The economics of the producer-consumer interface - the route from mine to market - impact much more severely on specialty industrial minerals, extender/fillers that have to be sold, than on commodity industrial minerals that are basically supplied. Working capital costs for inventories and accounts receivable, fixed capital costs for storage/ warehousing/distribution, and sales and marketing costs all make the extender/filler producer much more of a marketer than a miner. The future survival of an extender/filler producer will primarily depend on the skill he has in the economics of the interface.

As an alternative power source to eliminate trailing cables, ESD Corporation is installing a flywheel system on a shuttle car. Flywheel power is extracted by a high-speed generator, developed by Lear Siegler Corp,, and the system -- including vacuum and lubrication and cooling auxiliaries -- is supplied by the aerospace group, Rocketdyne Division of Rockwell International. The flywheel system is being developed under a three-year contract with the Department of Energy. It is a follow-up contract to a previous DOE-contracted study by General Electric Co. in which it was shown that a flywheel can be a feasible power source for a shuttle car from technical, economic, and safety standpoints. This paper addresses the status of the program, design decisions established, and plans for laboratory test procedures and underground demonstration. The flywheel-powered shuttle car is a conventional 6-ton capacity shuttle car equipped with a 7-rotor flywheel energy storage package. The energy package is the sole source of power for the shuttle car through a complete mission duty cycle (MDC) of tramming to the miner, receiving a load of coal, and returning to the secondary haulage system. Energy stored in the system exceeds MDC requirements and waiting times to provide an ample margin of reserve energy. The energy storage system is recharged by spinning the rotors back up to maximum speed each time the shuttle car comes back to the secondary haulage system. The electrical charge motor is connected to a power source to recharge the system while the load of coal is being discharged.

Little comprehensive information has been reported on the behavior of room-and-pillar mines. The objective of this paper is to present case data on mine failures in the Illinois basin for use in practice. Presented are results of an ongoing study and details on the site characteristics of cases where sags have developed on the surface. Site data are reported to show the geologic, mining, and sag conditions that existed. Sags mainly develop from pillar, floor, or pillar-floor failure. The character of the sags depends upon the type of mine failure as well as the overburden response.

The Calmet Process for extraction and recovery of gold and silver from concentrates and high:grade ores has been a commercial reality for over two years. During that time period, almost seventy-five different concentrate (or ore) types have been processed in approximately 200 separate lots (a total of almost 2000 short tons). During commercial operation of the process at the plant in Fountain, Colorado, recovery of gold and silver into <lore' has averaged almost 93% for gold (range 81-98%) and over 90% for silver (range 76-97%) based on a fire assay target and calculated head values.

Introduction In 1979, rumors of a developing drug problem within IMC Fertilizer&apos;s Carlsbad, NM workforce began to surface. For the next two years, a management team contacted local, state, and federal regulatory agencies that had the potential resources to help combat this apparently escalating problem. These contacts included the local police department, the county sheriff&apos;s office, the federal Drug Enforcement Administration, and the Mine Safety and Health Administration (MSHA). IMC approached each agency with two proposals. The first required the agency provide an undercover agent for placement in the company&apos;s underground facilities. The alternative required the company to provide the agent with the participating agency lending necessary legal expertise and guidance to accumulate the necessary data. MSHA regulations prohibit intoxicating beverages and narcotics on mining property. They also forbid persons under the influence of alcohol or narcotics from working in or around mines. The agency could not, however, help with this problem. The remaining agencies were sympathetic, but were unwilling to assist in implementing either program, citing legal implications. Without exception, these agencies not only refused to provide help, they discouraged any type of undercover operation, searches, drug screenings, or using dogs trained in narcotics detection. As law enforcement officials, they reasoned that any such program constitutes potential civil rights violations. An attorney advised IMC that it was not required to adhere to the same guidelines as law enforcement and regulatory agencies. It was his legal opinion that the company could conduct an undercover operation. But he recommended finding a private firm that specialized in this type of investigation. An experienced firm should have the expertise to conduct the operation and avoid the legal pitfalls that could be encountered. The management team agreed with the attorney and elected to hire a private firm. After extensive research and evaluation, three reputable companies were contacted, advised of the needs, and asked to submit a proposal. Their initial response was enthusiastic. None, however, submitted a proposal. Each was unable to locate a qualified agent willing to work in an underground environment. Privacy and civil rights At this point, it was apparent that an undercover operation was not feasible due to the lack of inhouse expertise and the lack of outside assistance. After more research, it was concluded that the only viable options left were the ones that the law enforcement community had earlier discouraged. These options included locker and personal searches, use of dogs trained in narcotics detection, and drug screening or testing. The management team evaluated the pros and cons of locker and personal searches. They concluded that if conducted properly, this approach could eliminate the problems. The potential legal liabilities, however, appeared to be tremendous. Strict guidelines would have to be adhered to in order to avoid invasion of privacy and civil rights violations. This meant announcing locker searches before conducting them and obtaining written permission from an individual before searching his person. Although the group was reluctant to lose yet another option, it was concluded that conducting searches under these conditions would be ineffective. It would also convey the message to the workforce that the substance abusers had the upper hand. This author was extremely critical of this legal opinion at the time. I have since concluded that the attorney was correct. This occurred in mid-1982. Court decisions of that era indicated the legal and political climate was sensitive to these issues. The necessity to protect the environment can limit mining activities and make some areas less attractive for the prospecting and exploration of mineral deposits. In Poland, the main environmental factors that restrain Irumng are: 1. Regional A Protection of the landscape B. Protection of ground water from contamination and depletion 2. Local A Conservation of fertile soils B. Conservation of forest resources C. Preservation of natural, cultural, and historical monuments The regional factors listed above that can limit mining are presented on a map of Poland. These data, combined with maps of known and potential mineral deposits, make it possible to delineate general levels of limitation for various mining-related activities varying from "no existing environmental limitations" to "no allowed industrial activity" As an example, a compilation of such data is presented for lignite exploration and mining in Poland. Lignite deposits occur within Upper Paleocene to Upper Miocene clastic strata at depths ranging from a few to 300 m. The thickness of the lignite is generally a few meters, but can locally reach over 100 m within grabens. As a result, the overburden-to-lignite thickness ratio varies from less than 1 to over 20. Within the same Tertiary strata, and within overlying Quaternary strata, several aquifers exist that produce good quality water that may be contaminated or depleted during lignite mining. The protection of these ground waters is the main factor limiting lignite mining and should be addressed in mining and environmental policy and planning.

Adobe, dried mud bricks, have been used since before historic time in the construction of dwellings. Building materials are normally evaluated for thermal performance based on measurements known as R- and U-values. The R-value is an indicator of the ability of a wall to insulate effectively and the higher the R-value, the better it is as an insulating material. The U-value, or value of conductance, is the reciprocal of the R-value and reflects the rate at which heat is conducted through a material. But the "heat capacity of the wall" must also be considered. This measures the length of time that passes before a steady state of heat flow is achieved. The effective U-value measures both the resistance to the transfer of heat and the capacity to hold heat. These latter value make adobe a far more interesting as a modern building material that was formerly recognized.

In 1969 Holosonics designed and developed a portable system for conducting acoustical surveys in metal mines, with lead-silver veins as the principal targets. Recently this system has been proven useful in describing rock structures for advance geologic information in civil engineering application and underground construction applications. This paper discusses a case history of acoustical surveying from a series of pilot drill holes in an advancing tunnel. In acoustical surveying a pulsed acoustic signal is used to generate reflected signals from the rock formation. Arrival time, amplitude and phase of the returned signals can be determined. These data became the basis for a signal correlation program designed to relate the signals to their respected pseudo-planar reflecting interfaces. An application of acoustical surveying has recently been conducted in a portion of the excavation for the Washington Metro Area Transit Subway. The data results and conclusions of the program are discussed in the paper. Acoustical surveying was successful in predicting the occurrence of major jointing and foliation plane shearing ahead of the tunnel advancement.

Introduction The mining industry has a poor public image. It is often perceived as a despoiler of the landscape and a polluter of the environment, and there is little recognition of societal needs for the raw materials and fuels that this industry produces. There are many reasons for this poor image, but an important one is that a substantial number of mining operations have caused significant damage to the environment. Many of these operations, particularly those that now are abandoned, continue to have an adverse impact, principally in the form of water pollution.1 In some cases, the damage caused by this pollution extends well beyond the immediate region around the mine. Chemical contamination of ground and surface waters can, and does, occur in nature when these waters flow through or over undisturbed, mineralized rock masses. However, the problem is greatly exacerbated by mining because the mining activities increase, by several orders of magnitude, the permeability and the surface area of rock that can be contacted by percolating water. Water flowing through either the mine workings or the waste rock dumps becomes contaminated. Pollution can also arise if leachate from tailings ponds enters either groundwater or surface waters. This leachate may contain chemicals used in processing the ore. The magnitude of the threat posed by mining wastes depends on the type of minerals in the deposit, and on the chemicals used to process the ore. The magnitude of the threat also depends on two other, site-specific factors. One is the volume of water flowing into the mine and through the dumps, which depends on rainfall patterns, topography, and whether the mine workings are surface or underground. The other is the proximity of the pollution source to groundwater or surface waters, which depends on both the climate and geology. These factors influence the concentration and the quantity of polluted water forming and reaching the receiving water. Mining activities present a potential problem of enormous scale. Vast amounts of rock are mined each year2 and, as noted above, substantial problems have arisen at some mine sites. These problems are usually exceedingly costly to address, and it is imperative that these mistakes not be repeated. There are indications that we can accomplish this goal; we now better understand the processes that cause pollution and have methods to prevent or contain it. In addition, in the past few decades society has started to recognize the need for all industries to operate in a manner that maximizes the health and safety of workers and the public and minimizes adverse environmental impacts. A variety of recently enacted federal and state laws regulating public health and environmental hazards reflect the increasing concern over these issues. Many statutes, such as the federal Clean Air Act and the Clean Water Act, encompass activities undertaken by the mining industry. Other laws, such as the Surface Mining Control and Reclamation Act, have been written to regulate specific hazards posed by this industry. At the present time, the federal government. through the Environmental Protection Agency (EPA), and several state governments, are preparing new regulations specifically tailored to control the disposal of mining wastes. Given the magnitude of the potential environmental and health risks posed by disposal of mining wastes and the regulatory costs to the mining industry (both of which are due to the tremendous volume of waste generated), it is especially important that regulators have a good understanding of the different types of mining wastes and the risks they are likely to pose in various geographic and climatic circumstances. Only then can a regulatory program be designed with suitable procedures and substantive criteria to protect the environment and ensure compliance, while avoiding unnecessary or wasteful expenditures. California has long enjoyed a large, active mining industry. Today it produces a wide range of mineral commodities. The revenue from production of non-fuel minerals in California ($2.85 billion in 1988) greatly exceeds that of any other state. About a third of this revenue is from the production of inert sand, gravel and crushed stone. However, the remainder is from the production of a wide range of materials. These include boron minerals, rare earths, asbestos, talc and pyrophyllite, and gold. In earlier decades, an even broader range of minerals was produced, including mercury, copper, lead, zinc, and barite. There are acute environmental problems at some of these early mine sites. Because in 1987 the state of California was engaged in a revision of its regulations for mining waste disposal, the legislature commissioned a study by researchers at the University of California at Berkeley to investigate and review: the magnitude of the problem posed by these wastes, • the best feasible control measures available for waste management and disposal, • the problems of abatement and cleanup at so-called "problem" mine sites, • the current regulations imposed on mining waste disposal by various federal, state, and local agencies and the effectiveness of these regulations. This paper summarizes the principal findings from this study (Mining Waste Study, 1988). The lessons from this investigation are likely to be of general interest because of the diversity of mineral products produced, and the wide range of geographic and climatic conditions encountered. The acute problems seen at some of the older mines are typical of the western United States, and teach useful lessons on strategies that should be implemented at new mines to prevent recurrences of these problems.

The geostatistical technique of conditional simulation is applied to measure the uncertainty inherent in the factor-of-safety (FS) predictions for soil slopes in which there is an incomplete knowledge of the spatial distribution of soil properties. A case study that considers a natural clay slope in Canada is presented. The sequential-indicator simulation technique was used as a means of generating a series of spatial maps of the soil properties at the site. These maps approximate random draws from the conditional probability density function that characterizes existing uncertainty in the spatial distribution. FS determinations were made for each simulated map using the simplified-Janbu approach. In using this approach, computations are performed using a new computer program that can operate on irregular spatial profiles of soil properties specified on a discrete grid. A unique capability of this approach is the ability to generate the FS distribution conditional to the type, position and value of existing site-characterization measurements. This capability should reduce uncertainty in FS predictions.

It is always a pleasure for me to address a group of mining engineers. I am doubly grateful when I am allotted sufficient time to describe the total Office of Coal Research program. My remarks are directed to our total program but I trust you will all understand my emphasis of the utilization aspect of our activities since that is my portion of the program. From its inception, the Office of Coal Research has sought out creative ideas for improving our national use of coal by developing new uses, improved mining procedures, lower costs, and appropriate studies with respect to the resource itself. Quite early in the game, our Economics and Marketing Division contracted for studies with respect to New England export market, Western coal, and similar items. Our Mining and Preparation Division has successfully developed a packaged coal-fired boiler and has partially developed a packaged fluid-bed type boiler as well. Our Mining and Preparation Division is working in such diverse fields as treatment of sewage with coal and the separation of coal into distinct-petrographic constituents so that all fractions of the coal can be put to the best possible use. We would like to be doing more work on improved mining methods, better preparation techniques, and any other mining improvement that will benefit the industry and our program. The synthetic fuel plants I will describe later will operate seven days per week, 24 hours per day. We would like the mine to operate on this same sort of cycle and are prepared to support research that will lead to this.

The White Pine Mine is the second-largest active underground copper mine in the United States, covering an area of approximately 13 square miles in the Upper Peninsula of Michigan. The mine operator intends to initiate in-stope solution mining by circulating a solution of mine water, sulfuric acid, and ferric iron through rubblized ore and recovering copper from solution. As planned, the solution would be retired in the mined-out stopes following completion of solution mining activities. Investigations into the fate of the retired solution mining fluid indicate that the solution, through time, will change from an acidic, metal-rich solution to a near-neutral, reducing solution containing much lower concentrations of metals. Investigations include reaction path modeling (EQ3/6) and laboratory and in-mine experiments. The combination of neutralization and reduction will result in precipitation of most metals, primarily as metallic sulfates, chlorides, and sulfides.

A cooperative research project supported by the taconite industry and the Minnesota DNR was undertaken to establish quality standards for carboxymethyl cellulose (CMC) based organic binders. The objective of this study was to identify the effect of CMC quality parameters such as degree of substitution, molecular weight, and purity as well as the effect of inorganic extenders such as sodium carbonate on performance. These factors have been evaluated by green-ball testing with two taconite concentrates followed by pot-grate tests. Balling tests with bentonite and Peridur were conducted to provide baseline data. At a constant DS the molecular weight as measured by viscosity had the greatest effect on green-ball drop strength. Dry-ball compression strength was most dependent on CMC addition rate and sodium carbonate content. DS was not found to have a major effect on green-ball quality for medium molecular weight CMC.

Recently, a new theory of the subsidence of rock masses has been advanced by Litwiniszyn and coworkers, which is based on the notion that the individual rock particles perform random walks. It is shown in the present paper that the final equations of the random walk theory can be justified from general principles of statistical mechanics in which no specific theoretical model of particle behavior has to be made. The theory appears to account appropriately for subsidence phenomena.

In west-central England, 183 m (600 ft) below the Cheshire Plain, lie the evaporate remains of an ancient sea. Stratified into nine beds of salt separated by marl bands, the deposit stretches roughly 21 x 12 km (13 x 7.5 miles) and contains reserves of rock salt estimated as high as 400 Gt (440 billion st). The Winsford Salt Works, one of England&apos;s largest underground mines, extracts the Cheshire salt and sells it for use as animal feed, for application in de-icing programs, and as a key ingredient in sodium fertilizer production and a variety of other industrial processes. Because road de-icing is an important market, demand for Winsford&apos;s salt varies with the severity of British winters. Design capacity is 2.25 Mt/a (2.5 million/year). However, production peaked at 2 Mt (2.2 million st) in 1987. Over the past five years, annual production has averaged 1.6 Mt (1.7 million st). Run-of-mine salt averages 92.5% NaCl, mixed with about 5% marl. The marl was formed by deposition of a reddish dust blown into the Cheshire basin from deserts in what is now central Europe. Association with the marl adds color to the salt, producing tea-colored crystals that resemble unrefined sugar. Adaptation of coal mining systems Rock salt mining in the Winsford district began at least as early as 1682. Mining at the current site dates from 1844 but was shut down from 1892 to 1928. In the early 1900s, a series of catastrophic collapses and floods plagued and ultimately shut down then-active Cheshire brine-salt producers. Subsequently, Winsford reopened and began adapting mechanized underground coal mining systems to rock salt extraction.

More than 80 million metric tons of fly ash is produced annually in the U.S. as coal combustion by-product. Fly ash can be converted to value-added products if unburned carbon is reduced to less than 2.5%. However, most of fly ash is currently landfilled as waste due to lack of efficient purification technologies to separate unburned carbon from fly ash. A rotary triboelectrostatic separator has been developed and patented recently at the University of Kentucky with unique features. Several fly ash samples have been used to understand the effects of major process parameters on the separation performance. The results show that compared to existing triboelectrostatic separators, the rotary triboelectrostatic separator has significant advantages in particle charging efficiency, solids throughput, separation efficiency, applicable particle size range. Belt feeders are commonly used to meter the flow of bulk solids from bins and hoppers. If the interface between the hopper outlet and belt feeder is not designed correctly, flow from the bin may be severely compromised, resulting in problems of no-flow, segregation, flooding, etc. By knowing the flow characteristics of the bulk solid being handled and applying proven design techniques, such problems can be avoided. Relevant bulk solids flow characteristics are identified, along with measurement techniques. Design procedures for correcting problems with existing feeders as well as proper design of new feeders are presented, along with case histories of successful application of these procedures.

Swelling clays, such as montmorillonite, contribute significantly to the poor dewatering and consolidation behavior of the Florida phosphate clay wastes. Understanding and to a degree, control of the forces which cause the swelling behavior may aid in supplying a solution to this problem. The technical feasibility of utilizing control- led dispersion for aiding dewatering of phosphatic slimes was investigated. This technique is based upon inhibition of swelling and self-dispersing tendencies of the montmorillonite clays by dispersing the solids in electrolyte solutions. Through this process, significant improvements in settling rates and sediment solids content were achieved in both pure clay systems and on simulated phosphate slimes.
