding pillars owing to their reduced stiffness. The pillars at the perimeter of the benching area will start shedding load as soon as benching increases the height of one side of the pillar. A case study is described which shows the effects of bench mining on limestone mine pillars.

Data on health-related illnesses and disease in the mining industry are scarce, and information on rates and costs is not readily available. Substantial amounts of research are being directed to addressing these issues, including work at the National Institute for Occupational Safety and Health’s (NIOSH) mining health and safety laboratories in Spokane and Pitts-burgh. This paper briefly discusses the current status of some miner health-related issues, including those involving coal dust, silica dust, diesel particulate matter, asbestos, noise, lead, welding fumes, and skin disorders, as well as research and other activities aimed at protecting miners from occupational illnesses and disease.

Unusual circumstances may require that a longwall retreat into or through a previously driven room. The operation can be completed successfully, but there have been a number of spectacular failures which exposed miners to serious roof fall hazards. To help determine what factors contribute to such failures. the National Institute for Occupational Safety and Health (NIOSH) compiled a comprehensive international database of 130 case histories. The cases include five failures where major rock falls occurred in front of the shields, and six even more serious failures involving major overburden weighting. This suggests two room failure mechanisms The first is a roof fall type failure caused by loading of the immediate roof at the face as the fender narrows. The second is a weighting type failure caused by the inability of the roof to bridge the recovery room and face area, and affecting rock well above the immediate roof The data indicate that the roof fall type of failure is less likely when intensive roof reinforcement (bolts, cables, and trusses) is employed together with higher-capacity shields The overburden weighting failures, in contrast, occurred when the roof was weak and little standing support was used

Location and Age The main bituminous coal field of Pennsylvania lies in approximately twenty counties west of the mountain area which extends in a northeast southwest direction through the central part of the Commonwealth. The coal fields lie in a dissected peneplain, still in the youthful stage of erosion There are numerous V shaped valleys in the bituminous fields and the tributaries of the larger streams have rather steep gradients The main streams flow in rather narrow valleys with comparatively small flood plains. The coal beds of Pennsylvania are of Carboniferous age, and are confined to two systems, the Permain and the Pennsylvanian The latter system is divided into an upper or Pittsburgh series and a lower of Pottsville series The Peimain system is divided into an upper and lower series The Pottsville series of the Pennsylvanian is represented in western Pennsylvania by the Upper Pottsville only The upper or Pittsburgh series of the Pennsylvanian is represented by the Monongahela, Couemaugh, and Allegheny groups Geologic Structure. Investigations of coking properties of Washington coals made before 1939 and studies of coking precesses indicated that PiaTceC:Countyx:oals, particularly those from the Vlilkeson-Carbonado--Fairfax area, yield excellent coke structures. ThE: ash content of the cokes W2S relatively high, sulfur ordinarily.was low, and the phosphorus, although variable, was not excessively high for some purposes. For years the coals had been coked in beehive and standard byproducts ovens and had entered Pacific coast markets for every purpose to which coke is adapted. Certain areas of the Roslyn bed of Kittitas County also were known to possess coals with coking properties. This coal had been employed largely for bench-gas manufacture and occasionally, blended with other coals, in byproduct ovens. Coals from other western Washington areas also had baen utilized for coking in the past but were not of immediate significance.

The approval of the U. S. Bureau of Mines when granted to a manufacturer for a gas mask is a certification that the particular device has been submitted to the Bureau of Mines for inspection and test and has been found to meet that bureau's published minimum requirements for safety , durability , and satisfactory performance . Any de- Gas masks are approved by the Bureau of Mines only as a complete unit or assembly of parts , as canister , facepiece and harness . This is in order that responsibility for rigid adherence to the bureau's requirements may be definitely located and not divided . vice marketed under this approval must be a unit composed of parts identical in detail of design , assembly , workmanship , and quality , and produced under the same control and inspection as the original device to which approval has been granted . The particular parts which comprise the approved assembly are designated in a letter to the manufacturer at the time the approval is granted . In recent years they are also specified in the approval plate authorized for use in connection with the sale of the device . Each part permitted in the assembly is legibly marked by name or number for the guidance of users of masks in ordering and identifying approved parts when making repairs , and thereby maintaining their equipment as an approved device . In view of the foregoing , any change in the design of parts or deviation from the permitted assembly of parts would violate the conditions under which approval was granted and the device would not be considered as meeting the approval requirements of the Bureau of Mines . The U. S. Bureau of Mines has been frequently requested to interpret the approval status of a gas mask assembled from parts which have separately met its requirements as components of two or more approved devices but which in the form of a complete unit has not been submitted for tests or been granted approval . Responsibility for the elements and for their proper assembly is in such case divided . Such assembled units have no status as permissible equipment under the Bureau of Mines system of schedules . The reasons underlying this policy are that the approval is granted only to some one who assumes responsibility for the whole and that the details of assembly and coordination of parts are considered to be important to the satisfactory performance and safety of the device .

In its endeavor to promote a more efficient use of coal the Bureau of Mines, in cooperation with the Illinois State geological survey and the University of Illinois, has undertaken an investigation of the coking of Illinois coals. The investigation was started by collecting from various sources the data regarding experiments already made by others; these data have been compiled and are presented herein. The present methods of using coal seem wasteful. When coal is burned in furnaces for the generation of steam, only the heat gener- ated by the fuel is utilized; possible by-products are not only lost but frequently are the source of the smoke nuisance. The volatile matter containing the tar and heavy hydrocarbon gases is difficult to burn completely in many furnaces, and its decomposition produces black smoke. When coal is coked in a by-product oven, the volatile matter is no longer a nuisance but, on the contrary, is the source of many by-products, including benzol, toluol, gas, tar, ammonia, and cyano- gen, all of which increase the value that may be obtained from coal. The coke that remains after the volatile matter has been driven off is a valuable fuel that can be used for almost all purposes for which bituminous coal can be used, and it is necessary for some metallurgical work. It has about the same heating value as anthracite coal. Because of its cleanness and its burning without smoke, it is well suited for domestic heating and the generation of steam in plants where smokelessness is demanded. The use of coke for these pur- poses would do much to eliminate smoke in cities. The best grades are regarded as essential in many metallurgical processes for reduc- ing ores to their metals. By-product coking in the United States during the past three years has increased greatly. When the ovens now in course of construction are completed, the total capacity of by-product ovens will be more than double what it was in 1913. This increase has led to a search for coals other than those now known to be available for use in by- product ovens. Tests with coals from the southern part of Illinois have indicated that coke from Illinois coal unmixed with other coals can be used for fuel purposes and that coke from mixtures of Illinois coal with low-volatile coking coal might be suitable for some metal- lurgical work. In the tests the yield of ammonia was larger than is obtained from Eastern coal. Evidently the development of methods by which good coke can be made from Illinois coals and the by-products recovered is a matter of high importance. Any investigation that will indicate how, by proper treatment, these coals can be made available to supply the market for coke and gas in the Middle West will increase efficiency in their use, and will aid in conserving the country's supply of high-grade coking coal.

The object of this report is to give briefly information of present value relating to the manufacture and uses of the various commercial alloy steels, with the hope of stimulating the demand for such steels and extending their practical use. The report is issued by the Bureau of Mines as a contribution to the increase of efficiency in the preparation and utilization of the mineral resources of the United States. Alloy steels are included in the so-called special steels, but as the latter term is often used in the mills to designate broadly any steels intended for purposes other than those served by the regular product, it has seemed best to use the more specific term of alloy steels in this report. Alloy steels are bringing about a series of revolutions in various in- dustrial fields in which steel plays an important part. Most elements that could be procured in sufficient quantity have been alloyed with iron in various proportions, either alone or in combination with others, in the search for useful alloy steels. Those steels that have gained and maintained for themselves a place in current use are discussed in this report. Some of them have had an ephemeral life of usefulness which would no doubt have been prolonged had not some other more satisfactory steel been developed. Probably the first useful alloy steel was Mushet's self-hardening tungsten tool steel, patented in 1868. Fifteen years later chromium steel, really containing chromium, was struggling for recognition for some purposes, the chief of which was for the manufacture of solid shot for piercing armor. In both of these steels the effect of the alloying element as used was in a way proportional to the amount contained. In 1882 Hadfield made his epoch-making discovery of manganese steel and demonstrated that in iron metallurgy it is not safe to take for granted anything as to the properties of an alloy of iron with other elements, basing one's opinion on past experience and knowledge, and that the effect of an alloying element may not be proportional to its content. Fire experiments were conducted in the Safety Research Coal Mine (SRCM) at the National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory, with coal, diesel-fuel, electrical-cable, conveyor-belt, and metal-cutting fire sources to determine the response of fire sensors to products-of-combustion (POC). Metal oxide semiconductor (MOS) and smoke fire sensors demonstrated an earlier fire detection capability than a CO sensor. This capability was of particular significance for a conveyor-belt fire in which the optical visibility was reduced to 1.52 m with an increase in CO of less than 2 ppm at a distance of 148 m from the fire. Application of a neural-network program to the sensor responses from each type of fire source resulted in correct classifications of coal, diesel-fuel, cable, belt, and metal-cutting combustion with a mean of 96% of the test data correctly classified.

This longitudinal field study was designed to encourage Appalachian coal miners in West Virginia and Pennsylvania to engage in hearing-protection behaviors. Method: Participants were mailed postcards that featured either a positive, negative, or neutral message on the outside of the postcard and a message encouraging hearing protection behaviors on the inside. The first posttest measurement of the effectiveness of the persuasive messages was conducted about a week after the postcards were mailed. The delayed posttest measurement was conducted six weeks later. Results: Responses from 307 coal miners revealed that the positive or neutral messages generated significantly more self-reported hearing protection behaviors than the negative message. Identical results were obtained in a delayed posttest assessment of miners&apos; self-reported hearing protection behaviors. The positive message was also more effective than either the neutral or negative message in preventing defensive mechanisms from emerging over time. Impact on Industry: Positive and neutral messages were convincingly more than negative messages in facilitating self-reported hearing protection behaviors among coal miners. This paper summarizes fly rock and blast area security fatalities from 1989 to 1999 and examines the causative factors. Coal and nonmetal mining used about 43 billion pounds of explosives and blasting agents between1989 to 1999. A majority of this consumption was used at surface mines. Accident data indicates that fly rock and lack of blast area security were the primary causes of blasting related injuries in surface mining. Fatal injuries due to lack of blast area security were attributed to: failure to clear blast area; failure to follow instructions; inadequate guarding; inadequate blasting shelter; and unsafe location. Seven fatalities due to fly rock and lack of blast area security were reported in surface coal mines and six in nonmetal mines. Out of these, two fatalities (one each in coal and nonmetal mines) occurred outside the mine property. In the coal mining sector, two fatalities were attributed to fly rock, and five to lack of blast area security. In the nonmetal mining sector, three fatalities were attributed to fly rock, and three to lack of blast area security. Preventive measures include: ensuring that all personnel have evacuated the blast area during shot firing; using adequate blasting shelters for employees whose presence is required in the blast area; controlling and monitoring all entrances to the blast area; ensuring that the blast is properly designed, drilled, and loaded; and emphasizing education and training to enhance skill levels for implementation of engineering control techniques.

This bulletin deals with the characteristic features of the principal explosives used in mining and engineering operations, and espe- cially with the tests that show the suitability of different classes of explosives for different kinds of work. The Bureau of Mines pub- lishes the report as one of a series dealing with tests of explosives and methods of reducing the risks involved in the use of explosives in mining operations. The application of explosives to engineering and mining opera- tions has increased rapidly in recent years. According to a pre- liminary report issued by the Bureau of the Census, 469,000,000 pounds of explosives was manufactured in this country during the year 1909, and the greater part of this production was used for industrial purposes. In large engineering projects and in mining operations requiring the use of explosives the selection of a suitable explosive from the many varieties offered for sale is of fundamental importance. Vari- ous considerations are involved in the selection of an explosive of proper class for the blasting to be done. Many explosives suitable for quarry work are unsuitable for use in deep mines or in close workings. In metal mining and in driving tunnels the character of the gases evolved by the explosive on detonation is an important consideration. An explosive for use in gaseous or dusty coal mines must be formulated and compounded so that its flame temperature and the height and duration of its flame are reduced enough to per- mit its being used with comparative safety. In wet workings or in submarine blasting explosives impervious to moisture are requisite. In extremely cold climates explosives that do not require thawing are desirable, provided they are equally good in other respects. An essential requirement of all explosives, especially of those for use in tropical countries, is that they shall remain stable without change in chemical or physical characteristics.

The first steps in the process of mine evacuation are the recognition of a problem and an attempt to communicate the problem to miners who may be affected. This chapter will focus on the way that a problem, fire, came to the attention of mine personnel and the messages that were sent to miners in the affected areas. The concept of information uncertainty, which was introduced in chapter 4, will be discussed as it influences problem perception and diagnosis. Sociotechnical and interpersonal communications will be explored and suggestions for improving these systems will be offered. It might seem that the first indication of a dangerous fire would motivate individuals to take self-protective action, to evacuate the affected area or structure, and to provide clear warning to others who are in danger. Research has actually shown that in most situations this does not occur. Instead, time is taken to gather more information, confirm information that is provided, and consider possible alternative explanations that could account for the given circumstances [Canter 1990; Scanlon 1979; Bickman et al. 1977]. This process of confirmation can lead to the loss of critical time. Canter [1990] summarizes the problem in his book, which reports studies of a number of fire events: "As discussed throughout this book, ambiguity and confusion, incoherent instructions and time-wasting actions, lack of appropriate instructions and misunderstanding of the nature of the event that is unfolding, are all hallmarks of fires and emergencies that kill people." In this chapter, the detection of each mine fire and the communication of warning to endangered miners will be reviewed with an emphasis on how those processes were affected by the availability and use of information. Information can become available through a variety of mechanisms during an emergency situation. First, cues may be taken directly from the environment. Smoke is an obvious example. Secondly, mechanical devices, such as smoke detectors, may provide warning messages. A third source of information is interpersonal communications. These can occur face-to-face or through some mechanical device such as a telephone. With all three methods there is a possibility of miscommunication, misunderstanding, and misinterpretation. All of these means of communication were used with varying degrees of success in the three mine fires analyzed here. A fire, like any nonroutine situation, engenders uncertainty about a diagnosis and understanding of the problem [Mead 1938]. This uncertainty leads to delays in realization of the seriousness of the situation and therefore in the proper response to it. Delay in action is an important concern in any fire setting, but is even more at issue in underground coal mine fires. Mine fires are qualitatively different from structural blazes: workers&apos; escapeways may be miles long; the seam height at many operations is so low that it is impossible to walk upright; access to underground workings is always limited to a few (sometimes only two)
